6.2 magnitude quake hits Papua New Guinea
A 6.2-magnitude earthquake occurred in the New Britain Region, Papua New Guinea at 11.00am Beijing time (0300 GMT) on Monday, the Hong Kong Observatory said.
The epicenter was near 4.2 degrees south latitude and 152.1 degrees east longitude, about 790 kilometers northeast of Port Moresby, the capital of Papua New Guinea, said the observatory.
In an earlier bulletin from the US Geological Survey, the magnitude of the quake was put at 5.9 and the depth at 198.87 km.

Jewish Third Temple is going to be rebuilt
Headline: Holy Altar constructed for 3rd Jewish Temple
The Temple Institute in Jerusalem has announced that it has finished building an altar suitable for the Temple service. The altar, which took several years to build, can be operational at little more than a moment’s notice, reported Matzav Haruach magazine. The Temple Institute is committed to preparing all the necessary clothing and tools for the rebuilt Holy Temple in Jerusalem. In addition, the institute operates an educational center for visitors and a preparatory training program for members of the priestly family who wish to be ready to serve as soon as the Temple is rebuilt. The altar is a central component to the Biblical sacrificial service. In fact, there were separate altars for the incense and for other sacrifices. The larger altar sat in the outer courtyard of the Tabernacle, and later the Temple. It was approximately five meters (16 feet) tall and 16 meters (52.5 feet) wide, with four “horns”, or raised corners, and a ramp. The altar prepared by the Temple Institute, under the direction of architect Rabbi Shmuel Balsam, follows this requirement. It is constructed instead from bricks fired at roughly 1,000 degrees Celsius (1,832 degrees Fahrenheit), to withstand the immense heat of the Temple’s eternal flame and the weight of the sacrificial animals. Its measurements conform to the interpretation of Maimonides. What makes the altar so unique is that it can be disassembled and reassembled easily, allowing it to be transported quickly and efficiently from its current location, on display at the institute, to the Temple Mount when the time comes. It was inaugurated in December 2014 and is now ready for use.

Headline: IAF jets scrambled in North after Syrian warplanes spotted near Lebanon border
Israel Air Force fighter jets were scrambled in the skies over the North on Saturday morning after higher-than-usual movement of Syrian aircraft was detected near the Syrian-Lebanese border. The government of President Bashar Assad has used aircraft in its efforts to quell a rebellion launched by a coalition of secular and religious Sunnis seeking to install a new regime in Damascus. Israeli warplanes often fly sorties over southern Lebanon. Lebanese press has been known to report that Israeli air force jets are visible in the Beka’a valley.
The IAF flyovers come against the backdrop of increasing tensions between Israel and Hezbollah following last week’s attack in the Golan Heights against a convoy of Hezbollah and Iranian military personnel.

Headline: Netanyahu says no Palestinian state if re-elected
Prime Minister Benjamin Netanyahu, trailing in opinion polls, told Israeli voters on Monday that a Palestinian state will not be established if he is reelected and promised that he would build thousands of settler homes in Arab east Jerusalem. In an interview published Monday, Netanyahu told the daily Maariv newspaper that withdrawing from occupied areas to make way for a Palestinian state would only ensure that territory will be taken over by Islamic extremists. When asked if that means a Palestinian state will not be established if he is elected, Netanyahu said “indeed.” In a separate occasion, while speaking on a whistle-stop tour of Har Homa, a contentious settlement neighborhood of annexed east Jerusalem, Netanyahu vowed he would never allow the Palestinians to establish a capital in the city’s eastern sector. “I won’t let that happen. My friends and I in Likud will preserve the unity of Jerusalem,” he said of his ruling rightwing party, vowing to prevent any future division of the city by building thousands of new settler homes. “We will continue to build in Jerusalem, we will add thousands of housing units, and in the face of all the (international) pressure, we will persist and continue to develop our eternal capital,” he added.

Headline: US shuts down Saudi embassy amid security fears
The US embassy in the Saudi capital Riyadh has cancelled all consular services for Sunday and Monday due to “heightened security concerns”. In a statement, the embassy said consular services in Riyadh, Jeddah and Dhahran would not be available. It urged US citizens to take extra precautions when travelling in Saudi Arabia and to keep a low profile. On Friday, the embassy warned that Western oil workers could be the target of militant attacks. It said it had information that “individuals associated with a terrorist organisation” could be targeting people working in the oil-rich Eastern Province.

Headline: Saudis Say: Whatever Iran Gets, We Want the Same
A senior Saudi prince told the BBC Monday that if Iran is granted the right to enrich uranium – Saudi Arabia will demand the same right. “I’ve always said whatever comes out of these talks, we will want the same,” said Prince Turki al-Faisal, who has previously served as head of Saudi intelligence and Riyadh’s ambassador to Washington and London. While he is no longer a government official, al-Faisal’s words are widely understood as representing the views of the Al Saud ruling family. “So if Iran has the ability to enrich uranium to whatever level, it’s not just Saudi Arabia that’s going to ask for that,” stated. “The whole world will be an open door to go that route without any inhibition, and that’s my main objection to this P5+1 [the six world powers] process.” US Secretary of state John Kerry and his Iranian counterpart, Mohammad Javad Zarif, have resumed nuclear talks in the Swiss city of Lausanne to try to narrow the gaps before a March 31 deadline set for a framework agreement on Iran’s nuclear program, and a June 30 deadline for a final accord.

Headline: Egypt unveils plans to build new capital east of Cairo
The Egyptian government has announced plans to build a new capital to the east of the present one, Cairo. Housing Minister Mostafa Madbouly said the project would cost $45bn (£30bn) and take five to seven years to complete. He said the aim was to ease congestion and overpopulation in Cairo over the next 40 years. The announcement was made at an investment conference that aims to revive the Egyptian economy. The gathering, in the Red Sea resort of Sharm el-Sheikh, has attracted pledges worth $12bn (£8bn) in aid and investment from Kuwait, Saudi Arabia and the United Arab Emirates. Mr Madbouly said the population of greater Cairo, estimated at about 18 million, was expected to double within 40 years. The Egyptian parliament and its government departments and ministries, as well as foreign embassies, would move to the new metropolis, he said. “We are talking about a world capital,” he added.

Syria Headline: Regime forces hit Damascus countryside, 20 civilians reported dead
At least 20 people were killed and hundreds others wounded on Sunday after pro-Syrian regime warplanes bombarded the residential neighborhoods in the city of Duma in the eastern Ghouta of Damascus, locals reported. Medical sources from field hospitals in the city reported that victims included women and children, adding that the airstrikes caused a mass destruction of several residential buildings. “Attempts to drag the dead bodies from the rubble continued,” said a member of the medical staff in Duma field hospital. “There were more than 150 wounded in critical conditions, amid a severe shortage of medical supplies due to the blockade imposed by the Syrian regime forces on the entire Eastern Ghouta,” the source told ARA News under the condition of anonymity. Speaking to ARA News in Duma, Mahmoud Fadel, a fighter in the ranks of the Army of Islam (linked to the Free Syrian Army “FSA”), said that the Syrian regime used vacuum-bombs during the airstrikes. “The regime committs massacres against civilians while the international community remains watching!”

Iraq Headline: Tikrit Offensive On Hold So Civilians Can Flee
The tomb of Iraq’s former dictator Saddam Hussein was virtually leveled in heavy clashes between the Islamic State (ISIS) group and Iraqi forces in a fight for control of the city of Tikrit, The Associated Press (AP) reported on Sunday. Fighting intensified to the north and south of Saddam Hussein’s hometown Sunday as Iraqi security forces vowed to reach the center of Tikrit within 48 hours, the news agency said. AP video from the village of Ouja, just south of Tikrit, shows all that remains of Hussein’s once-lavish tomb are the support columns that held up the roof. As well, poster-sized pictures of Saddam, which once covered the mausoleum, are now nowhere to be seen amid the mountains of concrete rubble. Instead, Shiite militia flags and photos of militia leaders mark the predominantly Sunni village, including that of Maj. Gen. Qassem Soleimani, the powerful Iranian general advising Iraqi Shiite militias on the battlefield. “This is one of the areas where ISIS militants massed the most because Saddam’s grave is here,” Captain Yasser Nu’ma, an official with the Shiite militias, was quoted as having said. “The ISIS militants’ set an ambush for us by planting bombs around” the tomb, he added.

En route to conquering the European cities of Paris and Rome, the Islamic State of Iraq and Syria says they plan to “blow up” the White House, Big Ben and the Eiffel Tower. ISIS spokesman Abu Muhammad al-Adnani detailed the terror group’s plans to conquer Portugal, Spain, Paris and Rome in an almost 30-minute audio message to the West, “So They Kill And Are Killed,” which references a Koran verse. “We won the day Europe and U.S. dreamt of reclaiming Tal Hamis, Mosul, Sinjar, Tikrit, Qaim, Derna, Tell Abyad, and more,” stated the ISIS mouthpiece, as transcribed by Ynet News. “We — with Allah’s help — want Paris, before Rome and Islamic Iberia and after we blow up the White House, Big Ben, and the Eiffel Tower before Paris, and Rome,” al-Adnani warned. “The Muslims will return to power, to be the vanguard and lead in every place.” The Islamic State’s al-Adnani gave Jews and Christians the ultimatum that they could either “convert to Islam or pay the ultimate price when you armies are expelled from Muhammad’s peninsula, from Jerusalem, and all Muslim lands,” Ynet news translated. He warned Christians and Jews they would soon be unable to stop the jihadi advance to the caliphate, saying, “The Jews and the Crusaders are scared and weak.”

Headline: Russia says ready to use nuclear weapons in Ukraine conflict
Russian leader Vladimir Putin, in a pre-filmed interview, has said he was ready to use nuclear weapons if the West had tried to stop him seizing Crimea. He made the comment in a documentary, “Crimea. The Path to the Motherland”, aired on Russian state TV on Sunday (15 March). When asked if he would have put his nuclear arsenal on alert, he responded: “We were ready to do that … That’s why I think no one wanted to start a world conflict”. He said he also deployed high-tech coastal defence missiles, which can be seen from space, to deter outside intervention. He added that he warned his Western counterparts he is prepared to go to war: “I spoke to colleagues and I told them that this is our historic territory, Russian people live there, they are in danger and we can’t abandon them. What do you want to fight for? You don’t know? We know. And we’re ready for that”. The film also revealed that he sent Russian special forces to the Ukrainian peninsula prior to its so-called referendum on independence, which took place on 16 March last year. His remarks are not the first instance of nuclear sabre-rattling in the crisis.

Headline: Iran confronts US at nuke talks over GOP letter
An overwhelming majority of 260 out of 290 Iranian parliament members passed a proposal designed to strengthen the regime’s policy regarding the nuclear talks with world powers, with three important clauses contained in the document. The first clause demands a removal of all sanctions against Iran that were imposed by the United Nations (UN) Security Council, as part of implementing a nuclear deal. In the second clause, the Iranian parliament called for a preservation of Iran’s nuclear infrastructure and rights to develop nuclear power according to article 4 of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Finally – and most significantly – the proposal delineates that if any of the obligations of the nuclear deal are breached, the deal will be considered null and void, and Iran will restart its uranium enrichment to the “level required by Iran’s needs.” Iran has been demanding to have 190,000 centrifuges, an amount allowing it to produce a full nuclear arsenal within weeks.

Afghanistan’s Ministry of Defense says a military operation in the country’s south has killed a militant commander who pledged allegiance to the Islamic State group. A ministry statement says Hafiz Wahidi and nine of his men were killed in the operation in Sangin district on Monday. Sangin is in the southern Helmand province, a Taliban heartland. The statement said Wahidi was the nephew and a successor to Abdul Rauf Khadim, a former Taliban commander who switched allegiance and aligned his followers with the Islamic State group, which is fighting in Iraq and Syria. Khadim, who had set up an IS recruiting network across southern Afghanistan, was killed in drone strike last month. Officials have voiced concern about the IS presence in Afghanistan though the group’s real strength here is unknown.

Fighting has been raging in Libya between Islamic State (IS) fighters and a militia alliance from the west of the country, near the city of Sirte. A spokesman for militia brigades told the BBC that two of their men had been killed in the clashes. Jihadists affiliated to Islamic State seized government buildings and a state radio station in Sirte last month. Their main base is in eastern Libya where the elected government and army have battled extremists for months. In February, a video was released appearing to show the beheadings of 21 Egyptian Christians kidnapped by IS militants in Sirte. Militia forces and the self-proclaimed government ruling western Libya deny IS has a significant presence in Libya, saying the fighters are former Gaddafi loyalists.

Headline: Germany urges major powers and Iran to seize fresh opportunity for a nuclear deal
Germany on Monday urged its international partners and Iran “to seize this opportunity” to negotiate an end to the standoff over Tehran’s nuclear program before a deadline at the end of the month. EU foreign policy chief Federica Mogherini, who is negotiating with Iran on behalf of the world’s five nuclear powers and Germany, said that “we are entering a crucial time, a crucial two weeks.” Iran says its nuclear program is aimed at generating electricity and at medical research, but many in the West fear the Islamic republic is trying to covertly build atomic weapons. A deal that has taken shape over the past 15 months could see Iran freeze its nuclear program for at least a decade in exchange for the gradual lifting of international sanctions. German Foreign Minister Frank-Walter Steinmeier said that after “more than 10 years of negotiations, we should seize this opportunity.” He will join the foreign ministers of France and Britain and Mogherini for talks in Brussels on Monday evening with their Iranian counterpart, Mohammad Javad Zarif. “There are areas where we’ve made progress, areas where we have yet to make any progress,” British Foreign Secretary Philip Hammond said. “But the fact that we’re all here talking shows the commitment on both sides to try to reach an agreement.”

Headline: Kerry’s Assad Reconciliation Enrages Turkey
Turkey on Monday slammed US Secretary of State John Kerry for suggesting negotiations would have to be opened with Syrian President Bashar al-Assad to end the bloody conflict in Syria. Foreign Minister Mevlut Cavusoglu told the state-run Anatolia news agency that all Syria’s current problems, on the fourth anniversary of the start of the conflict in March 2011, were caused by the Assad regime, reports AFP. “What is there to be negotiated with Assad?” Cavusoglu was quoted as saying at the end of his visit to Cambodia. “You are going to have what negotiations with a regime that has killed over 200,000 people and has used chemical weapons?” “Up until now, what result has been reached (with the regime) through negotiations?” he added. Cavusoglu said all parties needed to work for a political “transformation” in Syria. Kerry over the weekend conceded “we have to negotiate in the end” with Assad, on the fourth anniversary of a conflict that has left more than 215,000 dead.

Police arrested at least two people Saturday as nightly protests in the racially troubled US suburb of Ferguson over the police killing of unarmed black teenager Michael Brown shifted into the heart of St. Louis. Up to 50 youthful demonstrators gathered after sunset at the Midwestern city’s historic 19th century Old Courthouse to march through streets lined with bars filled with St. Patrick’s revelers. “Justice is dead! We have to wake it up,” one protester, David Ragland, shouted from the steps of the white colonnaded courthouse where in 1846 black slave Dred Scott filed his unsuccessful but historic lawsuit to win his freedom. When some of the protesters briefly held up traffic, police stepped in and took away two men — a young protester with a kerchief over his face and a freelance photojournalist, Philip Montgomery, on assignment for the Mashable website. Mashable’s executive editor Jim Roberts said via Twitter that Montgomery was “fine” after he was released a short time later.

Nigeria’s military said on Friday that it had uncovered a Boko Haram bomb-making factory in the northeastern town of Buni Yadi after soldiers retook the town from the insurgents. Islamist fighters captured the town in Yobe state in August last year as the group seized swathes of territory in the crisis-hit northeast. The military announced that it had wrested back control last Saturday. Defence spokesman Chris Olukolade said that search operations in the area led to the discovery of the bomb-making factory manufacturing improvised explosive devices or IEDs. “A large quantity of IEDs, including those commonly used by suicide bombers were recovered from the site,” he added in an emailed statement. “The factory, which was located in a fertiliser company, has also converted some of the materials therein for production of all types of IEDs.”Troops are still evacuating the materials which include a large quantity of suicide bomber vests from the facility to their base.”

Yemen’s Houthi rebels on Monday released Prime Minister Khaled Bahah and all his cabinet ministers after nearly two months under house arrest, government spokesman Rajeh Badi said. Bahah said in a statement on his Facebook page that the move was a goodwill gesture to ease talks on Yemen’s political transition, but said he had no intention of resuming his post. He had resigned in January after the Houthis captured the presidential palace. President Abderabbo Mansour Hadi, who has resumed power from second city Aden in the south after escaping from house arrest in Sanaa last month, has proposed the crisis talks move to neighboring Saudi Arabia.
Meanwhile, the head of the political bureau of Hamas, Khaled Meshaal, is set to mediate between the Saudi capital Riyadh and the Muslim Brotherhood-affiliated Islah party in Yemen, political sources said on Sunday. The mediation, the sources said, was being made at the request of Saudi Arabia, which has been alarmed at the possibility of a power struggle in Yemen, something that might negatively affect the Gulf. The sources added that Meshaal enjoyed close ties with Yemen’s Muslim Brotherhood, and that his role as mediator was specifically requested by the Saudi monarch King Salman bin Abdulaziz, as well as other high-ranking Saudi officials. The Defence Minister Prince Mohammed bin Salman, the Crown Prince Sultan bin Abdulaziz, and Deputy Crown Prince Mohammed bin Nayef all contacted Meshaal to ask him to mediate between Riyadh and the Islah party because of his close relations with the latter.

Awareness of this is only now beginning to spread, but almost no one truly grasps the implications of what losing California’s Central Valley agricultural output means to grocery shoppers. Almost no one realizes, for example, that one-third of all the produce grown in the United States comes out of California’s Central Valley. As the NYT explains: Unlike the Midwest, which concentrates (devastatingly) on corn and soybeans, more than 230 crops are grown in the valley… melons, lettuce, asparagus, cabbage, broccoli, chard, collards, prickly pears, almonds, pistachios, grapes and more tomatoes than anyone could conceive of in one place. (The valley is the largest supplier of canned tomatoes in the world too.) Losing the ability to produce crops in the Central Valley means food prices will skyrocket across America: a pound of organic strawberries might cost $25, a single avocado might run you $10, and a head of organic romaine lettuce might set you back $12 or more.

China has sent fighter jets to its border with Myanmar and lodged a diplomatic protest after a Myanmar warplane reportedly dropped a bomb on its territory, killing four civilians. The bomb exploded in a sugar cane field near Lincang in Yunnan province along the frontier with Myanmar, reports say. Myanmar has been fighting rebels in the Kokang region, bordering China. A Myanmar official quoted by Reuters denied bombing China and said rebels may have caused the explosion. “It’s possible that those fighting with us purposely created these attacks with the intent of causing misunderstanding between China and us,” the official said. Until now, they had been banned by the organisers, who won support for their stance from the US Supreme Court. But the organisers, the South Boston Allied War Veterans Council, had a change of heart and told Boston Pride and Outvets, representing gay military veterans, they were welcome. St Patrick’s Day parades celebrate Irish and Irish-American culture. “Finally in the city of Boston we’re seeing the inclusivity we never thought we would see,” said Outvets founder Bryan Bishop, “This is personally one of the greatest days of my life.” In 1995 the Supreme Court upheld a ban on gay and lesbian groups, citing free speech rights. The organisers had argued that it violated their Roman Catholic doctrine. Violent protests erupted after the blasts, with a mob killing two men accused of involvement in the attacks. Pakistan’s Christian community has often been targeted by militants. An offshoot of the Pakistan Taliban, calling itself Jamatul Ahrar, has said it carried out the attack. Witnesses say suicide bombers were responsible for the explosions but police have not confirmed this. The bombers are said to have detonated their explosives near the gates of St John’s Catholic Church and Christ Church.

The government banned the documentary, “India’s Daughter”, a decision which angered some Indians who said it should be aired to highlight the prevalence of gender inequality and sex crimes. Father Savari Muthu, spokesman for the Delhi Catholic Archdiocese and a national Church organizer, said the government had not taken “concrete action to protect Christians. “We have to raise our voice against the atrocities. Christians will not tolerate this humiliation,” he said, joining critics who say Modi has not done enough to ensure religious harmony in a country with a history of inter-faith bloodshed. Officials in Vanuatu had still not made contact with outlying islands by Monday night and were struggling to determine the scale of devastation from the cyclone, which tore through the nation early Saturday. Footage filmed this week shows armed and masked Hamas fighters hard at work preparing for a possible future escalation with Israel; ‘This phenomenon did not exist before Operation Protective Edge, now they’re building outposts and training facilities right under our noses,’ area resident says. Hamas is preparing for the next round of fighting against Israel by building fortifications near the Israel-Gaza border, video footage filmed this week not far from the border fence shows. Armed and masked, Hamas fighters are seen in the video digging and setting up outposts and training facilities only dozens of meters from the border fence. At some point, two armed and masked Hamas fighters are seen helping a man descend – possibly into the ground. The video was not filmed covertly, or with advanced technology used by the IDF’s top intelligence units – it was filmed with a regular video camera from inside Israel, several dozen meters from the houses of Netiv HaAsara, north of the Gaza Strip. The Hamas fighters are seen operating where the settlements of Elei Sinai and Nisanit once were, before they were evacuated as part of the Gaza disengagement. The residents of Netiv HaAsara are accustomed to seeing Hamas men setting up outposts and levees near the border fence, but in recent days the men working have been armed and masked, with Hamas flags flying visibly overhead.

The talks are likely to focus on the economic crisis facing the PA and could be a four-way meeting which would also include Egyptian President Abdel Fattah al-Sisi, a State Department official was quoted by AFP as having said. “We continue to be concerned about the PA,” the official told reporters travelling with Kerry on his plane to the Egyptian Red Sea resort of Sharm el-Sheikh. “It’s really part of the continuous, ongoing conversation we’re having with the critical stakeholders here,” the official said, asking not to be named. Kerry is due to arrive Friday at the resort to attend an international economic conference, set to burnish Sisi’s global credentials. Last month, Kerry voiced fears that the PA may be teetering on the brink of collapse because of a lack of funding, as Israel withholds taxes and donor aid stalls.

The former Labor party keeps on overtaking Likud in opinion polls – not by much but consistently. He hasn’t yet lost the race for another term in the prime minister’s office, but he will need to pull some rabbits out of his hat and aces from his sleeve if he wants to be chosen by the president as the most credible candidate for forming the next government. Israeli security officials have recommended building a barrier along the border with Jordan — the Jewish state’s only frontier that does not yet feature a fence. “Security officials recommended the construction of a security barrier to protect the new airport which will be built at Timna” some 20 kilometres (12 miles) north of resort city Eilat, an army spokeswoman said, without elaborating. Work has already begun on the new airport near Eilat, which lies across the Jordanian border from the port city of Aqaba. Newspaper Haaretz reported that the planned 30-kilometre (19-mile) barrier was designed both to protect the airport and to foil attempts by would-be “jihadist infiltrators” from Jordan, which is home to some extremist sympathisers and a number of radical clerics. It was unclear whether the government would approve construction of the fence.

Who created ISIS? Those who want to fight [ISIS] are the ones who raised and funded ISIS,” Qassem told a local prize distributing ceremony. His comments came in a statement released by Hezbollah Friday. Qassem said the U.S. has provided ISIS with weapons and training “starting from Afghanistan all the way to Syria and Iraq.” Gulf countries, on the other hand, according to the Hezbollah official, “paid a lot of money to make them [ISIS] strong in order to [carry out acts of] sabotage in their name and on behalf of America.” “And Israel opened hospitals [to ISIS casualties]; and contact between takfiris in Syria’s Qunaitra and Israel is constantly ongoing, uninterrupted, because they are part of this scheme,” Qassem said. “Therefore, those from the [U.S.-led] coalition who claim to be combating the takfiri scheme are not honest.” He said the world today was witnessing a confrontation between two schemes: the resistance scheme which is honest, sincere and divine; and the scheme led by the U.S. and Israel, which seeks to plunge men into destruction at all intellectual, political and economic levels.

Headline: Hezbollah Readying to Attack Islamist Fighters along Lebanon’s Border
Hezbollah is reportedly mobilizing and preparing to carry out a wide-range attack on more than one axis in the rebel-held areas in the Syrian Qalamoun region and on Lebanon’s Eastern Mountain range. A source close to Hizbullah revealed in comments to the Italian news agency Adnkronos (AKI) that the Iranian Revolutionary Guard and Syrian regime forces will back the party’s assault on militant posts. The source said Hizbullah had waged a stake that the harshness of the winter in Qalamoun, strategically located on the Lebanese border, would limit the movement of the Islamist fighters and reduce their areas of control. However, the failure of the party’s expectation compelled Hizbullah to stage the wide-area operation to force the rebels to retreat. “The party’s strategy during winter failed to block the key rebel supply line,” the source told the news agency, fearing that the rebels have stepped up their readiness for a battle in the spring.

Asked on March 9 about the shifting U.S. policy in the region, Egyptian President Abdul Fatah Sisi responded: “Difficult question.” After a long silence, he added: ““The suspending of U.S. equipment and arms was an indicator for the public that the United States is not standing by the Egyptians.” Although the Obama administration recently agreed to provide the Egyptian Air Force with Apache attack helicopters, it has blocked most military purchases since Muslim Brotherhood Leader Mohammed Morsi was overthown by Sisi in a coup that met with widespread popular support in Egypt. On Monday, terror attacks in Alexandria targeted an elementary school and three businesses including two banks. Security analyst Janet Basurto attributed some of the attacks to the desire to inhibit foreign investments in Egypt as well as punish police forces. Syria Headline: Eighty percent of all Syria’s lights have gone out due to war
Eighty-three percent of all the lights in Syria have gone out since the start of the conflict four years ago, a research report based on satellite images said on Thursday. More than 200,000 people have been killed and nearly four million have fled the country according to the United Nations. The uprising started in 2011 with a pro-democracy movement and a government crackdown and has since spiralled into a civil war. A coalition of 130 humanitarian and human rights organisations, calling themselves WithSyria, in coordination with scientists based at Wuhan University in China, found that the worst hit area was Aleppo province. Much of Aleppo city has been destroyed by Syrian air force helicopters dropping barrel bombs, crudely-made explosives that can flatten whole neighbourhoods. Syria Headline: Fifty people killed in battle for Assad home province
More than 50 regime soldiers and Islamist fighters were killed as they battled over a strategic hilltop in Syrian President Bashar Assad’s home province, an activist group said Thursday. Government forces clashed with Al-Qaeda-affiliated militants backed by other armed Islamist groups in a village in Latakia province in the northwest. The Syrian Observatory for Human Rights said the fighting broke out Wednesday and raged through the night in Jabal al-Akrad district, a rare rebel stronghold in the province, which is the heartland of the ruling Assad clan. Al-Qaeda’s Syrian affiliate the Nusra Front and its allies were seeking to recapture the village of Dourin, which overlooks their positions in one of the district’s main towns, Salma. They lost the village to Assad’s forces last week after holding it for more than a year. “The clashes Wednesday led to 50 dead from both sides. Syria Headline: Nusra Front pulls out of Damascus suburb
Militants from the Nusra Front have vacated a suburb of the Syrian capital in the wake of deadly clashes with residents and a local militia, the Syrian Observatory for Human Rights said Thursday. The Britain-based group said that an “Islamist faction” was involved in the mediation efforts to secure the withdrawal by Nusra Front fighters from Beit Sahm. It came several days after an unspecified number of residents and fighters from the Nusra Front and the Sham al-Rasoul militia were killed in two days of running street battles. The tension erupted last week when hundreds of residents of Beit Sahm and nearby Babila staged a protest to demand the exit of the Nusra Front from the area. Pro-opposition media outlets said that among other things, the withdrawal of the Nusra Front could lead to the reopening of a regime-held humanitarian aid corridor.

An Iraqi official has revealed that Islamic State (IS) militants are resorting to using chlorine gas roadside IEDs in an effort to prevent the advances of Iraqi security forces against them.Iraqi officials have shown BBC footage, which they say proves Islamic State militants are using the gas in roadside attacks. The videos show bomb disposal teams carrying out controlled explosions, which send plumes of orange smoke into the air. The bombs contain small concentrations of a chemical agent and in open ground are unlikely to be lethal. Experts say they are designed to create fear rather than harm. There have been multiple reports that IS has been deploying chlorine gas since late last year, but Iraqi officials say the footage confirms its use. Haider Taher, from the Iraq Bomb Disposal Team, said troops have defused dozens of devices containing chlorine as part of the offensive against the militants. “They have resorted to this new method,” he said. “They’re putting chlorine inside these homemade roadside bombs, which is toxic for those that inhale it.”

Iraq Headline: Foreign suicide bombers launch assault on Ramadi
The Islamic State utilized at least 13 suicide bombers yesterday in an attack on the city of Ramadi, the besieged capital of the western Iraqi province of Anbar. Many of these suicide bombers were foreigners, and included a Belgian, an Australian, a Chechen, an Uzbek, a Moroccan, a Tunisian, an Egyptian, and two Syrians. Iraqi officials have not disclosed the number of people killed in the suicide assault, but medical officials in the area told Reuters that five were killed. This toll has not been confirmed and could likely be much higher. The attacks came from the directions of Albu Aytha, to the northeast of Ramadi, and Albu Diab, which is northwest of the city center, according to Shafaaq News. Iraqi officials said that security forces were able to repel the attack, and some sources claimed that Iraqi Security Forces and Sunni tribal fighters killed 41 Islamic State fighters. The number of Islamic State fighters killed during the attack on Ramadi could not be confirmed. One suicide bomber was able to detonate on a bridge in the western portion the city, Reuters reported. The Islamic State has released several images from the attack, including one that shows a suicide bomber detonating on the Japanese bridge in the city. Another photo set shows the results of the battle near the bridge, including the bodies of several Iraqi security personnel killed during the fighting. At least two US-supplied M113 armored personnel carriers were also captured. The assault near the bridge targeted the Iraqi Army’s 1st Division. Iraqi officials said that the Islamic State assaulted the 2nd regiment of the 1st Division, but the attack was repelled and no losses were reported. However, the pictures released by the Islamic State contradict these claims.

Syrian Kurdish fighters urged the U.S.-led coalition Friday to launch new airstrikes on ISIS as the jihadis brought in reinforcements for an attack in the northeast. The war against the Islamic State has killed thousands of fighters and even some mid-level battlefield commanders, but the organization’s senior leadership and nerve center remain largely untouched, according to U.S. military and intelligence officials. These officials and other experts tracking the terror group tell us that the Islamic State’s Shura and Sharia councils, the advisory bodies that help inform the major decisions of the group’s leader Abu Bakr al-Baghdadi, remain intact, notwithstanding one close call in November for Baghdadi. Although airstrikes and military campaigns have killed several regional administrators and designated “governors,” the Islamic State has quickly replaced them and maintains its command-and-control capabilities. This assessment of progress against the Islamic State differs sharply from public statements by top Obama administration officials as recently as last month, including Secretary of State John Kerry and retired General John Allen, the president’s special coordinator for the coalition against the Islamic State. In February, Allen said that half the group’s leaders in Iraq had been killed.

Major world powers have begun talks about a United Nations Security Council resolution to lift U.N. sanctions on Iran if a nuclear agreement is struck with Tehran, a step that could make it harder for the U.S. Congress to undo a deal, Western officials said. The talks between Britain, China, France, Russia and the United States — the five permanent members of the Security Council — plus Germany and Iran, are taking place ahead of difficult negotiations that resume next week over constricting Iran’s nuclear ability. U.S. Secretary of State John Kerry told Congress on Wednesday that an Iran nuclear deal would not be legally binding, meaning future U.S. presidents could decide not to implement it. That point was emphasized in an open letter by 47 Republican senators sent on Monday to Iran’s leaders asserting any deal could be discarded once President Barack Obama leaves office in January 2017. But a Security Council resolution on a nuclear deal with Iran could be legally binding, say Western diplomatic officials. Conflicting claims by Afghan officials and the Taliban in recent days have added to the confusion and uncertainty plaguing peace and reconciliation efforts in war-torn Afghanistan. The murky situation about prospects of a peace dialogue has raised fears the country is likely to witness another bloody year as the traditional Afghan spring fighting season is about to begin. Top officials in Afghanistan and in neighboring Pakistan, where key Taliban leaders are allegedly sheltering, have suggested in recent statements that peace talks between the Afghan government and the Islamist insurgent group could begin sometime in March. The Taliban has rejected the claims and reports of any contacts with Afghan officials since early last month, when it was first reported the Islamist group was willing to enter talks with Kabul and that Pakistan was playing a role in facilitating the dialogue. There have also been reports of a Taliban delegation visiting Islamabad recently for secret talks with Pakistani officials and Chinese diplomats on how to further the peace process. On Friday, the Taliban again rejected as a “baseless propaganda war” against the group, reports of its contacts with Kabul, saying none of its representative at its political office in Qatar visited any country to seek negotiations with Afghanistan.

A Sudanese rebel group said on Friday it had launched a military campaign focused on derailing elections slated for next month, as rebels and the government reported fresh clashes. Italian riot police have clashed with a group of students staging a demonstration in Italy’s second most populous city of Milan in protest against a controversial school reform bill. Iceland definitively dropped its EU membership bid on Thursday (12 March), nearly six years after having made the demand. “The government of Iceland has no intentions to resume accession talks”, country’s foreign affair minister, Gunnar Sveinsson, wrote in a letter to enlargement commissioner Johannes Hahn and Latvia’s foreign affairs minister Edgars Rinkevics. Talks were suspended in May 2013 after a centre-right coalition, opposed to EU membership, had come to power. By that time, 27 of the 35 legislative chapters in accession talks had been opened and 11 concluded. But disputes remained on several issues, mainly to do with agriculture and fisheries.The decision by prime minister Sigmundur David Gunnlaugsson’s government to leave EU talks for good has been criticized by the opposition.

Headline: 2 banks fail US Fed stress tests, Bank of America put on ‘warning’
The US Federal Reserve has rejected the capital plans of US branches of Germany’s Deutsche Bank and Spain’s Banco Santander in a test designed to gauge whether America’s biggest banks are prepared to withstand a hypothetical financial crisis. The 31 institutions that were tested this year hold $14 trillion in assets as of the fourth quarter of 2014, or about 80 percent of domestic bank holdings in the US, the US Federal Reserve said Wednesday. Both the banks which failed have passed Europe’s financial institution stress tests. The two banks were the only foreign banks out of the 31 major banks audited to fail the second part of the stress tests. America’s largest bank, Bank of America, only got a conditional pass, and will need to submit a new capital plan by September. The Fed said that BofA had “deficiencies” in how it would react to a severe economic downturn.

Britain said it has sought to become a founding member of the Asian Infrastructure Investment Bank (AIIB), making it the first Western nation to embrace the China-backed institution, but the United States reacted frostily to the development. The AIIB was launched in Beijing last year to spur investment in Asia in transportation, energy, telecommunications and other infrastructure. Analysts have said it could challenge the Western-dominated World Bank and Asian Development Bank. However, Britain’s finance ministry said on Thursday that the AIIB could complement work already done in the region by those organizations. Britain would meet other founding members this month to agree on the principles of the bank’s governance and accountability arrangements, the ministry said. Finance minister George Osborne said joining the bank would boost the country’s push to foster business and investment ties with countries in the region, chief among them China.

Given the historic low temperatures and snowfalls that pummeled the eastern U.S. this winter, it might be easy to overlook how devastating California’s winter was as well. As our “wet” season draws to a close, it is clear that the paltry rain and snowfall have done almost nothing to alleviate epic drought conditions. January was the driest in California since record-keeping began in 1895. Groundwater and snowpack levels are at all-time lows. We’re not just up a creek without a paddle in California, we’re losing the creek too. Data from NASA satellites show that the total amount of water stored in the Sacramento and San Joaquin river basins — that is, all of the snow, river and reservoir water, water in soils and groundwater combined — was 34 million acre-feet below normal in 2014. That loss is nearly 1.5 times the capacity of Lake Mead, America’s largest reservoir. Statewide, we’ve been dropping more than 12 million acre-feet of total water yearly since 2011. Roughly two-thirds of these losses are attributable to groundwater pumping for agricultural irrigation in the Central Valley. Farmers have little choice but to pump more groundwater during droughts, especially when their surface water allocations have been slashed 80% to 100%. But these pumping rates are excessive and unsustainable. Wells are running dry. In some areas of the Central Valley, the land is sinking by one foot or more per year.

Russian scientists have now discovered seven giant craters in remote Siberia, a geologist told AFP on Thursday, adding that the mysterious phenomenon was believed to be linked to climate change. The discovery of an enormous chasm in a far northern region known to locals as “the end of the world” in July last year prompted speculation it had been caused by a meteorite or even aliens. A YouTube video of the hole went viral and a group of scientists was despatched to investigate. “We have just learnt that in Yakutia, new information has emerged about a giant crater one kilometre (0.6 miles) in diameter,” the deputy director of the Oil and Gas Research Institute of the Russian Academy of Sciences, Vasily Bogoyavlensky, told AFP. He said this brought to seven the number of reported pits. “Footage allows us to identify minimum seven craters, but in fact there are plenty more,” he said. All of the craters have been discovered in the remote energy-rich Yamalo-Nenetsky region in north-western Siberia.

The fact that a police officer was willing to so brazenly deny the court’s authority “reveals the depths of the subterfuge” involved in banning Jews from worshipping at their holiest site, he said.

The sources said the new preemptive measure began late-Monday night with artillerymen shelling ISIS and Nusra Front positions around Wadi Hmeid and Wadi Hosn on Arsal’s outskirts. The Army had maintained a near-daily pattern of pounding militant positions on the outskirts of Ras Baalbek, which nestles in the barren mountainsides embracing the Bekaa Valley, for about 10-15 minutes every few hours in a bid to repulse possible jihadi attacks. It was the first time the Army shelled Wadi Hmeid and Wadi Hosn – the farthest east points in Arsal, close to the border with Syria. The policy of preemptive shelling was put in place after eight soldiers, including an officer, were killed and 22 others were wounded in fierce clashes with ISIS militants on the outer edge of Ras Baalbek in January.

The leaders of Saudi Arabia and South Korea agreed to cooperate to build more than two small and medium-size nuclear reactors in projects worth as much as $2 billion, The Korea Herald reported Tuesday. South Korean President Park Geun-hye arrived in Riyadh on Tuesday and met with King Salman to discuss ways to enhance bilateral relations. Before visiting Saudi Arabia, Park concluded a three-day visit to Kuwait. She is scheduled to continue to the United Arab Emirates and Qatar. The two leaders signed a memorandum of understanding to build the Asian country’s SMART reactors, designed by the Korea Atomic Energy Research Institute specifically for Middle Eastern countries to generate electricity and desalinate seawater, said the report. The agreement calls for a feasibility study to construct the reactors in Saudi Arabia, which should be completed by 2018.

The Arab League will consider setting up a defense unit to battle the spread of the Islamic State (ISIS) group at its annual summit later this month, an official said Tuesday. Deputy chief Ahmed Ben Helli told reporters that the March 28-29 meeting in Egypt’s Red Sea resort of Sharm el-Sheikh will discuss an Egyptian initiative to create a “unified Arab force,” reports AFP. Egyptian President Abdel Fattah al-Sisi has called for such a unit to confront security threats in the region where ISIS holds swathes of Syria and Iraq and has gained a foothold in Egypt’s neighbor Libya. Last month Sisi ordered air strikes in Libya after ISIS jihadists there beheaded 21 mostly Egyptian Christians. Ben Helli said a united Arab force was needed, even as a “symbolic” show of deterrence at times of “conflict or disasters.” “Such forces should be ready and present so that they could symbolically show that the Arab countries have a deterrent force and a peacekeeping force that could step in at times of conflicts,” he said.

Syria Headline: Syrian Rebels Bomb Key Aleppo Intelligence HQ
Dozens were killed Wednesday when Syrian rebels set off a powerful tunnel explosion targeting an intelligence headquarters in Aleppo and clashed with regime forces, a monitor said. The Syrian Observatory for Human Rights said the blast hit a building housing the air force intelligence offices in the west of Syria’s second city and was followed by heavy clashes, reports AFP. “The explosion and the fighting caused dozens of deaths on both sides,” the Britain-based group said, adding that part of the building had collapsed. At least 20 regime forces and 14 rebels were killed in the fighting according to the monitoring group. They added that the attempt to conquer the regime headquarters failed, and sporadic fighting had started to dwindle. The clashes pitted rebels from several factions against government troops supported by fighters from Lebanese Shi’ite terrorist group Hezbollah, an Iranian proxy and a key backer of Syrian President Bashar al-Assad, it said. An AFP journalist in eastern Aleppo said the blast was loud enough to be heard across the city and some residents said it had felt like an earthquake. An American jihadist carried out a suicide truck bomb attack against Iraqi forces involved in an operation to recapture the city of Tikrit, the Islamic State group said Tuesday. “The brother Abu Dawud al-Amriki (may Allah accept him) launched himself with his explosives-laden truck against a gathering” of Iraqi forces and militiamen, an IS radio bulletin said. The report gave no details on the man’s identity. It claimed that dozens of Iraqi forces were killed and wounded in the blast, but no other sources could immediately confirm. Pro-IS social media accounts said the attack was carried out Monday near Samarra, the other main city in Salaheddin province, and released a picture they said was of Abu Dawud al-Amriki. He is masked with only a pair of dark eyes visible. He also wears a microphone, suggesting the group may issue a video of the militant later. Samarra is controlled by the government and has been the launchpad for a broad military operation which officially began Monday to wrest back Tikrit — further north up the Tigris River — from the jihadists.

Iraq Headline: Iranian-backed Shiite militias lead Iraq’s fight to retake Tikrit
The Iraqi Security Forces, supported by several Iranian-backed Shiite militias and Sunni tribal fighters, have launched an offensive to retake Tikrit from the Islamic State, which has held the central Iraqi city since June 2014. Massive columns of Shiite militas, including some groups that are listed by the US as Foreign Terrorist Organizations, have been leading the fight in Tikrit. The operation, which involves more than thirty thousand Iraqi security personnel and militia forces, started on the morning of March 2. According to Al Jazeera, Iraqi forces and allied militias attacked the city from three sides while Iraqi aviation launched an aerial bombardment. As of yet, the US has not launched any airstrikes in support of the operation. The US has refused to support the Tikrit offensive because Iranian Revolutionary Guards Corps (IRGC) elements are actively supporting the operation, anonymous US officials have told The Wall Street Journal. Although the US military has refused to provide air support for the offensive due to Iran’s involvement, General Martin Dempsey, chairman of the Joint Chiefs of Staff, told the Senate Armed Services Committee that Iran’s involvement could be “a positive thing” if the Shiite militias do not lash out at Sunnis in and around Tikrit.

Iraq Headline: Iraqi forces advance to free Salahudin province from IS militants
Iraqi security forces on Wednesday continued their biggest offensive for the third day in Salahudin (Salah al-Din) province to free the northern parts of the province from the Islamic State (IS) militants, security sources said. The troops and allied Sunni and Shiite militias, covered by Iraqi air support, attacked Ajil oilfield area in east of the provincial capital city of Tikrit, some 170 km north of Baghdad, sparking heavy clashes with the IS militants, a provincial security source told Xinhua on condition of anonymity. The troops continue their fight during the day to free the oilfield within the coming few hours of the day, the source said. Late on Tuesday, the troops recaptured the nearby oilfield of Allas, after they drove away the extremist militants, he said, adding that both the small oilfields apparently were used to fund the extremist militants’ activities. Meanwhile, the security forces are still progressing slowly and cautiously from their positions around the towns of Dour in south of Tikrit and Alam in east of the city, because the militants planted dozens of bombs in the roads leading to the towns, while sporadic clashes and sniper shots were also behind the slow advance of the troops who sustained some casualties.

Afghan security forces have killed 121 Taliban militants and detained nine others during separate cleanup operations across the country over the past 24 hours. The Afghan Interior Ministry said in a statement on Wednesday that the militants were killed and arrested during a series of operations carried out in the provinces of Farah, Ghazni, Helmand, Herat, Kandahar, Kunduz, Nangarhar, Sari Pul, Takhar, Uruzgan and Zabul. Libya’s internationally recognised government in Tobruk and its rivals Libya Dawn also conducted air strikes on each other’s positions. “Extremists took control of the Bahi and Mabruk fields and are now heading to seize the Dahra field following the retreat of the forces guarding these sites,” said Colonel Ali al-Hassi, a spokesman for the oil industry security service. A gun attack on Mabruk in February left 11 people dead. At the time witnesses said the attackers had claimed to be from a militia which has joined Islamic State. The Islamic State militia, which controls the town of Derna, has not commented. The BBC’s Rana Jawad in Tripoli says the seizure of these fields will put more pressure on Libya’s oil-reliant economy, already barely functioning because of the battles between rival forces driven by political differences and local grievances.

He managed to get away but we know where he is. While the increase was largely anticipated by traders amid other signs of robust demand, it bolsters the impression Saudi Arabia is comfortable with the rebound in Brent crude to around $60 a barrel after hitting a six-year low of $45 in January.

The Treasury Department will exhaust its capacity to borrow in October or November if the debt limit isn’t raised, the Congressional Budget Office estimated Tuesday. The non-partisan CBO had previously estimated that “extraordinary measures” Treasury could use to continue borrowing would last until September or October. Read CBO’s latest estimate. The debt limit is suspended until March 15. After that date, so-called extraordinary measures available to the Treasury to keep borrowing include deferring new investments in federal retirement and disability funds. Wall Street analysts have also estimated the Treasury will likely have until the fall to raise the debt ceiling. The Republican-led Congress would need to take a vote to increase the borrowing limit. Senate Majority Leader Mitch McConnell, a Kentucky Republican, has pledged not to let the government default on its obligations. But some in the GOP could call for spending cuts in exchange for raising the borrowing limit and force negotiations to go down to the wire.

The mayor said the move reflects New York’s diversity, calling it a “common sense change.” “We made a pledge to families that we would change our school calendar to reflect the strength and diversity of our city,” he said in a statement. “Hundreds of thousands of Muslim families will no longer have to choose between honoring the most sacred days on their calendar or attending school.” New York public schools already give students the day off for some Jewish and Christian holidays. Muslim children account for about 10 percent of New York’s public school students. It is not the first city to close for Muslim holidays — some districts in Vermont, Massachusetts and New Jersey already do.

Although most of the methamphetamine abused in east and southeast Asia is produced within the region, sources for methamphetamine have originated from Africa to Iran. “In a worrying development, trafficking of amphetamine-type stimulants through East Africa (e.g. Ethiopia and Kenya) for onward shipment by plane to east and southeast Asia has continued,” the Control Board states. “The latest reports from the authorities in Japan suggest an increasing influence of Mexican cartels on its domestic methamphetamine traffic.” The Attorney General’s Office of Mexico suspects gangs in Hong Kong are making deals with Mexican drug cartels by helping give the cartels the precursor chemicals to making meth.
