Headline:   Palestinian Authority wants to sue UK over Balfour Declaration

The Palestinian Authority has urged the Arab League to help it sue Great Britain for the Balfour Declaration, which helped pave the way for the establishment of the State of Israel. Speaking to a gathering of Arab League leaders in Mauritania, PA Foreign Minister Riyad al-Maliki appealed for help to “bring a suit against the British government over the ominous Balfour Declaration which resulted in the Nakba [“catastrophe” – how Palestinians refer to the establishment of Israel – ed.] for the Palestinian people.” It is not clear whether al-Maliki’s call was a serious one, or merely the latest in a long string of hyperbolic verbal assaults on the State of Israel’s legitimacy by PA leaders. The British government has yet to comment on the topic.

Headline:    Syrian mortar shell strikes Golan, Israeli jets hit back

The Israeli Air Force struck Syrian regime targets in southern Syria, after a mortar shell struck northern Israel. The mortar shell, which landed in an open area in the Israeli Golan Heights and caused no damage or injuries, appears to have been yet another incident of “spillover” from the Syrian civil war, as opposed to a deliberate targeting of Israeli forces or civilians. Nevertheless, shortly after the incident Israeli jets hit the source of the mortar fire, the IDF said. “Initial reports suggest that… fire from the internal fighting in Syria hit an open area near the security fence in the central Golan Heights. No injuries have been reported,” the IDF’s statement said. The air force “successfully targeted the source of the fire in Syria.”

Headline: Lebanon finds itself in awkward spot at Arab Summit

After Arab foreign ministers vowed to “defeat terrorism” as they prepared the 27th League Summit in the Mauritanian capital of Nouakchott on Monday, Prime Minister Tamam Salam acknowledged that he faced a dilemma over the anticipated final communiqué clause, which observers concluded will label Hezbollah a “terrorist organisation”. Egyptian Minister of Foreign Affairs Sameh Shoukri hinted at what may well be included in the text when he declared: “We must defeat terrorism, it’s a priority”, as ministers apparently agreed to support “all [initiatives] that can help to end the crises of the Arab world, especially the Syrian, Libyan and Yemeni conflicts”. Under the circumstances, Beirut could well face a dilemma, especially if the Arab Summit calls on Hezbollah to withdraw from Syria, and end its interferences in Iraq and Yemen. According to Al Nahar, Salam was ready to “voice reservations over any such resolution without resorting to a confrontational stance”, a clarification that was confirmed by the prime minister on Sunday when Salam told reporters accompanying him to Mauritania that “should the issue of Hezbollah be raised, we will respond by saying that it is one of the country’s main components and that it is represented in the government”. Beyond this choice, which isolated the country within the region, Lebanon stood apart as Saudi Arabia and its Gulf Cooperation Council partners not only led the League in condemning Hezbollah, but also secured censures from various coalitions, including the Organisation of Islamic Cooperation, which was unprecedented.

Headline: Saudis say five guards killed in clashes on Yemen border

At least 80 pro-government and rebel troops have been killed in fighting since last week in northwest Yemen near the border with Saudi Arabia, military sources said on Monday. The clashes began on Thursday when government forces launched an offensive aimed at retaking the towns of Haradh and Midi in Hajja province on the border. “At least 48 (Shiite Houthi) rebels and forces loyal to (ex-president) Ali Abdullah Saleh were killed” in the fighting, said one of the sources. Thirty-four loyalist soldiers were also killed, a pro-government source said. Most of the soldiers were killed in explosions of landmines planted by the rebels, he said, adding that dozens were wounded on both sides. Loyalist forces had succeeded in retaking a border post at the entrance of Haradh and pushing towards the town centre, another military source said. The offensive aims to advance on rebel-held Sanaa from the west after loyalist forces have so far failed to enter the capital from the east.

Headline: Egyptian policeman killed in a Sinai attack claimed by ISIS

Egypt’s interior ministry said a gunman shot dead a police officer in north Sinai in an attack claimed on Monday by ISIS. The gunman shot the police major in El-Arish, the provincial capital of North Sinai, on Sunday night, the ministry said in a statement. The militant group’s Egypt affiliate has been waging an insurgency in the peninsula that has killed hundreds of policeman and soldiers. The group said in a statement circulated on social media that its fighters “assassinated” the major and made off with his car and automatic rifle. The militants have kept up the attacks in Sinai, mostly roadside bombings and ambushes, despite a massive military campaign to uproot ISIS from the eastern peninsula bordering Israel and the Palestinian Gaza Strip.

Syria Headline:           Air strikes, rebel fire kill 19 in Syria’s Aleppo

Air strikes and barrel bomb attacks killed 16 civilians in rebel-held parts of Aleppo province on Monday, with rebel rocket fire onto government areas killing three more, a monitor said. The Britain-based Syrian Observatory for Human Rights said 10 civilians had been killed in multiple air strikes on the town of rebel-held Atareb in Aleppo province. The group said the strikes in the early hours of Monday morning were believed to have been carried out by Russian warplanes, and hit several locations including a market area. Footage obtained by AFP of the aftermath of the strikes showed the local civil defense unit trying to put out a fire in the rubble of one collapsed building. Nearby, people combed through the debris trying to extract medicine from what appeared to be the remains of a pharmacy or clinic. Elsewhere, crushed fruit and vegetables were mixed in with pieces of brick and concrete. In Aleppo city meanwhile, at least six civilians were killed in barrel bomb attacks by government forces on eastern rebel-held neighborhoods, the Observatory said. The monitor said the toll was expected to rise because of the number of people with injuries and still trapped under rubble. An AFP journalist at the scene of one of the attacks in the Al-Mashhad neighborhood said civil defense workers were struggling to retrieve survivors who were trapped under heavy pieces of debris. He said rescuers had managed to pull one boy alive from the rubble, but the rest of his family were dead and still trapped beneath the remains of a collapsed building.

Islamic State (IS) says it carried out a car bomb attack that killed at least 17 people in the central Iraqi town of Khalis. The explosion, about 49 miles (80km) north-east of the capital, Baghdad, was “very strong” a provincial official told a private TV station. Hospital sources said the death toll was expected to rise, Reuters reports.

Terror once again struck the streets of Iraq’s capital Sunday, after a suicide bombing killed at least 21 people in a residential neighborhood in northern Baghdad. Headline:  Turkey-US ties will suffer unless Gulen extradited, foreign minister says

Turkey’s Foreign Minister Mevlut Cavusoglu has said that the ties with the US could turn sour unless Washington extradites cleric Gulen, who, according to Ankara, is behind the failed coup. His statement comes ahead of his trip to the US, and he said he would discuss the relations with US officials during the visit. Washington has repeatedly said that Turkey must give clear evidence of Gulen’s link with the attempted coup before discussing any possible extradition. Lawyers have said the process, if launched, may take years. Cavusoglu also said Turkey may remove some ambassadors linked to the coup attempt. Cavusoglu warned the EU that it “can’t threaten Turkey.” “We’re protecting European values. EU officials often say what they think, but when it turns into a threat, it becomes counter-productive.” Earlier on Monday, EU Commission President Jean-Claude Juncker told broadcaster France 2 that he believes that“Turkey, in its current state, is not in a position to become a member any time soon and not even over a longer period.” He added that a country that approved the death penalty would be unfit to be a member of the EU. Since the failed coup on July 15 which saw at least 265 people killed, over 10,000 people have been arrested in Turkey, with the majority of those held by the authorities being military men. Some are also judges and civil servants. More than 37,500 police staff and civil servants have been suspended, and more than 21,000 teachers have been stripped of their licenses.

It is unsurprising that the world should be incredulous at the explanations given by the Turkish Government as to the origins, sponsors, and actions of the putsch which was attempted against it on the night of July 15-16, 2016. Indeed, the great difficulty is to avoid considering the “conspiracy theory” that the entire event had been orchestrated by President Reçep Tayyip Erdoğan himself. The Russian Government knows full well just how mercurial President Erdoğan has been, and how he has tried — and failed — to confront Russia strategically. It was Russia which essentially defeated Turkey in Syria and Iraq, and possibly in the Caucasus and Balkans. To cut through the niceties of the transformation, President Erdoğan has nominally capitulated to Moscow, even though he uses the old Soviet mechanism of “peaceful coexistence” (cooperation publicly; confrontation discreetly) in his new relationship with Russia. Hitler and Stalin each employed this stratagem against each other. Russia today is under no illusions that the Turkish President has suddenly become its friend, and Moscow will not let down its guard. But it cannot ignore the reality that Turkey’s capitulation, for whatever reason, must be seized.

Afghanistan marked a national day of mourning on Sunday, a day after a suicide bomber killed at least 80 people who were taking part in a peaceful demonstration in Kabul. The attack was claimed by the Islamic State group. Authorities say another 231 people were wounded, some seriously, in the bombing Saturday afternoon on a march by members of the ethnic Hazara community, who are predominantly Shiite Muslim. Most Afghans are Sunni, and the IS group regards Shiites as apostates. The attack was the first by IS on Kabul — and the capital’s worst since a vicious Taliban insurgency began 15 years ago — raising concerns about the group’s reach and capability in Afghanistan. Bereaved families collected their dead from hospitals and morgues across the capital, and began digging graves as the first funerals went ahead in the west of the capital.

Headline:       Libya loyalists take ISIS bomb factory in Sirte

Forces loyal to Libya’s unity government said on Sunday they had seized a building used by the Islamic State group to manufacture explosives in its coastal stronghold. The bomb factory is the largest to be captured by fighters allied with the Tripoli-based Government of National Accord (GNA) since they launched an operation to retake Sirte in May, the forces said on Facebook. They said the building was in the southeast of Sirte, the hometown of slain dictator Muammar Gaddafi which ISIS has controlled since June 2015. The pro-GNA forces shared images of the building including several rooms containing explosive devices, cables and mobile phones. The fall of Sirte, 450km east of Tripoli, would be a major blow to ISIS, which has faced a series of setbacks in Syria and Iraq. The two-month battle for Sirte has killed around 280 pro-government fighters and wounded more than 1 500, according to medical sources at the unity forces’ command centre.

Germany’s top security official, Interior Minister Thomas de Maiziere, had said it was too early to rule out terrorism as a motive, but noted that the suspect had twice attempted suicide and had been receiving psychological care. “Or it could be a combination of both,” de Maiziere said. The attack was carried out by “one of the soldiers of the Islamic State,” the extremist group said.

A baby boy with Zika-related microcephaly was born Monday in Barcelona, Spain, in what constitutes the first of such abnormality cases in the European continent. Microcephaly is a condition in which babies are born with abnormally small heads and brain damage. The temperature in Mitribah, Kuwait, surged Thursday to a blistering 129.2 degrees (54 Celsius). And on Friday in Basra, Iraq, the mercury soared to 129.0 degrees (53.9 Celsius). If confirmed, these incredible measurements would represent the two hottest temperatures ever recorded in the Eastern Hemisphere, according to Weather Underground meteorologist Jeff Masters and weather historian Christopher Burt, who broke the news. It’s also possible that Mitribah’s 129.2-degree reading matches the hottest ever reliably measured anywhere in the world. Both Mitribah and Basra’s readings are likely the highest ever recorded outside of Death Valley, Calif. Death Valley currently holds the record for the world’s hottest temperature of 134.1 degrees (56.7 Celsius), set July 10, 1913. But Weather Underground’s Burt does not believe it is a credible measurement: “[T]he record has been scrutinized perhaps more than any other in the United States,” Burt wrote. “I don’t have much more to add to the debate aside from my belief it is most likely not a valid reading when one looks at all the evidence.”
