Headline:  Israel: UK Palestine Vote Undermines Peace Prospects

Israel warned Tuesday that a vote by British parliament in favor of recognizing a Palestinian state risked undermining the prospects for peace. “Premature international recognition sends a troubling message to the Palestinian leadership that they can evade the tough choices that both sides have to make, and actually undermines the chances to reach a real peace,” said a statement from the Israeli foreign ministry. Late Monday British MPs voted 274 to 12 for a non-binding motion to “recognize the state of Palestine alongside the state of Israel as a contribution to securing a negotiated two-state solution”. The remainder of the parliament’s 650 MPs abstained. The resolution was welcomed by the Palestinians.

Headline:     French FM: If peace talks prove impossible, we’ll recognize Palestinian state

France’s foreign minister said on Tuesday that Paris should recognize a Palestinian state only if doing so would help achieve peace, not as a symbolic gesture. However, if negotiations between the Palestinians and Israel fail, Paris “would not shirk its responsibilities” but would recognize the Palestinian state, the minister, Laurent Fabius, said in answer to a question in parliament. His remarks came a day after British lawmakers voted to recognize Palestine. Their vote will not alter government policy, but it does carry symbolic value as Palestinians pursue international recognition. “From the moment when we say that there are two states, there will be recognition of a Palestinian state. That goes without saying, it’s logical,” Fabius said. “The only question are the modalities and how to do it in the most efficient way. What we want is not something symbolic, but something that is useful for peace.” Like Britain, France does not classify Palestine as a state. But it says it could extend recognition if it believed doing so would help promote peace between the Palestinians and Israel.

Headline:     Abbas Threatens, Again, to Cut Ties With Israel

Palestinian Authority (PA) Chairman Mahmoud Abbas has once again threatened to cut ties with Israel if his latest unilateral move at the United Nations (UN) fails. Speaking on Monday to reporters in Cairo, on the sidelines of the international donors’ conference on rebuilding Gaza, Abbas declared that his talks with U.S. Secretary of State John Kerry did not bear fruit and that the PA intends move forward with its plan to turn to the UN Security Council to set a deadline for Israel to “end the occupation”. “If all efforts fail, we will end relations with Israel and I will tell Israeli Prime Minister Binyamin Netanyahu, ‘Come and take over’. However, I will not dismantle the Palestinian Authority and I will submit a request to join all the organizations belonging to the UN,” he declared. The draft resolution that Abbas plans to submit to the Security Council will reportedly call for Israel to “end the occupation” by November of 2016.

Headline:     UN chief visits rocket-battered Israeli south

The UN’s top official on Tuesday toured rocket-battered Israeli villages near Gaza and expressed “shock” after entering a Hamas attack tunnel with IDF commanders. I was shocked by the tunnels used for the infiltration of terrorists,” Secretary-General Ban Ki-moon said in a press conference held after the tour of the tunnel. He was accompanied by IDF Maj. Gen. Noam Tivon and other senior officers and officials. “No one needs live under the constant threat and fear of rockets and tunnels digging underground,” said Ban. He also met with residents of Kibbutz Nirim, including the family of four-year-old Daniel Tragerman, who was killed in an August 22 mortar attack by Hamas on the village. “He was just a little boy. What has he done wrong?” Ban asked in a speech following the encounter. Tragerman’s parents, Gila and Doron, sent a letter to the secretary general last month urging him to speak out against war crimes committed by Hamas. The UN chief arrived in Israel on Monday and has been on a multi-day tour of the region, including a brief visit to the Gaza Strip on Tuesday.

Headline:     Border Policeman Injured in Bomb Attack at Rachel’s Tomb

A border policeman was lightly injured in his leg, apparently after Arab rioters hurled an explosive device at Israeli security forces at the Rachel’s Tomb in Bethlehem. The incident began when some 40 rioters began attacking border police stationed at the holy site to protect Jewish visitors, throwing rocks and molotov cocktails at them. Border police responded by advancing on the rioters in an attempt to disperse them. At that point the improvised explosive device was launched at troops, who responded with riot-control measures. Security forces have begun an investigation to track down the terrorist responsible for throwing the bomb. Palestinian Arab terrorists regularly attack Rachel’s Tomb, which is believed to be the burial place of the Biblical Matriarch Rachel. It comes amid renewed violence by Arabs against Jews in Jerusalem, particularly on the Temple Mount – Judaism’s holiest site – as well as against the capital’s light rail system.

Headline: Hezbollah: Attack on IDF at Lebanon-Israel Border a ‘Message’

In a rare visit to the Bekaa apparently to boost morale, Hezbollah leader Sayyed Hasan Nasrallah vowed to defeat terrorist groups while warning Israel that he stood ready for any confrontation despite the battle against extremists. “Victory will be the ally of the mujahedeen in their fight against takfiri and terrorist groups the same way it was their ally in the confrontation against the Israeli enemy,” Nasrallah said in remarks published Tuesday. Addressing a number of Hezbollah cadres in the Bekaa, Nasrallah also sent a strong message to Israel that his fighters were prepared for any new aggression on Lebanon. “To all those concerned, we tell them that despite the rapid changes in the region, and despite the U.S.-led international coalition – or the ‘media alliance’ against ISIS – the resistance is not weak and will not weaken,” he said. “Rather, the resistance is present, strong and ready to confront and repel any [Israeli] aggression.”

Headline:  Saudi forces, Yemeni tribesmen clash in Yemen’s Sa’ada province

Saudi border guards have reportedly clashed with Yemeni tribesmen in Yemen’s northwestern province of Sa’ada. According to a report published on the Arabic-language news website, Yemen Now, the clashes broke out on Tuesday in Munbeh region of the province as Saudi guards sought to install checkpoints on the Yemeni side of the border. There were no immediate reports of casualties. Local Yemeni sources have expressed concern that the clashes might be an excuse by Saudis to open a new war front against Yemen’s Shia Ansarullah movement. The movement has been at odds with Riyadh, which has been in control of the Yemeni provinces of Asir, Najran and Jizan since the 1930s.

Headline:  30 Alexandria University students arrested in violent clashes

Thirty students were arrested during clashes between students and security forces at Alexandria University’s engineering faculty, according to an interior ministry statement on Tuesday. One student was injured, officials told Al-Ahram’s Arabic news website, while other reports say more were hurt in the clashes. Security forces stormed the university at the request of the university’s president, after hundreds protested for the release of their colleagues who were detained earlier in the week. Police fired teargas to disperse the protests; students claim they fired birdshot and ammunition. The students damaged the university’s gates and threw rocks at the security forces, according to the interior ministry’s statement.

The Kurdish Democratic Union Party (PYD) has promised to part ways with the Syrian regime and open Syrian Kurdistan up to all Kurdish political parties. Spokesman for the Kurdish United Party in Syrian Kurdistan, Nawaf Rashid, doesn’t hide the fact that one of the conditions of support from the international community for Syrian Kurds is that the PYD must cut ties with the Assad government. Rashid told BasNews that alliance forces currently attacking Islamic State (IS) militants in Iraq and Syria have asked them to split from Damascus and form a joint force. They want them to become a member of the Syrian opposition on a political as well as a security level.

Syria Headline:   Ten Syrian soldiers killed in clashes with ISIS: activists

At least 10 Syrian army soldiers, including an officer, were killed in clashes with ISIS fighters Tuesday in a rare ground confrontation between the two sides in the eastern Deir al-Zor province, an activist group said. The clashes took place on Huwiejat Sakr, a small island in the Euphrates River located just southeast of Deir al-Zor city, according to the Britain-based Syrian Observatory for Human Rights. It is close to a government-controlled military air base, the last major outpost held by the Syrian army in the province. “Violent clashes have been ongoing since the morning between ISIS and an allied Islamist brigade on the one hand, and regime forces on the other,” said Rami Abdulrahman who runs the Observatory.

Syria Headline:  Barrel bombs hit Syria’s Daraa, casualties reported

At least four civilians were wounded on Monday morning, as a result of the aerial bombardment launched by the pro-regime warplanes on the Dam Road neighborhood in the city of Daraa, in Southern Syria, locals reported. The civil rights activist Haitham Nassar, based in Daraa, stated to ARA News that the pro-Assad helicopters dropped several explosive barrels on the Dam Road neighborhood  in the district of Daraa al-Mahatta (station), wounding four civilians, including a woman, who was transferred to a nearby field hospital. “The neighborhoods of Daraa al-Balad witnessed aerial bombardment by the pro-Assad warplanes’ missiles on Monday. No civilian casualties were reported,” Nassar added. “While the pro-regime forces positioned at the international road between Damascus and Daraa shelled the town of Werdat in al-Lijat area north of the province”. Moreover, three other civilians were reportedly injured on Monday by landmine explosions in the town of Hara, which were planted by the regime forces, local activists told ARA News.

Iraq Headline:  ISIL gets set: ‘Up to 10,000 terrorists are ready to attack Baghdad’

Islamic State of Iraq and the Levant is believed to be preparing a massive assault on Baghdad. Officials said the Iraqi intelligence community, backed by help from the United States, detected ISIL preparations for an invasion of Baghdad over the next few months. The officials said ISIL was amassing thousands of fighters in towns around the capital while infiltrating the city itself. “Up to 10,000 terrorists are ready to attack Baghdad,” Anbar provisional council president Sabah Karhout said. Officials confirmed reports that ISIL reached suburbs of Baghdad, including Abu Ghraib. They said the collapse of the Iraq Army and security forces in Anbar would enable ISIL to organize a massive assault on Baghdad. “ISIL is building a network throughout Baghdad, particularly in the Shi’ite districts,” an official said. “The idea is for a coordinated attack within and outside the city.” ISIL was approaching Baghdad through a range of means. Officials said ISIL was using vehicles, boats and tunnels to reach the city. On Oct. 12, the Iraq Army reported destroying two ISIL boats on the Euphrates River near Baghdad. The army said its 60th Brigade also stopped two ISIL vehicles in Mahasna west of Baghdad. “Many ISIL elements were killed along the outskirts of Baghdad,” Iraqi spokesman Brig. Gen. Saad Maan said. The United States, with 1,600 troops in Iraq, has acknowledged the ISIL threat. A recent attack by ISIL was said to have targeted Baghdad International Airport, foiled by two U.S. Army AH-64 Apache attack helicopters.

Iraq Headline: Amnesty says Iraqi Shiites retaliating against Sunnis

Iraq’s Shiite militias have abducted and killed “scores” of Sunni civilians in retaliation for the onslaught by the Sunni militant Islamic State in Iraq and the Levant ( ISIL group), Amnesty International said Tuesday, claiming that the attacks are supported by the Shiite-led government in Baghdad. The Shiite militiamen number in the tens of thousands and wear military uniforms but operate outside any legal framework and without any official oversight, Amnesty said. Moreover, they are not prosecuted for the crimes, the London-based watchdog warned in its new report, entitled “Absolute Impunity: Militia Rule in Iraq.” The accusations were based on interviews with families and survivors who claimed that members of four prominent Iraqi Shiite militias — Asaib Ahl al-Haq, the Badr Brigades, the Mahdi Army, and Ketaeb Hizbollah — were behind many abductions and killings of Sunnis in the country. The report underscores a possible new layer in the complex violence that has gripped Iraq since the ISIL group’s lightening offensive this summer. The Sunni militants seized large swaths of territory in Iraq and Syria, carving out a self-styled caliphate, imposing strict Islamic law and expelling hundreds of thousands of Iraqis of religious and other minorities from their homes.

A Shi’ite Muslim member of Iraq’s parliament was killed in a car bomb attack at a checkpoint entrance to the Shi’ite neighborhood of Kadhimiya in Baghdad on Tuesday, according to a parliamentary media official and police. Police and medics said Ahmed Al-Khafaji, also a member of the Shi’ite Badr political party, was among 25 people killed in the blast on the edge of Kadhimiya, home to the Shi’ite shrine of Imam Kahdim. Khafaji is also a former deputy interior minister, his party said. The death toll was earlier reported to be 18. The parliamentary media official, speaking on condition of anonymity, said Khafaji was in the area to visit the Imam Kadhim shrine.

Headline: Obama, foreign military chiefs, to thrash out Islamic State plans

President Barack Obama will hash out a strategy to counter Islamic State with military leaders from some 20 countries including Turkey and Saudi Arabia on Tuesday amid growing pressure for the U.S.-led coalition to do more to stop the militants’ advance. As the commanders gathered, the U.S. military announced that U.S. and Saudi planes had carried out 21 airstrikes in the last two days near the contested Syrian border town of Kobani, an unusually large number of attacks on one of the flashpoints of the campaign. U.S. Central Command said the strikes on the militants’ staging areas, compounds and armed vehicles, were meant to hit supply lines and stop reinforcements. It said the situation was fluid but the Kurdish militia was “continuing to hold out.” Obama was due to address the meeting of coalition military chiefs, led by General Martin Dempsey, chairman of the Joint Chiefs of Staff, at Andrews Air Force Base outside Washington at 3 p.m. EDT. The meeting was “part of ongoing efforts to build the coalition and integrate the capabilities of each country into the broader strategy,” said Alistair Baskey, spokesman for the White House National Security Council. Colonel Ed Thomas, Dempsey’s spokesman, said no major policy decisions were expected, adding: “It’s about coming together in person to discuss the vision, the challenges, the way ahead.”

Headline: Protesters clash with police in Ukraine capital, throw smoke bombs

Headline: Kerry says Russian troops withdrawing from Ukraine

A few thousand protesters clashed with police on Tuesday outside the Ukrainian parliament, throwing stones and smoke bombs and firing with air guns through the building’s windows. A Reuters photographer said the protesters, many of whom were masked and armed with batons or metal chains, massed outside the main entrance of the building and began bombarding it with projectiles. Parliamentary deputies, who had just passed anti-corruption laws and voted in a new defense minister in what was the last day of the current parliament before an election on Oct. 26, went into recess because of the disorder outside. It was not immediately clear what the demands of the protesters were. Several of them declined to say what political forces they represented.

The Iranian negotiating team has left for a fresh round of talks on Tehran’s nuclear energy program scheduled to be held in Vienna, media reported Tuesday. The team is being led by Foreign Minister Mohammad Javad Zarif, according to Iran’s Press TV. The Indo-Asian News Service (IANS) reported that Zarif is scheduled to meet European Union (EU) foreign policy chief Catherine Ashton, who heads the team from the P5+1 group – the US, Russia, China, France and Britain plus Germany – Tuesday night to discuss the progress of the nuclear talks and the agenda for the negotiations. Zarif will then attend a trilateral meeting with US Secretary of State John Kerry and Ashton Wednesday. This round of talks is the eighth this year between Iran and the P5+1 group.

Headline:   Iran says Saudi comments may damage ties

Iran’s Foreign Ministry warned Saudi Arabia on Tuesday that comments calling it “part of the problem” in the Middle East may damage diplomatic ties, the country’s state news agency reported. Saudi Arabia, a Sunni powerhouse, and Iran, the dominant Shiite force in the Middle East, long have viewed each other with suspicion. However the two countries have recently tried to get closer ties through bilateral meetings and visits. On Monday, Saudi Foreign Minister Saud al-Faisal accused Tehran of having forces inside Syria, Iraq and Yemen, and insisted that Iran is “part of the problem” in trying to defuse a myriad of Mideast crises. Reacting to al-Faisal, Iran’s IRNA news agency quoted Deputy Foreign Minister Hossein Amirabdollahian as saying: “The remark, if the report carried it precisely, is in contradiction with diplomatic negotiators between the two countries.”

#1: Six police officers were killed in an attack on a police post in Baraki district of Logar Province, south of Kabul, local officials said.

#2: The Interior Ministry said two civilians were killed and three others injured in a roadside bombing in Kabul.

#3: ambush by Taliban fighters killed at least 14 Afghan security force troops, authorities said Monday. The ambush in Sari Pul, where Taliban fighters reportedly have been massing for days, happened Sunday in its Kohistanat district. There, militants opened fire on an Afghan Army unit heading back to the capital after several months being deployed there, killing 12 soldiers and two police officers, said Kazim Kenhan, a spokesman for the provincial police chief. Kenhan said 13 troops and four police officers were wounded and six troops are missing after the ambush there.

#4: In Paktia province, hundreds of villagers protested over their allegation that a NATO airstrike killed seven civilians in an operation NATO said killed “eight armed enemy combatants.”

#5: About 26 Taliban militants have been killed in fresh military operations in three provinces within the past 24 hours, said the country’s Interior Ministry on Tuesday morning.

Headline: Group that seized Tripoli takes Libyan government, oil company websites

Headline:  Libya jihadists aim for airports

A self-declared government set up by an armed group that seized the Libyan capital in August has taken over the websites of the state administration and the national oil company, adding to confusion over who is running the country. With Libya’s official government and parliament now operating from towns hundreds of miles east of Tripoli, the armed group, from the western city of Misrata, that has seized ministry buildings in the capital now controls their websites. The website of Prime Minister Abdullah Thinni – who now sits with his cabinet in the eastern city of Bayda – shows the picture of the man the Misrata rebels have declared as prime minister, Omar al-Hasi, and lists the names of his team. The group, which calls itself the National Salvation government, has also taken over the website of the National Oil Corp. Next to tender offers, the website features the picture of the self-declared government’s oil minister. Libya’s neighbours and Western powers fear the conflict between the two rival governments could drag the OPEC member into civil war.

Headline:  Algerian police make rare protest in capital

Hundreds of Algeria’s policemen set to be deployed to a riot-torn southern city staged a protest march through the capital on Tuesday. The country’s police have not been known to demonstrate before and the unprecedented march comes at a delicate time for this key U.S. ally in the war against terror, with its long ruling president rarely seen and rumored to be ill. The protesters were showing their solidarity for their colleagues in the southern oasis city Ghardaia to end the attacks on security forces in the area that is the scene of constant riots, Djilali Boudalia, a police spokesman, told the state news agency. Thousands of police have been sent to Ghardaia, some 500 kilometers south of Algiers, to stop the constant clashes between the rival Berber and Arab communities there. About a dozen people have been killed and many shops burned in the riots that have flared since December as the communities compete for scarce jobs and housing there. Two people were killed in clashes Monday and dozens of police wounded.

Turkish F-16 and F-4 warplanes have bombed Kurdish PKK rebel targets near the Iraqi border, as their ceasefire comes under increasing strain. The air strikes on Daglica were in response to PKK shelling of a military outpost, the armed forces said. Both sides have been observing a truce and it is the first major air raid on the PKK since March 2013. Kurds are furious at Turkey’s inaction as Islamic State (IS) militants attack the Syrian border town of Kobane. Fighters from the PKK (Kurdistan Workers’ Party) have been aiding Kurdish YPG militia in Kobane and Turkey has refused to help supply its long-standing enemy with weapons or allow Kurdish fighters to enter Syria. Two PKK commanders wounded in fighting were arrested by Turkish authorities when they arrived for treatment in hospital in south-eastern Turkey, Anatolia news agency reported.

Protesters set fire to government buildings in Mexico’s Guerrero state on Monday to express outrage over the alleged police involvement in the disappearance and suspected murder of 43 college students. Protests have been ongoing since the students disappeared Sept. 26, but Monday’s protest marked a violent turn in the state capital, Chilpancingo. Enraged students, teachers and family members issued a demand to state Governor Angel Aguirre to release the students or explain what happened to them within 24 hours. Investigators said that forensic examinations are still being conducted on the charred remains of 28 corpses buried in shallow graves. The graves were found based on a tip provided by alleged assassins with the Guerreros Unidos gang who confessed to working with police to attack the students. Contradicting federal prosecutors’ statements regarding the investigation, Aguirre told reporters over the weekend “I have confidence that we’ll find [the students] alive,” claiming that some of the graves were not those of the students but of other victims “of organized crime.”

They are said to have faced little resistance. Both military and Houthi sources confirmed that Ansarullah fighters have been deployed across the main roads in the city. The takeover of Hudeida, home to Yemen’s second most important port, comes just weeks after the Ansarullah fighters seized the capital.

Earlier, hundreds of police wearing helmets and holding shields and batons scuffled with the protesters in a brief, tense standoff, according to local television news. The student-led protesters are now in their third week of occupying key roads and streets in Hong Kong’s business district. Positions on both sides have been hardening since the government called off negotiations last week. It was not immediately clear what caused Tuesday night’s standoff, but local news reports said it began when police arrested a protester. That angered some demonstrators, who then tried to take over the tunnel in front of the government headquarters near the entrance to the office of the city’s leader. The reports said police sent in reinforcements and used pepper spray to try to disperse the protesters but failed and retreated, leaving the tunnel in the hands of an even bigger crowd of protesters.

The number of cases in the Ebola outbreak has risen to nearly 9,000, with the number of dead climbing to nearly 4,500, as the World Health Organization (WHO) warned Tuesday that there could be up to 10,000 new cases a week in two months. For the last four weeks, there’s been about 1,000 new cases per week – including suspected, confirmed and probable cases, WHO assistant director-general Dr. Bruce Aylward said, adding that the U.N. health agency is aiming to get 70 percent of cases isolated within two months to reverse the outbreak. WHO increased its Ebola death toll tally to 4,447 people on Tuesday, nearly all of them in West Africa, from 8,914 cases. The death rate has risen to 70 percent— previously the WHO estimated the death rate at around 50 percent. Aylward said the 70 percent death rate was “a high mortality disease” in any circumstance and that the U.N. health agency was still focused on trying to get sick people isolated and provide treatment as early as possible.

It’s been a bad couple of months for humans. Ebola is raging in Africa and has made its way to the United States, and Enterovirus D-68 has sickened children across the country, causing some deaths. Now comes word of the plague being found in fleas in Arizona. “Fleas collected near Flagstaff have tested positive for the plague, according to officials with the Coconino County Public Health Services District,” reports ABC 15 in Flagstaff. The plague is not uncommon to the area, but it is transferable to humans through bites from infected animals, including fleas. Symptoms generally manifest themselves within two to six days after exposure and include “fever, chills, headache, weakness, muscle pain and swollen lymph glands in the groin, armpits or limbs.”

Headline: Uganda: two new suspected Marburg cases put in isolation – second outbreak forming?

Two new suspect cases of Marburg have been put in isolation at the national referral hospital Mulago. They did not have any contact with the health worker who died of Marburg on September 28th, which could suggest a 2nd outbreak may be festering. Three other suspected cases are in isolation camps in Ibanda and Entebbe and preliminary tests on them have so far turned out negative. Test will be re-administered. The Marburg virus is similar to the Ebola virus in more ways than one. They both cause illnesses marked by severe bleeding (haemorrhage), organ failure and, in many cases, death. The Marburg virus is a genetically unique zoonotic (transmissible from animal to man) RNA virus of the filovirus family. The five species of Ebola virus are the only other known members of the filovirus family. The reservoir host of Marburg virus is the African fruit bat which, when infected with the virus, do not to show obvious signs of illness. Although, it is not clearly known of how the Marburg virus first got transmitted from its animal host to humans, it was discovered that in the two cases in Uganda in 2008, unprotected contact with infected bat faeces or aerosols were the most likely routes of infection. In some other outbreaks, persons who have handled infected non-human primates or have come in direct contact with their fluids or cell cultures have become infected. As soon as infection occurs, it leads to contracting the deadly Marburg Haemorrhagic Fever which has a high mortality.

Four out of five purchases in Sweden are paid electronically or by debit card and with the development of cheaper technology the trend is moving towards a fully cash free society, according to a new report. “Sweden and the rest of Scandinavia leads the world in terms of cashless trading,” said Bengt Nilervall at the Swedish Federation of Trade (Svensk Handel). Swedes use their debit and credit cards almost every day – an average of 260 transactions per person per year. The picture is very different in southern Europe. In Italy, for example, three-quarters of all consumer purchases are still paid for in cash. “That is due to the low confidence in the authorities and the banking system,” said Niklas Arvidsson, an associate professor of industrial dynamics. Arvidsson argued that Sweden could become completely cash free but predicts that this development is unlikely until at least 2030.

Headline:   Deadly storm rips through US states

A powerful storm has swept across the southern US, killing at least two people and injuring several others. Tornadoes, high winds, lightning, hail and heavy rain left a trail of destruction from Texas to Alabama. In Arkansas, a tornado that touched down about 150 miles south-west of Little Rock killed a man and injured his wife when their home was destroyed. Louisiana Governor Bobby Jindal declared a state of emergency on Monday as thousands were left without power. Two tornadoes also hit Missouri, toppling trees and causing some roof damage, according to the National Weather Service. In Alabama, a tree crushed a mobile home just north of Birmingham, killing a 75-year-old woman and injuring her husband, said the county coroner. The extreme weather was expected to continue on Tuesday, with an estimated 36 million people in its path. The Storm Prediction Center said the cities at risk included Memphis, Nashville, Houston, Indianapolis, New Orleans and St Louis.
