Headline:   Jerusalem is Simmering: 1,000 Additional Forces Sent to Capital

As a result of the recent escalation of terror and violence in Jerusalem, law enforcement agencies are working Sunday to bring more security forces to the capital. An additional 1,000 Israeli Police and Border Patrol forces will be on hand to oversee security in eastern Jerusalem. Security forces are expected to work together with the Tax Authority, the Bailiff’s Office and Jerusalem’s Municipality with the intention of dealing with rioters and carrying out enforcement actions in eastern Jerusalem. Police plan to operate in three main sectors of the city – their additional presence lasting at least a month. Escalated tensions in the capital were felt all of last week, particularly after Wednesday’s terrorist attack, which killed 3-month-old, Chaya Zisel Braun and injured eight others – some critically. The tensions continued last night, when Palestinian youths clashed with security forces in several neighborhoods of eastern Jerusalem. A group of masked men blocked traffic, set fire to trash bins, and threw stones and Molotov cocktails near the Beit Orot neighborhood of At-Tur. One person was lightly injured after being hit and required medical treatment. Israel police and Border Patrol forces arrived at the scene and took riot dispersal measures against the crowd. In addition, another rock-throwing attack erupted on Saturday evening near the Light Rail stop in Shuafat. The rioters damaged the window of one car, but caused no injuries. Police are still searching for suspects in the attack.

Headline:      Israeli intel: Palestinian Authority funding daily attacks in, around Jerusalem

Israel’s intelligence community has determined that the Palestinian Authority was supporting attacks around Jerusalem. Israeli sources said the intelligence community has identified the PA as a leading supporter of Palestinian attacks around Jerusalem. They said the PA was providing money, legal aid and media encouragement for operations that target Jews throughout the city. “The PA has made attacking Jews an honorable pursuit and was helping the terrorists as well as their families,” a source said. The sources said the intelligence community determined that the PA was operating a fund to encourage unrest in Jerusalem. They said the fund, believed to stem from Arab and Muslim states, also focused on riots on Jerusalem’s Temple Mount. Since June 2014, Palestinians have been attacking Israeli civilians and police on a nearly daily basis. Operations ranged from stone-throwing to shootings on highways and Jewish neighborhoods. “Islamic extremist elements are trying to set alight the capital of Israel, and we will use all necessary force, with determination and responsibility, so that they are unsuccessful,” Prime Minister Benjamin Netanyahu said on Oct. 26.

Prime Minister Benjamin Netanyahu authorized planning to advance 1,060 new housing units in neighborhoods in Jerusalem beyond the 1967 lines, officials in the Prime Minister’s Office said Monday. According to the officials, 660 of these units will be constructed in the northern neighborhood of Ramot Shlomo, and another 400 in Har Homa. Netanyahu has also given the green light to move forward infrastructure projects in the West Bank, including – the officials said – roads that will serve the Palestinians as well. The official declined to comment whether there was concern these moves would significantly harm Israel’s position in Europe and the US, which sharply condemned an announcement earlier this month of moving forward development in the Jerusalem neighborhood of Givat Hamatos.

Palestinian Authority President Mahmoud Abbas has requested the UN Security Council hold an emergency session to stop Israel’s settlement plans, Palestinian media reported on Monday. The PA chief urged the UN to put an end to Israel’s “violations in Jerusalem,” and the Aqsa Mosque, as well as its recent expansion of settlement activity.

Headline: Jordan slams Israel illegal settlement expansion

Jordan’s ambassador to Israel has slammed Tel Aviv over its illegal settlement expansion on Palestinian territories, warning that the move threatens Amman’s peace treaty with the Israeli regime. The Jordanian envoy, Walid Obeidat, said Sunday that the peace treaty between the two sides would be threatened if Tel Aviv continued to build settlements on occupied Palestinian lands. “All such acts are incompatible with international law and international humanitarian law and if allowed to continue will ultimately imperil the treaty,” said Obeidat. In addition, the Jordanian ambassador said Amman opposed an attempt by far-right Israelis to change the status quo of the Al-Aqsa Mosque, saying Jordan is against any alterations to the mosque, which is Islam’s third holiest site.

Headline:   Lebanon Violence Ends As Army Recaptures Tripoli After Weekend Clashes

Headline:    Nusra threatens to kill Lebanon prisoners over Tripoli unrest

Fighting between the Lebanese army and Sunni Islamist militants in the northern Lebanese city of Tripoli died down on Monday, after three days of clashes killed nearly 20 people, including eight civilians, according to media reports. The army reportedly recaptured parts of the predominantly Sunni city it had lost to militants last week. “The operation is over and the army is entering areas where the gunmen were entrenched in order to clear them,” Samir Jisr, a Sunni politician from Tripoli, told Reuters. The latest clashes in Lebanon reportedly erupted on Friday, following which 19 people, including eight civilians were killed. Thousands of civilians also fled the fighting late on Sunday, according to media reports. On Sunday, militants retreated to the Sunni dominated Bab al-Tabbaneh neighborhood in Tripoli. This area was recaptured by the Lebanese military on Monday, according to media reports.  A security source said the army had yet to take one final position being held by the gunmen. The area taken by the army yesterday included a mosque being used as a base by the gunmen in Tripoli’s Bab Al-Tabbaneh area. Fighting has also taken place in other parts of the north, near the towns of Al-Minya and Bahneen, where at least two soldiers were killed in an ambush. The army used helicopter gunships to fire at militant positions for the first time in recent years.

Headline:    Army on high alert after Sidon grenade attack

Security forces in the southern city of Sidon are hunting down terror suspects after assailants tossed a hand grenade early Monday at an Army post, a day after the military foiled two attack attempts, a security source and the military said. “At around 5:15 pm an Army unit raided the residence of Palestinian national Ahmad Adnan Sharaf who was planning to launch an attack on an Army post in the south,” read an Army statement published Monday evening. Sharaf is still at large. During the raid, the Army seized a Kalashnikov rifle, an RPG and 17 grenades, as well as two explosives weighing 1.5 kg each, the statement added. The Army also announced the arrest of Palestinian Malek al-Agha after raiding his residence.

Headline:  After Sinai attack, Egyptian president orders army to back police in guarding key facilities

The Egyptian president has ordered that the military will join police forces in guarding vital state facilities against terror attacks. President Abdel-Fattah el-Sissi issued the order in a decree Monday. It follows a surge in attacks by Islamic militants against troops and police. Thirty Egyptian soldiers were killed on Friday by suspected militants in the troubled northern part of the Sinai Peninsula. It was deadliest attack against the army in decades. The decree stipulated that army troops will join police in guarding state facilities for two years during which they will be treated as military installations. Perpetrators of any attacks against the facilities will be tried before military tribunals.

Headline:    Egypt postpones talks on Gaza’s future

Egypt announced on Sunday it was postponing talks in Cairo on cementing the Gaza war ceasefire after closing its border with the Palestinian enclave in response to deadly attacks in the Sinai Peninsula. Two attacks on Friday in Sinai, which borders the Gaza Strip and Israel, killed at least 33 Egyptian security personnel in some of the worst anti-state violence since former army chief Abdel Fattah Al Sisi ousted Islamist president Mohamed Morsi of the Muslim Brotherhood last year. Citing “the state of emergency in the border area between Egypt and Gaza” and the closure on Friday of the Rafah crossing, a senior Egyptian diplomat said indirect talks between Israel and Palestinian factions would not resume in the coming week. No new date for the negotiations was announced.

Headline:    Is ISIS Expanding into Egypt?

Recent statements by the Islamic State of Iraq and al-Sham (ISIS), Ansar Bayt al-Maqdis, and an alleged new group called the “Soldiers of the Caliphate in the Land of Egypt” has given rise to speculation that ISIS may be seeking to expand beyond Iraq and Syria into new territories such as Egypt. This fear is compounded by the recent arrest of an individual at the Cairo airport, allegedly seeking to travel to Syria for training with ISIS. He is also accused of recruiting Egyptians to train in Syria for the purpose of returning to Egypt to carry out attacks against security forces. It is possible that Egyptian authorities are falsely associating individuals or groups with ISIS in an attempt to legitimize harsh security measures. At this time it does not appear that ISIS is operating in Egypt or actively seeking to gain an operational footprint there, although recent events suggest viable routes for expansion by the Islamic State should it choose to pursue them. A new group calling itself Soldiers of the Caliphate in the Land of Egypt released its first statement on jihadist forums September 23, 2014. In the statement the group pledged allegiance to the self-proclaimed caliph of the Islamic State, Abu Bakr al-Baghdadi, and stated that their aim is to target the Egyptian army, foreign embassies, and foreign nationals, especially Americans. Whether the threats made in the statement by the Soldiers of the Caliphate in the Land of Egypt are acted upon or not, it is worth noting that ISIS is continuing to gain support from like-minded individuals and groups from across the Middle East and beyond. The highly publicized gains ISIS has amassed coupled with their massive media campaign will push more jihadist groups and individuals to express affinity for ISIS or to adopt ISIS tactics in pursuing their own goals. We may see a type of brand franchising involving the creation of affiliates or associates under the Caliphate similar to those aligned with al-Qaeda, whether as an effort to join in the Caliphate or in an effort to utilize the ISIS “brand” to garner publicity. The Soldiers of the Caliphate in the Land of Algeria or in Egypt may be among the first such groups.

Syria Headline:  Syrian Rebels Clash With Government Troops, 35 Die

Islamist militants linked to al Qaeda entered Idlib in northern Syria on Monday and opened up a new front in a city that has been controlled by President Bashar al-Assad’s forces for more than a year, both sides said. State television said the Nusra Front militants infiltrated Idlib at dawn and were confronted by troops and pro-government militias. The Nusra Front said its fighters killed dozens, including officers, in the attack and seized buildings. Referring to Monday’s fighting, the Nusra Front said on its social media account that its forces cut the supply route to Idlib city as well as seizing the governorate building. They also seized two tanks and captured 12 soldiers. The British-based Syrian Observatory for Human Rights, which monitors violence in Syria, said the insurgents were pushed out of the governorate building and a captured police station later on Monday.

Syria Headline:  More than 800 people killed since the beginning of clashes in Kobani

The Islamic State (IS) released a video featuring British captive John Cantlie reporting from Kobani about the group’s control over the city despite Western media broadcasting the contrary. The 5 minute, 32 second video, entitled, “Inside ‘Ayn al-Islam,” was produced by the IS’ al-I’tisaam Media Foundation, and was distributed on Twitter on October 27, 2014. Cantlie, dressed in a black outfit, stands atop a building in Kobani and speaks on what he sees below him and in the distance, and claims that the IS has essentially secured victory in the city. He stated: “Kobani is now being reinforced by Iraqi Kurds who are coming in through Turkey, while the mujahideen are being resupplied by the hopeless United States Air Forces, who parachuted two crates of weapons and ammunition straight into the outstretched arms of the mujahideen. Now the battle for Kobani is coming to an end. The mujahideen are just mopping up now, street to street, and building to building. You can occasionally hear erratic gunfire in the background as a result of those operations. But contrary to what the Western media would have you believe, it is not an all-out battle here now. It is nearly over. As you can hear, it is very quiet, just the occasional gunfire. “Two-hundred thousand inhabitants of the city have been displaced because of the fighting that came here. You can see the refugee camps over my right shoulder over there in Turkey, where the inhabitants now are. But contrary to media reports, the fighting in Kobani is nearly over

Iraq Headline:  Car bombings in Iraq kill at least 34

Two car bombings in Iraq, including one where a suicide attacker drove a Humvee into a checkpoint manned by Iraqi troops and pro-government Shiite militiamen, killed at least 34 people Monday, authorities said. The deadliest attack struck the outskirts of the Sunni town of Jurf al-Skhar, where the suicide bomber rammed his explosives-laden Humvee into the checkpoint, killing at least 24 people and wounding 25, a police officer said. Most of those killed were members of the Shiite militia, he added. No one immediately claimed responsibility for the attack. Jurf al-Sakhar is 30 miles south of Baghdad, but the bombing bore all the hallmarks of an attack by the Islamic State group. Islamic State group militants lost control of the town Sunday, when Iraqi soldiers and the Shiite militia retook it from the Sunni extremist group. Monday night, a car bomb blast near a line of shops and restaurants in downtown Baghdad killed 10 people and wounded 18, police said.

Iraq Headline: Iraq PM seeks more Jordan help to battle ISIS

Iraqi Prime Minister Haidar al-Abadi called for greater cooperation with Jordan in the battle against the Islamic State jihadist group, as he held talks Sunday in Amman, state media reported. Jordan, which borders Iraq’s Anbar province, much of which has been overrun by ISIS, is one of several countries taking part in U.S.-led air strikes against the extremist group that began in Iraq but has since been expanded to Syria. Abadi met separately with King Abdullah II and Prime Minister Abdullah Nsur. He briefed Nsur on what he called “security and terrorist challenges facing Iraq, particularly ones from Daesh which is destroying Iraqi civilisation,” Jordan’s state news agency Petra said. King Abdullah also pledged Jordan’s “full support” for Baghdad and the U.S.-led coalition “in confronting terrorist organizations”, the palace said.

On Sunday, the German BfV Intelligence announced that the ISIS group may possess advanced anti-aircraft missile system which can shoot down passenger airplanes. The German newspaper Am-Sonntag quoted BfV as having confirmed: “ISIS possesses an advanced missile system capable of shooting down passenger airplanes.” He added “It’s believed that the ISIS militants gained the anti-aircraft MPADS missile system and other advanced weapons from the Syrian Army’s locations that they took control of during the war against Al-Asaad’s regime.”

Headline:  Heavy shelling erupts near Ukraine’s Donetsk

Headline:  Poland to move thousands of troops east in historic shift due to Ukraine conflict

Heavy gunfire has erupted near Ukraine’s eastern volatile city of Donetsk, where Ukrainian government troops are fighting pro-Russia forces. The gunfire took place on Monday, a day after Ukraine held parliamentary elections. According to reports, several dozen Grad rockets landed in the Putilovsky neighborhood near the Donetsk Airport. In addition, a government-held base in the nearby city of Avdiivka was also hit by heavy rockets. There were no immediate reports of casualties or damage from the shelling, however. The shelling comes a day after Ukraine’s parliamentary vote, in which the regions of Donetsk and Lugansk did not participate.

Headline:  Report: Russia, Iran running joint war room in Iraq against ISIL

Iran and Russia were said to have been operating a war room in Iraq to block Islamic State of Iraq and Levant. The Lebanese daily Al Mustaqbal reported that Iran and Russia were operating a joint operations center in Iraq. The daily, quoting Iraqi sources, said the joint facility focused on stopping the advance of ISIL toward Baghdad. “Russian experts with Iranian experts and military commanders in Iraq assigned to confront ISIL contributed to the formation of a joint operations room,” Al Mustaqbal said. In a report on Oct. 23, the newspaper said Russia deployed scores of military advisers for the operations center with Iran. Al Mustaqbal said the Iranians and Russians were advising the Iraqi Defense Ministry as well as training soldiers and Iraqi pilots on flying Russian aircraft. There was no confirmation of the report. But Russia has announced exports of attack helicopters to Baghdad as well as training and maintenance personnel. The United States was said to have a large foreign presence in Iraq. But Kurdish sources said Iran’s Islamic Revolutionary Guard Corps was overseeing a force of some 5,000 in northern Iraq. “There are a number of Russian and Iranian experts that were overseeing the latest developments in Iraq as well as the battles with ISIL,” an Iraqi source was quoted as saying.

U.S., British Troops End Combat Role in Afghanistan’s Helmand Province

Reported security incidents
#1: General Abdul Qadir Sayad, deputy police chief in Badakhshan province said on Sunday that a large number of insurgents simultaneously attacked several checkpoints in Wardoj district late on Saturday, and that at least four police officers had died while another seven were injured.

#2: Eighteen militants were killed when the Pakistan Air Force fighter aircraft hit their hideouts in the troubled Khyber Agency, official sources said on Sunday.

#3: A group of suicide bombers stormed the office of prosecuting attorney in Kunduz provincial capital, the northern Kunduz city, 250 km north of Kabul on Monday, casualties feared, provincial police spokesman Sayed Sarwar Hussaini said.

#4: Afghan security forces have pressed on to clear the militants in restive provinces and killed 27 militants in the latest operations, the country’s Interior Ministry said Monday.

#5: Two rocket shells landed in Kabul city, but fortunately had no casualties following the shelling.

Headline: Nearly 30 Libyans killed in fresh Benghazi clashes

Fresh heavy fighting between pro-government forces and militants has claimed the lives of nearly 30 people in the eastern Libyan city of Benghazi. A Libyan army spokesperson said on Sunday the clashes have resulted in fierce exchanges of fire in different parts of Libya’s second-largest city. “A number of army units today broke into houses of militants suspected of violence in the city in the past few months,” said Ahmad al-Mismari. “The army has gone through fierce battles in different parts of the city, especially in the western entrance,” al-Mismari added. The latest casualties bring the death toll since the beginning of the military operations in mid-October to at least 170. On Wednesday night, the Libyan military forces, backed by armed supporters of former General Khalifa Haftar, entered the flashpoint city of Benghazi for the first time in two months.

Headline:  Germany: 14 Injured in Far-Right Violence

Police in Germany used water cannons and pepper spray against protesters after a demonstration organized by far-right groups in the western city of Cologne turned violent Sunday. A spokesman for the city’s police said officers in riot gear were deployed to calm the situation after protesters threw bottles, stones and fireworks at them. A police vehicle was also overturned by protesters. Thirteen officers and one protester were injured in the clashes, said police spokesman Andre Fassbender. Six people were detained, but further arrests would likely follow a review of video footage, he said. Some 2,000 people had massed in the heart of Cologne’s historic center for a demonstration ostensibly aimed against Islamic extremism. Turkish Air Forces conducted an air military drill on the defense of a tomb of grandfather of Ottoman Empire’s founder in northern Syria, highlighting the army’s resolve to respond to any military attack on a land considered as the Turkish territory. Turkish air force commander also inspected from the air Turkish military units on Syrian and Iraqi border, primary reinforcement teams tasked with guarding the tomb, as well as air exercise both during a day and at night, the army said in a statement on Monday. The statement said Air Force Commander Gen. Akın Öztürk inspected the military readiness of the units “very close” to the Syrian and Iraqi border with nearly 2-hour flight on Oct. 21. It said the general left Ankara with F-16D military plane and inspected defense capabilities of nearly 20 land and air defense units stationed on the Iraqi and Syrian border.

Turkish tear-gassed journalists and observers after an attempt to remove them from two hills overlooking the Syrian border town of Kobane, according to a Rudaw team at the scene.  Military vehicles swept into the area on Sunday, ordering all present on two hills, approximately 1.5 kilometers northwest of the city, to a third hill a kilometer further north with a limited view of the city.  The military cited concerns for the viewers’ safety, without further elaboration.  While most international media decamped to the new area, a number of individuals on the second hill refused to leave despite Turkish orders, prompting the military to fire tear gas at them.  Journalists and observers, many of whom have relatives still on the Syrian side of the border, have positioned themselves on the hills overlooking Kobane since the Islamic State began their offensive against the city in mid-September.  The Rudaw team on the Turkish border reported three rounds of coalition airstrikes in the city beginning Saturday between 10pm and 2 am. There was also fighting east and south of the city, giving way to relative calm on Sunday morning.  Fighting erupted again on Sunday between ISIS and the People’s Protection Units (YPG), the Syrian Kurdish force defending the city, when coalition airplanes bombed an ISIS target at approximately 12:30pm.  Two large pillars of smoke rose above the city on Sunday afternoon. One was the result of the airstrike in the ISIS-controlled eastern part of the city. The much larger plume rose from western neighborhoods held by the YPG following a militant attack.

The leaders of Azerbaijan and Armenia restarted a dialogue Monday during a three-way meeting in Paris with French president Francois Hollande, in an effort to ease tensions in the disputed Nagorno-Karabakh region of the southern Caucasus. Armenian President Serge Sarkisian and Azerbaijan President Ilham Aliyev agreed Monday to exchange information on the persons who disappeared during the six-year separatist war that ended in 1994. The process will be conducted under the auspices of the International Committee of the Red Cross, according to a written statement released by the French presidency. They also agreed to continue the dialogue at new meeting in September 2015 on the sidelines of the General Assembly of the United Nations in New York.

At least 17 people were killed and dozens abducted, some of them girls as young as 11, by suspected Boko Haram militants in a series of attacks on Thursday in the central region of Nigeria’s northeast Borno State, a local village chief said on Sunday. “Seventeen persons were killed by the assailants after last Thursday’s attack on Ndongo community,” Alhaji Shettima Maina, who is in charge of Maffa village about 50 kilometers (30 miles) east of the city of Maiduguri, told journalists in Maiduguri. “We buried the remains of the victims in Maffa on Friday.” “The insurgents … grabbed young people, boys and girls, from our region,”  Maina told the French news agency AFP. “They took all boys aged 13 and over… and all girls aged 11 and more. According to our information, 30 young people were abducted in the last two days,” Maina said on Sunday. Another village elder, Mallam Ashiekh Mustapha, confirmed the account of the deaths and abductions.

The Houthis, widely suspected of links to mostly Shiite Iran, gained control of the capital Sanaa in September and have waged ongoing battles with opposing tribes and militants from Al-Qaeda’s Yemen branch. The security officials spoke on condition of anonymity according to rules. A peace agreement signed between the Houthis and the government has so far failed to end the fighting.

The number of cases in the Ebola outbreak has exceeded 10,000, with 4,922 deaths, the World Health Organization says in its latest report. Only 27 of the cases have occurred outside the three worst-hit countries, Sierra Leone, Liberia and Guinea. Those three countries account for all but 10 of the fatalities. Mali became the latest nation to record a death, a two-year-old girl. More than 40 people known to have come into contact with her have been quarantined. The latest WHO situation report says that Liberia remains the worst affected country, with 2,705 deaths. Sierra Leone has had 1,281 fatalities and there have been 926 in Guinea. Nigeria has recorded eight deaths and there has been one in Mali and one in the United States. The WHO said the number of cases was now 10,141 but that the figure could be much higher, as many families were keeping relatives at home rather than taking them to treatment centres. It said many of the centres were overcrowded. And the latest report also shows no change in the number of cases and deaths in Liberia from the WHO’s previous report, three days ago. Eight countries have registered cases in the outbreak. In West Africa, Senegal and Nigeria have now been declared virus-free by the WHO.

Attorney General Eric Holder said Saturday the U.S. government is recognizing same-sex marriages in six additional states, which will make those spouses eligible for federal benefits. The announcement follows gay marriages recently becoming legal in those states: Alaska, Arizona, Idaho, North Carolina, West Virginia and Wyoming. It also follows the Supreme Court saying earlier this month that it will not hear appeals from five states trying to keep in place their marriage bans. Last week, Holder made the same announcement for Colorado, Indiana, Nevada, Oklahoma, Utah, Virginia and Wisconsin, which means the federal government now recognizes gay marriage in 32 states and the District of Columbia. Couples married in these states will qualify for a range of federal benefits, including Social Security and veterans’ benefits. “With each new state where same-sex marriages are legally recognized, our nation moves closer to achieving full equality for all Americans,” Holder said.

Headline:  6.0 earthquake registered in Ucayali Peru

Residents of Ucayali had an unexpected visitor early Sunday morning when an earthquake rattled the Amazonian region at 05:45 a.m. According to Peru’s Geophysical Institute (IGP) the earthquake registered a magnitude of 6.0 on the Richter scale. The epicenter was 57 kilometers west of Atalaya, a province in Ucayali, and 86 kilometers northeast of the province Satipo, located in Junin. IGP reports that the depth reached a measurement of 131 kilometers. No reports of injury or damage have yet been reported.

Authorities in India have alerted fishermen going out into the sea as a powerful cyclone is heading for the western coast. Cyclone Nilofar, categorised as “severe” by weather forecasters, is expected to hit the western state of Gujarat during the “next 24 hours”. The Meteorological Department has predicted the storm will bring winds of up to 145km/h (90 mph). A super-cyclone in 1999 killed more than 10,000 people in Orissa. Earlier this month, Cyclone Hudhud pounded India’s eastern coast, killing more than 40 people, causing extensive damage and prompting the evacuation of some 350,000 people. The Meteorological Department said on Monday that Cyclone Nilofar would “intensify into a severe cyclonic storm during the next 24 hours”.

Hawaii residents in the path of a lava flow must be prepared to evacuate in the coming days as the 2,000-degree Fahrenheit molten rock nears their homes. The flow is currently moving at a rate of approximately 10 to 15 yards an hour toward the town of Pahoa, in a rural region of the Big Island of Hawaii, according to the Hawaii County’s website, as of Monday morning. “The flow continues to remain active and has advanced approximately 275 yards since yesterday morning,” according to the country government’s Monday morning update. Residents in the path of the lava were given notice of a possible need to evacuate, the update said.
