Israel and Turkey have normalised relations, ending a six-year rift over the killing by Israeli troops of 10 Turkish activists on a Gaza-bound ship. Turkish Prime Minister Binali Yildirim said a deal reached on Sunday would see Israel pay $20m (£15m) in compensation. It will also allow Turkey to send aid to Gaza and carry out infrastructure projects in the Palestinian territory. Israeli Prime Minister Benjamin Netanyahu said the agreement would help bring “stability” to the Middle East. Turkey was once Israel’s closest ally in the region, and the two countries share many strategic interests. The Turkish and Israeli prime ministers announced the deal to restore diplomatic ties at simultaneous news conferences in Ankara and Rome. Mr Yildirim said the two countries would appoint ambassadors “as soon as possible” after the agreement is signed on Tuesday. A “lifeline to Palestinians” would be provided, he added, with the first ship loaded with 10,000 tonnes of aid due to leave for the Israeli port of Ashdod on Friday.

Headline: African nations at UNHRC call on Israel to ‘end the occupation’ now
Israel must immediately end its occupation of the West Bank and its blockade on Gaza, the regional African Group told the United Nations Human Rights Council in Geneva on Monday.
“The African Group calls for putting an immediate end to Israel’s occupation, settlements, blockade on two million people in the Gaza Strip, the detention and imprisonment of thousands of Palestinians, and all other forms of collective punishment targeting the oppressed Palestinian people,” the 54-member African Group said in a statement that was delivered by South Africa on their behalf. The call by the African Group comes in advance of Prime Minister Benjamin Netanyahu’s highly publicized visit to the African continent later this month to deepen ties between Israel and that continent. But at the UNHRC the African Group spoke against Israel and in support of Palestinian statehood. International diplomatic efforts to solve the Israeli-Palestinian conflict have in the past assumed a two-step process, in which Palestinian statehood would be achieved only once there was a final status agreement in place between the parties to end hostilities.

Headline: Temple Mount sees second day of clashes amid Jewish visits
Muslim rioters on the Temple Mount compound in Jerusalem clashed with police for the second day straight as authorities allowed tourists, including Jewish groups, to visit the area during the sensitive last 10 days of Ramadan. Several Palestinians were reportedly injured by sponge-tipped bullets fired by security forces during the rioting. In response, a Palestinian official warned of “consequences” to the Israeli “aggression” at the Jerusalem holy site. Police had deployed additional forces there as a precaution after learning, it said, that “Arab youths, some of them masked, barricaded themselves during the night in the Al-Aqsa Mosque on the Temple Mount with the aim of confronting police, and to disrupt the regular visits and visitors in the Temple Mount area during the Ramadan holiday.” Of the 263 visitors to the Temple Mount on Monday, 33 of them were Jews, police spokeswoman Luba Samri said in a statement. According to police, the rioters stockpiled stones and other objects, including firecrackers, inside the Al-Aqsa mosque, “all of which was intended as a confrontation with police and security forces, to prevent them closing the doors and to disrupt the regular visits to the Temple Mount.”

Headline: Suicide bombers kill 5 in eastern Lebanon
A group of suicide bombers detonated their explosives’ vests in a northeastern Lebanese village near the border with Syria on Monday, killing five people and wounding at least 15, a Lebanese military official and paramedics said. The blasts occurred in the predominantly Christian village of Qaa, only few hundred meters (yards) away from the border. The state-run National News Agency said four suicide bombers were involved in the rare multiple attack. No group immediately claimed responsibility. The villagers became suspicious of the men as they were passing through the village around 4 am local time, an eyewitness in Qaa said. When civilian security men who guard the village called out to them, they threw a hand grenade before successively blowing themselves up among civilians. A Lebanese military official, who spoke on condition of anonymity in line with regulations, said one suicide attacker blew himself up in front of one of the homes, while three other attackers followed, detonating their suicide vests one after the other as people gathered in the area. Four members of the military were among the wounded, the official added. An investigation is underway.

Headline: Yemen clashes intensify as Ban pushes peace
Fighting between Yemeni government forces and Shiite rebels killed 41 people on several fronts Sunday, as UN chief Ban Ki-moon urged the rival factions in Kuwait to accept a peace plan. But the clashes raged on Sunday, with the rebels pressing ahead with attempts to advance towards the strategic Al Anad Air Base, in the southern province of Lahj, a military official said. The rebels and their allies captured the area of Qubaita, on the frontier between Lahj and Taez province. Warplanes from the Saudi-led coalition that backs Hadi’s government killed 11 rebels in Qubaita and Kirsh, the official said. Also along the frontier between Lahj and Taez, five rebels and three government soldiers died in clashes triggered by a rebel attempt to advance in the Waziya area, said a loyalist militia source. Six other soldiers were killed in clashes in the flashpoint city of Taez, where rebels attacked an army base, a military official said. Meanwhile, nine rebels and seven soldiers were killed in the past 24 hours in clashes in northern Yemen, after rebels attacked loyalists in Nahm, northeast of the Sanaa, a military official said.

Syria Headline: ‘Brexit’ may push Arab world into Assad’s arms
An unforeseen trickle-down effect of Britain’s decision to leave the EU last week is evident in the reaction of Arab governments, which have begun shying away from their reliance on the US or Europe to lead the war on ISIS, debkafile’s sources report. They are coming to see the US-led coalition as weakened and predict that Britain will draw down or remove its forces from the anti-jihadist arenas in the near future. Officials in several Arab capitals are now discussing the possibility of ending their boycott of Syrian President Bashar Assad and cooperating militarily with his regime against the terrorists – an option which just a few days ago would have been unthinkable. In general, there are signs of satisfaction in Muslim Middle Eastern countries over what is seen as the weakening of NATO. and even more of Washington’s position in Brussels. Tehran, Riyadh, Amman, and Damascus are giving vent to these sentiments in the first political consensus the Arab and Muslim world has seen since the outbreak of the Arab Spring uprisings in December 2010. Statements like “we have new and historic opportunities” and “the American star has been wiped off the EU flag” are just the tip of the iceberg – despite the return of a limited number of US forces to fight ISIS in Iraq, Syria and Libya over the past few months, to partly fill the void created by President Barack Obama’s Mid East policies.

Kurdish Headline: Kurdish Rebels Clash With Iran’s Revolutionary Guards
Kurdish rebels and Iran’s Islamic Revolutionary Guards Corps have engaged in armed clashes along the mountainous Iranian border with Iraq in recent days, raising tensions in the region, Iranian state television reported. On social media, there are videos that purport to show the shelling of positions held by the rebels, the Kurdish Democratic Party of Iran. While both groups claim to have killed over a dozen of their opponents, there are no reliable figures as yet, Iran’s state news agency, IRNA, reported. The Kurdish Democratic Party of Iran has been striving for decades for independence in the Kurdish areas of western Iran. While many of Iran’s approximately six million Kurds feel strong connections to the nation, they speak a separate language and are mostly Sunni Muslims in a Shiite country. The Kurdish regions, like all Iranian border regions, are poor compared with Iran’s larger cities. The rebels have clashed periodically with the Iranian armed forces, at times ambushing military patrols. They say some of their leaders were assassinated in Europe in the 1980s and ’90s, and that Iran has been executing activists linked to their cause. The Guard Corps base in the region, Hamzeh Seyyed ol-Shohada, said in a statement on Saturday that the clashes were continuing in the area of Mahabad, a Kurdish city, and the Sarvabad border area. It said that a number of “terrorists linked to counterrevolutionary groups” had been killed in the fighting.

Headline: Kremlin says Turkey apologized to Putin for shooting down Russian jet
Turkish President Tayyip Erdogan has apologized to Russian leader Vladimir Putin over last year’s shooting down of a Russian air force jet by Turkey’s military, the Kremlin said on Monday, opening the way for Russia to lift economic sanctions. The Russian jet was shot down, with the loss of the pilot, in November while it took part in the Kremlin’s military campaign in Syria. Ankara said it acted lawfully because the plane had crossed into Turkish air space; Moscow denied that happened. “I want to once again express my sympathy and deep condolences to the family of the Russian pilot who died and I say: ‘I’m sorry,'” the Kremlin, in a statement, cited Erdogan as saying in the letter. A spokesman for Erdogan, Ibrahim Kalin, confirmed the letter was sent to Putin, though he did not refer explicitly to an apology. He said that Erdogan, in the letter, had expressed regret and asked the family of the pilot to “excuse us.”

The violence resulted in the sacking and subsequent arrest of the governor of Wau, Elias Waya Nyipuoc for suspicion of being behind the insecurity in the town. UN bases are not designed to serve as shelters for displaced populations … UNMISS will consider additional measures in line with its mandate should the security situation deteriorate further; Local media report that he was arrested on Saturday “on directives from higher authorities … just hours after President Salva Kiir sacked him from office in less than nine months since his appointment”. The United Nations Mission in South Sudan (UNMISS) says it is providing protection and shelter to approximately 10,000 civilians in Wau adjacent its base. “This area is currently secure and humanitarian partners are providing basic assistance to the displaced people,” it said in a statement on Monday. UNMISS added that it is currently negotiating with the SPLA for access to Wau town to conduct additional patrols to protect the civilian population in the town. It however stressed that it opened its gates because all means of protection have been exhausted. “UN bases are not designed to serve as shelters for displaced populations … UNMISS will consider additional measures in line with its mandate should the security situation deteriorate further,” it said.

The UK’s political establishment has engulfed in a crisis following the referendum vote last week to leave the European Union with both the Conservative and the Labour party lacking clear leadership and beaming confusion. As the UK should begin the legal process to leave the EU, it has become clear that neither the Leave camp, nor prime minister David Cameron has prepared for a Brexit scenario. One EU official described the UK as being in a “very significant political crisis”. The official also added that other EU countries understand that they cannot expect the UK to start the exit procedure amidst a political crisis, so the pressure for the UK to do so has reduced to some extent. Cameron has not said anything since last Friday when he signalled that he would resign in the fall and let his successor guide the UK out of the EU. One of the likely contestors for the prime minister’s job, former London mayor Boris Johnson and lead campaigner for leaving the EU seemed confused about the UK’s future role in the union in an article published in The Telegraph on Sunday.
