Headline:  Scottish parliament discusses recognition of Palestinian state

A Scottish parliament debate on Monday on the recognition of a Palestinian state as a means to revive peace negotiations drew sharp condemnations from Jerusalem. Noting that the debate took place on the eve of Israel’s Memorial Day, one Israeli official called the discussion “pointless” and “shameful.” The parliament in Edinburgh did not vote at the end of the poorly attended session, but most speakers expressed support for the motion, several of them criticizing Israel for running an “apartheid” regime and “inhumane” policies vis-à-vis the Palestinians. The motion, proposed by Glasgow MP Sandra White, stated that the parliament “believes that the recognition of the state of Palestine alongside the state of Israel based on 1967 borders could be a stimulus to securing a negotiated two-state solution in the Middle East and notes the opinion of many Israelis and Palestinians living in Glasgow, the rest of Scotland and beyond that resolution through peaceful means is the only option.”

Prime Minister Benjamin Netanyahu spoke at the central memorial ceremony for fallen soldiers at the Mount Herzl military cemetery Wednesday, recognizing the sacrifice of those who gave their lives for the State of Israel and urging Israelis to appreciate the meaning of that loss. “Our enemies must know they will not break us,” the prime minister said, quoting a widow who spoke Tuesday in the Knesset’s memorial ceremony. Netanyahu, who was heavily criticized for his statements about Arab voters during last month’s elections, stressed the importance of unity on Memorial Day. “We are one family: Jews and our non-Jewish brothers — Druze, Muslims, Bedouins, Christians, Circassians,” he said.

Headline:  Judge orders NY transit agency to run ‘Killing Jews’ ad

A federal judge on Tuesday ordered New York’s Metropolitan Transportation Authority to display on its buses a controversial ad that refers to Muslims killing Jews, rejecting the argument that the ad could incite terrorism or imminent violence. U.S. District Judge John Koeltl in Manhattan said the ad from the American Freedom Defense Initiative, which had previously run in Chicago and San Francisco, was protected speech under the First Amendment of the U.S. Constitution. The ad portrays a menacing man wearing a scarf around his head and face, includes a quotation “Killing Jews is Worship that draws us close to Allah” attributed to “Hamas MTV,” and then states, “That’s His Jihad. What’s yours?” Koeltl said he was “sensitive” to the security concerns, but noted that the MTA and Chairman Thomas Prendergast “underestimate the tolerant quality of New Yorkers and overestimate the potential impact of these fleeting advertisements. It strains credulity to believe that New Yorkers would be incited to violence by ads that did not incite residents of Chicago and San Francisco.”

Headline:  Mortar fire kills 2 kids in Sinai

Mortar fire killed two five-year-old boys Monday in Egypt’s Sinai Peninsula, officials said, hours after a bomb killed three soldiers in the area where troops are fighting an insurgency.
Mortar rounds struck a residential area south of the town of Sheikh Zuweid in North Sinai late on Monday in which the two boys were killed, medics said. Earlier a roadside bomb struck an armored military vehicle on the Egyptian side of the divided city of Rafah on the Gaza border, killing an army officer and two soldiers. Another soldier was also wounded when the bomb hit the vehicle in the Tawil Al-Amir district. Militants who have pledged allegiance to the Islamic State group, which controls swathes of Iraq and Syria, said they carried out the bomb attack. “We blew up an armored vehicle of the apostate army and everyone inside was killed,” IS Sinai Province said on a Twitter account attributed to the group.
In a separate incident, four IS fighters were killed when they attempted to attack a checkpoint in North Sinai’s provincial capital of El-Arish, police said.

Headline:  Campaign against Yemen rebels enters new phase, Saudi Arabia says

A spokesman for the Saudi-led coalition targeting rebels in Yemen with airstrikes said Tuesday that the so-called “Decisive Storm” campaign is over, but that allies will launch a new phase aimed at stopping the rebels. Speaking at a news conference in Riyadh on Tuesday, Brig. Gen. Ahmed Asiri said the objectives of the campaign have been met and that it would cease at midnight. He said the rebels no longer pose a danger to civilians and that the new phase, called “Renewal of Hope” would focus on rebuilding the country while interdicting the rebels. But Asiri did not rule out future airstrikes against the Houthi rebels. The Saudi embassy in Washington released a statement Tuesday mirroring a series of remarks by Gen. Asiri, saying the military campaign had achieved its objectives, which included “the prevention of the flow of weapons from outside of Yemen into the country.” Later in the day, the official Saudi news agency reported that King Salman has ordered the country’s National Guard to take part in the Yemen operation. There were no further details on the scope of the deployment but it appeared to be another step toward a possible ground invasion.

Saudi-led coalition jets have bombed Houthi rebels in Yemen’s third city of Taiz, hours after announcing the end of a military campaign against them. The strikes followed the fall of the base outside Taiz of an army unit loyal to President Abdrabbuh Mansour Hadi. Fighting was also reported in the second city of Aden, Lahj’s provincial capital Huta, and the town of Daleh. On Tuesday, Riyadh declared its month-long campaign, which sought to restore the president, had achieved its goals. But it warned that it would continue to take action against the Houthis as needed. More work “needs to be done” in Yemen, US White House spokeswoman Jen Psaki told CNN, while emphasising the need for a negotiated solution. On Wednesday the Houthi rebels asked for the coalition action to end and for UN-sponsored peace talks. The UN says at least 944 people have been killed and 3,487 injured in air strikes, fighting on the ground and attacks by jihadist militants in Yemen since 19 March.

Syria Headline:   23 killed in airstrikes across Syria

Syrian government aircraft bombed rebel-held areas in the capital’s suburbs and a northern town and surrounding villages controlled by the Islamic State group, including a strike on a local hospital, killing at least 23 people Wednesday, activists said. The Britain-based Syrian Observatory for Human Rights said the airstrikes on the town of Dayr Hafir and surrounding villages in the northern province of Aleppo killed at least 12 people, including women and children, and wounded at least 40. The group said the casualty figures are likely to rise. Activist Abu al-Hassan Marea, who is based near the town, told The Associated Press the airstrikes in Dayr Hafir hit a local hospital, killing at least 21 people, mostly civilians and medics. The Aleppo Media Center activist group said the strike on the hospital killed 23, mostly civilians. Marea said another airstrike on a nearby village, also held by Islamic State fighters, killed seven people. The discrepancies in the casualty figures could not be immediately reconciled, but such differences are common in the chaotic aftermath of attacks in Syria.

Syria Headline: Syrian rebels attack regime positions in Aleppo

On Tuesday, clashes renewed between Syrian rebels and pro-regime forces in the Rashideen and Salahuddin districts of Aleppo in northern Syria, amid attempts by opposition fighters to advance in the strategic neighborhood of Rashideen which is considered a main supply line to the pro-regime forces in Aleppo. Speaking to ARA News in Aleppo, documentation activist Mohammed al-Zahrawi said that the clashes began with the early morning hours in the southwestern part of the neighborhood of Rashideen where the opposition forces were able to seize new buildings following the partial withdrawal of pro-Assad forces. At least two pro-regime solders were killed in the clashes, while the armed opposition lost four of its fighters during Tuesday’s operations. In the Salahuddin district, fierce clashes broke out Tuesday where the pro-regime forces tried to regain some of the buildings overlooking an intelligence unit. “The clashes continued until midnight Tuesday,” said al-Zahrawi.

Syria Headline: Kurds, FSA advance on ISIS stronghold

Kurdish forces backed by Free Syrian Army-affiliated fighters have surrounded the strategic ISIS stronghold of Sarrin, which lies in a key position north of the militant group’s de-facto Raqqa capital. “Intense clashes between Kurdish People’s Protection Units (YPG) fighters supported by [FSA] rebel troops on one hand and ISIS militants on the other have been ongoing for the past 48 hours in the villages surrounding Sarrin,” the Syrian Observatory for Human Rights reported late Tuesday. The Observatory cited “trusted sources” as saying that at least 10 ISIS members have been killed in the fighting. “YPG fighters have seized control over three villages outside Sarrin and completely surrounded the grain silos outside the town.” Kurdish media outlets, meanwhile, touted the success of their troops and said that YPG forces backed by FSA troops had seized the silos outside of Sarrin. The commander of the FSA’s Northern Sun Brigade told Kurdish Bas News that the joint forces were “at the gates of Sarrin, with only kilometer separating them and the town.”

Syria Headline: At least 42 dead in rebel-ISIS clashes near Damascus: activists

At least 42 fighters were killed in 24 hours of fierce fighting between Islamist rebels and ISIS in Syria’s Damascus province, an activist group said Wednesday. “At least 30 Islamist rebels and 12 fighters from IS were killed in fighting since Tuesday” in the hilly region of Qalamun, the Syrian Observatory for Human Rights said.  Qalamun is divided into a western portion, which borders Lebanon and is mostly controlled by the regime and its ally, the Lebanese Shiite movement Hezbollah. Meanwhile, 13 civilians, including nine children, were killed Tuesday night in shelling in the northwest province of Idlib, whose provincial capital was overrun by al-Qaeda’s Syrian affiliate and allied rebels.

Syria Headline: ISIS batters Nusra in desert Qalamun battle

ISIS has inflicted heavy casualties against the Al-Nusra Front and allied rebels in a strategic area of the Syrian desert northeast of Damascus, setting back rebel plans to fight ISIS outside the capital. “At least 30 Al-Nusra Front and rebel fighters were killed during fierce clashes with ISIS in the Muhassa area on the outskirts of eastern Qalamoun,” the Syrian Observatory for Human Rights reported Wednesday. Reports emerged afterward that ISIS had seized Muhassa, which lies at a strategic point between Damascus to the south, the Qalamoun mountains to the west and the Jordanian border to the southeast. The Observatory said ISIS had “managed to retake large parts of the area,” while Lebanese daily As-Safir reported that ISIS had “announced its dominance of Muhassa… which has witnessed numerous battles recently.” ISIS notched a further victory in the fighting with the killing of Nusra’s top commander for the eastern Qalamoun front, according to media reports.

Iraq Headline:   Iraqi troops seize parts of Ramadi from Islamic State

Iraqi security forces and allied Sunni militias took back key parts of the city of Ramadi on Tuesday, officials say. The move is the latest reversal for the Islamic State, which recently lost up to 25 percent of the territory it seized after blitzing into Iraq’s north and west last summer, according to U.S. estimates. Security officials in Anbar province, of which Ramadi is the capital, said government forces, with the backing of Sunni tribal fighters and coalition airstrikes, took key areas in the city’s west, including a hospital where militants barricaded themselves on Tuesday before running out of ammunition and blowing themselves up. On April 17, U.S. Central Command reported 13 total airstrikes in Iraq, including two in Ramadi that destroyed a heavy machine gun position, vehicles and an IS tactical unit. Iraqi security forces now face a slow advance into Ramadi’s east, which IS forces have littered with roadside bombs. IS also claims to be making advances in Ramadi, according to the BBC.

Iraq Headline: Car bomb attack in Iraqi capital kills 7 people

Iraqi officials say a car bomb explosion near a car repair store in the capital, Baghdad, has killed seven people. Police officials say the bomb went off at noon Wednesday in the eastern district of Talibiyah. They say the blast also wounded 14 people and damaged several shops and cars. Security forces sealed off the area. A medical official confirmed the casualty figures. All officials spoke on condition of anonymity because they are not authorized to talk to the media.

Headline:  Russia Wants to ‘Redesign’ the Middle East

Under the radar last week, Vladimir Putin met with Mahmoud Abbas in Moscow. The meeting was not considered remarkable as Abbas has started to visit the Kremlin on an annual basis. The timing, though, corresponded with Putin’s definitely remarkable announcement Russia would reinitiate its sale of S-300 missiles to Iran. According to Sarah Fainberg of the Institute for National Security Studies, it is hard to ignore the correlation. “The official announcement that Putin was lifting the ban happened a few hours after Russia received Abbas in Moscow. It might be just a coincidence. But at this level of decision-making, coincidences are rare. It is sending a message about Russia’s intentions in the Middle East.” Russia’s goals in the region have been opaque for analysts, even more so for people unfamiliar with Russian politics. Spokesman for the White House Josh Earnest belittled the Russians by suggesting the missile sale was all about badly needed currency. But Fainberg says that that is hardly the entire picture. The money Russia would make from the deal is extremely limited and cannot hope to make a massive impact on a Russian economy in its sixth year of recession. “Basically we often quote economic reasons and these are valid, real reasons. But the ultimate and decisive reason is of a geopolitical nature meaning Russia wants to ultimately redesign the Middle East to its best interests and this explains the intensification of its activities in the past weeks whether in Turkey, Egypt, Jordan, Yemen or Iran. For Russia it is also about containing the spread of Sunni fundamentalism through its Southern borders. The number of Chechen fighters in Iraq and Syria has been on the rise.”

Russia is arming Iraq and Syria to help them fight Islamic State, Foreign Minister Sergei Lavrov said on Wednesday, calling the radical militant group the main threat to his own country’s security. “Islamic State is our main enemy at the moment. If only because hundreds of Russian citizens, hundreds of Europeans, hundreds of Americans fight alongside IS,” he said in an interview with three radio stations. “They are already coming back… and to enjoy themselves could stage vile acts at home.” Russia has criticized air strikes by a U.S.-led coalition against Islamic State positions in Syria and Iraq, and encouraged Washington to work with Syrian President Bashar al-Assad in the battle against IS. “We are helping both Iraq and Syria, possibly more effectively than anyone else, by providing weapons to their armies and security forces,” Lavrov said, without giving details of the weapons.

The timing of sanctions relief is the main sticking point in nuclear talks that resumed on Wednesday with a meeting between delegates from Iran and the European Union. Arriving in Vienna, Deputy Foreign Minister Abbas Araqchi reiterated Iran’s position: “All the economic sanctions should be lifted on the day that the deal is implemented,” Iranian news agency Tasnim reported. The United States says the sanctions, imposed on Iran by countries concerned that its nuclear programme could be aimed at weapons development, would have to be phased out gradually. Referring to concerns that the U.S. Congress might try to delay lifting sanctions, Araqchi told state television that President Barack Obama’s administration was “responsible to ensure that its commitments, particularly sanctions-related ones, are fulfilled”. Iran and the other countries in the talks — China, France, Russia, Britain, the United States and Germany — reached a tentative deal on April 2 and now aim to finalise the details by self-imposed end-June deadline.

Headline:   Taliban announce plans to ramp up attacks in Afghanistan

The Afghan Taliban on Wednesday announced the start of its annual spring offensive, warning it would ramp up attacks on foreign embassies and government officials, as well as military targets, starting on Friday. The Islamist militant group has been fighting the Afghan government and its foreign backers since it was ousted from power by U.S.-backed Afghan forces in 2001. “If the foreign occupiers really want to relieve themselves from this nuisance of fighting, they should immediately withdraw,” the Taliban said in a statement. The Taliban typically steps up its military efforts when warmer weather facilitates the transit of fighters and weapons. This year’s offensive has been dubbed “Azm” or “Resolution”, similar to the name chosen for the NATO-led coalition’s two year “Resolute Support” mission that started in January.

Three people, including a senior security official, were killed as two bomb blasts rocked Afghanistan’s eastern Nangarhar province, officials say. A senior provincial intelligence official, named Ghulam Haidar Haidari, was killed after his vehicle ran over a roadside bomb planted in Behsud district, said Ahmad Zia Abdulzai, a spokesperson for the provincial government, on Wednesday. “A roadside bomb organized by terrorists struck the vehicle of Ghulam Haidar Haidari, killing him along with his driver,” Abdulzai told Xinhua news agency. Another blast targeted the vehicle of a logistic official of the Afghan Local Police (ALP), identified as Khan Wali, killing him on the spot and injuring two others, Abdulzai said.

Headline:    1000s of Ethiopians stage protest against ISIL terrorists

Headline:   Ethiopia: Police fire tear gas on protesters after Isis beheadings in Libya

Over 100,000 Ethiopians have held a demonstration to condemn the recent execution of some 30 of their fellow countrymen in Libya by the Takfiri ISIL militants. Protesters took to the streets of the Ethiopian capital, Addis Ababa, to attend Wednesday’s government-sponsored march, demanding revenge for the blood of the Ethiopian victims. A 29-minute video purportedly made by ISIL and posted on social media sites on April 19 appeared to show the ISIL terrorists beheading a group of around 12 Ethiopian Christian men on a beach and shooting at least 16 others in a desert area in Libya. The victims are said to have been captured in the North African country while trying to reach Europe. The march at some point turned violent as police clashed with stone-throwing protesters and arrested at least 100 protesters consequently.

Headline:   Rival pro-government troops clash in South Sudan’s Malakal

Rival pro-government troops in South Sudan have clashed in the war-ravaged country’s northeastern city of Malakal. The South Sudanese army said on Wednesday that during the latest fighting in the capital of the oil-producing Upper Nile State, forces loyal to the state governor clashed with troops of General Johnson Olony, an ex-rebel who commands Shilluk, a pro-government ethnic militia. According to military spokesman, Philip Aguer, the fighting erupted late on Tuesday and intensified on Wednesday morning. Aid workers and residents of the city also reported powerful blasts and “gunfire from all sides.” Shooting purportedly decreased later in the afternoon. Olony was ordered to report to army headquarters in March following the UN reports that accused him of kidnapping a large number of child soldiers. Malakal has already seen huge damage after repeatedly changing hands between rebels and the government.

The lunch-hour explosion also wrecked a tea shop next door and set fire to nearby petrol drums, sending a huge plume of smoke above the Indian Ocean port city. The car bombing took place a day after after an Al-Shabab suicide bomber killed six people, including four United Nations staff, during an attack on a U.N. minivan in Garowe, a city about 1,000 km northeast of Mogadishu. “We are behind the attack,” Sheikh Abdiasis Abu Musab, Al-Shabab’s military operations spokesman, told Reuters. Musab said it was targeting officials from government ministries and the presidential palace who eat at the restaurant. “A policeman opened fire to stop the car bomb but it was all in vain. The policeman died and the car bomb rammed into the gate in the busy restaurant,” Major Farah Hussein, a police officer at the scene of the attack, told Reuters. A second police officer, Colonel Osman Ibrahim, said 15 people were wounded in what he called a suicide bombing. “These are mostly civilians who were having lunch at the restaurant,” Ibrahim said.

Armies from Nigeria and neighbours Chad, Niger and Cameroon have in the past two months launched a concerted push to try to crush the insurgents, who have killed thousands and kidnapped hundreds in their battle to establish an Islamic state. The Sambisa forest in northeast Nigeria is about 100 km (60 miles) from the village of Chibok from where Boko Haram abducted more than 200 secondary school girls a year ago. Intelligence officials had believed that this was where they were being held, although U.S. reconnaissance drones failed to find them. A spokesman for the military was not immediately available for comment. An official in the Chadian army said allied Chadian and Cameroonian troops were ready to attack Sambisa, which lies on the Cameroon border, from the other side and would move in soon.

Shares in Greece’s stricken banks fell to an all-time low on Tuesday amid fears the European Central Bank was planning to finally pull the plug on the country’s lenders. Banks stocks fell by 4pc on the news that ECB staff had drawn up a memo which proposed limiting the emergency assistance (ELA) that has been keeping lenders alive since the Syriza-led government entered office at the end of January. Tuesday’s trading helped cap off a torrid run which has seen more than 50pc wiped off the value of Greece’s lenders since the start of the year. Central bank president Mario Draghi has insisted Greek banks will continue to receive ELA. However, other members of the Governing Council have suggested the liquidity assistance should not continue after the summer. Any decision to remove the life-support would require a two-thirds majority among the bank’s governing board. Should the ECB pull the plug, Greek banks will go bust in a matter of months, said rating’s agency Standard & Poor’s.

About 5.3 million laying hens in northwest Iowa will be destroyed after tests confirmed a second outbreak of avian influenza in the state, the U.S. Department of Agriculture said Monday. PayPal is working on a new generation of embeddable, injectable and ingestible devices that could replace passwords as a means of identification. Jonathan LeBlanc, PayPal’s global head of developer evangelism, claims that these devices could include brain implants, wafer-thin silicon chips that can be embedded into the skin, and ingestible devices with batteries that are powered by stomach acid. These devices would allow “natural body identification,” by monitoring internal body functions like heartbeat, glucose levels and vein recognition, Mr LeBlanc told the Wall Street Journal. Over time they would come to replace passwords and even more advanced methods of identification, like fingerprint scanning and location verification, which he says are not always reliable. “As long as passwords remain the standard methods for identifying your users on the web, people will still continue to use ‘letmein’ or ‘password123’ for their secure login, and will continue to be shocked when their accounts become compromised,” said Mr LeBlanc.

Russian President Vladimir Putin’s warning to Israel against selling arms to Kiev – in retaliation for the S-300 air-defense missiles Russia has released for Iran – adds a European dimension to the dispute by planting Israel squarely in the middle of Moscow’s Ukraine dispute with the United States. The Russian leader’s implied threat to hit back by sending the same missile system to Syria as well as Iran, touches on another dispute between Russia on the one side and the US and Israel on the other, namely the Syria conflict. Whereas critics of the Netanyahu government highlight its falling-out with the Obama administration over the Iranian nuclear issue, they disregard the intense US-Israeli military cooperation in two vital regions of conflict – Syria and Ukraine. Should Israel generate a new ally? If Sherkoh Abbas’ advice were heeded, Israel would be trying to draw the Western world closer to the notion of an independent Kurdistan. Abbas, the Chairman of the Kurdistan National Assembly (KNA) and the organization’s representative in Washington D.C., advocates for the splitting of Syria into multiple ethno-religious political regions which would have either de facto or de jure independence. He is also a supporter of the Kurdish Regional Government (KRG) gaining independence from Iraq. According to Abbas, Israel has a golden opportunity to end its isolation in the Middle East and literally build a new regional partner. He is ambiguous though what type of support Kurds on either side of the Syrian-Iraqi border would need most from the Israelis at this juncture. “Israel needs to get out of isolation and [stop] doing nothing. They’ve done nothing over the last six years,” says Abbas. “It was unthinkable for Arabs to say ‘Assad is worse than the Jewish state.’ Today, the Arab groups we engage say, ‘Let’s stop war with Israel because we need to get rid of this monster.’ Now they’re willing to accept a Kurdish region.” Now is a ripe moment to establish an oasis in that area, that can be a beacon and reduce the umbilical cord stretching from Damascus through Tehran.”

The Ibn Taymia media center, an ISIS-affiliated media wing in the Gaza Strip, published the first issue of a new monthly magazine, titled “The Last Promise,” aimed at its supporters and potential recruits. The first issue, featuring a combination of militant lecturing and practical advice, follows the same template as publications from groups including ISIS and al-Qaeda. There’s a “Know Your Enemy” section, dedicated to the Israeli Defense Force, which outlines the military’s history. Another section advises “do not share your information after being captured by the enemy,” “always listen to commands,” and to always keep weapons clean. Also included is a poem purportedly penned by Osama bin Laden, praising martyrdom and jihad. There are clear indicators linking Ibn Taymia with ISIS, according to Vocativ’s analysis, and posts on the official Twitter account hashtag #ISIS and #Gaza. The account published tweets praising the Islamic State, threatening Jews and Christians, and announced the death of Gazans who joined ISIS in Syria and Iraq. Only one article in the inaugural issue features a picture of ISIS leader Abu Bakr al-Baghdadi.

In the first volley of a spate of bomb attacks in Gaza over the weekend, an explosive was detonated late last Friday in western Gaza City right by Palestinian Authority (PA) Chairman Mahmoud Abbas’s former home. Abbas’s Gaza home was turned into Palestinian Cabinet headquarters after the unity deal between Hamas and the PA last April which torpedoed peace talks, reports the Palestinian Arab Ma’an News Agency. It remains unclear which party was responsible for the blast against Abbas’s former home, with either rival factions or disgruntled residents among the possible suspects. Just a day later on late Saturday, two more explosions rocked Gaza, with one going off right next to UNRWA offices – around three meters from the door according to UNRWA workers. The blast took place across from the Sousi Biulding on al-Sanaa Street according to the news agency. A second blast also on late Saturday struck the entrance of the Khalidi Building, located opposite the Islamic University and next to the “Attorney-General’s office,” according to the report. In a separate security incident, Hamas’s Al-Qassam Brigades “military wing” reported on Saturday that one of its terrorists was killed while on duty. According to the Hamas statement, the terrorist was Nafeth Said al-Mughni from Rafah in southern Gaza. Hamas claimed he died after being hit by a bullet “in an accident,” but did not provide any further details regarding the shooting.

Negotiations between the Lebanese government and ISIS militants over the release of captive Lebanese servicemen have resumed after a prolonged stalemate, the families of the hostages said after meeting with Progressive Socialist Party leader Walid Jumblatt and Health Minister Wael Abu Faour over the weekend. “Abu Faour confirmed that communication with ISIS had resumed after the group appointed a new head in the Qalamoun [region],” Hussein Youssef, spokesman for the families of the captives told The Daily Star after the meeting. U.S. military officials are concerned that Iran’s support for Houthi rebels in Yemen could spark a confrontation with Saudi Arabia and plunge the region into sectarian war. Iran is sending an armada of seven to nine ships — some with weapons — toward Yemen in a potential attempt to resupply the Shia Houthi rebels, according to two U.S. defense officials. Officials fear the move could lead to a showdown with the U.S. or other members of a Saudi-led coalition, which is enforcing a naval blockade of Yemen and is conducting its fourth week of airstrikes against the Houthis.  Iran sent a destroyer and another vessel to waters near Yemen last week but said it was part of a routine counter-piracy mission. What’s unusual about the new deployment, which set out this week, is that the Iranians are not trying to conceal it, officials said. Instead, they appear to be trying to “communicate it” to the U.S. and its allies in the Gulf. It is not clear what will happen as the convoy comes closer to Yemen. Saudi Arabia has deployed ships around Yemen to enforce the blockade, as has Egypt. An official said the ship convoy could try to land at a port in Aden, which the Houthis have taken over.

Navy officials said Monday that the Roosevelt was moving through the Arabian Sea. The U.S. Navy has been beefing up its presence in the Gulf of Aden and the southern Arabian Sea amid reports that a convoy of about eight Iranian ships is heading toward Yemen and possibly carrying arms for the Houthis. Navy officials said there are about nine U.S. warships in the region, including cruisers and destroyers carrying teams that can board and search other vessels. The officials spoke on condition of anonymity because they were not authorized to discuss the ship movement on the record.

Yemeni Foreign Minister Riyad Yassin has rejected Iran’s offer to mediate a solution to the crisis in his war-torn country, insisting that Tehran-backed rebels surrender.
“Any mediation effort coming from Iran is unacceptable because Iran is involved in the Yemen issue,” Yassin said on the sidelines of an Arab-Turkish economic meeting in Kuwait City. “Iran has become a major part of the Yemeni crisis and those who are a party to the crisis… cannot become mediators,” he said. Iran has been backing the Houthi rebels who along with forces loyal to former president Ali Abdullah Saleh have taken control of most of Yemen, prompting air strikes from a Saudi-led coalition to support the government. Yassin said thousands of anti-government fighters had been killed since the start of the air strikes on March 26.

Regime forces Monday cut off a vital rebel supply route in southern Syria that opposition fighters used to transport weapons from Jordan, the army and an activist group said. The armed forces took control of several villages in the southern province of Deraa in the morning, encircling two other villages where rebel fighters were located, an army statement said. “This new victory… reopens and secures the vital road between Deraa and Swaida (another southern province) and cuts off the supply route for armed terrorist groups,” the statement said. It called the takeover “a fatal blow” for rebel groups. Syrian Observatory for Human Rights director Rami Abdel Rahman said government fighters had cut off “a main supply route” that rebels used to bring in fighters and weapons from the Syrian-Jordanian border to their stronghold of Al-Lajjat.

Iraqi soldiers surrounded and took control of the country’s biggest oil refinery Saturday, which has been besieged for days by Islamic State militants, a senior official said. The refinery at Beiji, north of Baghdad, has been held by the Iraqi military for months despite the militants’ onslaught. However, ISIS militants recently carried out a major attack and took over a small part of the complex. Retaining control remains crucial for the country, as it accounts for a little more than a quarter of the country’s entire refining capacity. Abdel-Wahab al-Saadi, the top military commander in Iraq’s Salahuddin province, said ground forces entered the refinery Saturday. “It is another victory achieved by Iraqi security forces that are growing confident in the war against the terrorists,” al-Saadi told The Associated Press.

Iraqi government and militia forces are said to be preparing a counter-offensive against the IS advances, after reinforcements were sent from the capital Baghdad, according to local officials. Kurdish Headline: Damascus ready to accept Kurdish autonomy

A Syrian minister has indicated that the Bashar al-Assad regime is willing to accept Kurdish autonomy in the north of the war-torn country, where Kurdish forces have been engaged in fierce fighting with ISIS. “The Syrian leadership is ready to negotiate over the project for self-management,” National Reconciliation Minister Ali Haydar told Kurdish Rudaw news agency Sunday. The minister’s comments come after he met with Kurdish authorities last month in the northern Syrian border town of Qamishli to discuss a range of issues. In January 2014, Kurdish authorities declared the formation of three self-ruled cantons (Cizire, Afrin and Kobane) under the Democratic Self-Rule Administration of Rojava, which has been dominated by the Democratic Union party (PYD) and its People’s Protection Units (YPG) militia forces. The political reorganization was not recognised by the Syrian regime; however it has become a de-facto reality, especially since pro-government forces withdrew from most Kurdish-populated regions in 2012, with the exception of Qamishli and the provincial capital Hasakeh 75 kilometers to the south. Haydar expressed support for overt signs of local Kurdish authority in northern Syria, saying that he was “pleased at the site of Kurdish checkpoints on roads [since] they protect citizens.” “There is no problem with [raising] Kurdish flags as long as they come within the framework of a united Syria,” he added.

A suicide bomber on a motorbike blew himself up in front of the Kabul Bank in Jalalabad early Saturday, a local government spokesman said. The ISIS terrorist group claimed responsibility for the attack. The explosion killed at least 33 people and injured more than 100 others, public health spokesman Najibullah Kamawal said. The claim appears to be the first in Afghanistan by ISIS, CNN’s Nick Paton Walsh said. It was made by an offshoot called ISIS Wilayat Khorasan. In a statement, the group said the bomber was named Abu Mohammad and he belonged to their ranks. He was targeting government workers collecting their pay at the bank, the terrorists said. He detonated his charge at the peak of rush hour on the first day of the week, when the bank would be expected to be crowded. Taliban spokesman Zabiullah Mujahid, in a text message to journalists, distanced his group from the attack. “The explosion in Jalalabad doesn’t have anything to do with us and we condemn it,” he said. ISIS refers to Afghanistan and Pakistan as the province of “Khorasan.” In March, CNN reported on ISIS recruiting in Afghanistan.

At least 21 people have been killed in fighting on the outskirts of the Libyan capital Tripoli, military sources said, as sticking points emerged in talks between the country’s rival parliaments in Morocco. Pro-government forces clashed with fighters from the Islamist-backed Fajr Libya militia alliance in Tajoura, 30km east of Tripoli, on Friday as the forces of the internationally recognised government launched a new attempt to regain control of the capital. “Fourteen soldiers, four fighters from Fajr Libya, and three women were killed today in Tajoura,” a pro-government military source told AFP, adding that the women were killed accidentally in rocket fire on a militia camp. A bomb exploded Monday in a van carrying United Nations employees in a semi-autonomous region of northern Somalia, killing seven and injuring several others, including an American. The van was painted white and had UN painted on the side in blue letters. Four others were seriously injured, the U.N. children’s agency said. Anti-government Guinean protesters have staged a series of fresh protest rallies following deadly clashes between demonstrators and police last week. A “mysterious” disease has killed at least 18 people in the past several days in south-western Nigeria, local officials say. The outbreak started in the Ode-Irele town, Ondo state, and spread rapidly. The disease – characterised by blurred vision, headache and loss of consciousness – killed the victims within 24 hours of falling ill. Local health officials and World Health Organization experts are now in the town to try to identify the disease. Laboratory tests have so far ruled out Ebola or any other virus, Ondo government spokesman Kayode Akinmade was quoted as saying by the AFP news agency. He described the illness as “mysterious”. WHO spokesman Gregory Hartl told AFP that all of those affected started showing symptoms between 13-15 April. The historic four-year drought in California has been grabbing the headlines lately, but there’s a much bigger problem facing the West: the now 14-year drought gripping the Colorado River basin. One of the most stunning places to see its impact is at the nation’s largest reservoir, Lake Mead, near Las Vegas. At about 40 percent of capacity, it’s the lowest it’s been since it was built in the 1930s. “Just to see the rings around it, it’s just … kind of scary, you know,” says Darlene Paige, a visitor from New York. She’s standing at a vista point above the Hoover Dam on the Arizona side of Lake Mead. That “ring” is the infamous bathtub ring around the rim of the reservoir. The levels have dropped 140 feet over the past 15 years, exposing a white stain on the gravelly brown mountains above the water. The level is forecast to fall an additional 10 feet by this summer. The snowpack in the Rocky Mountains, where the Colorado and much of the Southwest gets most of its water, is again at less than half of normal this year. “There are a lot of people, entities and critters that rely on this Colorado River water,” says Rose Davis, spokeswoman for the U.S. Bureau of Reclamation. Farther down the mountain, on a walkway next to the Hoover Dam, Davis points out the 10-story-high towers that used to be mostly underwater. According to a Channel 2 report Monday, Israel observed an increase in Iran weapons shipments to Hezbollah members on the Syrian side of the Golan Heights. Iran had also sent weaponry to Hamas rulers in Gaza and was even attempting to arm Hamas members in the West Bank, the report said. The report said Israel was alarmed that the sanctions relief Iran would enjoy if it reaches a deal on its nuclear program would free up “billions of dollars” for further such weapons shipments, and for Iranian support for terrorism, the TV report quoted the Israeli officials saying. It said the officials added that it was “hard to see” how the deal, so firmly backed by the US, could help the interests of Israel and other US allies.

A group monitoring the Syrian war said at least nine people including five children were killed in a Syrian army airstrike that hit a school in a rebel-held area of the country’s second city Aleppo on Sunday, though the army denied the report. A Syrian Army source told Reuters the army had stepped up attacks on rebels since the insurgents bombarded a government-held residential area in the northwestern city on Saturday. But he said the military had not targeted civilians. The dead included two women, it said. The Observatory circulated a video it said showed the aftermath of the attack. A man is shown holding what he says is the severed lower leg and foot of a child, and rescue workers were shown carrying away what appeared to be a body wrapped in a sheet. The Observatory said at least 32 people were killed in Aleppo on Saturday, 17 of them in the government-held district of Suleimaniyah bombarded by rebels, and 15 of them in an army air strike that later hit a market in a rebel-held area. The military source said the weaponry used in Saturday’s rebel bombardment had “a very great destructive capacity.” Army specialists were investigating, he said. “It might be the first time it was used.” “The army is targeting militants in Aleppo because … yesterday (Saturday) they committed a major crime against civilians in Suleimaniyah,” the source added. ISIS has gone on high alert in Deir Ezzor’s Al-Mayadeen and ordered all shops to close following a brazen attack on a courthouse. “Unidentified gunmen carried out an overnight attack on the ‘Executive Court’ in Al-Mayadeen,” the Syrian Observatory for Human Rights reported Monday. The monitoring NGO added that a number of ISIS members were killed in the firefight between the court’s guards and the gunmen. “Following the clash ISIS imposed a curfew in the city and ordered shop owners to close their businesses while residents were told to stay indoors,” the Observatory said. “ISIS has not allowed residents to approach the area of the clash.” The overnight attack is the latest armed assault on the militant organization in Al-Mayadeen and nearby towns in Deir Ezzor.

The jihadists deployed vehicle and suicide bombs to tear through Iraqi government lines north of the city of Ramadi overnight before attacking on foot, said security officials and a hospital source. The head of Anbar’s provincial council, Sabah Karhout, called on Prime Minister Haider al-Abadi to send urgent military reinforcements and supplies to fighters, saying they were running low on ammunition. Abadi visited Anbar on Tuesday and declared the start of the operation to liberate the Sunni Muslim heartland, seeking to build on a victory over Islamic State last week in the city of Tikrit. But a police source in Ramadi said early on Friday the insurgents had taken half of the Albu Faraj area, and provincial council member Athal al-Fahdawi later said it had been overrun completely. Islamic State militants on Saturday launched suicide attacks against the Baiji oil refinery, Iraq’s largest, a senior army officer said. “Today Daesh (an Arab acronym for IS) launched an attack against the Baiji oil refinery,” said a major general from Salaheddin province, in which Baiji is located. He described the attack on the refinery, which lies around 200 kilometres (120 miles) north of Baghdad, as “the fiercest since we broke the siege a few months ago.” The officer and other military sources said the attack was launched around 7:00 am (0400 GMT) and led to clashes. He said IS militants attacked the large complex from three fronts: Al-Bujwari village to the south, the housing compound for refinery employees to the west and one of the smaller plants producing derivatives to the east. “Three suicide attackers were able to reach the entrances of the refinery. Two were killed but one managed to blow himself up,” the army officer said. He said that the Iraqi forces protecting the refinery regained control of the entrances and that the entire site was now under government control.

Islamic State militants hammered, bulldozed and ultimately blew up parts of the ancient Iraqi Assyrian city of Nimrud, destroying a site dating back to the 13th century B.C., an online militant video purportedly shows. The destruction at Nimrud, located near the militant-held city of Mosul, came amid other attacks on antiquity carried out by the group now holding a third of Iraq and neighboring Syria in its self-declared caliphate. The attacks have horrified archaeologists and U.N. After dazzling the entire world with its semi-Hollywood team filming barbaric operations, the Islamic State group (IS/ISIS) surprised observers with the issuance of identity cards with three-dimensional chip and electronic SIMs to prevent fraud. The IS newly issued Identity cards, of which ARA News received a photo, are prepared specifically for the group’s local and foreign members, according to an IS militant statement to ARA News. The source pointed out that the IDs are designed to facilitate passage for local and foreign members between Mosul (in Iraq) and Raqqa (in Syria) and other areas under the control of the radical group. “This step is to raise the insurgents’ morale, especially following the losses in several areas and amid intensified U.S.-led international coalition airstrikes against cities and towns held by the group in both Syria and Iraq,” a civil rights activist told ARA News in Mosul on the condition of anonymity. “This could suggest to the group’s members that their leadership is still strong and heading towards the institutionalization of the state through the issuance of such ID cards,” he added. “They want to convince their militants that they’re capable of overcoming the current challenges.”

Russia has lifted a ban on supplying Iran with a sophisticated air defence missile system, the Kremlin has said. Delivery of the S-300s was cancelled in 2010 after the UN imposed sanctions on Iran over its nuclear programme. But the Russian president gave the go-ahead after Tehran struck an interim deal with world powers to curb nuclear activities in exchange for sanctions relief. The US and Israel have criticised the news. The $800m (£545m) contract to deliver the system was heavily criticised at the time by Israel and the US, who feared it could be used to protect Iranian nuclear sites from air strikes. When it was cancelled, Iran filed a lawsuit seeking billions of dollars in damages. The Kremlin has complained that a new Nordic defence pact is “directed against Russia” and amounts to a “confrontational approach” on the Ukraine crisis. The Russian foreign ministry issued the statement on its website on Sunday (12 April). It said “Nordic defence co-operation … has begun to be directed against Russia in a way that could undermine the positive engagement accumulated over the past decade”. It voiced “concern” that Finland and Sweden, which are not Nato members, are showing “increasingly strong convergence” with the alliance. It also said that “instead of an open and constructive dialogue” on issues such as the Ukraine conflict, “the principles of confrontation are being foisted on the public opinion of the Nordic countries”. The defence ministers of Denmark, Finland, Iceland, Norway, and Sweden unveiled the agreement in an op-ed in Norwegian daily Aftenposten last Thursday.

The attack in Badakhshan’s Jurm district happened Friday, though officials only offered details about it days later as they pledged to investigate the apparent rout. Some 250 Taliban fighters overran the posts, said Gul Mohammad Bidar, the province’s deputy governor. Ahmad Nawid Froutan, a spokesman for the provincial governor, said the attack killed 18 soldiers, with eight of their bodies beheaded. He said Afghan troops killed 19 Taliban fighters, eight of them foreigners, and that the insurgents fled after reinforcements arrived to the area. Islamic State militants have claimed responsibility for two bomb attacks on embassies in Libya in the latest strikes against foreigners, embassies or oilfields in the country. A bomb exploded at the gate of the Moroccan embassy in the Libyan capital of Tripoli early on Monday, causing some damage but hurting nobody, a security official said, only hours after gunmen attacked South Korea’s mission in the city. Militants claiming loyalty to Islamic State said on Twitter that they were responsible for both attacks. It was not possible to verify the authenticity of the claims. Isis has exploited chaos in the north African country where two governments allied to a host of armed groups fight for control four years after the ousting of Muammar Gaddafi. The group also claimed two bomb attacks in the Sinai region of Egypt on Sunday which killed 14 people, including 11 security personnel. The attack on the Moroccan embassy in Tripoli damaged the gate and a residential building next to the mission in the upmarket Ben Ashour district, a security official and Reuters reporter at the scene said. Nobody was hurt. On Sunday, gunmen fired shots at the South Korean embassy in Tripoli killing two local security guards and wounding a third person, South Korean and Libyan officials said.

Five rebels from the outlawed Kurdistan Workers Party (PKK) were killed and four Turkish soldiers wounded in a day of clashes Saturday, the army said, in a blow to a fragile peace process to end a decades-long insurgency. The army said Turkish troops had been dispatched to the district of Diaydin in the Agri region of southeast Turkey after receiving intelligence of a planned “festival” to promote the “separatist terror organisation”. This is official shorthand for the PKK, banned as a terrorist group by Turkey, the United States and EU and whose actual name is never used by the authorities. After being fired on, the army said it sent armed helicopters, reconnaissance jets and a commando unit to the region to battle more than two dozen militants. Hundreds of thousands of people have joined peaceful demonstrations across Brazil against government corruption. Crowds were generally smaller than in March when more than 1.5 million people turned out. They allege involvement of the governing Worker’s Party in bribery at the state oil firm Petrobas. President Dilma Rousseff denies involvement and has been exonerated in an investigation by the attorney general. The political opposition say much of the alleged bribery of politicians took place when Ms Rousseff was head of the oil company. Despite her exoneration, many protestors still believe that the president must have known about the scandal. Some have been calling for her impeachment.

Time is running out,” Dombrovskis told Reuters in an interview. “Greece should come up with an ambitious reform list in line with its bailout program and also start to implement it,” he said. A meeting of deputy finance ministers — called the Euro Working Group — on Thursday gave Athens a deadline of six working days to present a revised economic reform plan, before euro zone finance ministers meet on April 24 to decide whether to unlock emergency funding to keep Greece afloat. Dombrovskis noted that April 24 was not a formal deadline to reach a deal with Greece, but the country’s financial difficulties were pressing.

Headline:   Indiana HIV outbreak tops 100 cases: state health officials

An HIV outbreak in southeastern Indiana related to intravenous prescription drug abuse has reached 106 confirmed and preliminary cases, state public health officials said on Friday. As of Thursday there were 95 confirmed HIV cases and 11 preliminary cases from the outbreak in rural Scott County, some 30 miles north of Louisville, Kentucky, a state joint information center said. Scott County has been the center of the outbreak, the biggest in the state’s history. A short-term state-authorized needle exchange program began on Saturday in Scott County to combat the outbreak. The program authorized by Governor Mike Pence expires on April 25, but may be extended if necessary. Needle exchange programs provide drug users with sterile needles to try to prevent infections from spreading through the sharing of contaminated needles.

“Blessed Be, Aho, and Amen,” aren’t the words members of the Iowa House of Representatives are accustomed to hear at the closing of the invocation marking the House’s opening ceremonies, but that’s just what happened yesterday when a Wiccan priestess delivered the prayer. “We call this morning to God, Goddess, Universe, that which is greater than ourselves to be here with us today,” said Deborah Maynard, who delivered the first prayer by a Wiccan in the assembly. “By the Earth that is in our bones and centers us, may all here remember our roots and those whom we are here to represent….. We call this morning to Spirit, which is ever present, to help us respect the interdependent web of all existence of which we are a part. Be with this legislative body and guide them to seek justice, equity and compassion in the work that is before them today.” A number of Christian lawmakers didn’t attend the opening ceremony to protest the priestess’ historic invocation. Others, like State Rep. Rob Taylor (R-Iowa), turned their backs during the priestess’ prayer. Taylor said he asked himself “What would Jesus do?” and decided Jesus would “be in the presence of a prayer, but peacefully protest.” He added that “everyone has the right to come into our chamber – it is the people’s chamber – and pray and she did and this was the way for me to peacefully protest.”

Headline:   LARGE SUNSPOT TURNS TOWARD EARTH

A large sunspot group emerged over the weekend and it is turning toward Earth. Karzaman Ahmad of the Langkawi National Observatory in Malaysia photographed “AR2321” during the early hours of Monday, April 13th. Sprawling more than 120,000 km from end to end, the sunspot group has several dark cores as large as Earth. These dimensions make AR2321 an easy target for backyard solar telescopes. If you have one, take a look. Of greater interest is the region’s potential for flares. AR2321 has an unstable “beta-gamma-delta” magnetic field that harbors energy for strong eruptions. NOAA forecasters estimate a 55% chance of M-class flares and a 20% chance of X-flares on April 13th.

As I continue to travel I see first hand just how many people don’t know Jesus’s warning and His command to keep on the watch as we see that day approaching.  I do know this, as I tell the people of the Lord’s last day signs I know that some day what I pointed to in God’s word will be remembered by the people I have spoken to. Why?  Because it is going to affect them head on.  Case in point. As I said the people are going to be faced with these signs head on.  Then they will recall the warning!  The question is, will they then believe it?  So here I go again repeating what Jesus has shown us concerning  the rise of food prices in the last days.  You will see a headline below about the California drought.  Please go to that report and watch the video in that report.  In short what you will find out is that California is the state that brings most of the food to America and as the drought continues so does the sky rocketing food prices.  As I did in previous years I do again, if you can buy extra food do so now because the prices are still going to go up!

Headline:  Two Israeli soldiers wounded in West Bank stabbing

Two Israeli soldiers were wounded on Wednesday morning in a stabbing attack at the Shiloh Junction in the northern West Bank. One of the victims was seriously wounded in his upper body and the other sustained light injuries to his back. The assailant was shot and killed on the spot. The soldiers, both around 20 years old, were attacked on Route 60, near the entrance to the Ma’ale Levona settlement and the Palestinian village of Sinjil, just after 10 A.M. They were initially treated by medics on site and then transferred to Shaare Zedek Medical Center in Jerusalem. The two soldiers both serve in the Tavor Battalion of the Home Front Command. They were sitting in an ambulance at the time of the attack, called to the area to reinforce the security guards manning the Shiloh area roads over the Passover holiday. The assailant approached the ambulance and stabbed one of the soldiers, a medic, lightly wounding him. The assailant then stabbed a paramedic in his neck, inflicting serious wounds.

Headline:  Qatar lends Palestinians $100 million to pay salaries: Palestinians

The Palestinian Authority said on Wednesday it had received a $100 million loan from Qatar to help pay civil servants salaries and alleviate an economic crisis triggered by a row with Israel over taxes. President Mahmoud Abbas, who is visiting the Gulf state, issued a statement thanking Qatar for the loan. There was no immediate confirmation or comment from Qatari officials.Israel collects taxes on behalf of Abbas’s Palestinian Authority but suspended payments of some $130 million a month in January to protest at moves by the Palestinians to join the International Criminal Court (ICC). Palestinian membership of the ICC started on April 1, opening the way for possible law suits against Israel for alleged war crimes tied to its lengthy occupation of territory the Palestinians want for an independent state. Following widespread criticism by Western allies, Israel earlier this month released some of the frozen tax revenue, but withheld a portion of the cash, saying it was money Palestinians owed for utilities and health care supplied by Israel. Abbas said the deductions amounted to a third of the total sum that Israel owed and refused to accept any of the money, threatening to go to the ICC over the issue.

Headline:  Lebanese army says it killed 3 militants in raid near border with Syria

The Lebanese army says it has killed three militants and wounded four others in a raid near the border with Syria. In a statement issued on Tuesday, the military says it carried out the raid in the hills of Mkhairmeh based on information that “terrorist groups” were preparing logistics for combat operations there. It says the army attack was in the context of “preventive military operations” to eradicate militant groups and prevent them from infiltrating Lebanon to target army outposts and civilians. The Lebanese military occasionally clashes with Syria-based militants from the Islamic State group and the Nusra Front.

Headline:  Two Saudi policemen shot dead in Riyadh

Two Saudi policemen were killed in the capital Riyadh in the early hours of Wednesday morning, state media reported, citing an unnamed police spokesman. The policemen were patrolling in their vehicle at 1:30 a.m. when shots were fired from an unidentified vehicle, killing Thamer Amran al-Mutairi and Abdulmohsen Khalaf al-Mutairi. Last month two policemen were shot and injured in a similar attack in Riyadh, Reuters reported. SPA says an investigation is underway. No one immediately claimed responsibility for the attack.

Egypt has been approved by the U.S. State Department for purchase of more than 300 Hellfire missiles through the Foreign Military Sales program. The 356 AGM-114K/R3 Hellfire II Air-to-Ground missiles, together with associated equipment and support, would be worth an estimated $57 million, according to the U.S. Defense Security Cooperation Agency, which notified Congress of the possible sale. “Egypt will use the enhanced capability as a deterrent to regional threats and to strengthen its homeland defense,” the agency said. “While this potential sale would be the first transfer of the R variant of this missile to Egypt, Egypt already has the F and K variants in its inventory and will have no difficulty absorbing these additional missiles.”

Saudi Arabia has gone head to head with Russia as Iran’s ally in Yemen. Moscow claims to have evacuated hundreds of Russian nationals from Yemen by an air lift running out of Sanaa airport, but debkafile’s exclusive intelligence and military sources reveal that not a single Russian plane has taken off from any Yemeni airport since March 27, when Saudi Arabia launched its military offensive against the pro-Iranian Houthi rebels. The Saudiis warned Russia that they would not be responsible for the safety of any flights landing at a Yemeni airport or the passengers assembled there for evacuation, while their air force conducted strikes against the rebels. Having achieved control of Yemen’s skies in the early stages of their intervention, the Saudis declared its air space a no-fly zone. This warning gained substance when, on April 1, Saudi F-15 warplanes bombed the Russian consulate in the second largest Yemeni city, Aden. A Russian witness said that not a single window was left in the building and all Russian citizens would have to leave the town. According to debkafile’s sources, the building was in fact completely demolished in order to dismantle Russia’s regional intelligence-gathering center which operated out of the consulate building and fed Iranian intelligence with data on military movements in the neighborhood. It functioned according to the same system as Russian spy stations in Syria, which routinely keep their Iranian colleagues au fait with military activities, including Israeli army movements. The intelligence gathered by the Aden facility was no doubt passed on by Iranian agents to the Houthi commanders, certainly after Al Qods Brigades chief Gen. Qassem Soleimani arrived in Sanaa to direct the rebel offensive after the Saudi offensive was launched.

The Houthis, who are allied to soldiers loyal to former president Ali Abdullah Saleh, advanced into Crater on Wednesday morning with a tank and two armoured vehicles, one resident said. Mosques in Crater called on the population to wage holy war against the Houthis, their loudspeakers, usually reserved for sermons and the call to prayer, broadcasting: “God is the greatest! Headline:   U.S. expands military involvement in Yemen’s proxy war between Iran, Saudis

U.S. military officials said the Pentagon has expanded weapons shipments to the Saudi-led Arab coalition now conducting an air campaign against Iran-backed Shiite Houthi rebels in Yemen. By taking an active interest, the United States is deepening its involvement in the Yemen conflict which is being viewed in the region as a proxy war between Iran and Saudi Arabia. The McClatchy news agency reported that the weapons are likely precision-guided weapons as the Saudi alliance has no troops on the ground to provide targeting coordinates. “It’s a combination of pre-existing orders to our partners and some new requirements,” said Army Col. Steve Warren, describing the arms shipments. In another indication of increased U.S. involvement, an American military team headed by Marine Maj. Gen. Sam Bundy, deputy commander of the Marines at the U.S. Central Command, has joined a “joint fusion center” in Saudi Arabia that is conducting the air strikes in Yemen.

Syria Headline:  2 deadly car bombs hit rebel bases in Syria

A pair of car bombs targeted two rebel bases north of the Syrian city of Aleppo on Tuesday, killing and wounding dozens, two activist groups said. The attacks targeted compounds belonging to Islamic opposition groups in the countryside north of Aleppo, a strategic stretch of territory because of its proximity to neighboring Turkey. Long a stronghold for Syrian rebels, the area has been a flash point since the Islamic State group advanced into the region several months ago. The Britain-based Syrian Observatory for Human Rights said the first bombing hit the town of Marea, killing at least seven people, including two rebel leaders, and wounding dozens more. It said a second explosion in the Hur Kilis area killed and wounded up to 40 people, although the Observatory did not have exact figures. The Aleppo Media Center activist group put the toll in the first blast at 12 killed and more than 15 wounded. It reported at least 30 casualties in the second attack in Hur Kilis.

Obama’s rapprochement with Iran and its Middle East allies has produced an incredibly sinister new twist in the Syrian war as it enters its fifth year. The atrocity-ridden conflict finds 16,000 Palestinians trapped in horrible conditions in the Yarmouk refugee camp of Damascus and beset by two enemies: the Islamic State and the President Bashar Assad’s army.
The world has been shown three players in the vicious Yarmouk contest: The Islamic State of Iraq and the Levant, whose jihadis are slashing through the refugee camp and massacring its Palestinian inmates, the second player, and the Syrian army, the third, which appears to be fighting to keep the Islamists from reaching central Damascus. The camp lies 8.5 km from Assad’s presidential palace. The Islamists are usually presented as fighting to settle a score with the camp’s inmates, because the Hamas majority is aligned with Iran and Hizballah, ISIS’s deadliest foes. But even this evil scenario is not crazy enough to cover the new patchwork of alliances revealed here by debkafile’s military and intelligence sources. Syrian troops were actually directed by Assad to open the roads to Damascus and give the Islamists a free path to their Palestinian victims. This saved ISIS the need to detach substantial strength from other fronts for its Yarmouk operation. ISIS is winning its cheapest victory yet as a result of a secret understanding reached by the Syrian president with the Islamists’ leader Abu Bakr al-Baghdadi, which evolved from their covert partnership in the oil and gas fields of eastern Syria.

Syria Headline:   Syrian rebels report new gains in Daraa

Subsequent to fierce battles with the Syrian regime’s forces, factions of the armed opposition forces reportedly seized control of the town of Kafr Shams in the northern countryside of Daraa, southern Syria, on Tuesday. According to military sources, the opposition fighters launched an offensive on a major checkpoint held by the regime’s forces in the vicinity of the town of Kafr Shams. Jassim Mutawe, a fighter in the ranks of the Free Syrian Army (FSA) in Daraa’s countryside, stated to ARA News that the town of Kafr Shams has a great importance “as it opens the path for the rebels to control the strategic village of Qita”, which is the gateway to the city of Sanamayn, the second largest city in the countryside of Daraa after Nawa. Mutawe added that the Syrian regime brought in large military reinforcements “including Iraqi and Iranian Shiite militias” to Qita following the withdrawal of its soldiers from the town of Kafr Shams. Daraa witnesses fierce battles between pro-Assad army forces –Shiite militias– and the opposition forces, who were able last week to control the Nasib crossing, the last crossing held by the regime on the Jordanian border. Seizing control of Nasib border crossing and the city of Bosra Sham (in the eastern countryside of Daraa) are considered as the most prominent gains by the armed opposition forces in Southern Syria.

Syria Headline:   Islamic State opens new military camp in Deir ez-Zor

On Tuesday, the Islamic State group (IS/ISIS) opened a new military training camp in the town of al-Sour in the eastern countryside of Deir ez-Zor province, eastern Syria. Activists in Deir ez-Zor reported that IS is trying to attract youngsters in Deir ez-Zor to join the newly opened camp, which is expected to provide qualitative training about tactical military operations as well as street fighting to its members and new recruits. Taim Ali, a civil rights activist based in Deir ez-Zor, told ARA News that the group transferred dozens of its fighters to the battlefront in northern Syria and Iraq, after suffering heavy losses during battles against the Kurdish forces and while under airstrikes by the U.S.-led international coalition. “IS pays salaries to the youth who recently enrolled in the camp in an attempt to attract more recruits to and encourage them to engage in battles,” Ali said.

Iraqi security forces launched a new offensive against Islamic State insurgents in the Sunni Muslim heartland of Anbar on Wednesday, seeking to build on a victory over the jihadist group last week in the city of Tikrit. Fighting began in the western province’s desert terrain as Prime Minister Haidar al-Abadi was touring Anbar, visiting Iraqi army units and pro-government Sunnis, his office said. Abadi was expected to address the nation from Anbar later in the day. “Our next stand and battle will be from Anbar to liberate it entirely,” Abadi said in a post on his official Facebook page. “We will prevail in Anbar as we prevailed in Tikrit.” Army officers said Islamic State militants were driven back on Wednesday in the Sijariya area east of the Anbar capital Ramadi and Falluja — the region’s two key cities, where the ultra-radical Sunni group has been dominant. Islamic State was retreating from Sijariya, trading mortar fire with government forces, military sources said. A senior Iraqi officer in Ramadi said the purpose of clearing Sijariya was to secure supply routes to the nearby Habbaniya air base and to weaken the jihadists’ grip on territory connecting Ramadi and Falluja.

Headline:  Ukraine agrees military-technical cooperation with NATO

Ukraine will sign a set of agreements with NATO on military-technical cooperation in intelligence, surveillance and other areas, Ukrainian Prime Minister Arseniy Yatsenyuk told his Cabinet. Kiev and NATO will sign a memorandum on cooperation in “control, communications, intelligence and surveillance” under NATO’s Partnership for Peace program, Yatsenyuk was cited as saying by Tass news agency. Another document will see the implementation of four trust projects, including military-technical cooperation, communications and new information technologies, the PM added. “Ukraine must restore its armed forces exclusively following the example of the strongest armies and strongest alliances that fight for peace in the world. In the first place, these are the standards of NATO, and we are moving in this direction,” Yatsenyuk said. Ukraine is intensifying its ties with NATO in hopes of becoming a full member of the military alliance in five years’ time.

Eight Iranian border guards were killed by militants in a cross-border raid on the frontier with Pakistan on Monday, according to reports in the Iranian media. Sistan-Baluchistan province in southeast Iran has long been plagued by unrest from both drug smuggling gangs and separatist militants. “The armed terrorists entered Iranian soil from Pakistani soil and clashed with the guards,” Ali Asghar Mirshekari, the deputy governor of the province, told the IRNA news agency. “They killed eight members of the border guards and fled to Pakistani soil.” The attack happened only two days before Foreign Minister Mohammad Javad Zarif was scheduled to visit Pakistan. Tasnim Aslam, a spokeswoman for the Pakistani Ministry of Foreign Affairs, condemned the attack and noted that a militant group called Jaish Al-Adl had claimed responsibility, according to Iranian state media. “It’s necessary that the two countries work together on this issue in order to maintain security in the border areas,” she said. Jaish Al-Adl is a Sunni militant group that has carried out attacks against Iranian security forces with the aim of highlighting what they say is discrimination against Sunni Muslims and the ethnic Baluch in the province.

Iran’s semi-official FARS news agency reported on a closed meeting held Tuesday by Foreign Minister Javad Zarif and Atomic Energy Organization of Iran (AEOI) chief Ali Akbar Salehi, in which they briefed members of Iran’s parliament on the deal being finalized. In their statements, they said Iran’s most advanced IR-8 centrifuges will be used as soon as the deal removing world sanctions against Iran begins. The report noted the two said the advanced centrifuges enrich uranium 20 times faster than the current IR-1 models, meaning they would radically reduce the breakout time needed for Iran to obtain a nuclear arsenal.

Headline:  U.S., Afghan soldiers killed in firefight between Afghan, NATO forces

An American and an Afghan soldier were killed on Wednesday when a firefight broke out between Afghan and NATO coalition forces at a compound where a senior U.S. diplomat met a provincial governor in eastern Afghanistan, police and U.S. sources said. Soldiers from both sides were wounded in the shooting, which erupted shortly after the diplomat left the compound aboard a helicopter, according to U.S. and Afghan sources. The Islamic State’s “Tripoli province” released a new video calling for Tunisian supporters to help ISIS conquer Libya, as a strategic step towards conquering Tunisia. In the video, a masked ISIS gunman from Tripoli threatens to slaughter Tunisia’s leaders and avenge the imprisonment of ISIS supporters there. Local reports say that Tunisian prisons currently hold at least 150 jihadists who returned from fighting in Syria. “The Islamic State is only a few kilometers from you [Tunisia], we are coming”, he says. “Brothers, come to Libya. Don’t be humiliated by the [Tunisian] dictators. Muslims have their own state now.” The video ends with old footage from the ISIS attack against the Iranian embassy in Tripoli, which took place on Feb. 22, 2015. Tunisia is considered to be the largest exporter of ISIS fighters, and the group is also steadily gaining domestic influence there, with ISIS claiming responsibility for last month’s terrorist attack in Tunis. The Islamic State’s English propaganda magazine, Dabiq, dedicated their last issue to ISIS expansion across Africa, and the cover image was a picture of Tunisia’s landmark Mosque of Kairouan.

Headline:  Iran and Turkey ‘agree to stop war in Yemen’

In a joint press conference with visiting Turkish President Recep Tayyip Erdogan on Tuesday, Iranian President Hassan Rouhani said the war in Yemen was high on the agenda during his talks with the Turkish leader. “We talked about Iraq, Syria, Palestine … We had a long discussion about Yemen. We both think that war and bloodshed must stop in this area immediately, and a complete ceasefire must be established,” Rouhani said, adding that the Saudi-led airstrikes in Yemen must halt. The Iranian president said he hoped that Turkey and Iran could end the Yemen war “with the help of other countries in the region” and bring “peace, stability” to the Middle Eastern country. Turkey has joined the Saudi-led coalition conducting airstrikes against Shiite Houthi rebels in Yemen, who have captured several key Yemeni cities including the capital Sanaa and the southern port city of Aden. Riyadh accuses Tehran of supporting Houthis in toppling President Abed Rabbo Mansour Hadi’s government. Iran denies the allegations. For his part, Erdogan chose not to comment directly on Yemen’s conflict in the press conference, but talked in detail about his country’s relations with Iran, and civil wars in Syria and Iraq. “We discussed Iraq. A hundred thousand people have been killed there. So far, more than 300 thousand have been killed in Syria. All were Muslims. We do not know who is killing who,” Erdogan said. “We have to get united and stop the killing and bloodshed. We have to bring together those who are fighting,” the Turkish leader added.

An Armenian soldier has been killed in clashes between Azerbaijani and Armenian border forces in the disputed mountainous region of Nagorno-Karabakh.   The Defense Ministry of the breakaway Nagorno-Karabakh region said in a statement on Wednesday that the soldier was shot dead by an Azerbaijani sniper at the frontline. “On April 7 (Tuesday), a soldier was shot dead on the Karabakh frontline by an Azerbaijani sniper,” the statement read. The Armenian Defense Ministry spokesman also said on Tuesday that another Armenian officer was killed in fierce fighting on the border between Armenia and Azerbaijan. “Azerbaijani armed forces violated the ceasefire at the north-eastern sector of the state border,” the Armenian spokesman, Artsrun Hovannisyan, said, adding that an Armenian army officer was killed in the clashes. Some 25 people from both sides reportedly lost their lives and several others were wounded this year in clashes in the Nagorno-Karabakh region.

Fifteen Mexican police officers have been killed and five seriously wounded in the deadliest single attack on the country’s security forces in recent memory. The officers’ convoy was ambushed as it drove along a winding mountain road in the western state of Jalisco on Monday afternoon. The gunmen, believed to belong to the New Generation Jalisco cartel, reportedly used burning vehicles to block the road while they openend fire with machine guns and grenade launchers from the mountainsides. Southern California’s water wholesaler reportedly is planning to cut deliveries of imported water to 26 cities and districts in response to the state’s ongoing drought. According to The Los Angeles Times, the rationing measure by the Metropolitan Water District (MWD) will take effect July 1 and was in the works before California Gov. Jerry Brown mandated a 25 percent cut in water use by the state’s cities and towns last week. The size of the cutback has not been revealed, but the Times reports that the MWD could reduce deliveries by between 10 and 20 percent, which would amount to between 200,000 and 400,000 fewer acre-feet of water. An acre-foot of water is enough to supply two households for one year. If a local agency needs more water than their allocation, they will be required to pay a surcharge of up to $2,690 per acre-foot for extra deliveries. That could raise the cost of water by roughly fourfold for agencies and, possibly, residents.

Headline:   Taiwan rations water amid drought

Taiwan has begun rationing water supplies to more than one million households as it tackles the island’s worst drought in years. Water supplies will be cut off entirely for two days each week, on a rotating basis, in several northern cities. The shortage is due to reduced rainfall, leaving water levels in reservoirs far below capacity. But a leaky delivery system, silt build-up in reservoirs and wastage are also being blamed. Late last month, the government said the dry spell was forecast to continue. “The water supply situation is urgent as Taiwan had the lowest rainfall last autumn and winter since 1947,” the economics affairs ministry said. “We may have delayed or no monsoon rains at all… We urge the public to co-operate during this difficult time.” The rationing is affecting New Taipei City, neighbouring Taoyuan City and Hsinchu County all in the north of the island. New Taipei surrounds the capital, Taipei, which remains unaffected.

At least 37 people were killed when powerful storms swept Bangladesh at the weekend and left a trail of devastation in the northwest, officials said Monday. Rescuers and villagers recovered the bodies of victims after the storms flattened thousands of houses, uprooted trees and electricity poles and damaged paddy fields across a large area on Saturday night and Sunday. Nineteen people died in the northern district of Bogra, government administrator of the district Shafiqur Reza Biswas told AFP, adding that more than 100 people were injured. “They died mostly after they were hit by falling trees or collapsed houses and walls,” he said, adding that authorities have sent emergency relief to thousands of villagers. In neighbouring Rajshahi district, at least five people were killed and 27 injured as the storm hit a large stretch of low-lying land, another administrator said. “At least 6,960 mud and tin-built houses were completely damaged by the storm,” said Mejbah Uddin Chowdhury. In the western district of Kushtia two people died and around 100 houses were flattened on Sunday. Two died from lightning strikes as the storm hit the southern port city of Chittagong on Monday, government officials told AFP. Headline:   Palestinian Authority rejects Israel tax transfer

Palestinian leader Mahmoud Abbas says he has refused to accept hundreds of millions of dollars of tax revenues unfrozen by Israel. Mr Abbas says he returned the money because Israel deducted a third to cover unpaid Palestinian utility debts. He has threatened to take Israel to the International Criminal Court (ICC) unless the full amount is released. Israel collects taxes on behalf of the Palestinian Authority (PA), but suspended payments in January. It froze the transfers in protest at the Palestinians joining the ICC. Palestinian membership began on 1 April, giving them the option to pursue Israel for alleged war crimes. Israel says it has deducted the cost of unpaid services provided to the Palestinian population, including electricity, water and hospital bills. The government made the decision to restart payments two weeks ago but warned at the time that it would make deductions from the transfer. Israeli Prime Minister Benjamin Netanyahu said at the time Israel would resume payments partly out of “humanitarian considerations”, adding the “deteriorating situation in the Middle East” and rise of extremists required him to “act responsibly and judiciously”. Speaking at a rally in Ramallah, President Abbas demanded the tax revenues in full. “We are returning the money. Either they give it to us in full or we go to arbitration or to the ICC. We will not accept anything else.”

The Lebanese Army killed one Islamist militant and arrested another overnight Sunday during a foiled infiltration attempt into Lebanese territory. One Syrian gunman, Khalil Ahmad, was gunned down by soldiers while another Syrian, Ahmad Hasan, was taken in to custody after a “militant group” attempted to cross into Lebanese territory via the northeastern border, the Army said in a statement Sunday. The militants encountered the Lebanese Army after entering Lebanon from the outskirts of the northeastern border town of Arsal. The statement did not mention the number of militants in the group. The suspect in custody confessed to belonging to one of the terrorist groups stationed across the Lebanese-Syrian border, the statement added. But the Army did not disclose weather he was a member of ISIS or the Nusra Front.

Saudi Arabia has asked Pakistan for military aircraft, warships and soldiers, Pakistani Defence Minister Khawaja Asif said on Monday, at the start of a parliamentary debate on whether Pakistan should get involved in a Saudi-led campaign in Yemen. Saudi Arabia, the Gulf’s main Sunni Muslim power, has asked Sunni-majority Pakistan to join a Saudi-led military coalition that began conducting air strikes last month against largely Shi’ite Houthi forces in Yemen. Sharif has hedged his bets. He has repeatedly said he will defend any threat to Saudi Arabia’s “territorial integrity” without defining what threat, or what action. “Saudi Arabia has asked for combat planes, warships and soldiers,” Asif said, without specifying where Saudi wanted them deployed. Headline: Saudi policeman killed during raid in eastern province

A Saudi policeman was shot dead and three were wounded during a raid which devolved into a gun battle in the eastern Saudi city of Awamiya on Sunday, state news agency SPA said. “An exchange of fire led to the injury of Corporal Majid bin Turki al-Qahtani, and his death after being taken to hospital – may God have mercy on him and accept him as a martyrs – and wounded three security men, a citizen, and a (foreign) resident,” with moderate wounds, SPA said. The agency said forces undertook the search against “terrorist elements” and retrieved automatic weapons, pistols and communication equipment. It added that four Saudis were arrested after the firefight for targeting the officers. Tension is growing in the country’s oil-rich Eastern province, one of the main centres of the Shiite community in majority Sunni Muslim Saudi Arabia, as neighboring Yemen, Iraq and Syria contend with violent sectarian conflict.

Islamist militants hit Egypt’s two largest cities on Sunday with a bombing in Cairo and an attack on a church in Alexandria, leaving one policeman dead and seven people wounded, security sources said. Saudi Arabia will raze 96 deserted border villages to prevent their use by infiltrators from neighboring Yemen, where the kingdom is leading air strikes on rebels, a report said Sunday. Ten villages have already been demolished since a Saudi-led military coalition began air strikes on Shiite Houthi rebels on March 26, the Saudi-owned Al-Hayat newspaper reported. It cited the border guard chief in the area, Hassan Aqili, as saying that the move was to prevent the empty houses from turning into “a safe haven for traffickers and infiltrators”. The 15,000 inhabitants were resettled following a 2009-2010 conflict that saw Houthi rebels cross into Saudi Arabia from their stronghold in northern Yemen. The officials called for quick action by international organizations, the Syrian government and all armed groups to head off an unfolding catastrophe. Reports of killings and even beheadings were beginning to circulate on Saturday, worsening what is already a longstanding humanitarian nightmare for the 18,000 residents of the Yarmouk refugee camp. Terrorists from the Islamic State group have reportedly blown up a church in northeastern Syria on Easter Sunday. The 80-year-old Church of the Virgin Mary in Tel Nasri, an Assyrian village in Syria’s Hassaka province, was destroyed by the terror group, no deaths or injuries were reported, Reuters said, citing a report by the Syrian State News Agency (SANA). Assyrian Christian and Kurdish militia have been battling the Islamic State in the region. In February, the Islamic State abducted hundreds of Assyrian Christians from their villages in northeastern Syria. Meanwhile in Iraq, hundreds of thousands of Assyrian Christians and other minority groups have been persecuted and driven from their homes in northern Iraq as a result of the Islamic State. The terror group has also destroyed numerous churches and antiquities in Iraq as part of an effort to erase Iraq’s non-Islamic past. Assyrian Christian groups recently spearheaded an effort asking that UN missions from various countries call on the UN Security Council to issue a resolution against Islamic State’s persecution of minorities and to take tangible steps to save those vulnerable groups.

Iraq Headline: 30 killed in airstrike, clashes with IS militants in Iraq

A total of 30 people were killed and 27 others wounded on Monday in a U.S.-led coalition airstrike and clashes with the Islamic State (IS) militants in Iraq, security source said. In Salahudin province, 13 IS militants, including foreign fighters, were killed when the security forces repelled an attack by dozens of IS militants on military positions near the village of Mazraa, just south of the refinery town of Baiji. Also in the province, a total of eight security members were killed and 13 others wounded in separate clashes in west of the city of Samarra, about 120 km north of Baghdad, in Allas oil field near the town of Alam. In Iraq’s western province of Anbar, a U.S.-led airstrike hit a group of IS militants on a bridge in south of the IS-held city of Fallujah, some 50 km west of Baghdad, leaving nine militants killed and 14 others wounded, along with destroying part of the bridge, a provincial security source anonymously told Xinhua.

Kurdish Headline: Al Qaeda kidnaps 300 Syrian Kurds – Kurdish official

Al Qaeda’s official Syrian wing, the Nusra Front, kidnapped 300 Kurdish men in the country’s north, a Kurdish official in Syria said on Monday. Idris Nassan, an official in the Kobani canton, said the men were taken on Sunday evening as they were travelling from the town of Afrin, which is under Kurdish control, to the cities of Aleppo and the capital Damascus. “They left women and children but they kidnapped 300 men and young people,” he said. “They captured them in Tuqad village, 20 kilometres west of Aleppo and then they moved them to al-Dana town in Idlib province,” he said. The Nusra Front has not claimed the kidnapping. Syrian state media did not report the incident. The Syrian Observatory for Human Rights monitoring group, which tracks the conflict from Britain, said Kurds were kidnapped but it was not clear how many.

The nature of these offensives suggests that ISIS seeks to shape conditions for future territorial gains in the Syrian central corridor while bolstering its narrative of victory following losses in northern Syria and Iraq.

Headline:  Nine government soldiers killed in three incidents in east Ukraine

Nine Ukrainian soldiers were killed in three separate incidents over the weekend in the country’s east, the latest breach of a fragile ceasefire organized by international powers earlier this year. Two soldiers were killed in the government-controlled port city of Mariupol when their vehicle struck a mine, and four others died in Schastye, near the rebel bastion of Luhansk close to the Russian border. Ukraine’s interior ministry released a statement saying the four were killed by an anti-tank rocket fired by a pro-Russian separatists as their vehicle crossed a bridge. On Saturday three other government soldiers were killed in a mine blast near the rebel stronghold of Donetsk. Iran has sponsored Hamas’s military operations for years, despite the contradiction that Hamas is part of the worldwide, Sunni-supremacist Muslim Brotherhood, while Iran is Shia. Hamas’s leader, Khaled Meshaal, who left Damascus for Qatar after falling out with the Assad regime, has often fought with Hamas’s military wing over the strength of the Iranian connection. However, with the Sunni Arab world joining forces against Iran, led by Saudi Arabia and President Abdelfattah el-Sisi of Egypt, who are both hostile to Hamas, the Palestinian militant group has been left little option but to accept the Iranian largesse. The Israeli Channel 10 report said Arab intelligence agencies have warned “France, the UK and the US” that the Revolutionary Guards fear Iran could face a military strike should the talks break down, and that the Guards are ready to close the Strait of Hormuz and take other unspecified measures. The Wall Street Journal reported Friday that the US was working as recently as January on improving its biggest bunker buster bombs in case they were needed for strikes on Iran’s nuclear facilities. The Sunday Israeli TV report highlighted the major discrepancies that have emerged between the US and Iran since the framework agreement was announced on Thursday, raising the concern that the non-binding understandings reached to date will fall apart and the negotiations collapse. A little over a month ago, the Revolutionary Guards held large-scale naval and air defense drills near the Strait of Hormuz — a strategic Gulf waterway, through which one fifth of the world’s oil passes — in which dozens of speedboats swarmed a replica of a US aircraft carrier. There is considerable confusion about the current state of the Taliban and the prospects for peace talks. Yesterday, NBC reported that Mullah Omar is preparing to enter peace talks, with an implication that Pakistan is sincere in saying that it will no longer harbor the Afghan Taliban and that this may have driven him to negotiations.

Today, however, Khaama reports that he may be deador in any event has delegated authority to Akhtar Mohammad Mansoor; and that the Taliban may have split into three factions, perhaps because of his death. Another possibility is that Pakistan, which has obviously been harboring him, now has him in custody and has incapacitated him.

It is unclear whether all this bodes well or ill for the prospects for peace. Certainly the emergence of factions which no longer answer to Omar or his successors means that a comprehensive peace is not possible. Leaders who have adopted the Islamic State brand are apparently responsible for the kidnapping of 31 Hazaras in February. Meanwhile, a high level of violence continues.

Headline: Islamic State Claims Responsibility for Deadly Suicide Bombing in Libya

The Islamic State has claimed responsibility for a suicide bombing Sunday that killed at least six people — including several women and children — at a security checkpoint near the Libyan city of Misrata. At least 21 people were injured in the attack, according to LANA News Agency, an outlet affiliated with the Libyan government in Tripoli. According to AFP, the Islamic State’s Al-Bayan radio identified the bomber as a Sudanese man named Abu Dujana. Misrata, the site of the bombing Sunday, is located about 150 miles northwest of Sirte, a coastal city that has seen numerous skirmishes between Islamic State affiliates and Dawn of Libya forces. At least 11 oil fields in the area have been shut down due to Islamic State attacks. Groups pledging allegiance to Islamic State also took credit for a suicide bombing last month at a Tripoli police station, as well as a series of suicide bombings in Benghazi. Dawn of Libya’s Misrata-based 166 brigade is currently working to oust the Islamic State from positions in and around Sirte. Brigade commander Mohammed Hassan told VICE News his forces launched an attack Saturday night that killed a number of Islamic State fighters, including foreigners from Tunisia and Mauritania. The 166 brigade has imposed a curfew on the city and asked residents to stay away from areas where clashes have been taking place, Hassan added. On Sunday, the internationally recognized government launched airstrikes against Dawn of Libya sites near Tripoli, an air force defense official told Reuters, but no deaths or injuries were reported.

The warplanes had targeted two camps in the Gedo region, used by al-Shabab to cross into Kenya, the spokesman added. This is Kenya’s first response to the al-Shabab assault which left 148 people dead at Garissa University last week. President Uhuru Kenyatta had vowed to respond to the attack “in the severest way possible”. Kenyan army spokesman David Obonyo told the BBC that the military had responded to “threats” by launching the air strikes on Sunday night in the remote region. Two camps had been destroyed, he said, adding: “The bombings are part of the continued process and engagement against al-Shabab, which will go on.”

Headline: Boko Haram militants kill 7 civilians in Chadian village

At least seven civilians have been killed when members of the Nigeria-based Boko Haram militant group launched an attack against a village in neighboring Chad. Dimouya Souapebe, the deputy prefect of Baga Solan region, said Boko Haram extremists on Friday ambushed people on their way to a market in Tchoukou Telia near Lake Chad, which borders Chad, Nigeria, Niger and Cameroon. He said some of the victims had their throats slit, while others had succumbed to fatal gunshot wounds. Improvised explosive devices were later discovered along the road between Tchoukou Telia and Ngouboua, which lies close to the border with Nigeria and has come under Boko Haram attacks in recent weeks. The report comes as the leaders of Central and West African countries plan to hold a summit in an effort to come up with a common strategy to counter the threat posed by Boko Haram.

A drug-resistant strain of the food-borne bacteria Shigella has made its way to the United States, according to the Centers for Disease Control and Prevention’s Morbidity and Mortality Weekly Reportreleased Friday. The bacteria causes Shigellosis, a diarrhea-inducing intestinal infection that can vary in severity and infects approximately 500,000 people in the U.S. every year. The disease comes with a host of unpleasant symptoms, including acute muscle cramping, nausea and vomiting. Typically, the disease resolves itself within a week for those in otherwise good health, and the antimicrobial drug ciprofloxacin is recommended to alleviate the symptoms and shorten the duration of illness. The multi-drug resistant bacteria has shown itself to be immune to ciprofloxacin, and has infected at least 243 people in the U.S. throughout the past year. Just over 20% of patients had to be hospitalized.

Headline: Fleas test positive for plague near Flagstaff

Coconino County officials are taking precautions after finding fleas collected in Picture Canyon northeast of Flagstaff have tested positive for plague. The Arizona Daily Sun reported Friday that the County Public Health Services District is conducting additional tests and disinfecting prairie dog burrows. Public health officials collected the fleas around trails in the popular hiking area after noticing some prairie dogs dying off. The positive test is the first sign of plague activity in the county since last September in Doney Park. Officials are advising residents to take precautions such as using insect repellent and to avoid handling sick or dead animals. Symptoms of plague appear within two to six days after initial exposure. They can include fever, chills, swollen lymph glands and muscle pain.
