The U.S. State Department sent nearly $350,000 to an advocacy group that worked to oust Israeli Prime Minister Benjamin Netanyahu, according to a Senate report released Tuesday. OneVoice Movement, a group that supported peace negotiations between Israeli and Palestinian factions, received grants from the State Department during a 14-month period ending in November 2014, according to the Senate Permanent Subcommittee on Investigations report. Shortly after the U.S. grants ended, OneVoice merged with an Israeli group Victory 15, which launched a political campaign in Israel with a goal to elect “anyone but Bibi,” a nickname for Netanyahu. The chairman of the committee, Sen. Rob Portman, R-Ohio, claims that means that U.S. money was involved in foreign politics. “The United States should not be engaged in that kind of activity with taxpayer dollars,” he said. “What it did probably was to make it even more difficult to come together after the election and continue to build on the relationship between Israel and the United States.”

Headline:    Arab nations seek to block Quartet report at UN

Arab nations are calling on the UN Security Council not to endorse a report aimed at reviving the Middle East peace process that the Palestinians see as biased in favour of Israel, the Palestinian envoy said Tuesday. The report by the Middle East Quartet — the European Union, Russia, the United Nations and the United States — calls on Israel to halt settlement expansion and the Palestinians to stop inciting violence. Arab diplomats agreed during a recent meeting to try to block any move by the council to adopt a US-drafted statement backing the long-awaited report’s recommendations, Riyad Mansour told reporters. Egypt, which represents the Arab group on the council, was told “not to allow a statement to be adopted welcoming and endorsing the recommendations,” Mansour said as the council met to discuss the report. UN Secretary General Ban Ki-moon urged the council to throw its weight behind the Quartet’s findings despite strong resistance from Israel and the Palestinians. Israel has rejected the Quartet’s criticism of settlement construction while the Palestinians argue that the report failed to single out Israeli policies as the leading cause of the violence. The report’s findings and recommendations are supposed to serve as the basis for reviving the Israeli-Palestinian peace process that has been comatose since a US initiative collapsed in April 2014.

Israeli military bulldozers backed by tanks have crossed into the demilitarized zone dividing the Israeli and Syrian Golan borders. They are building a line of fortifications and anti-tank trenches 300-500 meters inside the DMZ. This is the first time in the six-year Syrian war that the IDF has openly operated on the Syrian side of the border. The force has not so far run into opposition- or indeed any word of protest – or even mention – by Assad regime officials in Damascus. The sole reference to Israeli military movements in the DMZ has come from a small Syrian rebel group which described them. debkafile’s military sources report that the IDF operation was still going forward Wednesday, July 12, on a patch of terrain facing the Israeli Golan village of Ein Zivan, on the one hand, and the Syrian town of Quneitra, on the other. The enclave splitting the Golan between Syria and Israel is defined in the 1974 armistice agreements as a demilitarized zone under the military control of the UN Disengagement Observer Force (UNDOF) and Syrian civilian administration. It is bounded by two strips of land around 10km deep where each side is permitted to maintain diluted military strength. No ground-to-air missiles may be deployed inside a 25km radius from the DMZ.

Headline:  Russian jets ‘bomb refugee camp on Jordan border’

At least eight people were killed when jets believed to be Russian bombed a Syrian refugee camp on the border with Jordan on Tuesday, activists say. Dozens more were injured when tents at Hammad, a remote desert area close to the far larger refugee camp at Hadalat, were struck around noon (09:00 GMT). Most of the casualties were reportedly families of members of a rebel group known as the Eastern Lions, which is fighting so-called Islamic State (IS). There was no immediate comment from Russia, which backs Syria’s government. However, a senior Western diplomat told the Reuters news agency that initial information suggested Russian aircraft carried out the raid. Said Seif, a local activist, told the Local Co-ordination Committees (LCC) network that cluster munitions were used in Tuesday’s air raid on the makeshift camp at Hammad. At least 15 people were killed and 40 others wounded, he said.

Fighting in Yemen killed at least 44 people in a 24-hour period to Wednesday, military officials said, as the U.N.’s peace envoy arrived in the capital to meet rebels. On Wednesday pro-government forces seized a mountain base from Huthis in Nahm, northeast of Sanaa, said military spokesman Abdullah al-Shandaqi. Eight loyalists and 17 rebels were killed in the battle, he told AFP. Four soldiers and four rebels also died during battles in Marib province, east of Sanaa, when pro-government forces repelled a rebel attempt to seize a hill overlooking their base, a government source told AFP. Further north, coalition air strikes against a rebel convoy killed seven rebels in Jawf province, said the army. In the oil-rich southern province of Shabwa, four soldiers died during battles that saw the army make “slow progress” against rebels, said Colonel Motleq Jawhar, an infantry commander in the region.

Syria Headline:        Air strikes kill 11, including children, in Syria’s Idlib

At least 11 civilians, including three children, were killed in air strikes on a rebel-held town in Syria’s northwestern Idlib province on Wednesday, a monitor said. The Britain-based Syrian Observatory for Human Rights monitor said it was unclear if the strikes on the town of Ariha in Idlib province were carried out by Syrian government or Russian war planes. The town is controlled by the Army of Conquest, a rebel alliance of mainly Islamist groups including ISIS affiliate Al-Nusra Front that holds almost all of Idlib province. Video uploaded by activists purportedly showed the aftermath of the strikes, with residents and civil defense workers picking though debris looking for survivors. Idlib has regularly been targeted by both Syrian government air strikes and raids carried out by its Russian ally.

Iraq Headline:     Daesh suicide bomber kills four at Iraq checkpoint

A suicide bomber detonated an explosives-rigged vehicle at a checkpoint near Baghdad on Wednesday, killing at least four people, officials said, an attack claimed by the Daesh group. The bombing at a checkpoint leading to the Husseiniyah area, northeast of the capital, also wounded 21 people, the officials said. Daesh issued a statement saying an Iraqi carried out a suicide bombing targeting a checkpoint, but gave the location of the attack as Shaab, an area adjoining Husseiniyah. The blast is the latest in a series of deadly attacks in and around Baghdad, including a bombing in a crowded shopping district on July 3 that killed 292 people, one of the deadliest ever to hit Iraq.

A top Kurdish insurgent commander in Iran has entreated Riyadh to assist the restive minority community, days after Saudi Arabia’s former intelligence chief addressed an Iranian opposition party and voiced his support for overthrowing the clerical regime. Kurdistan Freedom Party (PAK) deputy chief Hussein Yazdanpana—the leader of the faction’s armed wing—called on “the international community, [especially] Saudi Arabia, to help the Kurds in Iran,” in comments carried Tuesday by ARA News. “We, the Kurds, can put an end to Iran’s interference in the region,” the militant commander said, days after his group claimed credit for an ambush that injured an Iranian parliamentarian and governor near the Iraqi border, the latest attack against the ruling authorities in the restive region. “We can transfer the fight to their backyard so the Iranian enemy will be preoccupied with internal issues and stop meddling in the affairs of countries in the region,” Yazdanpana added. The Kurdish insurgent leader’s call follows an address Saturday by Prince Turki al-Faisal in which the former Saudi General Intelligence director told a conference of the Iranian Mojahedin-e-Khalq opposition party that he wants “the downfall of the Iranian regime.”

Kurdish Headline:   US signs first historical military agreement with Kurds to fight ISIS

In an unprecedented step, the US has signed an agreement with the Kurdish government in northern Iraq to give military and financial support to the Kurdish Peshmerga forces. On Tuesday, Iraqi Kurdistan’s President Masoud Barzani received a United States military delegation headed by Ms. Elissa Slotkin, the acting assistant Secretary of Defense for International Security Affairs. This meeting was followed by a telephone conversation between President Barzani and Mr. Ashton Carter, the U.S. Secretary of Defense. “President Barzani and Ms. Slotkin discussed the liberation of Mosul and the status of the preparations and readiness from the U.S., Iraqi and Kurdistan Region perspectives,” the Kurdistan Region Presidency said in a statement. On Monday, John Kirby, the spokesperson for the US State Department said that the United States “recognize the service, the sacrifice, the courage, the bravery, the skill on the battlefield that the Peshmerga have demonstrated every single day.” “And we’re mindful of the toll that this fight has taken up in the north and the significant role that the Kurdish Regional Government has played in terms of trying to deal with it as well. That’s why, when you see [US-led coalition envoy] Brett McGurk traveling to the region, he never fails to stop in Erbil and have discussions with KRG representatives,” he said. “Due to the current financial crisis and troubled relations between KRG and the central Iraqi government it has become impossible for KRG to fund its war against ISIS,” Ceng Sagnic, a researcher with the Tel Aviv-based Moshe Dayan Center for Middle Eastern and African Studies told ARA News. “The military memorandum between KRG and the US was initiated as a legal framework for the US to be able to fund Peshmerga forces without intervening in the KRG-Baghdad relations by forcing the central Iraqi government to deposit the full amount of Kurds’ share from funds allocated for this country,” she added.

Turkey has said it wants to re-establish good relations with Syria – in an apparent reversal of its policy towards its war-stricken neighbor. Up to now Turkey’s government has been pressing hard for the overthrow of the Syrian President, Bashar al-Assad. But Turkish Prime Minister Binali Yildirim insisted good ties with Syria were needed “for the fight against terrorism” and stability in the region. There has so far been no public response from the Syrian government. Turkey has recently moved to end rifts with both Russia and Israel. In comments broadcast live on television on Wednesday, Mr Yildirim said: “It is our greatest and irrevocable goal: developing good relations with Syria and Iraq, and all our neighbours that surround the Mediterranean and the Black Sea.” “We normalised relations with Russia and Israel. I’m sure we will normalise relations with Syria as well. For the fight against terrorism to succeed, stability needs to return to Syria and Iraq.”

About 40 U.S. soldiers were rushed to Juba, the capital city of South Sudan, to speed the evacuation of embassy personnel and American citizens caught in renewed fighting between rival ethnic groups, the U.S. State Department announced Wednesday. The troops, from the U.S. Africa Command’s Crisis Response Force, will protect the U.S. Embassy and help evacuate non-essential embassy staff, said Samantha Reho, spokeswoman of the U.S. Africa Command. The U.S. State Department announced an “ordered departure” of the embassy of non-essential employees, earlier this week, as fighting between rival ethnic groups loyal to South Sudan’s president and vice president erupted again as the country reached the fifth anniversary of its independence from Sudan. The U.S. embassy’s ability to help any U.S. citizen currently in South Sudan is limited, State Department spokesman John Kirby said. “[The troops] are here to protect the embassy and to help us provide support for those Americans who want to depart from South Sudan at this time,” U.S. Ambassador Molly Phee to South Sudan said in an interview with the U.N. Mission in South Sudan. “The reason [the troops] are here is to provide me and my team with support so we can continue to help resolve the crisis and provide humanitarian assistance to the people of South Sudan.”

Headline:  Daesh under attack in Sirte

Libyan forces allied with the UN-backed government have been shelling and carrying out airstrikes on the center of Sirte city in a siege of Daesh there, an official said on Tuesday. Terrorists defending last Daesh stronghold in Libya have been keeping Libyan forces back with sniper fire and mortars in Sirte where they are now surrounded after a two month campaign to take the city. The fall of Sirte would be a major blow to Daesh, which took over the city a year ago in the chaos of a civil war between rival factions. “Our forces have…targeted enemies with artillery and air force around Ouagadougou complex, Ghiza Asskariya district, and in the city center,” said Rida Issa, spokesman for Misrata forces fighting in Sirte. “They have targeted Daesh members, vehicles, ammunition stores, and control rooms.” He said one Misrata fighter was killed and 20 others wounded in a mortar strike on their position in the Zaafran frontline, near the roundabout where Daesh once crucified victims. The bodies of around 13 Daesh terrorists were found, but Misrata forces were driven back by sniper fire.

At least three people have been killed and scores of others injured in Mali when an anti-government demonstration turned violent as security forces opened fire on protesters. The banned rally by thousands of young Malians was staged in the northern city of Gao on Tuesday in protest against introducing unselected interim authorities. According to officials, at least 32 people, from both sides, were also wounded in the clashes. In order to curb the years-long violence in a nation battered by ethnic divisions and al-Qaeda-linked militancy, Bamako is struggling to enforce a year-old controversial peace accord signed by the government, loyalist militias and a coalition of autonomy-minded groups including ethnic Arabs and Tuaregs, known as the Coordination of Azawad Movements (CMA). Protesters say introducing the imposed authorities would give power to armed groups and would not benefit local people. Demonstrators, most of which reportedly armed with knives, set fire to tires and hurled stones at police while they marched toward the police station. Riot police resorted to firing tear gas and later using live rounds to disperse the infuriated crowds.“The security forces opened fire with heavy weapons and tear gas, it’s criminal,” said Oumar Maiga, a member of a youth group that organized the protest.

China raised tensions in the South China Sea on Wednesday by threatening to declare an air defence identification zone (ADIZ) over disputed waters where a tribunal has quashed its legal claim. The Permanent Court of Arbitration in The Hague ruled on Tuesday that China had “no legal basis” for its “nine-dash line”, which lays claim to almost all of the South China Sea. After considering a case brought by the Philippines, the court ruled against China on virtually every substantive point. President Xi Jingping responded by saying that China would “refuse to accept” the decision. On Wednesday, Liu Zhenmin, the vice foreign minister, said: “If our security is being threatened, of course we have the right to demarcate a [air defence identification] zone.” If such an ADIZ were to be imposed, China would require all aircraft entering the designated airspace to identify themselves. China declared an ADIZ over disputed islands in the East China Sea in 2013, escalating tensions with the United States and Japan.

Venezuela’s military has taken control of five ports in an effort to guarantee supplies of food and medicine. In a decree, President Nicolas Maduro has ordered the army to monitor food processing plants, and co-ordinate the production and distribution of items. Venezuela is going through a deep economic crisis despite having the world’s largest oil reserves. Basic products are increasingly hard to find and many say they struggle to feed their families. The Venezuelan Bishops Conference said the rise of the military is a “threat to tranquillity and peace”. Mr Maduro says the measure is to fight the “economic war” he claims is being waged against his government by political foes and businessmen, with US backing. But the opposition says the government has mismanaged the economy, and has called for a referendum to oust the president.

Headline:     Dozens hospitalized in NYC for apparent K2 overdoses

Police said at least 33 people were hospitalized Tuesday after showing signs of overdosing on synthetic marijuana in Brooklyn, CBS New York reported. The incident happened in the neighborhood of Bedford-Stuyvesant, in the same area where the station reported on the problem last month. CBS New York reported that police rushed Tuesday from one street corner to another, finding people strung out on K2 synthetic marijuana, also known as “spice.” Victims were slumped over on the sidewalk with blank stares, some barely standing, others strapped on to stretchers. The scene was so bad that Bed-Stuy resident Brian Arthur started live streaming it on his Facebook page. “As I was walking up a block, I see anybody laying out on the floor, and everybody’s just stumbling all over the place,” Arthur said. “It looked like a scene out of a zombie movie.” Walter Quinones was standing on the street when he saw people start dropping. Right next to him was a wooden sign that someone has painted reading, “No smoking K2.” “They were pouring out in the street.
