Representatives of Palestinian Arab terror organizations and an Israeli delegation were to resume “gruelling” negotiations in Cairo on Tuesday aimed at ending the Gaza conflict, as Egyptian mediators raced to narrow gaps between the warring sides. In Monday’s indirect talks, Israel’s delegation pushed for the disarmament of terror groups in the coastal enclave, a demand the Palestinians rejected outright, officials from the two sides said. Israeli negotiators sought an extension of a 72-hour truce in Gaza that began Monday to allow for further talks, but Egyptian mediators wanted to reach a deal as soon as possible, Palestinian delegation members said. Palestinian members of the delegation said Israel had offered to ease restrictions at two of six border crossings, one for travellers and the other for goods under international monitor supervision. All sides agreed that it would be left to Cairo and the Palestinians to decide on the Rafah border crossing between Gaza and Egypt’s Sinai Peninsula, they said. Palestinian Authority forces loyal to president Mahmud Abbas would deploy along Gaza’s border with Israel, the officials said. “The negotiations are difficult and gruelling,” one of the officials said of Monday’s talks, which lasted for more than nine hours. Negotiations were set to resume at around noon at the headquarters of Egypt’s General Intelligence, which has brokered past ceasefires between Hamas and Israel.

Headline: Hamas Clarifies Truce Would Only Be to Plan Next War

In a newly translated interview, Hamas spokesperson Husam Badran declared that his terror organization is holding truce talks in Cairo with Israel being held “at gunpoint” to accept the group’s demands. Middle East Media Research Institute (MEMRI) translated the interview from Al Jazeera, which is sponsored by Qatar, a key provider of Hamas funds. In it, Badran relates being asked in jail in 2002 by then-deputy head of the Shin Bet (Israel Security Service) whether Hamas will ever negotiate with Israel. “I said to him outright: If we ever negotiate with you, whether directly or indirectly, we will do so with our weapons in our hands. If we get what we want, so be it. If not, we will shoot you in the chest. What I said back then is how Hamas negotiates now,” stated Badran. The Hamas spokesperson also clarified that his organization “began preparing for this confrontation the day the 2012 war ended,” a reference to the last counter-terror operation in Gaza, Operation Pillar of Defense. Meanwhile, Even as Israeli representatives are in Cairo to discuss a truce with Hamas on Tuesday, the terrorist group is taking pains to clarify it has no intentions of desisting from trying to wipe Israel off the map. Hamas’s “military wing,” the Al-Qassam Brigades, released a statement presenting its position on the ongoing talks in Egypt. “The warriors in Gaza are waiting with Allah’s help to renew the fighting, or to return to planning the next campaign. There’s no escape. Either jihad or planning (for the next jihad),” declared the statement.

Headline: Fatah Threatens to Kidnap Soldiers

The Al-Aqsa Martyrs Brigades, the “military wing” of Palestinian Authority Chairman Mahmoud Abbas’s Fatah party, has threatened to carry out terrorist attacks against Israel, including the kidnapping of IDF soldiers. In a newly released video filmed in Gaza, members of the Al-Aqsa Martyrs Brigades are seen in a warehouse where weapons and dozens of rockets are stored. One of the activists, who is wearing a mask, tells the camera that the Al-Aqsa Martyrs Brigades supports the demands of the Palestinian delegation for talks on a ceasefire with Israel, adding that Israel must accept all these demands. He further stresses the organization’s determination to carry out “quality attacks” against Israel, including the kidnapping of soldiers in order to free all the “prisoners” who are serving time in Israeli prisons.

Headline: UK says to suspend some Israel arms exports if Gaza truce fails

Britain said on Tuesday it would suspend 12 licences to export military items to Israel, including tank, aircraft and radar parts, if hostilities with Hamas in Gaza resumed, citing concerns the exports may be used to breach international laws. Britain said last week it was reviewing all arms export licenses to Israel after fierce fighting which has resulted in heavy civilian casualties in the Palestinian enclave of Gaza. That review concluded on Tuesday that 12 licenses would be temporarily suspended pending further investigation if the current truce breaks down and heavy fighting resumes. “The UK government has not been able to clarify if the export license criteria are being met,” Business Secretary Vince Cable said in a statement. “In light of that uncertainty, we have taken the decision to suspend these existing export licenses in the event of a resumption of significant hostilities.”

Hundreds of Palestinian children in the West Bank city of Ramallah staged a march on Tuesday, organized by the Palestinian unity government, to show solidarity with their counterparts in the Gaza Strip. Accompanied by protest organizers, young marchers set out for the United Nations office in Ramallah on Tuesday morning. They called on international organizations to protect Gaza’s children from Israel’s “destruction machine.” Some wore t-shirts bearing the names of children killed in the Gaza Strip by recent Israeli strikes. “This demonstration carries a message to the United Nations: Palestine’s children demand to live like all other children of the world, without war or killing,” protest organizer Maissoun Hega told Anadolu Agency.

The command will not bargain over the blood of its martyrs and wounded or the freedom of its missing soldiers,” Kahwagi told a delegation representing the families of missing personnel who visited him at the ministry of defense in Yarze. Kahwagi said the command “will resort to all available means to ensure their release without delay.” “The Army is ready for all possibilities in order to secure the safety of its missing personnel, and to bring them back to their families and their institution,” Kahwagi added. Meanwhile, A long chain of criticism delayed the settlement reached between the government, Lebanese military and Sunni fundamentalist gunmen to end the clashes in Arsal. Speaking at an Organization of Islamic Cooperation (OIC) meeting in Jeddah on Tuesday, al-Faisal accused Israel of trying “to wipe off Palestinian existence,” and blamed the world for supporting “Israel’s savagery against the people of Gaza.” Calling for Arab unity at a time when internecine bloodbaths are raging throughout the Middle East, al-Faisal urged the Arab nations to stand together on “one line” to oppose Israel. “Divisions among Islamic nations are causing civil strife, leading Israel to repeat its crimes,” said al-Faisal, recommending Arab countries “support all Egyptian efforts to stop the aggression.” “The Kingdom of Saudi Arabia considers the Palestinian cause its primary cause,” boasted the Saudi foreign minister, announcing that his country would provide $500 million in funding to “rebuild” Gaza.

Headline: Egypt-Saudis talks address billions in military aid, cooperation on securing Gulf Arab states

Egypt has submitted a request for billions of dollars in additional aid from Saudi Arabia. Diplomatic sources said the regime of President Abdul Fatah Sisi discussed a plan for Egypt to help bolster security of Saudi Arabia and its Gulf allies. They said Sisi, who met Saudi King Abdullah, sought in return billions of dollars for Egypt’s military and defense industry sector. The Egyptian plan was high on the agenda of Sisi’s visit,” a source said. On Aug. 10, Sisi met the Saudi king during the president’s visit to Jedda. Few details were released, but officials said Abdullah and Sisi focused on security cooperation. “Whatever concerns Egypt is of concern to the kingdom of Saudi Arabia,” Saudi National Guard Minister Prince Mitab, the king’s son, said. The sources said Abdullah and Sisi discussed Egyptian operations to help Riyad counter Iranian influence in the Gulf. They said the two men envisioned that Egypt and Saudi Arabia would lead an Arab strategy against Teheran and its proxies. “The talks also reviewed the developments in Iraq and the impact of terrorist operations on the country and the region,” Egyptian presidential spokesman Ihab Badawi said. During Sisi’s visit, Saudi Arabia briefed the United Arab Emirates on Egypt’s plan. The UAE sent Foreign Minister Abdullah Bin Zayed Al Nahyan for a late-night meeting in Jedda with his Saudi counterpart, Prince Saud Al Faisal. In a dusty camp here, Iraqi refugees have new heroes: Syrian Kurdish fighters who battled militants to carve out an escape route for tens of thousands trapped on a mountaintop. While the U.S. and Iraqi militaries struggle to aid the starving members of Iraq’s Yazidi minority with supply drops from the air, the Syrian Kurds took it on themselves to rescue them. The move underlined how they — like Iraqi Kurds — are using the region’s conflicts to establish their own rule. For the past few days, fighters have been rescuing Yazidis from the mountain, transporting them into Syrian territory to give them first aid, food and water, and returning some to Iraq via a pontoon bridge. The (Kurdish fighters) opened a path for us. If they had not, we would still be stranded on the mountain,” said Ismail Rashu, 22, in the Newroz camp in the Syrian Kurdish town of Malikiya some 20 miles (30 kilometers) from the Iraqi border. Families had filled the battered, dusty tents here and new arrivals sat in the shade of rocks, sleeping on blue plastic sheets. Syrian government forces are advancing on Aleppo, aiming to besiege the rebel-held city into submission in what would be the biggest blow yet to the three-year uprising. The fall of Aleppo, Syria’s largest city and economic hub before the fighting, could also bolster the ranks of Islamic State militants who continue to make gains across the country, as defeated rebels from the Western-backed Free Syrian Army (FSA) switch to their side. Rebel commanders (FSA) in Aleppo say they’ve started to stockpile goods as aid groups step up food deliveries–crates of lentils, rice, ketchup and baby formula–seeking to prevent the same kind of mass starvation that forced them to surrender the much smaller city of Homs in May. Regime forces now encircle most of Aleppo and are trying to seal off a 4-mile access point that rebels control in the northeast of the city. Simultaneously, jihadists with the Islamic State, also known as ISIS or ISIL, are approaching from the north and uprooting the FSA from Aleppo’s countryside.

Headline:   Russian convoy heads to Ukraine despite West’s warnings

Headline: Ukraine to Deny Access to Russian Aid Convoy

A Russian convoy of 280 trucks carrying “humanitarian supplies” was headed to conflict-torn east Ukraine on Tuesday, despite warnings from the West that Moscow could be using the mission as a guise to sneak in troops. Russian President Vladimir Putin had on Monday justified the mission citing “catastrophic consequences” of Ukraine’s offensive against insurgents in eastern Ukraine, and said Moscow was working in collaboration with the Red Cross. But the international aid agency said on Tuesday there was still no agreement on the issue and France insisted such convoys should not be allowed to cross the border unless they met strict conditions, including Red Cross approval. Suspicions about Russia’s intentions are running high in the West which has accused Moscow of fanning the insurgency in eastern Ukraine by supplying pro-Russian separatists with arms. Meanwhile, Ukraine says it will not allow a convoy of 280 trucks reportedly carrying humanitarian aid from Russia to enter its territory.

Pro-Russian fighters in the east of Ukraine say they are ready for a military engagement with the government forces in the city of Donetsk. The newly-elected Prime Minister of the Donetsk People’s Republic (DPR), Alexander Zakharchenko, on Saturday called for a ceasefire with Kiev to prevent a possible “humanitarian catastrophe” but added that if the Ukrainian army moves into Donetsk the pro-Russians will hold their ground. “We are ready to have a ceasefire to avoid a humanitarian catastrophe, but will not surrender under any circumstances,” said Zakharchenko in a written statement. “The fight will be for every street, for every house, for every meter of our land,” he added. He warned that such circumstance would turn the city into a new “Stalingrad,” a reference to the Soviet Union’s refusal to surrender the city of Stalingrad to the Nazis during World War II.

Iran blamed Egypt for stalling to grant permission for the delivery of supplies to the Gaza Strip, Iranian state-run Press TV reported on Tuesday. Iranian official Hossein Amir-Abdollahian charged Egyptian officials of refusing to approve Tehran’s request to transfer, via Egypt, a shipment of what the Islamic Republic said was medical and humanitarian aid for Palestinians injured in Israeli strikes. To get aid across, Iran would have to fly its shipments to Egypt and then cross by land through the Rafah border into Gaza. The only other option would be to go through Israel, an unlikely scenario for Iran. The Iranian deputy foreign minister said more than two weeks after the the request was made for the delivery of 100 tons in aid supplies, Egypt had still not positively responded to it. Iran’s appeal also reportedly included a request to transfer wounded Gazans to the Islamic Republic for treatment.

Iran reciprocated when it recently ordered the shutdown of several semi-legal satellite TV channels run by some rabidly anti-Sunni (but high ranking) Shia clerics. While Shia Moslems like to believe that their form of Islam is the best one, they also have to live (or die) with the fact that only about ten percent of all Moslems are Shia and 80 percent are Sunni.

The official did not want to be named because no decisions have been made yet. But consideration is being given to sending as many as 75 additional American military personnel to Iraq, a second U.S. military official told CNN. Currently, 250 U.S. military personnel are in Iraq and are directly involved in the already-approved mission of running two joint operations centers and assessing the capabilities of Iraqi forces. However, the first U.S. official said, their job is expanding to consider evacuation options and the needs of the Peshmerga.

#1: The three policemen died when their patrol vehicle struck a bomb planted along the road in the district of Bahrami Shahid in southern Gazni province, according to the province’s deputy police chief, Asadullha Ensafi. A fourth policeman was wounded in the attack, Ensafi said.

#2-3: At least five people were killed and two injured in two separate incidents in Pakistan’s Khyber Pakhtunkhwa province.

#2: According to the police, the first incident of firing occurred in Dera Ismail Khan city when the victims were returning after attending a wedding function, Geo News reported. The assailants, who were waiting for their targets, ambushed the victims’ car killing three people and injuring two. The victims included a policeman.

#3: Another incident occurred in Malangi Town where unidentified gunmen entered a house and opened fire at the residents killing two people.

#4: Three more civilians also lost their lives in Ghazni province as a mine planted by militants struck their motorbike Monday morning, according to the official.

#5: However, the security forces during cleanup operations launched Monday morning have killed 22 Taliban militants including two local commanders in Ghazni province, an army spokesman in the province Nazifullah Sultani said. There were no casualties on the security personnel, he said, adding the cleanup operations will continue till eviction of the militants from the district.

#6: “A group of Taliban rebels launched offensive against police checkpoints in Narai district, Kunar province Monday morning and police retaliated killing 12 insurgents on the spot,” provincial police chief Abdul Habib Sayedkhili told Xinhua. “During the gun battle which lasted for a while, two civilians were killed and 28 others including 14 Taliban rebels, four police and 10 civilians sustained injuries,” the official further said.

#7: Seven civilians including women and children were martyred in joined operation conducted by Afghan and foreign troops in Logar province.

UN Security Council ambassadors met the leaders of South Sudan’s warring sides on Tuesday in a bid to end eight months of conflict that has pushed the young nation to the brink of famine. Brandishing the threat of sanctions, the diplomats arrived in the capital on a two-day visit to “engage with leaders” and witness “the humanitarian crisis first hand,” British Ambassador Mark Lyall Grant said. Thousands of people have been killed and over 1.5 million have fled almost eight months of carnage, sparked by a power struggle between President Salva Kiir and his sacked deputy Riek Machar, with battles between government troops, mutinous soldiers and ragtag militia forces divided by tribe. The ambassadors are due to meet with Kiir before flying to the northern town of Malakal, one of the hardest hit areas in the fighting. The town was left in ruins, swapping hands several times between government and rebels. Headline:   Libyan security says Tripoli police chief assassinated

Col. Mohammad al-Suissi, chief of police in Tripoli, was gunned down by unidentified attackers in the Libyan capital’s eastern suburbs on Tuesday, a security source told AFP.
“Col. al-Suissi was assassinated by a group of unknown hooded, armed people. Two men with him were kidnapped in the attack,” said the source, who asked not to be identified.
Suissi had taken part in a meeting of Tajura municipal council in the eastern suburbs and was on his way back to Tripoli city center when the attack took place, the source said.
State news agency Lana confirmed the assassination and said Col. Suissi died shortly after arrival at a nearby clinic. There was no immediate claim of responsibility.

The notorious Takfiri group Boko Haram has repeatedly targeted Nigerian civilians, mostly in Borno, killing more than 2,000 civilians since January.

The decision hinges on concerns that Ottawa will be reluctant to bail out large financial institutions in the event of another major economic meltdown, and would instead opt for a “bail in” regime that would not use taxpayer money. “The outlook revision reflects our expectation of reduced potential for extraordinary government support,” wrote credit analyst Lidia Parfeniuk in a note released Friday. A week earlier, Ottawa launched a public consultation on the bail-in proposal that’s scheduled to wrap up on Sept. 12. The revised outlook covered all of the major Canadian financial institutions, Royal Bank of Canada (TSX:RY), Toronto-Dominion Bank (TSX:TD), Bank of Nova Scotia (TSX:BNS), Canadian Imperial Bank of Commerce (TSX:CM), Bank of Montreal (TSX:BMO) and National Bank of Canada (TSX:NA). In July, nations known as the “BRICS,” Brazil, Russia, India, China and South Africa, announced the creation of a new, $100 billion development bank (NDB). The project is aimed at lending money to developing nations for investments, much like how the American and European-backed International Monetary Fund (IMF) and World Bank operate.
Liu Haifang, a professor at Peking University’s Center for African Studies, said the bank will provide developing countries with more options for financing. “Finally they got some alternative sources to get funding for infrastructure and they do not come with these conditionalities. So it for me is very symbolic in terms of political meaning, it means the whole world order is not unipolar. It is not a west centered world. It is a multipolar world.  African countries trying to get funding do not have to only follow the rules of the developed world,” said Liu Haifang. The “rules of the developed world” Liu refered to are the conditions that the IMF sets forth in exchange for access to loans. Instead of putting up collateral, governments must follow economic policies prescribed by the IMF.BRICS nations have 40 percent of the world’s population and 20 percent of global economic output. However, they have been blocked from gaining greater voting rights at the IMF, largely because of opposition in the U.S. Congress.

Headline: US, Australia Finalize Deal to Expand American Troop Presence

Top U.S. and Australian officials have signed a deal that expands American air and naval presence in northern Australia. The agreement was inked Tuesday during a visit to Sydney by U.S. Secretary of State John Kerry and Pentagon Chief Chuck Hagel, the finalization of a 2011 deal seen as a key part of the U.S. rebalance to Asia. The deal will put 2,500 Marines in Darwin by 2017. Kerry said the agreement will help Australia and the U.S. deal with regional security issues of mutual importance. “We do face new challenges. The South China Sea questions, the uncertainties in the Japan Sea and elsewhere, North Korea, and of course foreign fighters who go to various parts of the world and learn jihadism and come back with bad intentions. So there’s a lot for us to work on together,” said Kerry.

A Spanish missionary priest being treated for Ebola died Tuesday in a Madrid hospital, authorities said. Spain’s Health Ministry said a day earlier that it had obtained a course of the U.S.-made experimental Ebola drug ZMapp to treat Father Miguel Pajares, 75. Pajares died Tuesday at Carlos III Hospital, the hospital and his order said. The hospital would not confirm that he had been treated with the drug, but his order said earlier that he would be. He is one of only three Ebola patients thought to have received the experimental drug. The others are two Americans evacuated to Atlanta. Pajares, who was treating people with Ebola at the San Jose de Monrovia Hospital in Liberia when he became infected, was evacuated to Spain on Thursday. He worked for the San Juan de Dios hospital order, a Spain-based Catholic humanitarian group that runs hospitals around the world. The World Health Organization says that now, the death toll in the Ebola outbreak in West Africa has passed 1,000. The U.N. health agency said in a news release Monday that 1,013 people have died in the outbreak, which has hit Guinea, Liberia, Sierra Leone and possibly Nigeria. Authorities have recorded 1,848 suspected, probable or confirmed cases of the disease, which causes a high fever, vomiting and bleeding. The outbreak was first identified in March in Guinea, but it likely started months earlier.

Headline: One Ebola drug tapped out after experimental doses

In the battle against the Ebola outbreak, the experimental treatment ZMapp had offered hope, but its manufacturer now says its supply has been exhausted. Manufacturer Mapp Biopharmaceutical told Bloomberg News that it is bringing “additional resources” to scale up production, but that its stores of the treatment have been depleted after sending the drug to Africa. The drug was provided at no cost, it said. Nigeria and Liberia are among the countries that had requested the treatment, with the company telling Bloomberg it had complied with every request for the drug that was authorized by legal and regulatory authorities. The treatment was given to the two American aid workers who have since been transferred to Emory University Hospital in Atlanta, and a Spanish missionary priest, who died Tuesday. “It is our understanding that all patients offered treatment, treated, or expected to be treated were or are highly capable of providing informed consent for the use of an experimental drug not yet evaluated for safety in animals or people,” the company said in a statement.

Headline:  Detroit area hit by severe flooding; 1 woman dies

A woman died when her vehicle became stranded in 3 feet of water in suburban Detroit, after heavy rain across southeastern Michigan left many roads impassable. Fearing more motorists could become stranded a day after a storm dumped more than 6 inches of rain in some places in and around Detroit, the state warned commuters against driving in affected areas Tuesday morning. Warren Mayor James Fouts said roughly 1,000 vehicles had been abandoned in floodwaters in the suburb where many roads were closed after 5.2 inches of rain fell Monday. He said he was seeking state help for residents dealing with the “overwhelming” and “catastrophic” flooding. Fouts said a woman apparently died of cardiac arrest when her vehicle got stuck in floods. He did not name the woman or say when she died. The Associated Press left a message for Fouts seeking more information.

I’d love to hear you instead, yours is a voice that can’t be replaced and surely you tie things together so familiar to me, I believe through that familiar voice, it would be a lie to say I like this better. But it’s not seven years ago now is it and there’s just too much to get out to all of us…and so it is with regret that there will not be the voice that I’m sure so many have come to hear with a heavy amount of comfort!     Don’t ever rule out Ebola. Each time Ebola appears, it reappears worse than, it did in previous outbreaks.
