Headline: How Hamas Planned to Assassinate PM Netanyahu
A Hamas terror cell operating out of Jerusalem had been planning a mass casualty attack with the added goal of assassinating Prime Minister Benjamin Netanyahu, Hebrew-language news site Walla! reported Sunday. Although indictments were filed last month in the case, the details were only recently cleared for publication. The cell consisted of six members, with direct support from operatives in Gaza. Cell leader Ahmed Azzam, originally from Kfar Yussuf but living in Abu Dis, revealed during interrogation that the group had planned to detonate a bomb at Jerusalem’s Great Synagogue or Payis Arena during a speech by Israel’s leader. According to the website, the cell had already secured a safe house in Abu Dis, a Palestinian town within Jerusalem, and amassed chemicals needed to build the explosive, such as potassium, hydrogen peroxide and fertilizer. Under interrogation, Azzam revealed that he had first become interested in conducting a terror attack on behalf of Hamas while in an Israeli jail. In August, he established contact with one Abu Omer, a Hamas representative in Gaza, who provided support and direction. In November, he recruited 22-year-old Hizzam Sanduka, nicknamed “The Mechanic” for his knowledge of vehicles.

Defense Minister Moshe Ya’alon said Monday Israel was preparing for the possibility of another war against Hamas in Gaza. “We’ve been enjoying unprecedented quiet, Hamas hasn’t fired one bullet,” Ya’alon said aboard the USS Carney, an American battleship, which is currently docking in Haifa while taking part in the joint American-Israeli military exercise Juniper Cobra. “It’s growing in power, we didn’t think otherwise,” he added. “Hamas is trying to arm itself with rockets but it’s having difficulties importing (rockets) as it did before and it has to manufacture them. That is why they’re conducting all of the tests of firing rockets into the sea. Headline:Obama signs law to increase military support to Jordan
The US has finalised a law that will allow the administration to increase military support to Jordan to $450 million this year, officials announced Sunday. Later in the day, His Majesty King Abdullah met in Aqaba with US Secretary of State John Kerry and stressed the importance for the international community, especially the US, to exert more efforts in the Palestinian issue. The King urged the international community to end the stalemate in the peace process between the Israelis and the Palestinians until reaching progress according to the two-state solution and relevant international legitimacy resolutions, a Royal Court statement said. The meeting also addressed regional and international efforts in the war against terror groups in line with a comprehensive approach.

The Lebanese government said on Monday it was necessary to fix ties with Saudi Arabia after Riyadh last week suspended a $3 billion aid package to the Lebanese army, and tasked Prime Minister Tammam Salam with making contacts to that end. Saudi Arabia suspended the aid in response to Beirut’s failure to condemn attacks on Saudi diplomatic missions in Iran. The Lebanese national unity government groups both allies and enemies of Saudi Arabia, including the Iranian-backed Shi’ite group Hezbollah. Salam, speaking in a televised news conference, said the cabinet statement had been passed unanimously. In response to a question on the attacks last month, he said “we strongly condemn” the attack on the Saudi embassy. “The cabinet deems it necessary to fix relations between Lebanon and its brothers, and to remove any flaws that may have emerged in recent times,” the statement said. It said Salam’s contacts should “pave the way for a Gulf tour … with this aim”.

ISIS fighters Monday opened fire on the home of a man they accused of passing information to Army Intelligence after the arrest of a ranking militant on the northeast border, a security source told The Daily Star. The source said the militants in Arsal showered the home of Mohammad Sobhi Wehbi with bullets, leading to a number of casualties inside the house. A member of the Government’s Guards Brigade, Hussein Fliti, was also hit in the hand by a bullet as he passed by Wehbi’s home, the source said. Wehbi was accused of informing the army of the whereabouts of ISIS official Ahmed Ammoun who was arrested earlier in the day after a clash with the army. Ammoun is suspected of involvement in the assassination of Zaher Ezzedine, a member of the Internal Security Forces’ Information Branch, in the area last month. The source added that members of Lebanon’s Military Intelligence ambushed Ammoun’s vehicle on Arsal’s outskirts, prompting a gun fight. Some of the gunmen escaped, he said.

With a Consul General arriving in Erbil, Saudi Arabia is about to officially open its Consulate General in the Kurdistan Region of Iraq to start his mission. Abdul Mun’eem Abdulrahman, the first Saudi Arabian Consul General in Erbil, arrived in Kurdistan Region capital on Monday. Abdulrahman told reporters upon his arrival that Riyadh is willing to strengthen its bilateral relations with Erbil and they “will stand with Kurds until they overcome the current crisis.” After 25 years, Saudi Arabia re-opened its embassy in Baghdad last December, and then promised to increase its diplomatic relations with the Kurdistan Region. Receiving the first Saudi Arabian consul General, Erbil Governor Nawzad Hadi pointed out that opening the consulate is the beginning of further developments in Erbil-Riyadh relations.

The Middle East’s largest ever war games are now underway and will boost military cooperation between the 20 Muslim nations taking part, host country Saudi Arabia said Monday, as it seeks to check the growing influence of arch rival Iran. The Northern Thunder exercises, which began on Feb. 14 and will run until March 10, involve more than 150,000 troops from the Gulf Arab nations, Egypt, Morocco, Pakistan, Bangladesh, Jordan, Sudan and Senegal. “The council of ministers … expressed the hope that these exercises achieve what was defined as their goals in exchanging expertise and raising the level of military coordination,” Saudi Arabia’s cabinet said in a statement. The statement also praised “the levels of preparedness and administrative and supply capabilities” shown by the nations participating in Northern Thunder exercises.

A gunman killed a senior Yemeni army officer in Aden on Monday, as violence in the southern port city which is the headquarters of the Saudi-backed government showed no let-up, military sources said. The gunman, who was on the back of a motorcycle, killed General Abedrabbo Hussein as he was leaving his home in the Sheikh Othman district of the city, the sources said. Hussein was commander of the 15th Infantry Brigade which operates in Abyan province, west of Aden, where Al-Qaeda has seized several large towns in recent weeks.

Headline: Egypt tightens security coordination with Hezbollah amid Syrian civil war
A high-level delegation representing Hezbollah Secretary General Hassan Nasrallah arrived in Cairo on Monday to discuss the security coordination with Egypt in light of the inner conflict in Lebanon and the Syrian civil war, the Kuwaiti newspaper al-Jarida reported on Monday. According to al-Jarida, the delegation includes the head of Hezbollah’s Arab relations department, Hassan Izz-al-Din, the party’s media advisor Mohammad Afif, and member of Lebanese parliament, Ali Miqdad. According to Hezbollah, the visit was aimed at offering condolences on the death of the well-known Egyptian political commentator, Mohamed Hassanein Heikal, who passed away at 92 on February 17. Heikal was accused of being pro-Hezbollah after refusing to call it a terror organization and he had a very close relationship with Nasrallah. However, it appears that the real reason for the visit is the shared interest of both Hezbollah and Egypt in assuring that the inner conflict in Lebanon between Hezbollah and the pro-Saudi establishment does not deteriorate into a Syrian-like conflict with world powers’ involvement.

Bomb blasts in the Syrian cities of Homs and Damascus have left at least 140 people dead, monitors and state media say. At least four blasts struck the southern Damascus suburb of Sayyida Zeinab, killing at least 83 people, state media said. Earlier in Homs, 57 people, mainly civilians, were killed in a double car bombing, a monitoring group reported. So-called Islamic State (IS) said it carried out the attacks in both cities. The UK-based Syrian Observatory for Human Rights monitoring group also said that at least 50 Islamic State fighters had been killed in an advance by government troops, backed by Russian air strikes, east of the northern city of Aleppo in the past 24 hours. Meanwhile, Two Islamist factions based in a northeastern district of Damascus that has been subject to a truce have pledged allegiance to the Al-Nusra Front, the latest merger among rebel groups in war-torn Syria. “Ansar al-Sharia’a and Al-Muntasir Billah announce their full incorporation into the branch of Al-Qaeda in [Syria], Al-Nusra Front,” a spokesperson said in a video released Sunday on Nusra’s Twitter account. “[The two groups] pledge [their] allegiance to the conquering sheikh Abu Mohammed al-Jolani [Nusra’s chief] in submission and obedience.”

Syria Headline: Islamic State attacks government supply line into Aleppo
Islamic State attacked the Syrian government’s main supply route from Damascus to the northern Syrian city of Aleppo on Monday, a day after the group targeted Damascus and Homs in some of the bloodiest car bomb attacks of the war. The Syrian Observatory for Human Rights said fighting and air strikes continue unabated across the country, a day after U.S. Secretary of State John Kerry and his Russian counterpart, Sergei Lavrov, had reached a provisional agreement on terms of a cessation of hostilities that would not include Islamic State. Islamic State said it had taken control of a number of villages along an important road which connects government-held areas of Aleppo with the cities further south. A Syrian military source confirmed the attack but said it was repelled. The Observatory’s director, Rami Abdulrahman, said government forces had reclaimed one of four positions seized by Islamic State on the road, which it has cut in previous attacks. “The regime has recovered one of four positions that IS took on the road,” Abdulrahman said. Syrian and allied forces were also fighting further up the road against Islamist insurgents from the Jund al-Aqsa group and the Turkestan Islamic Party, the Observatory said.

U.S. officials said Monday that the United States and Russia have agreed on a plan for a cease-fire in Syria starting Saturday that would exclude attacks on the Islamic State group and Al-Qaida’s local affiliate. The officials said that the two sides have agreed on the terms and conditions for the “cessation of hostilities.” A formal announcement is expected after Presidents Barack Obama and Vladimir Putin speak on the matter by telephone. The officials weren’t authorized to speak about the matter publicly and demanded anonymity. Residents of the Syrian capital earlier Monday expressed skepticism about talk of a “provisional agreement” for a truce, a day after a wave of Islamic State bombings killed about 130 people in government-held areas near Damascus and another city.

Iraq Headline: Fighting In Iraq’s Fallujah ‘Stops After IS Group Seizes Residents’
Clashes between Iraqi tribesmen and the Islamic State (IS) militant group in Fallujah have reportedly halted after the militants detained dozens of residents. Local official Issa Sayir estimated the number of detainees at about 60, while a lieutenant colonel and a tribal leader were quoted as saying the figure was more than 100. “The clashes stopped because of the imbalance of power and fear that the detainees would be executed,” Sayir said on February 21. Fighting between the Sunni Arab tribesmen and IS militants in Fallujah began on February 19. There were reports of casualties on both sides. Sayir said a military operation would be launched in the Fallujah area in the coming days, while the Iraqi Army was quoted as saying that reinforcements had arrived in the outskirts of the city, located 50 kilometers west of Baghdad.

The source said in a brief statement obtained by IraqiNews.com, “A bomb exploded, at noon today, near shops in Bayaa District southwest of Baghdad, killing two people and wounding eight others.” The source added, “An ambulance rushed to the area and transferred the wounded to a nearby hospital to receive treatment and the dead bodies to the forensic medicine department, while the security force cordoned off the area of the incident and barred approaching it.”

Kurdish Headline: Turkish army presses crackdown on Kurdish militants, Europe worried over rights
Turkey’s military said Monday it had killed 14 militants in a drive against the outlawed Kurdistan Workers Party (PKK) in the southeast as an envoy from the European parliament denounced what she said were rights abuses by Ankara. Four PKK militants were killed on Sunday in the Sur district of the mainly Kurdish region’s largest city Diyarbakir, much of which has been under a round-the-clock police curfew since early December, the army said in a statement. Ten others were killed on Sunday in the Idil district of Sirnak province, neighboring Syria, it said. A round-the-clock curfew was imposed in some parts of Idil last week as it become a new focus for the security operations. More than 1,000 PKK militants have been killed since December, according to figures from the military and state-run Anadolu Agency. In early November, President Tayyip Erdogan said 2,000 had been killed in operations ‘at home and abroad’. Rights groups and locals have voiced growing concern about he civilian death toll in the security operations since December. The pro-Kurdish HDP party puts the toll at nearly 160.

Headline: Turkey: Ground troops in Syria ‘not on agenda’
The Turkish foreign minister says a land operation by Saudi Arabia and Turkey in Syria has never been on the agenda. Mevlut Cavusoglu on Monday dismissed speculation about such an operation as “disinformation and manipulation.” The minister said: “A land operation of Saudi Arabia and Turkey in Syria has never been on the agenda, and it is not on the agenda.” However, Turkey views ground operations as necessary and would be a willing partner if the notion got approval from a broader coalition, an official said last week. The country raised the issue in recent talks with the U.S. and other Western nations, said the Turkish official, who spoke on customary condition of anonymity.

Award-winning Iran-Contra journalist Robert Parry has been told by a source close to Vladimir Putin that Russia has threatened Turkey with the use of tactical nuclear weapons if it launches a joint invasion of Syria with Saudi Arabia. Writing for Consortium News, Parry warns that the risk of the United States and its allies escalating the conflict in Syria to rescue rebels who are now on the verge of defeat could spark “World War III”. “If Turkey (with hundreds of thousands of troops massed near the Syrian border) and Saudi Arabia (with its sophisticated air force) follow through on threats and intervene militarily to save their rebel clients, who include Al Qaeda’s Nusra Front, from a powerful Russian-backed Syrian government offensive, then Russia will have to decide what to do to protect its 20,000 or so military personnel inside Syria,” writes Parry. “A source close to Russian President Vladimir Putin told me that the Russians have warned Turkish President Recep Tayyip Erdogan that Moscow is prepared to use tactical nuclear weapons if necessary to save their troops in the face of a Turkish-Saudi onslaught. Headline: Iran holds talks with Russia over missile defence upgrade
Iran negotiated with Russia at the weekend over buying an upgraded version of the S-300 surface-to-air missile defence system, which it requires to meet its military needs, a foreign ministry spokesman in Tehran was quoted as saying. Russia now hopes to reap economic and trade benefits from the nuclear deal and the lifting of sanctions on Iran last month. Russian Defence Minister Sergei Shoigu visited Tehran on Sunday. Commenting on the visit, ministry spokesman Hossein Jaberi Ansari told state news agency IRNA: “Iran is negotiating with Russia for providing its military needs… One of the main issues is buying the next-generation S-300 missile system.” Defence Minister Hossein Dehghan was quoted as saying by the Fars agency on Feb. 10 that Iran would start taking delivery of the S-300 within two months. Iran has also shown interest in buying the more advanced S-400 system, though no negotiations were being conducted at the moment, Russia’s RIA news agency reported last week. It was not clear if by “next generation” Ansari was referring to the S-400, which Russia says can hit missiles and aircraft up to 400 km (250 miles) away. Israel has expressed “dismay” at Russia’s decision to lift the ban on supplying S-300 missiles to Iran, which does not recognise Israel as a nation and has said it will use all its power to destroy it.

Afghanistan’s military has downplayed the recent withdrawal of troops from bases in a restive southern province, saying “logistics” and “tactical” reasons prompted the move. This comes as Afghan, Pakistani, Chinese and U.S. officials prepare to meet in Kabul for a new round of four-way discussions to promote Afghan peace talks. The military retreat over the past few days from Musa Qala and nearby Nawzad districts is said to have enabled the resurgent Taliban to further expand its influence in the largest Afghan province of Helmand (see map above). Deputy Army Chief General Murad Ali Murad, while addressing a news conference in Kabul Monday, dismissed criticism Afghan forces have retreated from the area under pressure from the insurgents. He asserted the troops had been engaged in combat operations for many months and they remained busy throughout the winter because the military was unable to send reinforcements to allow them to rest and see their families. General Murad said that in view of the area commander’s recommendations, some Afghan forces were ordered to vacate their posts and relocate to a place where they could be retrained to improve their skills and get in touch with their families. He went on to add that the move would allow the forces to better prepare for the coming spring fighting. The withdrawal of government forces, some critics say, could embolden the Taliban to stage an offensive in the nearby Kajaki district, where the United States has spent millions of dollars to construct a huge hydroelectric dam to enable local authorities provide power to Helmand and neighboring Kandahar provinces, both of them traditional Taliban heartlands. The controversial move has fueled skepticism over the capacity of Afghan security forces to hold back the Taliban on their own after the withdrawal of international forces in 2014.

Heavy clashes in the eastern Libyan city of Benghazi have left at least 14 people dead and 32 wounded, medical officials said on Saturday. On Friday, U.S. warplanes carried out an airstrike on a suspected militant camp in Sabratha in western Libya. At least 50 people were killed including two Serbian embassy staff abducted in Libya in November. Neighboring Tunisia’s Interior Ministry said on Saturday that five militants had been arrested in the southern city of Ben Guerdan who had trained in Sabratha and had planned to carry out attacks in Tunisia. Meanwhile, An unidentified warplane has destroyed a vessel carrying Isis fighters and munitions off the Libyan coast near Sabratha, the Libya Herald has reported. A picture circulating on social media appears to show the mushroom cloud over an explosion some miles out to sea. On Friday US aircraft launched attacks on two Isis compounds in Sabratha, Libya, and there have since been reports that the terrorists have been pulling out of the area.

Headline: Germany mulling military training in Tunisia
Germany is considering sending troops to Tunisia to help train soldiers in the fight against Daesh (ISIS), a newspaper report said Sunday. Bild am Sonntag said that representatives of the defense and foreign ministries would hold talks in Tunis Thursday and Friday about how the German military could lend support in a training mission. It said the engagement envisaged training Tunisian soldiers first and could eventually be extended to setting up a training camp in Tunisia for Libyan soldiers, run with other international partners. “The ISIS terror is threatening all of North Africa,” German Defense Minister Ursula von der Leyen told the newspaper. She said it was thus crucial “to make every effort to support countries struggling with democracy such as Tunisia.”

Headline: Islamic State claims killing Algerian soldiers
Jihadists in Algeria loyal to the Islamic State claim to have killed three Algerian soldiers, according to Aamaq News, an Islamic State news outlet. That claim, however, was not supported by reports in the Algerian media. Their short statement was translated by the SITE Intelligence Group. “Killing of 3 Algerian soldiers following clashes with Islamic State fighters during a combing operation by the army on Mount Shakshut in Bouira province the day before yesterday,” the statement reads. According to Algerian media, the combing operation is said to have killed two jihadists, but made no mention of Algerian soldiers being killed or wounded. The Islamic State’s branch in Algeria, Wilayat al Jaza’ir (or Jund al Khilafah), has not claimed many attacks since its 2014 inception. The group’s most infamous claim was the capture and subsequent beheading of a French captive, Herve Gourdel, in Sept. 2014. Russia has sent five additional Mig-29 fighter jets and a multipurpose helicopter to its military base in Armenia, the Russian Defense Ministry reported. The aircrafts have been transported to a military airfield in the Armenian capital of Yerevan and will soon arrive at Erebuni airfield, where planes attached to the 102th military are based, the command for the South-Eastern Military District said on Saturday. “Soon military engineers will assemble generation 4+ fighter jets and the Mi-8MT helicopter, which will then enter service,” the report said. “The unit’s pilots will start practice flights on the new Mig-29s in mid-March.” Four of the fighter jets are regular Mig-29s, which were recently overhauled. Another one is an upgraded Mig-29S version, which has double the payload amounting to four tons and several other improvements. The new aircraft strengthen the 18 Mig-29s and 7 Mi-24P helicopter gunships already based at Erebuni. The build-up comes amid a period of high tension between Russia and Turkey in the wake of the downing of a Russian bomber by the Turkish Air Force on the Syrian border. Erebuni airfield is south of Yerevan and about 20km from the Turkish border.

Singirankabo added that in the same area soldiers repulsed another armed group plotting to carry out terror attacks. In a separate development, one person was killed and another wounded in a grenade attack on Monday morning at a Bujumbura market, said a local deputy police spokesman. A three-day gunbattle in the disputed region of Kashmir ended on Monday when Indian security forces killed two more militants who stormed a government building, a senior police official said. The militants captured the five-storey training institute on Saturday, killing six people in the gunbattle that followed. “The encounter is over. All three militants have been killed,” Deputy Inspector General of Police Ghulam Hassan Bhat said. One militant was killed on Sunday. “This is one of the longest encounters in Kashmir in recent memory,” said an army officer, who asked not to be named. “This is because the building is very big and we have suffered casualties.” The attack began on Saturday when militants shot at a bus carrying police before breaking into the training institute. More than 100 people were inside at the time. Three Indian army commandos, two policemen and a civilian died in the fighting.The latest attack bore similarities to other militant attacks in India where heavily armed, well-trained men have captured buildings and used them to fight security forces.

By Monday morning the army had regained control and was assessing the damage. But with the water flow into the city reduced by more than two-thirds, schools and many businesses remained shut and authorities urged people to ration water.

FFRF’s most recent efforts against the five-member Chino school board stem from the board’s practice of opening meetings with invocations. In a televised address to the nation Sunday, Prime Minister Voreqe Bainimarama said many people had been left without power, fresh water or communications. “The damage has been widespread, homes have been destroyed, many low-lying areas have flooded, and many people have been left stunned and confused about what to do,” he said. He said that the police and military had been brought in to help with rescue operations and the general cleanup, and that government agencies were working overtime to clear roads and restore power.
