Headline: West Bank tensions rise after Palestinian stabbings in Israeli settlements

Israeli troops shot and wounded a Palestinian teenager who stabbed a pregnant Israeli woman in the Israeli-occupied West Bank on Monday, amid signs of Palestinians stepping up attacks on Israelis inside Jewish settlements. The military ordered Palestinian laborers to leave their workplaces in some settlements as the violence spread from streets and bus stops in the West Bank and Israel to within the usually well-protected Israeli enclaves. Hospital officials said the woman stabbed in Tekoa, a settlement near Bethlehem, was in moderate condition at a Jerusalem hospital, with the fetus unharmed. The stabber, 17, was in serious condition after being shot in the leg. He was being treated at another Jerusalem hospital. The stabbing was the second at a Jewish settlement in as many days. On Sunday, an assailant stabbed to death a mother of six at her home in the southern West Bank. The attacker is still being sought. The wave of Palestinian violence, now in its fourth month, has been fueled by various factors including frustration over the 2014 collapse of peace talks and the growth of Jewish settlements on land Palestinians seek for a future state. Also stoking the strife has been Muslim opposition to increased Jewish visits to Jerusalem’s al Aqsa mosque complex, which is one of the holiest sites in Islam and is revered in Judaism as the location of two ancient biblical temples. The Israeli military ordered all Palestinian laborers who work in the large Gush Etzion bloc of settlements in the southern West Bank to quit their places of employment after the Tekoa attack. Some were seen being driven away in the back of a large dump truck. “In light of situation assessments and following recent terror attacks … Palestinian workers have been instructed to leave (Gush Etzion) communities,” an army statement said.

Prospective natural gas resources located in the eastern Mediterranean Daniel license zones may come close to the quantities found in Israel’s Tamar reservoir, a Tel Aviv Stock Exchange report revealed Sunday. Best estimates for resources in the “Og Prospect,” located within the Daniel East license, as well as those for the entire Daniel West zone, amount to 1.1 trillion cubic feet (33 billion cubic meters) and 7.9 tcf (221 BCM), respectively – or about 254 BCM in total – according to the report filed by the Isramco Negev 2-LP exploration firm. In comparison, the Tamar reservoir, which has been providing gas to Israel since March 2013, contains about 282 BCM of gas. For both Daniel East and Daniel West, estimates for the “unrisked gross prospective resources” were sent on Friday to the license partners by the Texas-based firm Netherland, Sewell and Associates, Inc. In the Og prospect, located within Daniel East, Netherland, Sewell and Associates said the best estimate of gas contents was 300.7 bcf (8 BCM) in Og’s upper sand, and 884 bcf (25 BCM) in its lower sand. In total, the best estimate for the license was therefore about 1.1 trillion cubic feet (33 BCM).

Jordan’s newest camps for Syrian refugees are being built not amongst the deserts and urban sprawl of northern Jordan, but on the far-flung badlands of the eastern desert, on the southern fringe of Syria itself. Here, in a demilitarised zone between the two countries, a rapidly growing outflow of Syrian refugees is hitting the limits of Jordanian hospitality. This week, Jordanian authorities and the NGOs that offer basic services estimate there are between 16,000 and 17,000 people marooned on the frontier. Of all Syria’s neighbours, Jordan has maintained the most controlled border policy throughout the nearly five-year conflict, and it is arguably the most stable. The terrorist attacks of Beirut, Baghdad, Erbil, Ankara and Istanbul are yet to rattle Amman, and Jordanian authorities are determined to keep it this way, which means prioritising security – a far-reaching directive that includes complex screening for refugees wishing to enter Jordan, and a vastly reduced intake. Officials have, for the past two-plus years, maintained strict control over the flow of refugees into the kingdom, which officials say already shelters 1.4 million Syrian refugees – about 20 percent of the population. From a high of several thousand refugees per day in 2012, Jordan now admits an average of 50-100 people a day, and on some days, none at all. But as Syria’s war grows more vicious and protracted, the refugees keep coming, streaming south through the demilitarised zone between the two countries until they press up against the man-made earthen strip that marks the northernmost edge of the reach of the Jordanian military. And here, in their thousands, they wait.

Headline: Airstrike hits police facility in Yemen, killing 26

An airstrike by the Saudi-led coalition targeted a building used by police in Yemen’s capital, Sanaa, killing at least 26 people and wounding about 15, Security officials said on Monday. The officials, who are loyal to anti-government Shiite rebels known as the Houthis, said some 30 more people are believed to be still trapped under the debris of the badly damaged building in central Sanaa. Security forces swiftly sealed off the area as earth-moving equipment arrived to help with the search for bodies and survivors under the debris. The officials initially announced that 20 people were killed, but later said that six bodies were unearthed from under the debris. Police vehicles parked in the facility’s courtyard were destroyed and nearby homes suffered some damage, they said. The dead and wounded were policemen and Houthi rebels, they said. The Targeted building was partially used as a gathering point for security forces and on occasion used by the Houthis as an assembly point for forces headed to deployment elsewhere in Yemen. The airstrike happened shortly before midnight on Sunday, according to the officials, who had no further details. Reporters were barred from approaching the facility, they said, speaking Monday on condition of anonymity because they were not authorized to speak to the media.

Syria Headline:  Russian robots on the ground for four-army assault to retake Aleppo

Fierce fighting raged Saturday between regime forces backed by Russian airstrikes and Daesh in northern Aleppo province a monitor said. The Syrian Observatory for Human Rights said at least 16 Daesh fighters had been killed in a failed attack on a regime position near the town of Al-Bab in the northeast of the province. State television also reported that regime forces had repelled an assault.
Heavy fighting was ongoing on Saturday the monitor said with Russian warplanes carrying out strikes in the region between the regime-held Kweyris air base and Al-Bab. The regime has advanced toward the town a Daesh bastion in recent days and is now within 10 km of it according to the Observatory. That is the closest regime forces have come to the town since 2012. The Britain-based monitor also said regime forces had taken a string of villages nearby. Roughly 30 km south of the Turkish border Al-Bab fell into rebel hands in July 2012 and Daesh terrorists captured it in late 2013.
The various battles are intended in part to cut rebel supply lines into Aleppo city the provincial capital and Syria’s second city. The city itself is divided and regime forces are now hoping to effectively encircle the opposition-held east. ‘Through its operations the army is trying to broaden its security zone around the city’ and prevent rebels inside from receiving supplies and reinforcements from the suburbs a security source told AFP this week. In addition to cutting rebel access to eastern Aleppo city the regime is hoping to sever areas controlled by Daesh in the province from its territory in neighboring Raqqa Observatory director Rami Abdel Rahman said. ‘If regime forces are able to reach the road that leads from Al-Bab to Aleppo they will be able to tighten the noose around the fighters and the civilians that transport oil from areas under Daesh control.’

Syria Headline:  ISIS captures new areas from troops in eastern Syria

The Islamic State (ISIS) attacked strategic points in the Syrian city of Deir al-Zour Saturday, reportedly killing and kidnapping hundreds of residents said to be supportive of the government. As news of the attacks came to light, numbers of casualties reported ranged from 135 to over 300, with as many as 400 others allegedly kidnapped. Early reports from state-run SANA news agency claimed 300 residents had been massacred, most of whom were elderly folk, women and children, according to The Independent. The UK-based paper reported that the British Syrian Observatory for Human Rights put the number at 135, while media activist Ahmed Helwani told ARA News 130 civilians and 40 soldiers had been killed. “The militants broke into the regime-held neighborhoods of Ayash and Begayliya, and attacked people in their homes,” Helwani said. “Their main target was the pro-regime soldiers and their families.” The Observatory also accused ISIS of abducting 400 family members of supporters of Bashar Assad’s regime, but another activist told BBC regional analyst Sebastian Usher that 20 individuals were arrested. The activist did confirm that militants entered the neighborhoods with lists of pro-government fighters. One civil rights activist, who spoke to ARA News on condition of anonymity, explained, “ISIS is punishing families of pro-regime soldiers after the group lost the battle for Deir ez-Zor’s military airport.” According to the BBC, since Saturday’s attacks, Syria has reportedly launched a counter-offensive, supported by Russian airstrikes.

Iraq Headline:    Iraqi forces search for Americans kidnapped in Baghdad

A major search is under way in the south of Iraq’s capital, Baghdad, after the kidnapping of several Americans. Unconfirmed reports say three Americans were abducted on Friday evening along with their Iraqi interpreter, whose home they were visiting at the time. They have not yet been identified, nor is it clear who is holding them. The three were said to have been seized by gunmen who were wearing uniforms, leading officials to believe that Shia Muslim militiamen were responsible. It was the first abduction of Westerners in Iraq for several years. On Monday, residents of the southern suburb of Dora said security forces had been conducting house-to-house searches, with the area sealed off and helicopters hovering overhead. It is there that the three Americans are reported to have been abducted by armed men in military uniforms, after visiting the interpreter’s house. Security sources said the Americans had made previous visits to the area, even though it is regarded as something of a trouble spot, reports the BBC’s Jim Muir in Baghdad.

A Turkish police officer and a soldier were killed by sniper fire and two Kurdish militants were shot dead in separate incidents in the mainly Kurdish southeast’s biggest city, security sources said on Sunday. Two police officers were also wounded by shrapnel from a homemade explosive during operations in the district of Sur in Diyarbakir. The soldier was shot and killed on Sunday, while the police officer was hit on Saturday before succumbing to his wounds a day later, they said. Sur has been under a round-the-clock curfew since Dec. 2 as security forces try to eject militants from the outlawed Kurdistan Workers Party (PKK) from urban centers. The cities of Silopi and Cizre, further east near the Syrian and Iraqi borders, have also been under curfew since mid-December. The military General Staff said 135 PKK militants in Silopi, 308 in Cizre and 101 in Sur have been killed since Dec. 15. according to media reports.

Headline: Turkey-backed rebels warn civilians to flee ISIS-held border strip

Projectiles fired from Syria struck near a school Monday in the southern Turkish city of Kilis, killing one person, according to local authorities. The office of the governor of Kilis said a rocket had hit a schoolyard, killing a cleaning lady, while two other rockets fell in vacant land. A wounded student, a girl in the seventh grade, was taken to a hospital for treatment, the governor’s office said. The mayor of Kilis, Hasan Kara, told Turkish NTV television it seemed “mortars” had been fired from Syria. The broadcaster, quoting military sources, said the Turkish army responded with fire against targets in Syria. Earlier, the state-run Anadolu Agency said four people were injured in an explosion on the grounds of a middle school in Kilis. There are four schools in the area, just 10 kilometers (6 miles) from Syria. Meanwhile, Turkish-backed rebel group has issued a dramatic warning for civilians to leave the ISIS-held border strip with Turkey, raising the possibility of major military action in the region Ankara wants to turn into a “safe zone.” The Free Syrian Army-affiliated Sultan Murad Division on Monday morning announced that the villages between northern Aleppo’s Aazaz and Jarablus were now “military zones,” shortly after ISIS rocket fire killed at least one person at a school in the Turkish border town of Kilis. “We advise civilians to leave these areas in the interests of their safety,” the Sultan Murad Division—which is composed of ethnic Turkmen and receives logistical backing from Ankara—added in its terse statement. “We are not responsible for them after the issuing of this statement.”

The United States announced fresh sanctions on Iran over its ballistic missile program Sunday, a U.S. official said, Agence France-Presse reported. Announcement of the sanctions came a day after several Western powers including the U.S. lifted sanctions on Iran as part of the nuclear deal signed in July. The U.S. Department of Treasury released a statement describing the 11 individuals and entities who were sanctioned Sunday over involvement in Iranian ballistic missile testing. The list included people and companies that were based out of China and the United Arab Emirates that had been serving as a front for Iranian military trafficking. “This network obfuscated the end user of sensitive goods for missile proliferation by using front companies in third countries to deceive foreign suppliers,” read a release from the Department of Treasury describing the group of companies and people who have looked to help Iran secure materials for a ballistic missile.

A suicide bomber targeting a gathering in a volatile eastern province of Afghanistan killed 13 people, including seven members of a prominent pro-government clan, Afghan officials said. Another 14 people were wounded in the attack on the home of Obaidullah Shinwari, a scion of the clan and member of the Nangarhar provincial council who was not harmed in the attack, the officials said. The attack came a day before a second round of international talks aimed at reviving the peace process between the Afghan government and the Taliban. No one immediately claimed responsibility for the attack. A Taliban spokesman tweeted that his group was not involved. The head of the council, Ahmad Ali Hazrat, told The Associated Press that the bomber mingled with a crowd at the family event in the provincial capital of Jalalabad before setting off his payload. Malik Osman, the head of the family and a respected community elder in the Shinwar district near the Pakistan border was wounded and flown to Kabul for treatment, Hazrat said. The family has strongly supported President Ashraf Ghani’s efforts to bring peace to the country after almost 40 years of war and 15 years of Taliban insurgency. The family and guests had gathered to mark the release of another of Osman’s sons, Samiullah, eight months after he was kidnapped and held by the Taliban. Samiullah was wounded in the attack, but not seriously, according to Zabiullah Zamaray, another provincial council member. Headline:   Peacekeepers concerned over new fighting in Sudan’s Darfur

The U.N.-AU peacekeeping mission in Sudan’s Darfur said Sunday it is “deeply concerned” about a surge in fighting between government forces and rebels in the conflict-hit western region. The UNAMID mission said it was “deeply concerned about ongoing fighting between government forces and armed movements in the Jebel Marra area, central Darfur,” near one of its bases in the town of Nertiti. “UNAMID personnel in Nertiti also reported five bombs being dropped on an area northeast of their location. The impact of the bombs was felt at the team site,” it said in a statement. Businesses in the town of Nertiti have shut down for fear of attacks, the mission said. Four worshipers were killed in a suicide bombing at a mosque in northern Cameroon Monday, a security source said, five days after a similar attack left 12 people dead. Monday’s blast hit the village of Nguetchewe in Cameroon’s Far North region, in an area near the border with Nigeria regularly targeted by Boko Haram militants. “The toll of this attack is four dead and two injured,” the source, who was at the scene of the attack, told AFP. A source close to regional authorities confirmed that a deadly attack had taken place in Nguetchewe, but was unable to provide details. The security source said the attack took place around 6:00 a.m. just as morning prayers were ending. “The suicide bomber, a young boy, arrived in the village by foot,” the source said, adding that a witness had noticed his behavior seemed suspicious and had tried to intercept him. “The bomber ran towards the mosque, where he set off the explosives he was carrying with him.” Cameroonian troops are at the scene of the attack, the source said. It is the second deadly blast to hit the Far North in less than a week, following a bombing at a mosque in Kolofata district during morning prayers last Wednesday.

Headline: Burkina Faso Capital Security Tightens After Jihadi Attack

In the wake of a weekend attack that killed up to 32 people, security was beefed up across Burkina Faso’s capital Monday as businesses and banks reopened. The West African nation also announced a joint effort with neighboring Mali in the fight against Islamic extremists in the West African region. The attack was the first of its kind in Burkina Faso, a largely Muslim country that had managed to avoid the kinds of jihadist attacks that have hit neighboring Mali since 2012. He said that many witnesses said that there were women among the attackers, though he says that is probably because the attackers had long dreadlocks. Burkina Faso’s security minister, Simon Compaore, on Sunday said 32 people were dead, including three jihadists. The toll had earlier been 28 killed in addition to four jihadists.

A bomb blast targeted Pakistani paramilitary troops on Monday, killing five soldiers and wounding three in the southwestern city of Quetta, officials said. The bombing occurred on the city’s outskirts, said a local police official, Bangul Khan, adding that early indications were that the blast came from a bomb planted near the patrol and detonated by remote control. No one immediately claimed responsibility for the attack. Quetta is the capital of southwestern Baluchistan province, where a low-level insurgency has long been waged by Baloch separatist groups demanding a greater share of the region’s natural resources or outright independence. Al-Qaida, the Taliban and other Sunni militant groups are also active in the region. Last week, a suicide bombing struck a polio vaccination center in the city and killed 15 people, mainly policemen gathered to escort health workers. It was the latest attack on the vaccination campaign and health workers who have been repeatedly targeted in recent years by Islamic militants.

Shares in Saudi Arabia fell more than 6 percent Sunday morning as investors reacted to the lifting of sanctions against Iran, fearing that the move may worsen the global oil glut as Iran looks to ramp up its crude oil exports (see below). Global oil prices dropped below the $30 mark, settling at $29 per barrel Friday. Egypt’s market also hit its lowest point in two years. On Saudi Arabia’s headline index, the Tadawul All Share Index, 167 stocks fell, while no stock showed a gain. Dubai’s DFM General Index also lost 5.2 percent by afternoon, its biggest loss in five months. Economists attributed the slump in the market to Iran’s move to boost oil exports after the United Nation’s nuclear watchdog said Saturday that the country has complied with the terms of an international agreement to curb its nuclear program. The additional expected stock could put further downward pressure on crude oil prices. “Iranian oil supply will come to the market as early as today or tomorrow,” Nayal Khan, the Riyadh-based head of institutional equities sales trading at Saudi Fransi Capital, told Bloomberg. “The market’s recovery will depend on whether we can get oil back above $30. Saudi Arabia, the largest exporter of crude oil in the world, responded to the falling crude prices by introducing new austerity measures to stabilize government finances last year. However, with prices at a 12-year low, oil dependent economies of Saudi Arabia, Kuwait, Oman, Qatar and the United Arab Emirates could see more spending cuts in 2016. Qatar’s QE Index fell 7 percent, while Abu Dhabi’s ADX General Index slumped 4.2 percent to the lowest level since November 2013. Oman’s MSM 30 Index dropped 3.2 percent, the most since December 2014. Kuwaiti stocks also lost 3.2 percent, plunging to the lowest level since May 2004, and Bahraini equities fell 0.4 percent, Bloomberg reported.

South Africa is quickly running out of maize as the El Nino drought deepens. Like many other countries in southern Africa, South Africa is experiencing its worst drought in decades. As the current crop withers due to extreme heat and little rainfall, food prices are rising and may be out of reach for millions. The country’s water reservoirs are running low and it is left with a four-month stock of its staple food, maize. South Africa’s minister of Agriculture, Forestry and Fisheries, Senzeni Zokwana, said the situation is critical and requires urgent importation of maize. “By the end of May we may be short of white and yellow maize. We have to make sure therefore that by that time we have enough maize in stock,” he said. Experts warn that over a billion dollars will be required to avert catastrophic hunger for both humans and animals. The World Food Program said Monday that an estimated 14 million people are facing hunger in southern Africa, while programs intended to assist people face critical funding challenges. Botswana said it is experiencing its worst drought in five years, with both water and food stocks quickly running out.

Headline: 2 dead, several injured as storms rip through Florida

Florida officials say two adults have been killed and four children have been seriously injured after two suspected tornadoes swept through central Florida early Sunday. The dead and injured were all members of the same family and living in a mobile home in Duette, Fla., near Tampa. The grandparents were killed, and the children were taken to the hospital. Their father was injured as well. At least three tornadoes have been reported in the area, where severe weather warnings were issued Sunday as storms continued to battle central Florida, according to The Weather Channel. The severe weather was brought from the Gulf of Mexico after a cold front pushed in and mixed with warm air. According to the National Weather Service, the storm damaged several homes in Duette, Fla., where winds hit 70 mph. Florida Power and Light reported there were 17,000 homes without power in Sarasota County. Sarasota County officials reported damage to multiple homes near Siesta Key. At least one home was destroyed and a woman had to be pulled from the wreckage by first responders. Other damage reports include roofs being blown off homes.
