Headline: Assassination Attempt on Netanyahu Averted

Headline: How Hamas Planned to Assassinate PM Netanyahu

A Hamas terror cell operating out of Jerusalem had been planning a mass casualty attack with the added goal of assassinating Prime Minister Benjamin Netanyahu, Hebrew-language news site Walla! reported Sunday. Although indictments were filed last month in the case, the details were only recently cleared for publication. The cell consisted of six members, with direct support from operatives in Gaza. Cell leader Ahmed Azzam, originally from Kfar Yussuf but living in Abu Dis, revealed during interrogation that the group had planned to detonate a bomb at Jerusalem’s Great Synagogue or Payis Arena during a speech by Israel’s leader. According to the website, the cell had already secured a safe house in Abu Dis, a Palestinian town within Jerusalem, and amassed chemicals needed to build the explosive, such as potassium, hydrogen peroxide and fertilizer. Under interrogation, Azzam revealed that he had first become interested in conducting a terror attack on behalf of Hamas while in an Israeli jail. In August, he established contact with one Abu Omer, a Hamas representative in Gaza, who provided support and direction. In November, he recruited 22-year-old Hizzam Sanduka, nicknamed “The Mechanic” for his knowledge of vehicles.

Headline: Ya’alon: Israel preparing for possibility of war with Hamas

Defense Minister Moshe Ya’alon said Monday Israel was preparing for the possibility of another war against Hamas in Gaza. “We’ve been enjoying unprecedented quiet, Hamas hasn’t fired one bullet,” Ya’alon said aboard the USS Carney, an American battleship, which is currently docking in Haifa while taking part in the joint American-Israeli military exercise Juniper Cobra. “It’s growing in power, we didn’t think otherwise,” he added. “Hamas is trying to arm itself with rockets but it’s having difficulties importing (rockets) as it did before and it has to manufacture them. That is why they’re conducting all of the tests of firing rockets into the sea. There is also a shortage of materials to manufacture rockets with and they’re trying to improvise – and of course digging defensive and offensive tunnels, we are not fooling ourselves to think that they aren’t.” “We’ve been preparing for the possibility that at some point a front will be opened in the south, and we’ll have to deal with it,” the defense minister continued. “We’re not stagnate and we operate both with defensive and offensive measures.”

Headline:Obama signs law to increase military support to Jordan

The US has finalised a law that will allow the administration to increase military support to Jordan to $450 million this year, officials announced Sunday. Later in the day, His Majesty King Abdullah met in Aqaba with US Secretary of State John Kerry and stressed the importance for the international community, especially the US, to exert more efforts in the Palestinian issue. The King urged the international community to end the stalemate in the peace process between the Israelis and the Palestinians until reaching progress according to the two-state solution and relevant international legitimacy resolutions, a Royal Court statement said. The meeting also addressed regional and international efforts in the war against terror groups in line with a comprehensive approach.

The Lebanese government said on Monday it was necessary to fix ties with Saudi Arabia after Riyadh last week suspended a $3 billion aid package to the Lebanese army, and tasked Prime Minister Tammam Salam with making contacts to that end. Saudi Arabia suspended the aid in response to Beirut’s failure to condemn attacks on Saudi diplomatic missions in Iran. The Lebanese national unity government groups both allies and enemies of Saudi Arabia, including the Iranian-backed Shi’ite group Hezbollah.  Salam, speaking in a televised news conference, said the cabinet statement had been passed unanimously. In response to a question on the attacks last month, he said “we strongly condemn” the attack on the Saudi embassy. “The cabinet deems it necessary to fix relations between Lebanon and its brothers, and to remove any flaws that may have emerged in recent times,” the statement said. It said Salam’s contacts should “pave the way for a Gulf tour … with this aim”.

Headline: Hezbollah kills 3 Nusra fighters along Lebanon border

ISIS fighters Monday opened fire on the home of a man they accused of passing information to Army Intelligence after the arrest of a ranking militant on the northeast border, a security source told The Daily Star. The source said the militants in Arsal showered the home of Mohammad Sobhi Wehbi with bullets, leading to a number of casualties inside the house. A member of the Government’s Guards Brigade, Hussein Fliti, was also hit in the hand by a bullet as he passed by Wehbi’s home, the source said. Wehbi was accused of informing the army of the whereabouts of ISIS official Ahmed Ammoun who was arrested earlier in the day after a clash with the army. Ammoun is suspected of involvement in the assassination of Zaher Ezzedine, a member of the Internal Security Forces’ Information Branch, in the area last month. The source added that members of Lebanon’s Military Intelligence ambushed Ammoun’s vehicle on Arsal’s outskirts, prompting a gun fight. Some of the gunmen escaped, he said.

Headline:     Saudi Arabi Opens Consulate in Erbil

With a Consul General arriving in Erbil, Saudi Arabia is about to officially open its Consulate General in the Kurdistan Region of Iraq to start his mission. Abdul Mun’eem Abdulrahman, the first Saudi Arabian Consul General in Erbil, arrived in Kurdistan Region capital on Monday. Abdulrahman told reporters upon his arrival that Riyadh is willing to strengthen its bilateral relations with Erbil and they “will stand with Kurds until they overcome the current crisis.” After 25 years, Saudi Arabia re-opened its embassy in Baghdad last December, and then promised to increase its diplomatic relations with the Kurdistan Region. Receiving the first Saudi Arabian consul General, Erbil Governor Nawzad Hadi pointed out that opening the consulate is the beginning of further developments in Erbil-Riyadh relations.

Headline:   Saudi Arabia says war games will boost military ties with Muslim allies

The Middle East’s largest ever war games are now underway and will boost military cooperation between the 20 Muslim nations taking part, host country Saudi Arabia said Monday, as it seeks to check the growing influence of arch rival Iran. The Northern Thunder exercises, which began on Feb. 14 and will run until March 10, involve more than 150,000 troops from the Gulf Arab nations, Egypt, Morocco, Pakistan, Bangladesh, Jordan, Sudan and Senegal. “The council of ministers … expressed the hope that these exercises achieve what was defined as their goals in exchanging expertise and raising the level of military coordination,” Saudi Arabia’s cabinet said in a statement. The statement also praised “the levels of preparedness and administrative and supply capabilities” shown by the nations participating in Northern Thunder exercises.

Headline: Ahwar in southern Yemen reportedly falls to AQAP

A gunman killed a senior Yemeni army officer in Aden on Monday, as violence in the southern port city which is the headquarters of the Saudi-backed government showed no let-up, military sources said. The gunman, who was on the back of a motorcycle, killed General Abedrabbo Hussein as he was leaving his home in the Sheikh Othman district of the city, the sources said. Hussein was commander of the 15th Infantry Brigade which operates in Abyan province, west of Aden, where Al-Qaeda has seized several large towns in recent weeks.

Headline: Egypt tightens security coordination with Hezbollah amid Syrian civil war

A high-level delegation representing Hezbollah Secretary General Hassan Nasrallah arrived in Cairo on Monday to discuss the security coordination with Egypt in light of the inner conflict in Lebanon and the Syrian civil war, the Kuwaiti newspaper al-Jarida reported on Monday. According to al-Jarida, the delegation includes the head of Hezbollah’s Arab relations department, Hassan Izz-al-Din, the party’s media advisor Mohammad Afif, and member of Lebanese parliament, Ali Miqdad. According to Hezbollah, the visit was aimed at offering condolences on the death of the well-known Egyptian political commentator, Mohamed Hassanein Heikal, who passed away at 92 on February 17. Heikal was accused of being pro-Hezbollah after refusing to call it a terror organization and he had a very close relationship with Nasrallah. However, it appears that the real reason for the visit is the shared interest of both Hezbollah and Egypt in assuring that the inner conflict in Lebanon between Hezbollah and the pro-Saudi establishment does not deteriorate into a Syrian-like conflict with world powers’ involvement.

Bomb blasts in the Syrian cities of Homs and Damascus have left at least 140 people dead, monitors and state media say. At least four blasts struck the southern Damascus suburb of Sayyida Zeinab, killing at least 83 people, state media said. Earlier in Homs, 57 people, mainly civilians, were killed in a double car bombing, a monitoring group reported. So-called Islamic State (IS) said it carried out the attacks in both cities. The UK-based Syrian Observatory for Human Rights monitoring group also said that at least 50 Islamic State fighters had been killed in an advance by government troops, backed by Russian air strikes, east of the northern city of Aleppo in the past 24 hours. Meanwhile, Two Islamist factions based in a northeastern district of Damascus that has been subject to a truce have pledged allegiance to the Al-Nusra Front, the latest merger among rebel groups in war-torn Syria. “Ansar al-Sharia’a and Al-Muntasir Billah announce their full incorporation into the branch of Al-Qaeda in [Syria], Al-Nusra Front,” a spokesperson said in a video released Sunday on Nusra’s Twitter account. “[The two groups] pledge [their] allegiance to the conquering sheikh Abu Mohammed al-Jolani [Nusra’s chief] in submission and obedience.”

Syria Headline: Islamic State attacks government supply line into Aleppo

Islamic State attacked the Syrian government’s main supply route from Damascus to the northern Syrian city of Aleppo on Monday, a day after the group targeted Damascus and Homs in some of the bloodiest car bomb attacks of the war. The Syrian Observatory for Human Rights said fighting and air strikes continue unabated across the country, a day after U.S. Secretary of State John Kerry and his Russian counterpart, Sergei Lavrov, had reached a provisional agreement on terms of a cessation of hostilities that would not include Islamic State. Islamic State said it had taken control of a number of villages along an important road which connects government-held areas of Aleppo with the cities further south. A Syrian military source confirmed the attack but said it was repelled. The Observatory’s director, Rami Abdulrahman, said government forces had reclaimed one of four positions seized by Islamic State on the road, which it has cut in previous attacks. “The regime has recovered one of four positions that IS took on the road,” Abdulrahman said. Syrian and allied forces were also fighting further up the road against Islamist insurgents from the Jund al-Aqsa group and the Turkestan Islamic Party, the Observatory said.

Syria Headline:   Russia & US to work together to determine non-terror groups in Syria – Putin

U.S. officials said Monday that the United States and Russia have agreed on a plan for a cease-fire in Syria starting Saturday that would exclude attacks on the Islamic State group and Al-Qaida’s local affiliate. The officials said that the two sides have agreed on the terms and conditions for the “cessation of hostilities.” A formal announcement is expected after Presidents Barack Obama and Vladimir Putin speak on the matter by telephone. The officials weren’t authorized to speak about the matter publicly and demanded anonymity. Residents of the Syrian capital earlier Monday expressed skepticism about talk of a “provisional agreement” for a truce, a day after a wave of Islamic State bombings killed about 130 people in government-held areas near Damascus and another city.

Iraq Headline:     Fighting In Iraq’s Fallujah ‘Stops After IS Group Seizes Residents’

Clashes between Iraqi tribesmen and the Islamic State (IS) militant group in Fallujah have reportedly halted after the militants detained dozens of residents. Local official Issa Sayir estimated the number of detainees at about 60, while a lieutenant colonel and a tribal leader were quoted as saying the figure was more than 100. “The clashes stopped because of the imbalance of power and fear that the detainees would be executed,” Sayir said on February 21. Fighting between the Sunni Arab tribesmen and IS militants in Fallujah began on February 19. There were reports of casualties on both sides. Sayir said a military operation would be launched in the Fallujah area in the coming days, while the Iraqi Army was quoted as saying that reinforcements had arrived in the outskirts of the city, located 50 kilometers west of Baghdad.

The source said in a brief statement obtained by IraqiNews.com, “A bomb exploded, at noon today, near shops in Bayaa District southwest of Baghdad, killing two people and wounding eight others.” The source added, “An ambulance rushed to the area and transferred the wounded to a nearby hospital to receive treatment and the dead bodies to the forensic medicine department, while the security force cordoned off the area of the incident and barred approaching it.”

Kurdish Headline:    Turkish army presses crackdown on Kurdish militants, Europe worried over rights

Turkey’s military said Monday it had killed 14 militants in a drive against the outlawed Kurdistan Workers Party (PKK) in the southeast as an envoy from the European parliament denounced what she said were rights abuses by Ankara. Four PKK militants were killed on Sunday in the Sur district of the mainly Kurdish region’s largest city Diyarbakir, much of which has been under a round-the-clock police curfew since early December, the army said in a statement. Ten others were killed on Sunday in the Idil district of Sirnak province, neighboring Syria, it said. A round-the-clock curfew was imposed in some parts of Idil last week as it become a new focus for the security operations. More than 1,000 PKK militants have been killed since December, according to figures from the military and state-run Anadolu Agency. In early November, President Tayyip Erdogan said 2,000 had been killed in operations ‘at home and abroad’. Rights groups and locals have voiced growing concern about he civilian death toll in the security operations since December. The pro-Kurdish HDP party puts the toll at nearly 160.

Headline:      Turkey: Ground troops in Syria ‘not on agenda’

The Turkish foreign minister says a land operation by Saudi Arabia and Turkey in Syria has never been on the agenda. Mevlut Cavusoglu on Monday dismissed speculation about such an operation as “disinformation and manipulation.” The minister said: “A land operation of Saudi Arabia and Turkey in Syria has never been on the agenda, and it is not on the agenda.” However, Turkey views ground operations as necessary and would be a willing partner if the notion got approval from a broader coalition, an official said last week. The country raised the issue in recent talks with the U.S. and other Western nations, said the Turkish official, who spoke on customary condition of anonymity.

Headline:     Report: Putin Threatens Turkey With Tactical Nukes

Award-winning Iran-Contra journalist Robert Parry has been told by a source close to Vladimir Putin that Russia has threatened Turkey with the use of tactical nuclear weapons if it launches a joint invasion of Syria with Saudi Arabia. Writing for Consortium News, Parry warns that the risk of the United States and its allies escalating the conflict in Syria to rescue rebels who are now on the verge of defeat could spark “World War III”. “If Turkey (with hundreds of thousands of troops massed near the Syrian border) and Saudi Arabia (with its sophisticated air force) follow through on threats and intervene militarily to save their rebel clients, who include Al Qaeda’s Nusra Front, from a powerful Russian-backed Syrian government offensive, then Russia will have to decide what to do to protect its 20,000 or so military personnel inside Syria,” writes Parry. “A source close to Russian President Vladimir Putin told me that the Russians have warned Turkish President Recep Tayyip Erdogan that Moscow is prepared to use tactical nuclear weapons if necessary to save their troops in the face of a Turkish-Saudi onslaught. Headline: Iran holds talks with Russia over missile defence upgrade

Iran negotiated with Russia at the weekend over buying an upgraded version of the S-300 surface-to-air missile defence system, which it requires to meet its military needs, a foreign ministry spokesman in Tehran was quoted as saying. Russia now hopes to reap economic and trade benefits from the nuclear deal and the lifting of sanctions on Iran last month. Russian Defence Minister Sergei Shoigu visited Tehran on Sunday. Commenting on the visit, ministry spokesman Hossein Jaberi Ansari told state news agency IRNA: “Iran is negotiating with Russia for providing its military needs… One of the main issues is buying the next-generation S-300 missile system.” Defence Minister Hossein Dehghan was quoted as saying by the Fars agency on Feb. 10 that Iran would start taking delivery of the S-300 within two months. Iran has also shown interest in buying the more advanced S-400 system, though no negotiations were being conducted at the moment, Russia’s RIA news agency reported last week. It was not clear if by “next generation” Ansari was referring to the S-400, which Russia says can hit missiles and aircraft up to 400 km (250 miles) away. Israel has expressed “dismay” at Russia’s decision to lift the ban on supplying S-300 missiles to Iran, which does not recognise Israel as a nation and has said it will use all its power to destroy it.

Afghanistan’s military has downplayed the recent withdrawal of troops from bases in a restive southern province, saying “logistics” and “tactical” reasons prompted the move. This comes as Afghan, Pakistani, Chinese and U.S. officials prepare to meet in Kabul for a new round of four-way discussions to promote Afghan peace talks. The military retreat over the past few days from Musa Qala and nearby Nawzad districts is said to have enabled the resurgent Taliban to further expand its influence in the largest Afghan province of Helmand (see map above). Deputy Army Chief General Murad Ali Murad, while addressing a news conference in Kabul Monday, dismissed criticism Afghan forces have retreated from the area under pressure from the insurgents. He asserted the troops had been engaged in combat operations for many months and they remained busy throughout the winter because the military was unable to send reinforcements to allow them to rest and see their families. At least 50 people were killed including two Serbian embassy staff abducted in Libya in November. Neighboring Tunisia’s Interior Ministry said on Saturday that five militants had been arrested in the southern city of Ben Guerdan who had trained in Sabratha and had planned to carry out attacks in Tunisia. Meanwhile, An unidentified warplane has destroyed a vessel carrying Isis fighters and munitions off the Libyan coast near Sabratha, the Libya Herald has reported. A picture circulating on social media appears to show the mushroom cloud over an explosion some miles out to sea. On Friday US aircraft launched attacks on two Isis compounds in Sabratha, Libya, and there have since been reports that the terrorists have been pulling out of the area.

Germany is considering sending troops to Tunisia to help train soldiers in the fight against Daesh (ISIS), a newspaper report said Sunday. Bild am Sonntag said that representatives of the defense and foreign ministries would hold talks in Tunis Thursday and Friday about how the German military could lend support in a training mission. It said the engagement envisaged training Tunisian soldiers first and could eventually be extended to setting up a training camp in Tunisia for Libyan soldiers, run with other international partners. “The ISIS terror is threatening all of North Africa,” German Defense Minister Ursula von der Leyen told the newspaper. She said it was thus crucial “to make every effort to support countries struggling with democracy such as Tunisia.”

Jihadists in Algeria loyal to the Islamic State claim to have killed three Algerian soldiers, according to Aamaq News, an Islamic State news outlet. That claim, however, was not supported by reports in the Algerian media. Their short statement was translated by the SITE Intelligence Group. “Killing of 3 Algerian soldiers following clashes with Islamic State fighters during a combing operation by the army on Mount Shakshut in Bouira province the day before yesterday,” the statement reads. According to Algerian media, the combing operation is said to have killed two jihadists, but made no mention of Algerian soldiers being killed or wounded. The Islamic State’s branch in Algeria, Wilayat al Jaza’ir (or Jund al Khilafah), has not claimed many attacks since its 2014 inception. The group’s most infamous claim was the capture and subsequent beheading of a French captive, Herve Gourdel, in Sept. 2014. The Algerian military has since cracked down on the group, killing its leader – former al Qaeda in the Islamic Maghreb (AQIM) commander Abdelmalek Gouri – and several other commanders in an operation in late 2014. Since then, the group has largely been defeated, claiming sporadic attacks near Constantine and now Bouira.

Russia has sent five additional Mig-29 fighter jets and a multipurpose helicopter to its military base in Armenia, the Russian Defense Ministry reported. The aircrafts have been transported to a military airfield in the Armenian capital of Yerevan and will soon arrive at Erebuni airfield, where planes attached to the 102th military are based, the command for the South-Eastern Military District said on Saturday. “Soon military engineers will assemble generation 4+ fighter jets and the Mi-8MT helicopter, which will then enter service,” the report said. “The unit’s pilots will start practice flights on the new Mig-29s in mid-March.” Four of the fighter jets are regular Mig-29s, which were recently overhauled. Another one is an upgraded Mig-29S version, which has double the payload amounting to four tons and several other improvements. The new aircraft strengthen the 18 Mig-29s and 7 Mi-24P helicopter gunships already based at Erebuni. The build-up comes amid a period of high tension between Russia and Turkey in the wake of the downing of a Russian bomber by the Turkish Air Force on the Syrian border. Erebuni airfield is south of Yerevan and about 20km from the Turkish border.

FFRF’s most recent efforts against the five-member Chino school board stem from the board’s practice of opening meetings with invocations. Headline: Arab teens murder one at Binyamin supermarket

Two Arab terrorists conducted a stabbing attack late Thursday afternoon at a Rami Levy supermarket at the Sha’ar Binyamin Industrial Zone in Samaria, located just northeast of Jerusalem. In the attack two victims were wounded, and one died as a result. Magen David Adom (MDA) teams provided treatment to the victims at the scene prior to evacuating one to Hadassah Mount Scopus Hospital and Shaare Tzedek Hospital in Jerusalem. Shaare Tzedek’s trauma unit reported it received the 21-year-old male victim from the attack, who was in serious condition and unconscious. The medical team struggled to save the young victim’s life, but eventually were forced to pronounce his death. Hadassah Mount Scopus reported the 36-year-old victim as in moderate condition, stable and fully conscious. The victims were shopping at the Rami Levy supermarket at the shopping center when they were attacked by the two Arab terrorists. The two attackers were both shot by an armed civilian and neutralized. Both were identified as being aged around 14-years-old and hailing from nearby Bitunia. A Hadassah hospital spokesperson said one of the terrorists was in moderate to serious condition and receiving treatment. The condition of the second attacker was not listed.

Sayyed Hassan Nasrallah, the leader of the Lebanon-based Hezbollah organisation, has threatened to attack Israeli gas facilities which could result in the deaths of up to 800,000 people. The Shia militant leader said the group has the capability to strike the ammonia gas storage tanks in Haifa if the confrontation with Israel escalates. “Israel knows Hezbollah has missiles and rockets that can strike anywhere in its territory,” he said during a televised address in Beirut to mark the deaths of past leaders. “The inhabitants of Haifa are afraid of an attack… that will lead to the death of tens of thousands of inhabitants out of a population of some 800,000. What does this mean? It means that a few missiles on this ammonia site could have the result of a nuclear bomb.” He added that Hezbollah, which suffered serious setbacks after wading into the Syrian conflict, is boosting its militant capabilities to face fresh challenges emerging in the region. Within hours of Nasrallah’s address, his threat resonated in Israel as Environment Protection Minister Avi Gabbai said the storage facility would be relocated.

The southern port city has been the headquarters of forces loyal to President Abedrabbo Mansour Hadi and his backers in a Saudi-led military coalition but has seen growing violence by Daesh and its jihadist rival Al-Qaeda. “A man detonated his explosive vest among soldiers,” a military source said. The troops were attending a training session run by Sudanese forces of the Saudi-led coalition, another military source said. The bomber, who was disguised as a soldier, attacked the Ras Abbas camp in the west of Aden. After the attack, panicking soldiers grabbed their weapons and fled the camp, witnesses said. The little-known “Aden and Abyan Province” branch of Daesh said the suicide bombing was carried out by one of its militants and alleged it killed 20 “apostate” soldiers. It came a day after Al-Qaeda claimed an attack on the convoy of Aden’s governor and police chief in which four jihadists were killed.

Headline: Egypt could send troops to Gulf if asked

Egypt will not hesitate to send military forces to Gulf countries to offer protection if asked by the leaders of those countries, President Abdul Fattah Al Sissi said on Wednesday. The most populous Arab state, the recipient of billions of dollars in aid from the Gulf, has entered a Saudi-led Arab coalition fighting in Yemen but has yet to formally commit to sending ground troops. Al Sissi has often said that the Gulf’s security is synonymous with Egyptian national security. “The president made it clear that Egypt will not hesitate to send forces to brotherly Gulf counties to defend them if they face any direct threat or aggression,” the presidency said in a statement. Al Sissi made his comments at a briefing with Kuwaiti journalists on Wednesday. Syria Headline: FSA rebels start anti-ISIS campaign northeast of Damascus

Free Syrian Army-affiliated rebels have announced the start of an ambitious new campaign against ISIS in the remote eastern slopes of the Qalamoun Mountains northeast of Damascus. In  statement issued Thursday morning, the 2nd Infantry Division announced the “beginning of the ‘Thunder 1 Battle’ in eastern Qalamoun against the aggressing [Islamic] State group (Daesh).” Hours after touting the start of the battle, the group publicized a video which appeared to show one of its fighters firing a TOW anti-tank missile during clashes with ISIS. The stated main goal of the 2nd Infantry Division’s campaign is to seize a number of ISIS positions in a stretch of barren territory along Syria’s Highway 7—which runs north from Damascus toward the country’s semi-desert region—in a bid to relieve rebel positions in eastern Qalamoun. ISIS and a number of its affiliated groups in the area have fought back and forth battles with rebels as well as regime troops. In late January 2016, ISIS advanced on the Syrian army’s Brigade 128 base, which lies a little over 10 kilometers east of the Damascus-Homs highway on the western slopes of the Qalamoun Mountains. The 2nd Infantry Division said that it seeks to seize ISIS’s position outside the Brigade 128 base, as well as the southern end of the Al-Afaii mountain chain and other nearby areas. “If God grants us success and enables us to develop the attack in the direction of the enemy’s positions and destroy him wherever he is in the area, [we intend to] capture all the surrounding hills and mountains, hold on to them firmly and open a road towards Muhassa.”

Militant fighters of the Islamic State (ISIS) on Wednesday bombed a key bridge over the Euphrates River in northern Syria. Iraq Headline:     Radioactive material stolen in Iraq raises security fears

Iraq is searching for “highly dangerous” radioactive material stolen last year, according to an environment ministry document and seven security, environmental and provincial officials who fear it could be used as a weapon if acquired by Islamic State. The material, stored in a protective case the size of a laptop computer, went missing in November from a storage facility near the southern city of Basra belonging to U.S. oilfield services company Weatherford, the document seen by Reuters showed and officials confirmed. A spokesman for Iraq’s environment ministry said he could not discuss the issue, citing national security concerns. Weatherford said in a statement that it was not responsible or liable for the theft. “We do not own, operate or control sources or the bunker where the sources are stored,” it said. The material, which uses gamma rays to test flaws in materials used for oil and gas pipelines in a process called industrial gamma radiography, is owned by Istanbul-based SGS Turkey, according to the document and officials.

Kurdish Headline:    Kurdish forces say IS fired chemical weapons at them

A Kurdish military officer and a medical official said Thursday that Islamic State militants had fired mortar shells believed to have been filled with a chemical substance, possibly chlorine, at Kurdish troops close to the Iraqi town of Sinjar, wounding 30 fighters. Dr. Afrasiab Mussa Yones, director of Dohuk hospital, told The Associated Press that nine Kurdish soldiers were admitted with symptoms including vomiting, nausea, shortness of breath and itching. Yones says that further analysis is required, but the symptoms suggest chlorine was used. Col. Lukhman Kulli Ibrahim said that he lost consciousness when the mortar struck on Friday. He struggled to breathe and he felt his eyes and chest were burning. The Organization for the Prohibition of Chemical Weapons has confirmed that IS used mustard gas on Kurdish forces last August.

Headline: Turkey blames Kurdish militants for Ankara bomb, vows response in Syria and Iraq

An explosion targeting Turkish military buses carrying personnel killed at least 28 people and wounded 61 others in the capital city of Ankara Wednesday, in what government officials called an intricately planned act of terror. The U.S. Embassy in Ankara activated “duck and cover” following the nearby explosion, a U.S. government source told Fox News. “We believe that those who lost their lives included our military brothers as well as civilians,” Deputy Prime Minister Numan Kurtulmus said. The buses were waiting at traffic lights at an intersection, the Turkish military said while condemning the “contemptible and dastardly” attack. At least two military vehicles caught fire and dozens of ambulances were sent to the scene. Dark smoke could be seen billowing from a distance. It was not clear who was behind the bombing. Kurdish rebels, the Islamic State group and a leftist extremist group have carried out attacks in the country recently.

After the explosion, the oil transportation from Iraq to Turkey via this pipeline was suspended, Anadolu Agency reported Feb. 18.  This is not the first PKK attack on the Kirkuk-Yumurtalik pipeline. President Barack Obama says the US will continue attacking the Daesh group in Libya as targets are identified. Obama is speaking at a news conference in California. Headline: Taliban militants gun down 9 security forces in NW Pakistan

Taliban militants have shot dead at least nine Pakistani security forces personnel in two separate attacks across a volatile tribal region near the Afghan border, officials say. Naveed Akbar, a local administration official, said on Thursday that at least seven paramilitary forces lost their lives when militants ambushed a village checkpost in the volatile Mohmand Agency, which is located about 177 km (110 miles) from the capital Islamabad. Headline:      China sends missiles to contested South China Sea island

China has deployed anti-aircraft missiles on a disputed South China Sea island in a major escalation of tensions with the United States over the world’s most lucrative shipping lanes. Taiwan’s defence ministry told The Telegraph that it has confirmed the existence of the missiles on an island in the Paracel chain that are occupied by Beijing but also claimed by Taipei and Vietnam. Commercial satellite photographs obtained by Fox News appeared to show that Beijing has placed two batteries of eight missile launchers with a reported distance of 125 miles and radar-targeting equipment on Woody island. A US official later told the New York Times that the Pentagon also has “evidence”, believed to be satellite imagery, that the Chinese military has deployed surface-to-air missiles on the island. China later appeared to defended the installation at a regular media briefing. North Korean leader Kim Jong Un recently ordered preparations for launching “terror” attacks on South Koreans, a top Seoul official said Thursday, as worries about the North grow after its recent nuclear test and rocket launch. In televised remarks, senior South Korean presidential official Kim Sung-woo said North Korea’s spy agency has begun work to implement Kim Jong Un’s order to “muster anti-South terror capabilities that can pose a direct threat to our lives and security.” He said the possibility of North Korean attacks “is increasing more than ever” and asked for quick passage of an anti-terror bill in parliament. Earlier Thursday, Seoul’s National Intelligence Service briefed ruling Saenuri Party members on a similar assessment on North Korea’s attack preparations, according to one of the party officials who attended the private meeting. During the briefing, the NIS, citing studies on past North Korean provocations and other unspecified assessments, said the attacks could target anti-Pyongyang activists, defectors and government officials in South Korea, the party official said requesting anonymity because he wasn’t authorized to speak to media publicly. Attacks on subways, shopping malls and other public places could also happen, he said. The official quoted the NIS as saying North Korea could launch poisoning attacks on the activists and defectors, or lure them to China where they would be kidnapped.

Many countries are suffering from the global economic slowdown, forcing central banks to pull out all the stops to help buttress their economies. Central banks in Japan and Sweden have resorted to negative interest rates to spur banks to lend more; the European Central Bank is buying bonds issued by its member countries; the People’s Bank of China is injecting cash into its financial system. For many central banks, selling U.S. Treasuries gives them the cash to prop up their collapsing currencies. “These interventions are trying to add some air to the parachute,” says Win Thin, head of emerging market currency strategy at Brown Brothers Harriman. A city in Michigan is perplexed after a a tar-like substance has rained down on their cars, porches and driveways this week. The black, oily substance first appeared on at least six driveways in Harrison Township on Sunday, and days later, what the material is still remains a mystery. Michigan Department of Environmental Quality officials collected samples of the substance on Wednesday. The city’s fire chief sad that it is not bird droppings and is not flammable, according to WXYZ. Harrison Township resident Paul Schlutow, 73, said ‘everybody’s concerned’ about the substance and the major concern is that the substance could potentially be harmful. Residents originally believed that the substance could have come from the nearby Selfridge Air National Guard Base, but the base released a statement saying it was not coming from their location. ‘There is no indication that the substance in question came from a military aircraft of any type,’ the statement said. The statement said the airbase has ‘been in communication with the Michigan Dept. of Environmental Quality, which was sending a representative to the area in question to review the material’.

Headline: Dozens of Palestinians Injured in Clashes With Israeli Army Near Ramallah

Headline: Palestinians ramp up terror to gunfire

Over two dozen Palestinians were injured Monday morning in clashes with Israel Defense Forces soldiers that erupted during an arrest operation in the Al-Amari refugee camp near Ramallah, the Palestinian Health Ministry reported. According to the army, one of the soldiers was lightly injured by a stone during the clashes, when Palestinians shot at the force, threw explosive devices and threw stones. The army reported that about 100 Palestinians took part in the clashes, which began when Israeli soldiers entered the refugee camp and arrested two Tanzim militia members. It noted that its force opened fire at and hit 10 Palestinians in response to the rioting. According to the Palestinian Health Ministry, 28 Palestinians were injure, one of them seriously. Red Crescent teams stated that they evacuated six people who were injured as a result of live fire or rubber-coated bullets.

Headline: Senior Palestinian official calls on Jews to ‘return to country of origin’

Palestinian Authority envoy to the United Nations Human Rights Council, Ibrahim Khreisheh, said that all Jews living in Israel “should all return to their country of origin,” according to The Middle East Media Research Institute (MEMRI). In an interview with Palestinian Authority TV earlier this month, Khreisheh posited that Jews are not indigenous to the land of Israel, and their presence today is a product of years-long colonization. Khreisheh begins by stating: “Our problem is that the Jews came to Palestine from outside the region, colonized it, and established their own state.”
He then adds that there is a chronicled history of Palestinian subjugation by Jews, citing the book of Exodus, the subsequent takeover of the “Promised Land,” and Israel’s modern efforts to “colonize” the West Bank. “This ‘Promised Land’ within Israel is not large enough for them, and they have begun to take over our lands in the West Bank, with their settlements.”
Khreisheh then adds that Russian President Vladimir Putin’s comments in late January, in which he suggested that Russia was “ready to accept” Jews back into his country, was “an important message” because it potentially provided a precedent which could lead all Jews out of Israel.

France officially presented Israel with its initiative to convene an international peace summit in an attempt to restart the peace process. French and Israeli diplomats said that French Ambassador Patrick Maisonnave met with the Israeli Foreign Ministry’s Alon Ushpiz and presented him with the plan’s details at 10 A.M. The French hope to convene a peace summit in Paris this summer. French diplomats said that Tuesday morning’s meeting is part of wider consultations France is holding concerning the initiative with several countries. According to them, the French foreign ministry has prompted more than 20 ambassadors around the world in recent days to present the plan’s details to foreign ministries in Washington, London, Berlin, Moscow and other capitals in Europe and the Arab world. The French initiative is a three-step process:

  1. Consultations with Israel, the Palestinians and other countries on the idea of a summit and its contents to occur in February-March.
  2. Convening a meeting in Paris of the international support group in negotiations between Israel and the Palestinians, including several dozen countries that hope to restart the peace process. The French was to hold the meeting in March and April, without the presence of Israelis or Palestinians.
  3. Convening of the international peace summit in Paris in June or July that will re-start negotiations between Israel and the Palestinians.

On Monday, Palestinian President Mahmoud Abbas said that he supports the French initiative during a press conference with Japanese Prime Minister Shinzo Abe.

Hezbollah leader Hassan Nasrallah has voiced his concern over Israel’s emerging alliance with Sunni Arab gulf states, and urged Arab leaders to break ties with the Jewish state. Nasrallah made his remarks during a televised address Tuesday evening from his bunker in Lebanon, from which he rarely emerges. In comments broadcast on Hezbollah’s Al Manar TV in honor of “Martyr Leaders Day”, Nasrallah claimed that Israel was “taking advantage” of Sunni states’ confrontation with Iran to forge “relations and alliances with the Sunni Arab states.” He also accused Israel of seeking to affect regime change in Syria, by supporting Sunni rebels in that country’s bloody civil war, and claimed that Israel viewed “Al Qaeda in Syria” (the Nusra Front) as a “lesser evil” compared with the Iranian-backed Assad regime and its proxies. Addressing Lebanon’s own Sunni population – which has largely turned against Hezbollah due to its key role in the Syrian civil war on the side of the Assad regime – Nasrallah urged them not to be wooed by Israel’s overtures to the Sunni Arab world. Turning to the leaders of Arab states themselves, Nasrallah issued a direct plea to end ties with Israel. “Do you accept a friend occupying Sunni land in Palestine? Can you become friends with an entity that has committed the most horrible massacres against the Sunni community?” he said, according to transcripts of the speech carried by Naharnet. “You are free to consider Iran an enemy but how can you consider Israel a friend and an ally?” he asked. The governor and police chief of Yemen’s main southern city Aden escaped unharmed Tuesday after an attack by al-Qaeda gunmen that left three assailants dead, an aide said. Aden’s governor Aidarus al-Zubaidi and its police chief General Shallal Ali Shayae were travelling in a convoy in Aden’s central Mansura district when they came under fire, said Zubaidi’s aide, Mansur Zaid. “Al-Qaeda gunmen opened fire at the convoy and (security) guards responded,” he said, adding that the two senior officials escaped “unharmed”. “Three of the attackers were killed and four guards protecting the convoy were wounded,” said Zaid. Military sources said unmanned aircraft carried out strikes for the second day Tuesday on positions held by al-Qaeda in Lahj. The drones hit government buildings and nearby farms held by the jihadists in provincial capital Huta, the sources said. Other drone strikes targeted radio headquarters and other al-Qaeda-held buildings in nearby Abyan province, the sources told AFP without reporting casualties. Similar raids killed three people in Huta Monday, according to a local official.

Headline: New Islamic State franchise threatens Egypt

On Jan. 21, days before the fifth anniversary of Egypt’s fabled revolution, police in Cairo raided a slum in the crowded Ahram neighborhood. Booby-trapped bombs went off in a scene more reminiscent of Fallujah, Iraq, than Egypt’s capital. Six officers and three civilians were killed, and an entire floor of the mid-size apartment block was leveled. The bombing was the latest in a string of attacks claimed by a new Islamic State group that calls itself “Misr” — or “Egypt” in Arabic. The Misr network is an ominously peculiar militant creation. It is not designated as an official “province,” an Islamic State-controlled territory, or wilaya, like the group’s Sinai and Libyan counterparts. Yet Misr’s name and the ability of its cells to regroup after being hit hard by police suggest that this offshoot of the world’s most powerful jihadist group is out to threaten stability in Egypt’s heartland. If ignored, it may well achieve it. Misr launched with a car bombing against the Italian consulate in Cairo, in July 2015. It again drew public attention the following month, with a bomb so powerful it was heard across the Cairo megalopolis. The target was the Qalubiya Province Security Directorate, just north of the capital. Though its Sinai counterpart stole the headlines, Misr has since carried out more than 10 sophisticated attacks in Egypt’s highly defended capital, hitting symbols of power as well as tourism attractions. Over the seven months since its creation, Misr has moved from sophisticated one-off bombings to more frequent, yet simpler attacks. It’s a worrying shift in modus operandi that indicates an effort to ignite and maintain a low-level insurgency in the neighborhoods once dominated by the disintegrating Muslim Brotherhood.

At least 14 civilians were killed when missiles hit a children’s hospital, a school and other locations in the rebel-held Syrian town of Azaz near the Turkish border on Monday, a medic and two residents said. They said at least five missiles hit the hospital in the town center and a nearby school, where refugees fleeing a major Syrian army offensive were sheltering. A resident said another refugee shelter south of the town was also hit by bombs dropped by jets believed to be Russian. Tens of thousands of people have fled to the town, the last rebel stronghold before the border with Turkey, from towns and villages where there is heavy fighting between the Syrian army and militias. “We have been moving scores of screaming children from the hospital,” said medic Juma Rahal. At least two children were killed and ambulances ferried scores of injured people to Turkey for treatment, he said.

Syrian regime forces have regained control of the Aleppo Thermal Power Plant, which was the country’s largest electricity producing facility prior to damage suffered during the war. “Regime forces backed by allied militias composed of Syrian, Arab and Asian fighters… regained control of the Aleppo Thermal Station that has been [out of commission] for approximately two years since ISIS seized it,” the Syrian Observatory for Human Rights reported Tuesday morning. The monitoring NGO added that the pro-regime forces had advanced into the facility after “heavy strikes by Russian jets and Syrian helicopters.” Meanwhile, an independent outlet based in Iraq’s Erbil, ARA News, noted the military repercussions of the plant’s seizure, saying that it would allow regime forces to “isolate ISIS from its bases in the towns of Al-Bab and Manbij, and impose their control over most of eastern Aleppo countryside.”

The United States faces a geostrategic inflection in Syria that it has not yet fully recognized. The “cessation of hostilities” declared on February 11, 2016 permits Russia and the Assad regime to continue targeting U.S. allies in Aleppo under the pretext that the opposition in the city consists predominantly of al Qaeda affiliate Jabhat al Nusra. The Russian view of the situation in Aleppo is false and deliberately distorting. There are multiple opposition groups within Aleppo that are distinct from Jabhat al Nusra, do not share its vision, and which the United States must support and strengthen. The U.S. must take steps to achieve three objectives: 1) to prevent Jabhat al Nusra from assuming leadership of the Aleppo-based opposition, 2) to avert the humanitarian catastrophe of a siege of Aleppo City, and 3) to shape the reactions of partners such as Turkey. This report assesses the opposition powerbrokers in Aleppo and their mobilization for the siege in order to help facilitate intelligent policies to achieve the first objective. It recommends that the United States, rather than pursuing a false “cessation of hostilities” that does not protect Aleppines, take three steps to secure its interests and those of the Syria people: humanitarian airdrops to Aleppo, material support to opposition groups in Aleppo distinct from Jabhat al Nusra, and a creation of a humanitarian safe-zone north of Aleppo.

Iraq Headline:   Security forces raise Iraqi flag over Hamidiya Bridge east of Ramadi

“A military operation has been launched this morning to liberate the district of al-Hamidiya located near the international highway east of Ramadi,” said Major General Ismail al-Mahlawi, commander of the Anbar Operation on Tuesday, Iraq’s al-Sumaria news channel reported. Mahlwai added that the Iraqi army troops, backed by Popular Mobilization units, are making advances against terrorists in the area. Meanwhile, Mahlawi said a new mass grave containing the remains of 50 people, including children, was discovered in the recently-liberated al-Sufiyah district east of Ramadi. Daesh had executed tens of civilians who resorted to the security forces in the areas east of Ramadi before their liberation. In another development on Tuesday, an Iraqi military helicopter crashed north of Kut city in the province of Wasit, leaving all nine crew members dead. A military spokesman said two pilots and seven army officers were killed in the crash.

Kurdish Headline:    Turkey issues new threats to Kurdish forces in Syria

Turkey has promised the “harshest reaction” if Kurdish forces try to take the key town of Azaz in northern Syria. Over the weekend Turkey shelled the Kurdish YPG militia as it made advances in the area. Turkish Prime Minister Ahmet Davutoglu told reporters on his plane as he headed to Ukraine that the weekend shelling had managed to force the YPG from Azaz. “If they approach again, they will see the harshest reaction. We will not allow Azaz to fall,” he said. Mr Davutoglu also pledged to make the Syrian Menagh air base “unusable” if the militia did not withdraw from the area, and that the YPG would not be allowed to move east of its Afrin region or west of the Euphrates.

Turkey called Tuesday on the United States and its allies to take part in a joint ground operation in Syria, saying it is “impossible to stop this war” without a greater effort against a Moscow-backed Syrian government offensive. “We want a ground operation. If there is a consensus, Turkey will take part,” a Turkish official, who declined to be named in order to speak more freely, told reporters in Istanbul, according to Reuters. “Without a ground operation it is impossible to stop this war.” There was no immediate U.S. response. “Turkey is not going to have a unilateral ground operation … We are discussing this with allies,” the official said.

Turkey’s foreign ministry accused Russia of carrying out an “obvious war crime.”

A United Nations resolution passed on July 20, days after the landmark nuclear agreement between Iran and six world powers, including the United States, forbids Iran from making conventional arms sales for the next five years. While a defensive “ground-to-air” weapons system such as the S-300 is exempt from U.N. Resolution 2231, the ban explicitly forbids “battle tanks, armored combat vehicles, large-caliber artillery systems, combat aircraft, attack helicopters, [and] warships…” from being purchased by Iran without prior approval from the U.N. In the worst incident in Helmand on Sunday, a militant attack on a checkpoint in the district center of Sangin killed seven soldiers and 15 policemen.

Headline:      Sudan rebels, troops clash in restive South Kordofan

Sudanese troops and rebels have clashed around an army base in the restive South Kordofan state, both sides said on Monday, but giving conflicting accounts of the fighting. The Sudan People’s Liberation Army-North has been battling President Omar al-Bashir’s troops in South Kordofan and Blue Nile since 2011, but there has been relatively little fighting there this year. SPLA-N forces on Saturday “repulsed a convoy leaving Abry and heading to Lamray and pushed back the invading forces to the Abry garrison and entered its trenches and the fighting is still going on there,” rebel spokesman Arnu Lodi said in a statement. Abry is a village south of the South Kordofan state capital of Kadugli where the Sudanese military has a base. Most of the territory around Abry is thought to be rebel-controlled. Lodi said the SPLA-N destroyed seven enemy land cruisers and killed 60 troops, losing seven of its own men. Sudan’s army denied the claims, saying the SPLA-N had been shelling the Abray base for days. “The insurgents had been shelling the Abray site with artillery and Katyusha (rockets) for more than a week and some of them attacked the site and they were repulsed and pushed back,” spokesman Brigadier Ahmed Khalifa al-Shami told AFP on Monday. “We didn’t suffer any losses,” he said, adding that many SPLA-N troops had been killed. Sudanese security forces rarely grant media access to South Kordofan, making it impossible to verify the often conflicting accounts from both sides.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts. The two countries signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group, Russia, France and the US are currently holding peace negotiations. Armenia has not yet implemented the UN Security Council’s four resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.

Headline: Cameroon forces kill 162 Boko Haram extremists, retake town

Cameroon’s special forces have killed 162 Boko Haram militants in Nigeria’s northeastern town of Goshi, destroying bomb factories and weapons to retake the extremist stronghold, the government said. The town is now under the control of Nigerian forces after the operation led by Cameroon special forces from Feb. 11 to Feb. 14, Cameroon’s communication minister Issa Tchiroma Bakary said late Monday. Cameroon forces freed about 100 people being held by the insurgents, including Cameroonians and Nigerians, he said. Two members of Cameroon’s military were killed, he said. The two, including a senior commander, were reported killed after their convoy hit a vehicle Sunday. “The town of Goshi in Nigeria was formally identified as one of the Boko Haram posts, hosting factories for the manufacturing of bombs and mines,” Bakary said. He added that the town was also used to house teenagers who are used as human bombs during suicide attacks. Bakary said 162 Boko Haram fighters were killed, four mine factories dismantled, and special forces seized at least five readied mines, hundreds of explosive holders, suicide vests and triggers. A previously identified training center, along with two vehicles were also set on fire, he said.

Two police officers died and 12 people were injured Monday by a suicide car bomb detonated near Dzhemikentskogo traffic police post in the Derbent region of Dagestan, Russia. The attack was organized by militants who have sworn allegiance to the Islamic State, said Rasul Temirbekov, spokesman for the Dagestani branch of the federal Investigative Committee. Ramadan Abdullatipov, Head of the Republic of Dagestan, posted several photos from the scene on Instagram. “Our common motto is: ‘All to combat terrorism!’, and we will be able to clean the Republic of the residue from the terrorist evil spirits! We are not afraid of extremists and terrorists, even if they are afraid of us. We live and die for our great country!” Abdullatipov wrote in the post. The area has seen an increase of violence since Russian army forces became more involved in the conflict in Syria over the past year.

A local resident said that the dead boy, identified as Danish, was hit by a bullet in the head and the young woman, a university student named Shaista Hamid, was killed after a stray bullet struck her inside her home compound. “They targeted civilians deliberately. They didn’t even spare women. Shaista and Danish were killed in forces firing,” said Shakeel Ahmad, a villager from Kakpora. Officials confirmed the death of a pro-independence fighter in clashes, adding that 15 protesters sustained injuries and were transferred to the nearest hospital.

The Chinese missile is a powerful weapon that can strike warships, and is also known as the “carrier-killer.” Zheng’s message to South Korea and the United States was also a warning. Professor Peter Bofinger, a special advisor to the Berlin-based government, said Italy and Spain could potentially be forced out of the euro and back to their own currencies under new plans. Under the proposed scheme, investors who hold Eurozone government-issued debts through bonds would have to accept write-offs on the value of their investment before the group steps in to offer bailout cash. Professor Bofinger believes the move could cause a “bond crisis” where investors dump debts in countries such as Italy, Spain and Portugal, for fears that they could have to accept the write downs, sending the cost of borrowing sky-high. He told the Telegraph: “It is the fastest way to break up the eurozone. “A speculative attack could come very fast. If I were a politician in Italy and I was confronted by this sort of insolvency risk I would want to go back to my own currency as fast as possible, because that is the only way to avoid going bankrupt.” The scheme would potentially halt the need for billions of German cash to bail-out countries with huge debts in the future, and the German Council of Economic Advisors is largely in favour of the policy. It comes as debts in Italy, Portugal and Spain look ever more worrying. Portugal government borrowing costs have recently jumped back to increasingly high levels, triggering worries it could soon need another eurozone bailout. Professor Bofinger also believes that the eurozone is more crisis-prone because of the way it was set up.

The world’s tentative experiment with negative interest rates got off to an unremarkable start. Sweden’s Riksbank – the world’s oldest central bank – became the first major monetary authority to cross the rubicon and take its main policy rate into the red exactly a year ago to the month (see map above). The Riksbank’s move followed the likes of Switzerland and Denmark, who had turned negative in a bid to stimulate flagging inflation and halt the punishing appreciation of their currencies. But recessionary fears have crept up on the world much faster than the likes of Mr Haldane may have anticipated. Global markets have crashed into bear market territory. A cocktail of fears, including the collapsing price of oil, the creaking health of the world’s biggest banks and China’s competence in managing its economic slowdown, have ignited fears that investor panic may lead the world into a new downturn. Bank shares have been in the eye of the selling storm, concentrating minds on just what negative interest rates mean for the financial system. Jitters were set off by the Bank of Japan’s shock decision to join the negative rate club at the end of January. One year into the negative rates experiment, it seemed monetary authorities were getting desperate in their attempts to stimulate growth and inflation with their limited policy tools. Like its counterparts in northern Europe, Japan’s sub-zero rates were intended to drive down the value of its currency, the yen. It didn’t work. The yen has now risen by 10pc against the US dollar since the Bank of Japan’s negative interest rate decision on January 30.

Venezuela’s oil minister Eulogio Del Pino said more talks would take place with Iran and Iraq on Wednesday in Tehran. “The reason we agreed to a potential freeze of production is simple: it is the beginning of a process which we will assess in the next few months and decide if we need other steps to stabilize and improve the market,” Naimi told reporters. “We don’t want significant gyrations in prices, we don’t want reduction in supply, we want to meet demand, we want a stable oil price. We have to take a step at a time,” he said.

Headline: Drought may affect 49 million in southern Africa: UN

The United Nations (UN) has warned that around 49 million people in southern Africa could be affected by drought. “It is estimated that 40 million rural people and 9 million poor urban people who live in drought-affected areas could be exposed,” the United Nations World Food Program (WFP) said in a report on Monday. According to the WFP, around 14 million people are already facing hunger in the region. The UN agency also noted that the drought has been worsened by the most severe and longest El Nino weather condition in 35 years, as it has caused the lowest recorded rainfall between October and December since 1981. This comes as several countries across the region have been struck by a drop in food production and a rise in food prices due to the ongoing drought. The drought has especially hit maize belt in southern Africa, the continent’s top producer of the staple grain. Maize planting has been delayed by two months or more in Lesotho, Swaziland, Zambia and Zimbabwe. Maize deficit has pushed the price higher in several countries across the drought-hit region.

Headline: Cliff collapses as 5.7-magnitude quake rocks New Zealand

A cliff near New Zealand city of Christchurch collapsed on Sunday after a 5.7-magnitude quake struck the South Island city. The New Zealand government’s GeoNet monitoring service said the moderate quake was centred 15 km east of the city at a depth of 15 km, Xinhua reported. The US Geological Survey put the magnitude of the temblor at 5.8 with a relatively shallow depth of 8.2 km. Emergency services said part of a cliff collapsed in Sumner district in Christchurch. A video clip posted on the social media showed a huge dust cloud following the collapse. Police cordoned off nearby access to the fallen cliff and local electricity service said at least 450 homes were left without power. Earthquake Minister Gerry Brownlee said he has not received reports of injuries or deaths and engineers were on the ground to assess any damage.

Headline: Treasury sanctions Islamic State oil and religious officials, facilitator in Gaza

The US Treasury Department announced today that three Islamic State officials have been sanctioned for their role supporting the “caliphate’s” operations. The newly designated jihadists are: Faysal Ahmad ‘Ali al Zahrani (a senior official in the Islamic State’s oil division), Husayn Juaythini (a facilitator for foreign fighters), and Turki Mubarak Abdullah Ahmad al Binali (the group’s “chief religious advisor”). Treasury’s announcement provides new details concerning the “caliphate’s” oil infrastructure in eastern Syria, as well as the organization’s attempt to build a presence in Gaza. In early February 2014, a coalition of jihadists known as the Mujahideen Shura Council (MSC) in the Environs of Jerusalem released a statement expressing support for Baghdadi’s “caliphate.” It was not clear at the time whether the MSC had any operational ties to the Islamic State, or if its message was merely a rhetorical show of support. Treasury’s announcement reveals that at least one key figure in the MSC did forge a working relationship with Baghdadi’s men. As of mid-2014, according to Treasury, Husayn Juaythini was the “deputy head” of the MSC. He had previously “attempted to acquire supplies for the MSC…to conduct attacks against Israel and help the group overcome financial difficulties.”

Headline: Congress Members Move to Shut Down PLO Office in U.S.

For nearly 30 years there has been a U.S. federal law that prohibits the Palestinian Liberation Organization from maintaining an office in Washington, D.C. And for more than 20 years, in the wake of the Oslo Accords, the PLO office has been open. That is because American lawmakers assumed the Oslo Accords meant the PLO was no longer a terrorist organization. On Wednesday, Feb. 10, Sen. Ted Cruz (R-TX) and more than a dozen members of the U.S. House of Representatives introduced legislation to rectify that misunderstanding. The original law that required the shuttering of the PLO office, the Anti-Terrorism Act of 1987, allows that law to be circumvented by a mere waiver issued by the President of the United States. The proposed law, however, requires that the President make affirmative representations that the PLO is not doing certain things – such as engaging in the promotion of terrorism or in attempting to take certain action it is prohibited from taking under the Oslo Accords. For example, the parties to that agreement are not permitted to “initiate or take any step that will change the status of the West Bank” until the “permanent status negotiations” are concluded. Actions taken by the PLO, such as in 2011 becoming a member of the United Nations Educational, Scientific and Cultural Organization, and in 2012, the “State of Palestine” seeking and being accorded non-member observer State status at the U.N., and in 2014, joining the Geneva Conventions, are all prohibited under the terms of the Oslo Accords.

Israeli Defense Minister Moshe Yaalon on Thursday slammed Turkish President Tayyip Erdogan and accused him of direct responsibility for the deterioration of bilateral ties in recent years. “We won’t be able to reach an agreement with the Turks as long as Ankara supports Hamas,” he said, adding “We are ready for an agreement, but we also have our own terms.” Yaalon made the statements at a news conference in Switzerland with his Swiss counterpart Guy Parmelin. The comments came after a delegation of senior Israeli officials met the previous day with a Turkish delegation to discuss restoring ties, and reported a “good atmosphere” and progress in the negotiations.

Headline: World Bank approves 40 mln USD grant to Palestinians

The World Bank approved 40 million U.S. dollars grant Friday to boost the financial situation of the Palestinian National Authority (PNA), in support of public finances and local business environment. The World Bank said that the PNA’s revenues performed well in 2015 and increased by nine percent, but it’s fiscal situation remains precarious, mainly due to a 60-percent decline in donor aid, high political uncertainty after the peace talks reached a deadlock, the Israeli offensive on Gaza in 2014 and the delay in transfer of revenues collected by the Israeli government on behalf of the Palestinians. “Such assistance is of utmost importance for the Palestinian economy and public finances. The grant will ease some of the PNA’s fiscal stress to advance the reform agenda,” said World Bank Country Director for West Bank and Gaza Lau Steen Jorgensen. Jorgensen said the grant would help give Palestinians hope and described the situation in Gaza as “extremely difficult,” due to the slow reconstruction process, as only 35 percent of the financial aid pledged at the Cairo conference for the reconstruction of Gaza were disbursed thus far. The World Bank, through its Palestinian Recovery and Development Plan Multi-Donor Trust Fund Project, provided 125 million dollars to the PNA in 2015.

Headline: Ya’alon and Jordan’s King Abdullah meet in Munich

Defense Minister Moshe Ya’alon on Friday met with King Abdullah of Jordan, during the security conference in Munich. A statement released by Ya’alon’s office said that during the meeting the two discussed the bilateral relations between the two countries, recent developments in the region and the prospects of promoting the peace process between Israel and the Palestinians. Jordan’s state news agency Petra reported on the meeting as well, noting the King’s talks with Ya’alon “focused on ways to breathe life into the peace process between the Palestinians and the Israelis.” The Walla! Hebrew-language news website noted that the meeting between King Abdullah and Ya’alon mark the first time that a senior Israeli official has met the Jordanian monarch since the fall of 2014, when Prime Minister Binyamin Netanyahu visited Amman. The King also addressed the Munich conference on Friday, where he linked between the “two-state solution” between Israel and the Palestinian Authority (PA) and the fight against the Islamic State (ISIS) jihadist group. “The community of nations cannot talk about universal rights and global justice, but continue to deny statehood to Palestinians!” the King said, according to a transcript of his speech provided by the Petra news agency. “This failure has created a festering injustice, and continues to be exploited by Daesh and its kind,” he continued, using the Arabic name for ISIS.

Hezbollah attacked a gathering of Nusra Front militants on Lebanon’s northeastern border Thursday, the party’s Al-Manar television and other media said, killing one and wounding three others. The attack occurredin the area of Wadi al-Kheil on the outskirts of Arsal, Al-Manar said in a newsflash. Hezbollah controls a number of strategic hilltops on the outskirts of Arsal in the Qalamoun mountains along the Syrian border captured during an offensive last year. The hilltops overlook areas occupied by the Nusra front and Daesh [ISIS] fighters and provide vantage points for Hezbollah to launch more calculated attacks. A major military drill prepared by Saudi Arabia is a clear message that any hostile action or intention in the region will be tackled decisively, experts have said. Saudi media said that the war manoeuvres, code namedcode named Northern Thunder, would be held in the northern region of the kingdom and that several countries would join. Brigadier Ahmad Asiri, the spokesperson for the Arab Coalition fighting to restore the rule of the internationally recognised government in Yemen, said that 21 countries would be participating in the Northern Thunder drill. “There will be 21 Arab and Muslim countries taking part in huge drills,” Assiri told London-based newspaper Al Sharq Al Awsat. “It will serve to boost fighting capabilities, exchange information, benefit from experiences and expertise and enhance coordination between the participating countries. There will be joint military command centres,” he said. Assiri added that “when participating countries feel that there are coordinated and interdependent efforts, the results of the exercise will be positive. We have models based on real experience of being in the Arab coalition in Yemen where operations are running excellently and positively,” he was quoted by the daily as saying. Asiri said that Saudi Arabia worked within military coalitions and that it was ready for a land war whenever the international coalition wants to launch ground operations.

Syria Headline: The Syrian Ceasefire Is a Big Win for Russia, Assad, and Iran

The Syrian ceasefire agreement of February 11 is a big win for the Russians and the Syrian regime.  Russia, Iran, and Syria are in the midst of a major military offensive that has allowed them to besiege Aleppo and has them poised to make gains across the battlefield. This so-called “cessation of hostilities” agreement allows them to consolidate and prepare for further advances while preventing the opposition that the U.S. ostensibly supports from attempting to undo any of their gains. It does not require the Assad coalition to allow humanitarian access to the hundreds of thousands they have just trapped in and around Aleppo itself, and it leaves them fully in control of what humanitarian aid goes to the other areas they themselves are besieging and deliberately starving. It was concluded without the participation of the opposition, and is thus an imposition of a truce on the fighters the U.S. is theoretically supporting at a moment when they have lost vital ground. The Russians, moreover, define all of the opposition groups in northern Syria as either ISIS or Jabhat al Nusra.  Russian Foreign Minister Sergei Lavrov said today, “if liberation of the city that has been taken by illegal armed groups can be qualified as aggression, then, well, yeah, probably. But to attack those who have taken your land is necessary – is a necessary thing. First of all, this has been done by Jabhat al-Nusra, and also the western suburbs of Aleppo are still being controlled together with Jabhat al-Nusra by Jaysh al-Islam and Ahrar al-Sham.”  The Russians will read this agreement to let them continue operations against all opposition groups in Aleppo and to continue their encirclement, siege, and targeting of that city.  They will therefore continue to weaken the non-Jabhat al Nusra, non-ISIS opposition now concentrated in Aleppo and likely strengthen the hands of the terrorist organizations they purport to be attacking. This “cessation of hostilities” also continues the policy of requiring the opposition to make concessions in order to get the regime temporarily to stop committing what the UN has called crimes against humanity. This agreement is a ceasefire in the manner of the Minsk agreements that have shaped the supposed ceasefires in Ukraine–ceasefires that have been nominally in effect throughout all of the major Russian and separatist military offensives since February 2015. The Russians posed as a neutral third party when in fact they are a belligerent in the conflict, and have continued to escalate and de-escalate military operations in Ukraine in order to extract concessions from the Ukrainian government.  Not only will this Syrian “cessation of hostilities” also fail, but it will fail in a way that further alienates the non-ISIS, non-al Qaeda Sunni opposition groups and populations on which any meaningful political settlement of the conflict in accord with America’s vital national security interests must rely.

Syria Headline: Assad says sees risk of Turkey, Saudi Arabia invading Syria

Syrian President Bashar Assad admits Turkey and Saudi Arabia could soon send troops into the country, but remains confident that he can retake the war-torn nation. The statement comes as Riyadh has reiterated its goal of ousting the leader from office. In an exclusive interview with AFP, Assad said he saw a risk that Turkey and Saudi Arabia – key backers of the opposition – could send their soldiers into the fray in Syria. Assad is equally confident that he can retake control of the whole of Syria, large swathes of which are currently under the control of opposition forces and Islamic State (IS, formerly ISIS/ISIL). “Regardless of whether we can do that or not, this is a goal we are seeking to achieve without any hesitation,” he said, adding that it “makes no sense for us to say that we will give up any part.” Assad said he believes it is possible to “put an end to this problem in less than a year” if opposition supply routes from Turkey, Jordan, and Iraq are blocked. If such routes remain open, however, “the solution will take a long time and will incur a heavy price,” he added. “The main battle is about cutting the road between Aleppo and Turkey, for Turkey is the main conduit of supplies for the terrorists,” Assad said.

Russia has conducted heavy airstrikes across rebel-held territory between Homs and Hama, killing a number of civilians and prompting the cancellation of communal Friday prayers in the area’s mosques. Syria Headline: ISIS comes under mystery attack

Shadowy opponents of ISIS have conducted two attacks against the extremist group in Deir Ezzor, the latest in a series of mystery strikes targeting its members in eastern Syria, according to a pro-opposition outlet. The first attack occurred shortly after 4 a.m. Thursday, when unknown assailants rigged a ZiL armored vehicle with explosives and detonated it outside one of the group’s bases in Deir Ezzor, a city where control is split between the jihadist organization and the Syrian regime. However, the blast only caused material damage, according to a report published Friday morning by All4Syria. On Thursday evening, the mystery assailants struck again, firing an RPG round at a patrol of ISIS’s Hisbah religious police. “The operation was executed by masked persons riding a motorbike,” All4Syrai reported. “They targeted the Hisbah vehicle near the Ghassan Abboud roundabout in central Deir Ezzor, destroying the minivan and killing a number of people.” The pro-rebel outlet added that after the operation, shots were fired from one of the neighboring buildings to cover the escape of the two people who had carried out the operation. Following the strikes, ISIS went on alert, closing off most areas leading to its main bases and deploying patrols on the Al-Takaya thoroughfare to search passersby and inspect their mobile phones and IDs.

Syrian rebel fighters of the Army of Conquest launched on Thursday a major offensive on headquarters of the pro-Assad forces in the coastal province of Latakia, western Syria, military sources reported. Rebel fighters have bombed pro-Assad army’s positions in the vicinity of Mount Al-Turkman in the countryside of Latakia, using heavy artillery and mortar shells. At least 15 pro-Assad soldiers were killed and dozens more wounded in the attack. “Subsequent to the operation, the rebels of the Army of Conquest seized control of the Tel Qroujah town near Mount Al-Turkman,” Ahmed Nemat, a spokesman for the Army of Conquest, told ARA News in Latakia. “Our campaign has caused heavy losses in the ranks of the pro-Assad militias on Thursday,” he said. “After entering Tel Qroujah town, our rebels have collected dead bodies of more than 15 fighters, some of them were from the regime’s army and others from Hezbollah militia (recognized from their uniforms). Dozens of other pro-Assad forces were wounded before withdrawing from the town and its suburbs.” In the meantime, an officer in the ranks of the regime’s army told ARA News that the retreat of their troops from Tel Qroujah town was “a tactical withdrawal”.

Iraq Headline:    Three Iraqi presidential guards kidnapped near northern town: sources

Three members of Iraq’s presidential guard were kidnapped on Friday near a checkpoint run by Shiite militiamen close to the northern district of Tuz Khurmatu, police and a local official said. Four other people, including a government employee, were killed in separate incidents, the police said, in and around the district – about 175 kilometers (110 miles) north of Baghdad – where violence has flared in recent months. Kurdish and Shiite Turkmen paramilitary forces have been uncomfortable allies against ISIS since driving the ultra-hard line Sunni militants out of towns and villages in the area in 2014 with the support of U.S.-led airstrikes. The presidential guards were travelling in a private vehicle towards Baghdad when they were taken by unknown gunmen around midday, said Mahdi Taqi, a member of the provincial council in Salahuddin where the district is located. Police from Tuz Khurmatu confirmed the details. Separately, gunmen opened fire on a car carrying guards from the electricity ministry, killing one and critically wounding four others, police said. Three civilians were killed in two separate incidents, and two others were also kidnapped.

Turkey’s patience may run out over the crisis in Syria and it could be forced to take action, President Tayyip Erdogan said on Thursday, calling on the United Nations to do more to prevent “ethnic cleansing” in the country. Erdogan accused the UN of insincerity in calling on Turkey to do more to help Syrian refugees instead of taking action to prevent the bloodshed in its southern neighbor.
Russian war planes have been bombing around the Syrian city of Aleppo in support of a Syrian government offensive to recapture the city, sending tens of thousands of people fleeing to the Turkish border. “There is a chance the new wave of refugees will reach 600,000 if airstrikes continue. We are making preparations for it,” Erdogan said in a speech to a business forum in Ankara.
“We will show patience up to a point and then we’ll do what’s necessary. Our buses and planes are not waiting there in vain,” he said, adding that Turkey had information that Iran-backed forces in Syria were carrying out “merciless massacres.”

Headline: Russian engineers working with ISIS in Syria to produce gas

At the largest gas facility in Syria, the Tuweinan gas facility, Russian engineers are working together with ISIS forces to produce natural gas, according to reports from rebels and Turkish officials. The plant which is located roughly 60 miles southwest of the Islamic State’s unofficial capital of Raqqa, was built by the Russian construction company Stroytransgaz whose owner has close ties with Russian President Vladimir Putin. Construction began on the plant in 2007 and continued slowly until rebel forces, associated with the Al Qaeda-affiliated al-Nusra Front, took over the plant in 2013. In a report published by the Foreign Policy website, one of the rebels who captured the site said that when the rebel forces entered the area the Russian staff had already fled and left behind the Syrian staff. “We decided to protect this plant; we thought it is belonging to Syrian people since it was owned by the Syrian state,” said Abu Khalid, a member of the Qwais al-Qarani brigade. ISIS took over the plant in 2014, and following that takeover, Turkish officials reported that Russia had continued the construction of the plant with approval from ISIS. Russian involvement came via its Syrian subcontractor, a company by the name of Hesco. One official also claimed that Russian engineers were returned to the site to complete construction on the facility.

A State Department official told lawmakers Thursday he was unsure of the precise location of tons of low-enriched uranium shipped out of Iran on a Russian vessel as part of last summer’s nuclear agreement. Ambassador Stephen Mull, the lead U.S. official overseeing the deal’s implementation, said during testimony before the House Foreign Affairs Committee that the stockpile is a Russian custody issue. He said the U.S. is confident the material will be controlled properly. “We obviously have had many differences for many years with Russia,” Mull said. “But one of the features of our relationship is pretty close cooperation and protection of nuclear material.” Following the hearing, a senior administration official said the Iranian stockpile is in Russia, where it will be stored in a secure place, but did not specify where. The official was not authorized to speak publicly and requested anonymity. Critics of the nuclear deal seized on the shipment’s status as an example of the agreement’s flaws. Rep. Chris Smith, R-N.J., said in a statement that it’s “outrageous and unbelievable” that Russia is being trusted to be the repository for such sensitive material.

The U.S.-led coalition in Afghanistan has in recent weeks stepped up airstrikes against former Taliban members who have rebranded themselves as part of the Islamic State in Iraq and Syria (ISIS). “I can’t give you a number, but I can tell you in the last roughly three weeks, we have significantly increased our pressure on Daesh in Afghanistan, particularly in the Nangarhar province,” said Army Brig. Gen. Wilson “Al” Shoffner, deputy chief of staff for communication for the mission, using another name for ISIS. Rules of engagement do not allow the U.S. to strike Taliban members who are not with ISIS unless they are directly threatening U.S. troops, despite recent Taliban gains and U.S. military officials being concerned about cooperation between the group and al Qaeda. “We don’t have the authority to target the Taliban and we don’t specifically target the Taliban based on affiliation,” Shoffner told reporters at a briefing Thursday. He acknowledged that most ISIS members are former Taliban members “rebranding” themselves. “What we see are generally former [Tehrik-i-Taliban Pakistan] who believe that associating with Daesh or pledging to Daesh will further their interests in some way,” he said, referring to the Taliban’s Pakistani affiliate. The difference, he said, between the Taliban and ISIS is that the Afghan government sees ISIS as a “potential strategic threat,” whereas it seeks political solutions with the Taliban.

The Islamic State (ISIS) fighters are trying to use Khartoum as crossing point for its militants who join the bases of the jihadist group in Libya, said a Sudanese expert on Islamist group on Thursday. Belgium’s Coordinating Body for Threat Analysis (OCAM) director, Paul Van Tigchelt, disclosed this week that Sudanese security service last autumn intercepted a Belgian national trying to cross into Libya to join the militants of the Islamic State. Tigchelt further told the Belgian magazine Knack that they have no information about other cases of Belgian fighters who travelled into Libya but they are monitoring the situation. Commenting on the arrest of the Belgian militant, a Sudanese expert on Islamic extremist groups, al-Hadi Mohammed al-Amin, told Sudan Tribune that the Jihadist group which is facing tough time in Syria and Iraq try to use Sudan as a crossing point into Libya. Al-Amin said this was not the first time that a foreign jihadist is stopped by the Sudanese authorities while he was trying to cross into the north African country. He added that the Islamic State seeks to transfer its activities to Libya where it established a foothold in the city of Sirte, exploiting a power vacuum in the troubled country where two rival governments have been battling for supremacy. The Sudanese expert said Khartoum deployed military units along the border and monitoring the border particularly the triangle between Egypt, Libya and Sudan at Jebel Aouinat.

Libya’s air force chief of staff says a fighter jet was shot down while carrying out airstrikes against Islamic militants, the third jet to be downed in nearly 40 days. Brig. Gen. The NATO alliance may become a member of the U.S.-led coalition fighting Islamic State, Secretary of Defense Ash Carter said Thursday. Carter told reporters at a meeting of more than two dozen defense ministers in Brussels that NATO chief Jens Stoltenberg was exploring the possibility. The addition of NATO would bring the alliance’s experience in building partner capacity and training ground forces, Carter added. The Pentagon chief said the group provided “unanimous support” for an operational campaign plan he laid out to defeat Islamic State. Headline: Mali Attackers Kill 5 UN Peacekeepers

The United Nations says suspected Islamist militants in Mali killed five peacekeeping troops Friday in an attack on a U.N. base. Secretary-General Ban Ki-moon has condemned the early-morning attack in the northern town of Kidal, which also injured about 30 other people. BullionByPost, Britain’s biggest online gold dealer, said it has already taken record-day sales of £5.6m as traders pile into gold following fears the world is on the brink of another financial crisis. Rob Halliday-Stein, founder and managing director of the Birmingham-based company, said takings today had already surpassed the firm’s previous one-day record of £4.4m in October 2014. BullionByPost, which takes orders of up to £25,000 on the website but takes higher amounts over the phone, explained it had received a few hundred orders overnight and frantic numbers of phone calls this morning. “The bullion market has been building with interest since the end of last year but this morning things have gone bananas,” said Mr Halliday-Stein. “Some bankers in London are placing unusually large orders for physical gold.” London-based ATS Bullion added it had been inundated with orders for the past week. The firm has sold 4,000 gold bars and coins since February 1, a 40pc rise on the same period a year ago when it sold 1,500. “It’s been crazy – it’s been the best week since 2012. We’ve had people queuing round the block,” said Michael Cooper of ATS Bullion, a family run firm that trades online and also from an outlet in the West End. Gold is currently at its highest level since May, with prices surging 2.2pc this morning to $1,218.17 for an ounce of the precious metal.

In Saudi Arabia, the construction sector has been hit hard by low oil prices as several firms with government contracts are failing to make payroll. The Riyadh government has significantly cut spending on building projects as it seeks to reduce a budget deficit of $100 billion. The Saudi Ministry of Labor revealed this week that employees at a “major institution” said they had not been paid for months. “The pace of execution on some of the existing projects has slowed down, so a project that would take six months to complete may now see an extended execution time line,” said Murad Ansari, analyst at EFG-Hermes in Saudi Arabia. “Moreover, government payments have slowed down. As a result, contractors which normally rely on short-term funding for projects are feeling an impact on their working capital, so their ability to repay debt is not as strong as it was before.” “It’s not just us, it’s several construction companies that work on government projects,” one construction company executive told Reuters. Meanwhile, Gulf states that enticed foreign workers with low – or no – income tax rates are considering raising taxes to ease the burden from low oil prices. According to the World Bank, tax revenues in the UAE and other Arab Gulf countries with minimal taxation are among the world’s lowest. Dubai has no income tax.

Gunfire claimed the lives of at least five on-duty officers in an unusually deadly week for U.S. law enforcement. In four days, five officers were killed in the line of duty in shootings around the country, more than doubling the number of officers who have died by gunfire so far this year. A Colorado sheriff’s deputy died after being shot Monday; two sheriff’s deputies were killed Wednesday in Maryland; a police officer in Georgia is dead after gunfire broke out Thursday while he and other officers were serving a warrant; and a police officer shot Wednesday night in North Dakota did not survive, authorities say. Before these deaths were reported, the National Law Enforcement Officers Memorial Fund said at least three other U.S. law enforcement officers had died from gunfire in the line of duty this year. Adding the totals together, that would make at least eight since January 1. One officer was shot to death during the same period last year, and at least 42 were fatally shot in 2015 — a rate of less than one per week — according to the group. At least 124 officers died in the line of duty last year — more than two per week — from all causes, the group said.
