Headline: Israeli Golan residents tell government to ‘wake up’

The IDF fired a Spike (Tamuz) missile at a Syrian army position on Thursday in response to a stray projectile fired from the neighboring country that hit the Israeli Golan Heights earlier in the day. A direct hit was confirmed.  A rocket siren was sounded Thursday afternoon in the northern Golan Heights. A projectile from fighting in the Syrian civil war fell in the Golan Regional Council, north of the community Ortal. The IDF was still searching the area for any additional rockets that may have fallen on the Israeli side of the border. In a statement, the military said it appeared the shooting from Syria was “errant fire” from battles between forces loyal to Syrian President Bashar Assad and rebels trying to topple him. The IDF did not say what type of it carried out. The Syrian Observatory for Human Rights said it was an air strike on a Syrian army base on the Golan. There were no immediate reports of casualties from either side. “The IDF sees the Syrian army as responsibile for any rocket fire towards Israel,” the army said in a statement.

Headline: UN denies Golan peacekeepers ordered to hand arms to Syria rebels

Headline: Are UN Troops Captured in Syria Next in Line for Beheading?

The UN peacekeeping chief strongly denied on Wednesday allegations from the Philippines’ army chief that Filipino peacekeepers in the Golan Heights were ordered to surrender their weapons to Islamist militants who had trapped them. Filipino army chief General Gregorio Catapang said his soldiers had defended themselves against Islamist rebels last weekend in defiance of an order from their UN force commander to surrender their weapons, a move that would be highly controversial in the six-nation, blue-helmeted force.

Headline: Fiji rejects report of retaliation against local Muslims

Fiji’s army chief on Thursday dismissed as “sick” a suggestion the Pacific nation’s Muslim minority will face a backlash if 45 UN peacekeepers taken hostage by Islamic rebels in the Golan Heights are harmed. Brigadier General Mosese Tikoitoga also defended the action of his troops in surrendering to Al-Qaeda-linked al-Nusra Front rebels, even though a contingent of 75 Filipino peacekeepers who defied an order to lay down their weapons all escaped unscathed. Tikoitoga, speaking to reporters in Suva just hours after the UN Security Council demanded the Fijians’ immediate release, said the location of the Blue Helmets was still unknown. He also revealed that talks with their captors had hit a “lull” but said specialized UN negotiators flown in from New York to deal with the crisis had told him this was normal in a hostage situation. “They (the rebels) do not establish contact so that they can regain the initiative on negotiations,” he said. “But these are (just) tactics they use and I hope that we will resume discussions soon and we can get them back on the line.”

Headline: Israel says Abbas must sever ties with Hamas following connection to kidnapping of Israeli teens

With Thursday’s indictment of Hussam Hassan Kawasme as the Hamas mastermind of the kidnapping and murder of three Israeli teens in June, government officials called on Palestinian Authority President Mahmoud Abbas do what what he and senior PA officials said in June they would do: rethink the Fatah-Hamas reconciliation process. One government official said that shortly after Prime Minister Binyamin Netanyahu accused Hamas of the abduction of Naphtali Fraenkel, Gilad Shaer, and Eyal Yifrach, Abbas made a statement that if Hamas was truly responsible, he would reconsider the unity government. “Now that Hamas officials are even taking credit, the evidence is overwhelming,” he said. “Is Abbas going to follow through?” On June 19, Abbas was quoted in the Palestinian newspaper Al-Ayyam as saying at a conference in Saudi Arabia that Netanyahu used the abductions to “act violently against us, wreak havoc, especially in Hebron, and place the responsibility on us. We will investigate the issue and its perpetrators. The truth is that whoever carried this out wanted to destroy us, therefore we will speak to them differently and take a different approach toward them.” Three days later he was quoted again in Al-Ayyam saying that Israel blamed Hamas for the kidnappings, even though there was no proof yet. “When the facts are made clear, there will be a clear Palestinian position regarding this,” he said. Palestinian Foreign Minister Riad al-Maliki was even more direct during an interview at the same time with Reuters,  saying: “If Hamas was behind it [the kidnappings], which no one can say right now, then this would be a blow to the reconciliation process. If we reach that conclusion, then the president [Abbas] will make drastic decisions.”

Headline: US rejected Abbas’s peace plan, PA says

Chief PLO negotiator Saeb Erekat on Wednesday presented US Secretary of State John Kerry with Palestinian Authority President Mahmoud Abbas’s new peace plan to establish a Palestinian state. Abbas dispatched Erekat and PA General Intelligence Chief Majed Faraj to Washington to present the initiative to Kerry. Following the meeting, Erekat said he delivered a letter from Abbas to Kerry regarding the “needs to end the Israeli occupation within a specific timetable. Erekat said that the initiative calls for the establishment of an independent Palestinian state on the pre-1967 lines with east Jerusalem as its capital. Erekat did not say anything about Kerry’s response to the initiative. Abbas was recently quoted as saying that he did not expect the US Administration to accept his new initiative, which he described as an “unconventional solution” to the Israeli-Arab conflict. “Kerry met with Saeb Erekat and Majed Faraj for about two hours this afternoon,” State Department spokeswoman Jen Psaki said.

Headline: Jordanian MPs Demand: Let’s Stay Out of Fight with IS

A group of Jordanian deputies demanded on Wednesday that the kingdom stay out of any war against Islamic State jihadists who have captured swathes of territory in neighboring Iraq and Syria, AFP reports. 21 MPs, who represent various factions in the 150-seat parliament, sent a memorandum to speaker Atef al-Tarawneh demanding “the government not involve Jordan (in the fight) against the Islamic State”, the report said. “This war is not our war. Accordingly, we reject categorically any Jordanian contribution in a battle that is not ours,” they said in the document seen by AFP. “We do not want to be dragged into an international coalition,” said Khalil Attia, one of the deputies who signed the memorandum. Jordan’s King Abdullah is to attend a NATO summit on Thursday of Western leaders including U.S. President Barack Obama, according to the report. Prime Minister Binyamin Netanyahu later asked the international community to support Jordan in the fight against Islamic extremism and to back the independence of Iraq’s Kurds.

Headline:   Lebanon rejects swap deal in captive soldiers crisis

ISIS executed a Lebanese man from the northeastern town of Arsal Thursday, according to the National News Agency.  The state-run agency said the victim has been identified as Kayed Ghadadah.  Security sources told The Daily Star that Ghadadah was kidnapped last week from his house in north Arsal and was taken to the town’s outskirts close to the Syrian border.  Media reports are indicating that ISIS executed Ghadadh for his ties to Hezbollah.  Last week, a video surfaced on social media showing two Syrians held by a radical group saying they, along with Ghadadah, were recruited by Hezbollah to ignite strife between the Lebanese Army, Syrian refugees and the jihadists who have infiltrated the border in light of the battles in Qalamoun, a mountainous region bordering Lebanon.  The two men, who appeared in the video posted by a YouTube channel called “The Network of the White Minaret’s Correspondents,” identified themselves as Mohammad Abdo Araj and Mohammad Mahmoud Abdel-Nabi.  The two said Hezbollah trained them on the use firearms and how to plant bombs, and asked them to coordinate with each other to attack an Army post. One of the men also alleged that the party had killed a Lebanese soldier who sought to defect from the Army.

Headline:  ISIS terror threats against Christians spread in north Lebanon

The epidemic of graffiti threats against Christians hit the Tripoli neighborhood of Minieh Thursday.  A message painted on the wall of Mar Elias Church read “the Islamic State will break the cross.”  The graffiti in black spray paint was in Arabic.  On Tuesday, a similar message was painted on the wall of March Elias Church in the Tripoli neighborhood of Mina.  “We came to slaughter you, you worshipers of the cross,” the graffiti read.  Tensions have risen in Tripoli since last week, with several incidents of intimidation against the  city’s Christian community.  Crosses were allegedly burned over the weekend and several churches were defaced with threatening messages, thought to be in retaliation for the burning of Islamist flags by several youths in Beirut’s Sassine Square.  The incidents have been widely condemned by officials, with Justice Minister Ashraf Rifi promising a full investigation into any attempts to incite sectarian strife, and the Lebanese Army enhancing security arrangements in the city.

Syria Headline:    Air strike kills 12 civilians in Syria’s Deir ez-Zor

On Wednesday, the Syrian air force carried out several air raids on the city of Deir ez-Zor in eastern Syria, where extremists of the Islamic State (IS) are in control. At least 12 civilians were killed as a missile –launched by pro-Assad warplanes– hit a civilian bus carrying passengers in Deir ez-Zor. “Among the casualties were 7 children,” an eyewitness told ARA News. “Pro-Assad forces never care about civilians. There are still many people living here in Deir ez-Zor who insist on staying, regardless of the persecution practised by IS terrorists; but the pro-Assad warplanes carries out air strikes killing dozens, which means such operations are not really focused on IS,” an opposition activist in Deir ez-Zor told ARA News, preferring anonymity. Deir ez-Zor is considered the second main stronghold of the Islamic State’s militants in Syria after Raqqa province.  The Syrian regime’s military forces have recently intensified operations against IS headquarters in Deir ez-Zor and Raqqa. According to locals activists, the air strikes of pro-Assad forces claimed lives of more civilians than of IS militants.

Syria Headline:    US: Terrorist Could Get Syria Chemical Weapons

The United States is concerned that the Islamic State group and other terrorists could get a hold of chemical weapons if Syria is hiding any stockpiles, the U.S. ambassador to the United Nations said Thursday. Samantha Power spoke to reporters after the Security Council received a briefing from Sigrid Kaag, who heads the international effort to rid Syria of its chemical weapons. The joint mission of the United Nations and the Organization for the prohibition of Chemical Weapons will end at the end of the month after destroying nearly all of Syria’s declared stockpile. But Kaag said the OPCW is still working with Syria to resolve discrepancies in its declaration, which she said range from outdated records to discrepancies on the volume of materials. Power said the U.S. is concerned not only that President Bashar Assad’s regime still has chemical weapons but that any stockpiles left behind could end up in the hands of the Islamic State group, which has seized large swaths of Syria and Iraq. “Certainly if there are chemical weapons left in Syria, there will be a risk that those weapons fall into ISIL’s hands. And we can only imagine what a group like that would do if in possession of such a weapon,” Power said, referring to the militant group by one of its known acronyms. She said the “Security Council intends to stay very much on top of this.” Power stressed, however, that the immediate concern is that Assad’s regime still possesses chemical weapons, saying that “there is one actor that has actually used chemical weapons.” There was no immediate reaction from Syria’s U.N. Mission to Kaag’s briefing or Power’s remarks.

Iraq Headline:  NATO would consider any Iraq request for IS help

NATO would “seriously” consider any request from Iraq for assistance in a war against insurgents from the Islamic State (IS), NATO chief Anders Fogh Rasmussen said on Thursday. “We will discuss what individual allies and what NATO can do to counter the threat from the terrorist organisation, so-called Islamic State,” he said before the start of a two-day summit of leaders from the Western military alliance in Newport, Wales. “We haven’t received any request for NATO engagement. I’m sure that if the Iraqi government were to forward a request for NATO assistance, that would be considered seriously by NATO allies,” the secretary general said. “I do believe that the international community as a whole has an obligation to stop the Islamic State from advancing further,” he said, after two US journalists were executed by IS militants as retaliation for US air strikes in Iraq. One of the videos also said a British hostage would be killed next if bombing continued. The NATO summit billed as the most important since the Cold War got underway Thursday with calls to stand up to Russia over Ukraine and confront Islamic State militants. The Ukraine crisis tops the agenda but the 28 leaders must also tackle new threats posed by Islamic State in Iraq and Syria. “To the southeast we see the rise of a terrorist organisation, the so-called Islamic State,” Rasmussen said, adding: “We will take important steps to counter these threats.”

Iraq Headline:     Islamic State kidnaps 40 men in Iraq’s Kirkuk region – residents

Islamic State militants kidnapped 40 men from a town in Iraq’s northern province of Kirkuk on Thursday, dragging the men into cars before driving off, residents said. Residents of the Sunni Muslim town of Hawija said by telephone they did not know why the men had been taken, from a district on the edge of the town. They added that Islamic State, which controls Hawija, had not faced any resistance from its inhabitants. Islamic State has seized hundreds of Iraqi and Syrian soldiers as well as members of other insurgent groups, journalists and civilians. Some have been sold for ransom and others have been killed. The group launched a lightning advance through northern and central Iraq in June, declaring an Islamic caliphate. With the help of U.S. air strikes, Iraq’s army and Kurdish forces have been able to push the fighters back from some areas. The Ministry of Defence said on Thursday on state television Iraqi forces had killed three “leaders” of Islamic State in three separate attacks on Mosul and Tel Afar in the north.

The family of Steven Sotloff, the second American journalist beheaded by Islamic State of Iraq and Syria militants, said on Wednesday he was “a gentle soul,” and challenged the group’s leader to a debate on the peaceful teachings of the Muslim holy book, the Quran. Barak Barfi, a friend of Sotloff who is serving as family spokesman, began a prepared statement from the family in English, challenged Islamic State leader Abu Bakr al-Baghdadi to debate Islam, saying, “Woe to you. You said the month of Ramadan is the month of mercy. Where is your mercy?” “God does not love the aggressor,” added Barfi, who is an Arabic scholar and research fellow at the New America Foundation think tank in Washington. A spokesman for the Aarhus mosque Grimhøjmoskeen has openly declared the mosque’s support of the terrorist organisation Islamic State, or Isis. “An Islamic state will always be what Muslims long for, therefore we cannot help but to support the Islamic State. Even if it makes mistakes, we will just have to wait and see,” mosque spokesman Fadi Abdallah told the online news source Den Korte Avis.  “The conditions aren’t the same down there [in Syria and Iraq, ed.] as they are here. I can fully understand why people are getting killed,” he continued.  In a subsequent interview with TV2 Østjylland, Abdallah stood by his wish for an Islamic state. “Muslims should have their own state and we support that. Muslims should be able to govern their own state and judge other Muslims without influence from the West,” he said. He told TV2 Østjylland that he doesn’t condone Isis’s violence. “It is of course deplorable, and we are sorry that it has come to this,” he said.  Grimhøjmoskeen has long been accused of promoting an extremist interpretation of Islam. In July, a video emerged of Abu Bilal Ismail, an imam at the mosque, calling on God to “destroy the Zionist Jews”. He has since been officially reported to the police.

Headline:  India on Alert After Al-Qaida Announces Local Branch

Al-Qaida has launched a group in the Indian subcontinent, targeting India, Myanmar and Bangladesh. But security analysts see India as the main target. Indian intelligence agencies issued alerts across the country hours after al-Qaida leader, Ayman al-Zawahiri, threatened to raise the flag of “jihad” and spread Islamic rule on the Indian subcontinent. In a 55-minute video posted online, Zawahiri said al-Qaida’s new unit in the subcontinent would rescue Muslims from injustice and oppression in the Indian states of Gujarat, Assam and Kashmir, and in Bangladesh and Myanmar. Sambit Patra, a leader of the ruling Bharatiya Janata Party, called al-Qaida’s plans to push its terror outfit in the subcontinent a serious concern. Patra says India has a very strong government, and it will take strict action on the issue. India’s Home Minister, Rajnath Singh, met with top security officials to discuss the threat. Security analysts see al-Qaida’s apparent new push as an effort to enhance its diminishing clout, as it loses ground to jihadist group Islamic State, which has gained influence in Syria and Iraq. The announcement could pose a challenge to India’s new prime minister, Narendra Modi, who has already faced criticism for remaining silent about several incidents deemed anti-Muslim while he was chief minister of Gujarat state. Meanwhile, security and police officials have been told to be vigilant about any efforts at large-scale recruitment of young Muslims by the terror group.

Headline: Russian General Calls for Preemptive Nuclear Strike Doctrine Against NATO

Headline:  France halts Russia warship deal, as Nato leaders meet

A Russian general has called for Russia to revamp its military doctrine, last updated in 2010, to clearly identify the U.S. and its NATO allies as Moscow’s enemy number one and spell out the conditions under which Russia would launch a preemptive nuclear strike against the 28-member military alliance, Interfax reported Wednesday. Russia’s military doctrine, a strategy document through which the government interprets military threats and crafts possible responses, is being revised in light of threats connected to the Arab Spring, the Syrian civil war and the conflict in Ukraine, the deputy chief of the Kremlin’s security council told RIA Novosti on Tuesday. But within the Defense Ministry there are voices calling for different priorities. “First and foremost, the likely enemy of Russia should be clearly identified in this strategic document, something absent from the 2010 military doctrine. In my view, our primary enemy is the U.S. and the North Atlantic bloc,” General Yury Yakubov, a senior Defense Ministry official, was quoted as saying by Interfax. The 2010 doctrine defines NATO expansion as a threat to Russian national security and reaffirms its right to use nuclear weapons in a defensive posture, but stops far short of declaring NATO as Moscow’s primary adversary and laying preemptive nuclear strike scenarios on the table, a posture unmistakably reminiscent of the Cold War.

Ukraine’s president heard words of support from Western leaders at a NATO summit on Thursday, but a Kremlin peace offer failed to halt fighting in the east where dramatic advances by pro-Russian rebels have tipped the balance of power against Kiev. The West believes a rebel advance since last week is the result of an assault by heavily armed Russian troops sent across the border, and has been scrambling to find a response to the biggest confrontation with Moscow since the Berlin Wall fell. Western states have backed Kiev with words and economic sanctions on Moscow, but have also made clear that they will not fight to protect Ukraine, where pro-Russian rebels rose up in two provinces after Moscow annexed the Crimea peninsula in March. President Petro Poroshenko was invited to meet U.S. President Barack Obama, Germany’s Angela Merkel, France’s Francois Hollande and other Western leaders at a summit of NATO in Wales hosted by Britain’s David Cameron. “To the east, Russia has ripped up the rule book with its illegal, self-declared annexation of Crimea and its troops on Ukrainian soil threatening and undermining a sovereign nation state,” Obama and Cameron wrote in a joint newspaper editorial.

Headline:   Iran, U.S. in another round of bilateral nuclear talks in Geneva

Iran and the United States began bilateral nuclear talks in Geneva on Thursday, the second time the two sides have met since Iran and six world powers failed to meet a July 20 deadline to resolve differences in the long-standing dispute. State news agency IRNA and a U.S. official confirmed the talks were underway. Iran and the United States, France, Germany, Britain, China and Russia have set a new deadline of Nov. 24 to negotiate a comprehensive agreement under which Tehran would scale back its nuclear activities in exchange for gradually ending the sanctions that have crippled its oil-dependent economy. “If there is good will and a constructive approach, we can reach a desired result before Nov. 24,” IRNA quoted Iran’s deputy foreign minister Majid Takht-Ravanchi as saying late on Wednesday. The United States last week penalized a number of Iranian and other foreign companies, banks and airlines for violating sanctions against Tehran, saying it was sending a signal that there should be no evasion of sanctions while talks continue. Iranian President Hassan Rouhani said on Saturday the sanctions were against the spirit of negotiations, but added he was not pessimistic about the viability of the talks.

Headline:   Iran Continues to Play Large Role in Fighting Alongside Peshmerga

Headline:   No Iranian forces sent to Iraq: FM Zebar

Since early August, hundreds of Iranian soldiers crossed the border into Iraq in a joint operation with Kurdish Peshmerga forces to fight against the Sunni Islamic State rebel group.
Iranian forces are playing an ever-increasing role in the fight. They are especially fierce over the town of Jalawla, taken by Islamic militants in June, which is dangerously close to the Iranian border and is a strategic point for both Iraq and Iran. A Peshmerga commander told BasNews’ correspondent that the Iranian forces have joined them in Khanaqen in addition to Jalawla, and even hold a presence in Mosul. He stated that Iranian forces played a major role in fighting IS insurgents in Qaraj and Makhmour, and that they supervised most of the clashes with the IS militants with heavy weaponry on stand-by. This is the first time that Iranian troops have been directly involved in the fighting against the Islamic State on this great of a scale, though according to Reza Marashi of the National Iranian American Council, it is unlikely that they’ll up their numbers any more. ‘So far, more than 30 Iranian commanders and soldiers have been killed in the clashes between Peshmerga forces and IS militants,’ said a source close to the various points of battle. Last week, in a press conference that was held in Erbil between Kurdistan Regional President Massoud Barzani and Iran’s Foreign Minister Javad Zarifi, Barzani thanked Iran for being the first country that gave military support to the region.

Reported security incidents
#1: The Taliban has struck a government compound in eastern Afghanistan in a dawn attack that included two suicide truck bombings and left at least 12 people dead, including eight off duty policemen asleep in their quarters nearby. The attack started at sunrise, with the Taliban setting off two massive suicide truck bombs outside the government compound in the provincial capital of Ghazni, followed by an assault by nearly a dozen gunmen. The assault triggered a gunbattle with policemen and security forces at the compound and officials said all 13 assailants were subsequently killed, including the two suicide bombers.

Taliban suicide bombers attacked Afghanistan’s regional spy headquarters in Ghazni city early Thursday, leaving 21 people dead and more than 150 civilians wounded, a government official said. Nineteen of the dead were the suicide attackers. The remaining two were members of the National Directorate of Security personnel. The NDS is the nation’s spy agency. The assault began when one of the suicide attackers detonated an explosives-filled truck at the front gate of the spy agency, said Shafiq Nang, a spokesman for the governor of Ghazni province. Twelve of them stormed the NDS. Six others hit the Rapid Reaction Police headquarters in the city.

#2: Seven Afghan army soldiers and 40 Taliban militants have been killed within the past 24 hours, said the country’s Defense Ministry on Thursday morning. Up to six army soldiers were killed in a roadside bombing and one army personnel was killed in direct enemy’s fire over the same period, the statement noted.

18 armed Taliban were killed and 8 others wounded in the outskirts of Zabul and Ghazni provinces.

#3: At least five Afghan National Army (ANA) soldiers were martyred following an attack by Taliban militants in eastern Kunar province of Afghanistan. According to local government officials, the attack was carried out late Wednesday after a group of Taliban militants attacked a security check post. Provincail governor, Shuja-ul-Mulk Jalal, said the assailant militants who attacked the check post were disguised in Afghan army uniform.

Headline:  Ethiopia has understanding for Egypt’s interests: Egypt FM from Addis Ababa

Egyptian-Ethiopian relations are improving amid mutual eagerness for closer ties between the two countries, Egyptian Foreign Minister Sameh Shoukry said shortly after arrival in Ethiopia’s capital, Addis Ababa, for talks on the country’s Grand Renaissance Dam project Thursday.  Shoukry underlined that Ethiopia is showing concern for, and understanding of, Egyptian interests.  The most recent round of talks between Egypt and Ethiopia in Sudan’s Khartoum reflected a significant easing of the crisis that the controversial dam had caused. Egypt’s irrigation minister said last week that 85 percent of issues pertaining to the dam had been resolved.  Egypt’s demand to commission experts to write a report on the design of the dam, and on ways to ensure that the build-up of its reservoir could be achieved without resulting in a major reduction in Egypt’s share of Nile water, was granted in tripartite negotiations between Egypt, Sudan and Ethiopia last week.  Egypt is concerned that the dam Ethiopia is building for electricity generation purposes would negatively affect its share of Nile water, Egypt’s state news agency MENA reported.  Shoukry, who is meeting Ethiopian Foreign Minister Tedros Adhanom, assured Egypt is keen to support Ethiopia’s development through joint-projects and investment, underlining the necessity of cooperation in various fields, adding that the Nile River is central to the development of both countries.

Headline: UN: 250,000 people have fled Libya violence, Haftar threatens Tripoli strikes

Government forces and helicopters belonging to a Libyan renegade general Haftar bombed ammunition sites of suspected Islamist militants in the eastern city of Benghazi, a military commander and residents said. In another sign of Libya’s descent into anarchy, the U.N. mission said fighting in the two main cities Tripoli and Benghazi has displaced 100,000 people. Some 150,000 people, including foreign workers, have fled the oil producing country. Islamist forces have been trying to take the civilian and military airport from government forces in Benghazi, part of the widespread unrest in the North African country three years after the ouster of Muammar Gaddafi. Western powers and Libya’s neighbors fear the country will turn into a failed state. A weak government is unable to control former rebels who helped topple Gaddafi but now fight each other for power. Wanis Bukhamada, commander of army special forces in the port city of Benghazi, told Reuters his forces had attacked with artillery several ammunition stores in camps held by Islamists late on Wednesday. Residents also heard helicopters and huge blasts lighting up the night sky in a Benghazi suburb. On Thursday war planes could be also heard.

Headline:   Tunisia election faces terror threat

Shortly after Tunisian Interior Minister Lotfi Ben Jeddou warned that terrorists aimed to disrupt the upcoming parliamentary elections, a politician escaped assassination. On Monday (September 2nd), six terrorists attacked MP Mohamed Ali Nasri of Nidaa Tounes, Ennahda’s primary political rival. The home of the MP is located near Jebel Saloum in Hay Ezzouhour, Kasserine. The area was one of the likely targets of terror attacks noted by Ben Jeddou last Saturday in El Aouina. Security forces for months have been battling Islamist extremists entrenched in the country’s western mountains on the border with Algeria. One of these groups on Sunday shot at a security patrol in Kasserine. According to the interior minister, Tunisian cities were relatively safe from the terrorist threat, thanks to the vigilance of security units. For his part, Tunisian Prime Minister Mehdi Jomaa urged Tunisians “to take part in the election regardless of the circumstances”. “We know that the situation is tough,” Jomaa continued. “There may be doubts about the feasibility of taking part in election and a feeling that the election won’t solve all the problems. However, we have to continue to build the Tunisian democratic model.” Tunisians are awaiting legislative elections on October 26th, followed by presidential elections on November 23rd.

Headline:   Russia, Algeria Agree to Cooperate in Nuclear Energy, NPP Project Possible

Russia and Algeria signed an intergovernmental agreement Wednesday to cooperate in nuclear energy, paving the way for possible construction of a nuclear power plant (NPP) in the North African country, Russia’s state-run nuclear corporation Rosatom said. The document was signed in the capital Algiers by Rosatom chief Sergei Kiriyenko and Algerian Energy Minister Youcef Yousfi. It envisages cooperation in the construction of nuclear power plants and research reactors, the use of nuclear reactors for heat generation and desalination of seawater, joint prospecting and mining of uranium deposits, nuclear fuel handling and processing of nuclear waste. “The construction of the nuclear power plant with Russian-designed water power reactor in Algeria could become the key aspect of our cooperation,” Kiriyenko said. Among the main areas of cooperation under the agreement is the construction of nuclear power plants and research reactors in Algeria, the use of nuclear reactors for the production of thermal energy and seawater desalination, exploration and exploitation of uranium mines, nuclear fuel cycle, nuclear fuel handling and the management of radioactive waste and recycling. The Algerian energy minister said that “this agreement will facilitate the development of human resources, technology and science in order to build the first nuclear power plant in Algeria in the next 12 years.”

Headline: IS militants killed at Turkish borders

At least 9 members of the Islamic State (IS) were killed in the village of Ashmi in the western countryside of Kobane, in northern Syria, while trying to illegally cross into Turkey on Tuesday. Kurdish fighters of the Popular Protection Units (YPG) –who are in control in the city of Kobane– have reportedly opened fire against IS militants, killing 9 of them and injuring two others, according to a YPG-linked source. “The village of Ashmi is a contact point between YPG fighters and IS militants, and such incidents take place frequently,” one of the Kurdish villagers told ARA News. “The Turkish border guards usually avoid interfering in this region. The YPG seems more in charge,” the same source added. Noteworthy, dozens of families of foreign members of the Islamic State (IS) arrived recently in Syria to join the “Caliphate”. They primarily reach Syria through Turkey.

Headline:    Kurdish insurgents report growing ISIL presence in Istanbul, assassination of leader

The Kurdish Workers Party has reported an attack on Islamic State of Iraq and the Levant in Turkey. The PKK said it attacked an ISIL leader in the Turkish city of Istanbul. In a statement, the youth wing of PKK said the ISIL operative, identified only as Hikmet, was killed. “Our security forces in the Basaksehir neighborhood have conducted an armed operation against ISIL, killing a gang leader named Hikmet, who was in charge of the organization,” the Patriotic Revolutionary Youth Movement said. Patriotic Revolutionary Youth issued statements on Aug. 30 and Aug. 31 that disclosed the attack on ISIL. The statements said two additional ISIL agents were also injured in the shooting in Basaksehir. The Turkish opposition has reported a growing ISIL presence around Istanbul. Parliamentarians cited an August 2014 video that showed a ceremony at an unidentified ISIL training camp outside Istanbul, the largest city in Turkey. Later, PKK sources said ISIL was recruiting Turks and other nationals for the war in neighboring Iraq and Syria. They said the PKK strike targeted an ISIL recruitment cell that operated in Basaksehir. “There were five or six people in a car that was leaving the [ISIL] cell house,” a PKK source told Turkey’s Firat news agency. “Two or three gang members were also shot in our precision operation.”

Headline:    Turkish minister: Christianity no longer a religion

***Keep in mind- Turkey is a NATO ally

“There are 2.5 billion Christians in the world,” Bayraktar said. “Christianity is no longer a religion. It’s a culture now. But that is not what a religion is like. A religion teaches; it is a form of life that gives one peace and happiness. That is what they want to turn [Islam] into as well.” In other words, he is telling his audience to be on guard against those who try to water down, or should we say moderate, the teachings of Islam. Those teachings, including, presumably, the teachings of jihad warfare against unbelievers and their subjugation under the rule of Islamic law. Coming from an official of the ostensibly secular regime in Turkey, this is a noteworthy statement: he is essentially saying that Turkish secularism, which restricts key aspects of Islam, must be opposed.

Headline: Boko Haram crisis: ‘Bodies litter’ Nigeria’s Bama town

Headline: Report: Nigerian Troops Flee to Cameroon

Bodies remain littered on the streets of a northern Nigerian town two days after it was seized by militant Islamists, a lawmaker has told the BBC. Boko Haram fighters were patrolling the streets of Bama, preventing people from burying the dead, Ahmed Zanna said. On Wednesday, the state government denied the town had fallen. Officials said about 26,000 people had been displaced by fighting in Bama, a key town in the battle for control of Nigeria’s north-eastern Borno state. Earlier this week, the Nigeria Security Network (NSN) think-tank said the group had made “lightning territorial gains” in recent months, raising fears that the country could disintegrate like Syria and Iraq, where the Islamic State (IS) rebel group has declared a caliphate. “So many bodies litter the streets, and people are not allowed to even go and bury the dead ones. So the situation is getting worse and worse,” Mr Zanna told the BBC’s Newsday programme after speaking to a resident who fled the town. Boko Haram has captured a string of towns in northern-eastern Nigeria in recent months, fuelling concern that it could advance towards the main city, Maiduguri. Mr Zanna said it would be “catastrophic” if Boko Haram launched an assault on Maiduguri, which has a population of more than two million. “I’m begging the government to send more troops and armoury to Maiduguri,” he said. “Boko Haram do come overwhelmingly because they recruited en masse in the villages [in Borno state],” he added.

Headline: Yemen’s Houthis to begin third phase of escalation

The leader of Yemen’s rebel Houthi movement called on Thursday issued a rallying cry to his supporters throughout the country. Abdel Malik al-Houthi, who heads the Ansarullah movement dominated by rebels from the Houthi tribe, called on supporters to shout their slogan from the rooftops of their homes and workplaces across Yemen at 21:00 local time on Thursday (18:00 GMT). Houthi spokesperson Osama Sari said on his Facebook page that the cry would be part of the “third phase of escalation” for the movement, and would a strong expression of the Houthis’ “rejection of the fuel subsidy cut and of the corrupt government.” A Saudi newspaper, Okaz, reported on Thursday that Houthis had threatened “military escalation” within the next two days if the government fails to respond fully to its demands. The report was echoed by a number of Yemeni news sites, but there has been no statement from Houthi officials regarding rumours of a coming military escalation. The rebels’ planned rallying cry on Thursday night comes after their rejection of an initiative put forward by President Mansour Hadi responding to some of their demands. Hadi had promised to sack the current government and draw up a new government of national unity within a week, to include representatives from the Houthi movement as well as southern politicians calling for the separation of north and south Yemen. The initiative would have left Hadi in charge of appointing the heads of “strategic” ministries including interior, defence and foreign affairs. The rebels rejected the proposal, branding it an attempt to “evade the Yemeni people’s demands.”

The Vatican said Peres pitched the initiative during a 45-minute audience Thursday in the Apostolic Palace. The two men last met when Francis invited the then-Israeli president and Palestinian leader Mahmoud Abbas to pray for peace together in the Vatican gardens on June 8.Peres told the Catholic publication Famiglia Cristiana that the U.N. is ill-suited to handle today’s conflicts and that a “‘U.N. of Religions’ is the best way to fight terrorists who kill in the name of God.” Francis promised the Vatican’s attention to the proposal. Meanwhile, the observer of the Holy See at the United Nations: “From the Israeli leader recognizing that Francis is a religious symbol not only for Catholics but for all mankind. The death toll from the Ebola epidemic in West Africa has surpassed 1,900 people, the World Health Organization’s chief said Wednesday. Less than a week ago the death toll stood at 1,552 people. More people have now died in the 2014 Ebola epidemic than in all previous outbreaks combined (1,590, according to the WHO). WHO’s director general Margaret Chan, speaking at a special UN press briefing on the outbreak, said Wednesday that the “Ebola epidemic is the largest, and most severe, and most complex we have ever seen in the nearly 40-year history of this disease.” She added: “No one, even outbreak responders, (has) ever seen anything like it.” According to the WHO, more than 3,500 people have been infected with the deadly virus as of this week in Guinea, Sierra Leone and Liberia. The news comes as global heath officials worry that the window for bringing Ebola under control is closing fast. New estimates from global health officials indicate that it could take more than $600 million to control the epidemic’s spread.

Headline:  Rare virus might be causing central Ohio kids’ respiratory illnesses

Unusually high levels of respiratory illness have been reported this week in Nationwide Children’s Hospital’s emergency department, and samples are being sent out for testing to see whether a rare virus might be to blame. “Obviously, it’s a concern,” Dr. Mysheika Williams. Roberts, medical director and assistant commissioner at Columbus Public Health, said of the volume of respiratory cases. “What we are experiencing is unusual for us this time of year.” Last week, respiratory symptoms were the chief complaint of an average of 52 patients per day in the hospital’s emergency department. From Sunday through Tuesday of this week, respiratory symptoms were the chief complaint of an average of 73 patients per day, a 40 percent increase. Some of those illnesses might be cases of human enterovirus 68, Roberts said. That virus apparently has sickened dozens of kids in the Kansas City, Mo., area, in recent weeks. Nationwide Children’s officials said they hope the Centers for Disease Control and Prevention can confirm whether any of the local hospital’s patients with respiratory problems are HEV68 cases. It wasn’t immediately clear how many of Nationwide Children’s recent cases of respiratory illness might be caused by HEV68, nor was it clear how many possible HEV68 cases resulted in hospitalization. The hospital is testing only severely ill patients for the virus, which usually is not fatal but can cause wheezing and shortness of breath. There is no vaccine.

Headline:   “Blasphemy Challenge” Encourages People to Curse God

An internet challenge is calling upon people to post a clip of them cursing God or rejecting the Holy Spirit’s work in their lives. The So-called “Blasphemy Challenge” is a way to promote atheism, according to promoters. Promoters are even sending free DVD documentaries against Christianity to teens who complete the challenge and post their video online. “It (the blasphemy challenge) exposes the crock that is Christian doctrine,” one of the project’s organizers told Fox News. The challenge comes from Mark 3:29 when Jesus says, “whoever blasphemes against the Holy Spirit will never be forgiven; he is guilty of an eternal sin.” Biblically, blasphemy was a term used against the leaders who personally encountered Jesus and refused to call him Messiah and they accused him of a worker of Satan. “The online atheists and teens who are into the blasphemy challenge are almost exclusively opposed to Christianity,” said Perri Frost, a high school senior. “There are almost no complaints against other faiths. Virtually all of the atheists rail against Christianity only.”

Military surveillance aircraft slated to be set aloft over suburban Baltimore this year were built to have the ability to distinguish between humans and wheeled vehicles from a distance of at least five kilometers, according to documents the Army has newly released to a privacy group. But the documents contain such heavy redactions that it is unclear how precise the resolution is for the video systems on the blimp-like aircraft, nor is it clear whether the cameras can be equipped with facial recognition systems capable of identifying individual people, said Julia Horwitz of the Electronic Privacy Information Center, based in Washington. “There is a lot of potential for privacy abuse if a surveillance device can identify a human at five kilometers away,” said Horwitz, the consumer protection counsel for the group, which is fighting a legal battle for information about the surveillance aircraft. Five kilometers is about 3.1 miles.

Headline:   City mandates free medical marijuana for low-income residents

That’s what the Berkeley City Council in California has unanimously approved, ordering medical marijuana dispensaries to donate 2 percent of their stash to patients making less than $32,000 a year. The new welfare program in the liberal-leaning city is set to launch in August 2015. The ordinance, which passed in August and is the first of its kind in the country, comes at a time when several states are debating how to handle a growing movement to legalize marijuana for both medical and recreational use. But Berkeley’s decision to effectively order weed redistribution is prompting a vocal backlash. Bishop Ron Allen, a former addict and head of the International Faith Based Coalition, told Fox News he doesn’t understand why the California city would want to dump pot on the impoverished. “It’s ludicrous, over-the-top madness,” Allen said. “Why would Berkeley City Council want to keep their poverty-stricken under-served high, in poverty and lethargic?” John Lovell, a lobbyist for the California Narcotic Officers’ Association, agrees. “Instead of taking steps to help the most economically vulnerable residents get out of that state, the city has said, ‘Let’s just get everybody high,’” Lovell told The New York Times. But others, like Mason Tvert, director of communications at the Marijuana Policy Project, say it’s a community program.

Hurricane Norbert scattered rain along Mexico’s Pacific coast on Thursday as it headed for a brush with the Los Cabos resorts. Officials in Los Cabos ordered schools closed and said they were preparing emergency shelters, though the hurricane’s center was expected to stay offshore as it roars past. The U.S. National Hurricane Center in Miami said that Norbert had top sustained winds of 85 mph (140 kph) Thursday morning and it was centered about 155 miles (250 kilometers) south-southwest of the Baja California peninsula. Forecasters said Norbert, which reached hurricane strength Wednesday, was headed northwest at 7 mph (11 kph).
