Headline: 17:38- The reported 11 clauses of the Egyptian ceasefire offer

More info from the Egyptian newspaper al-Shorouk on what it says are the 11 clauses of the ceasefire deal Egypt has proposed to Hamas and Israel, as reported by Channel 2:

  1. Israel will halt all attacks on Gaza — by land, air or sea. There will be no ground incursions into Gaza.
  2. All Palestinian factions in Gaza will stop all attacks against Israel by land, air or sea, and will stop the construction of tunnels from Gaza into Israel.
  3. The opening of crossings between Israel and Gaza – the passage of people and goods will be allowed in order to rebuild Gaza. The transfer of goods between Gaza and the West Bank will be permitted, according to principles which will be determined between Israel and the Palestinian Authority.
  4. Israeli authorities will coordinate with the PA all issues of funds related to Gaza and its reconstruction.
  5. The elimination of the buffer zones along the security fence in the northern and eastern Gaza Strip and the deployment of PA forces in those areas beginning January 1, 2015. This will be conducted in several steps: At first the buffer zone will be reduced to 300 meters from the border, then 100 meters and finally the removal of the buffer zone altogether with the deployment of PA troops.
  6. The fishing zone off the Gaza coast will immediately be extended to 6 miles, and will be gradually extended to 12 miles, in coordination between Israel and the PA.
  7. Israel will assist the PA in rebuilding infrastructure destroyed in Gaza, and will assist in providing basic necessities for those Gaza residents who were forced to flee their homes due to the fighting. Israel will provide medical aid to the wounded, and will expedite the transfer of humanitarian aid and food through the crossings.
  8. The Palestinian Authority in coordination with Israel and international aid groups will provide the basic products needed to rebuild Gaza, according to a predetermined schedule which will allow those driven from their homes to return as soon as possible.
  9. Egypt implores the international community to provide swift humanitarian and monetary assistance for Gaza’s reconstruction, according to a set schedule.
  10. Upon the stabilization of the ceasefire and the return to normal life in Gaza, the sides will conclude their indirect negotiations in Cairo within a month after signing the deal. The exchange of prisoners and bodies will also be discussed at that time.
  11. The possibility of constructing an airport and sea port in Gaza will be considered in accordance with the Oslo accords and other previous agreements. According to the report, both sides are now considering the Egyptian proposal.

An Islamic Jihad spokesperson on Friday claimed that a truce deal with Israel will be signed as soon the current five-day ceasefire ends next Monday at midnight. “We expect a complete truce agreement to be signed right as the five-day ceasefire ends. The delegation has made much progress in ending the siege and the offensive on Palestinians,” Yousef al-Hasayneh told the Palestinian Arab Ma’an News Agency. Al-Hasayneh said that the current ceasefire extension was agreed to on Wednesday night to give the Egyptian intermediaries time to remove “technical issues” blocking a final agreement. The Islamic Jihad terrorist confirmed numerous reports that the proposed truce deal would ease the blockade on Gaza, expand the naval fishing zone, and allow construction materials into the Hamas terror enclave. He also confirmed that discussion on the issue of a sea and airport in Gaza would be postponed for a month after the agreement.

Hamas officials appear to contradict earlier reports that the group is close to accepting the Egyptian ceasefire offer, with sources telling Channel 2 that the Egyptian offer “doesn’t give Hamas a thing,” and that while most other Palestinian factions are inclined to accept it (which explains the Islamic Jihad statement above), Hamas — under the Qatar-based political bureau chief Khaled Mashaal — is not.

PA ‘President” Abbas is NOT the person the Palestinians want. Abbas is the chairman of the PLO and the ‘president’ of the ‘state of Palestine” since 2005. His term expired in 2009, but due to internal conflict he has unilaterally extended his role for another 7 years. On the other hand…Ismail Haniyeh is the PM of Palestinian National Authority (PNA) . He is a political leader of Hamas, but was dismissed by Abbas in 2007- which he ignored and to this day continues his PM duties over Gaza. It is important to remember that the PNA was formed in accordance with the Oslo Accords BETWEEN Israel and the PLO. Regardless of the Hamas-Fatah ‘reconciliation’ agreement, there remain many tensions between them, the least of which is the people’s feelings on the matter.

Headline: Palestinian negotiator: Israel must be held accountable for alleged war crimes

Palestinian leaders are prepared to take Israel to international court over “war crimes,” a veteran Palestinian diplomat said. Dr. Saeb Erekat said Palestine would apply to join the International Criminal Court to hold Israel accountable for alleged crimes committed during combat with Hamas forces in Gaza. “I can assure you now, that business as usual will be no more. Status quo no more. If the international community, the Camerons, the Kerrys, the Fabiuses of this earth, after these massacres that have been committed against the Palestinians, will just tell the Palestinians and Israelis, ‘We invite you back to negotiate’ — this is not going to happen,” Erekat told the British newspaper The Telegraph in an interview published Friday. His references to British Prime Minister David Cameron, U.S. Secretary of State John Kerry and French Foreign Minister Laurent Fabius suggest he expects Western leaders to join him in bringing Israel not to the negotiating table but to court.

Headline: Jordan, S. Arabia see eye to eye on regional issues

His Majesty King Abdullah and Saudi King Abdullah Bin Abdul Aziz held talks on Thursday which focused on means to boost relations between the two countries as well as the latest developments at the Arab and regional levels. The two leaders also discussed several issues of joint concern during their talks, held in Jeddah, according to a Royal Court statement.Regarding the conditions in Gaza as a result of the unjust Israeli aggression, the two leaders stressed support for the efforts exerted to end the Israeli offensive and to put an end to the suffering of the Palestinian people. King Abdullah stressed the need for intensifying international efforts to ensure the resumption of peace negotiations that should deal with all final-status issues, in a manner that meets the legitimate aspirations of the Palestinian people in ending the Israeli occupation and the establishment of a Palestinian state on the Palestinian national soil, on the basis of the two-state solution, relevant international resolutions and the Arab Peace Initiative. Turning to the situation in Syria, His Majesty stressed the need to reach a comprehensive political solution to the crisis that ends the suffering of the Syrian people and guarantees the unity and security of their country. Talks also covered the developments in Iraq, with the King reaffirming Jordan’s support for all efforts to safeguard the unity of all Iraqis by launching a comprehensive political process that engages all components of the community. The two leaders discussed means to activate joint Arab action to reach unified stances over the various challenges in the best interest of Arab and Muslim peoples and their just causes.

Headline: Hezbollah sees Islamic State as threat to Gulf, Jordan

The leader of Lebanese group Hezbollah described the radical Islamist movement that has seized territory in Iraq and Syria as a growing “monster” that could threaten Jordan, Saudi Arabia, Kuwait and other Gulf states. Sayyed Hassan Nasrallah, whose group has been helping Syria’s President Bashar al-Assad fight a Sunni Islamist-dominated insurgency, said Islamic State could easily recruit in other areas where its hardline ideology exists. “Wherever there are followers of the ideology there is ground for (Islamic State), and this exists in Jordan, in Saudi Arabia, in Kuwait, and the Gulf states,” Nasrallah said in an interview with the Lebanese newspaper Al-Akhbar published on Friday. Nasrallah, whose group is backed by Shi’ite Muslim power Iran, said Islamic State was encountering resistance in some parts of Iraq and Syria. But he added: “It appears that the capabilities, numbers and capacities available to (Islamic State) are vast and large. This is what is worrying everyone, and everyone should be worried.”

Headline: Talks to free Lebanese soldiers facing communication difficulties

Talks to free Lebanese soldiers and policemen are faltering due to the difficulty communicating with the militants believed to be holding them, Future MP Jamal Jarrah said Friday. In an interview with Beirut’s Voice al-Mada Radio, Jarrah said it had become extremely difficult to communicate with the captors because of the geography of the area in which they are located after their withdrawal from Arsal. “Communications are almost cut off, but there are several attempts to re-establish contacts with the gunmen or with those negotiating with the gunmen in order to find a solution to the issue of the captured soldiers,” Jarrah said. Jarrah denied allegations that Saudi Arabia could be playing any role in the negotiations or having contacts with the militants. “The negotiations are being conducted through the Committee of Muslim Scholars and there is no intention to change that,” Jarrah said. Some 19 Army troops in addition to 17 ISF personnel are missing and believed to be held by militants from Syria’s Al-Qaeda-linked Nusra Front and Islamic State in Iraq and Syria (ISIS) who launched an incursion into Arsal Aug. 2, taking over the town and withdrawing five days later under a cease-fire agreement.

Headline: Saudi Arabia requests AWACS mission system upgrade

The US Defense Security Co-operation Agency (DSCA) has notified Congress of its approval of a potential $2 billion mission system upgrade sale for the Kingdom of Saudi Arabia’s airborne warning and control system (AWACS) fleet. The proposal for the upgrade was delivered on 12 August to Congress, which will now decide whether or not to authorise the sale. The modifications to the Royal Saudi Air Force’s five-strong Boeing 707-derived E-3A Sentry fleet would be provided as a Foreign Military Sale. Saudi Arabia has requested five Block 40/45 mission computing upgrade systems and 20 UPX-40 next-generation identification friend-or-foe (IFF) systems. Communication equipment, a mission planning system and spares would also be provided, as well as US government and Boeing logistics and technical support services.

Headline: Three killed in Egypt in fresh clashes

Three people were killed as supporters and opponents of Egypt’s ousted Islamist President Mohammad Morsi clashed after Friday prayers, security officials said, a day after five people died in sporadic violence. Supporters of Morsi have attempted to stage rallies since Thursday, the first anniversary of a deadly police crackdown in Cairo that left hundreds dead, but security forces have swiftly quashed them. Clashes erupted when pro-Morsi marchers set off fireworks close to shops and residences in the area, the official said, adding the two men were killed by live ammunition and birdshot. Riot police later intervened and also clashed with pro-Morsi protesters. Eight Morsi supporters were arrested and a security officer and three conscripts were wounded in Faisal, the security official said. The interior ministry said that “an armed and masked Morsi supporter” was killed by security forces south of Cairo when they intervened to break up a clash between the two groups. Five people including a police officer were wounded in a separate protest in north Cairo.

Syria Facebook from last night  ISIS supporters in Syria’s Hasakah demand militants to enter the city

Arab tribal residents of Geweran neighbourhood in Syria’s Hasakah took to the street on Thursday to show their support to the Islamic State (IS), chanting pro-IS slogans and calling on the group to back Ahrar Geweran gunmen against pro-Assad forces in Hasakah. Geweran demonstrators also demanded IS militants (who are stationed in the southern countryside of Hasakah) to enter Geweran neighbourhood and fight the Kurdish forces of the Popular Protection Units (YPG). The YPG (linked to the Democratic Union Party ‘PYD’) carried out military operations against Geweran neighbourhood over the last few days, shelling the area with mortars. YPG’s attacks coincided with clashes against Ahrar Geweran armed group.

Syria Headline:Car bomb in Syria’s Deraa province kills 14

At least 14 people were killed Friday when a car bomb exploded in front of a mosque in Deraa province of southern Syria, the Syrian Observatory for Human Rights said. The Britain-based activist group said the death toll for the bombing in the rebel-controlled town of Namar was likely to rise because of the high number of serious injuries. Among the dead were a woman and a child, the group said.

Iraq Headline: ISIL establishing cells in Baghdad, aided by ex-Saddam security forces

Islamic State of Iraq and the Levant has established an operational presence on the outskirts of Iraq’s capital. Security sources said ISIL has been quietly moving cells near Shi’ite neighborhoods of Baghdad. They said ISIL suicide bombers were directed to conduct mass-casualty attacks on mosques, schools and markets in an attempt to spark a Shi’ite flight. “They are secretly moving terrorist squads near Shi’ite areas so they can sustain a bombing campaign in much of Baghdad,” a source said. The sources said ISIL was aided by former members of the ousted Saddam Hussein regime, including military and security officers. They said the ex-officers were helping ISIL transport fighters and explosives through Baghdad’s sewers and tunnels, many of them built more than 20 years ago as escape routes by Saddam aides. “These tunnels start in the Anbar province and connect to Baghdad, so you don’t know where they [ISIL] are or how close they are to their target,” the source said. “They could never have achieved this without the help of the Saddam people.”

Headline:Al-Qaeda in Yemen urges all militants to target America

Al-Qaeda in the Arabian Peninsula, one of the group’s deadliest franchises, called on Islamists to target the United States, after Washington launched air strikes in Iraq against Islamist militants who operate as the Islamic State of Iraq and Syria (ISIS).
In a statement published on a Twitter account affiliated with the franchise’s local affiliate, Ansar al-Shariah, AQAP said on Thursday:
“… We declare our solidarity with our Muslim brothers in Iraq.”
“We call on all Islamist groups … to go after America as part of its plan for jihad, militarily, economically, or through the media.”

Iraq Headline:Yazidi Village near Sinjar faces mass killings

Islamic State insurgents “massacred” some 80 members of Iraq’s Yazidi minority in a village in the country’s north, a Yazidi lawmaker and two Kurdish officials said on Friday. “They arrived in vehicles and they started their killing this afternoon,” senior Kurdish official Hoshiyar Zebari told Reuters. “We believe it’s because of their creed: convert or be killed.” A Yazidi lawmaker and another senior Kurdish official also said the killings had taken place and that the women of the village were kidnapped.

Iraq Headline:Barzani (president of Iraqi Kurdistan) slams Peshmerga leaders over Sinjar withdrawal

The Kurdistan Worker’s Party (PKK) is now busy trying to set up their fourth Canton in Sinjar after three cantons created in Syrian Kurdistan. After Islamic State (IS) militants attacked and captured the Yazidi-majority town of Sinjar in northern Iraq, thousands of Yazidis fled to Mount Sinjar. A large number of them were rescued through air corridor and a road created through to Syria, making way for the PKK to move to the mountain and set up a camp. A source in the Peshmerga said that in the last two day, a large number of PKK fighters have gone on to the mountain and set up a camp by the name of “Yazidi Reform Movement,” a group intent on forcing Yazidi youths to join the camp on the mountain and to take up arms. The source also revealed in the past the same movement was setup with the support of former Iraqi Prime Minister Nouri al-Maliki and Iran in an effort to prevent Sinjar joining the Kurdistan Region. After IS militants captured Sinjar, PKK and the Popular Protection Units (YPG- SYRIAN KURDS) fighters came on to Sinjar mountain to nurture their influence in the area.

Just days ago, NATO Secretary General Anders Fogh Rasmussen warned that a Russian invasion of Ukraine was a “high probability” and that it would take place under the guise of a “humanitarian operation. It looks like he was right. On Tuesday, Russia dispatched 280 trucks that they claimed were carrying humanitarian aid to eastern Ukraine. Putin claimed that the convoy was part of an agreement with the Ukrainian government and the International Red Cross, but the Red Cross itself was surprised as they only learned of the aid transfer from news reports. Today, Ukraine said its artillery destroyed part of a Russian armored column that entered its territory overnight and said its forces came under shellfire from Russia. As per usual, Russia’s government has denied that its forces are in Ukraine, calling the report “some kind of fantasy” and sabotage to prevent aid from getting to pro-Russian backed separtists in Ukraine.

The estimated death toll in the Ukraine conflict nearly doubled to at least 2,086 as of Aug 10 from 1,129 on July 26, the United Nations human rights office said yesterday. “This corresponds to a clear escalating trend. “UN human rights spokeswoman Cecile Pouilly told Reuters in response to a query. On average, more than 60 people a day have been killed or wounded since fighting began in mid-April in eastern Ukraine, rising to at least 70 people a day in the first week of August, she said. Nearly 5,000 have been wounded to date. The figures for casualties include Ukrainian soldiers, armed groups, pro-Russian militants and civilians, but are “very conservative estimates”, Pouilly said. Meanwhile, German Chancellor Angela Merkel warned yesterday against severing ties with Russian President Vladimir Putin over the Ukraine crisis but said he must also do his part. Merkel told the Saechsische Zeitung newspaper she was “working very hard to keep the lines of communication open” with Putin despite the EU’s decision last month to level sanctions against Russia over its actions in the ex-Soviet state. “But for constructive relations it takes more than one,” she added. “I have always called for constructive cooperation with Russia and will continue to do so in future.”

#1: Gunmen armed with automatic weapons, grenades and wearing suicide vests attacked two military airbases in Quetta early Friday, leaving eight militants dead after security forces opened fire, officials said. Sarfaraz Bugti, the home minister of insurgency-hit Balochistan province, said that militants had tried to storm the Samungli airbase, used by the Pakistan Air Force, and Khalid military airbase, both in the provincial capital Quetta, but had failed to penetrate either perimeter.

#2: At least four suspected militants were killed on Friday when security forces opened fire on an explosives-laden vehicle in the Fort Slope area of Bara tehsil in the Khyber tribal region. Security forces signaled a suspicious vehicle which was approaching their base, directing it to stop but opened fire on it after the vehicle failed to accord with the directive.

#3: At least three Afghan policemen have been killed and four others wounded in a bomb attack in Afghanistan’s eastern province of Laghman, APA reports. According to a statement released by the provincial government, the blast took place in the Baad Pukh district of the province, located 260 kilometers (161 miles) east of the capital, Kabul, at around 05:00 a.m. local time (0030 GMT) on Thursday when a vehicle touched off a buried explosive device.

#4: The Taliban insurgents executed five civilians on charges of spying for the government in southern province of Helmand on Friday morning, police said.

#5: The head of electoral campaign of Gul Aqa Shirzai candidates in the first round of presidential election in Helmand province was killed by armed gunmen. Abdul Malik was targeted by two gunmen and lost his life in Sofyan village, Lashkarga city. Eyewitnesses said that the attackers riding motorcycle and after the attack fled the site.

#6: Six people including a police were wounded in explosion of a bomb in Jalalabad city, capital of Nangarhar province this morning. The explosion occurred while a convoy of officials of the first security precinct of Jalalabad was passing the area. Hazrat Hosain Mashriqiwal police spokesman of Nangarhar said BNA, in the explosion, the head of first security precinct of Jalalabad city with his three bodyguards and two civilians wounded.

#7: An explosion occurred close to Ahmadabad district’s bazaar in Paktia province today. According to reports a convoy of security forces was targeted in Machlagho village in the incident.

#8: At least eight people including the district police chief for Spin Boldak were killed following infighting among the policemen in Kandahar. According to local government officials, the incident took place late Thursday night in Spin Boldak district.

After months of intense fighting in southern Afghanistan where hundreds of Taliban fighters have battered Afghan troops in daily attacks, the special forces commander in Helmand province is seeking a deal with the insurgents. Helmand province is the source of about half of Afghanistan’s opium and some areas have fallen under the control of drug dealers and the Taliban. Hundreds of U.S. and British soldiers were killed and wounded there over years of fighting but now it is the Afghans who are in charge of security as most foreign troops prepare to withdraw from the country by the end of this year. “Based on my contacts with Taliban and tribal elders I have already started talks,” Afghan special forces commander General Asadullah Shirzad, told reporters on Thursday, referring to his efforts in the province’s Sangin district. “Now security is much better in Sangin but to have a peaceful province we need more time to talk.”Shirzad declined to give details of his negotiations but said he hoped to extend talks across the province once calm had been restored in Sangin. Taliban spokesman Qari Yousuf Ahmadi denied any negotiations with security forces in the province, saying “we do not have any plan to talk now”.

Government troops clashed with South Sudan rebels on Friday near the capital of the oil producing Unity State, a U.N. official said, days after a U.N. An air assault by Operation Dignity forces on Monday (August 11th) destroyed a weapons-laden boat as it approached the Libyan port of Derna.

The strike followed a warning from General Khalifa Haftar’s operation that incoming vessels were likely carrying weapons and extremists. “We struck a boat carrying ammunition and people coming from Syria,” Colonel Mohamed Hijazi said. “Then we shelled a convoy of cars that were loaded with weapons and were heading to Tobruk, forcing some of them to return to their hideouts in Derna,” he added. Derna eyewitness Ahmed Albardi described the bombardment. “The aircraft kept flying over Derna. Some individuals were trying to bring it down from one of the houses in the city, which was rented by terrorist Sufian al-Quma,” Albardi said. “As soon as they saw the aircraft bombing the boat, they began firing at it with anti-aircraft missiles, which landed on nearby houses killing the people inside,” he added. According to Albardi, “terrorists are still hiding in Derna on the roofs of buildings, in forests and on farms”.

Headline: Turkey calls for help with Syria refugees as tensions rise

Turkey’s relief agency said Friday that it was time for the world to start “sharing the burden” of the 1.2 million Syrian refugees it is hosting, after tensions between Turks and refugees again turned violent. The latest clashes in the southeastern city of Gaziantep were sparked by the fatal stabbing earlier this week of a Turkish landlord, allegedly by his Syrian tenant, and led to a major exodus of refugees from the city. Hundreds of thousands of Syrian refugees have fled their country’s civil war to neighboring Turkey in the last three years after Prime Minister Recep Tayyip Erdogan – now president-elect – announced an open-door policy. Some 285,000 Syrian refugees are living in refugee camps, mostly in the southeast, according Turkey’s Disaster and Emergency Management Authority (AFAD). But some 912,000 are living outside of camps in cities across the country, according to AFAD, and their presence has become an increasing source of tension with local residents. After the latest clashes in Gaziantep – where refugees reportedly now make up a 10th of the population – AFAD’s head Fuat Oktay said that the international community should do more to help Turkey cope. Tensions between Turks and Syrian refugees living outside of camps first boiled over in Gaziantep last month, when locals attacked a Syrian after a traffic accident, and there were also protests against refugees in Kahramanmaras to the north. The authorities in Istanbul have also threatened to act against an influx of Syrian beggars to the city and sent them back to camps along the border. According to Turkish media, city officials in Gaziantep have now drawn up an “action plan” to calm the situation and some 7,800 Syrians will be moved to camps near the city, or to others in the neighboring regions of Mardin and Sanliurfa.

While no new cases surfaced, the outbreak is expected to continue “for some time” in West African states affected by the virus, the WHO said, adding that the “operational response plan extends over the next several months.” WHO is coordinating the international response such as the World Food Programme and is using its “well-developed logistics to deliver food to the more than one million people locked down in the quarantine zones, where the borders of Guinea, Liberia, and Sierra Leone intersect.” The organization is also mapping out the outbreak to effectively locate closest treatment facilities.
