Headline:  Report: Swiss court orders Israel to pay Iran $1.1 billion in oil pipeline dispute

An Israeli oil company, the Eilat Ashkelon Pipeline Company, has been ordered to pay $1.1 billion in compensation to Iran by a Swiss court, the official Iranian news agency IRNA reported on Wednesday. In response, Israel clarified that it will not pay the debt to the Iranians. “Without referring to the matter at hand, we’ll note that according to the Trading with the Enemy Act it is forbidden to transfer money to the enemy, including the Iranian national oil company,” the Finance Ministry statement said. The compensation ruling follows a long-running legal battle between the two countries over the revenues from an oil pipeline joint venture that dates back to before the Islamic Revolution. IRNA cited an “informed source” at Iran’s Presidential Center for Legal Affairs for its information about the court’s ruling. The joint venture between the two countries, which began under the Shah of Iran in 1968, was a project for selling Iranian oil to Europe via Israel. The oil was shipped from Iran to Eilat and then transported to the Mediterranean seaport of Ashkelon via the newly constructed Trans-Israel Pipeline. The jointly-owned pipeline was effectively nationalized by Israel after the 1979 Islamic Revolution, after which Iran turned from being Israel’s ally to its enemy, and Iran’s assets were expropriated.

The Lebanese Army pounded jihadi hideouts on the outskirts of Arsal Tuesday, as fresh clashes erupted in the area between ISIS and Al-Qaeda’s Nusra Front. A security source told The Daily Star that Army units located in the northeast region of Wadi Rafeq shelled jihadi positions deep in the outskirts, which comprise an area of around 400 square kilometers. Large numbers of ISIS and Nusra militants operate in the area, which is connected to the Qalamoun hills where Hezbollah and the Syrian army have been carrying out a military campaign against jihadis for two weeks. The source said that Nusra and ISIS fighters engaged in sporadic clashes Tuesday, following similar fighting the previous day. Tensions between the jihadi rivals have soared in recent weeks, with the Nusra Front-led Army of Conquest declaring last week that it would “eradicate ISIS” from the region for harassing and attacking other Syrian rebel groups. On Monday, Hezbollah and Syrian troops pushed further into Qalamoun from south of the outskirts of Arsal, prompting the militants to flee north.

Syria Headline:   Shell kills teacher, wounds 23 students in Damascus school

The Russian embassy in the Syrian capital of Damascus was shelled on Tuesday, with Moscow stating that it considers the attack on its diplomatic mission an act of terror. Two mortar rounds landed on the premises of the Russian Embassy in the afternoon, “one of them fell near the main entrance, the other hit an administrative building,” Asiya Turuchiyeva embassy’s spokeswoman, told RIA Novosti. There were no fatalities or injuries as a result of the mortar attack as it happened during the lunch break, the spokeswoman added. According to the Russian Foreign Ministry, the shells were fired from the Jobar district of Damascus, which is controlled by “illegal armed groups.” “We treat the incident as terrorist act, aimed against the Russian Embassy. We strongly condemn its perpetrators, organizers and instigators. We reaffirm our solidarity with the Syrian authorities in their efforts to combat the terrorist threat in the territory of Syria,” Aleksandr Lukashevich, Russian Foreign Ministry spokesman, said.

Syria Headline:   Syrian activists say ISIS extremists have seized almost full control of Palmyra

Syrian activists say that Islamic State extremists have seized almost full control of the ancient town of Palmyra, though it remained unclear how close to the famed archaeological site they have come. The Syrian Observatory for human rights reported that government forces collapsed in the face of IS attacks and withdrew from the town late on Wednesday. A media collective for Palmyra also says that IS was now in control of most of the town. It’s not immediately clear how close the militants are to the ruins, which are just southwest of the town.

Iraq Headline: Iraqis abandoned dozens of US-supplied vehicles in Ramadi

Iraqi troops abandoned dozens of U.S. military vehicles, including tanks, armored personnel carriers and artillery pieces when they fled Islamic State fighters in Ramadi on Sunday, the Pentagon said Tuesday. A Pentagon spokesman, Col. Steve Warren, estimated that a half dozen tanks were abandoned, a similar number of artillery pieces, a larger number of armored personnel carriers and about 100 wheeled vehicles like Humvees. He said some of the vehicles were in working condition; others were not because they had not been moved for months. This repeats a pattern in which defeated Iraq security forces have, over the past year, left behind U.S.-supplied military equipment, prompting the U.S. to destroy them in subsequent airstrikes against Islamic State forces.

Headline:   Letter from Bin Laden on Arab Spring

U.S. intelligence officials on Wednesday released a trove of documents recovered during the 2011 raid on Usama bin Laden’s compound — offering a rare window into the operations of Al Qaeda and bin Laden’s involvement in leading the network from his Pakistan hideaway. The documents include dozens of letters, some from  bin Laden himself, as well as accounting information and even what appears to be an application form for prospective Al Qaeda members. That form, which asks a series of detailed questions, includes the line: “Who should we contact in case you became a martyr?” The correspondence itself shows bin Laden continued to be engaged from his hideout and sought to direct operations. Shortly before he was killed in the May 2011 raid, a letter shows him celebrating the Arab Spring revolutions which had toppled Tunisia’s leader at that point and were mounting in several other countries.

Headline: Ukraine’s Poroshenko talks of ‘real war’ with Russia

Ukraine’s president has told the BBC his country is now in a “real war” with Russia – and that Ukrainians should prepare for a Russian offensive. Petro Poroshenko told the BBC’s Fergal Keane he did not trust his Russian counterpart, Vladimir Putin, but had no option but to negotiate with him. The Kremlin said it did not trust Mr Poroshenko either and accused Ukraine of “broken commitments”. Meanwhile Ukraine has charged two men it accuses of being Russian soldiers. Russia denies Western accusations that it has sent regular troops and armour to help rebels in eastern Ukraine. The United Nations says at least 6,000 people have been killed since fighting started in eastern Ukraine in April 2014. Mr Poroshenko said he believed Russia was preparing for “an offensive” in the summer. “I think we should be ready and I think that we do not give them any tiny chance for provocation. That will totally be their responsibility,” he said.

Headline:    Bomb outside Afghan Justice Ministry kills five, wounds dozens

A car bomb exploded in the parking lot of Afghanistan’s Ministry of Justice on Tuesday, killing at least five people and wounding dozens as civil servants in Kabul were leaving work for the day, officials said. The Taliban claimed responsibility for the third attack targeting justice system employees this month, saying the insurgents would continue to kill “slave” judges and prosecutors. The huge explosion sent black smoke billowing above the city and was strong enough to rattle windows several kilometers away in Kabul’s diplomatic district. Police said the suicide bomber detonated a car laden with explosives. Taliban spokesman Zabihullah Mujahid said the insurgents considered Afghan courts a tool of the U.S.-backed Afghan government and accused them of conspiring in mistreatment of detainees. “Based on this, the slave administration prosecutors, judges and personal of Ministry of Justice have been our target, and our attacks will continue while their cruel activities continues,” Mujahid said in an emailed statement. The Taliban had already attacked employees of Afghanistan’s justice system twice this month. It was also the fifth major attack to hit the Afghan capital in a little over two weeks, coinciding with a new insurgent offensive across the country.

South Sudan’s army has captured a key rebel enclave in the northern battleground state of Unity, the information minister said Wednesday, after an almost month-long assault marred by accusations of rampant human rights abuses. “Leer is fully controlled by the government — in fact the whole of Unity State is now under the government,” Information Minister Michael Makuei told AFP. The government assault that began late April is one of the heaviest offensives in the 17-month long civil war and has cut off over 650,000 people from aid, with gunmen raping, torching towns and looting relief supplies, according to the United Nations and aid agencies. Soldiers have been pushing south from the government-held town of Bentiu, state capital of Unity state, towards the town of Leer. There was no confirmation from rebel forces that the town had been taken. Fighting in South Sudan broke out in December 2013 when President Salva Kiir accused his former deputy Riek Machar of attempting a coup, setting off a cycle of retaliatory killings across the country.

Headline: Libya Islamists battle IS jihadists near Sirte

One person was killed and seven were wounded on Tuesday in a suicide bombing claimed by Islamic State militants in the eastern Libyan town of Qubbah, a security official said. In response, war planes loyal to Libya’s official government bombed positions west of the city of Derna near Qubbah, where Islamic State has a large presence, a military source said. Islamic State has exploited a security vacuum in Libya, four years after the overthrow of Muammar Gaddafi, as rival governments compete for power. The militants have claimed several high-profile attacks on foreigners in Libya this year, including an assault on the Corinthia Hotel in Tripoli and the killing of dozens of Egyptian and Ethiopian Christians. A car packed with explosives hit a checkpoint in the east of Qubbah, a small town, a security official said. Islamic State militants claimed responsibility for the attack in a message on Twitter, saying a fighter from Derna had killed and wounded several people.

Four towns in Tunisia’s main phosphate-producing region began a general strike on Wednesday to protest against unemployment, as figures showed industrial activity fell sharply in early 2015. Hundreds of people took to the streets of Metlaoui, Om Lrayes, Mdhila and Redayef in the North African country’s southern “mining basin”, while public institutions and most shops there were closed, residents and officials said. The southern protests are a major challenge to government efforts to revive the economy after Tunisia completed its transition to democracy following the 2011 uprising that ousted autocrat Zine El-Abidine Ben Ali. Tunisia’s state-run Gafsa Phosphate had already suspended production after sit-in protests by unemployed youths demanding work halted deliveries at the start of the month. Phosphate exports are one of Tunisia’s main hard currency earners. “The strike in Redayef and other towns is to draw attention to the bad conditions in the region, the unemployment, despite the phosphate riches there,” said union leader Ali Jdidi. “People want jobs more than anything.” Prime Minister Habib Essid, who leads a coalition government between secular and Islamist parties, announced a package of development projects for the region on Friday, including roads and a hospital. But protesters said it was not enough.

Headline: Algerian troops kill more militants in major assault, 25 dead in total

Algerian security forces killed three militants east of the capital on the second day of a major offensive, the defence ministry said Wednesday, bringing to 25 the total number of insurgents shot dead. The ministry said late Tuesday the army had killed 22 fighters in Bouira province in a region that was an Islamist militant stronghold during a 1990s civil war that left 200,000 people dead. Fighters allied with both Al-Qaeda in the Islamic Maghreb and ISIS operate in Algeria, mostly in mountainous northern areas, but militant attacks have been rare since the war with Islamist insurgents mostly came to an end in 2000. The military has given no details or mentioned the affiliation of the fighters involved. But security sources Tuesday said the strike was against members of the Caliphate Soldiers, an Al-Qaeda splinter faction that had declared allegiance with ISIS militants who control territory in Iraq and Syria.

Headline: Soldier Fatally Shot in Latest Burundi Protests

One soldier was shot dead in Burundi’s capital Wednesday as police clashed with protesters demanding that President Pierre Nkurunziza not run for a third term. A Burundian army captain told The Associated Press the soldier was with troops who were trying to stop the police from firing at stone-throwing demonstrators. The clash occurred as Nkurunziza signed a decree delaying parliamentary and local elections until June 5. There is no word on whether the commission will delay the presidential election scheduled for June 26. African leaders have called on the president to postpone the election because of mounting unrest. At least 20 people have died in three weeks of clashes between security forces and protesters. Authorities put down a coup attempt against Nkurunziza last week. The attempt was launched while the president was in Tanzania for a regional conference on Burundi’s political situation.

A bloody confrontation this month between Macedonian police and Albanian Muslims has touched off widespread protests and threatens to ignite a geopolitical powder keg whose effects could be felt well beyond the impoverished Balkan nation, warn analysts. More than 20 people, including eight police officers, were killed in the May 9 police raid and ensuing riots in the northern city of Kumanovo’s ethnic Albanian neighborhoods, where Skopje officials say Muslim groups are training terrorists and seeking to secede. On Sunday, tens of thousands of protesters waving Macedonian and Albanian flags marched in Skopje in a powerful show of ethnic unity against a reeling and scandal-scarred government. Experts say the raid and ensuing protests could imperil the regime of Macedonian Prime Minister Nikola Gruevski. “If the conflict escalates in Macedonia, it could produce a domino effect, transferred to the Balkans, or the other former Yugoslav republics in which the security situation is bad,” said Ivan Babanovski, a former Macedonian intelligence officer and a professor at Skopje’s Faculty of Security. World powers — including the U.S., Europe, Russia and Turkey — are monitoring the complex situation closely, issuing warnings and pointing fingers. Russia, thwarted repeatedly by the West in its bid to pipe natural gas to Europe, has settled on the so-called “Turkish Stream,” a route that passes through Turkey and Macedonia. Moscow suspects the U.S. and Europe, opposed to its plans to supply energy to Europe, is fomenting unrest in a bid to change the Russia-friendly regime of Gruevski and scuttle the pipeline. The U.S. has been lobbying Greece to support an alternative pipeline project that would receive gas from Azerbaijan rather than Russia. Russian leaders, as well as Turkish President Recep Tayyip Erdogan, say Macedonia’s Albanian Muslims are being used in a bid to undermine the pro-pipeline government in Skopje. Erdogan warned that heavy-handedness in putting down protests could lead to more regional religious conflict.

Saudi-led airstrikes hit Sanaa on Tuesday, targeting arms depots belonging to Houthis and militias allied to deposed President Ali Abdullah Saleh. The strikes also targeted the palace of the former leader’s son, Ahmad Ali Saleh, Al Arabiya News reported. The strikes are the first to hit the capital after a five-day cease-fire ended late on Sunday, although military operations resumed earlier on Monday in northern Saada province and in the southern city of Aden. Meanwhile, Iran will allow the United Nations to inspect a Yemen-bound aid ship at the regional U.N. hub in Djibouti, Tehran’s deputy foreign minister was quoted as saying on Wednesday, offering a chance to avert a showdown with Saudi-led forces. Earlier in the day, the Iran Shahed’s captain had said the ship was due to enter the Bab al-Mandeb strait linking the Gulf of Aden to the Red Sea, bypassing Djibouti on the Horn of Africa and heading for the Yemeni port of Hodaida. “We have decided to dock our ship in Djibouti so the United Nations inspection protocol can take place,” Hossein Amir Abdollahian was quoted as saying by the ISNA news agency.

Headline: Deposit freezes at Greek banks ‘likely’ – Moody’s

There is a “high likelihood” that capital controls and deposit freezes will have to be imposed on Greek banks, according to rating agency Moody’s, as it estimates that more than €30bn has been withdrawn from the cash-strapped country’s banking sector over the last five months. Customers have rushed to withdraw their money during the latest torturous episode in Greece’s long-running debt saga and Moody’s believes that around 18 per cent of total deposits in Greek banks have been withdrawn over the last five months. Downgrading its outlook for Greek banks to “negative” from “stable”, Moody’s said this pressure on the banking sector is “unlikely to ease over the next 12-18 months” and “acute” funding pressures will persist.

Headline:  32 States Face Fiscal Crisis

Six years after the recession ended, many U.S. states are hard pressed to balance budgets because of a sluggish recovery and their own policy decisions. The fiscal fragility raises questions about how they will weather the next economic downturn. A majority of states are making cuts, tapping reserves or facing shortfalls despite an improving national economy and stock markets at record levels, according to Standard & Poors and the Nelson A. Rockefeller Institute of Government. State revenue hasn’t rebounded to a prerecession peak adjusted for inflation, and other factors are putting pressure on budgets. Alaska, Oklahoma and energy-producing states saw receipts fall with global oil prices. Kansas overestimated revenue after tax cuts, while New Jersey faces a shortfall thanks to unfunded pensions. Even some Republican governors have championed tax increases to avoid further diminishing services curtailed during the 18-month recession, the deepest downturn since the Great Depression. “The extent of the weakness is really impressive,” said Donald Boyd, who tracks state finances at the Rockefeller Institute in Albany, New York. “There’s a lot of pressure on governors and legislators.” Thirty-two states faced budget gaps in fiscal 2015 or 2016 or both, according to an April 27 report by Standard & Poors. The fiscal year ends June 30 in all but four states.

Headline: South Korea reports first case of MERS virus; patient stable

South Korean health officials on Wednesday confirmed the country’s first case of Middle East Respiratory Syndrome (MERS) in a patient who recently returned from Bahrain and is in stable condition after being treated for a high fever and cough. The 68-year-old man was in Bahrain from April 18 through to May 3 and was engaged in farming-related business, South Korea’s health ministry said in a statement. He returned to South Korea on May 4 through Qatar, it said. The patient’s wife who nursed him also has a minor respiratory symptom and the results of tests on her would be available on Thursday, Kim Young-taek, a director at the Korea Centers for Disease Control and Prevention, told Reuters by telephone. “There is no possibility of the disease spreading to ordinary people although it is possible to have additional cases among those who contacted the patient and have been isolated,” Kim said. First identified in humans in 2012, MERS is caused by a coronavirus, from the same family as the one that caused a deadly outbreak of Severe Acute Respiratory Syndrome (SARS) in China in 2003. There is no cure or vaccine.

Headline: China Advances Ballistic Missile Capability

China is making some of its missiles more powerful, as it asserts its sovereignty over disputed waterways in the South and East China. A U.S. Defense Department report says China is upgrading its missile capabilities through placing multiple miniaturized nuclear warheads on ballistic missiles. China has had the capability to do this since the 1990s, and its recent move to make some of its missiles more powerful has raised concerns of a regional arms race in Asia. “This is one of the nasty indirect effects of nuclear weapons modernization, that it has a tendency to trigger these action/reaction patterns in future modernizations,” explained Hans Kristensen, director of the Nuclear Information Project at the Federation of American Scientists.  “So one has to be really careful. When you ask any of these countries, none of it is very dramatic, and none of it has very significant importance, but it adds up over time.” According to the Pentagon, China re-engineered DF-5 missiles, of which it has 20 throughout the country. Equipping the missiles with multiple warheads makes them harder to intercept. China now has the ability to launch more than 40 warheads on the United States, and its increase in military capabilities has raised doubts of China’s claim that its military spending is meant only for defense.

Headline:  Tornadoes Strike Texas, Oklahoma: At Least 2 Injured in North Texas; Homes, Businesses Damaged

Damaging storms swept across Texas and Oklahoma Tuesday, spawning more than two dozen reported tornadoes in the two states. Flash flooding also disrupted road travel in parts of the region. According to the Storm Prediction Center, 27 reported tornadoes were spotted from Tuesday through early Wednesday morning. These reports will need to be surveyed and confirmed; crews from the National Weather Service will review the damage and determine how many tornadoes were actually in progress during this event. The greatest concentration of tornadoes was in north Texas and southern Oklahoma, in a region generally northwest of Fort Worth and southwest of Oklahoma City. One of those tornadoes struck Mineral Wells, Texas, Tuesday evening before sunset with reports of a roof collapse of a vacated bank building downtown. Photos from the scene showed damage to some awnings downtown, and large tree limbs were snapped in parts of the city. After a storm survey, the NWS gave the tornado a preliminary rating of EF1.
