Headline: ‘ISIS operatives in Sinai are receiving medical treatment at Hamas hospitals in Gaza’
Islamic State terrorists in Egypt’s Sinai Peninsula have received medical treatment in Gaza Strip hospitals, Maj.-Gen. Yoav Mordechai, the coordinator of government activities in the territories, charged in an interview with online Arabic newspaper Elaph on Monday. “We have received authenticated reports that ISIS members in Sinai entered the Gaza Strip through tunnels in order to receive treatment at Hamas hospitals,” Mordechai said. The ISIS operatives are admitted to Gaza from Sinai through the same tunnels used to smuggle explosives, weapons and other goods on the orders of Hamas’s military wing, he added. Mordechai said that Hamas started allowing the ISIS members in for treatment recently in exchange for money, weapons and goods. The move is an attempt to make up for losses to Hamas’s coffers suffered due to Egypt’s policy of destroying tunnels between Sinai and Gaza, the general said.

Abbas asserted the Israeli government should ask itself “why a 13-year-old child is throwing stones and trying to hurt others?” “The answer,” he argued, “is that these kids saw what happened in Duma with the Dawabshe family and the assassination of Abu Hadir. They are fed up. Give us the rights (to al-Aqsa) and everything will calm down. ” Regarding his meeting with the families of the terrorists, Abbas said, “These are the families of martyrs. What does Israel want? That I tell them to go to hell? That is not going to happen.” He also addressed the Sudanese national who stabbed an IDF soldier in Ashkelon on Sunday, charging, “Has Israel wondered the reason why people do such things?” The PA chairman also expressed his objection to “all construction in the settlements (that) still persist in many places.” “Another question should be asked is why the government of Israel stopped the prisoner exchange in the middle of the deal? We do not have answers this non-acceptable move,” said Abbas. “It is important that I point out that we refuse to even hear of the establishment of a Palestinian state without East Jerusalem. We will not recognize the Jewish State as long as it does not respect the agreements agreed upon. They cannot force us out. For we have a state that is recognized by 137 other countries.”

US President Barack Obama has retracted on his pledge of an extra defense package to compensate Israel for the damage caused its security by the nuclear deal concluded with Iran last year. This flat refusal, reported here by debkafile’s Washington sources, confronted Israeli officials when they met last week with heads of the National Security Council at the White House. Asked to define its new requirements, Israel asked the administration for an additional $1.9 billion, which would have upped the total to $5 billion per annum for the next five years. The officials explained that Israel’s defense bill had been inflated substantially by the new perils looming from the current Middle East wars, and the windfall Iran had gained from the lifting of sanctions for its advanced ballistic missiles programs and for enhancing its allies’ aggressive capacity, especially that of Hizballah. Israel is now beset additionally by adverse Russian military operations in southern Syria and looming ISIS threats on multiple fronts, at a time that the Arab states are stuffing their armories with advanced weapons from Russia and China. The US officials explained that, because of cutbacks in US defense spending, it would not be possible to add a single dollar to Israel’s regular $3.1 billion appropriation. After notifying Prime Minister Binyamin Netanyahu and Defense Minister Moshe Ya’alon of this refusal, the Israeli delegation was advised to reduce its application to $900 million. This too was refused. The standing $3.1 billion annual US assistance program for Israel expires at the end of 2016. The negotiations taking place currently were to have covered its extension for ten years. That too is in doubt.

Clashes broke out between ISIS and Nusra Front militants on Lebanon‘s northeast border Monday following several days of relative calm, Hezbollah-affiliated media said. The War Media Center, which monitors fighting in the border Qalamoun area and other parts of Syria where Hezbollah is present, said the clashes broke out in Wadi al-Dibb, on the eastern outskirts ofLebanon‘s Arsal.
At least one fighter was killed and another one wounded, the report added. The fighting is taking place southeast of Qalaat al-Hosn, it said. Nusra and ISIS had engaged in fierce clashes on Arsal’s outskirts since late last month over a territorial dispute that left several militants dead from each group, but the fighting ended about one week ago following a truce. The LebaneseArmy has also been striking the militants with artillery fire on the outskirts of Arsal and Ras Baalbek on a nearly daily basis for more than one year. Last week, the army carried out a major operation in Arsal which it said left six ISIS militants dead. Another 16 suspected ISIS fighters were arrested in the raids, one of whom is the prime suspect in last week’s assassination of a police officer.

On Sunday, the UAE, a federation of seven states and one the Middle East’s most important economic centres, said it stands ready to supply ground troops to support and train international coalition soldiers in the war-ravaged country. Minister of State for Foreign Affairs Anwar Gargash said boots on the ground are the most effective way to fight ISIS, also known as Daesh. Mr Gargash said: “I think that this has been our position throughout, that a real campaign against Daesh has to include ground elements.” Saudi Arabia has also said it is prepared to take part in ground operations in Syria if the US-led coalition decides to go in that direction. Mr Gargash said UAE’s contribution in terms of manpower would not be particularly large but important nonetheless. The UAE’s top diplomat said: “We are not talking about a thousand troops but we are talking about troops on the ground that will lead the way, that will train, that will support … And I think our position remains the same and we will have to see how this progresses.” In response to Saudi Arabia’s and the UAE’s willingness to send troops to Syria, the Syrian government said it would put up a fight against any country that tries to invade its territory and send the aggressors home “in coffins.”

Headline: ISIS claims car bomb blast in Saudi capital
An explosion damaged a car in the Saudi capital Riyadh on Monday, the Saudi Press Agency reported, an incident ISIS said was caused by a bomb one of its members had affixed to the vehicle. A police spokesman said a citizen had reported that his car had been damaged by a blast on Monday while parked in front of his house in the city’s Al-Azizia district, according to SPA. There were no injuries. Some nearby vehicles also were damaged. In a statement released on the Telegram social messaging platform, ISIS’s Amaq news agency said the blast was caused by a “sticky bomb” attached to the vehicle of a member of the Saudi armed forces, the SITE monitoring service reported. A Saudi interior ministry spokesman was not immediately available for comment.

Saudi air defenses on Monday intercepted a Scud missile fired at Khamis Mushait city where a major airbase is located, the coalition fighting in Yemen said. The interception occurred “this morning at about three o’clock,” Brigadier General Ahmed al-Assiri, spokesman for the Saudi-led coalition, told AFP. “They are still targeting the cities,” he said. Roughly 100 kilometres (60 miles) from the Yemeni border, the King Khalid Air Base, near the city of Khamis Mushait, is at the forefront of Saudi-led air operations against Shiite Houthi militias and their allies, elite troops loyal to former president Ali Abdullah Saleh in Yemen. The Saudis have deployed Patriot missile batteries designed to counter tactical ballistic missiles, which have been fired occasionally since March when the Saudi-led coalition began air strikes in support of the Yemeni government after Iran-backed Houthi militias seized much of Yemen. Rocket fire from Yemen and border skirmishes have killed about 90 civilians and soldiers in southern Saudi Arabia since the coalition intervention began.

Syria Headline: Assad Regime Gains in Aleppo Alter Balance of Power in Northern Syria
Syrian rebels have withdrawn from three villages threatened by Russian strikes in the northern province of Aleppo that borders Turkey, allowing Kurdish fighters to overrun them, a monitor said Monday. The Syrian Observatory for Human Rights said the rebels abandoned the villages of Aqlamiyah, Deir Jamal and Mareanar on Sunday at the insistence of residents who feared their homes would be bombed. That enabled the Kurdish People’s Protection Units (YPG) to move in to seize the three villages, in another setback for the rebels only days after they lost three nearby towns to the Kurds. Aqlamiyah and Mareanar lie near the strategic Minnigh military airbase, held by rebel groups since August 2013. Opposition factions north of Syria’s second city Aleppo have been increasingly stuck “between the pincers” of YPG forces on one side and pro-government fighters on the other, a military source told AFP. After some clashes between rebels and the YPG, residents pressured rebels in some villages to hand over control to the Kurds so that Russian warplanes would not target their homes, Observatory head Rami Abdel Rahman said.

Syria Headline: Syria regime preparing major Darayya assault: report
Russian officers have been helping the Syrian regime plan a major offensive on the besieged Damascus suburb of Darayya, according to a report published Monday by Turkey’s state media. A media activists based in Darayya told the Anadolu news agency that the Syrian regime had “mobilized around 1,500 fighters, hundreds of whom are from the Shiite militias (Liwa Dhu al-Fiqar and Lebanon’s Hezbollah) to storm the town.” According to Darayya Media Office Director Hussam al-Ahmad, the operation was being supervised by Russian officers “equipped with thermal cameras and modern surveillance planes flying above the town,” which has been besieged by pro-regime forces since November 2012. He added that Syrian government troops “have begun to use modern Russian tanks that we have not been able to identify.” “Opposition forces targeted one of these tanks with five RPG rounds but failed to cause any damage.” The media activist further warned of the potential of a “huge massacre… if regime forces and their allies manage to capture [Darayya].” “Twelve thousand civilians, half of them children, live in the town.” The Syrian Observatory for Human Rights reported Friday that regime forces have now “completely surrounded the town of Darayya” in their bid to storm and capture the rebel stronghold.

Iraq Headline: Iraq deploying thousands of troops to retake Mosul
The Iraqi army is deploying thousands of soldiers to a northern base in preparation for operations to retake the Islamic State (ISIS) jihadist group’s hub of Mosul, officials said on Monday. ISIS seized Mosul in June 2014 and except for air strikes has held Iraq’s second city largely unopposed for over 18 months as the country’s security forces battled the jihadists in other areas. “Units from the Iraqi army have begun arriving to a military base near the Makhmur district to start launching initial military operations toward Mosul,” a staff brigadier general told AFP on condition of anonymity. “There are three brigades located in that base now,” and their number will eventually reach 4,500 soldiers, the officer said, adding that troops from the 15th and 16th division will take part in operations to retake Mosul. Makhmur lies around 70 kilometers (45 miles) southeast of Mosul. The initial aim is to completely sever ISIS supply lines between Mosul and areas farther south including Hawijah in Kirkuk province and areas near Baiji in Salaheddin, the officer said.

Iraqi security forces have reportedly besieged the IS-held city of Fallujah in western Iraq’s volatile Anbar province. Two IS suicide bombers killed at least 28 Iraqi security personnel during attacks in both Fallujah and Ramadi on Thursday — the same day security forces said they cleared IS fightersfrom eastern Ramadi’s Sijariya district. On Saturday, two regiments of local Sunni tribal fighters said they repelled an IS assault north of Ramadi, killing dozens of militants, while security forces reportedly killed 18 IS fightersduring clearing operations Thursday in the Albu Soda neighborhood of Saqlawiya, north of Fallujah. On Sunday, the Iraqi military said it evacuated IS-blockaded areas of the Hit district, west of Ramadi, removing more than 70 civilians, mainly women and children. The same day, Iraqi military officials said IS militants executed several civilians attempting to escape from IS-controlled areas east of Ramadi.

Kurdish Headline: ‘Me or terrorists?’ Furious Erdogan tells US to choose between Turkey and Syrian Kurds
Riled by a meeting between a US official and the Kurdish People’s Protection Units (YPG), which controls the Syrian town of Kobane, Turkish President Recep Tayyip Erdogan has told Washington to choose between Turkey and, as he put it, the “terrorists.” A delegation featuring Brett McGurk, the United States’ envoy to the coalition it leads against Islamic State (IS, formerly ISIS/ISIL), met the YPG over the last weekend in January. The YPG took full control of Kobane late last June, in what was a powerful symbol of Kurdish resistance. “He [Brett McGurk] visits Kobane at the time of the Geneva talks and is awarded a plaque by a so-called YPG general?” Erdogan told reporters on his plane while returning from a trip to Latin America and Senegal, the Beser Haber newspaper reported.
“How can we trust [you]?” Erdogan said. “Is it me who is your partner, or the terrorists in Kobane?” the Turkish president said, adding that both the PYD and the YPG are “terrorist organizations.” Ankara considers them to be part of the PKK, banned in Turkey as a terrorist group.

At least nine civilians and 16 rebel fighters have been killed as security forces battle militants of the Kurdistan Workers Party (PKK) in Turkey’s mainly Kurdish southeast, the army and the region’s main political party said on Monday. Ten of the 16 rebels killed on Sunday were in Cizre and six were in Sur, the military said on its website, adding that this brought the militants’ total death toll in the two places to 749 since December. A plainclothes police officer was also gunned down on Monday in the town of Yuksekova near the Iraqi border, media reported. In the center of Istanbul, Turkey’s largest city, police used water cannon and tear gas on Monday to break up a protest against the Cizre operations, witnesses said. Several people were detained, Dogan News Agency said. The protest in Istanbul occurred after the HDP called for a march near Taksim Square, the city’s tourism and transportation hub, to draw attention to the situation in Cizre, Dogan said.

Moscow said it has reason to suspect that Turkey is planning a military incursion into Syria. The Russian Defense Ministry said it has observed “a growing number of signs of hidden preparation of the Turkish armed forces for active actions on the territory of Syria.” Ankara responded by saying it has the right to protect its security and accused Russia of diverting attention from its own “crimes” in Syria. “They are simply diverting attention from their attacks on civilians as a country already invading Syria. Turkey has all the rights to take any measures to protect its own security,” said a senior official in Turkish Prime Minister Ahmet Davutoglu’s office. The Syrian army advanced toward the Turkish border on Monday in a major offensive backed by Russia and Iran that rebels say now threatens the future of their nearly five-year-old insurrection against President Bashar al-Assad. The Syrian military and its allies were almost five km (3 miles) from the rebel-held town of Tal Rafaat, which has brought them to around 25 km (16 miles) from the Turkish border, the rebels, residents and a conflict monitor said. The assault around the city of Aleppo in northern Syria has prompted tens of thousands to flee toward Turkey, already sheltering more than 2.5 million Syrians. In the last two days escalating Russian bombardment of towns northwest of Aleppo, Anadan and Haritan, brought several thousand more, according to a resident in the town of Azaz. In the face of the aerial onslaught, the United Nations estimated that 31,000 had been “newly displaced” from Aleppo, Anadan and areas of the country controlled by Islamic State, mostly women and children.

Iran wants to recover tens of billions of dollars it is owed by India and other buyers of its oil in euros and is billing new crude sales in euros, too, looking to reduce its dependence on the U.S. dollar following last month’s sanctions relief. A source at state-owned National Iranian Oil Co (NIOC) told Reuters that Iran will charge in euros for its recently signed oil contracts with firms including French oil and gas major Total, Spanish refiner Cepsa and Litasco, the trading arm of Russia’s Lukoil. “In our invoices we mention a clause that buyers of our oil will have to pay in euros, considering the exchange rate versus the dollar around the time of delivery,” the NIOC source said. Lukoil and Total declined to comment, while Cepsa did not respond to a request for comment. Iran has also told its trading partners who owe it billions of dollars that it wants to be paid in euros rather than U.S. dollars, said the person, who has direct knowledge of the matter. Iran was allowed to recover some of the funds frozen under U.S.-led sanctions in currencies other than dollars, such as the Omani rial and UAE dhiram. Switching oil sales to euros makes sense as Europe is now one of Iran’s biggest trading partners.

Two suicide bombers targeting Afghan government and military employees killed at least nine people on Monday and wounded 23, officials said. Six civilians died and nine were injured in a blast outside a bakery shop in Yahyakhil district of Paktika province, an area near Afghanistan’s eastern border with Pakistan, district governor Musa Khan Kharuti said. The suicide bomber apparently targeted police and government employees buying bread, a provincial police official said. There was no immediate claim of responsibility. Earlier in the day, three people were killed in an attack on a bus carrying Afghan army personnel in Dehdadi district, not far from the Balkh provincial capital of Mazar-i-Sharif in northern Afghanistan, the Ministry of Defence said. The ministry put the number of wounded at eight, while Munir Ahmad Farhad, a spokesman for the Balkh provincial governor, said that 14, including three women, had been injured. The bomber detonated a suicide vest near the bus as it was carrying members of the army’s 209th Shaheen Corps, and all of the reported casualties were army employees, Farhad said. The Taliban claimed responsibility for the attack on the military bus in a statement released online.

Headline: Tunisia builds anti-terror barrier along Libya border
Tunisia says it has completed the first part of a 200km (125-mile) barrier along its border with Libya, designed to deter terrorism. The barrier is made of sand banks and water trenches. It was announced last summer after 38 people were killed on a beach by a gunman said to have trained in Libya. Tunisia’s defence minister said the second phase of the project would involve installing electronic equipment with the help of Germany and the US. In Birmingham about 250 supporters of pan-European anti-immigration group PEGIDA faced about 60 pro-refugee demonstrators. PEGIDA supporters carried placards with slogans including ‘Rape Culture is being Imported’ and ‘We will not stay silent as women are raped’. The far-right group even claimed that 100,000 Britons will be marching alongside them “by the end of the year”. PEGIDA leader Paul Weston said: “The next meeting we have is going to be double or treble the numbers. “By the end of this year, and I’m been quite serious, I want to see 100,000 decent people on the street”. Police in Birmingham were also forced to defend the number of officers deployed to the scene in Birmingham, with some protestors calling the response an “overreaction”. A 39-year-old man was arrested at the rally for a public order offence. The mile-long “silent march” in Birmingham was pushed out into the outskirts amid the heavy police deployment. Headline: UN Security Council calls emergency meeting after North Korea rocket launch
World leaders have united in anger at North Korea with a promise to hit the rogue state with harsh sanctions after it successfully fired what it claimed to be a satellite into space. Concerns were raised that the launch could have been a ballistic missile rather than a satellite. The Kremlin strongly condemned on Monday North Korea’s latest rocket launch, calling it a violation of the international law. Commenting on reports that Russian components had been used in the rocket launch by North Korea, Kremlin spokesman Dmitry Peskov said: “This is rather a technological question.” He did not elaborate. “Our attitude to this launch … was unambiguously displayed in the full unity of the (United Nations) Security Council,” Peskov told journalists in a conference call. The US and South Korea said formal talks have begun about the deployment of the advance missile defence system which would protect the country from Pyongyang. European banks have been caught in a perfect storm of market turmoil, lately. Lackluster profits and negative interest rates, have prompted investors to dump shares in the sector that was touted as one of the best investment ideas just a few months ago. The region’s banking gauge, the Stoxx Europe 600 Banks Index FX7, -5.59% has logged six straight weeks of declines, its longest weekly losing stretch since 2008, when banks booked 10 weeks of losses, beginning in May, according to FactSet data. “The current environment for European banks is very, very bad. Over a full business cycle, I think it’s very questionable whether banks on average are able to cover their cost of equity. And as a result that makes it an unattractive investment for long-term investors,” warned Peter Garnry, head of equity strategy at Saxo Bank. The doom-and-gloom outlook for banks comes as the stock market has had an ominous start to the year.

A global recession is on the way. This truism of economics holds at any point in which the world is not in the grips of a contraction. The real question is always when and how deep the upcoming downturn will be. “The crash will come, but it would be nice if it came two years from now”, Thomas Thygesen, head of economics at SEB told over 200 commodity investors and analysts in London last month. His audience was rapt with unusual attention. They could be forgiven for thinking the slump had not already arrived. Commodity prices have crashed by two thirds since their peaks in 2014. Oil has borne the brunt of the sell-off, suffering the worst price collapse in modern history. Brent crude has fallen from $115 a barrel in the summer of 2014, to just $27.70 in mid-January. Major oil price falls have a number of historical precedents. Today’s glutted oil market is often compared to the crash of 1986, the last major episode over global over-supply. Back in the late 90s, a barrel of Brent crude fell to as low as $10 in the wake of the Asian financial crisis. But is the current oil price collapse really like anything the world economy has ever experienced? For many market watchers, a confluence of factors – led by oil, but encompassing China, the emerging world, and financial markets – are all brewing to create a perfect storm in a global economy that has barely come to terms with the Great Recession. “We are in a very unusual situation where market sentiment is of a different nature to anything we’ve seen before,” says Thygesen. Unlike previous pre-recessionary eras, the current sell-off has seen commodity prices, equities and credit conditions all move in dangerous lockstep.

The figures released in a UN report describe some of the worst conditions yet in more than two years of a civil war marked by atrocities and accusations of war crimes, including the blockading of food supplies. Conditions are “escalating”, the UN said, with already over 2.8 million people needing aid, almost a quarter of the country. “Nearly 25 percent of the country’s population remain in urgent need of food assistance, and at least 40,000 people are on the brink of catastrophe,” the UN’s Food and Agriculture Organization (FAO), the UN children’s agency UNICEF and the World Food Programme (WFP) said in a joint statement. “Families have been doing everything they can to survive, but they are now running out of options,” said UNICEF country chief Jonathan Veitch. “Many of the areas where the needs are greatest are out of reach because of the security situation. It is crucial that we are given unrestricted access now.” The warning comes three months after the last UN-backed specialised hunger assessment, the Integrated Food Security Phase Classification (IPC) report.
