After months of cooperation on a popular strategic partnership bill, politics has frozen progress on legislation that would strengthen ties between Israel and the United States.
The US-Israel Strategic Partnership Act, under the scalpel in Congress since March of last year, was taken off the Senate agenda after top Republican Sen. Bob Corker of Tennessee attached an amendment that would have triggered hearings on any deal reached between world powers and Iran over its nuclear program. High-level negotiations are under way in Vienna on that issue, where the US, the United Kingdom, France, Russia, China, and Germany are trying to forge a comprehensive agreement that will end concerns over military dimensions to the Islamic Republic’s nuclear progress. Members of Congress are skeptical Iran’s leaders are genuine negotiating partners.

Foreign Minister Avigdor Liberman on Thursday criticized a call by the United States for Israel to conduct an investigation into the deaths of two Palestinian teenagers shot during clashes with the IDF last Thursday, saying the IDF would investigate not due to external pressure, but out of adherence to its own values. “We have no need for an American demand to investigate what happened,” Liberman said during a visit to Ariel University in the West Bank. “The IDF is the most ethical army in the world. “I regret that these demands don’t come out in other cases,” Liberman continued. “In Syria, close to 170,000 people have been killed, and I did not see any action by the international community to investigate the murders. Hamas assassinated two civilians in the Gaza Strip, without a lawyer and without a trial. I did not see any request from the international community. “We will investigate out of our responsibility to the ethical codes of the IDF. What’s more, the clip that was circulated suddenly wasn’t put out immediately — only a few days later — and this raises suspicions,” he said.

Headline: Abbas: Palestinians not seeking to join more UN agencies for now
The Palestine Liberation Organization has no plans to request membership from any additional international organizations in the near future, Palestinian Authority President Mahmoud Abbas said in an interview with Walla news site on Wednesday. Israel is aware of the Palestinian decision, Walla reported. The decision is surprising given that the PA leadership has been saying since April that it plans to turn to various UN agencies in light of the failure of Israeli-Palestinian negotiations. The Palestinian Authority applied to join 15 UN institutions in early April, with the Palestinian ambassador to the United Nations saying the PA could also become a signatory to up to 550 international treaties or conventions. Abbas told Walla the Palestinians are still waiting to see what the next diplomatic developments will be. He also said he warned Israel and the United States two days before applying to join the institutions that it would go through with the request if Israel did not free prisoners in the fourth batch of the planned release.

He stressed that he himself may not head the government, but that another Fatah official may, e.g. PA “prime minister” Rami Hamdallah. He also indicated that the government will be comprised entirely of “independent” Palestinian Arab politicians, and that it would be based on four international principles: recognizing Israel, recognizing the terms of international agreements, and the explicit rejection of violence and terrorism. The move is a surprising about-face for Abbas, who has insisted that Hamas “doesn’t need to recognize Israel” in the framework of a unity government.

Two attacks on IDF soldiers near the security fence of Gaza occurred on Wednesday. Three mortar shells were fired at IDF forces conducting activities to expose terror tunnels just over the fence in central Gaza. Likewise an explosive charge was detonated near an IDF routine patrol near the security fence in southern Gaza. No injuries among the soldiers were reported, although the blast caused light damage to engineering equipment. Walla! reports that the blast apparently damaged a bulldozer. IDF forces responded by opening fire at points on the other side of the fence where they suspected the presence of terrorists surveying the effects of the bomb. An IDF source noted “terror sources are manipulating the space adjacent to the fence to place explosives and to use terror against IDF forces and citizens of the state of Israel.”

Under cover of conjoined military exercises with Israel (Juniper Cobra) and Jordan (Eager Lion), the US has moved more than 6,000 Marines to Jordan and several thousand servicemen to Israel.. The Jordanian drill starts Sunday, May 25 and will last until June 8. The US-Israeli exercise began this week with the participation of another 6,000 combat personnel from the US European Command and 1,000 airmen to operate missile defense systems. Sailing opposite Israel’s Mediterranean shore are two US warships carrying Aegis Combat Systems. Due to arrive in the Jordanian Red Sea port of Aqaba over the coming weekend are large US landing craft, that will drop marines on land. Gulf units are also taking part in the combined exercise. This is the first time that the US has unified two large military exercises. The Jordanian and Israeli drills will be coordinated by US command centers.

The riot police were dispersing a protest by hundreds of Al-Azhar University students that began late Monday when someone in a passing vehicle opened fire, state media reported. Several soldiers were injured. The shooting revived fears of violence around the presidential election, scheduled for Monday and Tuesday. During two weeks of campaigning, assailants have also attacked or set fire to at least three Sisi campaign offices, according to official media reports. In the 10 months since the ouster of President Mohamed Morsi, the leader of the Muslim Brotherhood, Islamist militants have attacked and killed several hundred soldiers and police officers, either for revenge or to try to start an insurgency.

Syria’s army has launched a fierce assault on rebel fighters in a bid to break their year-long siege on Aleppo’s central prison, a monitor, state media and activists reported Wednesday. The rebels and their allies from the Al-Qaeda-affiliated Al-Nusra Front have been trying to overrun the jail, which remains in government control, to release political prisoners reportedly held in very poor conditions. “The army, the (pro-regime) National Defense Forces militia, Arab fighters and Lebanon’s Hezbollah are in fierce combat against jihadists from Al-Nusra Front and Islamist rebels in the Sheikh Najjar industrial area, one kilometer (0.6 miles) from Aleppo’s central prison,” said the Syrian Observatory for Human Rights. Troops loyal to President Bashar al-Assad had broken through on the road leading to the prison, said Observatory director Rami Abdel Rahman, adding that ending the siege “would constitute a strategic victory for the regime.”

Speaking from Albu Kamal on the Iraq border, Hussein said ISIL, sometimes referred to as ISIS, seeks to crush the Nusra Front, al-Qaeda’s Syria affiliate, and control the eastern, energy-rich province of Deir Ezzor bordering Iraq. “ISIL are trying to end Al-Nusra Front’s power in the area, and if they do they will take over” the whole province, he said.ISIL’s long-time ambition of creating an area under its control stretching across Syria and Iraq was undermined by a massive January offensive against it by rival Islamist rebels. We were threatened by people with guns, they came in and took all of our paperwork. And now we are trying to put everything back together again,” said Donetsk election official Irina Kondratenko. On Tuesday, rallies were held in the east of the country and factory workers temporarily downed tools after Ukraine’s richest man Rinat Akhmetov called for a peaceful warning protest against the rebels. Tehran has agreed to address by Aug. 25 some issues related to a long-stalled IAEA investigation into suspected Iranian atomic bomb research, the U.N. In a potentially important step forward in the IAEA’s efforts to advance its investigation, it said Iran would exchange information “with respect to the allegations related to the initiation of high explosives, including the conduct of large-scale high-explosives experimentation in Iran”. The issue was part of a landmark report issued by the IAEA in 2011 that included a trove of intelligence information pointing to past work in Iran that could be relevant for the development of nuclear weapons. Russia and China are planning to increase the volume of direct payments in mutual trade in their national currencies, according to a joint statement on a new stage of comprehensive partnership and strategic cooperation signed during high-level talks in Shanghai on Tuesday. “The sides intend to take new steps to increase the level and expansion of spheres of Russian-Chinese practical cooperation, in particular to establish close cooperation in the financial sphere, including an increase in direct payments in the Russian and Chinese national currencies in trade, investments and loan services,” the statement said. The two countries are also set to deepen dialogue on macroeconomic policy issues, as well as boost growth in mutual investment, including in transportation infrastructure, the development of mineral deposits, and the construction of budget housing within Russia. Russian President Vladimir Putin arrived in China on Tuesday for high-level talks with President of the People’s Republic of China Xi Jinping. A large package of documents, including bilateral, intergovernmental, inter-departmental and corporate agreements are expected to be signed during the two-day visit, aimed at cementing Russian-Chinese relations. The decision to switch to the national currencies, thus reducing dependence on the US dollar was first announced in 2010 by then-Russian Prime Minister Vladimir Putin and Chinese Premier Wen Jiabao. The announcement was followed by a deal struck by the central banks of the two countries that allowed bilateral trade in the ruble and renminbi, as well as in freely convertible currency.

Russia today carried out a successful test-launch of an intercontinental ballistic missile, news agencies reported citing the defence ministry, amid a standoff between Moscow and the West over Ukraine. Interfax and ITAR-TASS quoted the defence ministry as saying a successful test of the RS-12M Topol ICBM had been carried out from Russia’s Kapustin Yar rocket launch site near the Caspian Sea at 2238 IST (1708 GMT). The missile hit its target in the Sary Shagan ballistic missile test range that Russia leases in Kazakhstan, it said.
“The purpose of the launch was to test a prospective warhead of intercontinental ballistic missiles,” Interfax quoted defence ministry spokesman Igor Yegorov as saying, without providing further details. Russia reportedly carried out previous tests in December and March of the RS-12M Topol, a road-mobile missile first put into service in the 1980s and then repeatedly modified.

Saudi health authorities have reported two new deaths from the Middle East Respiratory Syndrome coronavirus (MERS-CoV) in the country, raising the overall death toll to 175. A man in the capital Riyadh and a woman in the port city of Jeddah, both in their 70s, were the latest victims of the fatal disease, Saudi Arabia’s Health Ministry announced on Tuesday. The ministry also said the total number of infections in the kingdom is now 540. The recent fatalities came only days after the World Health Organization (WHO) said the spread of the disease has become more serious, but does not yet constitute a global health emergency. The WHO also asked governments to make sure the necessary measures were implemented in all healthcare facilities in order to contain the infection.

Clashes between Yemen’s army and Houthi rebels have left dozens of people dead in a rebel stronghold in the country’s northeast. Military sources told Al Jazeera that at least eight soldiers were killed in Tuesday’s fighting in Amran city. Local officials said as many as 30 rebels were also killed in the fighting, north of the capital Sanaa. Dozens of other combatants were reported wounded in the gunfight that erupted on the western outskirts of the city, medics at Amran hospital told the AFP news agency. A military source said clashes broke out after rebels attacked an army position in the area. The rebels complain that Yemen would be divided into rich and poor regions under a federalisation plan agreed in February following national talks that were part of a political transition.
