Headline: ISIS threatens Eilat in new video

The Islamic State released a new video threatening to attack Israel, but did not reveal when it would take place. “The video is focused on the war against the Egyptian military. The threat to Israel comes at the end, where he says that they will reach the Jews,” Rafael Green, director of the Jihad and Terrorism Threat Monitor of MEMRI (the Middle East Media Research Institute), told The Jerusalem Post on Wednesday. The speaker expressed the terrorist group’s desire to attack Israel at an unspecified time, he said, quoting the well-known hadith: “Judgment Day will not come until you fight the Jews and kill them. The Jews will hide behind stones and trees, and the stones and trees will call: O Muslim, o servant of Allah, there is a Jew behind me, come and kill him – except for the gharqad tree, which is the tree of the Jews.” Therefore, this video should be taken seriously, but needs to be put into proportion, said Green. The 14 minute video titled “And Then They Will Be Vanquished,” is a response to the Egyptian army’s recently launched Operation Martyr’s Right, noted the MEMRI report. The speaker is a masked gunman who urges Egyptian soldiers to repent or be killed for attacking jihadis in Sinai. He claimed that the army is trying to push out the local population in order to defend Israel. The speaker warns Israel, saying that the jihadists have not forgotten it in spite of their current focus on the war against the Egyptian government. He vows that his group will resume its attacks on Israel “soon.” He also vows that Islamic State will lead the Islamic nation which will “rise up and uproot you [the Jews].” “He warns them that the mujahideen will penetrate deep into the territory of the ‘tyrants’  hinting at planned operations within Egypt itself, rather than in the Sinai Peninsula,” notes the report. “Indeed, this apostate army has failed to carry out the mission it was tasked with, and was embarrassed in front of the public and in front of its masters,” he declares.
These messages were spoken as footage of civilians allegedly killed by the Egyptian army and blown up tanks and dead Egyptian soldier were shown. The speaker vows that his group will raise its flag over the Cairo Tower, a famous Cairo landmark.

Headline: Syrian media reports Israeli airstrike near Damascus airport

Around two weeks following a reported Israeli strike on a weapons-envoy in Syria, media outlets associated with Syrian President Bashar Assad reported Wednesday night another Israeli airstrike in the country. According to the reports, Israeli aircraft carried out the strike adjacent to the Damascus airport at around 6:00 p.m. Yet it was not clear whether the target of the attack was a weapons shipment, or an alternate target, such as an Iran-backed terror cell operating against Israel. Defense officials declined to comment on the foreign media reports. However, Israel did previously announce a strict-policy of intolerance towards threats to the state, such as weapons transfers between Syria and Lebanon. The last reported Israeli strike in Syria, on October 31, targeted numerous Hezbollah targets in Syria’s south. Syrian media reported that up to a dozen Israeli war planes conducted the mission close to the Lebanon-Syria border in the Qalamoun Mountains region. Estimated targets included a weapons convoy destined for Hezbollah fighters traveling through Syria. The attack Wednesday night would be the second attributed to Israel since Russia began operating in the area.

Headline: PM: No intention to evacuate Judea-Samaria towns

Prime Minister Benjamin Netanyahu said Tuesday that he is not ruling out a unilateral Israeli withdrawal of the West Bank. Responding to questions at the Center for American Progress think tank in Washington, Netanyahu said a negotiated peace deal would be better than unilateral steps by Israel to impose a solution to the conflict. But he indicated a unilateral approach might be possible under the right conditions. “Unilateralism … I suppose that’s possible, too, but it would have to meet Israeli security criteria and that would also require, I think, a broader international understanding than exists now,” he said. However, the prime minister stressed, even if Israel does pull out of the West Bank – whether as a result of an agreement or in a unilateral move – it will have to keep its security presence in the territories. He gave as an example the 2005 Gaza disengagement, as well as Israel’s pullout from southern Lebanon, noting that even though Israel had left “every square inch,” these territories were taken over by Iran proxies – Hamas in Gaza and Hezbollah in Lebanon – and turned into launching pads for thousands rockets. “So Israelis ask a simple question, which I ask: If we set up a Palestinian state, how do we make sure that state does not become another Gaza, and is not committed to our destruction?”

Israel informed the European Union on Wednesday that it had canceled a number of consultations scheduled over the coming weeks between the two sides, officials in Jerusalem said. Senior officials in the Foreign Ministry told EU ambassador in Israel Lars Faarborg-Andersen, who was summoned to the ministry to be reprimanded, that the decision was Israel’s response to the EU’s decision Wednesday to adopt guidelines on labeling products made in West Bank settlements, the officials said. The Israeli ambassador to the EU conveyed a similar message to senior EU officials at a meeting in EU headquarters in Brussels. Senior Foreign Ministry officials Alon Ushpiz and Aviv Shir-On, who met the EU ambassador Wednesday, protested the EU’s decision to start labeling products from the settlements and said it was an example for the EU’s double standard in dealing with Israel. The officials told Faarborg-Andersen that Israel would suspend some of the strategic dialogues it was conducting with the organization and would cancel a meeting on human rights and a meeting on international organizations that were slated to take place in the next few weeks.

Headline: Jihadis cheer killing of Americans in Jordan, call for new ‘lone wolf’ attacks

The shooting that killed five people, including two Americans, at a police training center in Jordan Monday was met with some cheers on social media. Jihadis called the attacker a martyr, according to the Middle East Media Research Institute. They reportedly urged so-called “lone-wolves” to carry out similar attacks against Americans around the world. The gunman was shot dead after killing three foreign police instructors, including the two Americans, as well as two Jordanian translators. One Twitter user wrote, “I went to sleep hearing the beautiful news [about the attack], and woke up to find it even more beautiful,” according to MEMRI. The motive for the attack, which occurred 10 years to the day after a string of deadly hotel bombings in Amman, was still unclear. Jordanian government spokesman Mohammed Momani says an investigation is ongoing.

The UN force in Lebanon says authorities have taken into custody one of the mission’s Lebanese employees on suspicion of spying for Israel. The force, known as UNIFIL, said in a statement Wednesday that after reviewing the information provided by authorities, the UN Secretary-General Ban Ki-moon has determined that the allegations against the staffer do not appear to be related to his official functions. On Tuesday, a military prosecutor charged three people for conspiring with Israel. The UN employee is the fourth person that is being investigated but has not been charged yet because of the special permission that was needed from UNIFIL. Lebanon and Israel technically remain at war, and more than 100 people in Lebanon have been arrested since 2009 on suspicion of collaborating with the Jewish state.

Saudi Arabia is pushing the UN General Assembly’s human rights committee to condemn Iranian and Russian intervention in Syria, Reuters reported Tuesday, prompting complaints on Tuesday from the delegations of Iran and Syria. The non-binding draft resolution, prepared by Saudi Arabia and co-sponsored by Qatar and other Arab nations, as well as the United States, Britain, France and other Western powers, was presented during a meeting of the assembly’s Third Committee, which focuses on human rights, according to the news agency. The Syria resolution and similar declarations on Iran, North Korea and Myanmar are expected to be put to a vote as early as next week, diplomats said. The vote would therefore come after a ministerial meeting on Syria in Vienna of the United States, Russia and other major powers scheduled for this coming weekend. Meanwhile, Saudi Arabia and Egypt agreed on Wednesday to establish a coordination council tasked to implement the “Cairo Declaration,” which outlines facets of cooperation between the two states. The announcement followed bilateral talks between Saudi King Salman bin Abdulaziz and Egyptian President Abdel Fattah al-Sisi on the sidelines of the fourth Summit of Arab-South American countries, which ended today in Riyadh.

Washington needs “boots on the ground” in Syria in addition to its air campaign against ISIS, which is not fruitful despite some progress. US Air Force secretary has admitted that “ground forces” is a must in order to “occupy” and “govern” parts of Syria. In her comments, Secretary Deborah Lee James stressed the importance of the US-led air campaign, but admitted that airstrikes need to be backed by ground forces. “Air power is extremely important. It can do a lot but it can’t do everything,” James said, just two days after Secretary of Defense Ash Carter supported President Obama’s “willingness to do more” in terms of US troops on Syrian ground. “Ultimately it cannot occupy territory and very importantly it cannot govern territory,” James told reporters at the Dubai Airshow. “This is where we need to have boots on the ground. We do need to have ground forces in this campaign.” When it comes to support, the US should assist the “Iraqi army, the Free Syrians and the Kurds” in the fight against Islamic State (IS, also known as ISIS or ISIL), James said. Joined at the news conference by the head of Air Force’s Central Command, Lt. Gen. Charles Q. Brown Jr, the civilian chief of the US Air Force also said that the US sought to speed up the resupply of munitions used by its allies in campaigns against IS militants in Syria and Iraq.

A military source close to the government said the army was working to secure the Kweires air base in Aleppo Province, where soldiers and officers have been under attack since 2013. It is the most high-profile victory for Syria’s army since Russia launched an air campaign in support of President Bashar al-Assad on Sept. 30. The Syrian regime backed by Hezbollah has begun to mobilize troops for a major offensive in a triangle of territory stretching from the southern outskirts of Damascus down to Quneitra in the southwest and Daraa in the southeast. Known commonly in Arabic-language media as the “triangle of death,” this stretch of land has been the focus of a number of regime offensives, including a major one in February that was directed by Hezbollah and Iran. The February campaign, however, made little headway amid the heavy winter storms that buffeted the region. Now, weeks after Russia began airstrikes on behalf of the Bashar al-Assad regime, government forces are once again readying an offensive in southern Syria, according to rebel sources. All4Syria cited a source in the Free Syrian Army-affiliated Southern Front as saying Monday that the regime had started to deploy “large detachments of its forces to more than one front in order to target the point of convergence between the three regions that form the triangle of death (Daraa, Quneitra and western rural Damascus).” The source said that the main objective of the offensive was to seize the Tel al-Hara hilltop, which was captured by rebels in October 2014 during a blistering offensive in the Quneitra province bordering Israel. Meanwhile, the commander of the FSA-linked Saif al-Sham Brigades in Quneitra told All4Syria that “Hezbollah militias and Afghan mercenaries” had been “summoned by the regime… to several locations in the triangle of death and northern Quneitra.”

Islamic State militants have threatened to kill residents in Ramadi, Iraq, if they raise a white flag as Iraqi military reinforcements surround the city for an anticipated assault, an Iraqi official said Wednesday. Rajia Barakat, a member of the Anbar Council, told IraqiNews.com the terror group — also identified as Daesh, ISIS and ISIL — is prohibiting civilians from leaving the capital of western Iraq’s Anbar province. “The ISIS threatened the people of Ramadi of death in the event of raising white flags and heading to the security forces,” he said. “The people of Ramadi are living in a state of fear and panic after being threatened by criminal and terrorist gangs. “The organization is besieging hundreds of families inside Ramadi.” The threats were made as Iraqi military forces made preparations to retake the city from IS and several families attempted to evacuate the area. The Iraqi military on Wednesday killed 13 IS militants after detonating 82 explosives in western Ramadi’s Haditha district.

Kurdish Headline: Shi’ite Militias Demand Ransom for Release of Sunni Civilians in Kurdish Town

Shi’ite militia group Hashd al-Shaabi has detained hundreds of Sunni residents of Khurmatu in northern Slahaddin province, demanding ransoms for their release. After a car bomb targeted the Shi’ite ceremony on holy day of Ashura last month, Hashd al-Shaabi forces arrested 175 Sunni people in Khurmatu, the head of communications for the Khurmatu administration told BasNews. Mohammed Fayaq said that 140 people have been released while the circumstance of the rest is unknown. BasNews understands that most of the detainees are civilians with no evidence pointing towards their involvement in the car bomb attack. Fayaq revealed that the detainees’ families usually do not inform authorities, even if they are made to pay ransom, because they are concerned about reprisals. Khurmatu Kurdistan Democratic Party (KDP) official Ahmed Aziz told BasNews that the Shi’ite militias have warned the released residents to leave the town within three days. The mass detentions were carried out without an order by judicial authorities, Azizi added, with the town effectively ruled by Hashd al-Shaabi.

Militants fighters of the Islamic State (ISIS) targeted headquarters of the Kurdish forces of the People’s Protection Units (YPG) in the suburbs of Kobane in northern Syria with dozens of mortar shells, military sources reported on Wednesday. Speaking to ARA News in Kobane, the YPG fighter Noureddin Gaban said that ISIS militants, who are stationed in the villages of Jarabulus Tahtani and al-Jamel west of Kobane, bombed the YPG’s positions in the towns of Shuyookh Foqani, Nasiriyah and Atto. “At least four YPG fighters were hardly injured in the attack, beside the destruction of a YPG security building in western Kobane,” the source said. “ISIS has also targeted our positions south of the town of Sirrin in the villages of Malha, Kanaftar and Bujaq, with mortars and local-made rockets, resulting in the injury of at least two YPG fighters,” Gaban added. The source pointed out that the Kurdish YPG forces responded to the ISIS-led attack with heavy shelling.

Headline: Five dead in PKK attacks in Turkey

Three Turkish policemen, a civilian and a soldier have been killed in new attacks in the restive southeast blamed on fighters from the rebel Kurdistan Workers’ Party (PKK), security sources said Wednesday. The police officers were killed and another was wounded late Tuesday when they came under fire from rockets and automatic rifles while patrolling the largely Kurdish town of Silopi near the Syrian border, the sources told AFP. In the flashpoint town of Silvan, which has been under a strict curfew for nine days, one soldier was killed and another wounded in fierce street fighting with the youth wing of the outlawed PKK on Wednesday. Also on Wednesday, rebels detonated a car bomb on a road in Dargecit in Mardin province as a police convoy was passing, killing a municipal employee and wounding a police officer, Dogan news agency said.

Armored vehicles patrolling the streets, reports of starvation looming and civilians killed – a small pro-Kurdish town of Silvan has become a hotspot after the Turkish military launched an operation on November 3. The curfew has entered its second week. The city neighborhoods of Tekel, Mescit and Konak have been mostly hit by the shelling as journalists at the scene reported of shattered glass, debris in the streets and bullet-riddled buildings. “Witnesses said the police had started shooting at the tea house out of the blue,” said Omer Onen, the co-chair of HDP’s Diyarbakir office, as cited by AFP. “There is no access to communication, people are at risk of starvation. They [Turkish military] didn’t give us any permission to distribute food.” HDP deputy Ziya Pir claimed an official from the Interior Ministry told them that the security forces “will erase three Silvan neighborhoods from the map,” as cited by Evrensel newspaper.

Iran has stopped dismantling centrifuges in two uranium enrichment plants, state media reported on Tuesday, days after conservative lawmakers complained to President Hassan Rouhani that the process was too rushed. Last week, Iran announced it had begun shutting down inactive centrifuges at the Natanz and Fordow plants under the terms of a deal struck with world powers in July that limits its nuclear program in exchange for easing sanctions. Iran’s hardliners continue to resist and undermine the nuclear deal, which was forged by moderates they oppose and which they see as a capitulation to the West. “The (dismantling) process stopped with a warning,” Ali Shamkhani, Secretary of the National Security Council, was quoted as saying by the ISNA student news agency. Only decommissioned centrifuges were being dismantled to begin with, of which there were about 10,000 at Natanz and Fordow, the Atomic Energy Organisation of Iran has said. Shamkhani did not specify what he meant by “warning”, but the head of parliament’s nuclear deal commission, Alireza Zakani, told Mehr news agency that the dismantling had stopped in Fordow because of the lawmakers’ letter to Rouhani.

According to security officials in Afghanistan’s Zabul province, the fighting — some of which has involved heavy weaponry — has raged since Friday, when supporters of Mullah Mansoor Dadullah clashed with fighters loyal to Taliban leader Mullah Akhtar Mansoor. Mansoor is said to have had the upper hand in the fight, even though Dadullah enjoys the support of pro-Daesh militants, including many ethnic Uzbeks and Chechens. According to Ghulam Jilani Farahi, provincial director of security in Zabul, more than 100 militants from both sides have been killed since the fighting broke out on Friday. Farahi told Anadolu Agency that the turf war first erupted in Zabul’s Arghandab district but had since spread to other districts as well. Members of Zabul’s local provincial council have since confirmed the reports.

Headline:   Heavy fighting in Libya’s Benghazi, 16 killed

At least 16 people have been killed in heavy fighting in the Libyan city of Benghazi between forces allied with the official government and Islamic State fighters, a military commander said on Wednesday. Battles involving air strikes erupted on Tuesday between Gen. Khalifa Haftar’s Libyan National Army (LNA) forces, and militants allied with Islamic State, military spokesman Milad Zwei told Reuters. “Our special forces are making progress and have recaptured the air defence camp between Mash’hash and Sidi Faraj districts. The camp was captured last year by Islamic State,” he said. Haftar declared war on Islamist fighters in Benghazi more than a year ago and he was later named commander in chief for the official government. But his campaign has failed to sweep out militants from the city.

Headline:   Russia to Establish Joint Air Defense System With Armenia

Russia moved closer on Wednesday to setting up a new joint air defense system with Armenia, with President Vladimir Putin formally authorizing his government to negotiate a corresponding Russian-Armenian agreement. Russian Prime Minister Dmitry Medvedev’s cabinet confirmed late last month plans for the creation of the Russian-Armenian “united regional system of air defense in the Caucasus region of collective security.” In a statement cited by Russian news agencies, the Kremlin said that Putin approved those plans and instructed the Russian defense and foreign ministries to hold negotiations with the Armenian side. The deputy commander of the Russian Air Force, Lieutenant-General Pavel Kurachenko, said in September that the Armenian and Russian governments are preparing to sign the agreement. “We have already gone far,” he said, expressing hope that the two sides will work out all remaining details by the end of this year. It is not yet clear how the new “regional system” will differ from the existing one and whether it will operate within the framework of the CSTO. Russia has already created such systems with Belarus and Kazakhstan and is reportedly planning to sign similar deals with the two other CSTO member states: Kyrgyzstan and Tajikistan.

French police have used teargas and water cannon on migrants during clashes in the infamous Jungle refugee camp in French port of Calais on Tuesday night. Tensions on previous nights led to dozens of injured officers. “Two hundred and fifty police officers, of which the majority were CRS [riot police], were mobilized Tuesday” to end the disturbances around the migrant camp, said Interior Ministry spokesman Pierre-Henry Brandet, as cited by AFP. The most violent clashes took place on Sunday night. At least 26 officers were injured in stand-off with refugees who were throwing rocks at them, Gilles Debove, from the Calais branch of the SGP Police-Force Ouvrière union told the Local. “This is the first time that it has been so violent and that we’ve had so many injured colleagues, unfortunately,” he said. “The problem is you can’t predict what will happen here. We work from day to day.” AP, however, said that 27 officers were injured in clashes, with 11 on early Tuesday. France TV reported 28 injured police. According to aid workers and volunteers at the camp, police fired tear gas at refugees who were throwing rocks at them. Police came into the camp, halfway up the main drag, and fired tear gas right into the camp,” Rowan Farrell, a volunteer from Manchester, England, told AP. “There’s more and more desperation in the camp coming to a climax.”

Key Western powers and the United Nations are discussing the possible deployment of international peacekeepers to Burundi if the violence in the African country spirals into a full-scale ethnic conflict, diplomats said on Wednesday. At least 240 people have been killed and tens of thousands have fled to neighboring states, during months of violence that began when President Pierre Nkurunziza decided in April to run for a third term. He won a disputed election in July. The United Nations warned on Monday that Burundi could be facing imminent catastrophe with violence in danger of escalating to atrocities. Burundi said it was “not in flames” and there should be no concerns about an impending genocide. A U.N. peacekeeping spokesman said several options were being looked at as part of contingency planning. U.N. diplomats, speaking on condition of anonymity, said the United Nations, the United States, Britain and France had discussed the planning. “The use of MONUSCO assets and personnel has been mentioned as one possible option,” said the U.N. peacekeeping spokesman, referring to the nearly 20,000-strong U.N. mission in neighboring Democratic Republic of Congo. This plan would need authorization from the 15-member Security Council under Chapter 7 of the U.N. Charter, which covers the council’s authority to enforce decisions with economic sanctions or military force, and approval from the troop contributing countries, said a senior U.N. diplomat. A second contingency option being considered is to send in the East African Standby Force. The African Union Peace and Security Council last month asked the AU Commission to finalize planning for deployment if needed to stop widespread violence.

Much of parliament has been shut down for the past three days during the protest over a bonus payment and a state security vetting process targeting workers and management. Television images showed police and some workers scuffling outside parliament in Cape Town.

Forces loyal to President Abedrabbo Mansour Hadi attacked them with rocket-propelled grenades and machineguns, the source said. Late Tuesday rebels fired Katyusha rockets at regional military headquarters held by loyalist troops in the oil-rich Marib province east of the capital Sanaa without causing casualties, a military source there said. Battles continued in the area Wednesday as the rebels were trying to advance on Daleh’s provincial capital, which carries the same name, the military source told AFP. Other fighting flared in Al-Madaribah on the border between the neighbouring Lahj and Taez provinces, leaving five rebels and three loyalist fighters dead over the past 24 hours, military sources said. The coalition, formed in March to halt the rebels’ advance across Yemen, has dispatched military reinforcements to Al-Madaribah to prevent it falling to rebel hands, the sources said.

Once China began to mark an exceptionally difficult transition from a smokestack economy to a consumption and services-led model, those who were aware of how the country had gone about funding years of torrid growth knew what was likely coming next.
