Headline: Putin warns Israel: Selling arms to Ukraine would provoke Russian S-300 sales to Syria too
Russian President Vladimir Putin’s warning to Israel against selling arms to Kiev – in retaliation for the S-300 air-defense missiles Russia has released for Iran – adds a European dimension to the dispute by planting Israel squarely in the middle of Moscow’s Ukraine dispute with the United States. The Russian leader’s implied threat to hit back by sending the same missile system to Syria as well as Iran, touches on another dispute between Russia on the one side and the US and Israel on the other, namely the Syria conflict. Whereas critics of the Netanyahu government highlight its falling-out with the Obama administration over the Iranian nuclear issue, they disregard the intense US-Israeli military cooperation in two vital regions of conflict – Syria and Ukraine. This working relationship is not lost on Putin. The intelligence updates placed on his Kremlin desk reveal that, just as the US and Israel (and Jordan) have been arming rebel forces fighting in southern Syria, they are also working together to give the Ukrainian army the weapons for breaking its incendiary standoff with the pro-Russian separatists. In the last fortnight, thousands of military advisers from the United States, Canada, France, the UK and Germany were shipped into Ukraine to train the national army. Due in the coming days are 290 officers and troops of the American 173 Airborne Brigade.

Headline: Activist Urges Israel to Raise Kurdistan as Ally against Iran
Should Israel generate a new ally? If Sherkoh Abbas’ advice were heeded, Israel would be trying to draw the Western world closer to the notion of an independent Kurdistan. Abbas, the Chairman of the Kurdistan National Assembly (KNA) and the organization’s representative in Washington D.C., advocates for the splitting of Syria into multiple ethno-religious political regions which would have either de facto or de jure independence. He is also a supporter of the Kurdish Regional Government (KRG) gaining independence from Iraq. According to Abbas, Israel has a golden opportunity to end its isolation in the Middle East and literally build a new regional partner. He is ambiguous though what type of support Kurds on either side of the Syrian-Iraqi border would need most from the Israelis at this juncture. “Israel needs to get out of isolation and [stop] doing nothing. They’ve done nothing over the last six years,” says Abbas. “It was unthinkable for Arabs to say ‘Assad is worse than the Jewish state.’ Today, the Arab groups we engage say, ‘Let’s stop war with Israel because we need to get rid of this monster.’ Now they’re willing to accept a Kurdish region.” Now is a ripe moment to establish an oasis in that area, that can be a beacon and reduce the umbilical cord stretching from Damascus through Tehran.”

Headline: In Gaza, ISIS Affiliate Publishes Its First Magazine
The Ibn Taymia media center, an ISIS-affiliated media wing in the Gaza Strip, published the first issue of a new monthly magazine, titled “The Last Promise,” aimed at its supporters and potential recruits. The first issue, featuring a combination of militant lecturing and practical advice, follows the same template as publications from groups including ISIS and al-Qaeda. There’s a “Know Your Enemy” section, dedicated to the Israeli Defense Force, which outlines the military’s history. Another section advises “do not share your information after being captured by the enemy,” “always listen to commands,” and to always keep weapons clean. Also included is a poem purportedly penned by Osama bin Laden, praising martyrdom and jihad. There are clear indicators linking Ibn Taymia with ISIS, according to Vocativ’s analysis, and posts on the official Twitter account hashtag #ISIS and #Gaza. The account published tweets praising the Islamic State, threatening Jews and Christians, and announced the death of Gazans who joined ISIS in Syria and Iraq. Only one article in the inaugural issue features a picture of ISIS leader Abu Bakr al-Baghdadi.

Headline: Palestinian cabinet ministers leave Gaza due to disputes with Hamas
In the first volley of a spate of bomb attacks in Gaza over the weekend, an explosive was detonated late last Friday in western Gaza City right by Palestinian Authority (PA) Chairman Mahmoud Abbas’s former home. Abbas’s Gaza home was turned into Palestinian Cabinet headquarters after the unity deal between Hamas and the PA last April which torpedoed peace talks, reports the Palestinian Arab Ma’an News Agency. It remains unclear which party was responsible for the blast against Abbas’s former home, with either rival factions or disgruntled residents among the possible suspects. Just a day later on late Saturday, two more explosions rocked Gaza, with one going off right next to UNRWA offices – around three meters from the door according to UNRWA workers. The blast took place across from the Sousi Biulding on al-Sanaa Street according to the news agency. A second blast also on late Saturday struck the entrance of the Khalidi Building, located opposite the Islamic University and next to the “Attorney-General’s office,” according to the report. In a separate security incident, Hamas’s Al-Qassam Brigades “military wing” reported on Saturday that one of its terrorists was killed while on duty. According to the Hamas statement, the terrorist was Nafeth Said al-Mughni from Rafah in southern Gaza. Hamas claimed he died after being hit by a bullet “in an accident,” but did not provide any further details regarding the shooting.

Negotiations between the Lebanese government and ISIS militants over the release of captive Lebanese servicemen have resumed after a prolonged stalemate, the families of the hostages said after meeting with Progressive Socialist Party leader Walid Jumblatt and Health Minister Wael Abu Faour over the weekend. “Abu Faour confirmed that communication with ISIS had resumed after the group appointed a new head in the Qalamoun [region],” Hussein Youssef, spokesman for the families of the captives told The Daily Star after the meeting. Negotiations between the Lebanese government and ISIS, who are holding at least nine Lebanese servicemen hostage, have been suspended since February, when the leader of an ISIS brigade in Qalamoun was shot dead by a senior official of his own group. “Now that they appointed a new head for ISIS in the Qalamoun the Lebanese government has someone it can negotiate with,” Youssef said.

Headline: Iranian ship convoy moves toward Yemen, alarming US officials
U.S. military officials are concerned that Iran’s support for Houthi rebels in Yemen could spark a confrontation with Saudi Arabia and plunge the region into sectarian war. Iran is sending an armada of seven to nine ships — some with weapons — toward Yemen in a potential attempt to resupply the Shia Houthi rebels, according to two U.S. defense officials. Officials fear the move could lead to a showdown with the U.S. or other members of a Saudi-led coalition, which is enforcing a naval blockade of Yemen and is conducting its fourth week of airstrikes against the Houthis. Iran sent a destroyer and another vessel to waters near Yemen last week but said it was part of a routine counter-piracy mission. What’s unusual about the new deployment, which set out this week, is that the Iranians are not trying to conceal it, officials said. Instead, they appear to be trying to “communicate it” to the U.S. and its allies in the Gulf. It is not clear what will happen as the convoy comes closer to Yemen. Saudi Arabia has deployed ships around Yemen to enforce the blockade, as has Egypt. An official said the ship convoy could try to land at a port in Aden, which the Houthis have taken over.

Headline: US warship heads to Yemeni waters; could block Iran weapons
The U.S. Navy aircraft carrier USS Theodore Roosevelt is steaming toward the waters off Yemen to beef up security and join other American ships that are prepared to intercept any Iranian vessels carrying weapons to the Houthi rebels fighting in Yemen. Navy officials said Monday that the Roosevelt was moving through the Arabian Sea. The U.S. Navy has been beefing up its presence in the Gulf of Aden and the southern Arabian Sea amid reports that a convoy of about eight Iranian ships is heading toward Yemen and possibly carrying arms for the Houthis. Navy officials said there are about nine U.S. warships in the region, including cruisers and destroyers carrying teams that can board and search other vessels. The officials spoke on condition of anonymity because they were not authorized to discuss the ship movement on the record.

Yemeni Foreign Minister Riyad Yassin has rejected Iran’s offer to mediate a solution to the crisis in his war-torn country, insisting that Tehran-backed rebels surrender.
“Any mediation effort coming from Iran is unacceptable because Iran is involved in the Yemen issue,” Yassin said on the sidelines of an Arab-Turkish economic meeting in Kuwait City. “Iran has become a major part of the Yemeni crisis and those who are a party to the crisis… cannot become mediators,” he said. Iran has been backing the Houthi rebels who along with forces loyal to former president Ali Abdullah Saleh have taken control of most of Yemen, prompting air strikes from a Saudi-led coalition to support the government. Yassin said thousands of anti-government fighters had been killed since the start of the air strikes on March 26.

Saudi-led airstrikes on weapons caches in Yemen’s rebel-held capital on Monday caused massive explosions that shattered windows, sent residents scrambling for shelter and killed a local TV presenter. The explosions were the most powerful seen in the city since a Saudi-led air campaign against Iran-allied Shiite rebels, known as Houthis, began last month. The blasts deposited a layer of soot on the top floors of residential buildings and left the streets littered with glass. Anti-aircraft fire rattled across the city in response. Mushroom clouds rose over Fag Atan, in the mountainous outskirts of Sanaa, where the capital’s largest weapons caches are located. The site has been targeted several times during the three-week air campaign. A Yemeni official said the Saudi-led warplanes are demolishing parts of the mountain, hoping to uncover and destroy Scud missiles. The official spoke on condition of anonymity because he was not authorized to speak to the press.

A Saudi border guard was killed and two troops wounded by heavy gun and mortar fire from Yemen on Sunday evening, the kingdom’s interior ministry said. The attack took place in the Saudi border province of Najran. Several members of Saudi Arabia’s forces have been killed since the country and its Arab allies began bombing Iranian-backed Houthis in Yemen since March 26. On April 11, Houthi rebels killed three Saudi border guards in a mortar attack, the Saudi Defense Ministry said, as a plane loaded with medical aid arrived in the rebel-held Yemeni capital. Also earlier in April, two members of Saudi Arabia’s coastal guard were killed while on patrol in the Asiri region after coming under heavy fire from the Yemeni side of the border.

Syria Headline: Syria army cuts key rebel supply route from Jordan
Regime forces Monday cut off a vital rebel supply route in southern Syria that opposition fighters used to transport weapons from Jordan, the army and an activist group said. The armed forces took control of several villages in the southern province of Deraa in the morning, encircling two other villages where rebel fighters were located, an army statement said. “This new victory… reopens and secures the vital road between Deraa and Swaida (another southern province) and cuts off the supply route for armed terrorist groups,” the statement said. It called the takeover “a fatal blow” for rebel groups. Syrian Observatory for Human Rights director Rami Abdel Rahman said government fighters had cut off “a main supply route” that rebels used to bring in fighters and weapons from the Syrian-Jordanian border to their stronghold of Al-Lajjat.

Iraq Headline: Iraqi soldiers retake key oil refinery from ISIS militants
Iraqi soldiers surrounded and took control of the country’s biggest oil refinery Saturday, which has been besieged for days by Islamic State militants, a senior official said. The refinery at Beiji, north of Baghdad, has been held by the Iraqi military for months despite the militants’ onslaught. However, ISIS militants recently carried out a major attack and took over a small part of the complex. Retaining control remains crucial for the country, as it accounts for a little more than a quarter of the country’s entire refining capacity. Abdel-Wahab al-Saadi, the top military commander in Iraq’s Salahuddin province, said ground forces entered the refinery Saturday. “It is another victory achieved by Iraqi security forces that are growing confident in the war against the terrorists,” al-Saadi told The Associated Press.

Iraq Headline: Bomb blasts, mortar fire leave 14 dead in Iraqi capital
At least 14 people have been killed by bombings and mortar fire, targeting various public places around the Iraqi capital Baghdad, authorities say. The most lethal attack took place on Sunday night when a car bomb went off on a busy commercial street in Baghdad, killing 6 and injuring another 13, the Associated Press quoted police officials as saying. Earlier in the day, three people were killed and eight more wounded by a bomb blast close to a market in the al-Taji district, north of the capital. According to police, two people were also killed and five more injured as a bomb went off in Baghdad’s northeastern suburbs. Three people were also killed as a civilian residence was hit by a mortar shell in the Sabaa al-Bour village located some 30 kilometers north of Baghdad. Medical officials have confirmed the casualties.

Iraq Headline: Hezbollah Brigades deploys fighters to Ramadi
Over 90,000 people have fled their homes in the western Iraqi province of Anbar, where Islamic State militants have been gaining ground over the past week, the United Nations said on Sunday. IS militants have flooded towards the provincial capital of Ramadi, displacing thousands of families. “Our top priority is delivering life-saving assistance to people who are fleeing – food, water and shelter are highest on the list of priorities,” Lise Grande, humanitarian coordinator for the United Nations in Iraq, said in a statement. Iraqi government and militia forces are said to be preparing a counter-offensive against the IS advances, after reinforcements were sent from the capital Baghdad, according to local officials. As IS have approached Ramadi officials have warned that the provincial capital was in danger of falling to the militant group.

Kurdish Headline: Damascus ready to accept Kurdish autonomy
A Syrian minister has indicated that the Bashar al-Assad regime is willing to accept Kurdish autonomy in the north of the war-torn country, where Kurdish forces have been engaged in fierce fighting with ISIS. “The Syrian leadership is ready to negotiate over the project for self-management,” National Reconciliation Minister Ali Haydar told Kurdish Rudaw news agency Sunday. The minister’s comments come after he met with Kurdish authorities last month in the northern Syrian border town of Qamishli to discuss a range of issues. In January 2014, Kurdish authorities declared the formation of three self-ruled cantons (Cizire, Afrin and Kobane) under the Democratic Self-Rule Administration of Rojava, which has been dominated by the Democratic Union party (PYD) and its People’s Protection Units (YPG) militia forces. The political reorganization was not recognised by the Syrian regime; however it has become a de-facto reality, especially since pro-government forces withdrew from most Kurdish-populated regions in 2012, with the exception of Qamishli and the provincial capital Hasakeh 75 kilometers to the south. Haydar expressed support for overt signs of local Kurdish authority in northern Syria, saying that he was “pleased at the site of Kurdish checkpoints on roads [since] they protect citizens.” “There is no problem with [raising] Kurdish flags as long as they come within the framework of a united Syria,” he added.

Headline: Ex-Hussein Intel Officer Planned ISIS’s Rise to Power
An ex-intelligence officer under the late Iraqi dictator Saddam Hussein was “the strategic head” behind the Islamic State (ISIS, aka IS) group and drew up the blueprints for the jihadists’ capture of northern Syria, German weekly Der Spiegel reported Sunday. Former colonel Samir Abd Muhammad al-Khlifawi, who was better known as Haji Bakr and was killed by Syrian rebels in January 2014, “had been secretly pulling the strings at IS for years,” according to the magazine as cited by AFP. The weekly said it had been given exclusive access to 31 documents by Bakr, including handwritten lists and charts, after lengthy negotiations with a rebel group in Aleppo, northern Syria, which came in possession of the pages after ISIS fled the area. The trove “was nothing less than a blueprint for a takeover,” according to Spiegel, detailing the creation of a caliphate in northern Syria, complete with meticulous instructions for espionage activities, murder and kidnapping.

In reference to ongoing nuclear negotiations, Iranian Foreign Minister Mohammad Javad Zarif said his country has upheld its part of reaching an agreement, and now it is the responsibility of the U.S. and its allies to do the same. “We agreed on parameters to remove any doubt about the exclusively peaceful nature of Iran’s nuclear program,” Zarif wrote in a New York Times op-ed published Monday. “It is time for the United States and its Western allies to make the choice between cooperation and confrontation, between negotiations and grandstanding, and between agreement and coercion.” Earlier this month, Iran reached a framework nuclear deal with the P5+1 countries — United States, Russia, China, France, Britain and Germany. Now, negotiators are working toward a comprehensive agreement to limit Iran’s nuclear program by a June 30 deadline. Iran is pushing for sanctions relief — and while both sides agree upon removing sanctions, they differ on the parameters and timing of doing so.

Headline: Australia Announces Intelligence Sharing Deal With Iran
Australian Foreign Minister Julie Bishop announced on Monday after a visit to Tehran that her country and Iran will share intelligence to track foreign jihadists fighting for Islamic State (ISIS) in Iraq. The intelligence sharing will be informal according to Bishop, who met with Iranian Foreign Minister Javad Zarif, President Hassan Rouhani, and Ali Akbar Velayati, who is the foreign affairs adviser to Iranian Supreme Leader Ayatollah Ali Khamenei, reports AFP. Her visit was the first by an Australian minister in over a decade, and signifies further rapprochement between the Islamic regime and world powers despite its controversial nuclear program and active support for terrorist organizations around the globe. Signs of that rapprochement were seen in letters written by US President Barack Obama to Khamenei late last year, urging Iran to cooperate with the US against ISIS on the one hand and reach a nuclear deal on the other. “We have a common purpose with Iran in defeating Daesh and helping the Iraqi government,” Bishop told the Australian Broadcasting Corporation, referencing ISIS by an Arabic acronym. Pictures from the visit showed Bishop with a black Muslim head scarf covering her hair while meeting with a laughing Rouhani.

Headline: ISIS militant bomber on motorbike kills 33 at bank in Afghanistan
A suicide bomber on a motorbike blew himself up in front of the Kabul Bank in Jalalabad early Saturday, a local government spokesman said. The ISIS terrorist group claimed responsibility for the attack. The explosion killed at least 33 people and injured more than 100 others, public health spokesman Najibullah Kamawal said. The claim appears to be the first in Afghanistan by ISIS, CNN’s Nick Paton Walsh said. It was made by an offshoot called ISIS Wilayat Khorasan. In a statement, the group said the bomber was named Abu Mohammad and he belonged to their ranks. He was targeting government workers collecting their pay at the bank, the terrorists said. He detonated his charge at the peak of rush hour on the first day of the week, when the bank would be expected to be crowded. Taliban spokesman Zabiullah Mujahid, in a text message to journalists, distanced his group from the attack. “The explosion in Jalalabad doesn’t have anything to do with us and we condemn it,” he said. ISIS refers to Afghanistan and Pakistan as the province of “Khorasan.” In March, CNN reported on ISIS recruiting in Afghanistan.

A suicide bomber attacked a police station in the provincial capital of Afghanistan’s southern Helmand province, killing three people, a doctor at a local hospital that received the bodies said Monday. Provincial police chief Gen. Nabi Jan Mullahkhail said three people were wounded when a suicide bomber struck the gate of the compound in Lashkar Gah late Sunday, allowing two other militants to enter. He declined to elaborate. But Dr. Darwesh at the Emergency hospital, an international charity, said it had received the bodies of two policemen and one civilian. Another 11 people wounded in the attack are being treated there, he said. He asked that his last name not be published because he was not authorized to brief the media.

Headline: At least 21 killed in fighting near Libyan capital
At least 21 people have been killed in fighting on the outskirts of the Libyan capital Tripoli, military sources said, as sticking points emerged in talks between the country’s rival parliaments in Morocco. Pro-government forces clashed with fighters from the Islamist-backed Fajr Libya militia alliance in Tajoura, 30km east of Tripoli, on Friday as the forces of the internationally recognised government launched a new attempt to regain control of the capital. “Fourteen soldiers, four fighters from Fajr Libya, and three women were killed today in Tajoura,” a pro-government military source told AFP, adding that the women were killed accidentally in rocket fire on a militia camp. Another 24 people were wounded, he said, without giving a breakdown. A Fajr Libya spokesman in Tripoli, Mohamad Shami, confirmed the attack but said 32 people were killed. “Fajr Libya is in full control of Tajoura, and there are minor clashes near a camp called the 101 camp where some of the attackers are still there and Fajr Libya forces are surrounding them,” he added. Anti-government Guinean protesters have staged a series of fresh protest rallies following deadly clashes between demonstrators and police last week. On Monday, hundreds of demonstrators poured onto the streets of several districts and suburbs of the capital, Conakry. The protesters shouted slogans, burnt tires and barricaded roads during the demonstrations across the troubled region. Authorities had deployed large contingents of police and paramilitary troops to most parts of the capital to prevent unwanted incidents. Violence erupted when protesters threw rocks at police forces, who attacked the protesters shortly afterward, hurling tear gas canisters at the demonstrators to disperse the crowds. The government said in a statement that angry demonstrators caused extensive damage to public properties and a trainee policeman was seriously wounded. Guinean law enforcement agencies say they have arrested at least two protesters for involvement in violent incidents.

The historic four-year drought in California has been grabbing the headlines lately, but there’s a much bigger problem facing the West: the now 14-year drought gripping the Colorado River basin. One of the most stunning places to see its impact is at the nation’s largest reservoir, Lake Mead, near Las Vegas. At about 40 percent of capacity, it’s the lowest it’s been since it was built in the 1930s. “Just to see the rings around it, it’s just … kind of scary, you know,” says Darlene Paige, a visitor from New York. She’s standing at a vista point above the Hoover Dam on the Arizona side of Lake Mead. That “ring” is the infamous bathtub ring around the rim of the reservoir. The levels have dropped 140 feet over the past 15 years, exposing a white stain on the gravelly brown mountains above the water. The level is forecast to fall an additional 10 feet by this summer. The snowpack in the Rocky Mountains, where the Colorado and much of the Southwest gets most of its water, is again at less than half of normal this year. “There are a lot of people, entities and critters that rely on this Colorado River water,” says Rose Davis, spokeswoman for the U.S. Bureau of Reclamation. Farther down the mountain, on a walkway next to the Hoover Dam, Davis points out the 10-story-high towers that used to be mostly underwater. The lake’s levels are nearing a critical trigger where the Bureau of Reclamation will start rationing water deliveries to Nevada, Arizona and parts of California.

Some experts have said that climate change bringing excessive heat can make some areas more susceptible to dust storms, but one European scientist pointed out that the number of dust storms over the decades has always been variable. Dr Steven Godby, a geographer researching the effects of blown sand and dust at Nottingham Trent University, explained how these events can occur. ‘The dust is produced from source areas in North Africa, incorporated into a northerly airflow and can travel long distances before being deposited as far away as the UK. ‘However, the events we experience are small scale compared to those experienced closer to major dust sources. And incredible pictures also taken at the beginning of April showed the moment ferocious red sandstorms devoured a city in China’s north west. China’s pollution hit cities are now having to cope with a fresh nuisance – the massive sandstorm that struck the north-west of the country being the fourth this year alone.
