Headline:    Obama unveils compensation package for Israel after Iran deal

The New York Times on Friday revealed the details of a compensation package Israel is set to receive from the United States after world powers and Iran agreed to a historic nuclear agreement in early July. Laid out in a letter dated August 19 to US Congressman Jerrold Nadler (D-NY), the president promised to increase American military aid for Israel in developing new anti-missile systems and tunnel detection technologies. “Our governments should identify ways to accelerate the ongoing collaborative research and development for tunnel detection and mapping technologies to provide Israel new capabilities to detect and destroy tunnels because they could be used to threaten Israeli civilians,” Obama stated in writing. The Obama administration also promised to increase cooperation with Israel and its Arab neighbors to help fight the Islamic Republic’s influence in the region, specifically Tehran’s funding of the Houthis in Yemen, Hezbollah in Lebanon and Syrian President Bashar Assad.

Headline: Settlers and Palestinians Clash Near West Bank Outpost; Wounded Reported

Violent clashes erupted on Saturday morning between dozens of settlers and about 150 Palestinians near the West Bank outpost of Esh Kodesh. According to the Israel Defense Forces, both sides threw stones at each other, and the Palestinians tried to torch fields near the outpost, situated south of Nablus. The Palestinians reported that dozens were lightly wounded by rubber-bullet fire and gas canisters, shot by an IDF force which arrived at the scene. The IDF said the force opened fire after it was attacked with stones, and that only seven Palestinians were lightly wounded. Ghassan Douglas, a Palestinian Authority official, said the clash broke out after dozens of settlers attacked Palestinian farmers working their fields in the nearby village of Qusra on Saturday morning. A group of Palestinians from the village then set out toward the outpost.

Headline: Security Minister Wants to Outlaw Temple Mount Rioters

Minister of Internal Security Gilad Erdan (Likud) sent Defense Minister Moshe Ya’alon (Likud) a letter Monday, asking him to urgently declare the Arab organizations that create mayhem on the Temple Mount as illegal. If the defense minister signs a declaration to this effect, security forces will have a freer hand against the rioters. Erdan has been carrying out behind-the-scenes staff work in the past few weeks, together with police, the Israel Security Agency (ISA, or Shin Bet), the State Attorney’s Office and even the Attorney General, who has agreed to help advance the declaration. In the discussions of the problem, Erdan was shown evidence that the so-called murabitun and murabitat, as the male and female groups of Muslim mayhem-makers are named, are directed by the northern arm of the Islamic Movement in Israel. The purpose of their activity is to destabilize the status quo on the Temple Mount, and they have succeeded in creating escalation on the Mount, and in making the security situation there untenable.

Headline: Kurdish oil is another Netanyahu-Obama head-to-head front

That Israel and other nations were buying oil from the Kurdish republic of Iraq had been published before and was no secret. The Financial Times broke its “discovery” Sunday, Aug. 23, just by chance? on the day that Britain and Iran reopened their respective embassies in Tehran and London after a four-year breach resulting from a mob attack on the Tehran embassy. Even before sanctions were lifted and Tehran had demonstrated its compliance with the nuclear deal signed with the world powers in Vienna on July 14, European ministers were knocking on the door in a quest for financial relations. The Islamic Republic was deemed rehabilitated by the nuclear accord; and the UK saw no reason to lag behind the others. And so Foreign Secretary Philip Hammond was personally in attendance at the ceremonial reopening Sunday of the Tehran embassy.
The FT’s report’s timing fitting in perfectly with the British government’s plans to quickly develop profitable ties with the Islamic Republic in the following arenas:

1. The oil industries in Iran and Iraq. London seeks as large a slice as possible of the $150 billion worth of oil and gas contracts on offer by Tehran.
2. The Islamic Republic was also meant to infer from the FT report that British intelligence resources and its powerful media were available as tools for beating Israel out on the world’s energy markets.
3. Britain’s foreign policy is grounded in accentuating its common interests with Washington. The Obama administration may pose as a champion of Masoud Barzani, President of the autonomous Kurdish Republic of northern Iraq. His peshmerga army has after all distinguished itself in its dogged fight against the Islamic State. But in practice, things are different:  the US administration, to meet the wishes of Tehran and Baghdad, consistently withholds from the Kurds the heavy weapons they need to rout ISIS.

Headline: Counter-Terrorism Bureau warns of threats to Israelis and Jews from ISIS, Iran

The National Security Council’s Counter-Terrorism Bureau released a biannual travel advisory on Monday, warning of potential threats against Jewish and Israeli targets in western nations from global jihad elements, including the Islamic State. The travel advisory comes ahead of the High Holy Days period in September and October, which is generally one of the periods in which Israelis are most likely to travel abroad. Monday’s advisory warned in particular of plots to target Israeli and Jewish targets in northern and western Europe by ISIS operatives who returned to their home countries after having fought with the organization in Iraq and Syria. The advisory also related to Africa, which serves as a base of operations for many Israeli business people. The Somalian terror group Al Shabab, which often carries out terror attacks in Kenya and Boko Haram, in Nigeria, have increased their terrorist activities in the past year, the Conunter-Terrorism Bureau further warned.

Headline:  Report: Hezbollah puts forces along Lebanon, Syria borders on high alert

Hezbollah has reportedly put its forces on high alert along the border with Israel “for fear of attempts by Israel to drag Lebanon and Syria into an escalation in the form of something less than a war but more than an operation,” Kuwaiti newspaper Al-Rai reported on Saturday. The paper quoted sources as saying that the Lebanese terror organization believes Israel is preparing to take some kind of action, because Jerusalem believes that “the situation is critical and is being put to the test” in light of the nuclear agreement signed with Iran.

Headline: Report: Hezbollah Recruiting Fatah Members to Attack Israel

Hezbollah is reportedly upping its attempts to recruit Palestinians living in Judea and Samaria to carry out attacks on its behalf, according to Palestinian Authority sources. The Lebanon-based terrorist group is reportedly attempting to revive its terrorist network in the region by reaching out to disgruntled members of the Al Aqsa Martyrs Brigade, a terrorist group that functions as the armed wing of Mahmoud Abbas’s Fatah faction. During the Second Intifada Hezbollah, under instruction from Iran, recruited extensively among Fatah members, training and arming them to attack Israeli targets. Those efforts reached their height in 2004-2005, with tens of thousands of dollars being doled-out to recruits as an incentive to carry out attacks. Since then the efforts largely petered out for a number of reasons, including Israel’s intensive security operations and the PA’s own crackdown to prevent challenges to its authority in Judea and Samaria. However, a PA security source told the Arabic Al-Masdar site Hezbollah recruitment attempts “never really disappeared,” and in recent months had escalated significantly. With Iran emboldened by the prospect of billions of dollars of sanctions relief due to the recent deal reached with world powers over its nuclear program, it is widely acknowledged even by supporters of the deal that Tehran will use some of those funds to increase support for its numerous terrorist proxies. But Hezbollah, Iran’s most powerful proxy group, is unlikely to mount a frontal attack against Israel from Lebanon in the near future, given that it is already embroiled in several regional wars – in Syria, Iraq and to a lesser extent Yemen. Instead, it is attempting to reestablish an operations base in Judea and Samaria, and recruit local Arabs carry out attacks against Israelis both in that region and elsewhere in Israel.

Headline: Lebanese army secures central Beirut after ‘trash protest’ erupts in clashes

A “ceasefire” was agreed upon in a meeting on Sunday in Lebanon’s largest Palestinian “refugee camp,” Ain al-Hilweh, located in Lebanon’s south, reports the Palestinian Arab Ma’an News Agency. That ceasefire came after a day of serious clashes on Saturday, when three people were killed and no less than 18 others were wounded during a failed assassination attempt against Ashraf al-Armoushi, the Fatah security chief of the town. The Jund al-Sham terrorist group reportedly tried to assassinate al-Armoushi; it is unclear if the group took part in the “ceasefire” talks, meaning the ceasefire may be one-sided in nature. Palestinian Authority (PA) ambassador to Lebanon Ashraf Dabbour was said to have taken part in the talks. Security forces were deployed in Ain al-Hilweh to prevent renewed clashes. Al-Armoushi came under fire in the assassination attempt while attending a funeral. According to Lebanese media he emerged unscathed, but at least two Fatah members were killed and around 18 other residents were wounded in the following gun battles between the terror groups.

Headline: Saudi general killed in cross-border fire from Yemen

Unknown assailants fired on a police patrol in Saudi Arabia’s Red Sea city of Jeddah late Sunday, injuring an officer, the country’s official media reported Monday. Saudi Press Agency quoted an unnamed Mecca police spokesman as saying security forces were investigating the incident. He did not say whether Islamist militants, who have staged a series of attacks on police in Riyadh, were suspected. Jeddah is the second largest Saudi city and a major port. It is traditionally more socially liberal that the capital Riyadh and also the historical gateway for pilgrims to the Islamic holy sites of Mecca and Medina. Supporters of ISIS have shot at two Saudi police patrols, bombed a mosque used by the security services and two others used by members of the Shiite Muslim minority, killing 40 people. The Interior Ministry said last month it had detained 431 suspected supporters of ISIS and thwarted other attacks on mosques, security forces and a diplomatic mission.

Headline:  Bomb kills 2 Egyptian policemen, wounds 24: officials

The attack occurred in the Nile Delta province of Baheira, 260 kilometres (160 miles) north of Cairo, while the policemen were travelling to work in a civilian bus. “Two policemen were killed and 24 others were wounded, including two seriously,” said health ministry spokesman Hossam Abdel Ghaffar. A local health official earlier told AFP that one policeman had died in the blast. Jihadists have killed scores of police and soldiers since an Islamist insurgency swelled in the wake of the 2013 overthrow of president Mohamed Morsi, the country’s first democratically elected president who took office following the 2011 ouster of longtime ruler Hosni Mubarak. The insurgency has been spearheaded by Egypt’s IS affiliate which has launched regular attacks against security forces.

Shelling and air raids by Syrian government forces killed at least 20 civilians and wounded or trapped 200 on Saturday in rebel-held Douma east of Damascus, an activist group said. “At least 20 civilians were killed in the heavy shelling and air attacks since this morning on Douma,” said Rami Abdel Rahman, head of the Syrian Observatory for Human Rights. He said around 200 more were either wounded or still trapped under rubble, and that the death toll was expected to rise. Syria Headline:   Rebels shell prison near Damascus, killing 10

Insurgents shelled the central prison near the Syrian capital Damascus Sunday as well as residential neighborhoods in the city, killing at least 11 and wounding more than 40. The Interior Ministry statement, carried by state TV, said the shelling of the prison area killed 10, seven of which were women, and wounded 40. It said the shelling targeted the visitors’ area of the jail, known as Adra Prison, just northeast of Damascus. The statement did not say which specific insurgent group was responsible for the attack. Later Sunday, insurgents fired shells into residential neighborhoods in Damascus killing two people and wounding seven, according to state TV. Insurgents have shelled Damascus on several occasions in recent weeks, killing and wounding dozens of people. Sunday’s shelling of Adra Prison and nearby areas came a day after government airstrikes on a Damascus suburb killed more than 34 people and wounded dozens in the latest wave of government attacks on the crowded rebel-held area.

Syria Headline:   Activists say ISIS destroys temple at ancient Palmyra site

Islamic State (ISIS) militants have destroyed a temple at Syria’s ancient ruins of Palmyra, activists said Sunday, realizing the worst fears archaeologists had for the 2,000-year-old Roman-era city after the extremists seized it and beheaded a local scholar. Palmyra, one of the Middle East’s most spectacular archaeological sites and a UNESCO World Heritage site, sits near the modern Syrian city of the same name. Activists said the militants used explosives to blow up the Baalshamin Temple on its grounds, the blast so powerful it also damaged some of the Roman columns around it. The Britain-based Syrian Observatory for Human Rights said Sunday night that the temple was blown up a month ago. Turkey-based activist Osama al-Khatib, who is originally from Palmyra, said the temple was blown up Sunday. Both said the extremists used a large amount of explosives to destroy it.

Iraq Headline: ISIS blows up the house of Iraqi ambassador to Bahrain east of Ramadi

At least 23 Iraqi soldiers and militiamen have been killed in an attack by Islamic State militants in Anbar province, according to police and military officials. The Associated Press reports the dead include 17 soldiers and six militia fighters who were working with troops to push back the militant group. Sunday’s attack in the rural district of Jaramshah, north of the Anbar provincial capital of Ramadi, follows two IS ambushes in Anbar on Friday that left at least 50 Iraqi soldiers dead.

Kurdish Headline: Al-Qaeda abducts Kurdish commander near Aleppo

Syria’s al-Qaeda affiliate al-Nusra Front has abducted a Kurdish commander from the People’s Protection Units (YPG) in Afrin region of Aleppo province, northeast Syria, Kurdish sources reported on Sunday. The YPG General Command said in a statement, of which ARA News received a copy, that al-Nusra Front (Jabhat al-Nusra) has abducted the Kurdish commander Jamal Efrini. “We’ve lost contact with the commander for days, before we discover that Nusra militants have abducted him at a checkpoint on the highway of Afrin-Aleppo,” the YPG leadership said on Sunday. The General Command also stressed its concerns about the health conditions of Efrini, who disappeared one week ago. “We will respond to this extreme violation with force if al-Nusra didn’t release Jamal (Efrini),” the statement added. “This radical group (in reference to Nusra) should know that we’ve respected the truce, but we won’t remain silent amid such violations.” Al-Nusra Front hasn’t commented on the YPG’s accusation yet.

Headline: U.S., Turkey to launch ‘comprehensive’ anti-Islamic State operation

Two Turkish soldiers were killed and three wounded Monday when the vehicle they were traveling in hit explosives buried in the road, the latest attack following the collapse of a cease-fire with Kurdish militants, security sources said. The explosion occurred near the town of Semdinli in Hakkari province, which borders the Iraqi border, in the mainly Kurdish southeast. Turkey has launched more than 400 airstrikes against the Kurdistan Workers Party (PKK) in northern Iraq, where the armed group is based, and in southeast Turkey since late July, in what it says is a response to attacks on police officers and soldiers.

Headline:   Iran rules out diplomatic ties with ‘illogical’ US

Iran on Saturday unveiled a new surface-to-surface missile it said could strike targets with pin-point accuracy within a range of 500 km (310 miles) and it said military might was a precondition for peace and effective diplomacy. The defense ministry’s unveiling of the solid-fuel missile, named Fateh 313, came little more than a month after Iran and world powers reached a deal that requires Tehran to abide by new limits on its nuclear program in return for Western governments easing economic sanctions. According to that deal, any transfer to Iran of ballistic missile technology during the next eight years will be subject to the approval of the United Nations Security Council, and the United States has promised to veto any such requests. An arms embargo on conventional weapons also stays, preventing their import and export for five years. But Iran has said it will not follow parts of the nuclear deal that restricts its military capabilities, a stance reaffirmed by President Hassan Rouhani on Saturday.

Headline:   Four soldiers wounded in explosion in Kabul’s Kalakan District

An explosion has rocked the diplomatic area of the Afghan capital, Kabul, police have said, with at least 12 people killed and 60 injured. Police say it was a suicide attack on a foreign military convoy which was travelling through the area. A health ministry official said nine Afghans were among the dead. A senior Nato official confirmed that three American contractors had been killed in the attack in the Macrorayan district. No group has said it carried out the attack, although in recent months Kabul has been regularly targeted by the Taliban in a series of bombings. The explosion took place not far from Kabul airport and the presidential palace. Witnesses said that children were among the injured and some foreigners were trapped in a destroyed vehicle. An interior ministry spokesman quoted by the AP news agency said the blast destroyed more than a dozen civilian vehicles. The bombing, close to a civilian hospital, is the latest in a series of recent deadly attacks following the announcement of a new Taliban leader.

Headline:  Boko Haram strengthens ties with ISIL, sends fighters to Libya

Nigerian-based terror group Boko Haram has bolstered its alliance with Islamic State of Iraq and Levant (ISIL) by sending jihadists to fight alongside ISIL in Libya. Boko Haram pledged allegiance to ISIL in March. In June, ISIL declared territory seized by Boko Haram as its West African province. In addition to sending fighters to Libya, Boko Haram members have also recently been arrested in Lebanon, and India and Nigeria has blocked thousands of suspected jihadists from leaving the country. According to Nigeria analyst Jacob Zenn, an estimated 80 to 200 Boko Haram fighters are in the Libyan city of Sirte, the site of heavy fighting between ISIL and Libyan government forces. “The openness of migration routes from Nigeria through eastern Niger to Libya makes travel … fairly straightforward, and the Islamic State can easily afford to pay smugglers to carry militants (and weapons) along that route,” Zenn wrote in The Sentinel magazine of the Washington-based Jamestown Foundation. On Aug. 15 Lebanese authorities arrested hard-line ISIL cleric Ahmad al-Assir at Beirut airport. They said he planned to fly to Nigeria on a forged Palestinian passport with a Nigerian visa. Two Nigerians studying in India were arrested Aug. 7 as they tried to cross illegally into Pakistan to join ISIL. The Nigeria Immigration Service reported barring 23,472 people from leaving the country between January 2014 and March 2015. “There have been reports in recent times of some Nigerians departing to join terrorist groups especially in the Middle East and North Africa,” said PR Nigeria, which publishes government news.

Headline:   Tunisian guard killed in shootout with ‘terrorists’

A Tunisian border guard was killed on Sunday in a shootout with jihadists on the border with Algeria, state television and the president of a union of border guards said. “A border guard was killed and three others were wounded in a shootout with a terrorist group in Bouchebka,” Wataniya 1 television reported.  Ridha Ennasri, the union president, confirmed to AFP that a border guard was killed in “a terrorist attack” and said that another was wounded. The killing comes days after a Tunisian policeman was shot dead by two assailants on a motorbike in the coastal resort of Sousse. Authorities have been unable to say whether that killing was carried out by jihadists and an investigation is ongoing. In June, a jihadist gunman killed 30 Britons and eight other foreign tourists on a beach in Sousse, an attack claimed by the Islamic State group.

The measure will remain in effect for 60 days in five municipalities of the Venezuelan state of Tachira, where smugglers of gasoline and subsidized food products have increasingly clashed with security forces. “This decree provides ample power to civil and military authorities to restore peace,” he said in a ceremony broadcast on state television. The decree suspends constitutional guarantees in those areas, except for guarantees relating to human rights.

Headline: Two Car Bombs Kill 18 in Somalia

At least 18 people were killed in Somalia on Saturday in two separate bomb attacks carried out by suspected al-Shabab insurgents, officials said. In the first attack, 14 soldiers were killed and more than 20 wounded when militants drove an explosives-laden vehicle into a training site for African Union peacekeepers from Kenya and Somali soldiers in the southern port city of Kismayo. The second attack occurred in the capital, Mogadishu, where four people were killed and at least 10 others wounded, police official Abdullah Osoble said. He said a car bomb exploded near a police station close to a settlement used by displaced persons. There was no immediate claim of responsibility for the Mogadishu attack, although it bore the hallmarks of al-Shabab. Despite being forced out of many of their strongholds, the group is still able to launch lethal attacks in the capital and elsewhere in Somalia.

Headline:   Army officer, six rebels killed in NW Pakistan

Two Pakistani soldiers including a senior officer were killed Monday in an exchange of fire with Islamist militants in a restive tribal district along the Afghan border, where the army last week began a ground offensive. The firefight occurred in the Shawal valley of North Waziristan where the military has been battling Taliban and other insurgents since June last year. “During an exchange of fire with security forces, six terrorists were killed in Shawal today. An officer, Lieutenant Colonel Faisal Malik and a soldier also embraced shahadat (martyrdom),” the military said in a statement. The latest incident comes a day after militants launched a cross-border rocket attack on a checkpost in Khyber tribal area, killing four Pakistani soldiers and wounding four others. Pakistan’s foreign office summoned Afghan ambassador Janan Mosazai on Sunday evening and lodged a strong protest over the shelling.

The explosion at the US Army’s Sagami General Depot in the city of Sagamihara, some 25 miles (40 kilometres) southwest of Tokyo, sent sparks shooting into the sky and triggered a blaze that burned through the night, but there were no reports of injuries. Japanese and US base firefighters delayed battling the fire while the contents of the building were assessed. Witnesses said they initially feared a bomb had gone off at the military installation. The explosion at the depot — which occupies about 200 hectares (two square kilometres) and employs nearly 600 people — rattled the windows of nearby buildings. “I thought the American military facility came under a terrorist attack,” a local security guard told Jiji Press news agency. The depot stores supplies and acts as a repair centre for military vehicles. The Pentagon said the cause of the explosion was not immediately known, but the building did not store ammunition or “radiological materials”. Nearby buildings were not damaged. “The storage building is not designated as a hazardous material storage facility as some initial reports indicated,” US Navy Commander Bill Urban, a spokesman, said in a statement. “Inside the building that exploded were canisters of compressed gases: nitrogen, oxygen, freon and air. “The cause of the explosion… is under investigation. At least nine people were killed in Nepal on Monday when demonstrators attacked police with spears, knives, axes and scythes during a protest against proposals for administrative reform in the Himalayan country. A district official gave the death toll as nine, but media reports said as many as 20 people – most of them police – may have died. State television reported that the army was mobilized to quell the protests in the low-lying far west of the country close to the border with India.Thousands of people were protesting in the town of Tikapur against a government-backed plan to include their area in a hilly province, part of a regional overhaul envisaged in a new federal constitution expected to be finalised this month. The protesters, mainly from ethnic Tharu community, are demanding a separate province comprising eight districts in the southwestern plains for themselves. The government and major political parties hope that the new constitution, which divides the nation into seven federal states, will boost economic development in Nepal, which is still reeling from two devastating earthquakes that killed 8,900 people this year. But different ethnic groups have been protesting against the plan and demanding regional autonomy. Four demonstrators have died in the past two weeks in violent protests across Nepal.

Security officials near the seized base, in Dar Saad’s al-Lohoum district, say it is now training some 200 militants. The officials, who hail from the military, security forces and police, spoke on condition of anonymity because they weren’t authorized to speak to journalists. They said Al-Qaeda’s gains came in recent weeks in the wake of fighting in Aden between Shiite rebels and pro-government forces, after the front moved outside the city. Al-Qaeda also has a presence in Breiqa city, west of Aden, and nearby al-Khadra city, the officials added.

Headline: Ukraine Vows to Increase Troops to Fend off Rebel Attacks

Ukraine’s president vowed to increase troop numbers to fend off attacks by Russia-backed separatist rebels and warned his countrymen that there is still the threat of a “large-scale invasion,” in an impassioned speech to mark Independence Day on Monday. Speaking during a military parade, President Petro Poroshenko said Ukraine must not be complacent even though hostilities have largely died down. In a show of force, thousands of Ukrainian servicemen marched in downtown Kiev on to mark the country’s independence from the Soviet Union on Aug. 24, 1991. “We stand for peace, but we are not pacifists,” Poroshenko said. “We must get through the 25th year of independence as if on brittle ice. We must understand that the smallest misstep could be fatal. The war for independence is still ongoing.” Poroshenko didn’t say how many more troops he would send to eastern Ukraine. He claimed that Russia had massed about 50,000 troops on the border with Ukraine and had supplied the rebels with about 500 tanks and 400 pieces of artillery. Poroshenko warned that Russia is wary of an outright invasion and is instead developing another strategy: sow discord across all of Ukraine and thus spoil its relations with its Western allies.

U.S. stock index futures screamed lower, with Dow futures tumbling as much as 350 points, as fears surrounding the health of China’s economy multiplied. These concerns saw the benchmark Shanghai Composite index notch up its biggest one-day percentage loss since 2007 on Monday, closing down 8.5 percent. Panic spread to European markets, with the pan-European FTSEurofirst 300 as much as 3 percent in early London trading. All major bourses were off a similar amount. The index has shed over $1 trillion in market value in August so far. The slide comes after U.S. stocks closed deep in the red on Friday, pushing the Dow and Nasdaq into correction territory.The major averages had their biggest trade volume day of the year and posted their worst week in four years. Oil prices crashed to fresh six and half year lows on Monday, after Chinese stock markets suffered, intensifying worries over the outlook for global oil demand. Brent oil was trading down 4.6 percent, at $43.36 a barrel. U.S. October crude was down 4.1 percent at $38.80 a barrel. “Markets are afraid of further economic weakness in China, further pain in global commodity markets and uncertain about Fed and People’s Bank of China policy—what they will do and what the impact will be,” said global strategist at Societe Generale, Kit Juckes.

Stock markets in the Middle East have fallen sharply after a difficult week for all major global share indexes. The Dubai Financial Market closed down 7%, while the Saudi exchange also lost 7% after Fitch ratings agency cut its outlook for the country. Last week, the Dow Jones in the US fell 6%, while the UK’s FTSE 100 posted its biggest weekly loss this year of 5%. Investors are concerned about a slowdown in China and the knock-on effects for the global economy. Both France’s Cac 40 and Germany’s Dax indexes lost 7% of their value last week. In the Middle East, there is particular concern about low oil prices, which are down by more than a half this year and have been falling steadily since May, when Brent Crude stood at $68 a barrel. A barrel now costs $45. This is mainly due to an abundance of supply, in large part from from US shale oil producers, which are weakening OPEC’s once dominant position in global oil markets. Saudi Arabia, Iraq, Kuwait, Qatar and the United Arab Emirates are all members of OPEC. Moods were further dampened by a report from Fitch which cut the agency’s outlook on Saudi Arabia from “stable” to “negative”. The move reflects concerns about the future of the country’s finances, which are heavily dependent on revenues from exporting oil. These worries come against a backdrop of falling global stock markets, reflecting widespread fears about the pace of the slowdown in the Chinese economy.

Headline: With many Ebola survivors ailing, doctors evaluate situation

Lingering health problems afflicting many of the roughly 13,000 Ebola survivors have galvanized global and local health officials to find out how widespread the ailments are, and how to remedy them. The World Health Organization calls it an emergency within an emergency. Many of the survivors have vision and hearing issues. Some others experience physical and emotional pains, fatigue and other problems. The medical community is negotiating uncharted waters as it tries to measure the scale of this problem that comes on the tail end of the biggest Ebola outbreak in history. “If we can find out this kind of information, hopefully we can help other Ebola survivors in the future,” Dr. Zan Yeong, an eye specialist involved in a study of health problems in survivors in Liberia, told The Associated Press. Only about 40 percent of those infected have survived Ebola, according to WHO estimates. But while the survivors beat the odds, preliminary research shows that many are still suffering. Around half those who received post-recovery check-ups have joint pain, said Dr. Daniel Bausch, an Ebola expert and consultant for WHO.

Saudi Arabia’s Ministry of Health has announced that the number of people in the kingdom receiving treatment for the MERS virus has risen to 65, on the back of seven new cases reported in Riyadh on Saturday. A press conference was held amid a surge in the number of infections at King Fahd National Guard Hospital in Riyadh’s King Abdulaziz Medical City. Undersecretary for Public Health Dr. Abdulaziz Bin Saeed explained measures taken to contain the spread, the Saudi Gazette reported. He said a total of 53 people, including four medical practitioners, contracted the virus at the hospital and added that 17 of the patients had died while 32 of them are receiving treatment in hospitals, three are quarantined at home and one patient was discharged after treatment, the newspaper reported.

The High Court of Justice ordered the release of Palestinian prisoner and hunger-striker Muhammad Allan from his administrative detention Wednesday night due to his deteriorating medical condition, including the revelation Wednesday afternoon that his brain had been damaged. A spokeswoman for the Barzilai Medical Center in Ashkelon, where Allan is being treated, said he had returned to a coma late Wednesday evening following a deterioration in his condition. A lawyer for Allan told Reuters that the detainee had ended his 65-day hunger strike on Wednesday night following the High Court ruling. “The story is over, administrative detention is canceled, and therefore there is no strike,” said lawyer Jameel Khatib.

The army blamed Palestinian terror group Islamic Jihad for the rocket fire, saying it was done with “Iranian money and intention.” “We consider Syria to be responsible for the fire and it will also suffer the results,” the army said in a statement slightly after 8 p.m. The statement was followed by reports of Israeli shelling in Syria, according to Israel’s Army Radio. The rockets landed after sirens sounded in several communities around Israel’s north at about 5:45 p.m. The Israeli military confirmed in a statement that “four rockets were launched from the Syrian Golan Heights, landing in the upper Galilee and the Israeli Golan Heights.” No injuries were reported, the army said. Members of Islamic Jihad, which is known to have rockets in Gaza, had threatened to attack Israel earlier in the week over the fate of hunger striking Palestinian detainee Mohammed Allaan, who it says is part of the terror group. The army placed Iron Dome anti-missile batteries around the southern cities of Ashdod and Beersheba in response.

An Israeli defense official said the people killed in Friday’s air strike were Palestinian militants from the Iran-backed Islamic Jihad. “We now know of five or six Palestinian Islamic Jihad terrorists killed,” the official said. Hamas’ political chief, Khaled Meshal, has confirmed that his organization and Israel are engaged in negotiations over a long-term truce via several mediators, including former British Prime Minister Tony Blair. In an excerpt from an interview with a London-based Qatari newspaper, Meshal said that while the talks have yet to produce an agreement, Hamas sees them as “very positive.” Last week, Israeli Prime Minister Benjamin Netanyahu’s bureau vehemently denied that Israel and Hamas were engaged in any kind of negotiations – either directly or indirectly. Meshal confirmed in an interview to the newspaper Al-Arabi al-Jadeed, part of which was published on Friday that the Quartet’s former Middle East envoy Tony Blair and others had raised proposals for a cease-fire, but he didn’t explain whether the proposals were raised with Israel’s knowledge or are independent initiatives. In response to repeated reports in the Palestinian and Arab media about contacts between Israel and Hamas regarding a cease-fire agreement, the Prime Minister’s Office published a denial at the beginning of the week, to the effect that “there are no meetings with Hamas, nor are there contacts, whether direct or indirect, with the organization.” But an involved Israeli source said after the publication of the response that “Israel is not conducting cease-fire negotiations with Hamas, but it is definitely conducting a feasibility investigation.” Recently Palestinian President Mahmoud Abbas claimed that Israel and Hamas have been conducting clandestine meetings for the past eight months in an African country. Determining that the situation in Lebanon continues to constitute a threat to international peace and security, the Security Council today decided to extend the present mandate of the United Nations Interim Force in Lebanon (UNIFIL) for one year, until 31 August 2016. In a unanimously adopted resolution, the 15-member body “strongly” called upon all parties to respect the cessation of hostilities, to prevent any violation of the Blue Line and to respect it “in its entirety.” They urged further international support for the Lebanese Armed Forces, in areas where they are most critically in need of support, including counter-terrorism and border protection. Recognizing that UNIFIL deployment, together with the Lebanese Armed Forces, has helped to establish a “new strategic environment” in southern Lebanon, the Security Council calls for further cooperation between them, in particular regarding coordinated and adjacent patrols. The resolution adopted today also urged all parties to abide “scrupulously” by their obligation to respect the safety of UNIFIL and to ensure that the Mission’s freedom of movement is “fully respected and unimpeded.” The Government of Israel is urged to expedite the withdrawal of its army from northern Ghajar “without further delay” in coordination with UNIFIL.

A powerful car bomb has exploded outside a state security building in northern Cairo, Egyptian security officials say. The blast, which was felt across large parts of the Egyptian capital, injured 29 people, six of them police. The explosion happened in the early hours of Thursday morning. There were no reports of any deaths. The militant group Islamic State (IS) says it carried out the attack “to avenge Muslim martyrs”. The statement was not attributed to IS’s known branch in Egypt, Sinai Province, but simply had a logo reading “Islamic State, Egypt”. A BBC correspondent in Cairo reports a heavy police presence on the streets. Residents across Cairo reported hearing and feeling a large blast just before 02:00 local time (00:00 GMT). There have been several bomb attacks by Islamist militants in Cairo this year. “A man suddenly stopped his car in front of the state security building, jumped out of it and fled on a motorbike that followed the car,” a ministry statement said. “The car exploded wounding six policemen,” it added. The blast left a crater in the street and partially destroyed the building. Locals said glass from blown-out windows was strewn across several streets nearby.

Iraq Headline: Thousands rally in Iraq to demand reforms, better services

Thousands rallied in Iraq’s capital and a string of other cities to press demands for reforms, better services and an end to corruption. Friday’s rallies were the latest in a series of peaceful gatherings over the past month to demand change. Baghdad’s rally attracted up to 10,000, many waving Iraq’s red, white and black flags and chanting the national anthem. There were much smaller rallies in the southern city of Basra and the holy Shiite cities of Najaf and Karbala south of Baghdad. In Baghdad, hundreds of army and police cordoned off the rally, sealing off roads leading to the rally in the central Tahrir Square as army helicopters hovered above. In response to the rallies, Shiite Prime Minister Haider al-Abadi has won parliamentary support to trim his bloated government and vowed to fight corruption.

Iraq Headline: Islamic State attacks Iraqi troops near Fallujah

The Islamic State killed more than a dozen Iraq of soldiers and policemen in an attack near Fallujah in Anbar province, where the government has been trying to dislodge the group for the past year. The Associated Press reported that the Islamic State attacked Iraqi Security Forces (ISF) positions outside of Fallujah on Aug 16. According to the AP, “four suicide attackers drove explosives-laden military vehicles into government forces’ barricades.” The assault coincided with the release of an Islamic State video that showcases its forces overrunning a military outpost in Saqlawiyah near Fallujah. The video, which is from 2014, shows jihadists attacking the base with armored personnel carriers packed with explosives and a ground assault team. The Islamic State seized tanks, armored personnel carriers, Humvees, and other vehicles. The bodies of dozens of dead Iraqi security personnel  are displayed.

Concerns flared Friday that the Islamic State has its hands on chemical weapons, after a senior military official confirmed preliminary tests show traces of sulfur mustard on mortars fired by ISIS militants. U.S. Brig. Gen. Kevin Killea, chief of staff for the military operations in Iraq and Syria, said the field testing into whether mustard gas was used is not conclusive, so final tests are underway to get the full make-up of the chemicals. But he said the early tests showed the chemical agent on fragments from mortar rounds fired on Aug. 11 against Kurdish Peshmerga forces in Iraq. The attack was the first reported incident of ISIS using chemical weapons since the terror group came to prominence last year. Suspicions were first raised last week, as U.S. officials pointed to evidence of possible mustard gas in the attack. One official who had seen the latest intelligence reports from the region told Fox News last Thursday that the victims had “blisters” matching the symptoms of other victims of mustard gas. Killea told Pentagon reporters on Friday that Kurdish forces brought the mortar fragments to U.S. forces for testing, so there may be questions about the chain of custody of the evidence. But senior U.S. officials earlier told The Wall Street Journal that ISIS may have obtained the mustard gas in Syria, where the Damascus government admitted to having large stockpiles of the chemical when it agreed to give up its chemical weapons arsenal in 2013.

The Islamic State (IS, formerly ISIS/ISIL) terrorist group plans to send 16 of its fighters on suicide missions after they were tested positive for AIDS, a Syrian source claimed. The fighters are currently in quarantine in a hospital in the city of Mayadeen in the eastern Syrian province of Deir ez-Zor, the Kurdish Syrian ARA news reported. “Most of those infected are foreign militants who had sexual intercourse with two Moroccan women. The women passed on the disease to the militants before their infection was revealed. We were ordered by the group’s local leadership to transfer the infected militants to a quarantine center in the city,” the agency cited a local Syrian doctor as saying. The leaders of the group ordered screen tests for AIDS for their troops in the province and are planning to get rid of those who are infected, the report said. “IS leadership is planning to assign suicide attacks for its militants who are tested positive with AIDS,” a civil rights activist in al-Mayadeen told the agency. The report said a similar outbreak of AIDS happened in the IS-controlled city of Shaddadi in Hasakah province in the spring, after an Indonesian fighter passed the disease to a sex slave who was later sold on. The man, who also donated blood for transfusion, was reportedly executed in June.

Headline:  Turkey to Return to Elections in November

Turkey will go to snap elections, President Recep Tayyip Erdogan announced Friday, after Prime Minister Ahmet Davutoglu returned the mandate to form a government earlier this week. Elections are expected to be held on November 1, 2015. Davutoglu, who is also the chairman of the Islamist Justice and Development (AK) Party, told Erdogan that despite his best efforts he could not find any possibility to form a coalition government. The ruling party came first in elections in June but lost its parliamentary majority for the first time in more than a decade, forcing it to seek a coalition partnership. Coalition-building efforts with Turkey’s pro-secular party had collapsed last week. AKP was given the option of allowing another party – main opposition party the Republican People’s Party (CHP) – the chance to form a government, but Erdogan has apparently decided to favor another chance to regain AKP’s former power. Turkish President Recep Tayyip Erdogan wanted to change the constitution to grant him greater powers than he currently wields – a chance that was lost after the June elections.

Iran Thursday welcomed a U.N. peace plan aimed at ending the four-year war in its ally Syria, saying President Bashar Assad’s regime needed to be directly involved. “This new plan is seen as a step by regional and international players toward a better understanding of the reality on the ground and on the political level,” Foreign Ministry spokeswoman Marzieh Afkham was quoted as saying by news agency ISNA. “The people and government of Syria have the key role in this process,” she said. Iran is Assad’s key regional ally, providing him with financial and military support. On Monday the U.N. Security Council adopted a new push for peace talks in Syria, which was also endorsed by Russia, another key ally of the Damascus regime, and the other 14 member states. The peace initiative, set to begin in September, would set up four working groups to address safety and protection, counterterrorism, political and legal issues and reconstruction. The council demanded all sides work for an end to the war by “launching a Syrian-led political process leading to a political transition that meets the legitimate aspirations of the Syrian people.” It also mentions the creation of “an inclusive transitional governing body.” The adoption came amid a flurry of diplomatic activity by Russia, the United States, Saudi Arabia and Iran to try to advance prospects for ending the war that has left at least 240,000 dead. Representatives of the Syrian domestic opposition tolerated by Damascus will jet in to Moscow for talks Sunday.

Peter Julius Moi Moi is the seventh journalist to be killed in South Sudan this year. He was shot twice in the back Wednesday by unknown gunmen just days after President Salva Kiir reportedly threatened to kill journalists working “against the country.” Alfred Taban, the head of the Association for Media Development in South Sudan, said the blackout— from noon Friday to Saturday— should raise awareness among the public that the government is not safeguarding journalists and their rights. Edward Terso Loku, general secretary of the Union of Journalists of South Sudan, said journalists want their own representative to take part in the investigation into Moi’s murder, noting that results of official investigations into previous killings of reporters have not been released. Earlier this month, two newspapers said the government stopped their operations in an apparent crackdown on the independent media. Moi was shot dead in the Jebel area of the capital, Juba. Otieno Ogeda, chief executive officer of Corporate Weekly whom Moi reported for, said Thursday. Macedonian police fired stun grenades Friday to disperse thousands of migrants stuck in a no man’s land with Greece, a day after Macedonia’s government declared a state of emergency on the border to halt a human tide heading north to the European Union. Meanwhile, in the port city of Aden, witnesses on the Gold Mohur beach said a masked group of armed men led six men in orange jumpsuits with their hands tied behind their backs onto a boat on Wednesday. The booby-trapped boat, they said, was dragged out to sea by another boat, before it was detonated remotely. The explosion killed the six captives, whose identities were not known, said the witnesses, speaking on condition of anonymity fearing for their own safety. Also Wednesday, Daesh-affiliated militants claimed an attack that killed a Yemeni soldier at a checkpoint in Hadramawt province. Greece received the first €13bn ($14.5bn) tranche of the bailout on Thursday after it was approved by relevant European parliaments. It allowed Greece to repay a €3.2bn debt to the European Central Bank and avoid a messy default. The overall bailout package is worth about €86bn over three years. Alexis Tsipras made the announcement in a televised state address on Thursday. “The political mandate of the 25 January elections has exhausted its limits and now the Greek people have to have their say,” he said. “I want to be honest with you. Headline: Antibiotic-resistant ‘superbug’ found at California hospital

A Los Angeles-area hospital said Wednesday that some of its patients contracted an antibiotic-resistant “superbug” that has been linked to a type of medical scope and infected dozens of people around the country.  Huntington Memorial Hospital said in a statement that it notified public health authorities after several patients who had procedures using Olympus Corp. duodenoscopes were found to have the resistant pseudomonas bacteria. The hospital said it has quarantined the scopes while it investigates whether they may be linked to the infections. The statement made no mention of the total number of infected patients or their conditions. However, the Los Angeles Times said ( http://lat.ms/1J5p3pl ) the problem was discovered in June and three patient infections have been reported to health officials. Drug-resistant bacterial infections around the country have been linked to contamination of the reusable scopes, which are used for a procedure known as endoscopic retrograde cholangiopancreatography. The fiber-optic scopes are placed down a patient’s throat and used to diagnose and treat gallstones, blockages and cancers of the digestive tract. “The patients who experienced the bacterial growth were very ill before they underwent the scope procedure, and the risk of the procedure was explained to each patient and family,” Huntington Memorial’s statement said. A dozen infections were reported earlier this year at Cedars-Sinai and UCLA’s Ronald Reagan medical centers in Los Angeles. Three patients died.

Headline: New cases of MERS reported in Saudi capital

Saudi authorities have shut off the emergency ward of one of the country’s largest hospitals after new cases of the deadly Middle East Respiratory Syndrome (MERS) emerged in the capital, Riyadh. Saudi media quoted a Health Ministry official as saying that 46 new cases of MERS have been detected this week at a hospital located in Riyadh’s King Abdulaziz Medical City. The hospital has postponed all non-urgent operations and quarantined three wards for total isolation of new patients, as part of measures to contain the disease. The fresh emergence of MERS has raised serious concerns in some circles, both inside the country and abroad, that the virus could become endemic, threatening the more than two million visitors expected next month for the annual hajj pilgrimage.

Three firefighters killed battling raging wildfires in Washington state were being mourned Friday across the state and the country, even as thinly stretched crews were joined by private citizens as they battled more than 100 fires in five states across the west. The fatalities came as some 29,000 firefighters, including responders from as far away as New Zealand, joined local crews in their struggles against fires that have consumed 11,000 square miles  so far. Most of the ravaged land has been in Alaska, but an increase in fires in the Idaho, Oregon, Montana, Washington and California has caused competition for firefighting resources with some requests going unmet. Some fires have simply been unstoppable. Steve Ellis, deputy director of the U.S. Bureau of Land Management, earlier this week flew over a 443-square-mile rangeland fire in southwest Idaho and said he could see where retardant bombers put in lines that the fire easily crossed. “What we’re getting now are much more intense fires because of all those years of suppression,” said John Freemuth, a Boise State University professor and a public lands expert. “Those kinds of intense fires are usually not allowed to burn.” Authorities issued a mandatory evacuation order for the north-central Washington town of Tonasket Thursday evening as wildfires fanned by high winds raged out of control. The Okanogan County Emergency Management department issued the order for the town of 1,000. Residents were told a shelter was open at Brewster High School.

Landslides and floods triggered by heavy rains from a powerful typhoon pummeling the northern Philippines left at least four dead Friday, including a 10-year-old boy, officials said.
Government forecaster Adzar Aurelio said Typhoon Goni was still at sea on Friday afternoon about 100 kilometers (62 miles) east of northern Calayan Island, with maximum sustained winds of 170 kilometers per hour (105 mph) and gusts of up to 205 kph (127 mph). The typhoon may pass over the tiny islands at the country’s northern tip. A landslide in northern Mountain province killed a 10-year-old boy and injured his 9-year-old brother, said civil defense official Andrew Alex Uy. In the adjacent province of Benguet, two brothers died in another landslide while seeking temporary shelter in Bakun town, he added. Other deaths included a man who was pinned by a tree, while two are missing in strong river currents.

Israel’s opposition leader on Tuesday warned that a new Palestinian uprising could be looming after a recent spate of violence and called on both sides to reduce tensions and restart peace talks. The appeal came during a meeting in the West Bank with Palestinian President Mahmoud Abbas, a rare face-to-face encounter after a more than yearlong diplomatic standstill. Officials on both sides said that Abbas initiated the meeting with Isaac Herzog, leader of the opposition Zionist Union, in response to the violence of recent weeks. Addressing reporters at Abbas’ West Bank headquarters in Ramallah, Herzog said the two men held an “in-depth” discussion that lasted more than an hour. He said they agreed “first and foremost” that a new “intifada,” or uprising, must be prevented. “We have agreed that in order to prevent a third intifada we must combat terror on the one hand aggressively, and on the other hand move toward a diplomatic process,” he said. “We must ignite the process yet again and give it another effort.” After the meeting, Herzog wrote on his Facebook page that he believed a deal could be reached within two years if there was sufficient political will. For now, the odds of bringing Abbas and Israeli Prime Minister Benjamin Netanyahu together for a meeting — much less restarting peace talks — appear virtually nonexistent.

Palestinian detainee on a two-month hunger strike emerged from a coma Tuesday but pledged to resume fasting if Israel did not resolve his case within 24 hours, a Palestinian group said. The detainee, 31-year-old Mohammed Allan, “declared in front of his doctors that if there is not any solution to his case within 24 hours he will ask for all treatment to stop and will stop drinking water,” the Palestinian Prisoners Club said in a statement. Israel’s High Court is on Wednesday to continue hearing a petition by his lawyers calling for his release on medical grounds. At a hearing on Monday one of the doctors treating Allan said that if he were resume his hunger strike he was likely to go into a fatal decline. The Justice Ministry offered to free Allan, a lawyer from the northern West Bank town of Einabus, “if he agrees to go abroad for a period of four years.” His lawyer immediately dismissed the proposal. Meanwhile, An MRI examination showed hunger striking Palestinian prisoner Mohammed Allaan has suffered irreversible neurological damage as a result of vitamin deficiency, medical officials said on Wednesday, hours after the state said he would be released if his medical condition deteriorates to an extent that renders him permanently incapacitated.

Fighters of the Islamic State (IS/ISIS) stormed bases of the Lebanese Shiite militia of Hezbollah near the Syrian border with Lebanon, media sources reported on Tuesday. “Hezbollah fighters withdrew from strategic border areas under heavy shelling by IS militants,” media activist Adnan Furati told ARA News. After clashes with Hezbollah fighters, IS militants seized Jousiya border crossing. The Jousiya crossing links the Beqaa Valley in Lebanon with Qusair city in Syria’s Homs province. “IS militants also seized villages in the vicinity of Jousiya crossing following clashes that claimed lives of dozens of  militants on both sides,” Syrian activist Ammar al-Qaseer told ARA News. The unprecedented offensive by IS militants against Hezbollah near Jousiya border crossing comes after several attempts by fighters of al-Nusra Front (Syria’s branch of al-Qaeda) to seize that area without making any progress.

The Obama administration is quietly reviewing the future of America’s three-decade deployment to Egypt’s Sinai Peninsula, fearful the lightly equipped peacekeepers could be targets of escalating Islamic State-inspired violence. Options range from beefing up their protection or even pulling them out altogether, officials told The Associated Press. For the United States, the fighting is troublesome, centered in the heart of the volatile Middle East near key maritime trading routes and alongside the most durable peace yet established between Israel and an Arab state. And it risks putting the so-called Multinational Force and Observers in the cross-hairs. Armed primarily with light weapons, armored personnel carriers and similarly limited materiel, the forces lack the capacity to take on Islamic State or other militants across the sparsely populated, desert territory. As a result, officials said, the Obama administration has been conducting an “interagency review” of the U.S. posture in the Sinai.

The Russian airlift of advanced weapons for Bashar Assad’s army will last for several days. It betokens Moscow’s intention to keep up its support for the Syrian ruler and counter – by military means if necessary – any secret Iranian diplomatic machinations for terminating the Syria war and with it the Assad regime – such as have been reported in the past week in Western and Arab capitals, especially in the Gulf. Iraq Headline: 20 killed in blast, clashes with IS militants in Iraq’s Anbar

A total of 20 people were killed and 31 wounded on Wednesday in a suicide car bomb attack and clashes with Islamic State (IS) militants in Iraq’s western province of Anbar, a provincial security source said. The security forces and allied paramilitary militias known as Hashd Shaabi, or popular mobilization, carried out an operation on IS positions in Albu-Eitha northeast of the IS-held provincial capital city of Ramadi, sparking heavy clashes with the extremist militants, the source told Xinhua on condition of anonymity. During the battle, a suicide bomber rammed his explosive-laden military vehicle into the advanced troops and blew it up, while six more roadside bombs and mortar barrage struck the military vehicles, leaving 15 soldiers and Hashd Shaabi members killed and 22 others wounded, the source said without giving further details about the casualties among the militants. Three people were killed and five others injured when IS militants pounded a police station in the town of Khaldiyah, the source said. Also in the province, IS militants shelled al-Mazraa military camp, which houses army and Hashd Shaabi militiamen, in east of the militant-seized city of Fallujah, killing two soldiers and wounding others, the source added.

Kurdish Headline: Suicide bomber kills 10 Kurdish forces in northeast Syria

At least 10 Kurdish security force members were killed on Wednesday in a suicide bomb attack on their station in the northeastern Syrian city of Qamishli, a monitoring group said.
“A suicide bomber in a vehicle targeted the Asayish’s local headquarters in Qamishli. There are at least 10 dead,” said Rami Abdel Rahman, head of the Syrian Observatory for Human Rights. The attack in the city of Qamishli targeted offices belonging to the Asayish, an internal security agency set up by an autonomous Kurdish administration in northern Syria.

A fighter proclaiming allegiance to Islamic State has appeared in a video urging fellow Turks to rebel against “infidel” President Tayyip Erdogan and help conquer Istanbul, highlighting the threat the NATO member faces as it battles the radical insurgents. Speaking in accent-free Turkish, the Islamic State fighter, a rifle propped against his body, accused Erdogan in the video of “selling the country to crusaders” and of allowing US access to Turkish bases “just to keep his post.” “Turkish people: without losing any time you have to rebel against these atheists, crusaders and infidels who have made you slaves,” he said, as two other armed and bearded men, their heads covered with turbans, sat silently beside him.
It also described Kurdish PKK militants in Turkey, some of whom have joined the fight against Islamic State in Syria, as “atheists” and warned that eastern Turkey would fall into Kurdish hands unless Islamist fighters rose up. Reuters could not verify the authenticity of the video, which made no specific threats of attacks. Headline:     Iranian official: Tehran to sign deal with Russia for advanced S-300 missile system next week

Iran and Russia will sign a deal that will see Moscow send Tehran the S-300 air-defense missile system by next week, Iranian Defense Minister Hossein Dehghan said Tuesday.
Russian President Vladimir Putin had been ready to deliver the S-300 to Iran already in 2010, but had previously agreed to ban the sale under pressure from the US. Israel has also pushed Moscow not to send the S-300 to Iran. The deal has now been updated and will be finalized soon, the Iranian Students’ News Agency quoted Dehghan as saying. Dehghan said that as part of the new deal, Iran would be receiving an upgraded version of the S-300 system. “We will go to Russia next week to sign the deal and there is no barrier hindering the agreement,” ISNA quoted him as saying.  He added that the weapons system would be delivered to Iran shortly after the signing of the agreement.

The revelation is sure to roil American and Israeli critics of the main Iran deal signed by the U.S., Iran and five world powers in July. Those critics have complained that the deal is built on trust of the Iranians, a claim the U.S. has denied. The investigation of the Parchin nuclear site by the International Atomic Energy Agency is linked to a broader probe of allegations that Iran has worked on atomic weapons. That investigation is part of the overarching nuclear deal. The Parchin deal is a separate, side agreement worked out between the IAEA and Iran. the agreement diverges from normal inspection procedures between the IAEA and a member country by essentially ceding the agency’s investigative authority to Iran. It allows Tehran to employ its own experts and equipment in the search for evidence for activities that it has consistently denied – trying to develop nuclear weapons.

Atifmal further added that the market of Do Kalam was also torched and enormous financial loss was incurred to the local residents in Nari district as a result of the indiscriminate shelling by the Pakistani forces. He told the Pakistani envoy “This is not the first time you have been summoned regarding the heavy artillery shelling by the Pakistani military on areas along the Durand Line. Aguer said fighting also broke out Tuesday in Eastern Equatoria state, between Juba, the capital, and the town of Nimule on the border with Uganda. Libya’s regular border security guards have stopped working at the main border crossing to Egypt, officials said on Wednesday, a further breakdown of state authority. The border is also a transit route for migrants from Syria heading via Egypt to western Libya, from where they hope to get by boat with the help of smugglers to Italy. “The force protecting the Musaid border crossing between Egypt and Libya have withdrawn due to some problems,” said Tariq Kharaz, a spokesman for the interior ministry of Libya’s internationally recognized government, based in the east. He said another force was now manning the border, declining to say why the regular troops had left. An Egyptian security source said the regular Libyan border guards had stopped working five days ago, adding that civilians now appeared to be working on the Libyan side of the border.

The first two helicopters were supplied to Algeria under the first contract in spring of this year. “Another two helicopters will be shipped before the end of this year and the remaining two will be dispatched in the beginning of next year. After that the deliveries will begin under the other contract,” the source said. In addition to the delivery of helicopters, the contracts provide coaching of Algerian pilots and technicians, he said.

Algeria, the number one arms purchaser on the African continent, has voiced concerns that the number two arms purchaser, Morocco, is purchasing too many arms. After reports that Morocco had acquired Russian-made missile batteries, the Algerian newspaper Al-Shorouq accused Morocco of stirring up conflict and threatening its neighbors. Further fraying Algeria’s nerves are reports that Morocco and Russia are close to reaching a deal on the price tag of a Russian-made Amur 1650, which would be the kingdom’s first submarine. The deal is expected to be completed during King Mohammed VI’s trip to Moscow later this year. Algeria was also said to be concerned after Morocco purchased three U.S. Army CH-470 Chinook transport helicopters, which arrived in Tangier last weekend after seven months of refurbishment. Morroco also plans to reinforce its four new frigate warships by acquiring helicopters with anti-submarine capabilities from Russia. Swedish think tank Stockholm International Peace Research Institute (SIPRI) reports that Morocco is the second largest importer of arms in Africa, accounting for 26 per cent of the continent’s overall imports between 2005-2009 and 2010-2014.

Headline:  Boko Haram crisis: ‘Dozens drown’ fleeing Nigeria attack

Reports in Nigeria say as many as 60 people may have been killed after a raid on a village in the north-east by suspected Boko Haram militants. The attack on Kukuwa in Yobe state happened last Thursday but details have only just emerged from survivors. Some of the villagers are said to have drowned while fleeing gunmen. The BBC’s Nigeria reporter says the fact it took five days for any news to come out shows how dire the security situation is in parts of Yobe state. A military spokesman said that following air surveillance and armed reconnaissance, the reports of a massacre and drownings could not be substantiated. However, eyewitnesses said that dozens of militants arrived in the village on motorcycles and began shooting the residents. “We were getting ready to observe evening prayers, all of a sudden we started hearing sounds of gunshots,” one man told the BBC Hausa service. “We all ran for our dear life into the bush. The following morning we returned home and discovered corpses of 60 children. They all drowned in the river in their effort to escape the attack.”

Philippine soldiers have killed at least 20 militants in clashes with members of an al-Qaeda-linked militant group in the south of the country. The Philippine military said on Wednesday that the militants were killed in separate clashes on two islands in the country’s troubled south. Brigadier General Alan Arrojado, the commander of the military task force, confirmed that 15 militants were killed as the government forces used artillery fire to confront about a hundred members of the Abu Sayyaf group in Indanan town on the southern island of Jolo, Sulu Province. The clashes were triggered after the army launched a large-scale security operation to rescue hostages held by the militant group in the region. Arrojado said the government forces suffered no casualties during the encounter. Earlier, a Philippine military report said two days of similar clashes have killed at least five militants and one soldier on the nearby island of Basilan.

All officials spoke on condition of anonymity because they were not authorized to brief the media. The Houthis have meanwhile taken control of the United Arab Emirates embassy in the capital Sanaa, prompting condemnation from Emirati and Egyptian authorities.

A Yemeni television channel broadcast footage on Tuesday reportedly showing Houthi fighters inside Saudi Arabia who claimed to be within striking distance of a city populated by 1.6 million people. Al Masirah, a TV station which is run by the Houthis, aired a video report with Houthi fighters who said they were less than two km from Najran, a city in a province of the same name near the Yemeni border. The cameraman zooms in on a city, which can be seen in the distance. A fighter says it is Najran. In the clip, the presenter points to a stone apparently marking the border, which has an image of the Saudi national flag on one side and the Yemeni flag on the other. A group of Houthi fighters are shown next to the stone, one standing on top of it and holding a Yemeni flag. The fighters shouted the Houthi slogan: “God is great, Death to America, Death to Israel, A curse upon the Jews, Victory for Islam.” One of the fighters, who is not named, claims that the Houthi forces have captured the Shirfa military base, which is near the Yemeni border and used by Saudi forces to protect Najran city. The Houthis have previously broadcast footage claiming to show their forces attacking the Shirfa military base. The fighter in the video says his forces are in complete control of the Shirfa military base and the border area surrounding it. “We are at al-Shirfa Point – it was named al-Shirfa because it overlooks Najran province, which is now in the sights of the Yemeni army and the popular committees,” the presenter, Abdel Basit al-Sharfi, said. Middle East Eye could not independently confirm the claims made by Al Masirah, although there have been numerous reports of the Houthis shelling Saudi territory in recent months. The rebel mouthpiece Donetsk News Agency said artillery fire killed three people in a front line town of Horlivka and two in the rebel capital of Donetsk. Ukrainian officials reported two civilian deaths on their side, in a suburb of Mariupol on the Black Sea. The Ukrainian Security and Defense Council also reported two troops killed and six injured overnight. The shelling on Monday came after failed talks between Ukraine, the rebels and the Organization for Security and Cooperation in Europe which were supposed to agree on further steps to withdraw weaponry. According to Venezuela’s official bolivar-dollar exchange rate, the man using his money as a napkin is wasting about $0.31 (£0.20). But on the black market, the reality is completely different. You can get 676.88 bolivars to the dollar, according to dolartoday.com. That means holding food with a 2 bolivar note costs the holder less than a third of one US cent. This time last year, the bolivar was far more valuable, and even as recently as May this year, you could still get hold of a dollar for less than 300 bolivars. Today, you need more than twice that. The country has a spiralling inflation rate. Official inflation is high enough, at 68.5%, but like the official exchange rate, that paints a much rosier picture than reality. Professor Steve Hanke, who runs the “Troubled Currencies Project,” a joint program between the Cato Institute and Johns Hopkins University, says in reality inflation is more like 808%. The country is a major oil exporter, and the plunge in prices is a huge part of what’s causing the crisis — as a result, the country is pegged as having the riskiest debt in the world, with the highest likelihood of a future default. Food is increasingly hard to get hold of, shop shelves are often empty, and the country’s social order is deteriorating.

Lice have developed a high level of resistance to the most common over-the-counter treatments in 25 states, according to research presented at a meeting of the American Chemical Society. “If you overuse a product, over time, the selection pressure will cause insects to develop resistance to it,” Kyong Yoon, an assistant professor of biological and environmental science at Southern Illinois University-Edwardsville and lead author of this ongoing research, told a group of journalists. Head lice are most commonly treated with pyrethroids, a widely used class of indoor-outdoor insecticides, often used for mosquito control. Yoon and his team found that lice developed a gene mutation, known as knock-down resistance (kdr) against the pyrethroids — rendering them ineffective. In 104 out of the 109 lice populations Yoon tested, the insects were resistant to pyrethroids. “Lice don’t have wings, and they don’t jump, so they move where people move,” Yoon said. That’s why the new school year is such a vulnerable time for head lice transmission. Kids bring lice back from vacations and into the classroom, where they pass the infestation on to their classmates. “It’s a really, really serious problem right now in the U.S.,” Yoon told Time. “Though head lice aren’t known to transmit any diseases, they can be an itchy nuisance — and now, they’re harder to kill.”

Public officials are in the process of eliminating Naegleria Fowleri, a brain-eating amoeba that thrives in warm water, from another drinking water supply in Louisiana. Naegleria Fowleri was detected during routine tests on Aug. 5 at a utility district in Terrebonne Parish, Louisiana, roughly 80 miles from New Orleans. A press release was issued  on  Monday, Aug. 17. According to the local fire department, the Schriever Water System serves approximately 97,000 residents in the Houma area. Two other systems in the area were tested with negative results, according to the Louisiana Department of Health and Hospitals (DHH). While officials say the water is safe for drinking, residents are urged to use caution with the water, not letting it get into their nose. Humans are infected when water containing the amoeba travels through the nose and migrates to the brain, destroying the tissue.

Headline:   United Church of Canada Votes in Favor of Divestment, Sanctions against Israel

The United Church of Canada (UCC) voted in favor of divestment from Israel Tuesday during its 42^nd General Council meeting “to address the illegal occupation of Palestinian territories by the State of Israel.” The resolution, according to a statement on the Council’s website, calls for the development of programs “of education and advocacy in cooperation with our partners, related to divestment from and economic sanctions against all corporations and institutions complicit in and benefiting from the illegal occupations.” UCC also urged its members to refrain from “tourism [in Israel] which bolsters the oppression of Palestinians.” The UCC commission which passed the divestment resolution encouraged “all courts, bodies and members of The United Church of Canada to apply such divestment strategies and sanctions, until such time as the occupation of the Palestinian territories ends.” With more than two million members, the UCC is Canada’s largest Protestant church. Tuesday’s resolution against Israel follows a 2012 UCC boycott of all goods made in Judea and Samaria.

Arab worshipers have begun protesting on the Temple Mount in Jerusalem on Friday, over the comatose state of a hunger-striking terrorist being held in Israeli prison. Several police units are at the scene, attempting to restore order, according to Maariv. Terrorist Mohammed Allaan, who was being held in Israeli prison for his crimes, lost consciousness on Friday and he is being artificially respirated at Barzilai Hospital in Ashkelon. Allaan’s strike is on its 59th day. The “protestors” are allegedly demanding the Israel Police immediately release him. Several dozen Palestinian Arab prisoners held in Israeli jails launched a hunger strike last week to protest what they term as “humiliating treatment” from jailers and poor imprisonment conditions. Dozens more joined them on Sunday, bringing the total to about 180.

Nasrallah, who gave the speech from his hiding place, praised “the heroes of the resistance who fought to their last drop of blood in July 2006.” “Allah gave us this victory, which can be considered a real miracle and which is impossible to explain in materialistic terms,” the Hezbollah leader said. “This was a heroic clash that included the destruction of dozens of IDF tanks and the killing of dozens of elite soldiers who felt what it was like to be in hell,” Nasrallah said. Syria Headline:   Rebels Close in on Assad’s Latakia Bastion

Two people were killed and 14 wounded Thursday in a rare rebel rocket attack on the provincial capital of President Bashar al-Assad’s coastal heartland, a monitoring group said. According to the Syrian Observatory for Human Rights, rebel groups stationed around the city of Latakia fired rockets into the city center and along the waterfront. “At least two people were killed and 14 people were wounded when rockets fell on March 8 street, near the (Islamic authority) Dar al-Ifta building in the middle of the city,” Observatory head Rami Abdel Rahman said. He said rebel factions – mostly from Islamist groups – were taking up positions overlooking the city and firing rockets before leaving for areas under their control.

Syria Headline:  Syrian police fire tear gas to control prison riot in Hama city

The Syrian police tear-gassed tens of inmates in a bid to quell a riot that engulfed the central prison of Syria’s Hama city, a monitor group reported on Friday. Citing “crosschecked sources,” the Syrian Observatory for Human Rights said the Central Prison of Hama is witnessing a riot by inmates, who were detained without trials. The UK-based watchdog group said it had received a video footage, showing inmates shouting and badmouthing the authorities inside the prison. Activists said gunfire was heard in the vicinity of the prison, as the government forces succeeded in storming the jails and taking some of the prisoners to unknown destination. The watchdog added that tens of inmates fainted as a result of the tear gas firing by the authorities. The Syrian opposition accuses the government of detaining thousands of political activists without trials.

Iraq Headline: Iraq truck bomb kills dozens at Baghdad market

At least 59 people have been killed after a truck bomb exploded in north-eastern Baghdad, Iraqi officials say. The blast tore through the crowded Jameela market in the predominantly Shia district of Sadr City. The Sunni jihadist group, Islamic State (IS), said it was behind the bombing and that it targeted Shia militiamen. Thursday’s bomb attack in Sadr City was one of the deadliest in the capital since Prime Minister Haider al-Abadi took office a year ago. In a statement posted on Twitter, IS said the truck bomb targeted Shia militiamen from the Mahdi Army and the Popular Mobilisation forces, who have been battling the jihadist group in northern and western Iraq for more than a year. Sadr City has been the target of several bomb attacks this year claimed by IS militants, who consider Shia to be heretics.

ISIS militants attacked the outskirts of Iraq’s northern oil refinery town of Baiji overnight with car bombs and clashed with the army and Shiite militias in the town’s western districts, the local mayor and security sources said Friday. At least three militia fighters were killed Friday when ISIS launched car bomb attacks against a makeshift headquarters in al-Rayash, about 18 km (5 miles) south of Baiji, a militia leader and a source in the Salahuddin Operations Command said. Mortars in an adjacent area killed two civilians, according to the source in the operations command, the Iraqi military’s command centre for the province of Salahuddin, where Baiji is situated. Baiji Mayor Mahmoud al-Jabouri said ISIS used 12 car bombs and more than 200 fighters in the offensive. “The attack started at 2 a.m. (2300 GMT),” he said. “They came from the direction of Camp Speicher”, a former U.S. base outside the city of Tikrit. Jabouri said “tens” of security forces and militia fighters were killed or wounded in the violence, which also saw ongoing clashes in Baiji’s western districts of Sikak and Tamim.

Kurdish forces in northern Iraq who are fighting ISIL were attacked with chemical weapons a few days ago, the German defence ministry said on Thursday. “There was a chemical weapons attack” southwest of Arbil, a ministry spokesman said, adding that some Kurdish fighters suffered respiratory problems while German military trainers were unhurt. The chemical agent had been delivered with mortar or artillery shells, said the spokesman, who did not say who was suspected of carrying out the attack. “American and Iraqi specialists from Baghdad are on their way to find out what happened,” he added. Germany has been supporting the Kurdish peshmerga fighters with arms shipments and weapons training since September to back the fight against ISIL, and currently has about 90 personnel on the ground. “German soldiers were not affected or in danger,” the spokesman said. “The protection of our soldiers in northern Iraq is already at the highest level.”

PKK fighters launched an attack with guns and rockets on a command post in southeastern town of Silopi on the border with Iraq and Syria, prompting clashes that left four militants dead, an army statement said. The PKK also attacked a military base and police station in the Agri province near the Iranian border, where three of their number were killed in clashes with the security forces, it said. Meanwhile, on Friday, A man was shot dead as members of the Kurdistan Workers’ Party (PKK) clashed with Turkish security forces in Turkey’s Kurdish-majority southeast, security sources said Friday. Kurdish Headline: Syrian Kurds now say they now control territory the size of Qatar and Kuwait combined

A Kurdish militia that has captured swathes of northern Syria from Islamic State has signed up thousands of fighters in recent months as it seeks to tighten control over newly won territory. The People’s Protection Units (YPG), which has been fighting Islamic State with U.S.-led air support, says it now controls territory the size of Qatar and Kuwait combined. YPG spokesman Redur Xelil, speaking to Reuters, said the YPG had drawn 5,000 new recruits, growing to 40,000 fighters. After a period of rapid territorial gains, the priority was to strengthen defensive positions in newly captured land. “This is the priority now but this does not mean there are no plans to hit Daesh in places near the front lines,” Xelil said, using an Arabic name for the Islamic State group also known as ISIS and ISIL. “Attack is the best form of defence.” The YPG has doubled the amount of territory it controls between the Euphrates river and the Syrian border with Iraq to 21,000 square kilometers (8,000 square miles) this year, Xelil said. It also controls an area of the northwest known as Afrin, and parts of Aleppo. The Syrian Observatory for Human Rights, which tracks the war using its own sources, said the YPG had grown by 4,000-5,000 fighters in the last three months, though it gave a bigger estimate for the militia’s overall size at more than 50,000. Turkey’s concern about the expansion of Kurdish influence in northern Syria is seen as a major factor behind its new plan to help Syrian rebels seize Islamic State’s last remaining zone of control at the Turkish border in an area north of Aleppo. The autonomous Kurdish administration in northern Syria is deeply suspicious of the Turkish plan, believing its primary aim is to contain the YPG and stop Afrin being joined to the expanding zone of Kurdish controlled territory further east.

A representative for a pro-Islamic State hacking group issued a chilling warning to members of the U.S. military and government Wednesday, promising that “very soon” followers of the organization would retaliate for overseas bombing targeting the terror organization. Speaking to TheBlaze using smartphone messenger application Kik, a representative for the Islamic State Hacking Division said the group is constantly spying on U.S. servicemen. The organization on Tuesday published personal information purporting to belong to U.S. military and government online. When asked exactly what could be expected to be seen “soon,” the member replied, “you will see when US military and government personnel start getting beheaded in their homes.” The individual would not provide specifics on the Islamic State Hacking Division, declining to say where the group is based or how many members are in its ranks. He did, however, go after Anonymous, the hacking group which recently targeted the Islamic State.

Al-Qaida leader Ayman al-Zawahiri appears to have pledged the group’s loyalty to the new leader of the Afghan Taliban, a move that could strengthen both terror organizations as they fend off challenges from Islamic State. “We pledge our allegiance … [to the] commander of the faithful, Mullah Mohammad Akhtar Mansour, may God protect him,” said Zawahiri during a 10-minute recording that surfaced on the Internet Thursday. U.S. counterterrorism officials are still studying the message but said there was “no reason to believe it is not authentic.”  Private analysts said the recording bears similarities to other messages attributed to Zawahiri, but it was released with more speed than usual. “In al-Qaida’s world, especially in Zawahiri’s world, they’re very deliberative,” said Thomas Joscelyn, senior fellow at the Foundation for Defense of Democracies and senior editor of The Long War Journal. “They go through a very rigorous sharia process to figure out how to handle these types of matters.” Afghan officials announced the death of former Taliban leader Mullah Omar late last month, with Taliban officials confirming it on July 31.  Joscelyn said this recording appeared to have been made just one day later, on August 1. “It suggests to me that they basically knew about this beforehand and were planning on pledging allegiance to Mansour as soon as Omar’s death was announced,” he said. That level of planning and coordination could suggest al-Qaida and the Taliban may be trying to forge an even closer relationship.

Turkish Prime Minister Ahmet Davutoglu said Thursday that coalition talks with the main opposition Republican People’s Party (CHP) had ended in failure and early elections looked now to be the “only option.” The ruling Justice and Development Party (AKP) led by Davutoglu had negotiated for several weeks with the CHP, after losing its overall parliamentary majority in June 7 polls for the first time since it came to power in 2002. “We have not been successful in assuring a favorable base for the creation of a government,” Davutoglu told reporters after a final meeting with CHP leader Kemal Kilicdaroglu. “There is a strong possibility of appealing to the national will,” he said in reference to new snap polls following the inconclusive June elections. “Actually the snap elections have become the only option for Turkey,” he added. Davutoglu said AKP negotiators had offered a “medium-term reform government” to the CHP but “no common ground has been found.” Meanwhile, President Recep Tayyip Erdoğan has argued that Turkey’s government has been already changed into a de facto presidential system, calling for a constitutional framework to “finalize” this transition. “You can either accept it or not. Turkey’s governmental system has been de facto changed in this regard. What should be done now is to finalize the legal framework of this de facto situation with a new constitution,” Erdoğan said on Friday during a speech in his hometown of Rize.

Headline:    US general says Islamic State gaining in Afghanistan

The Islamic State is making small inroads in Afghanistan and could grow into a more worrisome threat, a U.S. Army general said Thursday. Speaking to reporters at the Pentagon from his offices in Kabul, Brig. Gen. Wilson Shoffner said the Islamic State, which rose to prominence by capturing large swaths of Syria and Iraq, is not yet capable of coordinating military operations in more than one part of Afghanistan at a time. “We see their capabilities increasing somewhat but not to the point where they can conduct operations that you’re seeing in Iraq and Syria, although we do note the potential for them to evolve into something more serious, more dangerous,” he said. Shoffner said the Islamic State’s fighters are clashing with the Taliban in areas of Afghanistan where the Islamic State is encroaching on Taliban territory. He called this a destabilizing development, with Afghan civilians caught in the middle. “That’s a security issue that we are committed to helping the Afghan government resolve,” Shoffner said. He declined to say whether U.S. aircraft have attacked Islamic State targets in Afghanistan.

Headline:    S. Sudan Pulls Negotiators From Peace Talks

Talks to end South Sudan’s conflict appeared in jeopardy Friday, as President Salva Kiir canceled a planned trip to the site of the talks in Ethiopia and the government recalled its negotiating team. Cabinet Affairs Minister Martin Elias Lomoro said officials want to determine whether there is a split in the rebel camp.  Two rebel generals announced this week they are longer allied with rebel leader Riek Machar and are setting up their own movement. If the president is going to go to Addis Ababa, Lomoro said, “he must go with clear mind as to who he is going to meet and negotiate with.” One of the defecting rebel generals, Gathoth Gatkuoth, condemned both Machar and President Kiir in an interview with VOA.  The general said the two leaders are taking part in peace talks in Addis Ababa not for the good of the South Sudanese people, but because they want to secure their positions in a future government.

Headline: ISIS in Libya kills senior cleric of rival group

Libya’s Islamic State of Iraq and Syria (ISIS) affiliate is battling a rival Islamist group in the central city of Sirte, killing one of its senior clerics and besieging and shelling a residential area housing its supporters, officials and witnesses said Thursday. The clashes have killed between 13 and 49 people, with officials giving different casualty counts. The officials spoke on condition of anonymity because they were not authorized to brief reporters. The ISIS affiliate last week called on residents of a northern Sirte neighborhood working in the police, the judiciary and the financial sector to pledge allegiance to the group or face death, local journalist Ezzeldin Ahmed said. In response, a group of ultraconservative Muslim clerics in the area refused to pledge allegiance to ISIS and urged residents to rise up against it. One of the clerics was found dead Monday, setting off the clashes, he said.

Headline: ISIS and rival group fight for Libyan city, 37 killed: residents

Around 37 people have been killed in clashes between ISIS fighters and an Islamist group that is challenging the grip of the ultra-hardliners on the city of Sirte in central Libya, residents said. Earlier this week, a Salafist Muslim group and armed residents attacked ISIS fighters in Sirte, located about 500 km east of the capital Tripoli, accusing them of killing a prominent preacher in Sirte. Fighting raged until early Friday before dying down when ISIS took back a district which the Salafists and armed residents had tried to seize, residents said. “Families are leaving Sirte,” said a resident, asking, like others, not to be named. He said Islamic State fighters were searching for people with weapons. A similar battle occurred in the eastern city of Derna in June when ISIS was expelled by rival Islamist fighters who teamed up with locals angered by the arrival of foreign militants and clerics. Islamic State launched an offensive to retake Derna this week.

Headline:   Kashmir villagers flee amid Pakistan-India gunfire

Pakistan and India traded heavy gunfire on Friday, killing one person and forcing villagers in divided Kashmir to flee to safety even as the Pakistani president renewed his offer of talks with India to resolve the issue of the disputed region. A Pakistani woman was killed and her two daughters and husband were wounded when an Indian mortar struck their home in the Nezapir sector of the divided region, the Pakistani military said. Earlier Friday, the Pakistani military said “unprovoked shooting” came from the Indian-held side of Kashmir, from Nezapir and Rawalakot sectors, and that Pakistani forces were responding. Mohammad Ansar, a local police official in Pakistan’s part of Kashmir said rockets and mortars fired by Indian were landing near villages in the two sectors since the morning hours and that terrified villagers were fleeing to safer places. However, Indian army spokesman Lt. Col. Manish Mehta blamed Pakistan, saying the Pakistanis have been firing mortars, grenades and machine-guns at Indian positions in the Poonch sector “intermittently for the last five days.”

The Greek parliament approved the country’s latest bailout after an all-night session Friday, as Prime Minister Alexis Tsipras faced a revolt within his own party. Over seven hours of heated and angry debate, much of it within Tsipiras’ Syriza Party, led to the vote in favor of accepting Greece’s third bailout in five years. The European Union is prepared to loan Greece 85 billion Euros ($95 billion), as a 3.2 billion Euro ($3.57 billion) payment to the European Central Bank (ECB) on a previous loan looms with an Aug. 20 deadline. Failure to pay the ECB would likely end external funding to Greek banks and lead to the country’s exit from the Eurozone of countries using the Euro. Greece, dealing with a long-term recession, must make drastic economic cuts and privatize much of its infrastructure, part of austerity measures demanded by creditors. The new bailout will make essential financing available in the next three years.

Those that run food banks all over America say that demand for their services just continues to explode. It always amazes me that there are still people out there that insist that an “economic collapse” is not happening. From their air-conditioned homes in their cushy suburban neighborhoods they mock the idea that the U.S. economy is crumbling. But if they would just go down and visit the local food banks in their areas, they would see how much people are hurting. According to Feeding America spokesman Ross Fraser, 46 million Americans got food from a food bank at least one time during 2014. Because the demand has become so overwhelming, some food banks are cutting back on the number of days they operate and the amount of food that is given to each family. As you will see below, many impoverished Americans are lining up at food banks as early as 6:30 in the morning just so that they can be sure to get something before the food runs out. And yet there are still many people out there that have the audacity to say that everything is just fine in America. Shame on them for ignoring the pain of millions upon millions of their fellow citizens. Poverty in America is getting worse, not better. And no amount of spin from Barack Obama or his apologists can change that fact.

Headline: Saudi Arabia issues 1st bond in 8 years to fill budget hole

Saudi Arabia has issued its first government bonds since 2007 to cover a growing budget deficit and its neighbor, the United Arab Emirates, has scrapped fuel subsidies as the big oil exporters scramble to deal with sharply lower crude prices. Saudi Arabia’s Ministry of Finance announced Tuesday it had issued 20 billion riyals ($5.33 billion) of sovereign development bonds. It floated five-year bonds with a coupon of 1.92%, seven-year bonds at 2.34%, and 10-year bonds at 2.65%. The ministry said the debt was sold mainly to domestic private banks. It also said it sold 15 billion riyals of bonds to a government-funded organization in June. The country will probably issue more debt later. Reuters reported that Saudi Arabia is expected to float 100 billion to 200 billion riyals worth of debt this year.

According to the latest forecast released Thursday by NOAA’s Climate Prediction Center, this year’s El Niño is “significant and strengthening.” “There is a greater than 90% chance that El Niño will continue through Northern Hemisphere winter 2015-16, and around an 85% chance it will last into early spring 2016,” the NOAA said in a statement. Bill Patzert, a climatologist for the NASA’s Jet Propulsion Laboratory in La Cañada Flintridge, told the Los Angeles Times that it had the potential to be the “Godzilla El Niño.” The weather phenomenon largely became a part of the public vernacular during the 1997 El Niño. It caused devastating flooding in the western U.S. and drought in Indonesia. It was blamed for deadly virus outbreaks in Africa and rising coffee prices around the world.

Headline:      Israeli combat troops react angrily to new rules of engagement in West Bank

In light of heightened security tensions in the West Bank, the Israeli defense establishment on Tuesday temporarily revised the rules of engagement for combat soldiers on the ground serving in the Palestinian territories, triggering a wave of resentment within the ranks. According to the 0404 web site, IDF soldiers were furious over the newly issued rules of engagement that they say will encourage more Palestinian terrorism. The Jerusalem Post‘s Hebrew-language sister publication Ma’ariv learned on Tuesday that the defense establishment is now requiring soldiers to hold their fire except for instances in which there is a genuine threat to their lives. Under the previous rules, soldiers were permitted to fire a number of warning shots in the air before taking aim at a potential terrorist. The defense establishment wishes to avoid situations in which IDF gunfire leads to the death of an alleged terrorist, a development that is liable to spark widespread protest and further fan nationalistic flames. One soldier serving in the Givati infantry brigade told 0404: “There are new rules and we are now studying them. If a Molotov cocktail is thrown at me, even from a distance of just 10 meters, I’m not allowed to shoot at the person throwing it.” “These are bizarre rules, and I, as an officer, will have difficulty in telling my soldiers and looking them in the eye,” the infantryman is quoted as saying. “Somebody upstairs thinks that we are female models and not soldiers in the Israel Defense Force.”

Attorneys for 11 American families who won a potential billion-dollar judgment against the Palestinian leadership, which a federal jury blamed for a string of deadly terror attacks, say the U.S. government took the side of terrorists when it weighed in on the case Monday. The State and Justice departments filed a “statement of interest” in the case known as Sokolow v. PLO, urging U.S. District Judge George Daniels not to force the Palestinian Authority and Palestinian Liberation Organization to post bond of up to $30 million per month while it appeals the jury’s February decision. Daniels had previously said he may require the bond as “some meaningful demonstration that the defendant is ready and willing to pay the judgment.” “The State Department should stand on the side of the American terror victims and not on the side of the Palestinian suicide bombers.- ” – Nitsana Darshan Leitner, attorney for victims’ families. In the statement and an accompanying affidavit from Deputy Secretary of State Anthony Blinken, the government warned that requiring the cash-strapped Palestinian government to make the bond payments could leave its ability to govern “severely compromised.” ” … the continued viability of the PA is essential to key U.S. security and diplomatic interests, including advancing peace between Israel and the Palestinians, supporting the security of U.S. allies such as Israel, Jordan and Egypt, combating extremism and terrorism, and promoting good governance,” read Blinken’s affidavit.

Blair is also reported to have consulted in recent weeks with Egyptian President Abdel-Fattah al-Sissi and the head of Egyptian intelligence, along with Jordanian, Saudi and Israeli officials. News of the Blair-Meshal meeting surfaced one day after reports that an Israeli delegation led by Prime Minister Benjamin Netanyahu’s special envoy Isaac Molho met in Cairo with senior Egyptian officials.

Hamas announced Wednesday evening that it  successfully dismantled and reassembled an Israeli drone that is now operational for use by its military arm al-Kassam Brigades.
The terrorist organization made the announcement through its official website, claiming that an Israeli Skylark 1 drone, that crashed into Gaza in late July was now in its possession and was ready for use. “Hamas’ military wing… al-Kassam Brigades took control of the Zionist drone Skylark 1 and managed to make its services operational” a statement on Hamas’ website read. The Hamas owned “Al-Aqsa” television channel reportedly aired a video allegedly showing the drone in action under the control of Hamas operatives. “This is a great achievement… and a gift to the Palestinian people,” the statement went on to say. “This demonstrates the strength of our people and its resistance.”

Jordan said Tuesday that it holds the Israeli government responsible for any violation of Al Aqsa Mosque in Jerusalem since it is the occupation force. Minister of State for Media Affairs and Communications Mohammad Momani said any attempt to raid the mosque by the Israelis or conducting excavations under the sanctuary are illegal, violating Islamic sanctities and the feelings of Muslims, the Jordan News Agency, Petra, reported. The U.N. envoy for Syria said last month that government airstrikes had caused widespread death and destruction in Zabadani, and expressed concern that civilians were trapped both there and in al-Foua and Kefraya villages. Sources on both sides of the civil war told Reuters earlier on Wednesday the truce was to begin at 6 a.m. (0300 GMT), and negotiations would continue. The rebel group Ahrar al-Sham had led the negotiations on the insurgents’ side. “A ceasefire began at 6 a.m. today for 48 hours to halt military operations in Zabadani,” Hezbollah’s al-Manar reported. “It also includes the two villages of al-Foua and Kefraya in the Idlib countryside.” The Syrian Observatory for Human Rights, a Britain-based group that reports on the war, said no fighting had been reported in Zabadani, Kefraya or al-Foua after the ceasefire’s agreed start time. “So far there is calm,” Rami Abdulrahman, who runs the Observatory, told Reuters.

An online image circulated Wednesday purported to show a Croatian hostage held by the Islamic State group’s Egyptian affiliate beheaded. The still image, shared by Islamic State sympathizers on social media, showed the apparent body of Tomislav Salopek, a married, 30-year-old father of two, wearing a beige jumpsuit looking like the one he had worn in a previous video. A black flag used by the Islamic State group and a knife were planted in the sand next to him. The photo carried a caption in Arabic that said Salopek was killed “for his country’s participation in the war against the Islamic State,” and after a deadline had passed for the Egyptian government to meet their demands. This comes after the Islamic State affiliate set a Friday deadline for Egyptian authorities to free “Muslim women,” a term referring to female Islamist prisoners detained in a sweeping government crackdown following the 2013 military ouster of an Islamist president. Egyptian Foreign Ministry officials were not immediately available for comment. An official at the Croatian Embassy in Cairo who refused to give his name said the embassy cannot comment on the incident.

The attack on Marea followed the capture of a nearby rebel-held village, Um Hosh, by ISIL fighters, the Syrian Observatory for Human Rights and a rebel commander said. The rebel commander said it was the most fierce ISIL attack in the area in several months. “There is fierce fighting,” he added, declining to be identified for security reasons. In a statement dated Tuesday, ISIL said its fighters had attacked two buildings in Marea and killed nearly 50 members of an “apostate” militia that opposes it. The rebel commander said the targeted rebels were from a group operating under the banner of the “Free Syrian Army”.

Syria Headline:   Regime Airstrikes Near Damascus Kill 37 Civilians

At least 37 civilians were killed Wednesday in Syrian government air strikes near Damascus, while at least 13 people died as rebels fired a barrage of rockets into the capital, a monitor said. The Syrian Observatory for Human Rights said at least four children were among the dead in regime strikes on the rebel-held Eastern Ghouta region, where some 120 people were also injured. The death toll was likely to rise further, it said. The air raids hit the towns of Douma, Saqba, Kafr Batna and Hammouriyeh in the rebel stronghold region outside the capital. The strikes came as rebels fired dozens of rockets into Damascus. Iraq Headline: Iraq ambush kills 14 soldiers in restive Anbar province

Iraqi officials say ISIS militants have ambushed a military convoy in the country’s western Anbar province, killing at least 14 soldiers. The officials, a military officer and a police officer, say numerous roadside bombs targeted a military convoy Wednesday morning as it was traveling on a highway outside the ISIS-held city of Ramadi. They say that the attack in Khabaz area, about 170 kilometers (105 miles) west of Ramadi, also wounded 10 soldiers. The officials spoke on condition of anonymity as they were not authorized to release information.

Kurdish Headline: Kurds threaten to secede from defense system

MP from the Kurdistan Alliance Chakhuan Abdullah announced on Tuesday presenting a number of candidates to the Prime Minister Haider al-Abadi for the post of Chief of Army Staff, noting that al-Abadi has not ratified them so far, while he threatened of secession from Iraq’s defense system in the event of failure to give them the post of Chiefs of Staff. Abdullah said during a press conference today in the parliament building attended by IraqiNews.com, “we have presented the names of the candidates for the post of Army Chief of Staff to the Prime Minister Haider al-Abadi, but the latter has not ratified them so far,” and expressed hope “about approving those names during the 20 days.” Abdullah added that “in the absence of ratification of our candidates for the presidency of this post, we will announce that we are not part of the defense system of Iraq,” indicating that “the position is the share of the Kurds.”

Headline: Turkish soldier, 2 Kurdish fighters killed after PKK attack on security outpost

Turkey launched a series of overnight air strikes against Kurdish militants, aimed at 17 targets in the south-east, the army says. The targets were in Hakkari province on the border with Iran and Iraq. Turkey has seen increasing violence in recent weeks between the military and Kurdish separatists. Tuesday’s air strikes are being widely interpreted as retaliation for the attacks conducted on Monday, says the BBC’s Selin Girit in Istanbul. Early on Tuesday morning, further attacks took place. The Turkish military said Kurdish militants had attacked an army base in Sirnak, in the south-east. A soldier died of his wounds in hospital. Dawn raids also saw 16 people who were allegedly members of the Patriotic Revolutionist Youth Movement, being taken into custody according to the state-run agency Anadolu. And overnight, there were more shoot-outs between Turkish forces and militants in three other cities.

Iranian and Russian warships took part in joint “war games” training exercises on Tuesday in Iranian waters, giving clear expression to the military cooperation between the two states. Commander of Iran’s fleet in the Northern Gilan province Admiral Ahmad Reza Baqeri told Fars News Agency ahead of the war games that the Iranian destroyer Damavand and missile ships Joshan and Peikan took part in the drills, manned by 200 Iranian naval forces members. From the Russian side, the warships Volgodonsk and Makhachkala which docked in Anzali Port near the Caspian Sea on Sunday took part in the drills. After the drills the Russian ships are to depart Iranian waters and head for Azerbaijan, according to Baqeri. Russian backing has been a key source of support for Iran; late last month a senior Russian official said the advanced S-300 anti-missile system is being upgraded prior to delivery to Iran.

Iranian Foreign Minister Mohammad Javad Zarif was to visit Syria on Wednesday to discuss a “new plan” by the Islamic Republic to help resolve the conflict there, his spokeswoman said. During his visit, Zarif will raise “Iran’s new plan to help solve the Syrian issue,” spokeswoman Marzieh Afkham said. Asharq al-Awsat cited sources as saying that Zarif had planned in his Tuesday visit with Hezbollah leader Hassan Nasrallah in Lebanon to convey “Iran’s support for Hezbollah, which is still a main player, like other main players.” “However, there will be a change of roles in light of the talk about the expected settlement in Syria which will stipulate the departure of Shiite fighters from the battle,” the sources quoted Zarif as saying. As part of the Syrian peace plan, Assad would retain “a tokenistic role, that is, he will be a president without authority,” the report said, while an alternate government is formed. Zarif began a regional tour in Lebanon on Tuesday, after a previously scheduled trip to Turkey was postponed.

Taliban fighters disguised in police uniforms infiltrated a security forces compound in the southern Afghan province of Helmand and killed as many as 15 police, officials said on Wednesday. The attack, in the Musa Qala district, was the latest in a widening insurgency that has killed thousands of Afghan security force members and civilians since NATO forces ended combat operations at the end of last year. “The Taliban were in police uniform and had police vehicles and entered a police compound where they killed all 14 policemen and took their weapons,” said a security official, who spoke on condition of anonymity. He said the Taliban then went to another checkpoint where they killed another policeman. Other sources confirmed the attack but gave differing casualty figures, with Omar Zwak, a spokesman for the governor of Helmand saying nine police had been killed. Qari Yousuf Ahmadi, a spokesman for Taliban in southern Afghanistan said in a text message 12 police including two officers were killed in the attack and 12 weapons captured.

Headline:     Split among rebels in South Sudan threatens efforts to secure peace deal

Two top rebel generals have defected from South Sudan’s rebel movement, a rebel official said Wednesday, as the country’s warring factions negotiated in Ethiopia to secure a deal to end war in the world’s newest country. The rebel generals, identified as Peter Gadet and Gathoth Gatkuoth, defected and fled to Sudan after rebel leader Riek Machar removed them from their senior command positions, Puoch Riek told The Associated Press. Puoch Riek, a member of the rebel delegation here, said no rebel fighters had defected with the generals and he insisted the rebel movement is still under the command of Machar, the former vice president whose dismissal in July 2013 sparked a political crisis that led to the rebellion against President Salva Kiir. South Sudan’s warring factions face international pressure to reach a comprehensive peace deal by Aug. 17, but several earlier negotiations have failed. Kiir has made abrupt changes to the board of the national oil company, Nilepet, possibly “to cement his grip on this critical institution in advance of major political changes,” the watchdog group Global Witness said Wednesday.

At least 47 people were killed and dozens wounded in a bomb blast Tuesday in a part of northeast Nigeria frequently targeted by Boko Haram Islamists, a medical source and witnesses said. The explosion ripped through the weekly market in the village of Sabon Gari, around 135 kilometres (85 miles) south of Borno state capital Maiduguri, during peak trading around 1:15 pm (1230 GMT), the sources said. “We have received at least 47 dead bodies and at least 50 with injuries from the Sabon Gari market, where there was a blast this afternoon,” a nurse at Biu General Hospital, around 50 kilometres (30 miles) away, told AFP. He said the injuries from the blast are mostly “severe”, meaning the death toll could continue to rise. “The explosion happened inside the market at the mobile phone section, near the livestock section of the market,” said Yuram Bura, a member of a local vigilante group fighting Boko Haram alongside the army. “It was concealed in a knapsack used for spraying herbicides. It was smuggled into the market and apparently abandoned.”

Greek police used fire extinguishers and batons against migrants on the island of Kos, as tensions boiled over in a sports stadium where hundreds, including young children, had gathered to wait for immigration papers, state television footage showed. The scuffles took place a day after a police officer on the island was suspended for brandishing a knife and slapping a man identified by Greek media as a Pakistani migrant. On Tuesday, TV images showed hundreds of migrants jostling with one another as they ran from huge clouds of thick white powder set off from fire extinguishers wielded by police officers who were apparently trying to disperse the crowd. It was not immediately clear what had sparked the violence. Greece has seen a surge in the number of migrants and refugees, fleeing war zones like Syria, trying to enter the European Union by crossing in rubber dinghies from Turkey. The United Nations refugee agency UNHCR said 124,000 had landed on Greek islands this year. The UNHCR called conditions for migrants on Kos and other islands “shameful”. Kos Mayor Yorgos Kyritsis said strained local services, including the police and coast guard were unable to cope with the influx. “This situation on the island is out of control,” he told Greek TV. “There is a real danger of uncontrollable situations. Blood will be shed.” A Greek police official, who spoke on condition of anonymity, said riot police squads would be deployed to the island and police officers from the neighbouring islands of Rhodes and Syros would be sent in as reinforcements.

The move, which makes exports cheaper, comes after weak economic data from the world’s second largest economy. Washington has in the past complained that China uses its currency for competitive advantage, but the US Treasury’s response was measured. “While it is too early to judge the full implications of the change… China has indicated that the changes announced today are another step in its move to a more market-determined exchange rate,” a department statement said. However, the statement added: “We will continue to monitor how these changes are implemented and continue to press China on the pace of its reforms, including additional measures to transition to a market-oriented exchange rate and its stated desire to move towards an economy that is more dependent on domestic demand, which is in China and America’s best interests. Any reversal in reforms would be a troubling development.”

On March 13, Treasury Secretary Jacob Lew sent an initial letter to House Speaker John Boehner and other congressional leaders informing them that he was planning to declare a “debt issuance suspension period.” “Beginning on Monday, March 16, the outstanding debt of the United States will be at the statutory limit,” Lew said in that letter. “In anticipation of reaching that date, Treasury has suspended until further notice the issue of State and Local Government Series securities, which count against the debt limit.” On July 29, Lew sent another letter to the leaders of Congress informing them: “I expect to extend the debt issuance suspension period through October 30.” Lew explained that he believed the Treasury would be able to continue using “extraordinary measures” to keep the debt from exceeding the limit through at least the end of October. “The effective duration of the extraordinary measures is subject to considerable uncertainty due to a variety of factors, including the unpredictability of September tax receipts and the normal challenges of forecasting the payments and receipts of the U.S. government months into the future,” Lew told the congressional leaders. “Given this unavoidable uncertainty, Treasury is not able to provide a specific estimate of how long the extraordinary measures will last,” Lew said. “Nonetheless, we believe that the measures will not be exhausted before late October, and it is likely that they will last for at least a brief additional period of time.”

Headline: Mexican court lifts ban on adoption by gay couples

The Supreme Court of Mexico lifted a state ban on adoption by homosexual couples Monday. In the Mexican state of Campeche, gay couples were legally unable to adopt. In its decision, the Supreme Court ruled article 19 of a law regulating civil unions unconstitutional, now allowing homosexual couples to adopt underage children. The court claimed that the article discriminated against children’s rights. Its president, Luis Maria Aguilar Morales, said the structure of any particular family is irrelevant. Rather, the lives of children in abandonment must be prioritized and turned over to parents who can provide an authentic life of affection and solidarity no matter their gender. The news follows the court’s nationwide decision in June to allow legal marriage between gay individuals. Though the ruling struck down state bans — gay marriage was only legal in Mexico City until then — it did not affect nationwide adoption laws. The court’s current decision only affects adoptions in Campeche, but may serve as the precedent for the lifting of the ban in other states.

Amnesty International approved a controversial policy Tuesday to endorse the de-criminalization of the sex trade, rejecting complaints from some women’s rights groups who say it is tantamount to advocating the legalization of pimping and brothel owning. At its decision-making forum in Dublin, the human rights watchdog approved the resolution to recommend “full decriminalization of all aspects of consensual sex work.” It argues its research suggests decriminalization is the best way to defend sex workers’ human rights. “We recognize that this critical human rights issue is hugely complex and that is why we have addressed this issue from the perspective of international human rights standards,” said Salil Shetty, Secretary General of Amnesty International. “We also consulted with our global movement to take on board different views from around the world.” Amnesty’s decision is important because it will use its heft to lobby governments around the world to accept its point of view. Advance word of the Amnesty policy sparked opposition from some women’s groups who argued that the human rights organization has made a serious mistake. The groups, such as the U.S.-based Coalition Against Trafficking in Women, have argued that while it agrees with Amnesty that those who are prostituted should not be criminalized, full de-criminalization would make pimps “businesspeople” who could sell the vulnerable with impunity.

Headline:  Three Years of Rain Falls in 12 Hours as Deadly Storm Causes Flooding, Mudslides in Chile

At least six people are dead in Chile after a potent weekend storm brought unusual rains to Chile’s Atacama desert region, while the coast was battered by destructive waves and strong winds. Antofagasta, Chile, saw 0.55 inches (14 mm) of rain in just 12 hours Saturday into Sunday. That may not sound like much, but it’s actually more than three years worth of rain for this town where the average annual rainfall is just 0.14 inches (3.8 mm). The unusual rains caused deadly flooding and mudslides just to the north of Antofagasta in the town of Tocopilla. According to Chile’s National Office of Emergency of the Interior Ministry, at least three people are dead and one more is missing due to the flooding. This is the second time in 2015 that this part of Chile has seen unusual rain amounts. In March, Antofagasta saw an even heavier bout of rainfall with 0.96 inches (24.4 mm) falling during the 24 hour period ending at 8 a.m. EDT March 26. That bout of rainfall also resulted in deadly flooding and was named our strangest weather event of 2015, so far.

Headline:    Israel Air Force attacks Hamas target in Gaza in response to rocket fire

Earlier three projectiles were launched towards southern Israel – no injuries reported. The IDF spokesman announced on Friday evening that Israel’s air force launched precision strikes on the infrastructure of the Hamas terrorist organization in central Gaza. According to Palestinian sources, four people were injured in the attack on Hamas’ training facility in the Bureij refugee camp. There are conflicting reports as to the severity of the injuries. Lt. Col. Peter Lerner, the IDF Spokesman said: “Since the beginning of August multiple rockets have been fired towards southern Israel, most falling short in the Gaza Strip. Israelis and Palestinians deserve to live normal lives but instead terrorists choose to use the Gaza Strip as a launch pad for rocket attacks. Hamas, must fulfill its responsibilities or face the consequences.” Earlier on Friday, three projectiles were fired at Israel. One of them landed in the Kissufim area of Israel, a kilometer away from the border with Gaza. Army Radio reported that according to security sources the other two projectiles landed inside of Gaza. There were no injuries reported.

Headline: Hamas urges Palestinians to attack settlers after second death from arson

Hamas called Saturday for “open and comprehensive confrontation” with Israel after the father of a Palestinian toddler killed in a firebombing by Jewish extremists last week died of his burns. “Nothing will stop these murderous settler attacks and… we cannot wait until they come into our villages and our homes,” Hamas spokesman Hossam Badran wrote on Facebook from his base in Qatar. “Our people in the West Bank have only one choice: that of open and comprehensive confrontation against the occupation.” Saad Dawabsha died earlier on Saturday in hospital in the southern Israeli city of Beersheba where he was being treated for third degree burns, Palestinian official Ghassan Daghlas said.

Headline: Islamic Waqf Authority Guard Arrested on Temple Mount

In a new twist, a Waqf Islamic Authority security guard was arrested Monday morning in Jerusalem on the Temple Mount. Israeli security personnel were forced to use pepper spray to bring the situation under control. The incident occurred when Israel Border Guard Police refused entry to a group of Arab minors at the Lions Gate on the grounds they were going to disturb the peace. Usually, it is Jews who are refused entry to the site on such grounds. The Waqf Authority guard intervened and began to argue with the Israel Police officers. When they refused to allow the entry, he then tried to attack them, according to security sources. Israeli police immediately arrested the guard and defended themselves with pepper spray when he tried to attack them. Security footage from the scene also shows that a number of other people in the area, including several other Waqf security officials, were also affected by the spray as well. Visits by tourists to the site continued uninterrupted following the incident. It is highly unusual for Israeli forces to arrest Muslims at the site, and completely rare for Waqf officials to ever be taken into custody.

Headline: Holy Land Catholic body urges action against Jewish extremists

The body in charge of Roman Catholic properties in the Holy Land has called for legal action against a Jewish extremist group and its leader after he condoned burning churches. “The danger and threats to the Church and to Christians in Israel are imminent,” the Custodian of the Holy Land wrote in a plea to Israeli Attorney General Yehuda Weinstein seen by AFP Monday. The letter called on Israel to take immediate action to outlaw the extremist Lehava organization and prosecute its leader Benzi Gopstein. The letter followed attacks, allegedly by Jewish extremists, on Palestinians and Christian sites in Israel and the occupied Palestinian territories.

Headline: Activists rally around Palestinian prisoner as Israel sets up emergency force-feeding ward

Palestinian prisoner Mohammed Allan could become the first person to be forcibly fed after Israel recently authorized the practice for inmates on hunger strike. Allan’s lawyer says his client, who has not eaten for almost 60 days, is “very frail,” and the process could “kill him.” Israel is currently setting up a special ward to implement the force-feeding. Allan has been kept under arrest and in administrative detention since November, despite not having been charged with any offense. He has been on hunger strike for 57 days as of Monday, refusing medicine and vitamins and only taking water.

Headline: Bomb explodes near Cairo court, wounds three policemen

Four people, at least three of whom were policemen, were wounded on Monday when a bomb exploded under a traffic sentry post near a Cairo court, security sources said. Bomb disposal experts defused a second device they found inside a black bag while searching the area following the blast, state news agency MENA said. Egyptian authorities have pledged to end a wave of Islamist militant violence that has swept across the country but sporadic attacks on high-profile locations in Cairo and elsewhere have continued. The explosion occurred in the affluent northeastern Heliopolis district and wounded four people, the health ministry said It was claimed by Ajnad Misr, a militant group that emerged in January 2014 and has targeted security forces in and around Cairo. “God Almighty made it possible for a company of our heroes to target a gathering of criminal security forces in the vicinity of Heliopolis Court with a bomb that led to the serious injury of two of their senior officers … and a conscript,” the group’s media wing said on Twitter.

Syria Headline:     Islamic State assault in northern Syria kills nearly 40 rival rebels

An Islamic State assault on a town in Syria’s northern Aleppo province has left nearly 40 rival insurgents dead. IS fighters suffered 10 killed during the assault on Om Hosh, the Syrian Observatory for Human Rights reported Sunday. U.S.-led coalition airstrikes are reported to have hit IS positions during the assault, which ended after 37 rival rebels were killed, 20 went missing, and the town fell into IS hands. The militants are reportedly attempting to cut off a road linking the city of Aleppo to its northern countryside, which borders Turkey. U.S. Central Command reports two airstrikes against IS forces near Aleppo on August 6. SOHR did not clarify the allegiance of the rival rebels, but U.S.-trained and equipped militants have suffered recent setbacks while operating near Aleppo.

Syria Headline:   Nusra Front withdraws from ISIS frontline

The al-Qaeda-linked al-Nusra Front has withdrawn from frontline positions against ISIS north of Aleppo and ceded them to other rebels, leaving an area of northern Syria where Turkey wants to establish a buffer zone. A Nusra Front statement dated on Sunday criticized a Turkish-U.S. plan to drive ISIS from the Syrian-Turkish border area, saying the aim was to serve “Turkey’s national security” rather than the fight against President Bashar al-Assad. The Nusra Front, an enemy of ISIS, said participation in the campaign was forbidden. The U.S. and Turkey last month announced their intention to drive ISIS fighters from a strip of territory in northern Syria near the Turkish border, providing air cover for Syrian rebels in the area. Nusra said the Turkish government and the U.S.-led alliance against ISIS were seeking to direct the battle according to their interests and priorities, and said Syrian groups taking part were not doing so of their free will. “Facing this current scene, our only option was to withdraw and leave our frontline positions (with ISIS) in the northern Aleppo countryside for any fighting faction in these areas to take over,” the group said. It added that the Nusra Front would maintain frontlines with ISIS in other areas including Hama province and the Qalamoun mountain range near the border with Lebanon.

Syria Headline:   Syrian rebel group fires 1,000 missiles on Shiite towns: monitor

Rebel militants have reportedly launched missile attacks against the two towns of Fuaa and Kafraya in northwestern Syria. According to the Syrian Observatory for Human Rights on Monday, the rebels fired around 1,000 rockets, homemade projectiles and mortar shells on the Shia towns in the restive province of Idlib on Sunday night. The UK-based group provided no exact figures on the casualties, but said there were deaths and injuries. A coalition of rebel groups, including al-Qaeda affiliate al-Nusra Front, has already taken most of Idlib Province and is trying to capture Fuaa and Kafraya, which are still under control of the Syrian army. The militants say the attacks on the towns are in retaliation for the growing advances of the Syrian army near the Lebanese border.

Syria Headline:   ISIS kills 18 Syrian soldiers in attack on air base

At least 18 Syrian soldiers including two generals were killed in an Islamic State (ISIS) attack on Monday and the fighting that ensued at the Kuweris air base in eastern Aleppo province. The Syrian Observatory for Human Rights (SOHR) reports that 26 ISIS militants were also killed in the fighting. The jihadists used three car bombs in the attempt to take over the base, which for the moment remains in the hands of regime forces.

Iraq Headline: At least 31 people killed in two bomb attacks in eastern Iraq – security sources

At least 24 people were killed and 55 others wounded near the eastern Iraqi city of Baquba when a car bomb exploded in a marketplace on Monday, security and medical sources said. In a separate blast to the east of the city, a further seven people were killed and 25 wounded, the sources said. There was no immediate claim of responsibility for the attacks.

Six members of the security forces have been killed in a series of attacks in Turkey amid rising tension between the government and Kurdish militants. In south-eastern Sirnak province, four police officers were killed by a roadside bomb and a soldier died when gunmen fired on a military helicopter. In Istanbul, a police officer was killed in clashes after a car bombing. Meanwhile, the city’s US consulate was attacked by two assailants. A leftist group said it carried out that attack. The outlawed Revolutionary People’s Liberation Army Front (DHKP-C) made the claim in a statement on its website, which described the US as the “chief enemy of people in the Middle East and in the world”. One of the two women assailants in the attack on the consulate was wounded and detained, and a rifle and other weaponry were seized, Istanbul’s governor said in a statement. Meanwhile, An outlawed radical Turkish Marxist group on Monday claimed responsibility for a gun attack on the US consulate in Istanbul. The Revolutionary People’s Liberation Front (DHKP-C) said on its website that one of its female militants carried out the attack.  It named her as Hatice Asik and said she was later arrested and taken to hospital after being shot by police. “Our struggle will continue until imperialism and its collaborators leave our country and every parcel of our homeland is cleared of US bases,” it said, praising Asik as “our honour”.

Headline:    Palestinians, Iran to work together for Israel’s nuclear disarmament, official says

The Palestinian Authority and Iran have agreed to work together toward holding an international conference to seek the nuclear disarmament of Israel, a senior PLO official who visited Tehran in the past few days said. Ahmed Majdalani, member of the PLO Executive Committee, held talks in Tehran with Iranian Foreign Minister Mohamed Zarif. He also delivered a letter from PA President Mahmoud Abbas to Iranian leader Hassan Rouhani. Majdalani said on Monday that his visit to Iran resulted in agreement on reviving the idea of an international conference to rid the region of Israel’s nuclear arsenal and weapons of mass destruction. Voicing support for the nuclear agreement between Iran and the world powers, Majdalani said that the accord would create a positive atmosphere for ensuring security and stability in the Middle East. The PLO official said that his visit to Iran was aimed at refuting Prime Minister Benjamin Netanyahu’s claim that Iran’s nuclear program poses a threat to Israel and peace. He claimed that Netanyahu was using the Iranian issue to avoid fulfilling Israel’s obligations toward the peace process. The Palestinians are now hoping that the Palestinian issue would return to the center stage as the essence of the Middle East conflict.

Headline: Afghan president slams Pakistan over Kabul attacks

A suicide bomber killed dozens of cadets at a Kabul police academy and insurgents struck an area near a U.S. special forces base on Friday in a wave of attacks in the Afghan capital that began with a huge early morning truck bomb explosion. The attacks came just over a week after the Taliban announced a new leader and appeared to dash any hope of a swift return to peace talks between the insurgent movement and the government of President Ashraf Ghani. A Taliban spokesman claimed responsibility for the suicide attack on the police academy, in which security sources said at least 50 or 60 people had been killed or wounded. “The bomber was wearing a police uniform and detonated his explosives among students who had just returned from a break,” a police official said. Shortly afterwards, two explosions hit an area north of Kabul airport close to a U.S. special forces base and insurgent fighters followed up with gunfire, with fighting continuing into the early hours of the morning.

A Taliban suicide bomber has attacked a checkpoint near the entrance to the international airport in the Afghan capital Kabul, killing five people. Local officials said at least 16 people were injured in the blast. The incident is the latest in a series of recent deadly attacks following the announcement of a new Taliban leader. Talking after the attack, Afghan President Ashraf Ghani accused Pakistan of sending “messages of war” and harbouring terrorist training camps. Kabul’s deputy police chief, Sayed Gul Agha Rouhani, told reporters that a suicide bomber had driven a vehicle into the first checkpoint on the road into the airport. Images showed a large plume of smoke rising from the site of the blast and locals reported seeing ambulances approaching the scene.

Headline:   Sudanese rebels retake Blue Nile’s area – spokesperson

The rebel Sudan People’s Liberation Army – North (SPLA-N) has retaken Torda area 45 km south to the Blue Nile state Ed Damazen in less than 24 hours after its capture by the Sudanese army, said the rebel group on Sunday evening. Sudan Armed Forces (SAF) commander of the Fourth Infantry Division, said on Saturday that the government forces had recaptured the strategic town from the rebel group. Gen Osman Sid Ahmed further said the area constitutes an important economic and intelligence centre because it is close to mining sites in Ingessana Hills. “SPLA-N (fighters) have retaken control of the strategic area of Torda in Bau county of Blue Nile state on Sunday 9 August at 12:30pm ,” said the SPLM-A official spokesperson Arnu Ngutulu Lodi in a statement extended to Sudan Tribune. Lodi further said the purpose of the Sudanese government troops was to loot the mineral resources of the area. He pointed they killed four soldiers and lost two fighters, adding they seized four Kalashnikov AK-47.

Headline: Bomb kills nine in eastern Libya as ISIS presses on

A car bomb attack claimed by ISIS has killed nine people and wounded dozens in Libya’s eastern coastal city of Derna, a medical source said. “Nine persons were killed and dozens wounded in a car bomb in Derna city” on Sunday night, a medical official in eastern Libya told AFP by telephone. “Some of the dead and wounded are civilians.” ISIS has said it was behind the attack and that it was carried out by a Sudanese militant. “The martyr Abu Jaafar al-Sudani blew up his car bomb… in the city of Derna, causing many dead and wounded,” read a statement the group posted online. ISIS has built up a significant presence in Libya, exploiting a security vacuum as two rival governments battle for power four years after the ousting of Muammar Qaddafi.

Morocco is accused of being behind the latest terrorist attacks executed in Mali by the jihadist group MUJWA in order to wreck the good offices of Algeria in the neighboring country. The attacks resumption in Mali just some months after the signing of the peace and reconciliation agreement in Algiers is more than enough proof of the aims of this movement whose finances come mainly from trafficking hashish and cocaine. The Algerian press accuses Morocco to remotely control these terrorist operations in order to disrupt negotiations between the Malian actors under the auspices of Algiers. An accusation widely reinforced by the information relayed by French press sources. Indeed, according to a dispatch published on September 5, 2012 by the magazine Jeune Afrique, “the French intelligence services claim that weapons have recently been delivered, via Burkina Faso, to the Movement for the uniqueness and Jihad in West Africa (MUJWA)”. “As a result, French officials are perplexed: how trucks loaded of weapons can cross Burkina without the approval of the authorities?”, Jeune Afrique reports, while the Sahrawi authorities had accused Limam Ould Chafai of being the relay contact between Rabat and MUJWA. Since the overthrow of President Compaoré, Ould Chafai fled to Morocco where his family was already for years before.

A new round of rallies was planned in and around Ferguson, Missouri, on Monday, hours after a man was critically wounded in a gun battle with police when peaceful protests to mark the fatal shooting a year ago of an unarmed black teenager by a white officer erupted into violence. On Sunday night in the St. Louis suburb of Ferguson, several volleys of gunshots rang out as police in riot gear tried to disperse demonstrators blocking traffic and smashing storefront windows along a street that was a flashpoint of riots last year after 18-year-old Michael Brown was shot dead. The death of Brown and a grand jury’s decision to spare the officer, Darren Wilson, from criminal charges led to a wave of demonstrations that boiled over into rioting and arson at times and spawned sympathy rallies across the United States.

Suspected Islamist militants attacked a hotel in central Mali used by U.N. staff, killing at least six people, taking others hostage and holding off troops encircling the building on Friday, residents and military sources said. A Russian and a Ukrainian were among those being held inside the Byblos Hotel, officials from their countries said. There were up to eight other captives and South African and French citizens had also been staying there, government officials said. Friday’s violence began with a raid on a military site in the town of Sevare, around 600 km (400 miles) northeast of the capital Bamako, that was successfully repelled by government troops, according to Mali’s U.N. peacekeeping mission, MINUSMA. The attackers then stormed the hotel near the airport before 8 a.m. (4 a.m. EDT), according to witnesses. Smoke rose from the hotel and heavy weapons fire rang out through the day as government forces attempted to dislodge the gunmen. The body of a white male victim was visible in front of the hotel, a town resident said. Five Malian soldiers were killed in the clashes, Maiga said. Three attackers, one strapped with explosives, also died. MINUSMA confirmed in a statement that one of its international employees was among the dead, but did not give the victim’s nationality. Sources with knowledge of an internal U.N. briefing said that two U.N. contractors remained missing.

Headline: 4 killed in Boko Haram ambush in Nigeria’s Borno

A Sunday attack by Boko Haram militants in Nigeria’s northeastern Borno state has left four people killed. Local witnesses said Monday that militants stopped the vehicles near Borno’s Nwajurko village and opened fire on the passengers. The gunmen reportedly emerged from the homes along the Damboa-Biu highway and opened fire on a car as it approached, killing one person. Then they attacked a bus which was driving by, killing three people and seizing five. Three more passengers were also injured in the attack. Local vigilantes, who fight Boko Haram along the Nigerian military, rushed to the scene only to recover four dead bodies and three people who sustained injuries, witnesses said.

Headline:  Anti-Houthi forces take strategic city in Yemen, Emirati troops killed

Fighters backed by an Arab military coalition seized the key city of Zinjibar in southern Yemen on Saturday, residents and militia sources said, dealing another major blow to the dominant Houthi group. The capital city of Abyan province on the Arabian Sea had been a major focus of forces battling the Iranian-allied Houthis. It is the fourth regional capital they have won since taking control of the port of Aden last month. The Ukrainian government says its forces have repelled a recent tank assault by pro-Russia fighters in troubled eastern Ukraine. Ukraine’s President Petro Poroshenko said on Monday that about “200 insurgents used tanks to storm” Novolaspa village in Donetsk region in a pre-dawn raid. The  village is located halfway between the    regional capital of Donetsk and the Kiev-held port of Mariupol. The presidency noted that the Ukrainian forces “gave a fitting rebuff and repelled all the attacks.” Meanwhile, the Ukrainian Foreign Ministry has described the incident as “a dangerous indication of a further escalation to come.” Reacting to remarks, pro-Russia forces denied launching an attack and accused the Kiev troops of initiating shelling in the violence-wracked region. “The armed forces of Ukraine simply put the village under a heavy shelling attack,” media outlets quoted a local pro-Russia official as saying.

Headline: Greece hopes for bailout deal this week

The Greek government hopes negotiations for a new bailout will be concluded this week, with eurozone finance ministers possibly endorsing the plan as soon as Friday (14 August). Greece needs the up-to €86 billion bailout before next Thursday (20 August), when it has to repay €3.2 billion to the European Central Bank (ECB). Talks between Greek finance and economy ministers, Euclid Tsakalotos and George Stathakis, and representatives of Greece’s creditors, the EU, the ECB and the International Monetary Fund (IMF), were held all weekend. Economic reforms, budget cuts, and prior actions – the measures to be taken before the first aid payment is disbursed – were discussed, according to the Wall Street Journal and Reuters news agency. “Efforts are being made to conclude the negotiations, the horizon is by Monday night or early Tuesday”, a Greek official was quoted as saying by Kathimerini newspaper.  If talks are concluded, the Greek parliament could be called back from its summer recess to vote on a two-article bill comprised of the memorandum of understanding signed with the creditors and of a list of prior actions to take. As for the reforms voted on 15 and 22 July as a condition to start the bailout negotiations, Greek prime minister Alexis Tsipras will have rely on opposition parties to gather a majority. As rebels from Tsipras’ own Syriza party continue to oppose the conditions of the bailout deal, Nikos Pappas, a minister without portfolio, warned on Sunday that Syriza would not allow “a party within a party”.

Gross domestic product contracted 4.6 percent in the second quarter from a year earlier after a 2.2 percent decline in the previous three months, the Federal Statistics Service in Moscow said on Monday, citing preliminary data. That was worse than the median forecast for a 4.5 percent slump in a Bloomberg survey of 18 analysts. The Economy Ministry had projected that output shrank 4.4 percent in the period, calling it “the lowest point” for Russia. The rout on commodities markets has overshadowed the first signs of stabilization in Russia by hammering the ruble and shaking a country that relies on oil and gas for about half of its budget revenue. The nation is enduring its first recession in six years after last year’s currency crisis and a surge in inflation eroded consumer buying power as sanctions over Ukraine choked access to capital markets. “While second-quarter growth surprised on the downside, perhaps far more importantly is the fact that the outlook for the Russian economy has deteriorated so far in the third quarter,” Piotr Matys, a London-based foreign-exchange strategist at Rabobank, said by e-mail. “The central bank may have to pause the monetary policy easing cycle at a time when local banks are still cut off from external sources of funding.”

During a press conference in San Diego, federal officials lauded the efforts of the Coast Guard aided by the Navy, federal law enforcement agencies and the navies of allied nations that have resulted in the seizure of 119,000 pounds of cocaine worth about $1.8 billion over the past 10 months. Authorities said that’s more than the total amount of cocaine seized in fiscal years 2012, 2013 and 2014 combined. “This is about more than just trying to keep drugs off U.S. streets,” the Coast Guard Commandant, Adm. Paul Zukunft, said. “The cultivation, trafficking and distribution of narcotics fuels violence and instability throughout the Western Hemisphere, leaving a path of destruction directly to the door step of the U.S.” “We must continue to make progress in our effort to combat transnational organized crime networks to ensure safety and security in our hemisphere,” Zukunft said. Traffickers have been increasingly turning to the high seas to get their loads to U.S. markets, and skirt the tightened security on land at the U.S.-Mexico border. The drugs were seized in 23 separate interdictions by U.S. Coast Guard cutters and Coast Guard law enforcement teams operating from U.S. Navy vessels in known drug transit zones near Central and South America, resulting in the apprehension of more than 215 suspected smugglers.

Headline: Sweltering heatwave in Egypt leaves 21 dead

Twenty-one people have died and 66 others were hospitalized with exhaustion as soaring temperatures and high humidity hit Cairo and other parts of Egypt, the health ministry said Monday. The victims, who all died on Sunday, succumbed as temperatures soared as high as 47 degrees Celsius (117 Fahrenheit), in conditions made less bearable by elevated humidity levels. Fifteen people died in Cairo, four in the Delta province of Qalibiya and two in Upper Egypt’s Qena province, the ministry said in a statement. Those who died, including seven women, were all aged over 60. Sixty-six people were admitted to hospital after suffering from exhaustion, including 37 who are still under observation, it added. “There is a big rise in temperature compared with previous years. But the problem is the humidity which is affecting people more,” said ministry spokesman Hossam Abdel Ghaffar. “Long exposure under the sun is a killer.” Meteorological officials confirmed that temperatures in the capital and some parts of the country were higher than average.

A typhoon that lashed Taiwan dumped heavy rain and winds on the Chinese mainland on Sunday, leaving 20 people dead or missing, collapsing homes and trees and cutting power to more than a million homes. Typhoon Soudelor made landfall in China’s Fujian province late Saturday night and was downgraded into a tropical storm as it moved across the region. Rains from the typhoon triggered mudslides in mountainous Pingyang county in Zhejiang province, north of Fujian, killing eight people and leaving two others missing. One was seriously injured, the county government said. The Fujian Civil Affairs Department said that the storm collapsed 36 houses and damaged 281 others. Authorities had evacuated more than 370,000 people and ordered around 32,000 boats back to port before the typhoon struck land. State broadcaster showed people wading in knee-deep water in the provincial capital of Fuzhou and said that some streets were submerged under 80 centimeters (30 inches).
