Headline:    Conflicting reports over rocket strikes in Gaza

Sirens sounded in the Gaza Belt and Eshkol Regional council areas Wednesday night, shortly before 8:30 pm. Residents told Channel 2 that they heard explosions. After a short search by IDF sources in the area, two hits were confirmed, in open fields between two Gaza Belt communities, Channel 2 reported. But half an hour later, the IDF stated that there were no hits, and that the siren was a “false alarm.” This is the latest in a spate of rocket and mortar attacks on Israel over the past month. Two weeks ago, Hamas terrorists lobbed rockets at Israeli civilians no fewer than eleven times in a three-day period.

Headline:   Abbas welcomes Egyptian president’s peace push

Palestinian Authority President Mahmoud Abbas on Tuesday welcomed Egyptian President Abdel Fattah el-Sissi’s bid for new peace talks, while the Hamas terror group hailed his call for internal Palestinian reconciliation. In a rare direct appeal to Palestinians and Israelis, Sissi had urged the two peoples to draw hope from the “real and stable peace” between Israel and Egypt. In a live televised statement, Sissi said he saw a “real opportunity” for an Israeli-Palestinian peace settlement that would also lead to warmer ties between Egypt and the Jewish state. In response, Abbas praised “Egypt’s historic role in supporting Palestinian affairs,” the Hebrew-language Walla news site reported.

Headline:    Lebanese central bank prepares to close Hizballah accounts

Following the US imposition of economic sanctions on Hizballah, the central bank of Lebanon is preparing to comply with a US finance law and close accounts linked to the organization. Central bank governor Riad Salameh issued a statement in which he ordered banks subordinate to him “to consult with the central bank in Beirut before closing accounts suspected of being ones violating the American sanctions on the organization.” He said “The U.S. law has to be implemented worldwide and in Lebanon”, adding that “It is not possible to guarantee credit stability if (the central bank) does not implement the U.S. law.”

Headline:   U.S. Senate passes bill allowing September 11 victims to sue Saudi Arabia

The U.S. Senate passed legislation on Tuesday that would allow victims of the Sept. 11 attacks to file lawsuits seeking damages from Saudi Arabia, setting up a potential showdown with the White House, which has threatened a veto. The Saudis, who deny responsibility for the 2001 attacks, strongly object to the bill and have threatened to sell up to $750 billion in U.S. securities and other American assets in retaliation if it becomes law. The “Justice Against Sponsors of Terrorism Act,” or JASTA, passed the Senate by unanimous voice vote. It must next be taken up by the U.S. House of Representatives, where no vote has yet been scheduled. If it became law, JASTA would remove the sovereign immunity, preventing lawsuits against governments, for countries found to be involved in terrorist attacks on U.S. soil. It would allow survivors of the attacks, and relatives of those killed in the attacks, to seek damages from other countries. In this case, it would allow lawsuits to proceed in federal court in New York as lawyers try to prove that the Saudis were involved in the attacks on the World Trade Center and the Pentagon. Democratic Senator Charles Schumer of New York, a co-sponsor, said the bill is overdue and that, because it only applies to attacks on U.S. soil, does not risk lawsuits against the United States. “Today the Senate has spoken loudly and unanimously that the families of victims of terrorist attacks should be able to hold the perpetrators, even if it’s a country, a nation, accountable,” Schumer told a news conference.

Houthi rebels in Yemen have carried out a wave of arrests of their opponents, seizing them at gunpoint and torturing some, Amnesty International says. An examination of 60 cases revealed a pattern of arbitrary arrests and enforced disappearances, according to a new report by the human rights group. Politicians, journalists, academics and activists have been among those held. Amnesty’s report documented what it described as a “chilling campaign to quash dissent” in areas of Yemen under the control of the Houthis and allied security forces loyal to former President Ali Abdullah Saleh since December 2014. Those held had frequently been tortured and denied access to a lawyer or their family, with some detentions lasting for up to 18 months, it said. Many had been kept in secret, makeshift detention centres, including private homes, and then transferred multiple times between locations, it added. In the vast majority of cases no reason for arrests were given.

Headline:   Senior Hamas official accuses Fatah of plotting to kill Egypt’s Sisi

A Gazan terror cell forged by Tawfik Tirawi, a senior Fatah official and the former head of the Palestinian Authority General Intelligence Services, was plotting to assassinate Egypt’s President Abdel Fatah al-Sisi, a senior Hamas official has claimed. In a press statement on Monday, Hamas representative Salah al-Bardawil said that the recently-arrested members of the alleged Fatah terror cell provided Hamas with information and documents that indicate that they had planned to assassinate Sisi and other senior Egyptian officials. According to Bardawil, the terrorist cell conspired to put the blame for Sisi’s assassination on Hamas, thereby wreaking havoc on Hamas’s relations with Egypt, which have recently grown warmer. “We will convey these documents to Egypt and to other regional parties to show them the grave conspiracy created by Tirawi,” Bardawil stated, adding that Hamas will not allow anyone to damage Egypt’s national security.

Syria Headline:     Exclusive: US warplanes intervene in Syrian war

On Tuesday, May 17, the US expanded its involvement in the war in Syria, and for the first time since the war began in 2011, US F-16 fighter-bombers bombed radical Syrian rebels fighting Iranian, Syrian and Hizballah forces near Aleppo, debkafile’s military and intelligence sources say in an exclusive report. According to the sources, the targets were mainly troops, positions, and transportation routes of rebel groups such as ISIS and the Nusra Front that also threaten moderate Syrian rebel groups in the area. But there is no doubt that the American airstrikes will help Syrian President Bashar Assad, just like the Russian bombings have done. The US warplanes took off from Incirlik airbase in southern Turkey and entered Syrian airspace over Idlib province in northern Syria.
Our sources said that the airstrikes were coordinated with the Russian air force command at Hmeymim airbase next to Latakia, and via American and Russian officers operating from the Jordanian capital Amman. There is no doubt that the intervention was a turnaround by the administration of President Barack Obama that until now had opposed any US air force operation inside Syria due to concern over tipping the balance in favor of one of the warring sides. There are now no less than ten air forces engaged in the Syrian war: those of the US, Russia, Israel, Britain, France, Belgium, Germany, Syria, Turkey and Jordan. Last week, ahead of the US air force’s entry, the Pentagon reinforced the American special forces troops at Remalan airbase, located in northern Syria next to the Kurdish city of Hassakeh. Obama previously announced that 250 troops had been deployed to reinforce the 50 already on the ground. But debkafiles military sources report that the actual number of US soldiers at the base is much higher, and that the troops have attack and transport helicopters that can deliver them within a short period of time to any of the fronts in Syria.  The US air force attacks on the Aleppo and Idlib fronts are expected to continue in the coming days.

Syria Headline:    Activists: Airstrike in central Syria kills at least 12 people

Two opposition activist groups are reporting that an air raid on a central Syrian town has killed at least 12 people, including children. The Local Coordination Committees said Wednesday’s air raid on the town of Rastan killed 12 people, while the Britain-based Syrian Observatory for Human Rights said that 13 were killed, including a family of parents, their two sons and four daughters. An amateur video posted by activists online showed several bodies, including those of three children, placed on the floor and covered with a sheet. The video appeared genuine and corresponded to other Associated Press reporting of the events.

Syria Headline:    Syrian army exposes rebels’ supply lines between Latakia, Idlib

The Syrian government forces have advanced in the mountains of the northwestern province of Latakia, exposing supply lines connecting Latakia with the rebel-held nearby Idlib province, a monitor group reported. The Syrian army advanced on Wednesday in northern Latakia, capturing the key hilltop of Hidadeh, near the administrative borders of Idlib, large swathes of which have fallen to the al-Qaida-linked Nusra Front and the so-called Conquer Army. By capturing Hidadeh, the Syrian army has exposed the roads connecting the al-Akrad Mountains in Latakia with the Jisr al-Shughour area in Idlib.

Meanwhile, battles continued between the Syrian army and the IS militants in the al-Shaer gas field in the eastern countryside of the central province of Homs, reports said. The Syrian army is fighting hard to recapture the field, which has fallen to the IS, when its militants unleashed a wide-scale offensive earlier this week in their quest to control gas and oil fields in Syria. The Syrian forces’ push toward the gas field was taking place on Wednesday under Russian air cover amid reports that the military forces are working to cut the IS supply lines east of the field.

A wave of bombings struck outdoor markets in Shiite-dominated neighborhoods of Baghdad on Tuesday, killing at least 69 people, officials said — the latest in deadly militant attacks far from the front lines in the country’s north and west where Iraqi forces are battling the Daesh group. No one immediately claimed responsibility for the attack, though it bore the hallmarks of the extremist Daesh group, which has been behind recent deadly attacks in the Iraqi capital and beyond. Since its blitz in the summer of 2014, Daesh has controlled significant areas in northern and western Iraq, including the country’s second-largest city of Mosul. Scores have also been wounded in the wave of attacks. The death toll rose after a bombing in the northeastern Baghdad neighborhood of Habibiyah killed nine people and wounded 18 early on Tuesday afternoon. Police officials say the attack targeted a restaurant. In the largest attack of the day, a car bomb struck a crowded market in Baghdad’s northeastern Shaab neighborhood, killing 34 people there and wounded 75. Elsewhere in the Iraqi capital, at least 26 were killed. The deadliest bombing on Tuesday took place in Baghdad’s northeastern Shaab neighborhood, where at least 28 people died and 65 others were wounded.

Iraqi Headline: Iraqi forces report recapturing city in western Anbar

The Iraqi military has claimed that it, along with “tribal forces,” have recaptured the western city of Ar Rutbah. Rutbah sits within the desert and has long been an Islamic State stronghold. After officially launching the operation yesterday, the military has reported its forces have entered the city and “liberated the city’s northern entrance.” Reuters has also reported that the military was able to penetrate the city from the south and take control of a district. The wire news service also quoteed an Iraqi military official as saying, “We expect we will be able to reach the center of Rutbah tomorrow morning.” The official says that the military “faced little resistance” in the town, but the Islamic State has claimed otherwise. The Islamic State, via its Amaq News Agency, claims to have utilized two suicide bombers in recent days on Iraqi troops near Rutbah. The Iraqi military said that Sunni tribal fighters have assisted in the effort to recapture the town. According to Ahl al Bayt News Agency, a Shia news site, the Iraqi Popular Mobilization Units (PMU’s) are also involved. However, as of publishing, it is unclear if the PMU forces taking part are Sunni units or the larger Shia militias which dominate the force. In the last four days, the US has launched at least six airstrikes against Islamic State positions in or near Rutbah. On May 14, US CENTCOM reported that “four strikes struck an ISIL [an acronym for the Islamic State] tactical unit, an ISIL headquarters, an ISIL vehicle borne improvised explosive device (VBIED or suicide car bomb) facility, and an ISIL staging facility.” In the last two days, two airstrikes hit 10 fighting positions and another VBIED.

Kurdish Headline:    Kurds clash with regime troops in Hasakeh

Fighting has erupted between Kurdish security forces and pro-regime troops in the city of Hasakeh, where both sides maintain an uneasy power-sharing agreement. The Syrian Observatory for Human Rights reported Wednesday morning that “heavy gunfire was heard” in the provincial capital as Kurdish Asayesh internal security members battled regime troops and loyalist militias. Local activists told the NGO tracking developments in war-torn Syria that “explosions were heard reverberating in the city” amid confirmed reports of injuries among the ranks of both sides. Meanwhile, the ANHA news agency, which is close to Syria’s Kurdish fighting forces, reported that “Syrian regime troops attacked an Asayesh checkpoint and civilians in Qamishli Street in the Hasakeh city center at 9:00 a.m.” One civilian was “shot in the chest” amid the clashes, the outlet added, without mentioning any other casualties. An Asayesh official told the outlet that “our forces… were able to repel the attack, and brought the situation under control.” He added that initial reports indicate that five pro-regime fighters were killed in the fighting, while dozens others were injured.

Kurdish Headline:      Turkey hit Kurdish city with internationally-banned Phosphorus bombs: activists

The Turkish army forces have reportedly used the internationally-banned Phosphorus bombs in its military campaign on the Kurdish city of Nusaybin, southeast Turkey, activists and eyewitnesses reported on Tuesday. This comes amid continuous military operations by the Turkish troops against the Kurdish city of Nusaybin, that have not stopped since 14 March. Medical sources in the war-torn city confirmed the army’s use of Phosphorus bombs against civilians. Nusaybin has been exposed to daily bombardment by the Turkish military for the past two months, using heavy artillery and tanks in its operations, where hundreds of houses have been burned and destroyed, amid the displacement of thousands of Kurdish civilians from their hometown. According to reports, many civilians are still stranded in war-torn neighbourhoods of Nusaybin. Speaking to ARA News, media activists Akram Baraka reported that the Turkish army used Phosphorus bombs in its attack on Nusaybin on Tuesday. “After launching the bombs, we saw white smoke followed by increasingly black smoke and then the targeted buildings were exposed to huge fires,” he said.

Headline: Turkish warplanes hit PKK targets in Turkey, Iraq

Turkish warplanes hit Kurdistan Workers Party (PKK) targets in southeast Turkey and northern Iraq, killing at least ten fighters, security sources said on Wednesday. The military has been carrying out regular air strikes against positions of the outlawed group in the mountainous regions of northern Iraq, where it has camps near the Turkish border, after the collapse of ceasefire last year. Meanwhile, four Turkish soldiers were killed and nine others were wounded on Wednesday in an attack on a military convoy blamed on PKK militants, the army said. The military convoy was travelling on the road between Semdinli and Aktutun in the southeastern Hakkari province when it was hit by the roadside bomb left by the “separatist terror group,” the army said, using its customary phrase for the PKK. The nine injured soldiers were taken to hospital, four of them in serious condition.

Greg Abbott told Jewish media at a meeting in New York on Monday afternoon. The governor formally responded on Monday to a letter by President Barack Obama on April 8 requesting that Texas “review” its economic sanctions against Iran as part of the deal concluded last year. In his response to the president, Abbott wrote: “Because the Iran deal is fundamentally flawed and does not permanently dismantle Iran’s nuclear capability, Texas will maintain its sanctions against Iran. “Further, because your administration has recklessly and unilaterally removed critical sanctions, I have called on the Texas Legislature to strengthen the Iran sanctions that Texas already has in place,” he added.

Headline:   Afghanistan signs draft accord with militant leader

Afghanistan signed a draft agreement with the Hezb-e-Islami militant group on Wednesday in a move the government hopes could lead to a full peace accord with one of the most notorious warlords in the insurgency. Hezb-e-Islami leader Gulbuddin Hekmatyar is a veteran of decades of Afghan war and rights groups have accused his group of widespread abuses, particularly during the civil war of the early 1990s, when he briefly served as prime minister. The United States has also linked the group to al Qaeda and the Taliban and put Hekmatyar on its designated terrorist list. Hezb-e-Islami has played only a minor role in the Taliban-led insurgency in recent years and the deal is unlikely to have any immediate practical impact on security. But with little sign that the Taliban are ready to join peace talks, the deal offers President Ashraf Ghani’s government a concrete sign that it is making headway in drawing insurgent groups away from the battlefield and into the political process. Mohammad Khan, deputy to government Chief Executive Abdullah, said the draft accord was a positive step but more work would be needed for a final deal. “We are optimistic about this agreement and we strongly support it,” he told reporters in Kabul before the accord was signed by a delegation from Hekmatyar’s party and officials from Afghanistan’s High Peace Council. But he added: “This doesn’t mean it’s finalised.”

The first roadside bomb exploded as a police patrol vehicle was passing in the neighborhood of Aslam Dheri in the southern outskirts of Peshawar, the capital of the Khyber-Pakhtunkhwa Province. Twenty minutes later, a second explosion targeted police, rescuers and others who had gathered at the site of the first blast to help the casualties. “A policeman embraced martyrdom and three others were wounded in two bomb blasts,” said senior police official, Sajjad Khan. A hospital official, Zulfiqar Ali Babakhel, also said that one dead and ten injured, including three policemen and seven civilians, were transferred to hospital. He added that a driver of private AAJ television was among the injured, adding that he had come to the site after the first explosion. No group has claimed responsibility for the twin blasts yet but pro-Taliban militants often target military men and civilians.

The bank said Wednesday that Spain’s public debt stockpile stood at 1.09 trillion euros ($1.23 trillion) in the first quarter of the year. Only 4 percent of the general population in the United States tested positive for latent tuberculosis in the most recent report provided by the Centers for Disease Control. The April 2016 edition of the Refugee Health Quarterly, published by the Minnesota Department of Health reports that: Minnesota had 150 cases of TB in 2015, compared to 147 cases in 2014 (a 2 percent increase). The most common risk factor for TB cases in Minnesota is being from a country where TB is common. TB screening is offered to all refugees during the domestic refugee health exam. In 2014, 22 percent of refugees screened tested positive for LTBI (latent tuberculosis infection). 26 percent of all foreign born cases of tuberculosis in Minnesota were from people born in Somalia. Somalians almost exclusively enter the state through the refugee resettlement program. More than 70,000 refugees have been resettled in the United States annually for the past three decades by the federal government. It’s not just tuberculosis being brought in by these resettled refugees. Measles, whooping cough, diptheria, and other diseases that were on their way to eradication are also coming in across the borders of the United States.

Massive landslides triggered by torrential rains crashed down onto three villages in the central hills of Sri Lanka, and more than 200 families were missing Wednesday and feared buried under the mud and debris, the Sri Lankan Red Cross said. Sixteen bodies have already been recovered and about 180 people have been rescued from the enormous piles of mud unleashed at around 5 p.m. Tuesday, according to military spokesman Brig. Jayanath Jayaweera. Villagers recalled hearing and seeing the torrents of muddy water, tree branches and debris crashing down around their homes.
“I heard a huge sound like a plane crashing into the earth,” said 52-year-old A.G. Kamala, who had just returned to her house in Siripura village when the landslides hit. “I opened my door. I could not believe my eyes, as I saw something like a huge fireball rolling down the mountain and again a huge sound.” More than 300 soldiers were joined by local residents digging through the mud with their hands, sticks and shovels to search for survivors in the farming villages of Siripura, Pallebage and Elagipitya in Kegalle District, about 72 kilometers (45 miles) north of Colombo, Jayaweera said. Heavy fog and continuing rain, along with electricity outages and the instability of the ground, were complicating rescue efforts. Some 220 families were reported missing, the Sri Lankan Red Cross said in a statement. Officials could not give the village populations, but such villages typically include about 1,000-1,500 residents each. As anxious family members waited for news about missing loved ones, officials said the full extent of the tragedy was still unclear.

A volcanic eruption at Guatemala’s Volcan de Fuego, one of the most active volcanoes in Central America, has sparked the evacuation of the area surrounding the peak. Guatemala’s National Institute for Seismology and Vulcanology are reporting that an ash column reaching 5,500 meters (18,000 feet) above sea level has emerged, while “moderate” lava flow is pouring out of the mountain. “This pyroclastic flow was accompanied by moderate rumble of the volcano [and] fallen ash is reported in the villages of El Rodeo, La Rochelle, Osuna, Panimache, Morelia, Sangre de Cristo and Yepocapa,” a statement by the government agency confirmed. The alert also recommends that people steer clear of the canyon near the volcano. Bombero de Antigua, a disaster relief team in the area, has tweeted that at least one school has been evacuated in the municipality of Alotenango.
