Indonesia’s president on Monday urged a summit of Muslim nations to be part of the solution to the Israeli-Palestinian conflict rather than part of the problem. President Joko “Jokowi” Widodo, who heads the most populous Muslim nation, said the entire world is concerned by the deterioration of the situation in Palestine and criticized what he called Israel’s “unilateral and illegal policies.” Officials from 57 countries are meeting in the Indonesian capital, Jakarta, for a special summit of the Organization of Islamic Cooperation that is focused on Palestine and Jerusalem. The Middle East quartet — consisting of the U.N., Russia, U.S. and European Union — and permanent members of the U.N. Security Council are also represented. “The OIC should be part of the solution, and not part of the problem,” Jokowi said in opening remarks to the summit. “If the OIC cannot be part of the solution to Palestine, then the OIC becomes irrelevant.”

Hezbollah chief Sayyed Hasan Nasrallah Sunday announced that Hezbollah had covertly sent fighters to combat ISIS in Iraq, saying that his party had fought under local command and not interfered in the country’s internal affairs as Saudi Arabia had in some Arab states. “Sunnis have been harmed by ISIS in Iraq more than the Shiites. After being asked to help in the fight against this globally renowned terrorist group, we took some fighters from south Lebanon, some from Syria and some from Yemen, and flew them to Iraq secretly without any public fuss,” Nasrallah said during a televised speech. He went on to criticize an unnamed official who called for the withdrawal of Hezbollah and popular mobilization forces in Iraq. “If it weren’t for the popular mobilization forces in Iraq, ISIS would have been in your palaces, violating your dignity,” said Nasrallah. He lambasted the Gulf Cooperation Council for its recent decision to label the party as a “terrorist organization,” saying their “regimes” were acting as sureties for Israel. “This Shiite-Sunni conflict is a lie, the GCC’s problem is not really with the Shiites. [The Gulf] regimes’ main concern has always been protecting Israel – and some of them have conspired against those who stood in the face of Israel, especially Saudi Arabia,” he said. He continued to say that Lebanon would still be under Israeli occupation if it had solely relied on assistance from Arab countries.

Egypt has allegedly put Hezbollah’s leaders on the list of people banned from entering the state, as a part of its commitment to the security of Gulf States. According to Arab media reports, an Egyptian security official said that Egypt decided to ban Hezbollah leaders from entering the state following the latest decision of the Gulf Cooperation Council to label Hezbollah as a terrorist organization. Egypt’s decision also states that people affiliated with Hezbollah would also be banned from holding stocks in Egyptian banks. The official added that Egypt also decided to ban entry from Palestinians in Gaza who hold contacts with the Lebanese terror organization, after it had already warned Hezbollah to stop supporting armed organizations in Gaza Strip, which poses a threat to Egypt’s national security.

Syria Headline: Report: ISIS gunmen stage mutiny, kill local commander in de facto capital
A senior Islamic State commander was killed on Monday by disgruntled members of the jihadist group in internecine fighting that has wracked the movement in its de facto capital of Raqqa, Kurdish news agencies are reporting. According to the reports, Abu Ali al-Tunisi, the commander of the military wing of ISIS’ northern Syria branch, was killed by his former charges, triggering even more widespread dissension within the ranks. “Clashes have broken out within the organization following the killing of al-Tunisi,” said a Kurdish media outlet in the area. “Exchanges of gunfire between the two sides subsided only after the ISIS secret police managed to arrest three of the gunmen who killed the senior commander.” The incident was apparently precipitated by growing tension within the military wing over divisions of powers on the ground as well as the distribution of profits. There is also a widening chasm between Syrian fighters and foreign volunteers. The Syrians have grown disenchanted over what they believe to be preferential treatment and perks given to their foreign comrades.

Syria Headline:Nusra in Syria threatens to fire on protesters: activist
An anti-government protest in the northwestern Syrian city of Idlib ended abruptly Monday when members of the Al-Qaeda-affiliated Nusra Front threatened to shoot at demonstrators, an activist said. Protesters gathered in Idlib city in the afternoon, using the relative lull in fighting to resume demonstrations against President Bashar Assad, according to activist Ibrahim al-Idlibi, who is from the city. “We invited people to come protest in the city at 3:00 p.m., thinking we could resume the popular protest movement inside the city,” he said. But when demonstrators began marching from the gathering point to Idlib’s main square, members the Nusra Front tried to stop them. “The Nusra fighters came out and began to fight the protesters, to threaten them with their guns saying, ‘If you don’t leave the streets, we’ll start to fire,'” Idlibi said. Nusra proceeded to seize about 10 people and wave Al-Qaeda’s black flag, according to Idlibi.

Iraq Headline: ISIS Suicide Bomb Kills At Least 60 South Of Baghdad
A truck bomb at an Iraqi checkpoint south of Baghdad killed at least 60 people and wounded more than 70 on Sunday, medical and security officials said, and Islamic State claimed responsibility for the blast. The suicide attack, involving an explosive-laden fuel tanker, is the second deadliest this year. Responsibility for the bombing in Hilla, 117 kilometres (73 miles) south of Baghdad, was claimed in a posting on the website of the Amaq news agency, which supports Islamic State. “A martyr’s operation with a truck bomb hit the Babylon Ruins checkpoint at the entrance of the city of Hilla, killing and wounding dozens,” the statement on the Amaq website said. Hilla is the capital of Babylon province, a predominantly Shi’ite region with some Sunnis. “It’s the largest bombing in the province to date,” Falah al-Radhi, the head of the provincial security committee, told Reuters. “The checkpoint, the nearby police station were destroyed as well as some houses and dozens of cars.” A provincial hospital official confirmed the number of casualties, adding that 23 of them were members of the police and other security forces that were manning the check point located at the northern entrance of the city.

Kurdish Headline: At least 9 dead, dozens injured in attacks against Kurdish quarter in Aleppo
At least nine civilians were killed and dozens were wounded on Sunday when mortars and rockets were fired by insurgents on a mainly Kurdish residential quarter in the northern city of Aleppo, the Syrian Kurdish YPG group and a monitor said on Sunday. Spokesperson Redur Xelil, an official from the People’s Protection Unit (YPG), said the attacks on the Sheikh Maqsoud quarter of the city killed nine civilians, including four children, two women and three men. Earlier state run Ikhbariya television station said in a news flash 14 were dead and at least 40 injured when mortars were fired by what it described as “terrorists” in rebel-held parts of Aleppo hit Sheikh Maqsoud. The Syrian Observatory for Human Rights, which tracks violence in Syria, also said the attack was among the biggest by rebels in the area that also adjoins state run parts of Aleppo. At least one hundred rockets were fired by al-Qaeda’s Syrian offshoot Nusra Front and hardline Islamist insurgent groups on residential areas in the quarter, the Observatory said. Heavy fighting flared in Ashrafiyah and in the Sakan al Shabibi neighbourhoods where Kurdish fighters sought to advance in rebel-held areas with no signs that a truce agreed by international parties was holding in that area.

Headline: Al-Nusra militants in Syria shell Turkey to prompt return fire – Russian military
Jihadists in Syria have been shelling the Turkish area in an apparent attempt to provoke a response that could lead to Ankara sending troops into the neighboring country, according to Russia’s truce center in Syria. “On March 6, 2016 several militants of Jabhat Al-Nusra terror group repeatedly fired mortars at Turkish territory from the area near the Syrian settlement of Metishli,” Lieutenant General Sergey Kuralenko, Head of the Center for Reconciliation, said on Sunday. “The actions of militants are aimed at provoking the Turkish military units to return fire and bring their troops into Syria, which will inevitably lead to the disruption of the peace process,” Kuralenko added. He also stated that several Islamic State (IS, formerly ISIS/ISIL) armed groups are stationed near the settlement Nusaybin in Turkey, some 1.5km from the Syrian border. According to the information the Center has, these groups are preparing an attack on the settlement of Qamischli, located on the Syrian territory and populated mainly by Syrian Kurds.

Headline: Clashes in Turkey’s mainly Kurdish southeast kill 13 militants, two soldiers
Thirteen Kurdish militants and two Turkish soldiers have been killed during two days of fighting in restive southeastern Turkey, officials said on Monday. The militants from the Kurdistan Workers Party (PKK) were killed on Monday when a firefight broke out in the town of Idil, which has been under a round-the-clock curfew since Feb. 16 in an effort to root the rebels out. The military said on Sunday a soldier had been killed in Idil. On Monday it said a soldier had been killed by a sharpshooter in Sur, a historic district in Diyarbakir, the largest city of the mainly Kurdish southeast. Sur is on the UNESCO World Heritage List and its monuments have been badly damaged since a curfew was imposed on Dec. 2, photographs have shown. Turkish Prime Minister Ahmet Davutoglu said on Sunday the lockdown in Sur would end by March 21.

Turkey has been training militants with heavy weapons near northwest Syria’s de-facto Kurdish autonomous Afrin (Efrin) canton, according to an outlet close to the Kurdish People’s Protection Units (YPG). Hawar News (ANHA) reported Monday that a strip of territory in the far northwest of Syria stretching from Maydan Akbis down to Qara Baba is “witnessing unprecedented movements” along the Turkish side of the border. “The Turkish army in recent days has been training armed groups of unknown identity in the use of heavy weapons, such as tanks and artillery… [across the border] from Qara Baba,” the news outlet claimed. Hawar News, which has an editorial policy harshly critical of Turkey, further alleged that Turkey’s National Intelligence Organization (MIT) has been supervising the training of the mystery groups, which have been firing projectiles toward the Tepe Koroglu area within Turkish territory west of the Afrin canton. Meanwhile, sources told the outlet that Turkish intelligence formed two fighting groups—both composed of 15 combatants—in the border villages of Kazikli and Deliosman, which lie just north of the Afrin canton’s border with Turkey. “These moves coincide with Turkish reconnaissance flights along the border of the Afrin Canton,” ANHA’s correspondent reported. The report did not go into further details on the potential identity of the militants receiving the training.

Turkey’s prime minister Ahmet Davutoglu has upped the stakes at the EU summit on stemming migration flows by announcing a new surprise plan.The plan was presented to EU leaders over lunch and will be discussed again at dinner, after an EU-only meeting where leaders will try to agree on a common position. Details are sparse, but a Turkish government spokesperson told reporters in Brussels on Monday (7 March) that Davutoglu wants to talk about issues such as Turkey joining the EU and the ongoing conflict in Syria. “I cannot share any content about the new proposal but our prime minister wrote a new proposal to end this tragedy to make joint efforts and the EU leaders will discuss it after lunch,” said the spokesperson. “We are not here to just talk about migration,” added the spokesperson. Arriving at the summit, Davutoglu clearly made a link between the help requested by the EU and Turkey’s EU accession hopes when he said that “Turkey is ready to help the EU” but that it was also “ready to be a member” of the EU. “We have to see the whole picture. Not just irregular migration but the whole future of our continent,” he said. EU sources told this website the new plan would entail removing visa travel restrictions in June, instead of the initial October date, and opening five new “chapters” in Turkey’s EU accession process. The sources said Ankara is also asking the EU to pay between €6 billion and €15 billion over a three or five-year period to finance humanitarian aid for the some 2.9 million Syrian refugees in Turkey. Advancing the visa policy would require launching a new readmission agreement with Turkey on 20 March instead of June.

ISIS has had a presence in Afghanistan for more than a year. Officials have said most militants calling themselves IS are disaffected Taliban fighters. Afghan forces have claimed victory following a 21-day operation in the Achin and Shinwar districts of Nangarhar, claiming at least 200 militants killed, a provincial official told The Associated Press. Achin and Shinwar are among a number of districts in the remote mountainous regions along the Pakistan border that were overtaken by ISIS loyalists in recent months. Operations against the militants included airstrikes to destroy bases and a radio station that was broadcasting IS recruitment messages across Nangarhar province. The radio station was destroyed, along with at least seven militants, on Feb. 1.

Headline: IS forging migrant army in Libya
The Islamic State group (IS) in Libya is boosting its numbers by people-smuggling new recruits across Libya’s porous Southern borders and kidnapping migrant workers, Middle East Eye has learned. According to military sources as well as a former IS recruit, IS has been busy boosting numbers in Libya by kidnapping migrant workers at gunpoint and forcing them to train to be fighters or suicide bombers. This has allowed them to swell their ranks quickly, with US intelligence assessments in February saying IS now had an estimated 6,000 fighters in Libya, more than double what was previously thought. Security officials in Libya’s south claim that the country’s lack of border control has also allowed IS to recruit people abroad and bring them into Libya with impunity, saying the largest number of militants enter the country from Sudan. “Some migrants are not planning to work here in Libya or go to Europe on the boats but are heading to Sirte to join IS,” Special Forces soldier Ibrahim Barka Issa told MEE. Having worked undercover in countries bordering Libya’s South to assess the migrant situation, he said the biggest threat was from Sudan, where both radicalised nationals and refugees from Syria and Afghanistan were crossing.

Headline: Tunisia kills militants near Libya border
Tunisian security forces have killed 28 militants after they launched a cross-border raid from Libya, the government says. Fighting followed an attack on an army base and a police station in the eastern town of Ben Guerdane. Seven civilians and nine members of the security forces were also killed in the clashes, according to the government. President Mohamed Beji Caid Essebsi called the attack “unprecedented” and said it was an act of “savagery which came from our neighbour Libya”. Islamic State of Iraq and Levant (ISIL) is manufacturing IEDs on an “industrial scale,” according to investigators. “It’s not just a few roadside bombs. There are literally fields of them (IEDs),” an investigator for Conflict Armament Research (CAR) told Foreign Affairs. “It’s unprecedented. We have never seen this before — it’s in the thousands and thousands.” The U.S. Department of Defense’s Joint Improvised-Threat Defeat Agency (JIDA) confirmed CAR’s investigation. “Previously in Iraq, we would go after the lone bomb-maker using captured biometrics off an IED and try to link events together from that,” a JIDA spokesman told Foreign Affairs. “But now, we face IED factories on an industrial scale, with significant supply chains and funding lines.” JIDA said ISIL’s assembly line-like manufature of IEDs has caused Iraq to become the single most affected country by IED attacks in the world with 11,500 IED explosions causing more than 35,000 casualties in 2015 alone. Although U.S.-led coalition airstrikes have targeted and destroyed multiple ISIL bomb factories, the large swath of territory the terror group holds enables the jihadists to continually move and keep their IED supply line running.

A bomb exploded in a piece of luggage at an airport in a central Somali town, wounding three people, a police official said Monday. The bomb went off at a checkpoint as soldiers searched through bags before passengers were allowed to board, said Ahmed Nur, a police official in the town of Beledweyne, where the incident happened Monday. An African Union peacekeeper was among the wounded, he said. There was no immediate claim of responsibility for the blast, but it bore the hallmarks of the Islamic extremist group al-Shabab. Last month a bomb exploded aboard a commercial passenger jet, creating a hole in the fuselage, blowing out the suspected bomber and forcing the plane to make an emergency landing in Mogadishu. Al-Shabab claimed responsibility for that attack.

Headline: Blast kills 17 as Pakistani Taliban avenge executed assassin
A suicide bomber killed 17 people and injured 31 in northwest Pakistan on Monday, in an attack which the Taliban described as revenge for the hanging of an Islamist assassin last week. The bomber, whom police said was aged around 20 and had up to six kilograms of explosives strapped to his chest, attacked as lawyers and litigants were arriving at a court complex during the morning rush hour in the town of Shabqadar. Senior government official Tariq Hassan said the death toll rose to 17 late Monday as four more of those injured succumbed to their injuries in hospital. The Pakistani Taliban’s Jamat-ul-Ahrar faction claimed responsibility for the attack, saying it avenged the hanging of Mumtaz Qadri — feted as a hero by Islamists after he gunned down the liberal governor of Punjab in 2011 over a call to reform the country’s blasphemy law. Qadri was hanged on February 29 in what analysts described as a key moment in Pakistan’s long fight against militancy, saying it demonstrated the government’s resolve to uphold the rule of law rather than allow extremism to flourish. His funeral brought up to 100,000 people on to the streets, hailing him as a hero.

Islamic State’s so-called ‘Caucasus Province’ has called on Russian Muslims to “kill apostates in Russia,” vowing to attack President Vladimir Putin and implement Sharia in the country.
In a video titled “Profitable Trading” released by the ISIS branch in the Northern Caucasus region of Russia on Saturday, the group’s fighters urged Muslims in Russia to join them, claiming that “the Caliphate is already here.” It is the first video the extremist group in the Caucasus has released since it pledged allegiance to ISIS leader Abu Bakr al-Baghdadi in June 2015. The video begins with a news report which was broadcast on a Russian TV channel about a deadly car bombing that struck the town of Dzhemikent in Dagestan province on February 15, killing two Russian police officers. The video later presents the alleged Caucasus Province militant who carried out the attack. The video claims to show the perpetrator, Abu Abdurahman, speaking about the importance of “striking the apostates.” The group’s deputy emir, Abu Yasser, is also seen in the recording calling on Muslims in Russia to emigrate to the ‘province’ and join it, and if they cannot do so – “target the apostates wherever they are, using a rope or a knife.”
