Hatrurim

Headline:  Dead Sea oil reservoir ‘entirely within Israel’ says company

An Israeli company authorized to drill an oil reservoir near the Dead Sea, recently evaluated to contain NIS 1.2 billion worth of fuel, stressed Sunday that the area is located entirely inside Israel, which it said was a response to Arab media reports that the site stretched into Palestinian territory. Israel Opportunity Energy Resources LP said in a statement sent to the media that the Hatrurim field “lies entirely within Israel’s borders.” The oil company said they were responding to “various reports” in the Arab media, though the statement did not specify which reports, nor the nature of their claims. A new report released Sunday by the company and filed with the Tel Aviv Stock Exchange claimed the Hatrurim oil reservoir, which covers 94 square kilometers of the Dead Sea area, is worth NIS 1.2 billion ($320 million). The report about the wealth at the oil field appeared to cause some consternation in Jordan, which controls the eastern bank of the Dead Sea. The chairman of the Jordanian Committee for Protecting the Homeland and Resisting Normalization, Dr. Manaf Majali, demanded the Hashemite Kingdom’s minister of energy check the validity of the report on the Hatrurim field, according to the Jordanian daily al-Ghad. “In the case that oil does exist [at Hatrurim] in a commercial quantity, then it totally belongs to Jordan and not to the occupation that stole it,” Majali said.

Headline:  Hamas, Israel agree to de-escalation

Hamas has agreed and committed itself again to a de-escalation on the border of Israel and Gaza, Ynet learned on Sunday morning. On the night between Friday and Saturday, a rocket was fired from Gaza towards Eshkol, leading the Israeli Air Force to attack two Hamas targets in the southern Gaza Strip in retaliation. Israel, for its part, removed its forces from the perimeter, a 100-meter wide “buffer zone” along the border and inside Gazan territory. Construction crews working on the border fence on Saturday did not did advance beyond that zone. However, it seems that the IDF will continue to operate in the perimeter and beyond it if necessary. Hamas’s true test will be how they respond to the entry of IDF forces in such a case. In recent days, Hamas has been pushing for and initiating talks to return calm. Egypt (via Egyptian intelligence officials), Qatar (via the head of the Qatari Committee for Reconstruction of Gaza, who has good relations with Israeli representatives), and the UN (via the United Nations Special Coordinator for the Middle East Peace Process) were all parties to these talks. Large Hamas forces were deployed along the border with Israel, but the terror organization knows that this is a sensitive and complicated mission, especially in the first days after reaching an understanding.

Headline:  US announces $50 million aid program for the Gaza Strip

The United States on Monday announced a $50 million humanitarian aid program for the Gaza Strip. US officials said the money will be used over five years to provide basic humanitarian assistance and create jobs. It will be distributed by the US Agency for International Development in partnership with Catholic Relief Services. The US Consul General in Jerusalem, Donald A. Blume, said the effort is meant to address “the dire needs that are obvious in Gaza.”

ISIS in Israel

Headline:  ISIS to Israel: “We’re coming very soon”

The last 48 hours (May 7-8) have seen a major escalation of the ISIS threats against Israel, debkafile’s intelligence and counterterrorism sources report. In a coordinated maneuver by all of the ISIS commands in the Middle East, the terrorist organization simultaneously released at least 10 videos that it said showed ISIS forces on their way to attack targets in Israel.  All of the videos refer to the Palestinian issue, Jerusalem and the timing of the attacks. In each one, the narrator claims the terror organization did not forget the Palestinians, and will not neglect them any more; describes Jerusalem as “a bridge to Islam”; and threatens an impending attack, saying “We’re coming, and coming very soon” accompanied by images of fighters from the ISIS affiliate in the Sinai are shown. It was not the first time for the ISIS propaganda machine to threaten hostilities against Israel, but it was the first time for the threat to be issued simultaneously from every province or city where ISIS is located in the Middle East. The videos included ones from Raqqa, the ISIS capital in Syria; Mosul, the terrorist organization’s capital in Iraq; the Sinai Peninsula and Egypt; Derna in eastern Libya; and central Libya, where according to debkafile’s counterterrorism sources ISIS controls a huge 300-kilometer area including the Mediterranean coast on the Gulf of Sidra. Our sources report that every video contains the following sentences: “We know that the Egyptian army is being helped by Israeli intelligence and the Israeli Air Force in its war against us”; “We also know that Israel set up intelligence networks within the population of the Bedouin tribes in the Sinai”; and “From now on we will take action against Egyptian and Israeli targets as one.” debkafile’s intelligence sources report that these comments are intended to counter efforts by the Egyptian military to establish anti-ISIS militias among the Bedouin tribes.

Headline:  Saudis intercept ballistic missile fired from Yemen

The Pentagon acknowledged for the first time Friday it has deployed US troops to Yemen since the country’s collapse last year to bolster government and Arab coalition forces battling Al-Qaeda.
Spokesman Navy Captain Jeff Davis said the US military has also stepped up airstrikes against fighters with Yemen-based Al-Qaeda in the Arabian Peninsula (AQAP). A “very small number” of American military personnel have been working from a “fixed location” with Yemeni and Arab coalition forces — especially the Emiratis — in recent weeks around Mukalla, a port city seized by AQAP a year ago, Davis said. “This is of great interest to us. It does not serve our interests to have a terrorist organization in charge of a port city, and so we are assisting in that,” the spokesman added.
He said the troops were helping the Emiratis with “intelligence support,” but refused to say if they are special operations forces.

Headline:    Egypt police killed in IS attack near Cairo

Eight policemen were shot dead on Cairo’s southern outskirts in an attack claimed Sunday by the Islamic State group, one of its deadliest in mainland Egypt. The interior ministry said four assailants in a truck intercepted a van carrying the policemen in the district of Helwan, just south of Cairo, and sprayed them with automatic rifle fire. It said those killed in the shooting overnight included a lieutenant and seven lower ranking policemen who had been on patrol in plain clothing. In a statement circulated on social media, IS said “a squad of the soldiers of the caliphate” opened fire on the police van and then made off with their weapons. It said the attack was carried out in retaliation for “women imprisoned” in Egyptian jails. Interior Minister Magdy Abdel Gaffar sounded a defiant note as the slain policemen were laid to rest. “We hold our heads high, and won’t bow them to any attempt to defeat our will,” he told state television.

Headline:  Egypt’s Sisi vows to fight for Palestinians at UN

Egypt will use its influence as chair of the UN Security Council in May to defend the interests of the Palestinians, the presidency said on Monday. The pledge, made during talks between President Abdel Fattah al-Sisi and Palestinian Authority (PA) Chairman Mahmoud Abbas, comes after France called for an international conference later this month to relaunch peace talks based on an initiative that would have Israel make massive concessions in exchange for paper promises not to attack from its Arab neighbors. Peace talks most recently were torpedoed by the PA in April 2014 when it signed a unity deal with Hamas. But last month, French Foreign Minister Jean-Marc Ayrault said France will host a meeting of ministers from 20 countries on May 30 to try to relaunch the peace process. Abbas and Sisi discussed “ways of coordinating Arab efforts and the steps that need to be taken within the UN Security Council” as Egypt holds the rotating presidency of the council for the month of May, a statement said. The two leaders said efforts to resolve the Palestinian-Israeli conflict should be bolstered in light of regional and international initiatives, including France’s decision to host a conference. Israel has rejected the French initiative, calling for direct and unconditional negotiations as the only way forward.

Syria Headline:       Al-Qaida Affiliate Goes on Syrian Offensive

Syria Headline:   Ayman al Zawahiri discusses al Qaeda’s goal of building an Islamic emirate in Syria

Al-Qaida’s affiliate in Syria has redoubled its efforts against Islamic State with its fighters pressing attacks on a militia in southern Syria that recently swore allegiance to its jihadist rival. The clashes are being seen as part of a bid by al-Qaida’s Jabhat al-Nusra to revitalize its fortunes in Syria, a strategy that has seen it taking the lead in offensives elsewhere in the war-torn country against the forces of Syrian President Bashar al Assad. Analysts say al-Nusra is attempting to demonstrate its military leverage over mainstream rebel militias, making it the indispensable force to align with against the Assad regime and IS.  And its increased military activity may foreshadow a formal declaration by al-Qaida affiliate of an emirate in Syria’s Idlib province, west of Aleppo. In an audio tape released Sunday, al-Qaida leader Ayman al-Zawahiri appeared to authorize the establishment of a Syrian emirate.  In the message – the first for several months – Zawahiri called on the jihad groups in Syria to unite.  “Syria today is the hope of the Islamic nation, for [its revolution] is the only Arab Spring revolution that is taking the correct path – the path of da’wa (preaching) and jihad for the sake of strengthening the sharia and enacting [its laws], and for the sake of striving to establish a righteous caliphate, not the caliphate of Ibrahim Al-Badri (i.e., Abu Bakr Al-Baghdadi, IS leader),” he said. Al-Qaida could be preparing to declare its own sovereign state in Syria after quietly gathering strength in the shadow of the international campaign against IS, says Lister, author of the book “The Syrian Jihad.”

Baquba

Iraqi Headline:  Car bombing kills at least 10 in Iraq’s Baquba: Officials

A car bomb exploded on Monday in a busy area of the eastern Iraqi city of Baquba, killing at least 10 people, a senior military official and a doctor said. “A car bomb went off in the Shifta area of central Baquba, killing 10 people and wounding 35. This is an initial toll,” a lieutenant colonel in the regional operations command said. A doctor at Baquba hospital and a police captain gave the same toll. Shifta is a busy area in central Baquba, a city which is the capital of the province of Diyala and lies about 70 kilometres (40 miles) northeast of Baghdad. There was no immediate claim of responsibility for the attack, but all such bombings recently have been claimed by the Islamic State group that took over large parts of Iraq nearly two years ago. Diyala province was declared “liberated” from IS in January 2015, but ending their open control of populated areas has not brought an end to attacks. Baquba and other towns in Diyala province have been hit by a number of large bomb attacks carried out by the jihadists.

Fallujah

Iraqi Headline:  Thousands of Iraqi families under ISIS siege in Fallujah

Radical group of the Islamic State (ISIS) has imposed siege on over 2,000 families from two villages south of the city of Fallujah, most of them are women and children, arresting dozens of young people from the two villages, official sources in the Iraqi army said on Sunday. ISIS is reportedly using civilians as human shields to prevent the progress of the Iraqi army forces to Fallujah. “The Iraqi army is ready to liberate the two villages and lift the siege imposed by the terror group on the people,” the army said in a statement. In this regard, the military command of the Iraqi army in Anbar province announced in an official statement that the Iraqi troops were able to destroy several headquarters for ISIS in the region, and dismantled 45 explosive devices in different parts of the province [Anbar]. The Iraqi jets also destroyed ten ISIS-led cars in an airstrike in the area of Amiriyat al-Fallujah in the Anbar province, killing at least 20 ISIS jihadis and injuring dozens more, according to Salim al-Jaberi, a military commander in the Iraqi army. Speaking to ARA News, Iraqi activist Saif Zahra said: “It seems that the military operations in Anbar province, specifically in Fallujah, have reached the stage of direct clashes with ISIS terrorists, especially the latter would not leave the city easily after two years of control.”

Headline:    International media silent as Turkey teeters on the brink of civil war

Headline:  Turkey’s Erdogan pours cold water on hopes of progress on EU deal

Turkish Prime Minister Ahmet Davutoğlu resigned on May 5, in a move initiated by President Reçep Tayyip Erdoğan in order to circumvent the lack of parliamentary numbers which could change the constitution to create an executive presidency. The increasing consolidation of power in the president’s hands, however, has only served to polarize the Turkish political situation further, fueling an already flourishing civil war. The move, coming on the heels of the European Union’s opening of much of its area to Turkish entry without visas, was likely to have an impact on the forthcoming June 23, United Kingdom referendum as to whether the UK should remain within the EU. In Turkey, a lower-profile prime minister was to be appointed on May 22, but the reality of the move was that the president would rule increasingly directly through his cabinet in the interim, and the incoming premier would be even more of a cipher than Davutoğlu.

Headline:  Turkish shelling kills 55 Daesh rebels in Syria

Turkish shelling killed 55 Daesh insurgents in northern Syria on Saturday evening, military sources said, in retaliation for weeks of rocket attacks on a Turkish border town. Artillery fire hit the regions of Suran and Tal El Hisn north of Aleppo, as well as Baragidah and Kusakcik, taking out three rocket installations and three vehicles in addition to the killings of the militants, the sources said on Sunday.  Earlier on Saturday, US-led coalition air strikes in Syria killed 48 Daesh militants, according to a report from state-run Anadolu Agency. The Turkish border town of Kilis which lies just across the frontier from Daesh-controlled territory of Syria, has been regularly struck by rockets in recent weeks.

Headline:  Iran Reacts to Kurdish Independence

A senior Iranian general on Monday announced that the country’s armed forces successfully tested a precision-guided, medium-range ballistic missile two weeks ago, the state-run Tasnim agency reported. “We test-fired a missile with a range of 2,000 kilometers and a margin of error of eight meters,” Brigadier General Ali Abdollahi was quoted as saying at a Tehran science conference. The eight-meter margin means the “missile enjoys zero error,” he told conference participants.  The general went on to say that 10 percent of Iran’s defense budget has been allocated to “research projects aimed at strengthening defense power,” the report said.

Al-Shabab militants have claimed responsibility for the attack. Witnesses said they heard a huge explosion followed by gunfire at the entrance of the traffic police headquarters near the old seaport in Shangani district. The traffic police center is located near the United Arab Emirates embassy. A car bomb was detonated by a suicide bomber, and moments later a militant tried to enter the building, but was shot by police, security sources told VOA Somali Service. Mogadishu ambulances services told VOA they recovered the bodies of five people and transported 13 others who were wounded. Three police officers are among the dead, security sources say.

Headline:  Protests erupt in Athens as parliament adopts new austerity measures

Greek MPs have voted in favor of new austerity measures, including pension cuts, tax hikes, and new taxes on internet and TV. Clashes with police broke out as thousands in Athens protested the moves that Greece’s creditors have been demanding. Late on Sunday night, the Greek Parliament adopted controversial pension reforms set to reduce pension allowances and raise taxes, among other measures, in order to comply with EU bail-out requirements, as anti-austerity protests continued to rock Athens. According to the Greek Reporter news site, 153 out of 300 Greek Parliament deputies voted in favor of the bill. The legislation presupposes comprehensive cuts in funding to Greece’s social security system estimated at €5.4 billion. In addition, citizens will be subject to a range of new taxes, such those on coffee and electronic cigarettes. The VAT on fuel will increase by a staggering 24 percent. Greek citizens will already be feeling the burden of the newly-adopted fiscal measures this summer, as the five percent tax on broadband internet and ten percent on paid television are scheduled to kick in in July. Starting from January of next year, the consumption tax on coffee and electronic cigarettes will be enforced, along with a tax on tourists staying in hotels from 2 stars and up. Although the pending measures may be highly unpopular at home, the EU commended the controversial package as a constructive step towards Greece securing its third bail-out. “We are now at the time of the first review of the program (to aid Greece) and the objectives have been basically achieved,” European Commission president Jean-Claude Juncker told Funke Mediengruppe on Sunday.

Headline:  Seven people shot dead as polls open in the Philippines

Seven people were shot dead and another was wounded when a convoy of vehicles was ambushed in the Philippines Monday just hours before polls opened for national elections, police said. Unknown gunmen opened fire on the jeep and two motorcycles before dawn in the town of Rosario, just south of the capital Manila, said Chief Inspector Jonathan del Rosario. The motive for the attack was not yet known. However the incident took place in the province of Cavite which has been identified by election officials as an “area of concern,” due to heated political rivalries, said Mr del Rosario, spokesman of a special election violence monitoring task force. The task force previously said 15 people had been killed in election-related incidents since the start of the year. But there are many other cases of violence that have yet to be fully linked to the elections. Millions of Filipinos are expected to cast their votes on Monday to select new leaders ranging from president to town councillor.
