Headline: India warns of al-Qaida terror plots against Israeli tourists during holiday season
Indian intelligence officials have learned that al-Qaida elements and other fanatic groups may be planning to commit terrorist attacks against Israeli and Jewish targets in advance of the anticipated influx of tourists during the upcoming holiday season, according to news reports. India has traditionally been a popular destination for Israeli hikers and backpackers, particularly during the Jewish holiday season. Israelis are known to congregate in the dozens of Chabad-operated community centers in the country, where they celebrate the holidays and observe religious customs. Last week, Indian authorities learned that al-Qaida operatives have established sleeper cells throughout the country. According to reports, intelligence services believe that the organization is planning attacks, with Israeli and Jewish institutions high on the list of at-risk targets.

Headline: Rebels Reportedly Control Syrian Golan, Entering Lebanon
Syrian rebels strengthened their hold of the Syrian side of the Golan Heights on Tuesday morning, conquering the mountain Al-Mal in the Quneitra region where they have recently been capturing control from Syrian President Bashar Assad’s forces. In conquering the strategic point on Tuesday, rebel forces killed roughly ten Syrian soldiers according to Arab news sources cited by Walla!, with some reports assessing that all of Assad’s forces in the area were killed in the clash. The victory gives the rebels full control over the mountain located roughly ten kilometers (just over six miles) from the border with Israel. It also means Syrian rebels have essentially taken control of all of Assad’s bases in the Syrian Golan Heights since starting their conquest of the region around two weeks ago.

Headline: Abbas wants UN to replace US as leading negotiator in peace talks, aide says
Palestinian Authority President Mahmoud Abbas wants the UN to replace the US as leading peace broker between Israel and the Palestinians, a senior official told Bloomberg in an interview published Tuesday. Senior Fatah official Nabil Sha’ath said if Israel does not agree to a West Bank pullout in the next round of talks, the Palestinians would challenge the Jewish state politically, “all over the universe.” One thing on the future agenda, according to Sha’ath, is to urge the international community to handle Israel “as it did apartheid South Africa.” Sha’ath said their dream of statehood was not over and that they would turn to the UN Security Council to take over the peace process.

Headline: Qatar-Funded City to Arise in Israel; More Tunnels, Anyone?
Sometime in the coming days a governmental committee is to convene to decide whether a new Qatari-funded Arab city in the heart of Samaria will be populated. It is currently expected that Israel will remove the last barrier blocking the city – which is already near completely-built – and allow the city to be connected to Israel’s water supply. The “Joint Water Committee for Israel and the Palestinians,” established in the framework of the Oslo Accords, is to vote on the final approval. Both Israel and the PA have veto power over any project brought for approval – and have used it extensively over the past two years: The PA has refused to approve water projects for Jewish communities (except for those within the towns themselves), and Israel has not approved the Rawabi plans. A deal has now been worked out, however, whereby both sides will approve the other’s projects – which means that the city of Rawabi will soon be a “fact on the ground.” However, as the grassroots “Cities of Israel” (Mattot Arim) organization has pointed out, the security implications of a Qatar-funded city in Israel have not been sufficiently taken into account – especially now that the extent of Qatari support for Hamas during the recent war in Gaza is well-known. “How far will the tunnels reach this time?” the organization asks, in a letter to Committee Chairman Infrastructures Minister Silvan Shalom. “Will they reach all the way to Tel Aviv?”

Headline: Saudi Arabia hinders fights against militants on the outskirts of Ersal
A senior military official and state media say that Lebanese troops are advancing near Syria, almost separating a border town from rebel-held areas in nearby fields. The military official and the National News Agency said Tuesday that troops captured a post they lost when Islamic extremists overran the town of Arsal last month, killing and capturing a number of soldiers and police officers. The military official, who spoke on condition of anonymity in line with regulations, said “90 percent” of the area between the town of Arsal and its rebel-held outskirts that stretch to Syria was now held by troops. However, the move does not represent a prelude to an extensive army offensive against the militants occupying the outskirts of Ersal. According to political sources, several obstacles are preventing the army from launching an offence against the militants, most notably “Saudi Arabia’s objection to sealing off the Ersal-Qalamoun region.” According to a March 8 source, the closure of the Ersal-Qalamoun front “will reflect positively on the operations the Syrian army and its allies are carrying out in the Damascus countryside against armed extremist groups, which is something that Saudi Arabia and other countries supporting the Syrian opposition groups will never allow to happen.” It is political and it has to do with Saudi Arabia’s decision back in 2011 to turn Ersal into a transit point for transferring weapons and insurgents from Lebanon to Damascus, and Riyadh’s desire to keep it this way.”

Two rockets fired from the outskirts of Arsal Tuesday, landed in the outskirts of the Bekaa Valley without incurring any damages, a source told The Daily Star. The rockets fell in the outskirts of the village of Hor Taala in the Baalbek region, crashing near the quarry of local resident Sadeq al-Masri. Tuesday’s rocket attack follows a spate of rocket fire that took place in the area earlier Monday, with four rockets crashing in various locations along the outskirts of the Bekaa Valley.

Headline: Hezbollah leader skeptical of US move against Islamic State
The United States isn’t genuinely interested in curbing the danger of Sunni jihadists threatening Lebanon but rather is using public fear of the Islamic State to promote its own interests in the region, a Hezbollah leader said on Tuesday. Naim Qassem, deputy head of Hezbollah, told the Lebanese daily As-Safir that the Islamic State and al-Nusra Front pose “a great danger to Lebanon,” but they can be overcome if confronted by a coordinated effort by Lebanese forces. US Secretary of State John Kerry will arrive in the Middle East on Tuesday to discuss new ways of combating the Islamic State, formerly known as ISIS, which has taken hold of large tracts of land in Syria and Iraq and declared them an Islamic caliphate. Meanwhile, President Barack Obama is expected to deliver a major policy speech on Wednesday outlining his vision for tackling the Islamic State along with US allies in the region. But Qassem was unimpressed by the American action. “The international mobilization led by the United States is not serious in eliminating the Takfiri [Islamist] danger,” Qassem said. “This mobilization strives to create [new] borders… using this danger as a scarecrow in specific areas for political gains.”

Syria Headline: Syria troops dislodge rebels threatening Hama air base
Syrian troops have regained control of villages near a military air base in the central province of Hama, pushing back rebel fighters in the area, a monitoring group said Tuesday as the new United Nations special envoy to Syria Staffan de Mistura began his first visit to Damascus, state news agency SANA said. The Syrian Observatory for Human Rights said regime troops and pro-regime militiamen had made the advances in the past few days after months of fighting with rebel groups in the area. Syria Headline: Islamic State militants launch attack against Qamishli airport
On Monday, three missiles targeted the International Airport of Qamishli, in northeastern Syria, were launched from the south countryside of Qamishli city, where militants of the Islamic State (IS/ISIS) are in control, local sources reported. Qamishli airport is held by forces loyal to President Bashar al-Assad, who are in conflict with IS militant fighters south of the city. Speaking to ARA News in Qamishli, civil rights activist Alan Ahmed reported that one of these three missiles landed in the courtyard of the airport without causing any injuries or material damage, while the other two landed near the Agricultural Institute in Helaliya neighbourhood, in the vicinity of the airport. The pro-regime forces (stationed at the International Airport of Qamishli) responded to the attack by shelling the IS-held areas in the towns of Tel Brak, Tel Hamis and the neighbouring villages in the southern countryside of Qamishli (Qamishlo).

Iraq Headline: Iraq’s Shi’ite militia, Kurds use U.S. air strikes to further own agendas
Kurdish and Shi’ite fighters have regained ground, but Sunni Muslims who fled the violence are being prevented from returning home and some have had their houses pillaged and torched. Rather than help keep the nation together, the air strikes risk being used by different factions for their own advantage in Iraq’s sectarian and ethnic conflicts. The fallout also risks worsening grievances that helped Islamic State find support amongst Iraq’s Sunnis, and allows the militant group to portray the U.S. strikes as targeting their minority sect. That may make it more difficult to bring Sunnis on side and convince them to fight the militants. Sunni Arabs are also feeling a backlash in villages where they used to live alongside Kurds, who accuse them of collaborating with Islamic State.

Iraq Headline: Iraq Forms a Government without Defense or Interior
The Iraqi Council of Representatives (CoR) has voted to install a new cabinet to form the government of new Iraqi Prime Minister Haidar al-Abadi. The new cabinet will face the challenges of altering a deteriorating security situation and overcoming the mistrust created by former Prime Minister Nouri al-Maliki’s years in office. Crucially, the government will also have to reverse the gains made by the Islamic State of Iraq and al-Sham (ISIS). However, the vote for the new cabinet did not include the important positions of minister of defense or minister of interior. These positions will for now rest with PM Abadi, as former Prime Minister Maliki had occupied the positions previously. Hadi al-Ameri, of the Iranian-backed Badr Organization, has been floated as a candidate for both positions, and it is likely that political wrangling over these positions has delayed their appointment. Such an appointment would be alarming to the United States and other Iraqi allies. Iraqi Sunnis are likely to receive the Ministry of Defense, which may help instill confidence in renewed military efforts against ISIS. Much rests on the timely filling of these positions, which PM Abadi has promised this week.

Kurdish Headline: Why the PKK Won’t Leave Mount Sinjar
The Kurdistan Workers’ Party (PKK) has claimed that there is a plan to attack PKK fighters on Mount Sinjar with air strikes. According to a military source, the US does not want the PKK on Mount Sinjar. The PKK claims that this is because it is militarily strategic, as a position for launching long-range missiles. Recently, The People’s Protection Units (YPG), military ally of the PKK on Mount Sinjar, also claimed that there was a plan to shell areas under their control in order to expose it as controlled by Islamic State (IS) insurgents.
In information obtained by BasNews, the PKK’s warning is related to the fact that the US has warned the Kurdistan Regional Government and the PKK itself that the PKK must not stay on Mount Sinjar. Military and political experts believe that this request has been made by the US as long-range rockets could target countries as far away as Israel from the mountain. The experts say that the US does not want control of the mountain to fall into the wrong hands, especially the militant group the KCK [another military ally of PKK]. Under the leadership of Cemil Bayik, the Executive Council Co-chair of the KCK, the group is supported by Iran, making it a threat to US allies, particularly Israel. BasNews sources revealed that the PKK has attempted to use the situation in Sinjar town as way to establish ‘Sinjar Canton’ and place it under their control, in addition to the three cantons of Syrian Kurdistan which are governed by the PYD (a wing of the PKK). This is a major cause for concern for the US, especially after a US military delegation discovered that the PKK demanded Shasho, as commander of the Peshmerga forces on the mountain, to come under their command, an order he rejected out of hand.

Kurdish Headline: Britain sends heavy weapons, ammunition to Kurdish Peshmerga forces
On Tuesday, The British government announced that it will provide large quantities of heavy weapons and ammunition for the Kurdish Peshmerga forces for the purpose of confronting the terrorist gangs of the Islamic State in Iraq and Syria. The British Defense Secretary, Michael Fallon said in a press statement that “the value of those weapons is up to 6.1 million pounds augmented by about half a million pounds, the value of the shipping to Iraq.” Fallon added that “The shipment of weapons and ammunition will reach Iraq on Wednesday,” stressing that “the Kurdish forces suffer from a significant lack of weapons compared to the fighters of the Islamic State.” Fallon indicated that his country is willing to help the Iraqi government and the Kurdish forces to defend themselves and their fellow citizens to stop the advance of ISIS towards other areas, in addition to supporting the international relief efforts to alleviate the suffering of Iraqis who have been targeted by terrorists.

Headline: ISIS Tweets Call for Assassination of Twitter Employees
An ISIS-related Twitter account has issued the group’s first direct call for attacks on specific American targets, but it’s not going after political or national icons. It wants Twitter employees assassinated. The call for retribution against the online platform was first announced Sunday night in a series of tweets asking “lone wolves” in the U.S. and Europe to make Twitter employees the focus of their attacks. The latest message, if confirmed, would mark a stark escalation. ISIS has, to this point, studiously avoided calling for attacks in America and Israel, preferring to restrict its campaign to territories within Syria and Iraq. It comes at a time when fears are at a fever pitch over the possibility of ISIS attacks in Europe or the United States. A CNN poll released on Monday said that 70 percent of Americans surveyed believed ISIS had the resources to launch an attack on the U.S., with 76 percent of people in favor of additional airstrikes on ISIS targets.

Murdered journalist Steven Sotloff was kidnapped and sold to the radical Islamic State terrorist group, or ISIS, by one of the “moderate” rebel groups to whom the US government has considered offering support, according to his family’s spokesman. Barak Barfi told CNN that Sotloff – who was Jewish and a joint US-Israeli citizen – was sold for a sum of money in the tens of thousands of dollars at the Syrian border. He said credible “sources on the ground” had provided the dramatic and tragic details of the abduction. “For the first time, we can say Steven was sold at the border,” Barfi said. He described for the first time how Sotloff was set up to be kidnapped, as “activists” spread false rumors that he had participated in the bombing of a hospital – rumors which set him up to be kidnapped by a rebel group, and ultimately executed by IS. “Steven’s name was on a list that he had been responsible for the bombing of a hospital. This was false, activists spread his name around. “Somebody at the border crossing made a phone call to ISIS and they set up a fake checkpoint with many people and Steven and his people that he went in with could not escape,” he said. Barfi noted that the people who actually carried out the kidnapping of Sotloff, a US citizen, were members of some of the very Syrian rebel factions the Obama administration has considered supporting to overthrow the regime of Syrian dictator Bashar al-Assad.

Now it can be revealed that another regular worshipper at the Islamic Society mosque was Ahmad Abousamra, who is now the top propagandist for ISIS. Abousamra’s father, a prominent doctor, even sat on the board of directors of the Muslim organization that runs the mosque. He stepped down after the FBI began questioning his son. The FBI suspects Abousamra now operates ISIS’s sophisticated media wing promoting the group’s beheadings and other atrocities through slick videos posted on the Internet. The brutally effective English-language propaganda campaign has helped attract thousands of Western jihadists, including at least 300 Americans. The Islamic Society insists it’s moderate — that these extremists were fed by online forums. But Charles Jacobs, head of Boston’s Americans for Peace and Tolerance, says the mosque has hosted pro-jihad speakers and has stocked its library with classic jihadi texts — including writings by Osama bin Laden mentor Syed Qutb. And Islamic Society leaders have openly defended their worshippers convicted of terrorism — including Siddiqui and Mehanna — despite overwhelming evidence against them. At their hearings and trials, officials have sought their release or lenient sentences. They have also held fundraisers and rallies for the terrorists.

Headline: US seeks UN resolution on Islamic State ahead of key Obama speech
International action against Islamic State intensified on Tuesday, with the US seeking a UN resolution to tighten up laws on foreign fighters and more European military aid filtering in to help those fighting militants on the ground. The latest anti-IS resolution, proposed by the US, demands that all UN members make it a serious crime to enlist as a foreign fighter in a militant groups such as Islamic State and Nusra Front in Iraq and Syria. The draft, currently being circulated to Security Council members, is expected to be adopted at a special session of the top world body chaired by US President Barack Obama on 24 September. Under the measure, governments would take action against their nationals who travel or make plans to travel to a country “for the purpose of the perpetration, planning, or preparation of, or participation in terrorist acts.” It would also make it illegal to collect funds or help organise the travel of foreign fighters for groups like the Islamic State in Iraq and the Levant (ISIL), which is on the UN terror list. The text obtained by AFP demands that “all states shall ensure that their domestic laws and regulations establish serious criminal offenses sufficient to provide the ability to prosecute and to penalise in a manner duly reflecting the seriousness of the offense.”

Headline: Russia mulls closing airspace in response to new Western sanctions
Russia does not rule out the possibility that it might close its airspace in response to new Western sanctions over the Ukraine crisis, prime minister Dmitry Medvedev said Monday. “If there are sanctions connected with energy or further restrictions on our financial sector, we will have to strike back in an asymmetric way, such as restrictions in the transport sphere,” Medvedev said in an interview with Vedomosti, a business daily. “We will have to respond to the restrictions imposed on us,” he said. “If Western carriers cannot overfly our airspace, it may lead to the bankruptcy of many airlines that are teetering on the brink of survival.” Medvedev, however, admitted it would be a bad option. “We would just like our partners to realize that.” He stressed that additional sanctions would not help bring peace to Ukraine, but only threaten the global security system. He warned that “sanctions are always double-edged.” Moreover, Medvedev expressed his hope that the Western sanctions can be turned into chances for the domestic industry to develop, adding that Russia may make further adjustments of counter sanctions imposed on Western countries. “We should try to use the situation to bring benefits to the country and our economy,” he said. “We should not harm our citizens; this is the first and most important consideration.”

Headline: Four soldiers killed, 29 injured despite truce: Ukraine
Ukraine’s Defense Ministry says four servicemen have been killed in clashes with pro-Russian forces since the start of a ceasefire five days ago. Head of Defense Ministry’s Military Medical Department Vitaly Andronatiy told reporters on Tuesday that 29 other Ukrainian soldiers were also injured during the ceasefire. On Friday, the Ukrainian government and pro-Russia forces signed a preliminary ceasefire deal to end nearly five months of fighting in the nation’s east. The ceasefire was signed after two hours of negotiations in the Belarusian capital city of Minsk between former Ukrainian president, Leonid Kuchma, who represented the government in Kiev, and rebel leaders, Igor Plotnitsky and Alexander Zakharchenko. Ukrainian President Petro Poroshenko ordered troops to stop all hostilities by 15:00 GMT the same day and instructed the Foreign Ministry to oversee monitoring of the ceasefire along with the Organization for Security and Cooperation in Europe (OSCE). Meanwhile, the airport in the eastern city of Donetsk has been reportedly the scene of gunfire and shelling overnight Tuesday.

Predominantly Shiite Muslim Iran criticised Sudan Tuesday for shutting down its cultural centres in the country over alleged Shiite proselytism, saying they had been operating correctly. On September 2, a Sudanese official said the centres had been ordered closed in response to “increased activity… in spreading Shiite Islam,” the majority faith in Iran but a fringe one in overwhelmingly Sunni Sudan. Tehran’s main cultural centre in the Sudanese capital was padlocked on Sunday, an AFP correspondent reported. Iranian foreign ministry spokeswoman Marzieh Afkham said the centre was operating within the law, and blamed the decision to shut it down on “suspect political groups,” which she did not name. #1: Taliban militants attacked a Karachi naval dockyard in a weekend raid which left a Pakistani officer and two insurgents dead, officials said on Tuesday. An officer and six sailors were also wounded in the attack early Saturday on the high security facility, a navy spokesman said, adding that four attackers had been captured alive.
#2: Pakistan’s military said on Monday it had killed 10 militants and destroyed an explosives cache in ongoing airstrikes as part of a major offensive against the Taliban in the northwest. “Army aviation gunship helicopters struck an area ahead of Boya Degan in North Waziristan. In a precise strike on a terrorist hideout, gunship helicopters destroyed one explosive dump and five vehicles and killed 10 terrorists,” the military said in a statement. #3: Five Afghan police were killed in a clash followed by a blast in eastern province of Laghman on Tuesday, sources said. “Taliban militants launched an attack on Afghan Local Police ( ALP) checkpoint in Badpakh district. The ALP responded the attack, killing several militants,” the provincial government said in a statement. Two ALP cops were also killed and one police was wounded in the clash. The statement said, adding three other ALP members were killed when their vehicle set off a roadside bomb at the same area.
#4: Earlier on the day, six civilians were wounded in a bomb attack in Mazar-i-Sharif city, the capital of northern Balkh province, 305 km north of Kabul.
#5-6: Six militants were killed and six others wounded in two separate incidents in Afghanistan on Tuesday morning, authorities said.

Morocco and Algeria are commemorating the 20th anniversary of closing their common border by building separation walls. The land border between Morocco and Algeria has been closed for “security reasons” since their independence except at certain periods during the late 1980s and early 1990s, when they were briefly opened. On the 20th anniversary of closing their border, the two countries deepened their estrangement. Algeria is said to have deployed troops along the common border with Morocco while the latter built a separation wall under the pretext of fighting drug trafficking and illegal immigration. Algeria reacted to the Moroccan wall by building a similar wall which stretches from the Mediterranean Sea to the south and could reach a hundred kilometres. Morocco holds Algeria responsible for harming the Moroccan territorial integrity by supporting Western Saharan parties who demand independence from Morocco. Meanwhile, Algeria has recently accused Morocco of trying to sow discord in the Ghardaia region between Arabs and Berbers. According to a Russian media report, at least 12,000 heavily armed Chinese troops have been moved to the border with Russia as tensions in the region continue to build. The report cites the Russian FSB Border service as saying that Beijing began dispatching troops to the border on September 6, with 12-15,000 soldiers making the trip backed by heavy artillery. According to a translated quote that the report attributes to a Russian border representative, it is not yet clear why the troops have been concentrated on the border but that “something smells bad.” It remains to be seen whether the reported Chinese troops movements are related to large scale Russian nuclear drills set to take place on the Chinese border later this month. Russia and China have been forging closer links in recent weeks and months, with the two super powers recently signing a $400bn deal for Gazprom to supply gas from Russia to China, the biggest natural gas deal sealed by Moscow since the collapse of the USSR. Work on the construction of the pipeline began last week. Tensions between Russia and NATO flared last week when General Yury Yakubov, a senior Defense Ministry official, said that part of Russia’srevision to its military doctrine would include treating the United States and its NATO allies as an enemy threat against which preemptive nuclear strikes could be launched. The patient will be housed in a special isolation unit, hospital officials said. The patient’s identity was not released, and the hospital released no additional details. But the World Health Organization says a doctor who has been working in an Ebola treatment center in Sierra Leone has tested positive for the disease. It said the doctor was in stable condition Monday in Freetown and was being evacuated. Last month, two U.S. aid workers who contracted Ebola in Liberia, Dr. Kent Brantly and Nancy Writebol, were treated successfully at Emory.

Headline: Hospital sets patient record as virus spreads
Medical officials admitted a record number of children to a local hospital over the weekend because of what they believe to be a rare respiratory virus spreading throughout the country. Although there’s been no confirmed cases of the enterovirus at Cincinnati Children’s Hospital Medical Center, officials admitted 540 patients Friday, said Dr. Derek Wheeler, associate chief of staff at the hospital. The previous record was around 515, Wheeler said. Some reports out of Missouri and Colorado suggest the virus, with symptoms similar to the common cold, brought sicker patients to hospitals, Wheeler said. “We’re just seeing the (increased) volumes, we haven’t seen (patients) sicker than usual yet,” he said. Hospitals from other states have placed restrictions on visitations, but Wheeler said there are no plans to do that in Cincinnati. The virus is similar to what doctors treat during cold and flu season. That means nothing really changes if a child comes down with the rare virus, he said. “The bottom line is this is a virus you wouldn’t treat with antibiotics, so other than the (high-level of) interest, there’s no reason we would need to know it’s an enterovirus,” Wheeler said.
