Headline:  ‘Hezbollah denies claims Israel attacked arms shipment from Syria’

Hezbollah is denying reports that Israel bombed an arms shipment from Syria into Lebanon last week. While acknowledging that Israeli jets did launch the strike, a senior source close to the Shi’ite organization’s leadership told the Kuwaiti daily newspaper A-Rai that the goal of the attack was to “send a message.” “We and the Israelis know that there wasn’t any weapons transfer from Syria into Lebanon,” the source told A-Rai. He said the strike caused light damage. The source added that the region that was attacked, the village of Jarud Jonta, is located in a strategic area near the Syrian-Lebanese border. The village is a logistical point from where arms were smuggled between Syria and Lebanon.  The Hezbollah source added that Israel is treating wounded oppositionists in its field hospital on the Golan Heights because it doesn’t want al-Qaida operatives and Islamist extremists near its border. “So Israel is forced , from its standpoint, to create a buffer zone on its border so that those who want to be on the Israeli side could go there [for treatment],” the source said. While it is heavily engaged in the Syrian conflict, Hezbollah “won’t hesitate” to take on Israel militarily if the need arises, the source said.

Headline:  One dead, two wounded in Air Force strike on Gaza

One Palestinian was killed and two others wounded in an Israel Air Force strike on Gaza on Monday night. The Israel Defense Forces announced that the target was a group of militants in Beit Hanoun, in the northern Gaza Strip, who were preparing to launch rockets into Israel. Palestinian sources identified the dead man as Musab Moussa al-Zaaneen, 21, and said the other two were moderately-to-seriously wounded, according to the independent Palestinian news service Ma’an. The strike came about an hour after sirens sounded in the area of Ashkelon. No rockets were reported to have landed in Israel. On Friday evening an Israeli plane attacked a rocket launcher in the north of the strip. According to the army, the strike “carried out in order to eliminate an imminent attack targeting civilian communities of southern Israel.”

President Barack Obama says tough decisions will have to be made as the deadline nears for completing a framework for peace talks between Israel and the Palestinians. Obama is speaking in a meeting in the Oval Office with Israeli Prime Minister Benjamin Netanyahu. He says it’s still possible to create two states — one for Israelis and one for Palestinians. But Obama says it’s difficult and requires compromises on all sides. He’s commending Netanyahu for engaging in “tough negotiations” with the Palestinians. But if Netanyahu “does not believe that a peace deal with the Palestinians is the right thing to do for Israel, then he needs to articulate an alternative approach,” Obama said. Israel can expect to face international isolation and possible sanctions from countries and companies across the world if Benjamin Netanyahu fails to endorse a framework agreement with the Palestinians, US President Barack Obama cautioned on Sunday ahead of a meeting with the Israeli prime minister. The president went on to condemn in no uncertain terms Israel’s settlement activities in the West Bank, and said that though his allegiance to the Jewish state was permanent, building settlements across the Green Line was counterproductive and would make it extremely difficult for the US to defend Israel from painful repercussions in the international community. “If you see no peace deal and continued aggressive settlement construction — and we have seen more aggressive settlement construction over the last couple years than we’ve seen in a very long time — if Palestinians come to believe that the possibility of a contiguous sovereign Palestinian state is no longer within reach, then our ability to manage the international fallout is going to be limited,” Obama said. The president added that Israel must come to a decision over its future character and weigh whether its current policies are conducive to achieving its true aspirations. “Do you resign yourself to what amounts to a permanent occupation of the West Bank?” he inquired of the Israeli public. “Is that the character of Israel as a state for a long period of time? Do you perpetuate, over the course of a decade or two decades, more and more restrictive policies in terms of Palestinian movement? Do you place restrictions on Arab Israelis in ways that run counter to Israel’s traditions?” he asked. Obama further stated that in his opinion, Palestinian Authority President Mahmoud Abbas “has proven himself to be somebody who has been committed to nonviolence and diplomatic efforts to resolve” the conflict.

Headline:   Abbas insists on settlement freeze before more talks

Palestinian Authority (PA) Chairman Mahmoud Abbas met with Meretz Chairwoman Zehava Galon Monday to discuss the ongoing “peace talks” between Israel and the PA. Muhammad Al-Madani, Fatah Central Committee member and Head of the Palestinian Committee for Interaction with Israeli Society, noted during a press conference that the meeting covered the ongoing negotiations between Israel and the PA and concerns that talks will fail. Abbas and Galon resolved to work together to form a peace pact between the two countries, according to Madani, despite the threat posed by “Israeli extremists.” The Fatah official added that hopes are high that the intervention of US President Barack Obama, who is meeting with Prime Minister Binyamin Netanyahu Monday and will meet with Abbas on March 17, will lead to peace. Madani stressed that if the intervention fails, Israeli politicians will be called upon to overcome the obstacles presented by “Israeli extremism” and Israelis will have to elect “pro-peace” parties to the Knesset.  “The Palestinian side has done everything in its power to bring about a peace agreement,” Madani claimed. “It is now Israel’s turn to fulfill its obligations.” “There is intervention from the US and the international community here, so why should the PA concede more than it already is?” he continued. “The PA will not give up on its national principles, no matter what pressures are placed upon it.”

Headline:  Lebanese Officials: Hezbollah Likely Behind Hermon Rocket Attack

Hezbollah was likely behind a rocket attack near an IDF post in Mount Hermon early Saturday morning, security and military sources told Lebanese newspaper The Daily Star on Sunday night. The officials said that the attack was Hezbollah’s retaliation for alleged Israeli airstrikes on Hezbollah targets near the Lebanese-Syrian border. Two rockets were fired at Israel in the attack, and no injuries or damages were reported. Some speculated the rockets came from accidental spillover from clashes in neighboring Syria, but senior security sources told the Walla! news website that the rocket fire may have been a deliberate attack by Hezbollah. Multiple military and security sources, who refused to speak on the record due to the sensitivity of the situation, told The Daily Star that the rocket attack was most likely staged by Hezbollah in retaliation for last week’s airstrikes. The IDF has been on “high alert” near the Lebanese border since Wednesday, when Hezbollah threatened to retaliate for the airstrikes that have been attributed to Israel. The IDF declined to officially comment on the alleged airstrike, but an Israeli security source confirmed to the Reuters news agency that there has been “unusually intense air force activity in the north”, referring to Lebanon.

Headline:  Al-Nusra Front in Lebanon claim responsibility for Brital attack

Al-Nusra Front in Lebanon claimed responsibility on Monday for a rocket attack outside the Lebanese Beqaa town of Brital earlier in the day. “The heroes of Al-Nusra Front in Lebanon have launched a number of Grad missiles at the strongholds of the devil’s party [Hezbollah] in the area of Brital in retaliation to the ongoing massacres conducted by the party,” the group said in a statement. “We tell our families in Lebanon to be patient because soon God will solve [the situation],” the statement added. The terror organization also said told the Lebanese people to “attach your hearts to God, not to a president who cannot defend himself and an army whose leaderships do not dare to hold the smallest members of [Hezbollah] accountable [for their acts].” Earlier on Monday, five rockets launched from Syria hit a Hezbollah-dominated area of eastern Lebanon, causing no casualties, a security source told AFP. Two of the rockets landed near Brital’s high school, and one near the municipality of nearby village Al-Khudr. The two remaining rockets hit an area between the two villages, causing no injuries.

Headline:   Saudi Arabia calls on all foreign fighters to leave Syria

Saudi Arabia’s Cabinet has called for the withdrawal of all foreign fighters from Syria and is demanding they face international justice if they committed war crimes there. Riyadh is concerned that Saudi militants in Syria could turn their weapons on the kingdom. Minister of Information and Culture Abdelaziz Khoja said in a statement Monday on behalf of the Cabinet that the kingdom “renews its firm position condemning terrorism in all its forms.” Last month, Saudi King Abdullah decreed it a crime for Saudi nationals to fight in foreign conflicts. The move was largely aimed at curbing extremist Saudis fighting alongside Syrian rebels. Volunteers from across the Sunni Muslim world have joined Syrian rebel groups, in particular an al-Qaida breakaway faction. Lebanese and Iraqi Shiites, meanwhile, are fighting on the government side.

Egypt’s new prime minister has urged a halt to all protests and strikes to give the nation a breather to rebuild after more than three years of deadly turmoil. Ibrahim Mehlib made his appeal in an address televised live on Sunday, his first full day on the job after he and members of his Cabinet were sworn in on the previous day. Mehlib was named prime minister last week following the surprise resignation of his predecessor, Hazem El-Beblawi, after seven months in office. The former government faced a wave of strikes and protests that officials said undercut the economy. “The time for work and productivity has come and no voice must be louder than the voice of construction and development,” said Mehlib, a former housing minister and a construction executive.

A UN spokesman says the latest clashes that erupted in a blockaded area of the Syrian capital have disrupted efforts to distribute food to thousands of people there. UNWRA spokesman Chris Gunness issued a statement on Monday, calling on all warring parties in the city’s Palestinian-dominated Yarmouk to “immediately allow” the resumption of aid to the area. For nearly a year, forces loyal to President Bashar Assad have prevented food distribution and medical aid to tens of thousands of Yarmouk residents. As a result, over 100 people have died of hunger or hunger-related illnesses. The UN began distributing food to Yarmouk in January but those efforts have been frequently hindered by violence. Syrian officials and activists in Yarmouk say the latest clashes, which erupted on Sunday, are the most serious yet to bedevil truce efforts and food distribution.

Headline:  Syrian army captures village near crucial border town

Syrian troops seized control Monday of a village near the strategic rebel bastion of Yabrud as they pushed closer to the town near the border with Lebanon, state television said. The Syrian Observatory for Human Rights monitoring group, meanwhile, said the army, backed by Lebanon’s Shiite Hezbollah, was “advancing” in the area, but that “fierce battles are still ongoing there.” Al-Qaeda’s Syria affiliate, Al-Nusra Front, is playing a major role in the fighting, said the Britain-based Observatory. State television said the army “took control of Sahel village in the Yabrud area, after killing several terrorists.” Sahel is only six kilometres (four miles) from Yabrud, a key rebel stronghold in the Qalamoun mountains, north of Damascus, and near the Lebanese border. For nearly three weeks, the Yabrud area has come under intense, daily bombardment. The battle for Yabrud is crucial for Hezbollah, which accuses rebels of using it as a gateway to sending car bombs to target its strongholds in eastern Lebanon and southern Beirut. Observatory director Rami Abdel Rahman described Sahel as “a key entry point to Yabrud” but stressed that the army had not taken it yet. “The army does not want to take Yabrud. It’s objective is to seize the surrounding villages and hills, to completely besiege the town.”

The Russian military has given Ukrainian forces in Crimea until 5 a.m. Tuesday (10 p.m. ET Monday) to surrender or face a “storm,” Interfax news agency reported. “If they do not surrender by 5 a.m. tomorrow, we will start a real storm in Ukrainian bases in Crimea,” according to the statement sent by the Russians to the Ukrainian Defense Ministry, a ministry source told Interfax. NBC News could not immediately confirm the report. The ultimatum was attributed to Alexandr Vitko, chief commander of Russia’s Black Sea fleet. Meanwhile, Russian President Vladimir Putin hinted that Russian military intervention in Ukraine could go beyond Crimea, the region now under effectively occupied by Russia. That’s according to the Kremlin’s brief account of the phone call, initiated by Obama. “Vladimir Putin stressed that in case of any further spread of violence to Eastern Ukraine and Crimea, Russia retains the right to protect its interests and the Russian-speaking population of those areas,” it said.

Merkel raised the idea in a phone conversation late Sunday in which she accused Putin of breaking international law with the “unacceptable Russian intervention in Crimea.” A Kremlin statement said Putin defended Russia’s action against “ultranationalist forces” in Ukraine and insisted measures taken so far were “fully adequate,” the Associated Press reported.

Western powers on Sunday prepared a tough response to Russia’s military advance into Ukraine and warned that Moscow could face economic penalties, diplomatic isolation and bolstered allied defenses in Europe unless it retreats.  On Sunday evening, the White House issued a joint statement on behalf of the Group of Seven saying they are suspending participation in the planning for the upcoming summit because Russia’s advances in the Ukraine violate the “principles and values” on which the G-7 and G-8 operate. Secretary of State John Kerry said he has consulted with other world leaders, and “every single one of them are prepared to go to the hilt in order to isolate Russia with respect to this invasion.” Obama spoke Sunday with German Chancellor Angela Merkel, British Prime Minister David Cameron, and Polish President Bronislaw Komorowski. Kerry planned to travel to Kiev Tuesday for meetings with the Ukrainian government. Officials said the Obama administration would also focus this week on putting together a package of economic assistance for Ukraine. Beyond economic sanctions and visa bans, freezing Russian assets, and trade and investment penalties, Kerry said Moscow risks being booted out of the powerful Group of Eight of world industrial powers as payback for the military incursion.

As Washington and the Europeans – and especially the UK – continue to decry Russian military aggression, the US and Russians have quietly entered into intense negotiations on a compromise for resolving their dispute over Ukraine, debkafile’s Washington and Moscow sources report.  Moscow insists on keeping in place the military forces which took control of Crimea over the weekend, but is ready to discuss terms for restraining the Russian army from advancing into the Russian-speaking eastern Ukraine. The exchanges between the two powers are going through Berlin. The German government is making every effort to dispel the winds of war coming in from the east. Chancellor Angela Merkel and President Vladimir Putin conferred Sunday night by phone and decided to talk again about ways of promoting the negotiations. Our sources were unable to confirm that Merkel ever said to President Barack Obama when she reported on the conversation in reference to Putin that “she was not sure he was in touch with reality. He lives in another world.” Senior official sources reported instead that the chancellor had proposed to Putin that Russian troops be withdrawn in stages from Crimea and their place taken by European Union observers. She also suggested that the interim government provide guarantees to refrain from occupying the regions vacated by the Russian army or harming the Russian-speaking populations of Ukraine. In effect, Chancellor Merkel added her voice to a formulation taking shape in consultations Sunday at EU and NATO headquarters in Brussels, which called for “an inclusive political process in Ukraine based on democratic values, respect for human rights, minorities and the rule of law, which fulfills the democratic aspirations of the entire Ukrainian people.”

Iran’s President Hassan Rouhani said Sunday that despite “thousands of hours” of inspection, the UN’s atomic watchdog has found no evidence of military objectives in Iran’s nuclear drive, AFP reported. His remarks came on the eve of an International Atomic Energy Agency (IAEA) board of governors meeting in Vienna, on the sidelines of which Iran will hold expert-level talks with world powers. Western powers “all know that nuclear science in Iran follows a peaceful path”, Rouhani said in a speech broadcast on state television. “The agency has conducted thousands of hours of inspection, and announced it has not found any diversion from the peaceful use (of nuclear technology) to military purposes,” he added, according to AFP. In its latest report on Iran in late February, the IAEA said the Islamic Republic was sticking to a nuclear freeze it agreed under a November interim deal with world powers.

Dozens of militants died in two days of fighting with counter-terrorism forces in a city west of Iraq’s capital, a security spokesman said, while violence elsewhere Monday killed at least 10 people. Violence has surged to a level not seen since 2008, when Iraq was just emerging from a brutal period of sectarian killings in which tens of thousands died. And shifting parts of Anbar provincial capital Ramadi and all of the city of Fallujah, to its east, have been held by anti-government fighters for more than eight weeks. Sabah Noori, spokesman for Iraq’s Counter-Terrorism Service, said its forces had killed 52 jihadist militants in fighting on Sunday and Monday in Ramadi. “During an operation to clear areas of Ramadi, our forces were able to kill 52 terrorists” from powerful jihadist group the Islamic State of Iraq and the Levant, Noori said. The dead included foreign fighters, he said, adding that operations to retake some areas of the city were still ongoing.

Two members of Libya’s interim parliament were shot and wounded when protesters stormed the General National Congress on Sunday,  Agence France-Presse reported the speaker of the assembly as saying. “Two members (of the GNC) were hit by bullets when they tried to leave the venue in their cars,” Nuri Abu Sahmein said on Al-Nabaa television station, blaming “armed protesters” for the shooting. Witnesses said dozens of protesters stormed Libya’s interim parliament, the General National Congress, with some  rampaging through the building. The protesters demanded the dissolution of the GNC and objected against the overnight  “kidnapping” of demonstrators from a sit-in outside the parliament. In a brief statement, the justice ministry denounced the abduction “of youths who were expressing their views.” Earlier protesters said gunmen had broken up the sit-in on Saturday night before detaining some of them, without being able to give a figure. “Armed men came firing in the air and they set fire to a tent set up by demonstrators” in front of the GNC, Libya’s highest political authority, said protester Milad al-Arbi.

Global markets fell sharply Monday as a crisis in Ukraine continued to unfold and tensions rose with neighboring Russia. Concerns are mounting over the region’s political and economic stability as Ukraine’s new leaders accused Russia of declaring war.  Ian Bremmer of political risk firm Eurasia Group called the crisis “the most seismic geopolitical events since 9/11.”  The conflict is prompting investors to react in a big way.  Russia’s Micex index plummeted as much as 13% Monday, with the ruble also taking a major hit. In a surprise move, the central bank raised key interest rates in an attempt to insulate the country against inflation and market volatility. Other international stocks also fell — the major European stock markets were tumbling, with Germany’s Dax down 3%. France’s CAC 40 declining by 2.6% and London’s FTSE 100 off by roughly 1.5%. In Asia, Hong Kong’s Hang Seng index closed 1.5% lower and Tokyo’s Nikkei dropped 1.3%.

Headline:  North Korea fires two missiles off eastern coast

North Korea fired two short-range missiles off its eastern coast Monday, the second such launch in less than a week, according to the South Korean Defense Ministry. The defense ministry said it is on high alert and monitoring the situation. It called on the North to stop the missile launches. The weapons launched were Scud missiles that flew more than 500 kilometers (311 miles), according to the defense ministry. The missiles landed in the sea, South Korea’s semi-official Yonhap news agency reported. On Thursday (see 2nd link) , four Scud missiles with a shorter range were fired into the sea off North Korea’s eastern coast — flying about 220 kilometers (137 miles), according to Yonhap — just days after the start of annual joint military exercises between South Korea and the United States. North Korea opposes such exercises, which routinely cause friction among the three countries.

If war were to break out, the US is bound by treaty to come to the aid of Japan. President Barack Obama has already reaffirmed his recognition of Japan exercising its administrative rights over the Senkaku Islands. The mounting unease between the two nations was made abundantly clear at the World Economic Forum in Davos.

South China’s Guangdong Province reported a new case of human infection with the H7N9 virus on Monday, with the patient having died on Sunday. The man, surnamed Wu, was confirmed to have contracted the bird flu virus on Sunday. He had chronic bronchitis and died of organ failure later that day, according to local health authorities. Guangdong also reported three H7N9-related deaths at the end of February. However, two H7N9 patients in the province were discharged from hospitals over the weekend. Across the country, the H7N9 strain of bird flu has infected more than 120 people and killed 36 of them so far this year.

A volcano has erupted in Guatemala, prompting the authorities to consider the evacuation of some 3,000 people living in the area. The Pacaya volcano began spewing ash and lava after a powerful explosion on Saturday afternoon. New explosions were seen on Sunday, with ash clouds reaching a height or at least 4km (3 miles). Flights have been diverted from the area, some 50km (30 miles) south of the capital, Guatemala City. The Pacaya is one of three active volcanoes in the Central American nation. The other two are the Fuego and the Santa Maria. “We are assessing with the National Disaster Management Centre (Conred) whether we will need to evacuate the 3,000 people who live in the villages of El Rodeo and Patrocinio,” said the Pacaya National Park director, Humberto Morales. “Access to the areas around the volcano has been suspended,” he told the Prensa Libre newspaper. The Guatemalan authorities have issued an amber alert, the third highest. It means people must remain alert and be prepared to leave the area at short notice.

The protesters then set up barricades, burned tires, and threw rocks at the National Guard troops, who responded with tear gas.  President Maduro has declared a seven-day holiday to calm the situation in the South American country. He also ordered government-run markets to sell subsidized food.  Venezuela has witnessed violent pro- and anti-government protests since February 12. The unrest has left 18 people dead and over 250 others hurt.

Thousands of people took to the streets, clashing with police in Mauritania’s capital after news spread that a Quran had been desecrated at a local mosque. A medical official, who spoke on condition of anonymity because he was not authorized to speak to the press, says a 21-year-old man died after inhaling a large amount of tear gas. The imam of a mosque, Mohamedoun Ould Mohamed Salem, said four unidentified men entered the mosque in the early hours of Monday, removed four copies of the holy book, and profaned them by throwing them in the mosque’s toilet.  The police opened an investigation, but the news of the desecration spread quickly, and before noon Monday, protesters were burning tires and barricading streets.

The United Nations on Monday proposed a nearly 12,000-strong peacekeeping force for conflict-ravaged Central African Republic that would have a “robust mandate” and initially focus on protecting civilians. The recommendation was included in a report from U.N. Secretary-General Ban Ki-moon to the 15-nation Security Council. Ban has previously warned that he is gravely concerned the violence could spiral into genocide and that a “de facto partition” of the country was setting in. At least 2,000 people have been killed and more than 700,000 displaced since December. “The key focus of the United Nations mission in the initial stage must be the protection of civilians,” Ban said in his report. “More troops are needed in the Central African Republic to address the situation in the initial phase of the peacekeeping operation.” “It is envisaged that the strength of the peacekeeping operation would comprise up to 10,000 troops and 1,820 police personnel,” the report said. The European Union is already deploying 1,000 soldiers to join 6,000 African and 2,000 French troops, who have struggled to stop the fighting sparked when the mostly Muslim Seleka rebels seized power a year ago in the majority Christian state. A bomb blast in Bahrain killed three policemen as they were dispersing ‘‘rioters and vandals’’ on the outskirts of the capital Manama, authorities said Monday in an escalation likely to increase tensions between security forces and hard-line protesters. The Interior Ministry said in a statement that the police were killed Monday in what it called a ‘‘terror bombing attack,’’ and that initial indications suggest the bomb was planted near a lamp post and was detonated remotely. Among those killed in the blast was a police officer from the United Arab Emirates deployed to help bolster security in the tiny island kingdom. The country is a small, Western-allied island kingdom off the coast of Saudi Arabia that is home to the U.S. Navy’s 5th Fleet. Some radical anti-government factions have been increasingly using bombs targeting government forces.
