Headline:         Suicide car bomber in southern Yemen targets 2 top officials

Yemeni officials say a suicide car bomber has targeted the convoy with the governor and police chief of the southern port city of Aden but the two survived the assassination attempt unharmed. The officials say the attack took place early on Friday as Gov. Aidarous al- Zubaidi and security chief, Shalal al-Shayaa, were en route to the district of al-Buriqa. The officials say a guard was wounded and noted unconfirmed reports of civilians killed. They spoke on condition of anonymity because they aren’t authorized to talk to reporters. The two Aden officials have been targeted in the past. Their predecessors were killed in suicide bombings by the ISIS group.

This is an uprising,” said the prime minister. The security forces are in action against this he said, in phone call to broadcaster NTV. We will punish it the hardest way. Headline:      Iran conducts 4th missile test since signing nuke deal

Two days before the anniversary of the nuclear agreement between Iran and world powers, the Islamic Republic attempted to launch a new type of ballistic missile using North Korean technology, multiple intelligence officials tell Fox News. The test, in violation of a UN resolution, failed shortly after liftoff when the missile exploded, sources said. The effort occurred on the evening of July 11-12 near the Iranian city of Saman, an hour west of Isfahan, where Iran has conducted similar ballistic missile tests in the past. It would be at least the fourth time Iran has launched or attempted to launch a ballistic missile since the nuclear accord was signed on July 14, 2015. Iran is barred from conducting ballistic missile tests for eight years under UN Resolution 2231, which went effect July 20, 2015, days after the nuclear accord was signed.

President Obama announced on July 6 that the U.S. will maintain 8,400 troops in Afghanistan through the end of January 2017 instead of the planned drawdown to 5,500. A peace agreement is unlikely, however, as militants have steadily regained territory since the bulk of U.S. forces withdrew from Afghanistan beginning in 2011. While recent efforts have forestalled militant advances, current troop levels do not sufficiently threaten militant operations to bring them to the negotiating table or prevent additional extremist groups from reconstituting in Afghanistan.

Headline:     Terror Attack on Nice: 84 Dead After Grenade-Filled Truck Plows Into Crowd

Eighty-four people — including several children — died in the French city of Nice after a terrorist plowed a truck, which was “loaded with” grenades and other arms, into a large crowd during Bastille Day celebrations Thursday night, according to officials and the French president. As of Friday 8 a.m. local time, 18 individuals were in critical condition, 50 were lightly injured, and 120 were receiving treatment, according to a spokesman for the Ministry of the Interior. Prior to the announcement Friday morning that 84 had died, the death toll had been 80. The attack left an “apocalyptic” scene, according to eyewitnesses, on the city’s famed Promenade des Anglais, which runs along the Mediterranean Sea. The French Riviera city was subsequently put on lockdown. The exact nature of the attack was unclear, but the Paris anti-terrorism prosecutor’s office was put in charge of the investigation. French President Francois Hollande extended the country’s state of emergency for three months and were mobilizing reservists. He said it was unclear if the attacker had any accomplices.

Headline: White House: Budget deficit to rise to $600B

The White House on Friday predicted that the government’s budget deficit for the soon-to-end fiscal year will hit $600 billion, an increase of $162 billion over last year’s tally. The disappointing figures, while expected, come after the deficit has steadily declined since the huge $1.4 trillion deficit Obama inherited after the deep 2007-2009 recession and the associated fiscal crisis. The improving economy, tax increases on higher-income earners and cuts to annual agency budgets have helped close the gap over Obama’s tenure. Many economists say the longer-term picture is troubling and warn that the rising debt will be a drag on the economy in the future. The budget and economic update also officially downgrades the White House’s view of the economy, predicting growth of 2.2 percent this year instead of the 2.7 percent growth rate it predicted in its February budget. But it also says inflation will stay in check, predicting a 1.1 percent increase in consumer prices versus the 1.4 percent it forecast in the winter.

Headline:  First Known Case Of Female-To-Male Zika Transmission Announced

Zika has thwarted scientists’ assumptions once again: New York City health officials have just reported that the Zika virus has been sexually transmitted from a woman to a man. While researchers have known that the virus is sexually transmissible from the beginning of this year, all of the cases have involved men passing the virus onto their partners. Right now, the official CDC statement on Zika still states that we “don’t know if a woman with Zika can pass the virus to her partners, during vaginal or oral (mouth-to-vagina) sex.” There’s a pretty high chance that statement is going to change over the next few days. A report released by the CDC today describes a case study in which the New York City Department of Health and Mental Hygiene identified a woman who, after visiting a country with known Zika transmission, passed the virus onto her partner. After returning to New York after her trip, the woman began to experience all of the common symptoms of the virus: Fever, fatigue, a rash, and numbness in her hands and feet. Her primary care provider tested her blood and urine and confirmed she had Zika. Just six days later, her male partner started to develop similar symptoms. After similar rounds of testing, it was confirmed that he had the virus, too.

Headline:  Cases of drug-resistant gonorrhea skyrocket

Antibiotic-resistant cases of the sexually transmitted illness gonorrhea have more than quadrupled in the United States. This new data, from the U.S. Centers for Disease Control and Prevention, should serve as a warning that “the future of current treatment options may be in jeopardy,” the agency said in a news release issued Thursday. “The confluence of emerging drug resistance and very limited alternative options for treatment creates a perfect storm for future gonorrhea treatment failure in the U.S.,” said Dr. Jonathan Mermin, who directs the CDC’s National Center for HIV/AIDS, Viral Hepatitis, STD, and Tuberculosis Prevention. “History shows us that bacteria will find a way to outlast the antibiotics we’re using to treat it,” Mermin said. “We are running just one step ahead in order to preserve the remaining treatment option for as long as possible.” For now, the multidrug therapy that the CDC recommends for gonorrhea “still works,” the agency said, and there’s not yet been a U.S. case where treatment completely failed. However, agency researchers report that the number of U.S. cases of gonorrhea where strains showed “decreased susceptibility” to a key antibiotic, azithromycin, jumped from 0.6 percent in 2013 to 2.5 percent a year later.

Headline:  State Department denies intentionally funding anti-Bibi campaign

The U.S. State Department sent nearly $350,000 to an advocacy group that worked to oust Israeli Prime Minister Benjamin Netanyahu, according to a Senate report released Tuesday. OneVoice Movement, a group that supported peace negotiations between Israeli and Palestinian factions, received grants from the State Department during a 14-month period ending in November 2014, according to the Senate Permanent Subcommittee on Investigations report. Shortly after the U.S. grants ended, OneVoice merged with an Israeli group Victory 15, which launched a political campaign in Israel with a goal to elect “anyone but Bibi,” a nickname for Netanyahu. The chairman of the committee, Sen. Rob Portman, R-Ohio, claims that means that U.S. money was involved in foreign politics. “The United States should not be engaged in that kind of activity with taxpayer dollars,” he said. “What it did probably was to make it even more difficult to come together after the election and continue to build on the relationship between Israel and the United States.”

Headline:    Arab nations seek to block Quartet report at UN

Arab nations are calling on the UN Security Council not to endorse a report aimed at reviving the Middle East peace process that the Palestinians see as biased in favour of Israel, the Palestinian envoy said Tuesday. The report by the Middle East Quartet — the European Union, Russia, the United Nations and the United States — calls on Israel to halt settlement expansion and the Palestinians to stop inciting violence. Arab diplomats agreed during a recent meeting to try to block any move by the council to adopt a US-drafted statement backing the long-awaited report’s recommendations, Riyad Mansour told reporters. Egypt, which represents the Arab group on the council, was told “not to allow a statement to be adopted welcoming and endorsing the recommendations,” Mansour said as the council met to discuss the report. UN Secretary General Ban Ki-moon urged the council to throw its weight behind the Quartet’s findings despite strong resistance from Israel and the Palestinians. Israel has rejected the Quartet’s criticism of settlement construction while the Palestinians argue that the report failed to single out Israeli policies as the leading cause of the violence. The report’s findings and recommendations are supposed to serve as the basis for reviving the Israeli-Palestinian peace process that has been comatose since a US initiative collapsed in April 2014.

Israeli military bulldozers backed by tanks have crossed into the demilitarized zone dividing the Israeli and Syrian Golan borders. They are building a line of fortifications and anti-tank trenches 300-500 meters inside the DMZ. This is the first time in the six-year Syrian war that the IDF has openly operated on the Syrian side of the border. The force has not so far run into opposition- or indeed any word of protest – or even mention – by Assad regime officials in Damascus. The sole reference to Israeli military movements in the DMZ has come from a small Syrian rebel group which described them. debkafile’s military sources report that the IDF operation was still going forward Wednesday, July 12, on a patch of terrain facing the Israeli Golan village of Ein Zivan, on the one hand, and the Syrian town of Quneitra, on the other. The enclave splitting the Golan between Syria and Israel is defined in the 1974 armistice agreements as a demilitarized zone under the military control of the UN Disengagement Observer Force (UNDOF) and Syrian civilian administration. It is bounded by two strips of land around 10km deep where each side is permitted to maintain diluted military strength. No ground-to-air missiles may be deployed inside a 25km radius from the DMZ.

Headline:  Russian jets ‘bomb refugee camp on Jordan border’

At least eight people were killed when jets believed to be Russian bombed a Syrian refugee camp on the border with Jordan on Tuesday, activists say. Dozens more were injured when tents at Hammad, a remote desert area close to the far larger refugee camp at Hadalat, were struck around noon (09:00 GMT). Most of the casualties were reportedly families of members of a rebel group known as the Eastern Lions, which is fighting so-called Islamic State (IS). There was no immediate comment from Russia, which backs Syria’s government. However, a senior Western diplomat told the Reuters news agency that initial information suggested Russian aircraft carried out the raid. Said Seif, a local activist, told the Local Co-ordination Committees (LCC) network that cluster munitions were used in Tuesday’s air raid on the makeshift camp at Hammad. At least 15 people were killed and 40 others wounded, he said.

Fighting in Yemen killed at least 44 people in a 24-hour period to Wednesday, military officials said, as the U.N.’s peace envoy arrived in the capital to meet rebels. On Wednesday pro-government forces seized a mountain base from Huthis in Nahm, northeast of Sanaa, said military spokesman Abdullah al-Shandaqi. Eight loyalists and 17 rebels were killed in the battle, he told AFP. Four soldiers and four rebels also died during battles in Marib province, east of Sanaa, when pro-government forces repelled a rebel attempt to seize a hill overlooking their base, a government source told AFP. Further north, coalition air strikes against a rebel convoy killed seven rebels in Jawf province, said the army. In the oil-rich southern province of Shabwa, four soldiers died during battles that saw the army make “slow progress” against rebels, said Colonel Motleq Jawhar, an infantry commander in the region.

Syria Headline:        Air strikes kill 11, including children, in Syria’s Idlib

At least 11 civilians, including three children, were killed in air strikes on a rebel-held town in Syria’s northwestern Idlib province on Wednesday, a monitor said. The Britain-based Syrian Observatory for Human Rights monitor said it was unclear if the strikes on the town of Ariha in Idlib province were carried out by Syrian government or Russian war planes. The town is controlled by the Army of Conquest, a rebel alliance of mainly Islamist groups including ISIS affiliate Al-Nusra Front that holds almost all of Idlib province. Video uploaded by activists purportedly showed the aftermath of the strikes, with residents and civil defense workers picking though debris looking for survivors. Idlib has regularly been targeted by both Syrian government air strikes and raids carried out by its Russian ally.

Iraq Headline:     Daesh suicide bomber kills four at Iraq checkpoint

A suicide bomber detonated an explosives-rigged vehicle at a checkpoint near Baghdad on Wednesday, killing at least four people, officials said, an attack claimed by the Daesh group. The bombing at a checkpoint leading to the Husseiniyah area, northeast of the capital, also wounded 21 people, the officials said. Daesh issued a statement saying an Iraqi carried out a suicide bombing targeting a checkpoint, but gave the location of the attack as Shaab, an area adjoining Husseiniyah. The blast is the latest in a series of deadly attacks in and around Baghdad, including a bombing in a crowded shopping district on July 3 that killed 292 people, one of the deadliest ever to hit Iraq.

A top Kurdish insurgent commander in Iran has entreated Riyadh to assist the restive minority community, days after Saudi Arabia’s former intelligence chief addressed an Iranian opposition party and voiced his support for overthrowing the clerical regime. Kurdistan Freedom Party (PAK) deputy chief Hussein Yazdanpana—the leader of the faction’s armed wing—called on “the international community, [especially] Saudi Arabia, to help the Kurds in Iran,” in comments carried Tuesday by ARA News. “We, the Kurds, can put an end to Iran’s interference in the region,” the militant commander said, days after his group claimed credit for an ambush that injured an Iranian parliamentarian and governor near the Iraqi border, the latest attack against the ruling authorities in the restive region. “We can transfer the fight to their backyard so the Iranian enemy will be preoccupied with internal issues and stop meddling in the affairs of countries in the region,” Yazdanpana added. The Kurdish insurgent leader’s call follows an address Saturday by Prince Turki al-Faisal in which the former Saudi General Intelligence director told a conference of the Iranian Mojahedin-e-Khalq opposition party that he wants “the downfall of the Iranian regime.”

Kurdish Headline:   US signs first historical military agreement with Kurds to fight ISIS

In an unprecedented step, the US has signed an agreement with the Kurdish government in northern Iraq to give military and financial support to the Kurdish Peshmerga forces. On Tuesday, Iraqi Kurdistan’s President Masoud Barzani received a United States military delegation headed by Ms. Elissa Slotkin, the acting assistant Secretary of Defense for International Security Affairs. This meeting was followed by a telephone conversation between President Barzani and Mr. Ashton Carter, the U.S. Secretary of Defense. “President Barzani and Ms. Slotkin discussed the liberation of Mosul and the status of the preparations and readiness from the U.S., Iraqi and Kurdistan Region perspectives,” the Kurdistan Region Presidency said in a statement. That’s why, when you see [US-led coalition envoy] Brett McGurk traveling to the region, he never fails to stop in Erbil and have discussions with KRG representatives,” he said. “Due to the current financial crisis and troubled relations between KRG and the central Iraqi government it has become impossible for KRG to fund its war against ISIS,” Ceng Sagnic, a researcher with the Tel Aviv-based Moshe Dayan Center for Middle Eastern and African Studies told ARA News. “The military memorandum between KRG and the US was initiated as a legal framework for the US to be able to fund Peshmerga forces without intervening in the KRG-Baghdad relations by forcing the central Iraqi government to deposit the full amount of Kurds’ share from funds allocated for this country,” she added.

Turkey has said it wants to re-establish good relations with Syria – in an apparent reversal of its policy towards its war-stricken neighbor. But Turkish Prime Minister Binali Yildirim insisted good ties with Syria were needed “for the fight against terrorism” and stability in the region. There has so far been no public response from the Syrian government. Turkey has recently moved to end rifts with both Russia and Israel. In comments broadcast live on television on Wednesday, Mr Yildirim said: “It is our greatest and irrevocable goal: developing good relations with Syria and Iraq, and all our neighbours that surround the Mediterranean and the Black Sea.” “We normalised relations with Russia and Israel. I’m sure we will normalise relations with Syria as well. For the fight against terrorism to succeed, stability needs to return to Syria and Iraq.”

The troops, from the U.S. Africa Command’s Crisis Response Force, will protect the U.S. Embassy and help evacuate non-essential embassy staff, said Samantha Reho, spokeswoman of the U.S. Africa Command. The U.S. State Department announced an “ordered departure” of the embassy of non-essential employees, earlier this week, as fighting between rival ethnic groups loyal to South Sudan’s president and vice president erupted again as the country reached the fifth anniversary of its independence from Sudan. The U.S. embassy’s ability to help any U.S. citizen currently in South Sudan is limited, State Department spokesman John Kirby said. “[The troops] are here to protect the embassy and to help us provide support for those Americans who want to depart from South Sudan at this time,” U.S. Ambassador Molly Phee to South Sudan said in an interview with the U.N. Mission in South Sudan. “The reason [the troops] are here is to provide me and my team with support so we can continue to help resolve the crisis and provide humanitarian assistance to the people of South Sudan.”

Headline:  Daesh under attack in Sirte

Libyan forces allied with the UN-backed government have been shelling and carrying out airstrikes on the center of Sirte city in a siege of Daesh there, an official said on Tuesday. Terrorists defending last Daesh stronghold in Libya have been keeping Libyan forces back with sniper fire and mortars in Sirte where they are now surrounded after a two month campaign to take the city. The fall of Sirte would be a major blow to Daesh, which took over the city a year ago in the chaos of a civil war between rival factions. “Our forces have…targeted enemies with artillery and air force around Ouagadougou complex, Ghiza Asskariya district, and in the city center,” said Rida Issa, spokesman for Misrata forces fighting in Sirte. “They have targeted Daesh members, vehicles, ammunition stores, and control rooms.” He said one Misrata fighter was killed and 20 others wounded in a mortar strike on their position in the Zaafran frontline, near the roundabout where Daesh once crucified victims. The bodies of around 13 Daesh terrorists were found, but Misrata forces were driven back by sniper fire.

At least three people have been killed and scores of others injured in Mali when an anti-government demonstration turned violent as security forces opened fire on protesters. The banned rally by thousands of young Malians was staged in the northern city of Gao on Tuesday in protest against introducing unselected interim authorities. According to officials, at least 32 people, from both sides, were also wounded in the clashes. In order to curb the years-long violence in a nation battered by ethnic divisions and al-Qaeda-linked militancy, Bamako is struggling to enforce a year-old controversial peace accord signed by the government, loyalist militias and a coalition of autonomy-minded groups including ethnic Arabs and Tuaregs, known as the Coordination of Azawad Movements (CMA). Protesters say introducing the imposed authorities would give power to armed groups and would not benefit local people. Demonstrators, most of which reportedly armed with knives, set fire to tires and hurled stones at police while they marched toward the police station. Riot police resorted to firing tear gas and later using live rounds to disperse the infuriated crowds.“The security forces opened fire with heavy weapons and tear gas, it’s criminal,” said Oumar Maiga, a member of a youth group that organized the protest.

China raised tensions in the South China Sea on Wednesday by threatening to declare an air defence identification zone (ADIZ) over disputed waters where a tribunal has quashed its legal claim. The Permanent Court of Arbitration in The Hague ruled on Tuesday that China had “no legal basis” for its “nine-dash line”, which lays claim to almost all of the South China Sea. After considering a case brought by the Philippines, the court ruled against China on virtually every substantive point. Police said at least 33 people were hospitalized Tuesday after showing signs of overdosing on synthetic marijuana in Brooklyn, CBS New York reported. The incident happened in the neighborhood of Bedford-Stuyvesant, in the same area where the station reported on the problem last month. CBS New York reported that police rushed Tuesday from one street corner to another, finding people strung out on K2 synthetic marijuana, also known as “spice.” Victims were slumped over on the sidewalk with blank stares, some barely standing, others strapped on to stretchers. The scene was so bad that Bed-Stuy resident Brian Arthur started live streaming it on his Facebook page. “As I was walking up a block, I see anybody laying out on the floor, and everybody’s just stumbling all over the place,” Arthur said. “It looked like a scene out of a zombie movie.” Walter Quinones was standing on the street when he saw people start dropping. Right next to him was a wooden sign that someone has painted reading, “No smoking K2.” “They were pouring out in the street. It was like something out of a movie man, horror movie,” Quinones told WCBS Radio. “It reminded me of the crack epidemic when it first came out, you know, but this was like more worse. Israel has conducted numerous drone strikes against terrorists in Egyptian territory in recent years, Bloomberg quoted a former senior Israeli official as saying on Monday. The report came amid improved ties between the countries which saw Egyptian Foreign Minister Sameh Shoukry meet with Prime Minister Benjamin Netanyahu in Jerusalem on Sunday. Shoukry’s visit marked the first by an Egyptian foreign minister to Israel since 2007. According to the former Israeli official quoted by Bloomberg, the Israeli drone strikes against militants in the Sinai peninsula were carried out with Cairo’s blessing. A senior IDF official warned last year that it was “only a matter of time” before terrorists in Sinai attempt to strike Israel and that forces stationed on the border have trained for such a scenario. Egypt has worked to stop the flow of terrorists between Gaza and Sinai, flooding the smuggling tunnels linking the two areas. In order to help Egyptian President Abdel Fattah al-Sisi battle the terrorist presence in Sinai, Israel has allowed Egypt to increase the number of forces it deploys to Sinai. The number is capped under the Camp David peace accords signed between the two states in 1979 and any Egyptian troop increase in the area requires Israeli approval.

A roadside bombing in Egypt’s Sinai Peninsula killed two policemen on Monday, the interior ministry said. The ISIS group’s self-styled Amaq news agency said a bomb planted by militants targeted a police mine clearing vehicle, but it was not clear whether it was referring to the same incident. The interior ministry said a police lieutenant and a sergeant were killed when a roadside bomb tore through a convoy, also wounding two officers and a conscript.

Rebels launched an attack against government positions in the historic center of Aleppo on Monday in response to an offensive that cut a road leading into the opposition-held sector of the city, monitors and insurgents said. The attacks, which involved the shelling of government-held neighborhoods and intense street fighting, came just days after the advance by the government side towards the Castello Road. Rebels were relying on the road for supplies and access, and its severing effectively put opposition-held areas under siege, where at least 250,000 people live. The assault was “a response to the (government) attempts to advance,” Zakaria Malahifji of the Aleppo-based Fastaqim group told Reuters. He said insurgent fighters had already made gains, and that much of the fighting was taking place in Aleppo’s historic Old City. A witness said there were fierce clashes at close range near the ancient citadel. A Syrian state TV correspondent said there had been heavy fighting since the morning, and that the army had seen off rebel attacks, killing many fighters. Syrian warplanes bombarded rebel-held areas in the city, the British-based Observatory said. A pro-Damascus TV channel said Russian warplanes, backing the government, were bombing areas north of the city, near the Castello Road. A statement from the political office of the Jabha Shamiya rebel group dated Sunday said the government advance near the road came with the support of government “allies of various nationalities, with Russian air cover and with firepower of an unprecedented intensity.”

Iraq Headline:     U.S. to send more troops to Iraq ahead of Mosul offensive

The United States is stepping up its military campaign against Islamic State by sending hundreds more troops to assist Iraqi forces in an expected push on the city of Mosul, the militants’ largest stronghold, later this year. U.S. Defense Secretary Ash Carter made the announcement on Monday during a visit to Baghdad, where he met U.S. commanders, as well as Iraqi Prime Minister Haider al-Abadi and Defence Minister Khaled al-Obeidi. Most of the 560 additional troops will work out of Qayara air base, which Iraqi forces recaptured from Islamic State militants and plan to use as a staging ground for an offensive to retake Mosul, Iraq’s second biggest city. Government forces said on Saturday they had recovered the air base, about 60 km (40 miles) from the northern city, with air support from the U.S.-led military coalition. “With these additional U.S. forces I’m describing today, we’ll bring unique capability to the campaign and provide critical support to the Iraqi forces at a key moment in the fight,” Carter told a gathering of U.S. troops in Baghdad. The new troops were “ready to come” and it would be a matter of “days and weeks, not months,” he said.

Headline:  Fatalities rise following renewed clashes in Turkey

Unconfirmed reports suggest that at least 5 Turkish soldiers have been killed and eleven more wounded over the past week after Kurdish guerrillas reportedly launched renewed attacks on military bases across the country’s Kurdish southeast. There are also reports of dozens of Kurdish fighters killed in Turkish air power targeting locations that supposedly belong to the Kurdistan Workers’ Party (PKK), which Ankara accuses of reescalation of violence. The Turkish army said their bases were attacked on Sunday by a car bomb in the town of Ardishi near main city of Van, which they blamed on PKK guerrillas. The PKK has not claimed responsibility for the action. The recent confrontations follow a faltering ceasefire that ended major clashes in May, which had been started in June last year and claimed hundreds of lives on both sides of the conflict. Four cities, 11 towns and dozens of smaller localities in the Kurdish southeast were the scenes for the violent carnage that forcefully demoralized peace efforts in the country. The Turkish army has said it targets PKK bases on both sides of the Iraq-Turkey border in retaliation for the guerrillas operations in Turkey. The military has attacked several Kurdish villages in Kurdistan region, which according to them harbored PKK fighters.

Headline:      South Sudan: Clashes erupt in Juba hours after UN plea

Renewed fighting has broken out in South Sudan between forces loyal to the president and vice-president. A reporter in the capital, Juba, told the BBC gunfire and large explosions could be heard all over the city. He said heavy artillery was being used. More than 200 people are reported to have died in clashes since Friday. The latest violence came hours after the UN Security Council called on the warring factions to immediately stop the fighting. In a unanimous statement, the council condemned the violence “in the strongest terms” and expressed “particular shock and outrage” at attacks on UN sites. It also called for additional peacekeepers to be sent to South Sudan. Residents of Juba have told the BBC they are staying indoors amid the sound of gunfire from the streets. “Soldiers are now looting some property,” charity worker Ladu David Morris said. “They pretend to be patrolling but once they notice that no people are inside they break in.”

The Islamic State has begun using new routes through Azerbaijan, Cyprus and Georgia to smuggle suicide bombers from Syria to Europe, Turkish intelligence sources reported on Monday. According to the sources ISIS recently tasked its operatives from Azerbaijan and the Northern Caucasus to carry out attacks in Turkey and Azerbaijan. Since the Istanbul airport attack, ISIS has stopped using Turkey as a transit route to European targets, while at the same time forming a group of 20 to 25 terrorists in Syria for attacks in Turkey.

Protests continue to spread across US cities against the killing of black men by police, following recent deaths in Minnesota and Louisiana. Roads were blocked and missiles thrown in Minnesota, while armed New Black Panther Party members confronted police in Baton Rouge, Louisiana. Dozens of arrests have been made but the rallies were mostly peaceful. The situation is also tense in Dallas, where five officers were killed by a black man during a protest rally. This is the fifth night of protests in Baton Rouge where there is not just anger, there is rage. Each night the gathering has intensified and police have responded with officers in riot gear. The two sides faced each other, often blocking the main highway outside police headquarters. Occasionally the force would line up and rush into the crowd to make several arrests. Earlier, hundreds marched to the Louisiana State Capitol and stood on the steps with clenched fists raised up high – a salute to black power.

Somali militant group al-Shabab has taken control of the strategic port town of Merca, 100 kilometers south of the capital, residents and officials said on Monday. The government troops and the African Union peacekeepers who have been controlling the town left at dawn, giving al-Shabab militants a port on the Somalia coast. “The AMISOM and government troops withdrew from the town at dawn this morning and now heavily armed al-Shabab militants are manning the city’s major check-points,” one of the residents told VOA on condition of anonymity. “The militants took up the strategic locations and hoisted their flag,” another resident said. In an interview with the VOA Somali, Abdifitah Ibrahim Geesey, the security minister of the South Western Somali Federal State confirmed that the militants have taken the control of the town. This is the second time the militant took over the town since February this year. It is not clear why African Union troops and the Somali army withdrew from the area, but this comes hours after al-Shabab fighters temporarily overran a Somali government military base in Laanta Buur, a former prison about 40 kilometers west of Mogadishu.

Headline:  Kashmir protesters try to storm Indian air base

Hundreds of protesters tried to storm a military air base in Indian Kashmir on Monday, the third day of deadly clashes between government forces and demonstrators angered by the killing of a popular young separatist. Police said 30 people had now died in the violence, most of them protesters killed by gunshot wounds as government forces fired live ammunition and tear gas to try to enforce a curfew imposed across the Kashmir Valley. Thousands again defied the curfew to take to the streets on Monday. Police said several hundred protesters tried to storm an Indian Airforce base about 25 kilometers (15 miles) south of the capital Srinagar as the worst civilian unrest since 2010 spread. “A few hundred protesters stormed the airforce base,” said a senior officer on condition of anonymity.
“We do not know if firearms were used, but the protesters were pushed back,” he said, adding there were no immediate reports of casualties. Protesters also set police stations and vehicles on fire. On Sunday one police officer drowned when his armored vehicle was pushed into a river. The demonstrations follow the killing on Friday of Burhan Wani, a 22-year-old commander of Kashmir’s largest militant group Hizbul Mujahideen (HM), during a gunbattle with government forces.

North Korea vowed to “physically” respond to the deployment of a U.S. anti-missile defense system in South Korea, a first remark from Pyongyang regarding THAAD since a decision was announced on Friday. “We once again warn the enemies that it is the steadfast will of the Korean People’s Army to make merciless retaliatory strikes to reduce South Korea to a sea of flames and debris once an order is issued,” read the statement from Pyongyang’s general staff department’s military artillery bureau. North Korea said military strikes would be delivered from the moment THAAD is placed in the South. The bureau is in charge of operating the 300-mm multiple rocket launcher and other forms of artillery, South Korean television network MBC reported. North Korea also said the United States is trying to gain “military hegemony” over the countries of Northeast Asia in a statement that agreed with Russia and China’s critical view of THAAD deployment in the South.

The cards have been tipped, and it appears Italy’s Prime Minister may have been right. In the aftermath of Brexit, much of the investing public’s attention has turned to Italian banks which are in desperate need of a bailout as a result of €360 billion in bad loans growing worse by the day (and not a bail-in, as European regulations mandate, as that would lead to an immediate bank run) to avoid a freeze and/or collapse of Italy’s banking sector. This has pushed stock prices – and default risk – on Italian banks to record levels. So far Italy’s bailout requests have mostly fallen on deaf ears, as Germany’s political leaders have resisted Renzi’s recurring pleas for a taxpayer funded rescue. However, as we have alleged, and as the Italian Prime Minister admitted last week, the core risk for Europe is not just the Italian banking sector but the biggest bank of all in Europe: Deutsche Bank. Recall last Thursday, when speaking at a joint news conference with Swedish Prime Minister Stefan Lofven, Matteo Renzi said other European banks had much bigger problems than their Italian counterparts. “If this non-performing loan problem is worth one, the question of derivatives at other banks, at big banks, is worth one hundred. This is the ratio: one to one hundred,” Renzi said. He was, of course, referring to the tens of trillions of derivatives on Deutsche Bank’s books. Today, we got the most definitive confirmation yet that the noose is tightening not only around Italy, but Germany itself (where as we reported on Thursday, Europe’s Bank Crisis Arrives In Germany as €29 Billion Bremen Landesbank On The Verge Of Failure) when none other than David Folkerts-Landau, the chief economist of Deutsche Bank, has called for a multi-billion dollar bailout for European banks. Speaking to Germany’s Welt am Sonntag, the economist said European institutions should get fresh capital for a recapitalization following a similar bailout in the US. What he didn’t say is that the US bailout took place nearly a decade ago, in the meantime Europe’s financial sector was supposed to be fixed courtesy of “prudent” fiscal and monetary policy. For just the second time in the U.S., researchers have found evidence of E. coli bacteria that are genetically resistant to a last-resort antibiotic, according to a new report published today in the medical journal Antimicrobial Agents and Chemotherapy. The superbug has a gene that makes it resistant to treatment with colistin, an antibiotic often used by doctors as a last resort for antibiotic-resistant infections, the report states. In this case, the bacteria were genetically resistant to colistin but not to other forms of antibiotics that could be used to kill the E. coli. However, researchers are concerned that these bacteria could transfer genes to other E. coli and different bacteria that are already resistant to all forms of antibiotics except colistin, leading to the chance of a fully antibiotic-resistant strain of bacterium. Researchers are especially concerned about the possibility that the gene could be transferred within the Enterobacteriaceae family of bacteria, which includes E. coli. Different bacterial strains in that family are already largely resistant to many kind of antibiotics in the U.S. Researchers found the strain by testing 13,562 E. coli strains collected at hospitals across the globe. They found 19 strains had the gene mcr-1 that makes E.coli resistant to colistin. In a single case, that strain was found in the U.S. Researchers said the global findings are alarming because it means there may be an increasing likelihood of having outbreaks of E. coli bacteria that are totally resistant to antibiotics.

A flurry of false Hizballah claims amid rising military tension this week was designed to cover up a direct Israeli hit of the Iranian Revolutionary Guards HQ in South Syria, debkafile military and intelligence sources disclose. Whereas Hizballah reported on July 5 that Israeli helicopters had attacked Syrian army positions near the Golan town of Quneitra, in fact, one of the two Israeli “Tamuz” IDF rockets fired on July 4, in response to stray cross-border Syrian army mortar shells, struck the Syrian Ministry of Finance building near Quneitra, which housed Iranian Guards and Hizballah regional headquarters. An unknown number of Iranian officers were killed as a result. On July 6, Hizballah sources reported a high level of tension at its east Lebanese outposts in Hasbaya, al-Qarqoub and Mount Hermon, indicating possible preparations to retaliate for the Iranian casualties. The mortar shells that occasionally stray into Israel are aimed by the Syrian forces in Quneitra at Syrian rebel engineering units, which are digging an anti-tank trench on the town’s southern edge to prevent Syrian tanks from mounting an all-out assault against them (See above map). These skirmishes are put in the shade by the dangerous gains by Islamist terrorists in southern Syria. Both ISIS and al-Qaeda’s Nusra Front have overrun the entire Syrian strip bordering on Israel and Jordan – a distance of 106km from Daraa up to the Druze villages of Mount Hermon. The Islamists have seized control of this strategic borderland by taking advantage of the fighting between Syrian army and Syrian rebel forces in southern Syria.

Saudi-led Arab Coalition has targeted on Friday a congregation of Iran-backed Houthi militias and their allied forces belonging to toppled Yemeni President Ali Abdullah Saleh in Mokha port city west of Taiz province, killing 17 and wounding dozens others.  Heavy clashes were also taking placed between Houthis and Saleh allied forces, and the Yemeni Army-backed Popular Resistance committees in the eastern, northern and western fronts in Taiz. The clashes followed after a Houthi attack against the Popular Resistance committees and Yemeni Army sites in Tha’abat, Juhaimilya and Bazir’a neighborhoods east of Taiz. On Tuesday, Houthis fired a rocket in a residential neighborhood of Marib city, east of the capital, killing seven children. The fresh clashes and the Marib attack followed after Hadi government and Houthi negotiators took a break from peace talks after two months of UN-backed negotiations that have made little progress. The talks are due to resume on July 15 in Kuwait.

Syria Headline:        Fighting Reported Across Syria Despite Declared 3-day Truce

In a multi-pronged offensive, Syrian government forces and their allies pushed into an area north of the city of Aleppo on Thursday, threatening a key supply line for the city’s opposition-held quarters and setting off intense clashes with rebels, activists said. The advance came despite and in violation of the government’s own cease-fire, which the authorities announced the day before to coincide with the Muslim holiday of Eid al-Fitr that marks the end of Ramadan. The rebel supply line to Aleppo is known as the Castello road and government forces and their allies, including Lebanon’s Hezbollah militant group, have been mounting repeated attacks on it. The government has so far secured control over the surrounding Mallah farms, leaving Syrian forces less than a mile (1.3 kilometers) away from Castello road, Hezbollah’s media arm said, describing it as retaliation for violations of the truce by armed groups. Syrian State TV declared that, “terrorists are violating the truce.”

Iraq Headline:    Iraq shrine attack: IS kills dozens in Balad

Suicide bombers and gunmen have killed at least 35 people in an attack by so-called Islamic State (IS) at a Shia shrine in the Iraqi town of Balad. At least one bomber blew himself up outside the mausoleum of Sayid Mohammed bin Ali al-Hadi, which was then stormed by gunmen, reports say. Another bomber is said to have blown himself up among fleeing worshippers. IS said five of its members had carried out the raid on the site in Balad. Worshippers were marking the Eid al-Fitr festival, celebrating the end of the Islamic holy month of Ramadan, when the site came under mortar fire. The first bomber then struck a market at the entrance to the shrine. A third bomber was shot dead before he was able to detonate his explosive vest, reports say.

Five South Sudanese government soldiers were killed in a shootout late Thursday between opposing army factions in the capital, a military official said Friday, amid fears of a return to civil war in the world’s newest country. The U.N. mission also reported an attack on a senior official. Late Thursday, a convoy of soldiers loyal to former rebel leader and sitting First Vice President Riek Machar opened fire on a checkpoint in Juba manned by troops from President Salva Kiir’s faction, said Lul Ruai Koang, a spokesman for government troops. Koang said five soldiers were killed. “We returned fire but it was limited fire,” he said. But Machar’s faction accused Kiir’s soldiers of firing on an opposition convoy as it approached the checkpoint in the Gudele area of Juba. Two soldiers from his side were wounded, said William Gatjieth, a spokesman for Machar’s group. The new fighting comes just before South Sudan marks its fifth independence anniversary on Saturday.

Headline:       Dallas gunman ID’d as Micah Johnson; said he wanted to ‘kill white officers’

The sniper who fatally shot five Dallas cops and wounded seven more in the deadliest attack on a police force since 9/11 is an Army veteran who told officers he wanted to “kill white people.” Micah X. Johnson, a 25-year-old who served six years in the Army Reserve, died early Friday when police deployed a robot to blow up an explosive device in the parking garage where the gunman was holed up. “The suspect said he was upset at white people. The suspect stated he wanted to kill white people, especially white officers,” Dallas Police Chief David Brown said at a news conference. “The suspect said he was upset about Black Lives Matter. He said he was upset about the recent police shootings.” Johnson allegedly opened fire Thursday night on what had up to that point been a peaceful demonstration over the police shooting deaths of black men this week in Minnesota and Louisiana. The hail of gunfire sent the demonstrators screaming in terror, and a police manhunt culminated with the suspect cornered by police in a downtown Dallas parking garage. After hours of attempted negotiations failed, Brown said police sent in the robot bomb to protect more officers from harm. Robotics expert Peter W. Singer told the Associated Press this is the first instance of a robot being used to kill a suspect. Brown said he saw no other way to ensure the safety of his officers. Zimbabwean riot police resorted to tear gas and warning shots to disperse small gatherings in the capital, Harare, on Wednesday, following weeks of unrest in the African country over the government’s inability to pay the salaries of public sector employees. The strike on Wednesday, called by a little known social movement called ThisFlag and dubbed the “stay-away day,” was the latest of a series of strikes staged in the past couple of days. “This is a sign of economic collapse, which has left people with nothing more to sacrifice and nothing to lose,” said Dumisani Nkomo, a spokesman for the Crisis in Zimbabwe Coalition campaign group. “We are heading toward a tipping point as a country, where citizens will express their pain by any means,” he warned.

Headline:    Suicide Bomber Kills 6 at Nigerian Mosque

Nigeria’s military says a suicide bomber has detonated inside a mosque in the country’s northeast, killing six worshippers and himself. An army spokesman, Colonel Sani Kukasheka Usman, said in a statement that two bombers first tried the larger Damboa Central Mosque early Friday but were kept from entering by armed soldiers acting as mosque security. He said one bomber detonated and killed only himself near the Damboa Central Mosque, but the other bomber entered a smaller mosque and killed six with his blast. Damboa is 70 kilometers from Maiduguri, the capital of Nigeria’s northeastern state of Borno. Officials often blame such blasts on Boko Haram Islamic extremists who have killed hundreds this year in the region.

The advanced air defense shield will beef up Seoul’s arsenal amid growing nuclear and missile threats from the North. “South Korea and the US have made the joint decision to deploy the THAAD system with US Forces Korea as part of a defensive action to guarantee the security of the Republic of Korea and our people from North Korea’s nuclear weapons, weapons of mass destruction and ballistic missile threats,” the Ministry of National Defense said on Friday. South Korea and the US are working closely together to deploy the THAAD system as soon as possible,” the ministry said. The two countries are in the final stages of selecting the site to station the system. According to South Korea’s Yonhap news agency, the system is expected to be in operation by the end of 2017 at the latest. The agreement between Seoul and Washington ends five months of negotiations that started hours after North Korea claimed to have successfully launched an earth observation satellite into orbit in February. However, on an international level it was widely suspected to have been a potential long-range missile test.

Heavy fighting has erupted once again between ISIS and Al-Nusra Front along Lebanon’s troubled northeastern border with Syria. “Clashes began Monday morning between ISIS and Nusra in the outskirts of Arsal after ISIS took control of a Nusra checkpoint in the Malahi area outside the town,” Lebanon’s state National News Agency reported. The report did not go into further details on the matter, while Hezbollah’s Al-Manar television—which closely follows developments in the border region—said that the fighting had spread to most of Nusra’s frontline positions with ISIS in the Arsal outskirts and Qalamoun. Headline:  Rebel rocket fire kills seven children in Yemen: officials

A rocket fired by Iran-backed rebels in Yemen on Tuesday killed seven children in a residential neighborhood of Marib city, east of the capital, officials said. Syria Headline:     Suicide bombing kills at least 16 in northeast Syria

A suicide bomb blast killed at least 16 people in the mostly Kurdish-controlled city of Hasaka in northeastern Syria on Tuesday, the monitoring group the Syrian Observatory for Human Rights said.
The attacker detonated his explosives at a bakery. The British-based observatory said several other people were wounded and the death toll was likely to rise because of the number of serious injuries.
There was no immediate claim of responsibility for the bombing. ISIS has targeted areas of Hasaka province in the past, including another city, Qamishli. But bomb attacks in Hasaka city itself have been rarer in recent months.

Anger is growing in Baghdad over the government’s failure to protect civilians, after a devastating bombing in a crowded commercial area in the Iraqi capital killed more than 200 people, including many children. The Syrian Kurds and their allies declared the northeastern city of Qamishlo [Qamishli] as the new capital of the federal system in Northern Syria and Rojava, a Kurdish leaders and member of the Democratic Society Movement (TEV-DEM) told ARA News. Turkish President Recep Tayyip Erdogan has ruled out reconciliation with Egypt in the wake of Ankara’s decision to normalize relations with Russia and Israel last week. In outlining the agenda for NATO’s two-day summit in Warsaw, Poland, Secretary-General Jens Stoltenberg said Afghanistan will be one of the top items under discussion when member states begin their meetings on Friday. Others are a buildup in eastern Europe, by deploying four battalion-strength multinational units in the Baltics and Poland, and steps to improve cyberdefense and a ballistic missile shield. Stoltenberg on Monday pledged support for Kabul through next year, mainly through the extension of the Resolute Support training and assistance mission, and continued funding of the Afghan security forces until 2020. “We will continue to train, assist and advise the Afghan security forces, to strengthen their capability … and to stabilize their own country,” Stoltenberg said. “We don’t believe that’s an easy task, but we have seen that the Afghan security forces are professional, capable, and that they are fighting the terrorists.”

Headline:      Ethiopia threatens ‘response’ to clashes with Eritrea

Ethiopia will ‘respond’ to every action by Eritrea to destabilise it, Prime Minister Hailemariam Desalegn told Parliament on Tuesday. The Ethiopian premier defended his country’s conduct and blamed Eritrea for last month’s border skirmish. “What we did was to retaliate and silence [Eritrea],” Mr. Desalegn told Parliament. “We will respond to every action it takes to destabilise Ethiopia. We will intensify this policy of ours… If that shaky government wants to talk to us, our doors are open.” The Ethiopian leader claims Eritrea instigated the confrontation to distract attention away from the UN report on the country’s human rights record. The report is damning of conditions in Eritrea and raises allegations of slavery by conscription, while Eritrean authorities claim the report is “baseless”. The border between Ethiopia and Eritrea was left ill-defined by the War of Independence (1961-1991) and as such laid the groundwork for a new conflict. A new war broke out in 1998, as Eritrea laid claim to the town of Badme, and soon met Ethiopian resistance, the fighting continued until 2000. But the border dispute has yet to be resolved.

A two-year-old boy was shot in the arms of his neighbour. A woman was dragged into the streets and raped. Others were killed in their homes trying to protect their properties from looters. Eyewitnesses seeking refuge at the compound of the Catholic cathedral in Wau, in north-west South Sudan, have described horrendous acts of violence after heavy fighting erupted in the town on 24 June. They recounted how soldiers from the army (the SPLA) and young people from the Dinka ethnic group attacked neighbourhoods inhabited by ethnic Fartit. “We were at home when we heard the sound of gunfire,” said Paulino, a Fartit government worker who didn’t want to give his surname. “We saw soldiers from the SPLA shooting at civilians.” Paulino grabbed his children and ran for safety towards the cathedral, but not before he saw soldiers gun down three members of his family. According to the UN, more than 70,000 people have been displaced and dozens reportedly killed in what is likely to be the worst violence South Sudan has seen this year. “In every street, you could see three to four bodies,” said Mariana Isidoro, a medical worker who helped bury five of her neighbours at an improvised cemetery in the cathedral’s grounds.

Headline:     Police fire tear gas at protesters in Zimbabwe’s capital

Police in Zimbabwe have used tear gas and water cannons to disperse thousands of protesting drivers in the capital amid deteriorating economic conditions in the South African country. The violence erupted on Monday when the protesters blocked roads leading into the center of Zimbabwe’s capital of Harare and started throwing stones at police and their vehicles. According to reports, many of the protesters were young men who couldn’t find a regular job and make a living by charging a small fee to load passengers into minibuses. The drivers expressed their anger over numerous roadblocks that police set up in the streets of the capital, forcing drivers to pay bribes. This is while Zimbabwean police recently promised to decrease the number of roadblocks following complaints lodged by parliamentarians, tourism operators and city drivers. The Monday clashes came amid a surge in protests by Zimbabweans over the past weeks over against economic hardship and alleged mismanagement by the government of President Robert Mugabe.

Pyongyang’s state-controlled news agency KCNA said Tuesday the United States and Japan launched a “criminal joint nuclear attack training exercise” in May, citing the presence of B-52 Stratofortress bombers near South Korea in June. The United States is set on “maximizing” the risk of nuclear war on the Korean peninsula and therefore is in no position to advocate denuclearization, Pyongyang said. In an article published Saturday in the Workers’ Party Rodong Sinmun, North Korea said, “Even if our sovereignty and right to exist are interfered with at the slightest, we will turn the U.S. imperialist military bases into seas of fire.” North Korea propaganda outlet DPRK Today has also uploaded videos of medium-range ballistic missile launches, and simulations of attacks against the U.S. mainland or U.S. military bases, Yonhap reported.

In joint editorials in its Chinese and English editions, the state-run Global Times said the dispute, having already been complicated by US intervention, now faces further escalation due to the threat posed by the tribunal to China’s sovereignty. “Washington has deployed two carrier battle groups around the South China Sea, and it wants to send a signal by flexing its muscles: As the biggest powerhouse in the region, it awaits China’s obedience,” it said. According to lead researcher Renata Picao, the “super bacteria” entered the city’s waterways when sewage coming from local hospitals got channeled into the bay. “We have been looking for ‘super bacteria’ in coastal waters during a one-year period in five beaches,” Picao told CNN during a visit to her lab. “We found that the threats occur in coastal waters in a variety of concentrations and that they are strongly associated with pollution.” The news comes as Rio prepares to host hundreds of thousands of athletes and tourists during next month’s Summer Olympics. Among the beaches flagged were Flamengo and Botafogo, which border the bay where Olympic sailors are scheduled to compete. “It’s a nice sailing area but every time you get some water in your face, it feels like there’s some alien enemy entering your face,” German Paralympic sailor Heiko Kroger said during a recent visit to Rio. “I keep my nose and my lips closed.” Kroger believes the super bacteria may have caused a severe skin infection in one of his teammates during recent training.

Severe flooding across central and southern China over the past week has killed almost 130 people, damaged more than 1.9 million hectares of crops and led to direct economic losses of more than 38 billion yuan ($5.70 billion), state media said on Tuesday. Premier Li Keqiang traveled on Tuesday to Anhui, one of the hardest-hit provinces, where he met residents and encouraged officials to do everything they could to protect lives and livelihoods. Li was also to visit Hunan province. Heavy rainfall had killed 128 people across 11 provinces and regions and 42 people are missing, state news agency Xinhua reported. More than 1.3 million people have been forced out of their homes, it said. Weather forecasts predicted more downpours during what is traditionally China’s flood season. Xinhua said more than 1.9 million hectares (4.7 million acres) of cropland had been damaged and another 295,000 hectares had been destroyed, resulting in direct economic losses of 38.2 billion yuan. More than 40,000 buildings have also collapsed, it added. It was not clear how that would affect the summer grain harvest, which was expected to reach 140 million tonnes this year. The stormy weather also took a toll on farm animals. In Anhui, the flooding killed some 7,100 hogs, 215 bulls and 5.14 million fowl, the China News Service reported.

Islamic State militants on Wednesday pushed back U.S.-trained Syrian rebels from the outskirts of a town on the Iraqi border, dealing a setback to a budding offensive that aims to sever the militants’ transit link between the two countries, a rebel spokesman said. The Islamic State-linked Aamaq news agency said IS militants repelled the New Syrian Army from an air base which the rebels had briefly captured earlier in the day. IS said it seized 15 hostages and ammunition, and was still advancing against the rebels. Earlier Wednesday, the Pentagon-trained force entered the Hamdan air base — northwest of the border town of Boukamal — following intense clashes, rebel spokesman Mozahem al-Saloum said. He said airborne fighters were dropped from coalition helicopters on Boukamal’s southern edge, helping the fighters advance. The Britain-based Syrian Observatory for Human Rights, which relies on local activists, confirmed the account.

Iraq Headline:         Iraqi forces say press towards key air base south of Mosul

Iraq’s military said it advanced through northern villages held by ISIS on Wednesday, on its way to an airfield which could serve as the staging ground for a future offensive on Mosul, the the biggest city held by the militants. Army and counter-terrorism forces recaptured Telol al-Baj, about 260 km (160 miles) north of Baghdad on the main north-south road on Tuesday, a senior commander participating in the offensive told Reuters. The troops are now around 45 km from the airbase at Qayara, less than two weeks after they set out from the refinery town of Baiji, military officials said. Retaking another refinery near Qayara with a production capacity of 16,000 barrels per day could also hit ISIS’ finances. Iraqi forces shelled ISIS positions in Haj Ali on Wednesday in preparation for a ground advance that would allow them to reach the river bank, an army source said. They are expected to link up with the forces from the south near the air base, about 10 km west of the river.

Kurdish Headline:   Car bomb strikes Kurdish headquarters in northern Syria; seven dead

At least seven people were killed and about 10 were injured on Wednesday morning when a car driven by a suicide bomber blew up next to a building known as the headquarters of the Kurdish forces in Tel Abyad, located in northern Syria near the Turkish border. They said a suicide car bomber attacked the building run by Kurdish local authorities in the town, which was captured by the Kurdish YPG militia last year from Islamic State militants in an offensive backed by U.S.-led air strikes. Tel Abyad lies north of Raqqa and had been a key supply line for the Islamic State stronghold. The Britain-based Syrian Observatory for Human Rights later said at least 10 people were killed in the blast with nine wounded, some seriously. Amaq news agency, affiliated to Islamic State, said militants detonated a car near a gathering of YPG fighters near the old local parliament building in the city center.

A gun and bomb attack on Istanbul’s Ataturk airport has killed 41 people, at least 13 of them foreigners, and injured more than 230, officials say. Three attackers arrived in a taxi and began firing at the terminal entrance late on Tuesday. They blew themselves up after police fired back. PM Binali Yildirim said early signs pointed to so-called Islamic State but no-one has so far admitted the attack. Tuesday’s attack looked like a major co-ordinated assault, says the BBC’s Mark Lowen. Ataturk airport has long been seen as a vulnerable target, our Turkey correspondent adds, reporting from a plane stuck on the tarmac in Istanbul. There are X-ray scanners at the entrance to the terminal but security checks for cars are limited. Pictures from the airport terminal showed bodies covered in sheets, with glass and abandoned luggage littering the building. Turkish President Recep Tayyip Erdogan said the attack should serve as a turning point in the global fight against militant groups. “The bombs that exploded in Istanbul today could have gone off at any airport in any city around the world,” he said.

Headline:       Afghan Ministry of Interior admits 9 districts under Taliban control

Afghanistan’s Ministry of Interior reported yesterday nine districts are under Taliban control, including four in the southern province of Helmand, and more than 40 others are heavily contested. The statement is an admission of the worsening security situation in Afghanistan since the last time the government disclosed such information one year ago. “The districts are in the northeastern, southern and also other parts of Afghanistan. The enemy has increased its activities in those areas,” Ministry of Interior spokesman Sidiq Siddiqi said, according to TOLONews. One year ago, in June 2015, Afghan officials told The New York Times that only four districts were under Taliban control (Nawa in Ghazni, Khak-i Afghan in Zabul, and Dishu and Musa Qala in Helmand). “No other area except those four districts is under the enemy control now,” Major General Mohammad Afzal Aman, the chief of operations for the Ministry of Defense told The New York Times then. However, multiple districts other than the four mentioned by Aman were known to be under Taliban rule at the time. A study by The Long War Journal at this time last year recorded all nine of these districts as being under Taliban command. The nine districts controlled by the Taliban were identified this week as Now Zad, Musa Qala, Bagran, and Dishu in Helmand in the south; Nawa district in Ghazni and Khak Afghan district in Zabul provinces in the southeast; Warduj and Yamgan districts in Badakhshan in the northeast; and Kohistanat district in Sar-i-Pul in the north. The number contested districts, which were described by TOLONews as districts “facing serious security threats,” were not identified.

Headline:  ISIS celebrates 2 year anniversary

On the day marking the second anniversary of the establishment of the self-proclaimed Islamic caliphate, ISIS released another of their propagandist high-quality short films. In the 18 minute long video, ISIS issued a “bayan” re-branding the terrorist group’s name from the Islamic State in Iraq and Sham to the Islamic State thereby requesting “baya’a”, or allegiance pledges”, from Muslims living in Arab countries. Showing audiotapes from Jihadist leaders pledging allegiance from Egypt, Saudi Arabia, Yemen, Libya, and Algeria, ISIS declared war on all Arab states encouraging followers to fight against the governments ruling their respective countries. Throughout this video, ISIS’s Aleppo media branch attempted to portray civil life in areas governed by the terror group showing people leading normal lives in markets, streets, and mosques whilst praising the resilience of the civilians resisting the “crusader airstrikes.” ISIS also claimed to have set up a system of self-sufficiency and welfare asserting that poverty levels in the caliphate are steadily decreasing – in what seems to be an attempt to shrink the outflaw of civilians living under the governance of the caliphate – and that people are governing pious and ordinary lives. After a steady string of defeats in Syria, Iraq, and Libya, ISIS is desperately attempting to render to the public and its supporters worldwide the image of strength, fearlessness, and resolve it has always attempted to maintain. Increasingly desperate, ISIS has called upon its followers globally to carry out terrorist attacks. Though ISIS specifically called for war against Arab governments in this publication, it remains unclear whether terror attacks will escalate in the mentioned Arab countries.

Barely has the market had time to digest last week’s Brexit vote by the UK, a vote which may never actually be implemented if the “sturm und drang” campaign unleashed by the EU and the ECB on UK capital markets succeeds in changing the mind of enough “Leavers” to the point that the entire referendum is called off and Boris Johnson never triggers the Article 50 clause, and already Europe’s most financially troubled nation, Italy, is using Brexit as a pretext to unleash a €40 billion ($44 billion) bailout of its insolvent banks. As the WSJ reported earlier, the Italian government is considering a capital injection for the country’s banking system, after Italian lenders were hit by a sharp selloff in banking stocks Friday, triggered by Britain’s vote to leave the European Union. Of course, Brexit has nothing to do with it: instead, as everyone knows by now, Italy’s banks are beset with €360 billion (and rising) in bad loans, some 18% of total bank balance sheets, chronically poor profitability amid record-low interest rates, thin capital buffers and high costs. It was precisely these concerns that the recently created Atlante “bad bank” was supposed to address until it became painfully obvious that its total war chest of €4.25 was woefully inadequate to put even the smallest dent on Italian bank insolvency. According to Ambrose Evans-Pritchard, the country is the first serious casualty of Brexit contagion and a reminder that the economic destinies of Britain and the rest of Europe are intimately entwined. Morgan Stanley warned in a new report that eurozone GDP would contract by almost as much as British GDP in a “high stress scenario”.  “When Britain sneezes, Italy catches a cold. It is the weakest link in the European chain,” said Lorenzo Codogno, former director-general of the Italian treasury and now at LC Macro Advisors. So, in the spirit of never letting a Brexit crisis go to waste, Italy has decided to use the British referendum as the scapegoat and demand nearly ten time as much in new capital to be used (and abused) as Italy’s banks see fit. As the Telegraph adds, an Italian government task force is watching events hour by hour, pledging all steps necessary to ensure the stability of the banks. “Italy will do everything necessary to reassure people,” said premier Matteo Renzi. “This is the moment of truth we have all been waiting for a long time. We just didn’t know it would be Brexit that set the elephant loose,” said a top Italian banker.

According to a new foreign policy document from the Brussels-based institution to be handed to EU leaders next week, a “credible European defense” is also essential to preserve good relations with the US. EU foreign policy chief Federica Mogherini’s Global Strategy document states that “as Europeans we must take greater responsibility for our security”. The white paper adds: “While NATO exists to defend its members — most of which are European — from external attack, Europeans must be better equipped, trained and organized to contribute decisively to such collective efforts, as well as to act autonomously if and when necessary. “A more credible European defense is essential also for the sake of a healthy transatlantic partnership with the United States.” While it stresses that “NATO remains the primary framework for most member states”, it goes on to urge EU members to “channel a sufficient level of expenditure to defense”. The white paper will be seized on by Eurosceptics as proof of a plot to set up an EU army – a notion that has been widely dismissed by diplomats in Brussels and London. The warning of a European army was at the core of the Brexit campaign and became a hot topic with both sides trading blows over the truth of claims Brussels wanted to create a NATO-style organization.

Headline: Puerto Rico Says It Will Default Even With Congressional Aid

Two days before a potential historical default, Puerto Rico Governor Alejandro Garcia Padilla made it clear that the commonwealth won’t pay bondholders even as Congress votes on a bill allowing the island to restructure its $70 billion in debt. “On July 1, 2016, Puerto Rico will default on more than $1 billion in general obligation bonds, the island’s senior credits protected by a constitutional lien on revenues,” Garcia Padilla wrote in a editorial posted on a CNBC website. The lapse will mark the first time the U.S. territory has failed to pay what it owes on general-obligation debt, a $13 billion swath that its constitution says has the top claim to the government’s funds. Garcia Padilla previously said the commonwealth couldn’t raise enough to cover what’s owed to bondholders even if he shut down the government. The island has about $2 billion in principal and interest payments due Friday. “All the efforts up until now have already damaged relations with investors,” said Daniel Solender, who oversees $19 billion, including Puerto Rico securities, as head of municipals at Lord Abbett & Co. in Jersey City, New Jersey. “By taking a step to break the constitution, it makes it more definitive.” The default signals the depths of the crisis on the island, which had been tapping whatever funds it could to avoid missing payments on securities backed by the strongest legal pledge.

Israel and Turkey have normalised relations, ending a six-year rift over the killing by Israeli troops of 10 Turkish activists on a Gaza-bound ship. Turkish Prime Minister Binali Yildirim said a deal reached on Sunday would see Israel pay $20m (£15m) in compensation. It will also allow Turkey to send aid to Gaza and carry out infrastructure projects in the Palestinian territory. Israeli Prime Minister Benjamin Netanyahu said the agreement would help bring “stability” to the Middle East. Turkey was once Israel’s closest ally in the region, and the two countries share many strategic interests. The Turkish and Israeli prime ministers announced the deal to restore diplomatic ties at simultaneous news conferences in Ankara and Rome. Mr Yildirim said the two countries would appoint ambassadors “as soon as possible” after the agreement is signed on Tuesday. A “lifeline to Palestinians” would be provided, he added, with the first ship loaded with 10,000 tonnes of aid due to leave for the Israeli port of Ashdod on Friday.

Headline: African nations at UNHRC call on Israel to ‘end the occupation’ now

Israel must immediately end its occupation of the West Bank and its blockade on Gaza, the regional African Group told the United Nations Human Rights Council in Geneva on Monday.
“The African Group calls for putting an immediate end to Israel’s occupation, settlements, blockade on two million people in the Gaza Strip, the detention and imprisonment of thousands of Palestinians, and all other forms of collective punishment targeting the oppressed Palestinian people,” the 54-member African Group said in a statement that was delivered by South Africa on their behalf. The call by the African Group comes in advance of Prime Minister Benjamin Netanyahu’s highly publicized visit to the African continent later this month to deepen ties between Israel and that continent. But at the UNHRC the African Group spoke against Israel and in support of Palestinian statehood. International diplomatic efforts to solve the Israeli-Palestinian conflict have in the past assumed a two-step process, in which Palestinian statehood would be achieved only once there was a final status agreement in place between the parties to end hostilities.

Headline: Temple Mount sees second day of clashes amid Jewish visits

Muslim rioters on the Temple Mount compound in Jerusalem clashed with police for the second day straight as authorities allowed tourists, including Jewish groups, to visit the area during the sensitive last 10 days of Ramadan. Several Palestinians were reportedly injured by sponge-tipped bullets fired by security forces during the rioting. In response, a Palestinian official warned of “consequences” to the Israeli “aggression” at the Jerusalem holy site. Police had deployed additional forces there as a precaution after learning, it said, that “Arab youths, some of them masked, barricaded themselves during the night in the Al-Aqsa Mosque on the Temple Mount with the aim of confronting police, and to disrupt the regular visits and visitors in the Temple Mount area during the Ramadan holiday.” Of the 263 visitors to the Temple Mount on Monday, 33 of them were Jews, police spokeswoman Luba Samri said in a statement. According to police, the rioters stockpiled stones and other objects, including firecrackers, inside the Al-Aqsa mosque, “all of which was intended as a confrontation with police and security forces, to prevent them closing the doors and to disrupt the regular visits to the Temple Mount.”

Headline:      Suicide bombers kill 5 in eastern Lebanon

A group of suicide bombers detonated their explosives’ vests in a northeastern Lebanese village near the border with Syria on Monday, killing five people and wounding at least 15, a Lebanese military official and paramedics said. The blasts occurred in the predominantly Christian village of Qaa, only few hundred meters (yards) away from the border. The state-run National News Agency said four suicide bombers were involved in the rare multiple attack. No group immediately claimed responsibility. The villagers became suspicious of the men as they were passing through the village around 4 am local time, an eyewitness in Qaa said. When civilian security men who guard the village called out to them, they threw a hand grenade before successively blowing themselves up among civilians. A Lebanese military official, who spoke on condition of anonymity in line with regulations, said one suicide attacker blew himself up in front of one of the homes, while three other attackers followed, detonating their suicide vests one after the other as people gathered in the area. Four members of the military were among the wounded, the official added. An investigation is underway.

Headline: Yemen clashes intensify as Ban pushes peace

Fighting between Yemeni government forces and Shiite rebels killed 41 people on several fronts Sunday, as UN chief Ban Ki-moon urged the rival factions in Kuwait to accept a peace plan. But the clashes raged on Sunday, with the rebels pressing ahead with attempts to advance towards the strategic Al Anad Air Base, in the southern province of Lahj, a military official said. The rebels and their allies captured the area of Qubaita, on the frontier between Lahj and Taez province. Warplanes from the Saudi-led coalition that backs Hadi’s government killed 11 rebels in Qubaita and Kirsh, the official said. Also along the frontier between Lahj and Taez, five rebels and three government soldiers died in clashes triggered by a rebel attempt to advance in the Waziya area, said a loyalist militia source. Six other soldiers were killed in clashes in the flashpoint city of Taez, where rebels attacked an army base, a military official said. Meanwhile, nine rebels and seven soldiers were killed in the past 24 hours in clashes in northern Yemen, after rebels attacked loyalists in Nahm, northeast of the Sanaa, a military official said.

An unforeseen trickle-down effect of Britain’s decision to leave the EU last week is evident in the reaction of Arab governments, which have begun shying away from their reliance on the US or Europe to lead the war on ISIS, debkafile’s sources report. They are coming to see the US-led coalition as weakened and predict that Britain will draw down or remove its forces from the anti-jihadist arenas in the near future. Officials in several Arab capitals are now discussing the possibility of ending their boycott of Syrian President Bashar Assad and cooperating militarily with his regime against the terrorists – an option which just a few days ago would have been unthinkable. In general, there are signs of satisfaction in Muslim Middle Eastern countries over what is seen as the weakening of NATO. and even more of Washington’s position in Brussels. Tehran, Riyadh, Amman, and Damascus are giving vent to these sentiments in the first political consensus the Arab and Muslim world has seen since the outbreak of the Arab Spring uprisings in December 2010. Statements like “we have new and historic opportunities” and “the American star has been wiped off the EU flag” are just the tip of the iceberg – despite the return of a limited number of US forces to fight ISIS in Iraq, Syria and Libya over the past few months, to partly fill the void created by President Barack Obama’s Mid East policies.

Kurdish Headline:        Kurdish Rebels Clash With Iran’s Revolutionary Guards

Kurdish rebels and Iran’s Islamic Revolutionary Guards Corps have engaged in armed clashes along the mountainous Iranian border with Iraq in recent days, raising tensions in the region, Iranian state television reported. On social media, there are videos that purport to show the shelling of positions held by the rebels, the Kurdish Democratic Party of Iran. While both groups claim to have killed over a dozen of their opponents, there are no reliable figures as yet, Iran’s state news agency, IRNA, reported. The Kurdish Democratic Party of Iran has been striving for decades for independence in the Kurdish areas of western Iran. While many of Iran’s approximately six million Kurds feel strong connections to the nation, they speak a separate language and are mostly Sunni Muslims in a Shiite country. The Kurdish regions, like all Iranian border regions, are poor compared with Iran’s larger cities. The rebels have clashed periodically with the Iranian armed forces, at times ambushing military patrols. They say some of their leaders were assassinated in Europe in the 1980s and ’90s, and that Iran has been executing activists linked to their cause. The Guard Corps base in the region, Hamzeh Seyyed ol-Shohada, said in a statement on Saturday that the clashes were continuing in the area of Mahabad, a Kurdish city, and the Sarvabad border area. It said that a number of “terrorists linked to counterrevolutionary groups” had been killed in the fighting.

Turkish President Tayyip Erdogan has apologized to Russian leader Vladimir Putin over last year’s shooting down of a Russian air force jet by Turkey’s military, the Kremlin said on Monday, opening the way for Russia to lift economic sanctions. The Russian jet was shot down, with the loss of the pilot, in November while it took part in the Kremlin’s military campaign in Syria. Ankara said it acted lawfully because the plane had crossed into Turkish air space; Moscow denied that happened. “I want to once again express my sympathy and deep condolences to the family of the Russian pilot who died and I say: ‘I’m sorry,'” the Kremlin, in a statement, cited Erdogan as saying in the letter. A spokesman for Erdogan, Ibrahim Kalin, confirmed the letter was sent to Putin, though he did not refer explicitly to an apology. He said that Erdogan, in the letter, had expressed regret and asked the family of the pilot to “excuse us.”

Renewed violence between the Sudan’s People Liberation Army (SPLA) and armed groups, in Wau, northwest of the country has left tens of thousands of people displaced over the weekend.  Ten of thousands who fled for their lives from urban violence in #Wau #SouthSudan this weekend, now seeking safety, food & medical care— MSF South Sudan (@MSF_SouthSudan) . The violence resulted in the sacking and subsequent arrest of the governor of Wau, Elias Waya Nyipuoc for suspicion of being behind the insecurity in the town. UN bases are not designed to serve as shelters for displaced populations … UNMISS will consider additional measures in line with its mandate should the security situation deteriorate further; Local media report that he was arrested on Saturday “on directives from higher authorities … just hours after President Salva Kiir sacked him from office in less than nine months since his appointment”.  The United Nations Mission in South Sudan (UNMISS) says it is providing protection and shelter to approximately 10,000 civilians in Wau adjacent its base. “This area is currently secure and humanitarian partners are providing basic assistance to the displaced people,” it said in a statement on Monday. UNMISS added that it is currently negotiating with the SPLA for access to Wau town to conduct additional patrols to protect the civilian population in the town. It however stressed that it opened its gates because all means of protection have been exhausted. “UN bases are not designed to serve as shelters for displaced populations … UNMISS will consider additional measures in line with its mandate should the security situation deteriorate further,” it said.

One EU official described the UK as being in a “very significant political crisis”. The official also added that other EU countries understand that they cannot expect the UK to start the exit procedure amidst a political crisis, so the pressure for the UK to do so has reduced to some extent. Cameron has not said anything since last Friday when he signalled that he would resign in the fall and let his successor guide the UK out of the EU. The S&P 500 sank 1.7 percent to the lowest since mid-March, while Europe’s equity benchmark slid 3.2 percent as bank shares tumbled, weighed down by upheaval within Britain’s two major political parties even before exit negotiations begin. Sterling fell below Friday’s lows with a 3.6 percent slide to the weakest since 1985. Demand for haven assets boosted gold, while Treasury 10-year yields approached an almost four-year low.Risk assets have been under pressure since Britons voted to secede from the EU, raising concerns that an already-fragile global economic recovery will falter as trade snarls in one of the world’s biggest consumer blocs. More than $4 trillion has been was wiped from global equity values as internecine squabbles flared in the U.K.’s main political parties, exacerbating the sense of instability.
