Headline:   Palestinian Authority rejects Israel tax transfer

Palestinian leader Mahmoud Abbas says he has refused to accept hundreds of millions of dollars of tax revenues unfrozen by Israel. Mr Abbas says he returned the money because Israel deducted a third to cover unpaid Palestinian utility debts. He has threatened to take Israel to the International Criminal Court (ICC) unless the full amount is released. Israel collects taxes on behalf of the Palestinian Authority (PA), but suspended payments in January. It froze the transfers in protest at the Palestinians joining the ICC. Palestinian membership began on 1 April, giving them the option to pursue Israel for alleged war crimes. Israel says it has deducted the cost of unpaid services provided to the Palestinian population, including electricity, water and hospital bills. The government made the decision to restart payments two weeks ago but warned at the time that it would make deductions from the transfer. Israeli Prime Minister Benjamin Netanyahu said at the time Israel would resume payments partly out of “humanitarian considerations”, adding the “deteriorating situation in the Middle East” and rise of extremists required him to “act responsibly and judiciously”. Speaking at a rally in Ramallah, President Abbas demanded the tax revenues in full. “We are returning the money. Either they give it to us in full or we go to arbitration or to the ICC. We will not accept anything else.”

Headline:   One militant dead in Army clashes near border

The Lebanese Army killed one Islamist militant and arrested another overnight Sunday during a foiled infiltration attempt into Lebanese territory. One Syrian gunman, Khalil Ahmad, was gunned down by soldiers while another Syrian, Ahmad Hasan, was taken in to custody after a “militant group” attempted to cross into Lebanese territory via the northeastern border, the Army said in a statement Sunday. The militants encountered the Lebanese Army after entering Lebanon from the outskirts of the northeastern border town of Arsal. The statement did not mention the number of militants in the group. The suspect in custody confessed to belonging to one of the terrorist groups stationed across the Lebanese-Syrian border, the statement added. But the Army did not disclose weather he was a member of ISIS or the Nusra Front.

Headline: Pakistan says Saudi asked for warplanes, warships and soldiers

Saudi Arabia has asked Pakistan for military aircraft, warships and soldiers, Pakistani Defence Minister Khawaja Asif said on Monday, at the start of a parliamentary debate on whether Pakistan should get involved in a Saudi-led campaign in Yemen. Saudi Arabia, the Gulf’s main Sunni Muslim power, has asked Sunni-majority Pakistan to join a Saudi-led military coalition that began conducting air strikes last month against largely Shi’ite Houthi forces in Yemen. Sharif has hedged his bets. He has repeatedly said he will defend any threat to Saudi Arabia’s “territorial integrity” without defining what threat, or what action. “Saudi Arabia has asked for combat planes, warships and soldiers,” Asif said, without specifying where Saudi wanted them deployed. Arif Rafiq, a Washington-based adjunct scholar with the Middle East Institute, said earlier Pakistan was hoping to satisfy Saudi expectations at a “minimal” level. “They’re unlikely to be part of any meaningful action inside Yemen,” he told Reuters. “Maybe they will reinforce the border.”

Headline: Saudi policeman killed during raid in eastern province

A Saudi policeman was shot dead and three were wounded during a raid which devolved into a gun battle in the eastern Saudi city of Awamiya on Sunday, state news agency SPA said. “An exchange of fire led to the injury of Corporal Majid bin Turki al-Qahtani, and his death after being taken to hospital – may God have mercy on him and accept him as a martyrs – and wounded three security men, a citizen, and a (foreign) resident,” with moderate wounds, SPA said. The agency said forces undertook the search against “terrorist elements” and retrieved automatic weapons, pistols and communication equipment. It added that four Saudis were arrested after the firefight for targeting the officers. Tension is growing in the country’s oil-rich Eastern province, one of the main centres of the Shiite community in majority Sunni Muslim Saudi Arabia, as neighboring Yemen, Iraq and Syria contend with violent sectarian conflict.

Headline:  Militants attack church and police in Egypt, one policeman dead

Islamist militants hit Egypt’s two largest cities on Sunday with a bombing in Cairo and an attack on a church in Alexandria, leaving one policeman dead and seven people wounded, security sources said. In a separate incident, the leader of a militant group that has targeted police and soldiers around the capital was killed in a firefight with security forces early on Sunday, the interior ministry said. A bomb explosion on a bridge leading to the upscale Cairo district of Zamalek, which hosts many embassies, killed one policeman, the interior ministry said. Two more officers and a civilian were injured. The force of the bomb, which the sources said was planted in or near a car, left a shallow crater and pools of blood on the 15 May Bridge. In Alexandria, militants in a micro bus shot at the Church of the Angel Rafael, wounding one police officer and three civilians before fleeing, security sources said. On Saturday, two bombs exploded near a police station in the residential Imbaba district across the Nile River from Zamalek, causing no casualties.

Headline: ‘Egypt is Preparing for War with Israel’

Noha Hashad (51), an Egyptian nuclear scientist who fled the Nile state in 2011 after her support of Israel made her a target for torture over many long years, has exposed troubling insights regarding Egypt’s military buildup in the Sinai Peninsula, as it fights terrorist organizations there. Speaking to Israel Hayom‘s Emily Amrousi from her new home in Haifa, Hashad was asked to give her take about Egypt’s actions in Sinai, where the Egyptian army has been fighting radical groups such as Ansar Bayt al-Maqdis, a group that recently swore allegiance to Islamic State (ISIS). “That’s all for show,” appraised Hashad. “In the race for the presidency, Ansar Bayt al-Maqdis supported (President Abdel Fattah) al-Sisi, who isn’t really fighting them.” The nuclear scientist warned “Egypt is preparing for war with Israel. It armed and trained Hamas in Gaza. Whoever knows Arabic can hear the heads of Egyptian military intelligence talk about wide canals that open up between Israel and Egypt that will be used at the appropriate time.” The warning echoes appraisals by Col. (res.) Dr. Shaul Shay, former deputy head of the Israel National Security Council, who wrote in Israel Defense last December that the “Badr 2014” military maneuver, its largest in decades, was meant to prepare for “a potential conflict with Israel.”

Headline:  Yemen conflict: Houthi rebels make gains in Aden

Yemen’s Shia Houthi rebels have made more gains in the city of Aden, despite air strikes by a Saudi-led coalition. Fighting in the southern city has intensified as rebels and forces loyal to President Abdrabbuh Mansour Hadi battle for control. On Sunday, the rebels advanced further into the city, bombarding residential areas and setting fire to several buildings, AFP reports. Many residents have become trapped in their homes because of the fighting. At least 185 people have been killed and 1,282 injured in Aden since 26 March, health department director Al-Kheder Lassouar said. The toll does not include rebel casualties or victims of air raids, he added. The UN says 500 have been killed over the past two weeks.

Headline: Saudi Arabia set to raze empty villages on Yemen border

Saudi Arabia will raze 96 deserted border villages to prevent their use by infiltrators from neighboring Yemen, where the kingdom is leading air strikes on rebels, a report said Sunday. Ten villages have already been demolished since a Saudi-led military coalition began air strikes on Shiite Houthi rebels on March 26, the Saudi-owned Al-Hayat newspaper reported. It cited the border guard chief in the area, Hassan Aqili, as saying that the move was to prevent the empty houses from turning into “a safe haven for traffickers and infiltrators”. The 15,000 inhabitants were resettled following a 2009-2010 conflict that saw Houthi rebels cross into Saudi Arabia from their stronghold in northern Yemen. The same rebels forced Yemeni President Abd Rabbo Mansour Hadi to flee the country to Saudi Arabia last month as they swept towards his southern refuge in Aden after seizing power in the capital. Three Saudi border guards have been shot dead by gunfire from within Yemen since Riyadh launched air raids against the Iran-backed rebels.

Al Qaeda’s Yemen affiliate is expanding its footprint amid the chaos in the country and now providing guidance to the Somalia terror group that claimed responsibility for last week’s deadly terror attack at a university, an intelligence source told Fox News. The warning underscores the growing threat posed by Al Qaeda in Yemen at a time when the advance of Shiite rebels has effectively created a power vacuum in the country, with the unrest stalling what had been a robust U.S. counterterrorism operation there. The intelligence source told Fox News that the affiliate is providing guidance to Somalia’s al-Shabaab on how major plots — like the attack at Garissa University College in Kenya that killed nearly 150 people — can support their regional ambitions. The intelligence source said Al Qaeda in Yemen is providing guidance and fighters, and sharing bomb-making techniques that account for the more sophisticated vehicle-borne explosive devices now being recovered in the region.

Islamic State militants have seized most of a sprawling Palestinian refugee district in the southern part of the Syrian capital, Damascus, an area that has been under siege and bombardment for nearly two years already, according to Palestinian and United Nations officials and residents. The officials called for quick action by international organizations, the Syrian government and all armed groups to head off an unfolding catastrophe. Reports of killings and even beheadings were beginning to circulate on Saturday, worsening what is already a longstanding humanitarian nightmare for the 18,000 residents of the Yarmouk refugee camp. By seizing much of the camp, the Islamic State terrorist group, also known as ISIS or ISIL, made its greatest inroads yet into Damascus, a significant step for a group that rose largely in the northern and eastern provinces of Syria, far from the capital. Yet at the same time, the move suggests that as the Islamic State loses ground in Iraq and northeastern Syria, the most daring response it could muster on the ground was to attack one of the most vulnerable populations in Syria.

Syria Headline:   Islamic State Blows Up Church in Syria on Easter Sunday

Terrorists from the Islamic State group have reportedly blown up a church in northeastern Syria on Easter Sunday. The 80-year-old Church of the Virgin Mary in Tel Nasri, an Assyrian village in Syria’s Hassaka province, was destroyed by the terror group, no deaths or injuries were reported, Reuters said, citing a report by the Syrian State News Agency (SANA). Assyrian Christian and Kurdish militia have been battling the Islamic State in the region. In February, the Islamic State abducted hundreds of Assyrian Christians from their villages in northeastern Syria. Meanwhile in Iraq, hundreds of thousands of Assyrian Christians and other minority groups have been persecuted and driven from their homes in northern Iraq as a result of the Islamic State. The terror group has also destroyed numerous churches and antiquities in Iraq as part of an effort to erase Iraq’s non-Islamic past. Assyrian Christian groups recently spearheaded an effort asking that UN missions from various countries call on the UN Security Council to issue a resolution against Islamic State’s persecution of minorities and to take tangible steps to save those vulnerable groups.

Iraq Headline: 30 killed in airstrike, clashes with IS militants in Iraq

A total of 30 people were killed and 27 others wounded on Monday in a U.S.-led coalition airstrike and clashes with the Islamic State (IS) militants in Iraq, security source said. In Salahudin province, 13 IS militants, including foreign fighters, were killed when the security forces repelled an attack by dozens of IS militants on military positions near the village of Mazraa, just south of the refinery town of Baiji. Also in the province, a total of eight security members were killed and 13 others wounded in separate clashes in west of the city of Samarra, about 120 km north of Baghdad, in Allas oil field near the town of Alam. In Iraq’s western province of Anbar, a U.S.-led airstrike hit a group of IS militants on a bridge in south of the IS-held city of Fallujah, some 50 km west of Baghdad, leaving nine militants killed and 14 others wounded, along with destroying part of the bridge, a provincial security source anonymously told Xinhua.

Kurdish Headline: Al Qaeda kidnaps 300 Syrian Kurds – Kurdish official

Al Qaeda’s official Syrian wing, the Nusra Front, kidnapped 300 Kurdish men in the country’s north, a Kurdish official in Syria said on Monday. Idris Nassan, an official in the Kobani canton, said the men were taken on Sunday evening as they were travelling from the town of Afrin, which is under Kurdish control, to the cities of Aleppo and the capital Damascus. “They left women and children but they kidnapped 300 men and young people,” he said. “They captured them in Tuqad village, 20 kilometres west of Aleppo and then they moved them to al-Dana town in Idlib province,” he said. The Nusra Front has not claimed the kidnapping. Syrian state media did not report the incident. The Syrian Observatory for Human Rights monitoring group, which tracks the conflict from Britain, said Kurds were kidnapped but it was not clear how many.

ISIS lost control over central Tikrit following an offensive by the ISF and allied forces with the support of coalition airstrikes. Tikrit was announced captured by the government on April 1, 2015, and PM Abadi, ISF commanders, and local government officials have toured the city center. Since that time, clashes have not been reported in the city and reports that looting of homes is taking place further indicates that combat operations in Tikrit have ceased. The areas immediately surrounding Tikrit likely remain an ISIS attack zone, however. Meanwhile, ISIS intensified its military campaign in central and western Syria. Over the past month, ISIS launched a series of successful hit-and-run attacks against regime checkpoints, military facilities, and oil installations throughout eastern Homs and Hama Provinces, including several villages along the regime supply route to Aleppo city. ISIS counterbalanced these operations with consistent pressure along frontlines in Ayn al-Arab (Kobani) canton and Hasaka Province meant to dissuade further Kurdish advances into core ISIS terrain. ISIS also reasserted its presence in southern Damascus city, advancing into the Yarmouk Camp district after heavy clashes with rebel forces. The nature of these offensives suggests that ISIS seeks to shape conditions for future territorial gains in the Syrian central corridor while bolstering its narrative of victory following losses in northern Syria and Iraq.

Headline:  Nine government soldiers killed in three incidents in east Ukraine

Nine Ukrainian soldiers were killed in three separate incidents over the weekend in the country’s east, the latest breach of a fragile ceasefire organized by international powers earlier this year. Two soldiers were killed in the government-controlled port city of Mariupol when their vehicle struck a mine, and four others died in Schastye, near the rebel bastion of Luhansk close to the Russian border. Ukraine’s interior ministry released a statement saying the four were killed by an anti-tank rocket fired by a pro-Russian separatists as their vehicle crossed a bridge. On Saturday three other government soldiers were killed in a mine blast near the rebel stronghold of Donetsk. The incidents join other isolated breaches of a February ceasefire organized in Minsk, Belarus, by leaders of Ukraine, Russia, Germany and France.

Headline: Iran ‘is intensifying efforts to support Hamas in Gaza’

Iran has sent Hamas’s military wing tens of millions of dollars to help it rebuild the network of tunnels in Gaza destroyed by Israel’s invasion last summer, intelligence sources have told The Sunday Telegraph. It is also funding new missile supplies to replenish stocks used to bombard residential neighbourhoods in Israel during the war, code-named Operation Protective Edge by Israel. The renewed funding is a sign that the two old allies are putting behind them a rift caused by the conflict in Syria, where Shia Iran is backing President Bashar al-Assad against Hamas’s mainly Sunni allies. Iran has sponsored Hamas’s military operations for years, despite the contradiction that Hamas is part of the worldwide, Sunni-supremacist Muslim Brotherhood, while Iran is Shia. Hamas’s leader, Khaled Meshaal, who left Damascus for Qatar after falling out with the Assad regime, has often fought with Hamas’s military wing over the strength of the Iranian connection. However, with the Sunni Arab world joining forces against Iran, led by Saudi Arabia and President Abdelfattah el-Sisi of Egypt, who are both hostile to Hamas, the Palestinian militant group has been left little option but to accept the Iranian largesse. At the same time, Iran’s overseas operations arm, the Al-Quds force, led by its charismatic general Qassem Suleimani, has been consolidating a broad hold over the Middle East.

Iran’s Revolutionary Guards “are preparing for war” in the event that negotiations to turn Thursday’s framework nuclear agreement into a binding deal by June 30 collapse, an Israeli TV report said Sunday night, citing Arab intelligence agencies. The Israeli Channel 10 report said Arab intelligence agencies have warned “France, the UK and the US” that the Revolutionary Guards fear Iran could face a military strike should the talks break down, and that the Guards are ready to close the Strait of Hormuz and take other unspecified measures. The Wall Street Journal reported Friday that the US was working as recently as January on improving its biggest bunker buster bombs in case they were needed for strikes on Iran’s nuclear facilities. The Sunday Israeli TV report highlighted the major discrepancies that have emerged between the US and Iran since the framework agreement was announced on Thursday, raising the concern that the non-binding understandings reached to date will fall apart and the negotiations collapse. A little over a month ago, the Revolutionary Guards held large-scale naval and air defense drills near the Strait of Hormuz — a strategic Gulf waterway, through which one fifth of the world’s oil passes — in which dozens of speedboats swarmed a replica of a US aircraft carrier. State TV showed footage of missiles fired from the coast and fast boats striking the mock US aircraft carrier. The late February drill also included shooting down a drone and planting undersea mines.

Afghanistan

There is considerable confusion about the current state of the Taliban and the prospects for peace talks. Yesterday, NBC reported that Mullah Omar is preparing to enter peace talks, with an implication that Pakistan is sincere in saying that it will no longer harbor the Afghan Taliban and that this may have driven him to negotiations.

Today, however, Khaama reports that he may be dead,  or in any event has delegated authority to Akhtar Mohammad Mansoor; and that the Taliban may have split into three factions, perhaps because of his death. Another possibility is that Pakistan, which has obviously been harboring him, now has him in custody and has incapacitated him.

It is unclear whether all this bodes well or ill for the prospects for peace. Certainly the emergence of factions which no longer answer to Omar or his successors means that a comprehensive peace is not possible. Leaders who have adopted the Islamic State brand are apparently responsible for the kidnapping of 31 Hazaras in February. Meanwhile, a high level of violence continues.

Headline: Islamic State Claims Responsibility for Deadly Suicide Bombing in Libya

The Islamic State has claimed responsibility for a suicide bombing Sunday that killed at least six people — including several women and children — at a security checkpoint near the Libyan city of Misrata. At least 21 people were injured in the attack, according to LANA News Agency, an outlet affiliated with the Libyan government in Tripoli. According to AFP, the Islamic State’s Al-Bayan radio identified the bomber as a Sudanese man named Abu Dujana. Misrata, the site of the bombing Sunday, is located about 150 miles northwest of Sirte, a coastal city that has seen numerous skirmishes between Islamic State affiliates and Dawn of Libya forces. At least 11 oil fields in the area have been shut down due to Islamic State attacks. Groups pledging allegiance to Islamic State also took credit for a suicide bombing last month at a Tripoli police station, as well as a series of suicide bombings in Benghazi. Dawn of Libya’s Misrata-based 166 brigade is currently working to oust the Islamic State from positions in and around Sirte. Brigade commander Mohammed Hassan told VICE News his forces launched an attack Saturday night that killed a number of Islamic State fighters, including foreigners from Tunisia and Mauritania. The 166 brigade has imposed a curfew on the city and asked residents to stay away from areas where clashes have been taking place, Hassan added. On Sunday, the internationally recognized government launched airstrikes against Dawn of Libya sites near Tripoli, an air force defense official told Reuters, but no deaths or injuries were reported.

Headline: Kenya bombs Somalia al-Shabab bases after Garissa attack

Kenyan fighter jets have bombed positions of militant Islamist group al-Shabab in neighbouring Somalia, a military spokesman has told the BBC. The warplanes had targeted two camps in the Gedo region, used by al-Shabab to cross into Kenya, the spokesman added. This is Kenya’s first response to the al-Shabab assault which left 148 people dead at Garissa University last week. President Uhuru Kenyatta had vowed to respond to the attack “in the severest way possible”. Kenyan army spokesman David Obonyo told the BBC that the military had responded to “threats” by launching the air strikes on Sunday night in the remote region. Two camps had been destroyed, he said, adding: “The bombings are part of the continued process and engagement against al-Shabab, which will go on.”

Headline: Boko Haram militants kill 7 civilians in Chadian village

At least seven civilians have been killed when members of the Nigeria-based Boko Haram militant group launched an attack against a village in neighboring Chad. Dimouya Souapebe, the deputy prefect of Baga Solan region, said Boko Haram extremists on Friday ambushed people on their way to a market in Tchoukou Telia near Lake Chad, which borders Chad, Nigeria, Niger and Cameroon. He said some of the victims had their throats slit, while others had succumbed to fatal gunshot wounds. Improvised explosive devices were later discovered along the road between Tchoukou Telia and Ngouboua, which lies close to the border with Nigeria and has come under Boko Haram attacks in recent weeks. The report comes as the leaders of Central and West African countries plan to hold a summit in an effort to come up with a common strategy to counter the threat posed by Boko Haram.

Headline: Drug-resistant strain of infectious illness hits U.S.

A drug-resistant strain of the food-borne bacteria Shigella has made its way to the United States, according to the Centers for Disease Control and Prevention’s Morbidity and Mortality Weekly Reportreleased Friday. The bacteria causes Shigellosis, a diarrhea-inducing intestinal infection that can vary in severity and infects approximately 500,000 people in the U.S. every year. The disease comes with a host of unpleasant symptoms, including acute muscle cramping, nausea and vomiting. Typically, the disease resolves itself within a week for those in otherwise good health, and the antimicrobial drug ciprofloxacin is recommended to alleviate the symptoms and shorten the duration of illness. The multi-drug resistant bacteria has shown itself to be immune to ciprofloxacin, and has infected at least 243 people in the U.S. throughout the past year. Just over 20% of patients had to be hospitalized.

Headline: Fleas test positive for plague near Flagstaff

Coconino County officials are taking precautions after finding fleas collected in Picture Canyon northeast of Flagstaff have tested positive for plague. The Arizona Daily Sun reported Friday that the County Public Health Services District is conducting additional tests and disinfecting prairie dog burrows. Public health officials collected the fleas around trails in the popular hiking area after noticing some prairie dogs dying off. The positive test is the first sign of plague activity in the county since last September in Doney Park. Officials are advising residents to take precautions such as using insect repellent and to avoid handling sick or dead animals. Symptoms of plague appear within two to six days after initial exposure. They can include fever, chills, swollen lymph glands and muscle pain.

Headline:   THE TEMPLE INSTITUTE CONDUCTS UNPRECEDENTED PASSOVER OFFERING PRACTICE DRILL

In preparation for the upcoming festival of Passover, this past Wednesday (5 Nisan – 25 March) the ‘Priestly Training Academy’ established by the Temple Institute held a Passover offering practice drill that was documented by professional photographers. This was the most accurate and authentic reenactment of this service to have taken place in nearly 2,000 years. The Temple Institute is currently producing an educational documentary film which will depict the various stages of the Passover offering. A DVD is also in the works for the benefit of yeshivot, seminaries and schools, and all who wish to study the details of this important subject. The Kohanim who participated in this drill, all true descendants of Aaron, all wore authentic Priestly garments and recited the appropriate ‘blessings’ ( in practice mode) which applied to each stage of the commandment’s fulfillment. The event was accompanied by blasts from silver trumpets, and the song of the Levitical choir. Other stages of the drill included: examination of the lamb for blemishes, the priests bringing the animal to the Temple courtyard, the shechita and receiving the blood which is brought to the corner of the altar, skinning and separation of the inner parts, and the roasting of the whole lamb as required by the Divine command, in a special Passover oven designed and built for this purpose.

Headline:   Palestinians join ICC with Israelis in sights

The Palestinians formally gain membership of the International Criminal Court on Wednesday with the aim of pursuing Israelis for war crimes, despite uncertainty over the move’s wider ramifications. The accession is another step in the Palestinian diplomatic and legal international campaign, which gained steam in 2014. It has uncertain consequences, not only because it is highly unlikely Prime Minister Benjamin Netanyahu and other Israelis will find themselves being tried at the ICC, but also because it constitutes a new deterioration in the strained relationship. But the Palestinians are beyond caring. Exasperated after decades of failed negotiations with Israel, with no perspective for the state they have been yearning, they have decided to take their case to the international arena. On January 2, the Palestinians moved to join The Hague-based court in a process that will be finalised on April 1, setting the scene for potential legal action against Israeli officials for alleged war crimes. “Palestine has and will continue to use all legitimate tools within its means in order to defend itself against Israeli colonisation and other violations of international law,” said senior Palestinian official Saeb Erakat.

Headline:   New Gaza-bound ‘Freedom Flotilla’ expected to sail this summer

A new “Freedom Flotilla” is scheduled to embark for Gaza in two months’ time, organisers said on Tuesday. The voyage is scheduled to begin in the first half of the year, which means the flotilla could set sail within weeks, Mazen Kahel, an organiser with the European Campaign to end the Siege on Gaza, told MEE. Like its 2010 predecessor, this year’s flotilla aims to challenge Israel’s blockade of the Gaza Strip which has been in place since 2007. Former Tunisian president Moncef Marzouki has given his “full support” to the mission. He is expected to take part and will be on one of the boats, several organisers have confirmed. “Marzouki has always been engaged with the cause and has openly supported the Palestinians in his time of power,” Kahel told MEE. Negotiations are currently underway with other political, religious and business figures, but their names have yet to be confirmed and will be announced at a later date, Kahel added. Activists from across Europe, the US and the Middle East will participate in the flotilla, organised by a string of civil society groups and NGOs working under the Freedom Flotilla Coalition. Three to four boats are currently undergoing preparation for the voyage, but several more could yet join. The boats are expected to depart from several European ports, including one in Greece and possibly Turkey, although no specific information is being released as yet.

Headline:  Yemeni rebels shell Aden as Saudi coalition launches more airstrikes

Yemen’s Shiite rebels and security forces loyal to the former president launched a fresh offensive Monday against the southern city of Aden, shelling it and battling local militias, but were pushed back by at least two airstrikes on the fifth day of a Saudi-led air campaign, security officials said. The rebels, known as Houthis, meanwhile accused the Saudi-led coalition of bombing a displaced persons camp in the northern rebel stronghold of Saada, killing 40 people, including women and children. The report was carried on the rebels’ TV network. However, witnesses told The Associated Press that the camp — used to house displaced people from an earlier conflict that ended five years ago — is now occupied by Houthi forces and that most of those killed were fighters. It was not immediately possible to resolve the conflicting accounts. Yemeni security officials say the combined force of Houthis and Saleh loyalists is positioned about 19 miles east of Aden, near the southern city of Zinjibar. The rebels have used artillery to target pro-Hadi militias known as the Popular Committees. Battles are also underway near the airport. At least two airstrikes targeted the rebels, forcing them to retreat, the officials said. There was no immediate word on casualties. The account of the fighting was confirmed by four military and security officials, who spoke on condition of anonymity because they were not authorized to brief reporters. Emboldened by the airstrikes, the Popular Committees have largely held their ground in Aden province and still control most of the city. The death toll since the airstrikes began Thursday has reached 86, with some 600 people wounded, according to Abdel-Nasser al-Wali, head of a local medical center in Aden. Yemen’s foreign minister called on Tuesday for Arab ground intervention against the Houthis “as soon as possible.” Asked in interview by Al Arabiya News Channel’s sister channel Al Hadath whether he sought Arab ground intervention, Riad Yassin said: “Yes, we are asking for that, and soon as possible, in order to save our infrastructure and save Yemenis under siege in many cities.” Yassin also revealed that Yemeni President Abdrabbu Mansour Hadi will be officially asking to join the Gulf Cooperation Council within the coming days. Yassin added that the war that has plagued Yemen is the doing of the Houthi rebels. For six days, a Saudi-led coalition of ten regional countries has bombed Iran-allied Houthi fighters and army units linked to former president Ali Abdullah Saleh.

Supporters of ISIS have condemned the Saudi-led airstrikes on rebel Houthi fighters in Yemen, claiming in online forums and Twitter that the actions were a veiled attempt by the United States to interfere in the Middle East and propagate an American agenda. “We will not allow America to interfere in the Arab world by using an Arab proxy. Arabs will only succeed when they leave the control of the Americans and move outside their circle of influence and control,” a well known radical user, whose pen name is translated as “What hour?” wrote. The same user continued, arguing that the U.S. shouldn’t be involved in Middle Eastern affairs at all, that the ancient schism between Sunnis and Shiites was a conflict that ought to be fought without western influence. “The ongoing war in the area is mostly an internal one, one that is fought between people who follow the rules and justice of Allah in its most basic form, and between the traitorous and corrupted ruler,” the user wrote. “The revenge is not only against the evil Shiites, and not only against the tyrants, but against those who provide them with the weapons and the missiles they use to draw out blood.”

Control of the Red Sea Bab el-Mandeb Straits passed Tuesday, March 31 to pro-Iranian Yemeni forces when the Yemeni Army’s 117th Brigade loyal to the former Yemeni President Ali Saleh handed positions guarding the waterway to two Houthi commando battalions trained by Iranian Revolutionary Guards. This is revealed by debkafile’s military and intelligence sources. In another development Tuesday involving Iran’s spreading tentacles, debkafile’s military sources reveal that unidentified aircraft bombed Burak, a small military base in the Fezzan province of southwestern Libya, which serves Iran as a transit store for arms purchased in Sudan for the Palestinian Hamas. The weapons, which recently reached the Libyan base through Chad, were destroyed. They were scheduled to be smuggled through Egypt and Sinai and onto Gaza. Western military sources attributed responsibility for the bombardment to the Egyptian or Israeli air forces. Both Israel and Egypt have declined to comment on the report. To strengthen Iran’s grip on the key Red Sea gateway, Iran’s supreme leader Ayatollah Ali Khamenei has ordered two naval task forces to sail to the Red Sea. They are to fend off a Saudi-Egyptian offensive to dislodge the Houthi battalions now holding a point linking the Red Sea and the Indian Ocean and Persian Gulf. Syria Headline:     Assad Regime Loses Idlib to Jabhat al-Nusra and Rebel Offensive

Rebel forces led by al-Qaeda affiliate Jabhat al-Nusra (JN) wrested control of Idlib City from the Assad regime on March 28, 2015. Removing the regime from a second provincial capital is arguably the biggest rebel victory since the fall of al-Raqqa to JN and rebel forces in March 2013. It represents a turning point in the Syrian civil war that is likely to alter the trajectory of the conflict in coming months, with implications for how rebels wage war in 2015. JN and Islamist rebel forces have achieved shocking success in reinvigorating the rebel campaign with the seizure of Idlib City. This is likely to provide momentum to the JN-Islamist axis in Syria at the expense of moderate rebel forces, and hinder efforts to foster a political solution to the conflict.  JN and rebel forces seized the northern provincial capital during a swift four-day assault, preceded by days of indirect fire bombardment. The assault exhibited highly effective command and control, which was made possible by a newly formed “operations room” named Jaysh al-Fatah. The operations room had participation from JN; Islamist groups Jund al-Aqsa, Harakat Ahrar al-Sham al-Islamiya (HASI), Faylaq al-Sham, and Ajnad al-Sham; and a few other local groups. By evening on March 27, JN claimed the fall of half of the city and shortly after noon the following day, the Jaysh al-Fatah operations room declared the complete “liberation” of the city. JN immediately raised a JN flag above the governorate building, and tweeted videos purporting to show Idlib civilians celebrating the capture of the city by JN and rebel forces.

The Islamic State group Tuesday executed at least 37 civilians, including two children, in a raid on a regime-held village in Hama province of central Syria, a monitor said.
IS “executed at least 37 people, including women and children, by burning, beheading, and firing on them” in the village of Mabujeh, said Rami Abdel Rahman, director of the Syrian Observatory for Human Rights. Syrian state television reported that 44 people were killed and 21 injured in the raid. Iraq Headline:  Iraq premier: Troops in center of Islamic State-held Tikrit

Iraqi forces battled Islamic State militants holed up in downtown Tikrit, going house to house Tuesday in search of snipers and booby traps, and the prime minister said security forces had reached the heart of the city. In a statement on Twitter, Prime Minister Haider al-Abadi announced the “liberation of Tikrit” and congratulated Iraqi security forces on their “historic milestone.” But an official statement from his office said the troops “hoisted the Iraqi flag” over the Salahuddin provincial headquarters in Tikrit and are moving to control the entire city. Abdul-Wahab al-Saadi, the commander of the Salahuddin operation, said his forces fighting from the west were still 300 meters (325 yards) from the center of Tikrit.

Iraq Headline: Bomb attack kills 6 people north of Iraq capital

At least six people, including four Iranians, have reportedly been killed after a bomber targeted a bus carrying Shia pilgrims north of the Iraqi capital, Baghdad. Police on Tuesday confirmed six people were among the dead in a terrorist attack that took place in the Iraqi town of Taji, located 20 kilometers (12 miles) north of Baghdad. The bus of Shia pilgrims was returning from the holy city of Samarra when it came under attack by a bomber, who detonated his explosives as the pilgrims were getting off the vehicle at a gas station. Samarra lies 110 kilometers north of Baghdad and is home to the shrines of the tenth and eleventh Shia Imams, Ali al-Hadi and Hassan al-Askari.

Vladimir Putin has said Russia will fight for an independent Palestinian state, and called for the issues of the Middle East to be resolved through peaceful means. Despite international criticism over Russia’s own role in the Ukrainian crisis, Mr Putin was hailed last week by a St Petersburg Cossack group for his ability to “bring order and stop wars”. In an address to the Arab League summit in Egypt on Saturday, Mr Putin spoke against foreign intervention in countries’ internal disputes and spoke of the role Russia can play in diplomatic channels. While Russia openly opposes the stance of US-backed Israel on the Gaza crisis, its position in the Middle East is complicated. Mr Putin is one of Iran’s key allies, but as he spoke on Saturday the core nations of the Arab League engaged in air strikes on the Iranian-backed Houthi rebels in Yemen. He told the summit this weekend: “Palestinians have the right to establish an independent and habitable state with a capital in East Jerusalem. “Russia will continue to contribute to achieving this goal through bilateral and multilateral channels,” he said.

In a curiously timed allegation coming on the eve of a key deadline for nuclear talks, Iran’s Revolutionary Guard on Monday claimed a U.S. drone strike killed two of its advisers in Iraq — an allegation the U.S. disputed. “We are looking into this, like we do all claims, but we don’t think we did it,” a spokesman for the U.S.-led coalition based in Kuwait told Fox News, as Pentagon officials pushed back on Iran’s claims. The Guard said on its sepahnews.ir website the strike happened March 23. This would appear to be after the U.S.-led coalition began providing intelligence and surveillance assistance for the Iraqis in their campaign to retake the Islamic State-held city of Tikrit — but before the U.S., on March 25, began launching airstrikes at the Iraqi government’s request. The Guard identified the dead as Ali Yazdani and Hadi Jafari, saying they were buried Sunday. It called them advisers, without elaborating on whether Iran contacted Iraqi or U.S. forces after the strike. Officials in the Pentagon would not speculate if the claims made by Iran are linked to the Tuesday deadline over nuclear negotiations in Switzerland between Iran and six other nations including the U.S. Iran reportedly has been making new demands for concessions in the run-up to that deadline.

Tunisian security forces decimated the leadership of a Tunisian jihadi group linked to al-Qaida’s North African branch, including the man identified as the “operational chief” of the attack this month on the National Bardo Museum that killed 22 people, mostly foreign tourists, the interior minister said Sunday. Najem Gharsalli said Khaled Ben Hamadi Chaieb, also known as Lokman Abou Sakhr, an Algerian, handled the operational end of the March 18 attack. Two gunmen were killed in the attack. Dozens of arrests have been made, five security officials fired and an officer charged with surveying the museum jailed. Gharsalli proclaimed the “beginning of the war against terrorism,” and revealed that Tunisia has acquired new equipment, “including drones.” The announcement came as tens of thousands of Tunisians marched, joined by a handful of foreign leaders for a ceremony after the march to the National Bardo Museum. Among those present were French President Francois Hollande and Italian Prime Minister Matteo Renzi.

Headline:  Turkey helped Islamists take over Idlib, Syrian military source accuses

A Syrian military source accused Turkey on Monday of helping Islamist rebels to stage an assault on Idlib, a provincial capital which fighters seized at the weekend. The source declined to comment on the situation in Idlib, citing security considerations, but a monitoring group has confirmed the Al-Qaida linked Nusra Front and allies now control Idlib and said the Syrian air force bombed the city on Monday. The fall of Idlib, 30 km (20 miles) from the Turkish border, marks only the second time in the Syrian civil war that Damascus has lost control of a provincial capital. The first was Raqqa, which the ultra-radical Islamic State group has turned into the de facto capital of its self-declared caliphate. Echoing more general comments by President Bashar al-Assad, the military source accused both Turkey and Jordan of supporting the insurgents in their Idlib offensive, saying they were “leading operations and planning them”. All the Boko Haram attacks took place in northeastern Nigeria, where the military Friday announced it had cleared the Islamic extremists from all major centers, including the headquarters of their so-called Islamic caliphate. Earlier, before dawn, Boko Haram extremists invaded the town of Miringa in Borno state, torching people’s homes and then shooting them as they tried to escape the smoke. Twenty-five people died in the attack, Borno state Gov. Guinean President Alpha Conde has declared a 45-day “health emergency” in five regions in the west and south-west of the country over Ebola. The restrictions include the quarantining of hospitals and clinics where new cases are detected, new rules on burials and possible lockdowns. The Ebola outbreak began in Guinea in December 2013. In January, the World Health Organization reported a steady drop in cases in the three epicentre countries. But renewed concern has been triggered by fresh setbacks in these countries – Liberia, Sierra Leone and Guinea. Mr Conde said he was declaring “a reinforced health emergency for a period of 45 days in the prefectures of Forecariah, Coyah, Dubreka, Boffa and Kindia” in a statement published in national media. The work suggests airborne transmission may be contributing to an emerging global health problem, where doctors find it increasingly difficult to treat life-threatening infections. For some time now, scientists have worried that we may be entering a “post-antibiotic era,” when the drugs that once defeated potentially fatal infections are no longer effective. Simply put, the bacteria causing infections in many cases are now immune to (or “resisting”) the drugs. Since antibiotic-resistant bacterial DNA, if imbibed in water or consumed in meat, can be transferred to humans, many researchers say misuse and overuse of veterinary pharmaceuticals may be responsible, in part, for this global health threat. Large, commercial food operations rely on veterinary drugs, including antibiotics, to promote bigger growth of the animals. However, after the animals excrete the drugs, these antibiotics enter the environment via runoff, leaching, and the spread of manure.

Headline:  Typhoon Maysak heads for Philippines

Super Typhoon Maysak increased strength Tuesday as it moved westward over the Pacific Ocean toward the Philippines. It struck several islands of the Federated States of Micronesia, southeast of Guam, during the weekend with over 10 inches of rain in six hours reported on the island of Chuuk. Widespread damage, including roofs torn from homes and the destruction of houses made of tin, was also reported. The Yap Islands, with a population of 12,000, were expected to receive sustained winds of 119 mph, the equivalent of a Category 5 hurricane, late Tuesday and early Wednesday, the U.S. National Weather Service in Guam said. Maysak is then expected to head westward and strike the Philippines on Sunday or Monday with sustained winds of about 120 mph and gusts up to 150 mph.

Headline:  Palestinian rockets killed more Gazans in 2014 war: Amnesty

Amnesty International said Thursday Palestinian rocket fire during the 2014 summer war in Gaza had killed more civilians in the Gaza Strip than in Israel. Such deadly attacks on civilians on both sides constituted “a war crime,” it said. The damning report urged armed Palestinian groups to end attacks on civilians in Israel and to protect those in the Gaza Strip from the effects of such attacks. Amnesty said rocket attacks had killed six civilians in Israel, including a child, but that other rockets aimed at the Jewish state had fallen short and killed at least 13 civilians, 11 of them children, in Gaza.

In a conciliatory move towards warming relations with Palestinians and the U.S., Israel announced Friday it will resume transferring millions of dollars in tax revenues to the Palestinian Authority. Three months ago, Israel suspended the payments after the Palestinians referred Israel to the International Criminal Court in The Hague for possible war crimes. But newly re-elected Israeli Prime Minister Benjamin Netanyahu approved the transfer of withheld funds Friday based on “humanitarian concerns and in overall consideration of Israel’s interests at this time,” a statement from Netanyahu’s office said, the New York Times reported. Defense Minister Moshe Yaalon, the Israeli military, and Shin Bet—Israel’s internal security agency—made the recommendation to Netanyahu to continue transferring tax money to the Palestinian Authority—which adds up to more than $100 million per month. The Jewish state will release to the interim government in Ramallah the frozen funds that have accumulated since February, less payments for services provided by Israeli entities, including the Israel Electricity Corporation, the water authority and hospitals, Israeli newspaper Haaretz reported.

Headline:  France to Push for New UN Resolution on Israel-PA Peace

France plans to begin talks at the United Nations on a new Security Council resolution to revive Israeli-Palestinian peace prospects, Foreign Minister Laurent Fabius said Friday, according to the AFP news agency. Fabius told reporters at UN headquarters in New York that discussions on a text would start “in the coming days.” The Security Council in December rejected a resolution that would have set a deadline for reaching a final peace deal and pave the way to the creation of a Palestinian state. The United States had voted against the measure but was spared from resorting to its veto after eight council members including France voted yes, one vote short of the nine needed for adoption. “I hope the partners that were reluctant will be less reluctant,” Fabius said Friday, according to AFP. “It is necessary to move forward to have a solution to this problem,” he added.

Headline:    Syrian army and Hezbollah encircle Syrian city near border

The Syrian military, backed by fighters from Hezbollah, used heavy artillery to close in on the city of Zabadani near the border with Lebanon on Friday, Lebanese Hezbollah-run al-Manar television reported. It showed footage of fighters in a mountainous area using heavy weapons around the city and showed the body of at least one enemy combatant. The channel said the operation, which was coordinated with Syrian air force bombardments, was aimed at recapturing the whole area. Syrian forces backed by pro-government fighters have regularly clashed with insurgents in the mountainous area north of the capital Damascus. Armed groups in the area include al Qaeda’s Syria wing Nusra Front as well as insurgent brigades.

Headline: Hezbollah leader slams Saudi intervention in Yemen

The leader of Lebanon’s Shiite Hezbollah group has slammed Saudi Arabia’s intervention in Yemen, calling it “surprising and painful.” Hassan Nasrallah rejected Riyadh’s claim that it had assembled a coalition to conduct airstrikes against Shiite rebels in order to save Yemen, and accused it of ignoring the Palestinians in their decades-long struggle with Israel. Hezbollah, like Yemen’s Houthi rebels, is supported by Iran, which Saudi Arabia views as its main regional rival. In some of his harshest comments to date, Nasrallah accused Saudi Arabia of sending suicide attackers to Iraq and of creating the Islamic State group. Addressing Saudi Arabia, he said Iran had expanded its influence in the region because “you are lazy, losers, and you don’t take responsibility.”

If the Saudi-led coalition bombing Yemen directed its warplanes towards Israel, Hezbollah would join it, party chief Sayyed Hasan Nasrallah declared Friday night, accusing Riyadh of seeking to “regain control” of Yemen. Nasrallah, speaking a day after Saudi Arabia launched a surprise military operation against rebel Houthis in Yemen, also rejected claims that Iran posed a threat to the Gulf. “The real reason the Saudi-led coalition is [attacking Yemen] is that Saudi Arabia has failed. It has lost control over Yemen… and fears that Yemen now belongs to the people.” “If the war was against Israel, we would have been partners in the war, but not if it’s against an Arab peoples,” Nasrallah said. “The Palestinian people are still calling on you,” he said, noting that a large portion of the population are Sunnis and yet their calls for assistance were not met by unified force like the one organized against the Houthis.

Headline:  Egypt’s ruling of Hamas as terror group possibly annulled

A lawyer who successfully petitioned an Egyptian court to brand Hamas a terror organization has withdrawn the claim, leading to some reports in Arab media Friday that the move annulled the ruling. But others claimed it still stood, at least for now. According to various Arab media reports, attorney Samir Sabry, who had originally argued that Hamas was involved in attacks against Egyptians and should thus be dubbed a terror group, pulled the motion after the state appealed the court’s decision Sabry explained that he didn’t want the court ruling to interfere with Cairo’s role as a mediator between Hamas and Fatah in Palestinian reconciliation efforts, according to the Cairo Post. While the Cairo Post said Sabry’s withdrawal effectively annulled the court’s ruling, it’s status remained unclear on Friday. Jordan-based Al Bawaba News stated that the move did not automatically invalidate the decision, and that the court would need to decide on its fate. Further court deliberations would reportedly be held on Saturday.

Arab foreign ministers meeting in Egypt have agreed on the formation of a joint military force, the Arab League’s chief and the Egyptian foreign minister said. The plan forms part of a draft resolution to be submitted to Arab leaders at a weekend summit in Egypt’s Red Sea resort of Sharm El-Sheikh. The ministers “agreed on an important principle, to establish the force”, Arab League secretary general Nabil Al-Arabi told a news conference. “This is the first time that a force will be created and work under the name of Arab states,” he said, describing the move as “historic”. Egyptian Foreign Minister Sameh Shoukry said the agreement was unanimous.

Saudi jets pounded neighboring Yemen on Thursday and Egyptian warships steamed toward its coast in the start of an Arab-led offensive against Shiite rebels that has become a showdown between the major powers in the Middle East. Saudi Arabia and its Arab allies plunged into the Yemen crisis after Shiite insurgents, known as Houthis, pushed from their power base in the north into the south, forcing the country’s pro-Saudi, Western-backed president to flee. The move inflamed the already tense relationship between Shiite power Iran, which has increased its support for the Houthis as their rebellion has expanded, and Saudi Arabia and other Sunni-dominated nations. Some officials warned that the fight could escalate further. Saudi state TV said Thursday that a ground offensive was being studied but gave no further details. Egypt’s minister of foreign affairs, Sameh Shoukri, said in a speech to Arab foreign ministers that his country was willing “to send ground forces if necessary” to back the anti-Houthi fight.

Morocco’s foreign ministry said its support was intended to “defend legitimacy” and included “making the Royal Armed Forces stationed in the United Arab Emirates available to the coalition”, but it did not confirm reports on Gulf broadcaster Arabiya that it had sent jets. Headline:   Gulf states ask UN Security Council for Yemen arms embargo

Saudi Arabia and its Gulf allies presented powerful members of the U.N. Security Council with suggested elements for a resolution that would impose an arms embargo on the Shiite rebels who have thrown Yemen into turmoil and caused its Western-backed president to flee. Diplomats said after a meeting Thursday evening with ambassadors from the United States, Britain and France that members of the Gulf Coordination Council want the resolution to be militarily enforceable under Chapter 7 of the U.N. Charter. The GCC members also presented the Security Council president with a letter explaining that their airstrikes targeting military installations held by the Houthi rebels are in response to President Abed Rabbo Mansour Hadi’s request this week for immediate aid as the rebels closed in. The current president of the Security Council, French Ambassador Francois Delattre, did not comment on his way out of the meeting. Another permanent council member, Russia, met with the Gulf members earlier Thursday.

Fars News Agency reported Friday that the Houthis were preparing to shut the key Bab al-Mandeb strait linking the Gulf of Aden to the Red Sea. “There are confirmed reports showing that preparations [by Houthi forces] are underway to close Bab al-Mandeb Strait by using ground-to-sea missiles,” the Iranian news agency cited informed sources as saying. “This defensive scenario has been under study for several months now.” Fars added that the “takeover of [Mokha] port facilitated [Houthis’] access to Bab al-Mandeb,” in reference to reports earlier in the week that the Iranian-backed fighters had entered the western port town, which is located approximately 70 kilometers north of the strait. A top US military official stressed Thursday after Saudi Arabia launched its air strikes on Houthi military positions in Yemen that Washington would work to ensure the security of the Bab al-Mandeb strait. “We would work in conjunction with our GCC (Gulf Cooperation Council) partners to ensure that those straits remain open,” US Central Command chief General Lloyd Austin told a US Senate hearing. “It is one of our core interests to ensure that we have free flow of commerce through [Bab al-Mandeb and Hormuz].” As part of the Saudi-led “Operation Decisive Storm,” Egypt has dispatched warships southward to Bab al-Mandeb while two US destroyers have reportedly deployed to the area.

Meanwhile, Yemen’s Houthi rebels made broad gains in the country’s south and east on Friday despite a second day of Saudi-led air strikes meant to check the Iranian-backed militia’s efforts to overthrow President Abd-Rabbu Mansour Hadi. Shi’ite Muslim Houthi fighters and allied army units gained their first foothold on Yemen’s Arabian Sea coast by seizing the port of Shaqra 100km (60 miles) east of Aden, residents told Reuters. The advances threaten Hadi’s last refuge in Yemen and potentially undermine the air campaign to support him. The losses came as the spokesman for the Saudi-led operation, Brigadier General Ahmed Asseri, told a press conference in Riyadh that defending the Aden government was the campaign’s “main objective.” “I want to confirm that the operation itself has as its main objective to protect the government in Aden,” Asseri said. “The operation will continue as long as there is a need for it to continue,” he said.

Syria Headline:    Syrian government shells kill 18 in south, activists say

Syrian government airstrikes and shelling in the country’s south killed at least 18 people on Thursday, including three children, opposition activists said. The attacks come amid heightened clashes in southern Syria between government forces and rebels who seized the nearby ancient town of Busra Sham the previous day. Thursday’s shelling struck an area known as Daraa al-Balad in the city of Daraa. The Britain-based Syrian Observatory for Human Rights said 18 people were killed while an activist in Daraa province, Ahmad Masalma, put the number at 21. The activists said the death toll is likely to rise because many of the wounded were in critical condition.

Syria Headline:    Islamist Rebels Advance in Fierce Clashes for Idlib

Islamist rebels made fresh advances Friday on the edges of Idlib city in northwest Syria, after fierce clashes that have left dozens of dead, a monitoring group said. “The fighters have advanced on the northwestern and southeastern sides of the city,” said Rami Abdel Rahman, head of the Britain-based Syrian Observatory for Human Rights. “There are very violent clashes, and last night 26 militants and four regime soldiers were killed,” he told AFP. An activist from the area said civilians were trapped in their homes. “The humanitarian situation is very difficult. There are refugees from other parts of the country who are in Idlib,” said Ibrahim al-Idlibi. On Tuesday, a new coalition of Islamist rebels launched a coordinated attack against Idlib city, which is held by Assad regime forces. Calling itself “The Army of Conquest,” the coalition is led by Al Qaeda affiliate the Al-Nusra Front and includes several other Islamist groups.

Iraq Headline:  Intel official: Iran ‘pissed’ at Iraq for joining with US in Tikrit fight

By Day 2 of the American airstrike campaign against militants holed up in Tikrit, the mission appeared beleaguered on several fronts on Thursday: Thousands of Shiite militiamen boycotted the fight, others threatened to attack any Americans they found, and Iraqi officials said nine of their fighters had been accidentally killed in an airstrike. In Washington, American military leaders insisted that things were going according to plan. They said that they were stepping into the Tikrit fight only after the Iranian- and militia-led advance on the city had stalled after three weeks, and that they welcomed working solely with Iraqi government forces. Gen. Lloyd Austin, the head of the United States Central Command, told a Senate hearing on Thursday that no Shiite militias remained in Tikrit. While the withdrawal of Iranian-led Shiite militias was one of the preconditions for the Americans to join the fight against the Islamic State in Tikrit, the sudden departure of three of the major groups risked leaving the Iraqi ground forces short-handed, especially if other Shiite militiamen also abandoned the fight.

Russian leader Vladimir Putin has said “the West” is encroaching on Russia and fomenting internal unrest, in his first foreign policy speech in a month. He told a meeting of his internal intelligence service, the FSB, on Thursday (26 March), that “they are using their entire arsenal of means for the so-called deterrence of Russia: from attempts at political isolation and economic pressure, to large-scale information war and special services operations”. He noted that Nato is “building up its infrastructure near our borders” and said the alliance’s creation of an anti-ballistic missile shield is designed “to violate the existing nuclear parity”. “The situation … will not change for the better if we succumb and yield at every step. It will only change for the better if we become stronger”, he added. He also said “Western special services continue their attempts at using public, non-governmental and politicised organisations to … discredit the authorities and destabilise the internal situation in Russia”. Meanwhile, The head of the legislature in Russia’s Chechnya region says that Russia will provide arms to Mexico if Washington supplies weapons to Ukraine. Chechen Parliament Speaker Dukvakha Abdurakhmanov said the arms would be aimed at reigniting U.S.-Mexican disputes over “territories annexed by the United States in the American states of California, New Mexico, Arizona, Nevada, Utah, Colorado, and part of Wyoming.” “We will perceive arms shipments to Ukraine as a signal to respond in kind,” Abdurakhmanov said in a March 24 statement posted on the Chechen parliament’s website. Abdurakhmanov is a close associate of Ramzan Kadyrov, the Kremlin-backed strongman who rules Chechnya.

The Obama administration is giving in to Iranian demands about the scope of its nuclear program as negotiators work to finalize a framework agreement in the coming days, according to sources familiar with the administration’s position in the negotiations. U.S. negotiators are said to have given up ground on demands that Iran be forced to disclose the full range of its nuclear activities at the outset of a nuclear deal, a concession experts say would gut the verification the Obama administration has vowed would stand as the crux of a deal with Iran. Until recently, the Obama administration had maintained that it would guarantee oversight on Tehran’s program well into the future, and that it would take the necessary steps to ensure that oversight would be effective. The issue has now emerged as a key sticking point in the talks. Concern from sources familiar with U.S. concessions in the talks comes amid reports that Iran could be permitted to continue running nuclear centrifuges at an underground site once suspected of housing illicit activities.

Headline: Somali special forces storm Mogadishu hotel where Al-Shabaab mounted deadly attack

Somali special forces stormed a Mogadishu hotel where Muslim extremists from Al-Shabaab had mounted a deadly attack Friday, first exploding a car bomb at the gate and then mounting a siege of the compound frequented by government officials. The elite soldiers poured into the Maka-Mukarramah Hotel, where as many as four members of the terrorist group were holed up and several civilians were trapped after the attack that left at least nine people dead, local police said. Sporadic gunfire could be heard inside the compound, and police said terrorists were holding off police until the special forces went in. Al-Shabaab claimed credit for the attack, in which at least a dozen were injured and the death toll was expected to rise. An unknown number of people were trapped in the hotel, although authorities did not characterize them as hostages.

The White House on Monday bluntly warned Israel that its occupation of Palestinian land must end, dismissing Prime Minister Benjamin Netanyahu’s efforts to take back controversial campaign pledges. In unusually tough language that underscores the fracture in relations between Washington and Israel, White House Chief of Staff Denis McDonough said “an occupation that has lasted for almost 50 years must end.” McDonough criticized Netanyahu’s pre-election pledge to block the creation of a Palestinian state — the supposed end goal of decades of fruitless peace talks — and he questioned Netanyahu’s efforts to undo the damage. “We cannot simply pretend that those comments were never made, or that they don’t raise questions about the Prime Minister’s commitment to achieving peace through direct negotiations,” he said. “The Palestinian people must have the right to live in and govern themselves in their own sovereign state,” he added.

US President Barack Obama expressed doubt Tuesday about the prospect of a peace agreement between Israel and the Palestinians emerging in the coming years under Prime Minister Benjamin Netanyahu, and indicated that no decision would be made about changing Washington’s policy of shielding Israel at the United Nations until a new coalition is formed. Netanyahu “has a different approach” that rejects a two-state solution, making the possibility of a framework deal “dim,” Obama said at a press conference at the White House on Tuesday, a reference to pre-election comments made by the PM — since clarified — that a Palestinian state would not be created under his watch. After the election, Netanyahu walked back on those comments, telling NBC: “I don’t want a one-state solution. I want a sustainable, peaceful two-state solution” but stressing the grave dangers posed to Israel and the region and the rejectionist positions of the Palestinian leadership. The White House, however, has rejected Netanyahu’s clarification. Regarding US support for Israel at the UN, which includes using its veto at the Security Council, Obama said: “We are going to do that evaluation. We’re going to partly wait for an actual Israeli government to form.”

Jordan signed a $10 billion deal with Russia on Tuesday to build the kingdom’s first nuclear power plant, with two 1,000-megawatt reactors in the country’s north. The deal, signed in the Jordanian capital, Amman, with Russia’s state-owned Rosatom company caps efforts of the energy-poor kingdom to increase energy sufficiency and reduce imports. Jordan lacks any local energy sources and imports 96 percent of its electricity. The violence in neighboring Iraq and Egypt’s Sinai Peninsula has threatened and in many cases, completely cut off supplies. The kingdom’s Petra news agency said Jordan plans to finish construction of the plant in Amra in the country’s north by 2022. There are also hopes it will be fueled with uranium mined in Jordan.

Headline:   Syrian Army, Hezbollah seize two hilltops near border

Hezbollah and the Syrian army clashed with jihadi militants and seized two key vantage points along the Lebanese border Wednesday, ahead of a much-anticipated offensive in Qalamoun, according to security sources. The clashes that occured near the village of Flita, which is located only five kilometers from the border with Lebanon, left at least 19 rebels dead or wounded, the sources said. Syrian warplanes launched airstrikes against militant positions on the outskirts of the Lebanese border town of Arsal while the Syrian Army and Hezbollah captured two strategic hilltops on Flita’s outskirts. Hezbollah is said to be preparing for a decisive battle against Islamist militants in Syria’s Qalamoun. The offensive is set to target ISIS and Nusra Front gunmen holed up in the mountainous area along the border with Lebanon.

Saudi Arabia is moving heavy military equipment including artillery to areas near its border with Yemen, U.S. officials said on Tuesday, raising the risk that the Middle East’s top oil power will be drawn into the worsening Yemeni conflict. The buildup follows a southward advance by Iranian-backed Houthi Shi’ite militants who took control of the capital Sanaa in September and seized the central city of Taiz at the weekend as they move closer to the new southern base of U.S.-supported President Abd-Rabbu Mansour Hadi. The slide toward war in Yemen has made the country a crucial front in Saudi Arabia’s region-wide rivalry with Iran, which Riyadh accuses of sowing sectarian strife through its support for the Houthis. The conflict risks spiraling into a proxy war with Shi’ite Iran backing the Houthis, whose leaders adhere to the Zaydi sect of Shi’ite Islam, and Saudi Arabia and the other regional Sunni Muslim monarchies backing Hadi. Around 50 percent of the town’s residents belong to Syria’s Shiite minority, according to the Observatory. Bosra, which was once the capital of the Roman province of Arabia, was inscribed on UNESCO’s World Heritage list in 1980, and placed on the agency’s World Heritage in Danger list in 2013.

Syria Headline:  Syria rebels storm Idlib city in three-pronged attack

Syrian insurgents launched a bold three-pronged attack on the city of Idlib Tuesday, seizing territory on the outskirts of the government-held, largely isolated city in the northwest. Government media acknowledged that fierce fighting was underway throughout the day and said that regime forces had killed “dozens” of insurgents east and west of the city. The Local Coordination Committees network of anti-regime activists said that street fighting was underway in Idlib, as the rebels seized a school near the Justice Palace. As the fighting continued into the early evening, anti-regime activists and the opposition’s Civil Defense corps said a regime helicopter dropped a barrel bomb containing chlorine gas on the village of Binnish, 5 kms to the east of Idlib. They said approximately 30 people were wounded in the attack, but no fatalities were reported. Activists in the town of Qemenas, also in Idlib, reported a separate chlorine attack.

Syria Headline:  Islamists attack Syrian military airport near Deir ez-Zor

On Tuesday, clashes broke out between fighters of the Islamic State (IS/ISIS) and pro-Syrian regime forces in the vicinity of the military airport, in the city of Deir ez-Zor, northeastern Syria. Speaking to ARA News in Deir ez-Zor, civil rights activist Fayez Abdulaziz said that fierce clashes took place between the two parties in the vicinity of Deir ez-Zor’s military airport, following the defection of two soldiers from the regime’s army, amid mutual artillery fire on the outskirts of the airport. “One IS insurgent was reported killed in the clashes.” Meanwile, five people were reported killed and several others wounded in an air strike on the Hamidiya district by the pro-Assad air force, according to locals. Abdulaziz said that the pro-Assad warplanes targeted the residential neighborhood of Hamidiya with missiles, causing the collapse of an entire residential building. “The air attack led to the death of five civilians, including children, and the injury of several others,” the source added, pointing out that the injured were transferred to a nearby field hospital.

The offensive launched by a mixed force of the Iraqi army (10,000 troops) and Iranian-led Shiite militias (20,000) to capture Tikrit from the Islamic State has been thrown back, upsetting rosy US-led coalition predictions. The fighting for this important Sunni city died down – not because the Iraqi troops and their assorted Iraqi, Afghan and Pakistan Shiite allies had thrown in the sponge, but because the casualties inflicted on them by the Islamic State had become too heavy to bear and carry on fighting. This momentous debacle was first revealed in DEBKA Weekly 656 of March 20. Official figures have still not been released by Baghdad or the Iranian command staff headed by Al Qods Brigades chief, the legendary Gen. Qassem Soleimani. But the losses were crippling – some sources estimating them at roughly one tenth of the mixed force. Entire units were disabled and scattered. Some Iraqi army contingents fled the battlefield in disarray without a word to their officers – repeating their earlier performance last June when ISIS launched its first offensive to seize territory in Iraq. Iraqi and Iranian officers have since fallen to quarrelling over responsibility for the shambles, especially targeting the most prominent figure, Gen. Hadi Al-Amiri, commander of the Shiite Badr Brigade.

Iraq Headline:  Islamic State’s militants control military regiment north of Baghdad

Subsequent to heavy fighting against the Iraqi, militants of the Islamic State (IS/ISIS) took control of the government-held “regiment 28″ of al-Karma, north of Baghdad on Tuesday evening. The regiment was located near a bridge and a military base from which the Iraqi army and the Shiite militia of the Popular Mobilization Forces, launched attacks on IS strongholds in al-Karma, north of Baghdad. Speaking to ARA News, local activists said that fierce clashes between Iraqi forces and IS insurgents began at the early hours of Tuesday in the vicinity of the “regiment 28″ in the Ziraa Dijla area near the Nibai district. The source added that IS militants were able to advance on the berm adjacent to the regiment and the al-Yabani Bridge, which was filled with explosives. “The bridge exploded and led to mass destruction in many nearby residential houses,” the sources told ARA News. ARA News could not verify the number of civilian casualties.

Russia called for a ban on American nuclear weapons in parts of Europe, saying the U.S. is breaking an international agreement by holding joint nuclear training missions with NATO allies that don’t possess such weapons. Using ships and airfields as well as training crews from non-nuclear states from the North Atlantic Treaty Organization in such exercises is “in direct contradiction to the letter and spirit” of the Nuclear Non-Proliferation Treaty, or NPT, ministry spokesman Alexander Lukashevich said in a statement on its website. “There can be only one solution,” Lukashevich said. Russia is calling for “the return of all nonstrategic nuclear weapons” to U.S. territory as well as “a ban on stationing them abroad, elimination of infrastructure for their rapid deployment, and denial of training for the preparation and use of nuclear weapons” by the militaries of non-nuclear states.

The head of the International Atomic Energy Agency said that Iran has failed to provide the information or access needed to allay the agency’s concerns about the weapons potential of the country’s nuclear program. With the deadline nearing for international talks on constraining Iran’s nuclear program, Yukiya Amano, director general of the IAEA, said in an interview that Iran has replied to just one of a dozen queries about “possible military dimensions” of past nuclear activities. Amano said that Iran has provided only “very limited” information about two other issues, while the rest have not been addressed at all. “Recently, the progress is very limited,” he said. The IAEA is the United Nations’ nuclear watchdog, and its inspections are considered a key safeguard against countries using civilian nuclear energy technology to produce weapons. Failure by Iran to comply with IAEA demands would undermine the country’s efforts to win the lifting of U.N. sanctions.

At least seven people have lost their lives in a car bomb attack in the Afghan capital city of Kabul. “The initial reports from Kabul hospitals show seven killed and 22 wounded including women and children,” AFP quoted Sayed Kabir Amiri, the head of hospitals in the capital, as saying on Wednesday. The deadly attack took place near a police station in Muradkhani district close to the presidential palace, the Defense Ministry and the Ministry of Finance. Sediq Sediqqi, a spokesman for the Interior Ministry verified the attack, saying it involved a “car full of explosives that detonated near Police District 2 headquarters.” No group or individual has claimed responsibility for the deadly attack, but such assaults bear the hallmarks of those made by Taliban militants. Afghan authorities have launched an investigation to determine the motive behind the act of violence.

The U.S. envoy to South Sudan on Wednesday urged the country’s warring factions to resume peace talks the day after lawmakers voted to extend President Salva Kiir’s term by three years. We can do what we can to help the parties to the conflict find a way out of this conflict. But the compromises need to be South Sudanese compromises,” he said. He said the best way to extend the government’s constitutional legitimacy beyond July 9 — when Kiir’s term was set to expire before the extension — “is through a peace agreement that would establish a transitional government of national unity.” South Sudan has been at war since December 2013 as government forces try to put down a rebellion led by Kiir’s former deputy, Riek Machar.

Headline:  Tunisia closes airspace to western Libya for security reasons

Tunisia has again closed its airspace for flights from western Libya, an official said on Tuesday, just days after allowing Libyan planes from Tripoli back for the first time in around six months. “We’ve suspended temporarily again Libya flights for security reasons,” the transport ministry official said, without elaborating. The moves come after militants killed 20 foreign tourists in an attack on the national museum in Tunis last week. Tunisian officials say the two gunmen had been trained at a jihadist camp in Libya, where Islamic State has made inroads. Tunisia is worried violence will spill over from Libya, where two rival governments fight for control four years after the ousting of Muammar Gaddafi. Libyan airlines had been allowed only since last week to resume flights to Tunis from Tripoli and other airports in western Libya outside the control of the official government. The internationally recognized administration has been based in the east since losing control of Tripoli in August when an armed group seized the capital and parts of western Libya.

Headline:  German parliament to vote on Palestine recognition

The German parliament is set to vote on the recognition of a Palestinian state. A resolution proposed by Die Linke, a far-left opposition party, calls on the government in Berlin to “immediately recognize the State of Palestine in the 1967 borders” and to promote its full membership in the United Nations. No date has yet been set for a vote. Die Linke, which holds only 64 seats out of 631 in the Bundestag, is known to be extremely critical of Israeli policies, and its proposal on Palestine is therefore unlikely to attain the required majority, several experts on German politics said. Chancellor Angela Merkel, who heads the center-right CDU party — by far the largest faction in the Bundestag — opposes unilateral steps toward Palestinian statehood. If the German parliament were to adopt the resolution calling for the recognition of Palestine it would constitute a success, however symbolic, for the Palestinian cause, since Berlin is traditionally one of Israel’s staunchest defenders on the international stage, second only to the United States. German and Israeli officials declined to discuss the matter on the record.

Headline: Turkish military clashes with Kurdish militants in southeast

The Turkish military exchanged fire with Kurdish rebels in southeast Turkey Wednesday in a rare violation of a two-year old cease-fire, part of a peace process between the militants and Ankara. The clash occurred four days after jailed Kurdistan Workers Party (PKK) leader Abdullah Ocalan said the group’s 30-year insurgency against Turkey had become “unsustainable” and urged it to hold a congress on laying down its weapons. The Turkish armed forces fired artillery and mortar shells at PKK positions in the Daglica area of Hakkari province near the Iraqi border in retaliation for the PKK firing three mortar shells, the general staff said in a statement on its website. It said the guerrillas then opened fire with machine guns on Turkish troops, but there were no reports of casualties. “Our elements in the region immediately returned fire at the terrorist shooting,” the statement said, adding that security measures at its bases in the region were subsequently tightened.

Hundreds of civilians, including many children, have been abducted and are being used as human shields by Boko Haram extremists, a top Nigerian official confirmed Wednesday. Several hundred people were taken captive by the Islamic militants as they retreated earlier this month from Damasak in northeastern Nigeria, Mike Omeri, the Nigerian spokesman for the fight against Boko Haram, told Associated Press on Wednesday. He said he could not specify how many were taken captive but local reports say as many as 500 people were seized. When troops from Chad and Niger advanced toward Damasak, Boko Haram began taking captives, said Omeri. “Boko Haram … rushed to primary schools they took children and adults that they are using as shields to protect themselves from the menacing advance of troops,” said Omeri. “They are being used as shields by Boko Haram.” Damasak, near the border with Niger, was recaptured from Boko Haram on March 16. The mass abduction happened as the extremists were fleeing the advancing troops and information about the seizures of civilians has only been confirmed now.

The fall of Aden to the rebels, known as Houthis, would give the insurgents control of both the capital, Sanaa, and the country’s main sea gateway. It also could mark the end of Hadi’s bid to cling to power, and the beginning of a fiefdom-versus-fiefdom civil war in a country once hailed as a critical front in the U.S.-led war against al-Qaeda. Senior security officials told The Washington Post that Hadi had left his stronghold in Aden, where his government sought a foothold after being driven from the capital, Sanaa, by the Houthis.

Arab Foreign ministers will discuss on Friday a Yemeni request for military intervention against the Iranian-backed Shiite Houthi rebels, Ahmed Ben Heli, the Arab League’s deputy secretary general said. Ben Heli said Yemeni Foreign Minister Riad Yassin had asked the Arab League to intervene militarily to stop the Houthi advance and the organization will discuss the matter on Friday. Depicting the Houthis as a proxy of Shiite Iran, a rival to Sunni Gulf countries, Yassin warned of Iranian “takeover” of Yemen. The Houthis deny they are backed by Iran. Yassin denied reports that President Abd-Rabbo Mansour Hadi had left Aden as Houthi rebels advanced on the city, where the president was taking refuge after fleeing the capital Sanaa. A warplane on Wednesday targeted a district in Aden housing the presidential compound, a presidential security official told AFP.

Indonesian terrorists believed to have returned from fighting with the Islamic State (ISIS) group in Syria are suspected of being behind an attempted chlorine bomb attack in a shopping mall last month, police said Wednesday. The homemade device – made up of several bottles and a detonator – was discovered in the mall south of Jakarta after it failed to go off properly. Police said it was the first such attack ever attempted in Indonesia. National Police Inspector General, Tito Karnavian, said the use of the chlorine resembled tactics employed by ISIS jihadists, who have taken over a vast swath of territory in Syria and Iraq. “It really surprised us,” said the former commander of the police’s elite counter-terror unit. “This is a signature of ISIS,” he added, referring to the jihadists by an alternative name. “It is connected to a group likely already returned from Syria.” He said police were pursuing “very good leads” into the bomb attempt but would not reveal further details. Exposure to chlorine gas causes intense irritation to the eyes, skin and airways, and can be deadly.

Greece has until Monday to show how it will follow through on reform commitments after the euro area ruled out speedy access to aid funds, three officials said following a conference call of finance ministry deputies. The euro zone’s other 18 members were adamant on Wednesday’s call that Greece needs to deliver specific plans to see any more bailout cash, the officials said. Prime Minister Alexis Tsipras needs to show that Greece can rebuild trust in its promises, they said. Finance deputies left the door open to 1.2 billion euros ($1.3 billion) that has been allocated to aid the banking system, as the deputies concluded that Greece can’t tap those funds on a technicality. As a result, Greece will have to show it will move ahead with the changes its creditors are seeking to get the bank-aid money or other bailout funds. Greece won some financial breathing room Wednesday when the European Central Bank raised the ceiling for Emergency Liquidity Assistance to Greek banks by more than 1 billion euros to more than 71 billion euros, according to two people with knowledge of the decision who asked not to be named.

Headline:  Nine countries have debt-to-GDP ratios over 300 percent; this will end disastrously

At present, there are a huge number of countries – many with very large economies – whose debt-to-GDP ratios are so far out of balance that there is virtually no way they can ever be corrected, at least in one lifetime. And every one of them have very liberal or very progressive (i.e. “socialist”) taxpayer-funded public entitlement and benefits programs. What’s more, as their population ages, there are fewer and fewer citizens in the workforce of those countries to pay the taxes necessary to fund the government’s programs. What’s more, in most if not all of the countries with absurd debt-to-GDP ratios, it is politically impossible to “reform” the government benefits programs, meaning they will remain on autopilot until the countries themselves simply run out of a) money; b) credit; or c) both. Headline: Moody’s downgrades Ukraine’s credit rating to Ca

International ratings agency Moody’s Investors Service Inc. downgraded Ukraine’s credit rating by one level from Caa3 to Ca, its second-lowest level, according to a report released here by the agency on Wednesday. The long-term outlook for Ukraine remains “negative,” it added. The rating company said that Ukraine government’s plan to restructure its Eurobonds obligations was a key reason for the downgrade, suggesting that the country’s investors will incur “substantial losses” due to the move and may loose confidence in Ukraine. The Moody’s expected that despite plans for debt restructuring, Ukraine’s government and external debt levels will remain “very high” in the near future and there is a high probability of debt default.

Headline:  Swine flu death toll in Turkey rises to 42

The Health Ministry has announced that the number of people in Turkey who have died from the H1N1 virus, also known as swine flu, has risen to 42, meaning that 12 more people have died from the disease since Monday. A written statement from the ministry on Wednesday said a total of 42 people died from swine flu in Turkey, raising fears that the H1N1 virus would claim more lives. Health Minister Mehmet Müezzinoğlu said earlier in the day that 60 percent of those who died due to the virus had pre-existing medical conditions which made them more vulnerable. One of the people who died since Monday was a man in the southwestern province of Muğla. The 58-year-old man went to a hospital complaining of coughing and a high fever and was diagnosed with swine flu. He died on Tuesday at a hospital in İzmir, where he had been sent for treatment. Many people in Turkey have become alarmed by the recent deaths from the H1N1 virus. However, although the Ministry of Health admits that swine flu cases are on the rise as a seasonal occurrence, it maintains that the situation does not amount to an epidemic.
