Israel needs to erect a fence around the entire country to protect itself from “beasts” in the neighborhood, Prime Minister Benjamin Netanyahu said Tuesday on a tour near Eilat of a segment of fence being erected along the Jordanian border. “We are preparing a multiyear project to encircle Israel with a security fence, to defend ourselves in the Middle East as it is now, and as it is expected to be,” he said. “They will say to me, what do you want to do, protect the mansion? And the answer is, ‘Yes.’ What, we will encircle the whole country with a fence and obstacles? The answer is an unequivocal, ‘Yes,’” he said. “In the neighborhood in which we live we need to protect ourselves against beasts,” Netanyahu added. The prime minister said that a plan was also being drawn up to fill in the gaps in the security fence in Judea and Samaria.

Headline: In new Syrian exodus, some 50,000 refugees head to Jordanian, Israeli borders

Debkafile’s military sources report that, since the weather has cleared and Russian air strikes resumed against the rebels holding the northern part of Daraa, tens of thousands of civilians are on the move from the South. About 15,000 to 20,000 have reached the Jordanian border, and more than 30,000 are believed heading that way; while another 20,000 refugees may be making for the Golan town of Quneitra on the Israeli border. Jordan has taken in 650,000 Syrian refugees in previous exoduses from the five-year old war. A desperate SOS appeared on social media Wednesday, Feb. 10, in which the rebel-controlled Daraa Provincial Council warned that tens of thousands of civilians were in flight from Russian air strikes and the barrel bombs dropped by the Syrian warplanes and helicopters. There was no way to bring water, food or medicines to the fleeing refugees. Military sources monitoring the situation report that the exodus was first touched off by the fall of Alaman, 3 km north of Daraa in the last few days to Syrian and Hizballah forces. They next cut off parts of Highway 5 from Daraa to Damascus. The rebels were left with only one remaining escape route, the road to the Jordanian border, but that too is under heavy fire, forcing the refugees to go round through rough country.

Turkish President Recep Tayyip Erdogan held a rare meeting on Tuesday in Ankara with a delegation of 20 American Jewish leaders, an indication the normalization of ties with Israel is closer than ever before. The delegation was led by chairman of the Conference of Presidents of Major Jewish Organizations, Malcolm Hoenlein, a close associate of Prime Minister Benjamin Netanyahu. Ishak Ibrahimzadeh, the president of the Jewish community in Turkey, was also present at the meeting. The meeting marked the first time the Turkish president met with American Jewish leaders since his confrontation in front of Shimon Peres at Davos in January of 2009, after Operation Cast Lead. As part of Erdogan’s campaign to prepare the Turkish public for reconcliation with Israel, his office reported on the meeting and released photographs and video footage of it. Delegation leader Hoenlein was reportedly asked by senior Israeli officials to convey messages to Erdogan about reconciliation talks between the two countries. “We discussed a variety of issues,” he said after the meeting. “We talked about the opportunity for reconciliation. Erdogan raised specific issues, including the fight against extremists, the war on terrorism and the role of Turkey and Iran in the region. We were there as representatives of the American Jewish leadership. We consulted with Israel before the meeting but it is not true to say that we conveyed messages from Israel. We discussed the concerns of all parties, including Israel.”

Headline: Yemeni forces capture al-Raboah town from Saudis

On Tuesday, the Yemeni army and the Houthi Ansarullah movement had established control over a Saudi border town of Asir province. According to a released Yemeni army statement, the Yemeni forces managed to fully capture the town of al-Raboah (red marker in map above) in the kingdom’s southwestern Asir province after fierce clashes with Saudi troops on Tuesday. The Arabic-language al-Mayadeen news website reported that the Yemeni forces captured a number of villages east of al-Raboah before advancing towards the town and Saudi forces sustained heavy damage and casualties in the clashes. Al-Mayadeen added to its report that in another operation against the Saudis, the Yemeni forces also killed several Saudi troopers and destroyed five Saudi armored vehicles in the Midi area of Yemen’s western Hajjah province. It was reported on February 6, that at least 104 Saudi-led forces, including 8 senior Saudi and UAE officers, were killed in Yemen’s ballistic missile attack on Ma’as military base in Central Yemen.

Syria Headline: Kurds attack Syrian air base held by insurgents

Kurdish fighters helped by Russian airstrikes launched an attack in northern Syria Wednesday in an attempt to capture a military air base held by Syrian insurgents. Maj. Yasser Abdul-Rahim, a rebel commander in Aleppo province, told The Associated Press that fighters from the Kurdish People’s Protection Units, known as the YPG, are clashing with rebels near Mannagh air base (red marker in map above). He accused the YPG of trying to take Arab villages near Afrin. “We are fighting on three fronts,” he said via Skype, referring to the YPG, Syrian troops and ISIS, which also controls parts of Aleppo province. He warned that Mannagh air base could fall to Kurdish fighters because of the Russian air cover and the intensity of the attack. The Britain-based Syrian Observatory for Human Rights also said YPG fighters are trying to capture the former Syrian air base, which fell to the opposition in August 2013.

Iraq Headline:   Iraqi premier warns against sending troops to Syria

The Iraqi premier has warned against the deployment of ground troops to Syria, describing the envisioned move as a “dangerous escalation.” The warning, which was issued on Wednesday, came after some regional Arab countries expressed readiness to get involved in a ground operation in Syria. “Prime Minister Haider al-Abadi called for a political solution to the Syrian crisis and not to send ground troops because that would lead to a dangerous escalation,” a statement posted on Abadi’s website said, noting that the Iraqi premier made the remarks during a visit to the Italian capital city, Rome. Earlier in February, Brigadier General Ahmed Asiri, an adviser to the Saudi defense minister, said the kingdom was prepared to participate in any ground operations that “the [so-called US-led] coalition (against Daesh) may agree to carry out in Syria.” Saudi Foreign Minister Adel al-Jubeir echoed the same position on Wednesday, saying, “We will discuss details with experts from the countries involved to decide on the nature of the participation.”

Iraq Headline:   ISIL suicide car bombers hit Iraqi forces near Ramadi

Iraqi forces recaptured territory east of Ramadi from Daesh militants on Tuesday, linking the Anbar provincial capital to a major army base nearby, and officials appealed for international funding to help clear the city of explosives. Iraq’s army declared victory in December over Daesh in Ramadi after elite counterterrorism forces seized the main government building, but it has taken weeks for the commandos to clear insurgents from the rural eastern outskirts. A military statement broadcast on state television said the army, police and counterterrorism forces had retaken several areas including the town of Husaiba Al Sharqiya, about 10km east of Ramadi. “[Our forces] also managed to open the road from Ramadi to Baghdad that passes through Al Khaldiya,” the statement added, referring to a highway that links the city to the Habbaniya army base where US-led coalition forces are located. “All of Ramadi has now been liberated,” Anbar Governor Sohaib Al Rawi said, adding that the handover of authority to local police from the military was going smoothly. Militants are still holed up in some rural northern districts bordering the main east-west highway, according to security sources. “The biggest challenge we are facing is clearing the areas of mines, which is now being conducted through modest local efforts,” Rawi told reporters in Baghdad.

Kurdish Headline: Kurds occupy two villages in Aleppo province at request of Arab residents

Kurdish rebels in Syria’s Aleppo province have occupied two villages at the request of local Arabs seeking refuge from Russian and Syrian airstrikes, according to activists. The Syrian Observatory for Human Rights reported Tuesday forces with the Kurdish People’s Protection Units, or YPG, occupied the villages of Deir Jamal and Mar’anaz. The villages are located in the northern Aleppo province, where an offensive by the Syrian military and Russian warplanes has prompted thousands of refugees to flee toward the Turkish border. SOHR, a Britain-based monitoring group, said the residents of both villages asked for the Kurdish occupation in a bid to avoid constant air attacks.

Syrian Kurdish separatists on Wednesday opened a representation in Moscow amid a push by the Kremlin to have them included in Syria peace talks despite Turkey’s objections. “This is a historical moment for the Kurdish people,” Merab Shamoyev, chairman of the International Union of Kurdish Public Associations, said at the ceremony in an industrial neighbourhood in southeast Moscow. “Russia is a great power and an important actor in the Middle East. It is in fact not only an actor, but it also writes the script.” The opening of the representation — which Shamoyev said was a “big political step” for Syrian Kurds — came as global powers meet in Munich on Thursday in a bid to revive Syria peace talks.

Headline: Turkish soldier killed in clashes with PKK rebels

One Turkish soldier was killed and another wounded in clashes with Kurdish rebels trying to cross the border from Syria into southeast Turkey, the military said Wednesday. Turkish security forces opened fire Tuesday on seven militants from the Kurdistan Workers Party (PKK) in the Cizre district of Sirnak province as they were entering Turkey from Syria, the army said in a statement. Two soldiers were heavily wounded in the ensuing clashes and one of them later died in hospital, it added. Cizre has been under a controversial curfew for six weeks as the army pursues a relentless campaign against rebels of the PKK which activists claim has cost dozens of civilian lives.

Headline: Turkey: Syrian, Russian forces are ‘ethnic cleansing’ around Aleppo

Syrian government forces backed by Russia are carrying out a deliberate policy of ethnic cleansing around the northern Syrian city of Aleppo, Turkish Prime Minister Ahmet Davutoglu said on Wednesday. At a news briefing in The Hague with his Dutch counterpart, Davutoglu said 60,000 migrants had fled the violence to the Turkish border and that, while Turkey would not close its doors, the priority was providing aid to them inside Syria. “One of the aims of the latest attacks is to conduct ethnic cleansing. Ethnic cleansing in Syria and Aleppo aimed at only leaving regime supporters behind is being conducted by the Syrian regime and Russia in a very deliberate way,” he said. “Every refugee that we accept helps their ethnic cleansing policy, but we will continue to accept (refugees).”

The leaders of Islamic State maintain a constant liaison with the Turkish government, working out a new approach to the war in Syria as the Russian Air Force cuts off traditional smuggling routes, says Russian Foreign Minister Sergey Lavrov. Moscow has intelligence that Islamic State’s (IS, formerly ISIS/ISIL) command continues to hold backdoor negotiations with the Turkish leadership, Lavrov told Russian newspaper MK in a vast interview in honor of Diplomats’ Day. The airstrikes of the Russian Air Force in Syria have severely disrupted “traditional smuggling routes,” so the Turks are discussing in all seriousness creation of “IS-free zones” in Syria. “Of course [such zones] would be a violation of all principles of the international law and also escalate tensions, substantially and fundamentally,” Lavrov said, adding the Turks are constructing tent camps and some kind of “engineering structures” on the Syrian side of the border, some 200 meters inside the country’s territory. At the same time the Russian FM does not believe that a full-scale Turkish invasion into Syria is possible; Ankara is expected to limit its actions to “small provocations.” “I do not believe that the US-led [anti-IS] coalition, which includes Turkey, would allow such desperate schemes to take shape,” Lavrov said.

Headline: Ignoring Obama, Iran upgrades its nuclear-capable Emad missile

In open defiance of recent US sanctions on Iran’s ballistic missile program, Iranian Defense Minister Hossein Dehghan on late Tuesday told local media that Tehran will soon be rolling out an upgrade of its nuclear-capable medium-range Emad missiles. The “next generation of Emad with improved precision” will be unveiled in the next Iranian year which starts on March 20, Dehghan said as cited by the semi-official Fars News Agency. Emad is said to have a 1,700 kilometer range, putting Israel and much of eastern Europe squarely in its sights. “The missile is being mass-produced but its precision-striking power will improve and its second version will be unveiled next year,” Dehghan added. He went on to claim the missile was not a violation of the nuclear deal or UN sanctions because “we will never use a nuclear warhead (on it).” In light of an Iranian Emad test on October 10, in breach of UN sanctions, US President Barack Obama’s administration in January announced it was leveling sanctions on Iran’s missile program – sanctions which Iran promptly vowed to defy. Iran in January publicly revealed its 14 underground “missile towns,” with the latest facility being shown on Iranian media as convoys of the nuclear-capable Emad missiles were transferred in.

Clapper told the Senate Armed Services and intelligence committees Afghanistan is at serious risk of a political breakdown during 2016, occasioned by mounting political economic and security challenges. “Waning political cohesion, increasingly assertive local power brokers, financial shortfalls and sustained countrywide Taliban attacks are eroding stability,” he said as several top American senators expressed their concern over the current situation in Afghanistan. In the meantime, US intelligence chief described the Islamic State as the ‘pre-eminent terrorist threat.’ The militant group can ‘direct and inspire attacks against a wide range of targets around the world’, Clapper said. Marine Lt. Gen. Vincent Stewart, director of the Defense Intelligence Agency, said the Islamic State will probably conduct additional attacks in Europe and then attempt the same in the U.S. He said U.S. intelligence agencies believe IS leaders will be ‘increasingly involved in directing attacks rather than just encouraging lone attackers.’ Clapper also said al-Qaida, from which the Islamic State spun off, remains an enemy and the U.S. will continue to see cyber threats from China, Russia and North Korea, which is also ramping up its nuclear program. Meanwhile, Hundreds more U.S. troops are headed for Afghanistan’s strife-torn Helmand province to shore up security forces who have struggled in the face of sustained Taliban attacks, officials said. The core of the new force will provide more security and act as advisers to the Afghan army’s 215th Corps, U.S. Army spokesman Col. Michael Lawhorn said in a statement.

A 2005 United Nations Security Council resolution placed a travel ban and asset freeze on those “impeding the peace process” in Darfur and established the UN panel of experts mandated to monitor the arms embargo on Darfur. The U.S. draft extending the resolution included “unfair clauses” on gold mining in Sudan, the foreign ministry said in a statement. “The draft resolution contradicts the general spirit of bilateral relations between the two countries, especially in light of the U.S. envoy’s recent visit to Sudan and the meeting of the foreign minister with President (Barack) Obama in Addis Ababa and with U.S. Secretary of State John Kerry,” the statement said.

ISIS may have lost territory to coalition forces over the past few months, but no fewer than 43 terrorist groups around the world have pledged allegiance – or are offering support – to the extremist Muslim murderous organization. In a speech last week, UN Secretary-General Ban Ki-moon warned that as many as 34 militant groups from around the world now support the Daesh extremist organization. However, findings released by the IntelCenter puts the number of ISIS affiliates and supporters at 43. Ban Ki-Moon added that the number of ISIS-supporters is expected to increase in 2016. He said that ISIS poses “an unprecedented threat,” because of its ability to attract support from terrorist groups in countries such as the Philippines, Uzbekistan, Pakistan, Libya and Nigeria. “The recent expansion of the [Daesh] sphere of influence across west and north Africa, the Middle East and south and southeast Asia demonstrates the speed and scale at which the gravity of the threat has evolved in just 18 months,” said Ban. Daesh is also the world’s wealthiest terrorist organization, according to the UN chief. It is estimated to have generated $400-$500 million from oil and oil related products in 2015, despite an embargo. In addition, Daesh exacts taxes on trucks entering the territory its control, to the tune of nearly $1 billion a year.

Headline: Female suicide bombers kill over 60 people in northeast Nigeria: officials

Two female suicide bombers killed more than 60 people at a camp for people displaced by an insurgency of the jihadist Boko Haram group in the northeast Nigerian town of Dikwa, military and emergency officials said on Wednesday. The attack occurred 85 km (50 miles) outside the capital of Borno state, centre of the seven-year insurgency, they said. It took place on Tuesday, but a breakdown in the telephone system prevented the incident being made public earlier. The two female suicide bombers sneaked into an internally displaced persons (IDP) camp and detonated themselves in the middle of it, emergency officials and the military source said. At least six people were killed and 30 injured in northern Cameroon on Wednesday by two Islamist suicide bombers at a Muslim funeral gathering, two officials in the region said. The attackers were from Boko Haram, the group based in neighboring Nigeria that has stepped up cross-border attacks in Cameroon’s far north despite the setting up of a roughly 9,500-strong regional military task force. Russia warned South Korea against deploying a U.S. anti-missile defense system on the peninsula, joining a chorus of opposition that includes China and North Korea regarding THAAD, also known as Terminal High Altitude Area Defense. Russian Deputy Foreign Minister Igor Mogulov expressed his concern regarding THAAD during a meeting with South Korea’s ambassador to Moscow, Park Ro-byug, Yonhap reported. Washington and Seoul have said in separate statements that consultations are expected to be underway regarding THAAD deployment in South Korea, reports that have drawn strong opposition from China as well as Russia. Chinese Vice Minister of Foreign Affairs Liu Zhenmin has previously called in the South Korean ambassador to Beijing to formally lodge a complaint about U.S. and South Korea discussions of THAAD. China is concerned the system could be used for regional surveillance that could expand on the U.S. policy of a “Pivot to Asia.”

Headline: Hawaii’s Big Island declares emergency over dengue fever infections

The mayor of Hawaii’s Big Island declared a state of emergency on Monday to deal with a growing outbreak of dengue fever, spread by infected mosquitoes, with 250 cases confirmed over the past four months. As a result of Hawaii County Mayor Billy Kenoi’s order people on the Big Island will be allowed to resume disposing of old tires in landfills, since tires which are left lying around are a known breeding spot for mosquitoes. There have been 250 confirmed cases of dengue fever on the island since Oct. 29, making it the largest outbreak in the state since the 1940s, according to the mayor’s declaration and Hawaii health officials. Dengue fever causes flu-like symptoms and can develop into the deadly dengue hemorrhagic fever. Hawaii Governor David Ige said in a statement he supported the efforts on the Big Island but would not issue a statewide emergency declaration unless the outbreak spread to other islands or expanded to include other diseases, such as the Zika virus.

Health officials in Indiana, Ohio, Tennessee and Delaware on Tuesday announced the first human cases of Zika in their states, but experts say the risk of contracting the virus locally remains low. Ohio officials said the virus was reported in a 30-year-old Cleveland woman. Indiana officials wouldn’t say where in the state the resident who contracted Zika lives, although they did say the person wasn’t pregnant and never got sick enough to require hospitalization. Both people had recently traveled to Haiti, one of 30 countries and territories with active Zika virus transmission, according to the U.S. Centers for Disease Control and Prevention. The Tennessee resident had recently traveled to South America before returning to east Tennessee, state health officials there say. Delaware’s case was also travel-related. Although Zika is a mild illness in most people, doctors connect it to a surge in neurological disorders and the birth defect microcephaly, in which infants are born with abnormally small heads and incomplete brain development. It is usually spread by mosquitoes, but can also spread through unprotected sex, blood transfusions or rarely from mother to child around the time of birth. There’s no vaccine or treatment.
