I agree, Frank. But remember that the ‘beat’ cops were probably just following orders. The real question is, ‘How far up the chain-of-command did those orders come from?’
My strong suspicion is that the orders originated with certain interests who WANT to see more violence of the exact type you hypothesized. That would work right into their plans….. create the problem and them claim you have the answer.
