Al-Momani said intensive efforts and consultations are taking place to “emphasize the Kingdom’s firm stance against the Israeli violations in Al-Aqsa Mosque.” “Under the directive of the Prime Minister, the Minister of Foreign Affairs has instructed the Embassy of Jordan in Israel to take steps to ensure the safety of Al-Aqsa Mosque and the protection of the worshipers therein,” quoted PETRA Al-Mamoni as saying. Ukrainian Prime Minister Arseniy Yatsenyuk said Sunday he’s going to find and punish “the bastards” distributing leaflets ordering Jews in eastern Ukraine to register with pro-Russian separatists. “I made a clear statement and urged Ukrainian military and security forces and Ukrainian Department of Homeland Security urgently to find these bastards and to bring them to justice,” Yatsenyuk told NBC’s “Meet the Press.” The leaflets, which have been distributed recently in the eastern city of Donetsk, also order Jews to pay a fee and declare all property holdings. Russian separatists in Ukraine have denied responsibility, suggesting the documents were spread as a ploy to vilify their side in the Russian-Ukrainian conflict. Still, Jewish leaders say the fact that the pamphlets were even distributed, some 70 years after the Holocaust, has a chilling effect on Jewish communities worldwide. Meanwhile, Jews in eastern Ukraine are so concerned over their safety after last week’s alleged anti-Semitic incidents that they are seeking advice on repatriation to Israel, it was claimed today. This follows fears over a leaflet distributed in the city of Donetsk which demanded that people over 16 of Jewish origin should register with the authorities, a sinister development that smacked of the Nazi-era. It has since been branded a fake by the pro-Russian separatists it claims to represent, as well as one of the city’s rabbis. But some local Jews are also concerned about a Russian invasion, with tens of thousands of troops within striking distance of the Ukrainian frontier, said Alexander Ivanchenko, who runs Sohnut, an organisation assisting people to go and live in Israel.

Headline: Fatah officials set to head to Gaza for unity talks
A delegation from Fatah is set to head to Gaza on Monday to negotiate a deal that would reunite the two factions, Palestinian news agency Ma’an reported on Monday. The Fatah delegation will meet with Hamas leaders Ismail Haniyeh and Mousa Abu Marzouq. Officials said that the Fatah delegation will enter Gaza though the Rafah crossing in Egypt. Senior Fatah official Azzam al-Ahmad told Ma’an that he is optimistic about the upcoming talks and believes they will likely yield results. As a gesture to the PA, Hamas said they will release ten ‘Fatah-affiliated’ prisoners, signalling warming ties between the factions. “We are going to Gaza not to propose new suggestions, but rather to carry out a clear mission which is to end the state of disagreement and address three decisive issues,” al-Ahmad said. “We are going to address the formation of a national consensus government, elections and restructuring the PLO in order to maintain Palestinian unity so we can dedicate our efforts to confronting Israeli occupation.”

The case revolves around the long-standing policy that the president – and not Congress – has sole authority to state who controls Jerusalem. Seeking to remain neutral on the hotly contested issue, the U.S. State Department, which issues passports, allows them to name Jerusalem as a place of birth, but no country name is included. The law under discussion was passed by Congress in 2002, but has not been enforced by the State Department on the grounds that it violates the separation of executive and legislative powers laid out in the U.S. Constitution.

Palestinian Authority (PA) Chairman Mahmoud Abbas hinted at plans to dismantle the Palestinian Authority (PA) over the weekend, according to a report in Yediot Aharonot, and thus enact a serious blow to Israel through international legislation. According to the daily, dismantling the PA would transfer all responsibility for the Palestinian Arabs to Israel, dissolving the Oslo Accords. But it would also leave Israel vulnerable to litigation over the “settlements” in international courts – and change Israel’s demographics to tip the religious and ethnic majority. Abbas first hinted at the plan when he complained of failure in an interview with the Egyptian press. PA sources told Yediot Aharonot Sunday that, in practical terms, this means that Ramallah is “seriously considering” declaring themselves a “government under occupation” at the Geneva conventions. The PA would dismantle its security forces as part of the move – which, the sources added, has already been announced as a possibility to Israeli officials. The proposal is apparently gaining steam on the PA side, according to the sources.

A senior Fatah official said Monday that the Palestinian leadership has put forward seven terms by which they would extend peace talks with Israel beyond their April 29 deadline. Amin Maqboul, a member of the Fatah revolutionary council, told the Palestinian newspaper al-Quds that the Palestinian Authority would agree to an extension of negotiations if Israel agreed to: announce the basis on which future talks will be held; draw the outline of the borders of a Palestinian state within the next three months; halt settlement construction; withdraw Israeli troops from the West Bank’s Area C to the lines held before the Second Intifada; release the fourth wave of prisoners that it has until now refused to do; end what he called “disruptions” in Jerusalem and open Palestinian institutions in the city.

The Jordanian Foreign Ministry summoned Israeli Ambassador to Jordan, Daniel Nevo, on Monday and asked him to convey to the Israeli government, “Jordan’s “protest and rejection of recurring Israeli violations and break-ins” against the al-Aqsa Mosque in Jerusalem, Jordan’s Petra news agency reported. Amman told the Israeli ambassador that these attacks “assaulting Muslim worshippers and allowing Jewish extremists” must stop and that Jordan holds Israel, as the “occupying power”, responsible for the security of the mosque and the Muslim worshippers there. The ministry warned Nevo that “such violations and attacks are tantamount to a flagrant violation of international law and the peace treaty between Jordan and Israel and constitute an extreme insult to bilateral relations,” Petra reported. The summoning of the ambassador comes following rioting on the Temple Mount in the capital on Sunday.

Lebanon’s parliament convenes Wednesday to try to elect a new president without a clear frontrunner in sight because of deep divisions over the Syrian conflict and Hezbollah’s arsenal. The conflict next door in Syria has pushed more than one million refugees into Lebanon and drawn in the powerful Hezbollah which is fighting alongside the Syrian regime. The violence has also spilled over into Lebanon, which was dominated by Syria for nearly three decades, in the form of car bombs and armed clashes. The three-year-old war has also raised sectarian tension between Shiite backers of Hezbollah and its Syrian allies and Sunni supporters of the deadly uprising in Syria. Lebanon has been rocked by a string of political crises since the end of its own 1975-1990 civil war, and it is now divided between two camps and their international backers. The “March 14” bloc, led by Saad Hariri, son of assassinated former premier Rafiq Hariri, is supported by Washington and Riyadh and largely backs Syrian rebels. It is opposed by the “March 8” bloc headed by Hezbollah, which has the backing of both Damascus and Tehran.

Next month’s presidential election in Egypt will be contested by just two candidates, after no one else filed paperwork to run in the polls by Sunday’s deadline. Former Egyptian army general Abdel el-Sissi will face a challenge from leftist politician Hamdeen Sabahi. Officials from the Presidential Elections Committee say Sissi submitted close to 200,000 signatures backing his candidacy, far more than the required 25,000 endorsements. Sabbihi submitted around 30,000. A final list of candidates will be released on May 2 for the vote scheduled for May 26 and 27. Sissi, the general who toppled Egypt’s first freely elected president, Mohamed Morsi, in July after one year in office, is widely expected to win the election. He enjoys solid support from state-run and privately owned media. Sabahi came in third in the 2012 election won by Morsi.

And Assad is indeed getting away with using chlorine bombs, with crippling effect, especially on children, every few days. Nonetheless, Sigrid Kaag of the UN Organization for the Prohibition of Chemical Weapons said Saturday, April 19, that Syria had destroyed approximately 80 percent of its arsenal as agreed under the Kerry-Lavrov accord. At this rate, she said, Syria will have got rid of 100 percent of its chemical arsenal by the April 27 deadline. The French President Francois Hollande admitted April 20, however, that the Syrian leader had continued to use chemical weapons on the front line, but he denied that definite proof had not been established. On April 7, Israel Defense Minister Moshe Ya’alon offered chapter and verse to prove that the Syrian army had perpetrated a chemical attack on civilians in he town of Harasta on March 27, causing scores of serious injuries and lasting damage to children. Yet although Assad continues to fight civilians with chemical weapons up to the present, neither the Obama administration, nor the Russian Kremlin or the United Nations find his actions reprehensible enough to warrant rebuke or even concern.

Iran said on Monday it was drafting a comprehensive account of its nuclear activities, but did not indicate whether this would be made available to help the final diplomatic push to resolve a decade-old dispute with the West over the program. The move could meet Western demands for greater transparency to address concerns that Iran may have been trying to develop a nuclear weapons capability, but Behrouz Kamalvandi, spokesman for Iran’s atomic energy agency, made no mention of this. “There are various files on our atomic program, but we’re lacking a comprehensive document, which we are writing now,” the official IRNA news agency quoted Kamalvandi as saying. “This is time-consuming, as we need to coordinate with other government bodies, but we hope to have it finished in eight months.” This timeframe would take the report past a July 20 deadline for the conclusion of the talks between Iran and six world powers – the United States, France, Germany, Britain, China and Russia.

Headline: Attacks Kill at Least 18 People in Iraq
A series of attacks, including a coordinated assault on a private Shiite college in Baghdad, killed at least 18 people and wounded nearly 50 in Iraq on Sunday, officials said. Less than two weeks ahead of parliamentary elections, Iraq is struggling to keep a lid on a surge in sectarian violence that has sent bloodshed soaring to levels not seen since the country was pushed to the brink of civil war in 2006 and 2007. Sunday’s deadliest attack took place outside the southern city of Samawah, where two car bombs exploded simultaneously in a commercial area, killing seven civilians and wounding 17, police said. The Shiite city is located 370 kilometers (230 miles) southeast of Baghdad. The dramatic assault on the college happened in Baghdad’s eastern neighborhood of Ur. A suicide bomber with an explosives belt attacked the main gate of the college as three militants attacked the back gate, police said. The militants killed four policemen and one teacher, and wounded another 18 people. Security forces killed all of the attackers.

Rebels slaughtered hundreds of civilians when they seized the South Sudan oil hub of Bentiu, hunting down men, women and children who had sought refuge in a hospital, mosque and Catholic church, the United Nations said on Monday. Rebel troops overran Bentiu, the capital of the oil producing Unity State, on Tuesday. More than 1 million people have fled their homes since fighting erupted in the world’s youngest country in December between troops backing President Salva Kiir and soldiers loyal to his sacked vice president, Riek Machar.
The fighting has exacerbated ethnic tensions between Kiir’s Dinka people and Machar’s Nuer. The UN peacekeeping mission in South Sudan said that its human rights investigators confirmed that rebels “searched a number of places where hundreds of South Sudanese and foreign civilians had taken refuge and killed hundreds of the civilians after determining their ethnicity or nationality.”

Gunmen killed 11 Algerian soldiers in an ambush overnight, the defence ministry said on Sunday, in the first attack of its kind since President Abdelaziz Bouteflika won a fourth term.
The attack took place in the restive Kabylie region east of Algiers, where discontent with the ailing 77-year-old Bouteflika was most evident during the presidential election.
The troops were from a unit that had been deployed as part of a security operation during Thursday’s vote and were heading back to their barracks when they were ambushed, the ministry said. Eleven soldiers were killed in the attack in which two of the assailants also died, said a statement. The national APS news agency said earlier that 14 troops were killed, citing a security source. The defence ministry said a convoy of the People’s National Army was attacked by a “terrorist group” near Iboudrarene in Kabylie, and that five soldiers were also wounded. “Such criminal action only serves to reinforce the army’s determination to eliminate diehard terrorist groups,” the ministry said.

Ukraine’s interim government says it has proof that Russian military and intelligence forces are fomenting the unrest that has destabilized the eastern part of that country since Russia’s annexation of Crimea last month. The New York Times reports that photos and descriptions circulated by the Kiev government show that some of the so-called “green men” — gunmen who have seized government buildings and demanded Crimea-style referenda on becoming part of Russia — have been identified in other photos as being among Russian troops. The Times also reports that one of the men in the photos has been identified as Igor Ivanovich Strelkov, a veteran Russian military and intelligence operative. Strelkov is believed to have served Russia undercover both in Crimea and in the city of Slovyansk, one of the centers of the most recent unrest. The Obama administration has endorsed the claims of the Ukrainians, saying that Russia could face new economic sanctions if government buildings currently occupied by demonstrators are not vacated under the terms of an agreement reached Thursday among Russian, Ukrainian, American and European diplomats. Vice President Joe Biden is scheduled to arrive in Ukraine Monday morning to meet with Ukraine’s interim prime minister and president, as well as other officials.

Headline: Chinese Citizens Beat Government Bureaucrats During Mass Riot
Irate Chinese citizens savagely beat five government bureaucrats during an incident that escalated into a 1,000 strong riot on Saturday in another telltale sign of the Communist country’s increasing social tensions. The disturbance began after members of the Chengguan municipal police, China’s widely loathed bureaucrats who enforce government regulations against street vendors, began harassing and beating a woman in the Cangnan County of Wenzhou City, Zhejiang Province. When a bystander, 36 year-old Mr. Huang, came to the woman’s aid by filming the confrontation, he was reportedly attacked by cops with a hammer and began to vomit blood before dying on the way to hospital. After word spread on social media about what had just happened, a huge mob of citizens arrived to surround the Chengguan officers, who attempted to hide in their van. “Kill them, kill them!” chanted the mob as the officers were savagely beaten with bats, bricks and stones, leaving them bloodied and unconscious. “Angry onlookers deflated the van’s tires, while others smashed windows and doors with bricks, rocks, and wooden sticks. The men were dragged out of the van and beaten senseless by the mob,” reports Epoch Times. When an ambulance arrived to provide medical treatment, the mob tipped over the vehicle. Some reports state the the five cops were killed, but state media later claimed, “Two of the injured remained in a critical condition while a further three who suffered minor wounds received treatment.”

Headline: Japan logs record $134B trade deficit in FY 2013
Japan’s trade deficit surged nearly 70% to a record 13.75 trillion yen ($134 billion) in the last fiscal year, the third straight year of deficit, as exports failed to keep pace with surging energy costs. The Finance Ministry reported Monday that exports in the year that ended March 31 rose 10.8% over the year before to 70.8 trillion yen ($690.5 billion) while imports climbed 17.3% to 84.6 trillion yen ($825 billion). Preliminary data showed the deficit at 1.45 trillion yen ($14.1 billion) in March, the 21st straight month of shortfall. The annual rate of growth in exports sank to 1.8% in March from a peak of 18.6% in October, while the growth rate for imports has remained mostly in the double digits. The value of yen has fallen nearly 10 percent against the US dollar since March 2013.

Saudi Arabia confirmed 20 new cases of Middle East Respiratory Syndrome (MERS)on Saturday and Sunday, adding up to 49 infections in six days, a sudden increase of a disease that kills about a third of the people infected and has no cure. MERS, a SARS-like novel coronavirus that emerged in Saudi Arabia two years ago, has infected 244 people in the kingdom, of whom 76 have died, the Health Ministry said on its website. However, Health Minister Abdullah al-Rabia on Sunday told reporters there was no scientific evidence yet to justify ordering additional preventative measures such as travel restrictions. He said he did not know why there had been a surge of cases in Jeddah but said it might be part of a seasonal pattern since there was also a big rise in infections last April and May. Another cluster of cases has been detected in the United Arab Emirates and a Malaysian who was recently in the Gulf has been confirmed as infected, his country said.

Though officials at the World Health Organization are feverishly working to stop the spread of the Ebola virus in what is now seven African nations, their efforts may be for naught. In Guinea, a hot spot for the deadly contagion, government health officials have said that the outbreak is nearly under control. Yet, Reuters reports that the government “planned to stop publicly releasing the death toll to avoid causing unnecessary panic.” But panic may be in order. Despite the best efforts of emergency health workers it appears that virus may have crossed out of Africa into Europe.

Headline: China reports another human H7N9 case
China reported one more human H7N9 virus infection on Monday. A 50-year-old man surnamed Tang from Yongzhou City, in central China’s Hunan Province was confirmed to have contracted the virus, bringing the total number of infections in the province to 20, according to a spokesman with Hunan’s Department of Health. The patient is receiving treatment at a local hospital, said the spokesman. So far, more than 120 people in China have been infected by the H7N9 strain of bird flu this year, including at least 39 deaths.

The effects of California’s drought could soon hit the state’s food banks, which serve 2 million of its poorest residents. Fresh produce accounts for more than half the handouts at Bay Area food banks, but with an estimated minimum of 500,000 acres to be fallowed in California, growers will have fewer fruits and vegetables to donate. With less local supply, food prices will spike, increasing as much as 34 percent for a head of lettuce and 18 percent for tomatoes, according to an Arizona State University study released last week. With fewer fields planted, there could be as many as 20,000 unemployed agricultural workers who will need more food handouts, especially in the Central Valley. And if urban food banks like those in Oakland and San Francisco can’t get produce from the valley, which grows a third of the nation’s fruits and vegetables, their transportation costs to haul in out-of-state produce will soar. Sue Sigler, head of the California Association of Food Banks, calls it “a perfect storm” of drought-related factors. “It’s not like we can raise our prices – everything is free,” said Paul Ash, director of the San Francisco/Marin Food Bank, which distributes 149,000 meals a day across the two counties. “Not knowing (what the drought’s effect will be) is a real frustration. We have to be planners, and it’s hard to do that right now.”

A suspected meteorite explosion has been recorded by citizens of the northern Russian city of Murmansk. Multiple drivers with dashcams out on the streets of the 300,000-people city at 2.10am on Saturday noticed a bright blue trail speed across the night sky, then explode while still in the air. Most observers identified the object as a meteorite, though officials have neither confirmed it nor said where the fragments are likely to have landed. Others speculated that the object may have been space debris, re-entering the atmosphere.

Tropical Cyclone Jack may have hurricane-force winds today, April 21, but strong vertical wind shear is expected to weaken the storm. NASA’s TRMM satellite passed overhead and saw that the bulk of the storm’s rainfall was being pushed south of the center from the wind shear. Tropical Cyclone Jack formed on Sunday, April 20, near 13.4 south and 91.1 east, and began moving to the south at 6 knots/6.9 mph/11.1 kph. Jack strengthened quickly and hours after its birth, the storm already had maximum sustained winds near 55 knots/63.2 mph/101.9 kph. On April 21 at 0900 UTC/5 a.m. EDT, Tropical Cyclone Jack was moving through the Southern Indian Ocean at hurricane-force with maximum sustained winds near 75 knots/86.3 mph/138.9 kph. Jack was far from land and centered near 16.5 south latitude and 92.9 east longitude. That’s about 346 nautical miles/398.0 miles/640.8 km southwest of Cocos Island. Jack was moving to the east-southeast at 10 knots/11.5 mph/18.5 kph.
