Headline: Ministers Weigh Ground Offensive, Call Up More Reservists

A ground offensive is in the works, AFP reports Wednesday, after Hamas broke Tuesday’s brief cease-fire and pummeled Israel with rockets – and threats. The Security Cabinet approved an order to call up 8,000 additional reserve soldiers Wednesday afternoon, it was just announced, in addition to the 40,000 soldiers approved to be called up for reserve duty last week ahead of a possible ground offensive. The initiative may finally be actualized later this week, according to IDF Radio, which noted that while Israel would prefer a truce to putting boots on the ground, the security cabinet met overnight to discuss the possibility of a limited ground operation. Ministers have already approved plans to raid Hamas’s full network of terror tunnels. They also discussed the possibility of a limited ground incursion which would not initially involve entering towns of villages but focus on terrorist positions in rural areas it said. That would likely include the sites of former Jewish communities there, which were expelled during the 2005 Disengagement Plan. “Israel has no option but to continue the operation and intensify it,” former national security adviser Giora Eiland told IDF Radio.

Headline: If ordered into Gaza, IDF Ground Forces ready for anti-tank missiles, urban combat

If ordered into the Gaza Strip, IDF Ground Forces expect to encounter Hamas cells with anti-tank missiles, heavy urban combat, subterranean warfare, and other challenges. “This is the combat that characterizes a terror organization,” the source said. The IDF has maintained large numbers of Ground Forces on the Gaza border. IDF Brigade commanders would have a high degree of independence if ordered to enter the Gaza Strip. Hamas planned to employ bomb-filled tunnels to facilitate large-scale killing sprees and kidnapping attacks on the border, according to Israeli security officials. Hamas will try to prove that an Israeli ground offensive will not have an impact on its ability to fire rockets, though its chances of achieving this remain decidedly low. Only a ground maneuver can truly deal with the growing threat of tunnels that straddle the border, officials believe. Addressing Hamas’s use of the Palestinian population as a human shield, the senior source said there are over a dozen Hamas brigade commanders who are hiding within the Gazan civilian population, preventing the IDF from striking them. Hamas commanders use messengers who pass along written notes, he added.

Turkey has stepped up diplomatic efforts to secure a ceasefire in Gaza, AFP reported on Tuesday. According to the report, Turkish Foreign Minister Ahmet Davutoglu spoke separately by telephone with Palestinian Authority (PA) Chairman Mahmoud Abbas and Hamas chief Khaled Mashaal to discuss the ceasefire process. Abbas is due to meet Turkish Prime Minister Recep Tayyip Erdogan in Turkey on Friday but Turkish officials refuse to confirm if Mashaal would visit. No contacts have been made with Israel so far, a Turkish official told AFP. “Concrete steps can only be taken after Israel stops its assault on Gaza,” the official said, speaking on condition of anonymity. Turkey brokering a ceasefire would be a challenge, given its tense relations with Israel in recent years.

An Israeli delegation will leave for Cairo on Thursday, where it will participate in talks for a ceasefire mediated by Egypt, it was reported Wednesday night. The members of the delegation are Israel Security Agency (Shin Bet) chief Yoram Cohen, senior Defense Ministry official Amos Gilad, and Prime Minister Binyamin Netanyahu’s personal envoy, Attorney Yitzhak Molcho. Earlier on Wednesday, Palestinian Authority sources said that a Hamas official was also in Cairo for talks about Egyptian-led efforts to end a nine-day conflict between the Gaza-based Islamist movement and Israel. The terrorist group has already rejected a proposal (the first proposal) that Egypt put forward this week aimed at bringing an end to the violence, complaining that it had been excluded from the discussions. Israel, meanwhile, has accepted a request by UN envoy Robert Serry to enact a “humanitarian ceasefire” for several hours starting Thursday morning. The IDF Spokesman said the ceasefire will be in effect between 10:00 a.m. and 3:00 p.m. Thursday, and will be a “window of opportunity” for Palestinian Arabs in Gaza to get supplies and evacuate. The second article states that Hamas has already rejected the 2nd peace proposal from Egypt and is denying that they are in Cairo for talks. The group is reported to have five main demands: An opening of all crossings between Israel and the Gaza Strip; opening of the Rafah crossing with Egypt for 24 hours, with an international guarantee it will not be closed; naval access in Gaza; permission for Gaza residents to pray at the Al-Aqsa Mosque in Jerusalem; the release of the prisoners freed in the Gilad Shalit swap and then rearrested; improved conditions for Palestinians imprisoned in Israel.

Strengthened by their victories in Syria and Iraq, where they have seized control of the north of the country, Isis and its followers are now also gaining purchase in Jordan. Foreign diplomats and the Jordanian government have this week expressed fears over the ability of the country, a crucial Middle East ally of the West, to remain stable, with extremist factions operating along two of its borders. Jordanian troops rushed to the border with Iraq earlier this week, reinforcing their defences with convoys of tanks, troops and rocket launchers, as Sunni insurgents seized control of the official border post on the Iraqi side. Jordan, whose General Intelligence Directorate works closely with the United States, has long been considered an essential “buffer” between the historically tumultuous Iraq and Syria and Israel. President Barack Obama has sought to ensure this status quo remains, providing a $5 billion (£2.9 billion) counter-terrorism partnership fund for countries on the “front lines”. However, rather than having to fight to keep extremists out of the country, the real threat to the Hashemite kingdom’s ruling monarchy is domestic. The conflicts in Syria and Iraq and instability in Lebanon have reduced the relevance of national borders in the Middle East, with the map being increasingly redrawn to represent a supranational, sectarian, struggle between Shia and Sunni sects.

Headline: Iraqi opposition, tribes launch new coalition from Amman

Iraqi tribes and Sunni opposition groups formed on Wednesday their first unified coalition from Amman, calling on the international community to boycott the Nouri Al Maliki government. In a so-called “Amman conference to save Iraq”, some 200 Iraqi tribal leaders, Baathists, Islamists and activists gathered to form the Iraqi opposition’s first unified coalition. In its first statement, the Iraqi Sunni opposition called on the international community to boycott the Maliki government and officially recognise rebel forces as a legitimate resistance group. “We call on the international community to cut ties with the Maliki government, which is killing its own citizens and to support the Iraqi revolution to restore a united Iraq,” Ahmed Dabashi, head of the Islamic Army revolutionary group in Iraq and conference co-organiser, said at the closing of the summit. The yet-to-be-named opposition coalition comprises up to 90 per cent of tribal and rebel groups within Iraq, yet excludes the jihadist group Islamic State of Iraq and the Levant (ISIL), which was not invited to the conference.

The Islamic State’s (IS, formerly ISIS) recent statements have raised a few eyebrows; particularly ones that touch on the issue of Islamists in Roumieh prison. Sources suggest that current IS members have old ties to militant group Fatah al-Islam, which clashed with the Lebanese Army in Nahr al-Bared camp back in 2007. Back then, the group’s leader was accused of being a Syrian operative engaged in destabilizing Lebanon’s government. Today, circumstantial evidence also raises the possibility of the IS having been infiltrated by Syrian intelligence so as to gear the group’s activities towards the regime’s interests. The formal declaration of an Islamic state by insurgents in Syria and Iraq reverberated immediately in Lebanon. Soon thereafter, the IS assigned a man identified as Abdel Salam al-Ordoni as the organization’s emir, or leader, in Lebanon.

Headline: Lebanon Files UN Complaint Against Israel

Lebanon filed a complaint on Thursday against Israel at the UN Security Council, saying it had violated its sovereignty by opening fire on its territory in retaliation for rocket attacks. The foreign ministry said Israel fired 102 shells at Lebanon between July 11 and 14, during the ongoing war between Israel and Gaza, describing this as “repeated and dangerous violations”. During that same period at least nine rockets were fired from south Lebanon into Israel. Israel has responded with artillery fire.

Saudi Arabia is deploying men and high-tech machinery to boost vigilance along its 800 kilometre northern border with Iraq, where it faces security threats from both sides in a deepening sectarian conflict. Saudi Arabia has ramped up security to prevent attacks from Sunni Islamist militants, who have already seized large swathes of territory in northern and western Iraq, and from Shiite militias who are aligned with prime minister Nouri Al Maliki. Iraq’s deepening sectarian conflict has raised concerns that the region’s biggest economy may be targeted by either group. Headline:Saudi Arabia provides $53m for Gaza medical care

Custodian of the Two Holy Mosques King Abdullah has issued a directive to provide SR200 million ($53.3 million) in humanitarian aid for the victims of the Israeli offensive against Gaza which has killed more than 170 people so far. The funds will pay for medicine and medical equipment to treat “victims of the brutal Israeli aggression and bombing of the Gaza Strip,” Finance Minister Ibrahim al-Assaf said early Monday. The aid will be channeled through the Palestinian Red Crescent, al-Assaf said in a statement carried by the Saudi Press Agency (SPA).

Headline:Egypt reluctant to broker another Gaza truce

Critics say Egypt was slow to respond to the current crisis, and its initial efforts have faltered. Add to that the open mistrust being demonstrated by the key Palestinian faction – Hamas – and it does not look like a winning formula. When news of Egypt’s ceasefire proposal emerged on Monday night it came as a surprise to many – apparently including the leadership of Hamas. If someone else manages to do a deal – without Egypt – that would dent the prestige of the new Egyptian President, Abdul Fattah al-Sisi. Hamas is unlikely to sign up to anything without the endorsement of its regional ally, Qatar.

Feted by supporters, whom he hailed as the victors of his country’s brutal civil war, a triumphant President Bashar al-Assad was sworn in on Wednesday for a third seven-year term after an election that was widely seen as a gesture of calculated defiance toward the United States and others in the West and in the Arab world seeking his ouster. With his right hand on the Quran, the holy book of Islam, Mr. Assad took the oath at the People’s Palace overlooking Damascus, the capital. But even as he prepared for a new term, rebels offered a counterpoint, firing five mortar shells into Damascus and killing four people. Two shells landed near the central Umayyad Square, the official news agency SANA said. Meanwhile, Syrian government forces heavily shelled the central town of Morek in an attempt to wrest it from rebels, activists said on Thursday. Military helicopters dropped barrels packed with explosives on the city overnight, said the Local Coordination Committees. More than 20 bombs were dropped by aircraft on the town on Wednesday, reported the British-based Syrian Observatory for Human Rights. Morek is one of three towns that lie on a strategic highway linking central and northern Syria. Rebels linked mostly to Islamic groups have been holding the town for the past four months.

Hezbollah and the Syrian branch of al Qaeda have fought a deadly five-day battle in Syria near the border with Lebanon, a Hezbollah source and a fighter for the Nusra Front said on Thursday. Hezbollah is a Shi’ite Muslim militant group that has fought alongside troops loyal to President Bashar al-Assad in Syria’s civil war, now in its fourth year. Al Qaeda’s Nusra Front is a Sunni militia that considers all Shi’ites heretics deserving death. A Nusra Front member said Hezbollah had lost many fighters over the past few days during the clashes in Syria’s Qalamoun mountains. On Wednesday, Hezbollah tried to enter Syria from two Shi’ite Lebanese villages on the border when they were ambushed by Nusra Front fighters. “We saw them trying to sneak in,” he said. “We waited for them, and when they arrived and before they were able to load their guns or rocket-propelled grenades, we attacked. Some of them escaped.” A Hezbollah source confirmed there had been an attack and said the group had lost three fighters during the Wednesday assault, upping the death toll to nine Hezbollah fighters killed in the area this week.

Russia has quietly reached an agreement with Cuba to reopen a Soviet-era spy base on America’s doorstep, amid souring relations between Moscow and Washington. The deal to reopen the signals intelligence facility in Lourdes, south of Havana, was agreed in principle during president Vladimir Putin‘s visit to the island as part of a Latin American tour last week, according to the newspaper Kommersant. Opened in 1967, the Lourdes facility was the Soviet Union’s largest foreign base, a mere 155 miles from the US coast. It employed up to 3,000 military and intelligence personnel to intercept a wide array of American telephone and radio communications, but Putin announced its closure in 2001 because it was too expensive – Russia had been paying $200m (£117m) a year in rent – and in response to US demands. After Putin visited Cuba on Friday, the Kremlin press service said the president had forgiven 90% of Cuba’s unpaid Soviet-era debts, which totalled $32bn (£18.6bn) – a concession that now appears to be tied to the agreement to reopen the base.

Pro-Moscow separatists battled to break through lines of government forces near the border with Russia in eastern Ukraine on Wednesday, and a tentative step towards agreeing a ceasefire in the intensifying three-month conflict failed. Fighting has escalated sharply since Ukrainian forces pushed rebels out of their stronghold in the town of Slaviansk 10 days ago. The past several days have seen Russia and Ukraine trade accusations of firing across the border. Ukraine’s military said 11 more troops were killed in the space of 24 hours, mostly in clashes near the frontier. Ukraine has been trying to put down a revolt by heavily-armed fighters, many of them from Russia, who have sought independence for two eastern provinces since April. Russia annexed Ukraine’s Crimea peninsula in March after a pro-Russian president was ousted in Kiev. Moscow denies supporting the separatists in eastern Ukraine, but Kiev says many of the fighters and their leaders have travelled from Russia and brought heavy weapons across the border. Ukrainian troops have focussed their efforts in recent days on securing the frontier to prevent the arrival of more fighters and weapons. Andriy Lysenko, spokesman for Ukraine’s defence and security council, told journalists the separatists had attacked government positions along the border overnight. Government troops had been ambushed by separatists at Izvarino on the border and there had been early morning clashes near the border settlement of Stepanivka when separatists tried to break out of encirclement by the army, he said. “There was tank and mortar fire and from rockets on positions of the (Ukrainian) ‘anti-terrorist operation’,” Lysenko said. The number of casualties was being established. Two days after the downing of a government An-26 transport plane, Ukrainian warplanes had been given the go-ahead to resume flights over the east, Lysenko said. Kiev says it believes the transporter was hit by a missile fired from Russia. A separate SU-25 fighter plane was hit by a rebel rocket on Wednesday, but the pilot made a successful emergency landing and there was only slight damage to the aircraft, the defence ministry said.

A powerful Iranian general has emerged as the chief tactician in Iraq’s fight against Sunni militants, working on the front lines alongside 120 advisers from his country’s Revolutionary Guard to direct Shiite militiamen and government forces in the smallest details of battle, militia commanders and government officials say. The startlingly hands-on role of Iranian Gen. Ghasem Soleimani points to the extent of the Shiite-led Iraqi government’s reliance on its ally Tehran. It also strikes a strong contrast with the more methodical, cautious approach of the United States, Iran’s rival for influence in Iraq. Shiite fighters have come to idolize the Iranians who have moved into the heat of battle alongside them — with two Iranian advisers killed in fighting — while government officials grumble the United States has failed to come to their aid. The Iranian role, however, risks further sharpening the sectarian rifts in the conflict. At a time when the U.S. and others are pressing Iraq’s government to reach out to Sunnis to reduce support for the insurgency, the effective Iranian command of Iraq’s defense is likely to further alienate Sunnis, who have long accused Shiite-led Iran of trying to dominate Iraq through its allies here.

Iraqi security forces repelled an insurgent attack on a northern Shiite Turkmen town, killing 15 militants, an official said Thursday. The attack by the Islamic State of Iraq and Greater Syria (ISIS) insurgents and allied Sunni Islamist extremists on the town of Amirli took place Wednesday, said Talib al-Bayati, an official from the nearby town of Suleiman Bek. “Iraqi forces, with the help of military aircraft, repelled an attack on Amirli on three sides and killed 15 gunmen, according to an initial toll,” said Bayati. Amirli lies to the south of Suleiman Bek, which fell to an ISIS-led onslaught that swept parts of Iraq’s north and west last month.

Libya on Thursday asked the United Nations for help to build up its security forces, with the foreign minister warning that his country could turn into a “failed state”. Libyan Foreign Minister Mohamed Abdelaziz asked the UN Security Council to dispatch experts to train the country’s defense and police forces to ensure they can protect oil fields, airports and other vital sites. “We are not asking for military intervention,” said Abdelaziz. “We are asking for a team from the UN specialized in the field of security.” Libya has seen a surge of violence, with Islamist and other militias recently locked in fighting around Tripoli airport, which has been shut down amid growing fears of all-out civil war. “Should Libya become a failed state, kidnapped by radical groups and warlords, the consequences would be far-reaching and perhaps beyond control,” warned Abdelaziz. Libya could become a “hub for attracting extremists”, feeding radicalism and the arms flow in the region and further afield in Syria, he warned. “Don’t you think that such patterns that are indicative of heading towards a failed state would justify a stronger, more strategic engagement from the Security Council?” he asked. The 15-member Security Council was expected to issue a statement later on the Libya crisis. The United Nations last week evacuated its staff from Libya after the latest upsurge in fighting.

A “terrorist” attack on two military checkpoints killed 14 Tunisian soldiers and wounded several others, in the Mount Chaambi region near the border with Algeria, the defense ministry announced early Thursday. “The new toll from the clashes with the terrorist groups is four dead in the ranks of the national army,” ministry spokesman Rachid Bouhoula told Agence France-Presse, adding that one of the assailants was killed. The clashes took place Wednesday evening, as “two terrorist groups attacked two national army posts with machineguns and RPGs [rocket-propelled grenades] around 7:40 pm [18:40 GMT],” Bouhoula said. The army has been conducting an operation to flush out Islamist militant fighters, the TAP state news agency said.

Leaders of the world’s five emerging economies have launched a development bank aimed at countering the Western-dominated international financial system.Leaders of Brazil, Russia, India, China, and South Africa, also known as BRICS group, made the decision at a summit in Fortaleza, Brazil on Tuesday. “There will be a very powerful means to prevent new economic difficulties in the world scenario and creating the bank will also establish the basis for huge macroeconomic changes,” Russian President Vladimir Putin said, adding that the bank “will allow us to undertake joint plans regarding out development.” During and address at the summit Putin also called for the establishment a new energy association to increase the energy security of the BRICS group. In accordance with the Russian president’s offer, the new energy association would include an institute for energy safety and a reserve fuel bank. Russia has been seeking new international partners following its exclusion from the group of eight industrialized countries, known as the G-8 over the crisis in Ukraine.

At least 38 people have been killed across the Philippines as Typhoon Rammasun continues to batter the country. Officials said Thursday that at least 38 people were killed as the massive storm continues across the main island of the Philippines, striking a number of population centers across southern and central Luzon. They also said at least eight people have gone missing. Alexander Pama, the executive director of the National Disaster Risk Reduction Management Council, said over one million people have been affected by the typhoon, out of which 500,000 have fled to emergency shelters in about a dozen provinces and the capital city of Manila. According to reports, hundreds of thousands were left without power in at least 11 provinces; although, in some, electricity was cut off for precautionary measures.

Headline: China lightning, floods and landslides leave dozens dead

Dozens of people have died in the past week as torrential rain batters swathes of China, with at least six killed by lightning, thousands of homes destroyed and more than 300,000 evacuated, state media said. There had been six deaths from lightning strikes in the central province of Jiangxi since last Friday, the official Xinhua news agency reported. There were other fatalities from lightning in Guizhou in the southwest, it said, where a total of seven people died. A landslide in the province early Thursday buried eight people, Xinhua said, with two rescued by mid-morning but six still missing. Another landslide in the southwestern province of Yunnan on Wednesday left at least nine people dead, Xinhua said. Officials are bracing for more devastation, the China Daily said, reporting a warning that “local authorities should make full-scale preparations for geological disasters that could be triggered by rains”.
