Headline: 2:38-Hamas says Monday’s truce aims to ‘divert attention from Israeli slaughter’

Hamas spokesperson Sami Abu Zuhri responds to the IDF’s declaration of a seven-hour humanitarian truce on Monday, saying it’s a unilateral act which is designed to “divert attention from Israel’s acts of slaughter.”  “We don’t trust this truce and we call to our people to exercise caution,” he says.

Headline: Hamas Calls for ‘3 Day Uprising’ During Ceasefire

Hamas on Monday specifically called on Arabs in Judea and Samaria to conduct attacks on Israelis, urging them to start the “third intifada” that would start with attacks on Jewish communities in Judea and Samaria, and eventually move into the rest of Israel.  In a message sent out by Hamas Monday to “the Palestinians of the Occupied West Bank,” Hamas called on Arabs to “conduct mass riots” over the next three days as a “sign of support” for Gaza, and of “resistance” to “violence” by Israel.  On Monday night, Israeli media outlets, quoting Egyptian sources, said that Hamas and Islamic Jihad had agreed to an Egyptian demand for a three-day cease-fire. The sources said that the cease-fire could go into effect as soon as Tuesday morning.  In its message, Hamas called on residents of Hevron, Ramallah and Shechem to converge on the main square in their cities and demand that Hamas retain the right to keep its weapons – rockets and tunnels – agains Israel.  Hamas on Monday praised the terrorist who killed an Israeli and injured four others with a tractor in Jerusalem. Hamas said that it “congratulated the free Palestinian of Jerusalem for his attack. This attack is a natural response to the occupation of our people,” Hamas said. In a statement, Hamas spokesperson Fawzi Barhoum said that “the action in Jerusalem was very brave, a natural response to the occupation.”

Headline: 5 police officers injured during riot on Temple Mount

Masked Palestinian men riot this morning on the Temple Mount, throwing rocks and fireworks at police forces at the Mughrabi Gate as the holy site is opened to visitors.  The young men blockaded two entrances to the mount to keep the police from sealing the entrances themselves.  Police and Border Police forces pushed the rioters back into the mosque on the site.  Five police officers were lightly wounded in the skirmish, according to Israel Radio.

Headline: Man killed in Jerusalem tractor attack

Headline:  Soldier shot near Mount Scopus

An Israeli man was shot in the stomach at the entrance to the Har Hatzofim (Mount Scopus) tunnel  in Jerusalem, in what looks to be the capital’s second terror attack in a matter of hours.  An eyewitness named Eti said that the victim is a soldier. “I saw him falling backward,” she told reporter Moshe Nusbaum.  The wounded man is about 20, said the channel’s reporters, and he is in moderate to serious condition and received treatment on the spot. He was then taken to the nearby Hadassah Har Hatzofim hospital.  Eyewitnesses said that he was shot by a man who then got on a motorcycle or scooter and then drove off toward the Arab neighborhood of Wadi Joz. There may have been another man on the scooter as well.
Police are conducting a manhunt assisted by helicopters.  While the background for the attack is not known, initial estimates are that it is nationalistically motivated. Meanwhile, a pedestrian was killed and six other people were wounded Monday afternoon when a terrorist went on the rampage in an industrial digger in central Jerusalem. The terrorist hit the man as he walked on the street, as well as a bus and a car before being shot dead by an officer from the Israel Prison Service who was in the area. Images from the scene showed an overturned bus, and the the terrorist dead in the cabin of the digger.

Hamas’s Al-Qassam Brigades releases an oddly tensed statement in English in which it lauds strikes on Tel Aviv, Beersheba and Kiryat Malachi, though it’s not clear whether those are attacks it’s planning or have carried out. The group says rocket attacks are a response against “Zionist massacres” and that “the enemy continue to try to cover its military failures by targeting Palestinian civilian [sic] in their homes and shelters.” “If the enemy continues this criminal policy, all Zionist cities it will be targeted,” Hamas says. “No life is more precious than the lives of our dear people.”

Headline: 8:26- ‘Disarmament not raised in Gaza ceasefire talks’

Palestinian Islamic Jihad leader Ziad Nahla, the group’s number-two, says that the issue of disarming the Gaza Strip has not come up in ceasefire talks in Cairo, and that the demand is in any case unacceptable to Palestinian factions in the Strip, Israel Radio’s Gal Berger says, citing a report in the Egyptian daily Al-Ahram. Palestinian factions are meeting with Egyptian intelligence officials in an effort to broker a ceasefire to a month of fighting. Israel was set to join the talks multiple times, but in the past week has said that due to Hamas’s violations of multiple ceasefires, Israel would no longer negotiate any agreement with Hamas.

The pan-Arab daily Al-Hayat reports that Egypt is discussing with Israel the possibility of allowing two senior Hamas and Islamic Jihad officials, Khalil Al-Hiye and Khaled Al-Batsh respectively, to return to Gaza from truce talks in Cairo without being targeted by Israel. Palestinian officials at the truce talks have said that Israel’s decision not to attend the talks after Hamas’s latest break of the weekend ceasefire “doesn’t interest us, since we wouldn’t have met with [Israel] directly in any case,” Ynet reports.

Headline: US, Qatar again working on alternative ceasefire

Palestinian sources in Cairo revealed on Monday that the United States and Qatar have again renewed their attempts to reach an understanding on a ceasefire in Gaza, even as Palestinian factions meet Egyptian officials in Cairo to forge their own proposal. Representatives of the US administration are in Cairo at the same time as a Palestinian delegation that includes senior officials from Hamas, Islamic Jihad, and Fatah. The Palestinian sources suggested that the US-Qatari initiative slows and undermines the Egyptian efforts. Sources told The Times of Israel that the Egyptian effort is focused on convincing Hamas to first stop fighting on the basis of the understandings obtained after Pillar of Defense in 2012, then moving to a broader ceasefire which will include demands on Israel to withdraw from Gaza and to ease restrictions at the border crossings and to allow the rehabilitation of Gaza.

France’s foreign minister is calling on the international community to impose a solution on Israel and Hamas, saying the warring sides have shown themselves unable to negotiate. In an unusually strong statement Monday, Foreign Minister Laurent Fabius says Israel’s right to security “does not justify the killing of children and the massacre of civilians.” France is closely allied with Israel, and Fabius’s statement is a rare direct criticism. Fabius says a ceasefire, followed by a two-state solution, is needed and “should be imposed by the international community because, despite numerous attempts, the two sides have shown themselves to be incapable of concluding negotiations.”

Operation Protective Edge will continue until no more rockets are fired on Israel, Prime Minister Benjamin Netanyahu vows. “The campaign in Gaza continues,” he says after security consultations with the military leadership in the country’s south. “What is nearing conclusion is the IDF’s activity on the tunnels, but this operation will only be over when the calm and security returns to Israel’s citizens for an extended period of time.” Israel has no intention of hurting civilians in Gaza, Netanyahu says, adding that it is Hamas that harms Gazans by preventing them from accepting humanitarian aid. “I think the international community should vocally condemn Hamas and demand, as we do, that Gaza’s rehabilitation be linked to its demilitarization.”

Headline: Readiness upped over attack fears ahead of ceasefire

Security forces have drastically ramped up preparedness as reports come in of a possible ceasefire in the next few hours, Channel 2 reports. Officials fear terrorists will use the last hours before the ceasefire goes into effect to launch large volleys of rockets at Israel, or they may try to infiltrate into southern communities to carry out attacks. The hours before ceasefires have, in the past, seen an uptick in hostilities, as combatants try to get in their last licks before laying down their arms. According to Channel 2, a 72-hour ceasefire brokered in Egypt will be announced in the coming hours and go into effect Tuesday morning.

Headline: Captured Hamas Combat Manual Explains Benefits of Human Shields

Human Rights Watch accuses Israel of killing civilians as they attempted to flee a stricken neighborhood of Gaza, in what it says amounts to a war crime. “Israeli forces in the southern Gaza town of Khuza’a fired on and killed civilians in apparent violation of the laws of war in several incidents between July 23 and 25,” says the New York-based watchdog. “Deliberate attacks on civilians who are not participating in the fighting are war crimes.” The group says civilians faced “grave dangers” in Khuza’a, including repeated shelling, lack of access to medical care, and coming under attack from the Israelis as they attempted to flee to nearby Khan Younis. The report points out that, although Israeli forces had warned people to leave Khuza’a prior to July 21, “the failure of civilians to abide by warnings does not make them lawful targets of attack.”

Headline: Expert Says Terror Tunnels a Threat in the Galilee

Prize-winning geologist and onetime advisor on terror tunnels suggests Hezbollah could be building Gaza-esque tunnels into Israel. For a long time he spoke to every official, every minister, and every IDF Chief of Staff over the threat of terror tunnels – in Gaza and elsewhere – but the system preferred to silence him. Now, Geologist and res. Col. Yossi Langotsky speaks to Arutz Sheva for the first time since Operation Protective Edge began 28 days ago about his perspective on the current conflict, and on how war tunnels may continue to threaten Israel despite the operation. Col. Langotsky commanded for five years in Operational Intelligence and won the Israel Security Prize twice. Despite his expertise, however, his warnings about terror tunnels were apparently ignored. “For nine years I raised hell, and said [terrorists are] digging tunnels into Israeli territory, and the state security system is not organized with enough seriousness required to deal with the intensity of the threat,” he recounted. This operation, he noted, is the result. Langotsky, while happy that the tunnels are being taken care of in Gaza, noted that the IDF’s partial withdrawals indicates that the entire threat will probably not be eradicated; Israel will have to destroy terror tunnels again, he predicts – and is not aware of the danger, even now.

Headline: Rabbi attacked in Sweden, days after synagogue vandalized

A rabbi from the Swedish city of Malmo was attacked by men who hurled objects at him from a car and used anti-Semitic pejoratives. Rabbi Shneur Kesselman was assaulted on Saturday night along with a member of his congregation, the Sydsvenskan daily reported Sunday. The attack, which resulted in no physical injuries, came on the heels of vandalism against the southern city’s main synagogue on July 31, when unidentified individuals smashed three of the building’s windows by hurling objects at them.

Headline: Israeli Leaders Hung in Effigy in Hungarian Town

The mayor of a town in eastern Hungary has held an event hanging effigies of the prime minister and former president of Israel to protest the war in Gaza. Mihaly Zoltan Orosz, who has been mayor of Erpatak since 2005, told The Associated Press Monday that the “Jewish terror state” is trying to obliterate the Palestinians and said he opposed “the efforts of Freemason Jews to rule the world.” Hungary’s foreign ministry condemned the mayor’s actions, saying he was using innocent victims of the war “to spread hate-inducing propaganda.” An online video of Saturday’s event shows an executioner with a black hood over his face kicking chairs out from under the puppets of Israeli Prime Minister Benjamin Netanyahu and former President Shimon Peres, each tied to a gallows.

Headline: Officer killed, MPs survive attempted attack in Maan

Police on Sunday said they were searching for unidentified assailants who reportedly shot and killed an on duty Gendarmerie officer in Maan earlier in the day. Also on Sunday, a man was arrested for attempting to attack lawmakers with a homemade bomb, which did not detonate. Second Lieutenant Nart Nafesh, 23, was part of a patrol that was guarding a post in the city of Maan, some 220km south of Amman, when a group of suspects opened fire with machine guns at 4:45am on Sunday, Gendarmerie Public Relations Department Director Lt. Col. Ahmad Abu Hammad said. A committee was formed to investigate the incident and “arrest the perpetrators”, according to an official statement issued by the press office of the Gendarmerie Forces.

Headline: Syrian rebels kill 10 Lebanese troops, take others captive

Syrian rebels killed 10 Lebanese troops and likely captured over a dozen more in a raid on a Lebanese border town, the country’s military chief said, the most serious spillover of violence yet into the tiny country from its neighbor’s civil war. The capture of Lebanese soldiers and police raised fears that the country could become further entangled in the Syrian civil war and could worsen already-brewing sectarian tensions. “What happened today is more serious than what some people imagine,” Lebanon’s army chief, Gen. Jean Kahwaji, told journalists. The raid came hours after the army said troops detained Syrian Imad Ahmad Jomaa, who identified himself as a member of the Nusra Front. The state-run National News Agency said Jomaa was detained as he was being brought to a hospital in Lebanon after being wounded while fighting Syrian troops. The Nusra Front is one of the most powerful groups fighting to overthrow the rule of Syrian President Bashar Assad. The army chief said the fighters belonged to extremist Sunni groups, but did not name them. He said the fighting had killed 10 soldiers, while 13 were missing.

Headline: The Islamic State expands into Lebanon

Arsal is in jihadi hands. In a matter of hours, radical jihadi militants were able to seize this Bekaa Valley town. Militants affiliated to the Islamic State and its “caliph” Abu Bakr al-Baghdadi overran the town’s streets along with a few army barracks and an Internal Security Forces (ISF) station in the area. Then, after some hesitation, militants from al-Nusra Front joined the battle. Headline: Hezbollah calls North Beqaa residents to arms; vows to support army

A protest kicked off in the northern city of Tripoli Monday evening against the Army’s operation in Arsal, where the military has been battling Islamist militants for three days. The protest, led by the Committee of Muslim Scholars, began at the Harba neighborhood in the Sunni-majority neighborhood of Bab al-Tabbaneh and was supposed to conclude at the highway connecting Tripoli to Akkar. The military deployed in the neighborhood and prevented the protesters from reaching their destination. Angered by the Army blockade, men fired shots at soldiers who responded by firing tear gas to disperse the crowd. Soldiers, backed by armored vehicles, launched raids in Tripoli in search for the gunmen and reinforced its posts in the city that have witnessed several rounds of clashes in previous years. Carrying black flags with the Islamic State of Iraq and Greater Syria’s logo, the protesters demanded that the Army end its military operation in Arsal and open a humanitarian corridor to the northeastern town.

Headline:    Egyptian army says 11 militants killed in Sinai

Egyptian troops have killed 11 militants in shoot-outs in the restive Sinai Peninsula where security forces have battled an insurgency since president Mohammad Mursi’s overthrow, the army said on Monday. The fighters were killed on Sunday when troops clashed with them during a raid in north Sinai, the army said, adding that three cars and eight motorbikes belonging to the “terrorist elements” were destroyed in the firefight. Since Mursi was deposed in July 2013, the army has poured arms and soldiers into the peninsula to quell the insurgents, who have also struck Cairo and other cities using car and roadside bombs.

Eighteen rebel factions in Syria announced Sunday the formation of a new unified “Revolutionary Command Council” based inside the country, in the latest bid to address the rebels’ fragmentation. The factions include leading groups from the Free Syrian Army, namely the Hazm Movement and the Syria Rebel Front, as well as members of the Islamic Front, such as the Islam Army and Suqour al-Sham. Notably, the announcement leaves out the Islamic Front’s Ahrar al-Sham militia as well as the Nusra Front, which cooperates with Islamist militias in many parts of the country although it is not a part of the seven-member Islamic Front.

Headline:  Nato to strengthen military exercises after Russia ‘aggression’

A Russian border security official said Monday that more than 400 Ukrainian soldiers have crossed into Russia, although both sides gave conflicting accounts as to why they did it. The Russian official said the soldiers deserted the Kiev government and the Russian side opened a safe corridor. A Ukrainian military official, who did not give a number for the soldiers involved, were forced into Russian territory by rebel fire after running out of ammunition. Pro-Russian separatists in eastern Ukraine have been battling the Kiev government since April, a conflict that has claimed at least 1,129 civilian casualties, according to a U.N. estimate. Ukraine and Western countries have accused Russia of providing the rebels with equipment and expertise, a claim that the Russian government has repeatedly denied. The West has also accused Russia of most likely providing the insurgents with surface-to-air missiles that may have been used to shoot down a Malaysia Airlines passenger jet over rebel-held territory on July 17, killing all 298 people on board. A Dutch plane carrying victims’ remains from the disaster took off from Kharkiv on Monday. The plane was also carrying personal belongings of victims back to the Netherlands. The Interfax news agency reported Monday that Russia’s air force began military drills in central and western regions of the country, a move that could spark further fears that Moscow is ready to flex its military muscle in Ukraine. The drills will start Monday and last through Friday, air force chief Igor Klimov was reported as saying, and will involve more than 100 fighter jets and helicopters.

Headline: Donetsk residents told to evacuate in advance of liberation operation

As the Ukrainian military seeks to regain control over its restive eastern region, the military encouraged residents of the rebel stronghold in Donetsk on Monday to evacuate. The Ukrainian military now surrounds Donetsk, which the rebels re-named the Donetsk People’s Republic. Military spokesman Andriy Lysenko expressed concern that the rebels were mistreating the residents of Donetsk. Rebels have forced some to take up arms against the military; in other instances, they have kidnapped and killed residents, seizing control of their homes. The military has established humanitarian corridors to facilitate the evacuation of civilians out of eastern Ukraine. Lysenko added that the government would help evacuees find temporary shelter. It is unclear when the military will move in to liberate Donetsk but with Monday’s evacuation warning, the assault could be imminent.

A Russian foreign ministry statement said Foreign Minister Sergei Lavrov also told his Israeli counterpart Avigdor Lieberman that the foes “should reach an agreement that excludes the return to violence in which mostly innocent civilians suffer”. Israel launched an offensive against Hamas almost four weeks ago following a surge in cross-border rocket salvoes. Gaza officials say 1,797 Palestinians, most of them civilians, have been killed, while Israel has lost 64 soldiers in combat and three civilians to Palestinian shelling. Moscow supported the Palestinian cause in the Soviet era but established warmer ties with Israel in the past two decades.  But its influence in the region has dropped off substantially and Moscow no longer plays an important mediating role between the two sides.

Islamic State of Iraq and Syria militants claimed control of the Mosul Dam on Sunday, after a 24-hour battle with the Kurdish Peshmerga. The dam is located on the Tigris River and provides electricity to the northern Iraqi city of Mosul. Dam employees were still inside the facility, noted Peshmerga Lt. Col. Herash. Middle East Forum president Daniel Pipes explained the rationale behind the attack, telling CNN “If you control the Mosul Dam, you can threaten just about everybody.” With such control, ISIS would be able to orchestrate a massive flood that could have reverberations as far south as Baghdad, 280 miles away. “It’s a horrendous prospect,” Pipes observed.

Peace talks between South Sudan’s government and rebels have resumed in the Ethiopian capital, Addis Ababa. The regional bloc overseeing the talks, Igad, has set a 10 August deadline to agree on a transitional government and implement a ceasefire. The last round of talks between President Salva Kiir and rebel leader Riek Machar stalled in June. Conflict erupted in December after Mr Kiir accused Mr Machar – his sacked deputy – of plotting a coup. Mr Machar denied the allegation, but then marshalled a rebel army to fight the government. NATO has confirmed to Turkey that a ballistic missile defense radar won’t be used to protect Israel. NATO’s supreme commander Gen. Philip Breedlove said the Western alliance’s facility near the Turkish town of Kurecik would be reserved for European security. Breedlove dismissed assertions by the Turkish opposition that the U.S.-origin radar would relay BMD data on Iran to the Jewish state. “It is an American-supplied radar that is offered to NATO to be a part of the European phase-adaptive approach missile defense of Europe,” Breedlove said. “That is what it is there for.” In July, the opposition asserted that the government of Prime Minister Recep Tayyip Erdogan quietly tolerated the NATO radar and its U.S. operation. The opposition said the U.S. military maintained full control over the long-range X-band radar and would work with Israel. “The fact that there has not been a single missile fired on Turkish soil makes this mission a complete success,” Breedlove told CNN Turk. Turkey has opposed Israel’s participation in NATO exercises. Officials said Ankara was abandoning plans to improve relations with Israel.

Headline:  Death Toll Rises in Azerbaijan-Armenia Conflict

Azerbaijan and Armenia on Monday both reported more losses in a sharp escalation of fighting over the South Caucasus region Nagorno-Karabakh, with 18 soldiers now confirmed dead. The Azerbaijani region and some adjacent territory have been under the control of Armenian soldiers and ethnic Armenian local troops since the end in 1994 of a six-year separatist war. The top U.S. diplomat for East Asia, Daniel Russel, says China’s withdrawal of the rig in mid-July had removed an irritant but left behind anger in Vietnam and serious questions among other countries about Beijing’s long-term strategy. Russel says the U.S. will be encouraging the half-dozen claimants in South China Sea to take voluntary steps to reduce tensions. Although the U.S. claims neutrality, China is unlikely to respond favorably.

About 2,500 people were stranded early Monday after thunderstorms caused mountain mudslides in Southern California, while one person was found dead in a flooded creek, authorities said. Mud, rocks and debris several feet deep blocked roads in the communities of Oak Glen and Forest Falls, and it could be several hours before crews cleared the way through, San Bernardino County Fire spokesman Ryan Beckers said. All residents in the two towns were accounted for and no injuries were reported, he said. To the west, a body was found Sunday in a car that was swept into the rain-swollen water course in Mount Baldy and overturned, fire spokesman Chris Prater said. Coroner’s officials identified the victim on Monday as Joo Hwan Lee, 48, of El Segundo. About 1,500 residents of Oak Glen, and another 1,000 residents of Forest Falls were unable to get out because of thick debris flows caused by flash floods. The stranded include 500 children and adults who had arrived at a Forest Falls campground Sunday morning.
