Headline: No Israeli coordination with Russia – only a hot line

There is a big difference between the latest headlines saying that the IDF and the Russian military will coordinate their operations, and the statement by Israeli Prime Minister Binyamin Netanyahu that he and Russian President Vladimir Putin agreed Monday, Sept. 21, to establish a mechanism to prevent misunderstandings and clashes between the two militaries. Neither the Russian military force in Syria, which is growing every day, nor the IDF have any plans for a body that will allow each side to inform the other of ground, air or naval operations about to be carried out in the Syrian theater. Russia does not want the IDF to find out anything about its military moves or intentions, and the IDF does not want the Russians to have advance notice of any operations it is about to conduct in Syria, or of Israeli Air Force surveillance missions overhead. debkafile’s military and intelligence sources report that this is the reason why Putin and Netanyahu, and afterwards the Israeli chief of staff, Lt. Gen. Gady Eisenkot, and his Russian counterpart, Gen. Valery Gerasimov, agreed on the establishment of a hotline between the Russian and Israeli general staffs. This communications channel will connect the offices of Gerasimov’s deputy, Gen. Nikolay Bogdanovsky, in Moscow and of Eisenkot’s deputy, Gen. Yair Golan, in Tel Aviv. The hotline will enable the two sides to ask to clarify events, without offering their reasons for doing so. In other words, the hotline will be used at a time when Russian or Israeli military operations in Syria are underway, and senior officers are acting to avert a probable clash between the two military forces – or after the event.

Clashes broke out Wednesday between Palestinian youths and Israeli forces in Hevron following the funeral of a female terrorist shot dead after trying to stab a soldier. Around 50 rioters threw stones at soldiers, who responded with stun grenades and tear gas in the flashpoint city, cite of Judaism’s second holiest site, the Tomb of the Patriarchs, and where some 500 Israeli Jews live under heavy guard surrounded by largely hostile Palestinians. The clashes followed the funeral of 18-year-old Hadeel al-Hashlamon, who died after being shot by Israeli soldiers at a checkpoint on Tuesday. Several thousand people joined the funeral procession, carrying photos of her with her face completely veiled, as well as Palestinian flags. The military said she was shot while attempting to stab a soldier, but her father, Salaheddin al-Hashlamon, said she was innocent and had been killed “in cold blood” by multiple shots. Her death followed that of another Palestinian who accidentally killed himself in a village outside Hebron, when an explosive device he intended to toss at a military vehicle detonated in his hands, according to both the IDF and local Palestinians. But in keeping with its usual line, the Palestinian Authority said the man, whom they identified as Dia al-Talahmeh, 21, was shot dead by Israeli troops and made no mention of any explosive device. His funeral was held in Hevron on Tuesday. Their deaths came amid high tensions throughout Israel after more than a week of Muslim riots – particularly in Jerusalem – with the convergence of the Jewish Yom Kippur and Muslim Eid al-Adha holidays.

Headline: US announces new aid package to respond to Syria crisis

The US on Tuesday announced an additional aid package worth nearly $419 million to assist with the Syrian refugee crisis, of which $44 million will be directed to Jordan. With the new assistance to Jordan, the White House said, the total amount the Kingdom has received from US humanitarian assistance to refugees since 2012 will be nearly $668 million. The White House said in a statement e-mailed to The Jordan Times that the new funding brings the total US humanitarian assistance in response to the four-year Syrian conflict to more than $1.6 billion in the fiscal year 2015 and over $4.5 billion since the start of the crisis. The funding supports UN operations, including the UNHCR, UNICEF, the International Organisation for Migration, and other international and non-governmental organisations. It will provide shelter, water, medical care, food, protection and other necessities to millions of people suffering inside Syria and nearly four million refugees who left Syria to neighbouring countries, said the statement, adding that the aid also helps mitigate the impact of the crisis on governments and communities throughout the region that are straining to cope with the mass influx of refugees from Syria. Part of the new funding will respond to the 2015 appeals of $8.4 billion from the United Nations for Syria and the region.

Headline:   Report: Hezbollah to cease offensive action in Syria

While Syria, Russia and Iran solidify their military relationships, embattled President Bashar Assad may be about to lose another key ally in his fight against rebel groups including the Islamic State, according to Lebanese reports on Monday. According to the report, Hezbollah is now expected to participate only in defensive actions after a battle currently being fought for the city of Al-Zabadani, some 45 kilometers from Damascus, is completed. Even with the direct support of Iran and Russia, losing Hezbollah’s offensive capabilities would be a serious blow to the Assad regime, which has suffered a string of losses for the past several months as government forces have found themselves on the back foot against the Islamic State and other rebels. Current assessments suggest that Hezbollah is less than likely to entirely abandon the Syrian government, but perhaps Russia’s increased involvement was, in part, meant to coincide with Hezbollah’s decreased activity.

Earlier this month Russian Foreign minister Sergei Lavrov suggested talks between Russia and the United States on the situation in Syria after the United States voiced concerns over increasing Russian involvement in the country. “I made clear that Russia’s continued support for Assad risks escalating the conflict and undermining our shared goal of fighting extremism if we do not also remain focused on finding the political solution,” Kerry said.

Syria Headline:   Insurgent group pledges allegiance to al Qaeda’s Syria wing

An insurgent group fighting in Syria made up of around 1,500 Chechen, Uzbek and Tajik fighters has pledged allegiance to al Qaeda’s Syria wing Nusra Front, a group monitoring the war said on Wednesday. Jaish al-Muhajireen wal-Ansar (Muhajireen Brigade) made the pledge in a statement distributed by supporters online, the Syrian Observatory for Human Rights said. The pledge is a boost for Nusra Front against its rival Islamic State, an ultra hardline jihadist group which has seized territory in Syria and Iraq. Among battles fought between Nusra Front and Islamic State is one for control of parts of the northern Syrian city of Aleppo, where fighters from the Muhajireen Brigade could help tip the balance.

Syria Headline:   ISIS mobilizing for large Deir Ezzor battle

ISIS has been mobilizing equipment and fighters on a large scale for an upcoming operation to seize the last-two large regime controlled areas in the urban center of Deir Ezzor, according to All4Syria. The anti-regime outlet reported Wednesday that since the beginning of the week ISIS has been undertaking preparations to attack the Jawra and Qusour neighborhoods of the city located on the western banks of the Euphrates. The report added that ISIS has dubbed the upcoming operation the “Battle of Arafah” in reference to the Muslim Holy Day that marks the second day of the Hajj pilgrimage to Mecca, which in 2015 falls on September 23. “Columns of ISIS vehicles headed to Syria from Iraq via the border town of Qaim have been sighted entering Syria from the desert despite intensive over-flights by coalition warplanes,” All4Syria cited activists as saying. “The group has mobilized many of its members and readied its heavy machinery to begin the battle,” the report added. “There is news that the group intends to enforce mandatory recruitment on the sons of Deir Ezzor province, in a bid to mobilize as many fighters as [possible].”

Iraq Headline:   ISIS bombs Mosul airport and two Iraqi army bases

Militant fighters of the Islamic State (ISIS) extremist group has bombed the Mosul airport in northwestern Iraq, activists reported on Tuesday. “The group has used a large amount of explosives to bomb Mosul airport on Tuesday afternoon. ISIS tries to fortify the strategic city against any possible attacks by Iraqi forces,” a local media activist told ARA News on phone. “Destroying the airport comes as an attempt to prevent its use by the Iraqi army,” the source said on the condition of anonymity. Also on Tuesday, ISIS militants bombed two military bases in Tel Afar west of Mosul. “After evacuating the Rafidain and Baghdadi military bases in Tel Afar, ISIS bombed the bases completely,” the source added. ISIS has been fortifying Mosul city for months in preparation for a potential military campaign by the Iraqi army forces, which have vowed earlier to retake the city from the militant group in cooperation with the Kurdish Peshmerga forces and the U.S.-led coalition.

Headline: PKK announces shooting down Turkish spy plane near Iraqi border

Turkish warplanes carried out a new barrage of cross-border airstrikes on a Kurdish militant camp in northern Iraq Wednesday, destroying munitions depots and caves, the army said. The attacks come after two Kurdish ministers resigned after accusing Turkey’s government of promoting a “logic of war” as they quit the cabinet on Tuesday, two months after the resumption of fighting between the army and Kurdish rebels. Meanwhile, a Turkish soldier was killed in southeastern Diyarbakir province in a new attack blamed on PKK, a security source said. Sergeant Mehmet Ali Sarak, 25, came under fire from PKK militants with automatic rifles while on his way to his army base in the Silvan district of Diyarbakir, the source told AFP on condition of anonymity.

Headline: Turkish president meets Putin to discuss Syrian military aid

Russian President Vladimir Putin and his Turkish counterpart Tayyip Erdogan met in Moscow on Wednesday and discussed Russia’s arming and strengthening of the Syrian military, which Ankara opposes. Erdogan also attended the opening of the new mosque in Moscow where he mentioned the ongoing refugee crisis, saying that his country has taken in two million Syrian refugees. Headline:  Boosted by nuke deal, Iran ups funding to Hezbollah, Hamas

Since the deal was signed, Iran has significantly increased its financial support for two of the largest terror groups in the region that have become political players, Hamas and Hezbollah. In the years before the deal was signed, the crippling sanctions limited this support, which had significantly diminished along with Iran’s economy. But Tehran’s belief that tens, or hundreds, of billions of dollars will flow into the country in the coming years as a result of sanctions relief has led to a decision to boost the cash flow to these terror organizations. This support, for example, has enabled Hezbollah to obtain highly developed new armaments, including advanced technologies that many militaries around the world would envy. Al-Rai, a Kuwaiti newspaper, reported Saturday that Hezbollah has received all the advanced weaponry that Syria has obtained from the Russians. As regards the Palestinians, in the past two months, Iran has sent suitcases of cash – literally – to Hamas’s military wing in Gaza. Not everyone is happy about this, including some Hamas officials. Hamas leader Khaled Mashaal, who was always the man who controlled the money, has found himself outside the circle of Iranian funding over the summer. Tehran, which was none too pleased by his visit to Saudi Arabia and meeting with King Salman, decided to take revenge on him in an original way. It bypassed Mashaal and has handed over the suitcases, by way of couriers, directly to the leaders of the group’s military wing in the Gaza Strip.

A NATO soldier was killed Tuesday during an attack on the area surrounding the Bagram Airfield in the north of Afghanistan. Headline: Libya’s Tripoli government calls for halt in UN peace talks

Officials in the Tripoli-based government of Libya have urged a freeze in the ongoing peace talks which is proceeding under the auspices of the United Nations in Morocco, saying the rival administration should stop its offensive in the east. Khalifa al-Ghweil, the prime minister in Libya’s Tripoli-based government, said late Tuesday that he rejects the ongoing negotiations between rival parliaments in the resort of Skhirat near Morocco’s capital. He also condemned a UN-drafted accord under discussion as “suspect” and containing articles which run contrary to the “immovable principles and the objectives” of the 2011 revolution which toppled long-time dictator, Muammar Gaddafi. It also comes after EU ministers, on Tuesday, outvoted the Czech Republic, Hungary, Romania, and Slovakia on a refugee-sharing scheme, prompting questions if the four refuseniks will comply. “This Commission means business,” Frans Timmermans, Commission vice-president in charge of rule-of-law, said while presenting the infringement package. “I believe one of the reasons why the asylum system isn’t working is because member states don’t apply it. We have a duty to make sure they’re applying it”, he added. According to the Commission, 18 member states have failed to adopt common European procedures for granting and withdrawing international protection. Another 19 have not fully transposed common rules for the conditions asylum seekers should be provided with.

Headline: More than 20 killed in bombing at NE Nigeria market

More than 20 people were killed in a bomb attack in the garrison town of Monguno in remote northeast Nigeria, witnesses and the country’s main relief agency said on Wednesday. Ibrahim Abdulkadir, northeast coordinator of the National Emergency Management Agency (NEMA), said “between 25 and 28” were killed in Sunday night’s attack while locals said at least 21 died. News of the blast was slow to emerge because of poor communications with the remote town, which is some 140 kilometres (87 miles) by road from the Borno state capital, Maiduguri. Maiduguri was also hit on Sunday night, when a series of blasts rocked a mosque, killing worshippers, and football fans watching a televised game nearby. A total of 117 people died.

Headline: Russia plans second big military base near Ukrainian border

Russia is planning a second major military base near the border with Ukraine, where NATO accuses Russian troops of helping pro-Moscow separatists fight Kiev’s forces. The new base will house 5,000 soldiers and heavy weaponry, according to public documents and people working at the site. It is further east than one under construction in Belgorod region reported by Reuters earlier this month but still close to the border with separatist-held parts of Ukraine’s eastern Luhansk region, where there has been heavy fighting. The bases are part of a Russian military buildup along a new line of confrontation with the West, running from the Black Sea in the south to the Baltic in the north, which carries echoes of the Cold War-era “Iron Curtain”. Russia has also increased its military presence in Syria.
