Headline: Salt Cave Collapses Near Lot’s Wife in Sodom — Family Escapes
An avalanche of rocks caused the collapse of at least one of the salt caves around the area of Sodom, near the site where the formation known as Lot’s Wife stands, as the Sabbath drew to a close on Saturday. The caves are located along the Israeli shoreline of the southern end of the Dead Sea. Members of a family who were reportedly the last people to explore the cave told Ynet they had barely stepped into the cave before hearing the rumble of the rocks. That prompted them to hurry out of the cave. The family said they did not hear or see any signs that anyone else was located deeper in the cave at the time. Rescue teams rushed to the site nevertheless, in order to rule out the possibility that anyone might have been trapped under the rubble. A larger cave system in the same general area known as the “Flour Cave” due to the flour-like consistency of the sandy floor of the cave was officially closed to the public a number of years ago, also due to an avalanche.

Headline: Report: Netanyahu and Erdogan will meet
Prime Minister Binyamin Netanyahu and Turkish President Recep Tayyip Erdogan will meet for the first time since the 2010 Mavi Marmara incident, Channel 1 News reported on Sunday. According to the report, the meeting will take place next week in New York during the UN General Assembly. The meeting was agreed upon in secret contacts between Jerusalem and Ankara and was made possible after Erdogan added his signature to the reconciliation agreement signed between the two countries, according to Channel 1. Under the deal, Israel will pay Turkey $20 million in compensation for the deaths of 10 pro-Hamas Turkish assailants who attacked Israeli soldiers during a raid on a Gaza-bound Turkish aid ship in 2010. Israeli cabinet ministers approved the deal with Turkey in late June but Ankara did not send it to parliament until late August because of time pressure following the July 15 attempted putsch by a rogue military faction. The agreement also provides for normalization of relations, the removal of sanctions the countries have imposed on one another, an increase in the level of diplomatic relations and an exchange of ambassadors.

Minutes after the commencement of the nationwide ceasefire, the Islamist rebels launched a new offensive in the Golan Heights region of the Al-Quneitra. Led by Jabhat Fateh Al-Sham and Harakat Ahrar Al-Sham, the Islamist rebels stormed the 4th Battalion Base (Tal Taranjeh) and Tuloul Al-Hamr in the Golan Heights; this resulted in an intense confrontation with the Syrian Arab Army’s 90th Brigade. The Syrian Arab Army repelled the first large-scale offensive by the Islamist rebels in the Golan Heights this past weekend; however, this attack is much larger than the previous one. While no gains have been reported thus far, the Islamist rebels have made it clear that they are disregarding the ceasefire agreement.

Headline: Saudi shoots down Yemen militia missile
A U.N. official says airstrikes launched by the Saudi-led coalition on a water well in northern Yemen have reportedly killed 30 people. The U.N. Humanitarian Coordinator for Yemen, Jamie McGoldrick, said in a statement on Monday that the casualties in the village of Beit Saadan (a village of the Arhab region north of the capital) included first responders and children. McGoldrick says he is “deeply disturbed by the unrelenting attacks on civilians and on civilian infrastructure,” and urges rival parties to resume a cease-fire declared by the U.N. in April. Yemen’s conflict pits the internationally recognized government, which is allied with a Saudi-led military coalition, against Shiite Houthi rebels and forces loyal to a former president. Meanwhile, The Saudi-led coalition battling militias in Yemen said Monday it shot down a missile fired by the insurgents towards an airbase in southern Saudi Arabia. The missile was the latest aimed at the kingdom since the coalition began air raids to support Yemen’s internationally-backed government in March last year. Khamis Mushait air base, in Saudi Arabia’s southwest, has been at the forefront of the coalition bombing campaign against Houthi militias and their allies.

Syria Headline: Bombs rain down as truce hopes rise
Air strikes on rebel-held areas of Syria reportedly killed at least 100 people hours after the US and Russia announced plans for a truce. An air strike on a market in Idlib killed up to 60 people while at least 45 died in strikes on Aleppo province, opposition activists say. A 10-day truce is meant to start on Monday, followed by co-ordinated air strikes against jihadist militants. Turkey and the EU welcomed the plan but warned that further action was needed. Turkey said aid must be delivered from the very start while EU foreign policy chief Federica Mogherini looked towards a “political transition”. A spokeswoman for Syria’s opposition said the plan provided some hope but more details were needed about how it would be enforced. In the capital, Damascus, the government endorsed the deal, the state news agency Sana reported.

The regime and its allies have backed the truce but with only a few hours to go on Monday the opposition had not yet signed on. The number of different forces and militias involved, together with the complexity of the alliances and enmities between them, have made the Syrian civil war difficult to keep a handle on. Meanwhile, An influential Syrian rebel group, the hardline Islamist Ahrar al-Sham, on Sunday rejected the truce deal brokered by Russia and the United States hours before it was due to begin. A high-ranking member of the group, which works closely with former Al-Qaeda affiliate Fateh al-Sham Front, said in a statement on YouTube that the deal would only serve to “reinforce” the regime of President Bashar Al-Assad and “increase the suffering” of civilians.

Israeli and Gulf military chiefs see Russia exploiting Syrian truce, taking effect Monday, for a joint offensive with Damascus to capture the southern capital of Deraa.
In another move to grab control of the Syrian arena, the Kremlin marked the start of the US-Russian brokered ceasefire in Syria on Sept 12 with a push for the United States to dissolve the war room that has been running anti-Assad operations from a venue north of the Jordanian capital Amman. debkafile’s military and intelligence sources report that the demand was handed down from the Russian presidential office and Defense Minister Sergei Shoigu. The US Central Command Forward Command in Jordan has for three years run the command and communications functions of select rebel ground operations against Bashar Assad, especially insofar as US special operations units and air force were involved. Jordanian, Saudi, Israeli, Qatari and United Arab Emirates officers serve alongside American commanders. This forward command has evolved, according to our sources, into the nerve center of the military campaigns waged by this coalition against the Syrian army and its allies in southern Syria and also against the Islamic State in southeastern Syria and parts of western Iraq. In January 2016, President Vladimir Putin had the Saudis talk King Abdullah into establishing a Russian-Jordanian forward command outside Amman alongside the American war room. His pretext was the necessity to avert accidental collisions between the Russian and Jordanian warplanes operating in Syrian air space. But over the past months, the Russian-led command center has gradually nudged the US war room into an inferior role in the control of ongoing operations.
Last week, in the course of the marathon talks on a Syrian truce held by US Secretary of State John Kelly and Russian Foreign Minister Sergei Lavrov in Geneva, the American delegation was suddenly confronted with a demand to shut down the Centcom forward command in Jordan and reassign the US officers staffing it to the Russian-Jordanian command center.

Kurdish Headline: Turkey removes two dozen elected mayors in Kurdish militant crackdown
Turkey appointed new administrators in two dozen Kurdish-run municipalities on Sunday after removing their elected mayors over suspected links to militants, triggering pockets of protest in its volatile southeastern region bordering Syria and Iraq. Police fired water cannon and tear gas to disperse demonstrators outside local government buildings in Suruc on the Syrian border as new administrators took over, security sources said. There were smaller protests elsewhere in the town. There were also disturbances in the main regional city of Diyarbarkir and in Hakkari province near the Iraqi border, where police entered the municipality building and unfurled a large red Turkish flag, taking down the white local government flags that had previously flown. President Tayyip Erdogan said this week the campaign against Kurdistan Workers Party (PKK) militants, who have waged a three-decade insurgency for Kurdish autonomy, was now Turkey’s largest ever. The removal of civil servants linked to them was a key part of the fight. The 24 municipalities had been run by the pro-Kurdish opposition Peoples’ Democratic Party (HDP), the third largest in parliament, which denies direct links to the militants. It decried the move as an “administrative coup”.

Headline: 50 Injured by PKK Car Bomb in East Turkey
Turkish authorities are accusing Kurdish militants of detonating a car bomb that wounded 50 people in front of the ruling party’s municipal headquarters Monday in the eastern city of Van. Van Governor Ibrahim Tasyapan told state-run Anadolu news agency that 46 civilians and four police officers were wounded in the attack at a police check point outside the party offices. Tasyapan said two of the wounded were in serious condition, but he did not specify if they are officers or civilians. An earlier statement by the governor’s office alleged the bombers were affiliated with the outlawed Kurdistan Workers’ Party, or PKK. Hundreds of people have been killed and injured in Turkey in recent months in attacks the government says were carried out by Kurdish militants or the Islamic State group. The governor’s office said security forces are working to apprehend the perpetrators of the car-bombing. The attack came a day after Ankara replaced 28 elected mayors with appointees, mostly in the Kurdish dominated east of the country. Turkey’s pro-Kurdish party, the country’s main opposition party and the United States all have criticized the move.

Florida Republican Sen. Marco Rubio is accusing the Obama administration of trying to “deceive” Congress and the American people about roughly $1.7 billion in payments to Iran — suggesting at least some of the money was a “ransom” for American hostages and demanding official documents for the related transactions. “Each day brings new revelations about your administration’s efforts to deceive Congress and the American people regarding payments of billions of dollars to the world’s foremost state sponsor of terrorism,” Rubio wrote Saturday in a letter to President Obama. “The America people do not believe the story that your administration did not provide Iran an illicit and potentially illegal ransom payment.” The administration in January announced an agreement between the U.S. and Iran to settle a failed, decades-old arms deal that included Washington returning to Tehran $400 million and an additional $1.3 billion in interest. However, reports in early August revealed the initial $400 million was delivered on Jan. 17 — the same day Tehran agreed to release four American prisoners. And Republicans are calling it a ransom. At least some of the money was in foreign currency, and a video originating on Iranian TV purports to show bundles of the cash on pallets.

The siege began after two assailants wearing suicide vests stormed the Mirwais Hospital compound in Kandahar and opened fire on security guards there, witnesses and officials said. The assault took place shortly before the provincial governor was due to arrive to inquire about the well-being of patients in connection with Eid festivities, his spokesman, Sameem Khapalwak, told VOA. He said patients, their attendants and hospital staff were all not harmed. There were no immediate claims of responsibility, though suspicions fell on the Taliban because Kandahar is known as the birthplace of the Islamist insurgency.

With three weeks of the fiscal year to go, the Obama administration has exceeded its Syrian refugee admission target by 15 percent, with 11,491 resettled in the United States as of the beginning of this week. Since President Obama’s goal of 10,000 Syrian refugee admissions in FY 2016 was achieved on August 29, the number continues to pick up steadily. August ended with a new monthly record of 3,189 Syrian refugee arrivals, and a further 751 have been ushered in so far in September: 749 Sunni Muslims; two Catholic Christians. State Department Refugee Processing Center data show that of the now total 11,491 arrivals this fiscal year, the vast majority – 11,300, or 98.33 percent – are Sunnis. Just 54 of the 11,491 – 0.46 percent – are Christians. They comprise 14 Catholics, six Orthodox, four Protestants, one Greek Orthodox, plus 29 refugees identifying themselves simply as “Christian” rather than by denomination or sect. The remaining 137 are made of up of 20 Shi’a Muslims, 90 refugees described simply as Muslims, 17 Yazidis, four Jehovah’s Witnesses, five refugees identified as “other religion,” and one as having “no religion.”

Headline: Three women killed in Kenya after attack on police station
Three women were killed by police Sunday after allegedly trying to stage an attack on the main police station in Mombasa, Kenya. The women entered the police station saying they wanted to report a stolen phone, Mombasa police said. One then pulled a knife and another threw a gas bomb, which started a fire, BBC reported. Two officers were hurt in the incident. Though it is not clear who is behind the attack, authorities suspect the extremist group al-Shabab, which has staged numerous similar attacks in Kenya. BBC reported all of the women were wearing hijab and bullet-proof vests under their clothes. Local media reported the women were wearing suicide vests.

Headline: Violence Erupts in Southern India Over Order to Share Water
Violent protests broke out in the southern state of Karnataka on Monday after the Indian Supreme Court ordered the state to release water to the neighboring state of Tamil Nadu, the latest chapter in a longstanding dispute. The authorities in the Karnataka city of Bangalore banned public gatherings and deployed riot police officers as protesters set fire to vehicles and pelted buildings and cars with stones. The police fired on protesters who were setting fire to police vehicles in Bangalore, killing one and injuring two others, said Madhukar Narote, an assistant subinspector for the state police. Protests raged elsewhere in the state as well. Several trucks that were burned had Tamil Nadu license plates, said Chandrashekhar, a deputy commissioner of police in Bangalore who goes by one name. The Supreme Court ruled on Monday that Karnataka would have to release 12,000 cubic feet of water, or almost 90,000 gallons, per second to Tamil Nadu every day until Sept. 20 from the Cauvery River, which originates in Karnataka and flows downstream to Tamil Nadu. It is the main source of water for the states’ thirsty rice crops, particularly in the event of a weak monsoon like this year’s in the southwest. The water dispute has provoked ethnic resentments on each side of the border. On Saturday, a Tamil student in Bangalore was publicly beaten, according to local news reports. The attackers took a video of the beating and posted it online, prompting the police in Bangalore to open a case on Monday. On Monday, protesters in Tamil Nadu attacked a hotel owned by a Karnataka native, The Press Trust of India reported. In its ruling, the Supreme Court noted that violence could not be the basis for modifying an order. “The citizens cannot become law unto themselves,” it said.

The Chinese and Russian navies launched eight days of war games in the South China Sea on Monday, in a sign of growing cooperation between their armed forces against the backdrop of regional territorial disputes. The “Joint Sea-2016” maneuvers include ships, submarines, ship-borne helicopters and fixed-wing aircraft, along with marines and amphibious armored vehicles who will conduct live-firing exercises, according to a Defense Ministry statement Sunday. Tasks will include defensive and rescue drills, anti-submarine exercises and the simulated seizure of an enemy island by marines from both sides. The exercise is part of an annual program which “aims to consolidate and advance the Sino-Russian comprehensive strategic partnership of coordination, and deepen friendly and practical cooperation between the two militaries,” Chinese navy spokesman Liang Yang was quoted as saying. “It will also improve coordination between the two navies on joint defense operations at sea,” Liang said.

Two schoolchildren in California are suspected of having leprosy, but where might they have caught the disease? Cases of Hansen’s disease in the United States are rare, but they do occur, with about 100 to 200 cases typically reported each year, according to the Centers for Disease Control and Prevention. In 2014, there were 175 new cases of Hansen’s disease diagnosed in the United States, and nearly three-quarters of these cases were reported in seven states: Arkansas, California, Florida, Hawaii, Louisiana, New York and Texas, according to the U.S. National Hansen’s Disease (Leprosy) Program. There’s currently not enough information provided about these two suspected case to know where they might have originated, Adalja said. But armadillos in the United States are known to harbor the bacteria that cause the disease, and it’s possible for people to become infected through contact with the animals, Adalja said, although the risk of this is low. People can also become infected with leprosy through prolonged close contact with patients who have leprosy, Adalja said. Because the disease is not very contagious, people are unlikely to become infected through casual contact, he added.

Supporters of gay and lesbian rights marched to Mexico City’s Metropolitan Cathedral in response to protests on Saturday opposing same-sex marriage. Demonstrators carried banners saying “I respect your family, respect mine.” The cardinal of Mexico City, Norberto Rivera Carrera, denied the Catholic church was behind the protests in cities across the country. In May, President Enrique Pena Nieto proposed a bill which would legalise same-sex marriage nationwide. Gay marriage is legal in Mexico City and three other states. Some states have less formal arrangements. The marches on Saturday were organised by a Catholic organisation, the National Front for the Family. Despite denial of involvement by the Catholic church, in some states priests were seen taking part. There have not been such big marches over government legislation on social and religious issues in Mexico since the 1930s during the country’s civil war, the BBC’s Katy Watson in Mexico City reports.

Churches in the People’s Republic of Massachusetts have grave concerns about a new anti-discrimination law that could force congregations to accommodate the transgender community – under the threat of fines and jail time. The law, which goes into effect in October, does not specifically mention churches or other houses of worship. However, the attorney general, along with the government commission assigned to enforce the law, have a different point of view. Attorney General Maura Healey wrote that places of public accommodation include: “auditoriums, convention centers, lecture halls, houses of worship, and other places of public gathering.” The Massachusetts Commission Against Discrimination, the commission responsible for enforcing the anti-discrimination law, reinforced that interpretation in a document titled, “Gender Identity Guidance.” “Even a church could be seen as a place of public accommodation if it holds a secular event, such as a spaghetti supper, that is open to the general public,” the document states. “All persons, regardless of gender identity, shall have the right to the full and equal accommodations, advantages, facilities and privileges of any place of public accommodation.”

Headline: Norilsk Nickel provides reasons for Russian Arctic river turning blood-red
The water of Daldykan River near Norilsk in Siberia was permanently coloured red after a local metallurgic plant accidentally dropped its waste water, Norilsk Nickel, a Russian nickel and palladium mining and smelting company, which owns the plant, said in a statement. The accident does not pose a risk to people or animals, according to the company, and it is taking steps to eliminate the consequences. On September 5 a massive downpour caused one of the plant’s reservoirs to overflow, which caused the water discharge. The company promised to make sure that in future the plant is equipped to deal with natural phenomena that could cause emergencies.

A magnitude 5.7 earthquake has killed at least 13 people and injured 203 in northern Tanzania, the authorities say. The quake struck close to the border with Uganda and Rwanda near Lake Victoria. Images posted on social media showed significant damage to buildings in Bukoba, a city of more than 70,000 people where most casualties were reported. Tremors were felt as far away as western Kenya. “This incident has caused a lot of damage,” Deodatus Kinawila, the district commissioner of Bukoba, told the BBC. “For now, the situation is calm and under control,” he said later.
