Headline: Scottish parliament discusses recognition of Palestinian state
A Scottish parliament debate on Monday on the recognition of a Palestinian state as a means to revive peace negotiations drew sharp condemnations from Jerusalem. Noting that the debate took place on the eve of Israel’s Memorial Day, one Israeli official called the discussion “pointless” and “shameful.” The parliament in Edinburgh did not vote at the end of the poorly attended session, but most speakers expressed support for the motion, several of them criticizing Israel for running an “apartheid” regime and “inhumane” policies vis-à-vis the Palestinians. The motion, proposed by Glasgow MP Sandra White, stated that the parliament “believes that the recognition of the state of Palestine alongside the state of Israel based on 1967 borders could be a stimulus to securing a negotiated two-state solution in the Middle East and notes the opinion of many Israelis and Palestinians living in Glasgow, the rest of Scotland and beyond that resolution through peaceful means is the only option.”

Prime Minister Benjamin Netanyahu spoke at the central memorial ceremony for fallen soldiers at the Mount Herzl military cemetery Wednesday, recognizing the sacrifice of those who gave their lives for the State of Israel and urging Israelis to appreciate the meaning of that loss. “Our enemies must know they will not break us,” the prime minister said, quoting a widow who spoke Tuesday in the Knesset’s memorial ceremony. Netanyahu, who was heavily criticized for his statements about Arab voters during last month’s elections, stressed the importance of unity on Memorial Day. “We are one family: Jews and our non-Jewish brothers — Druze, Muslims, Bedouins, Christians, Circassians,” he said.

Headline: Judge orders NY transit agency to run ‘Killing Jews’ ad
A federal judge on Tuesday ordered New York’s Metropolitan Transportation Authority to display on its buses a controversial ad that refers to Muslims killing Jews, rejecting the argument that the ad could incite terrorism or imminent violence. U.S. District Judge John Koeltl in Manhattan said the ad from the American Freedom Defense Initiative, which had previously run in Chicago and San Francisco, was protected speech under the First Amendment of the U.S. Constitution. The ad portrays a menacing man wearing a scarf around his head and face, includes a quotation “Killing Jews is Worship that draws us close to Allah” attributed to “Hamas MTV,” and then states, “That’s His Jihad. What’s yours?” Koeltl said he was “sensitive” to the security concerns, but noted that the MTA and Chairman Thomas Prendergast “underestimate the tolerant quality of New Yorkers and overestimate the potential impact of these fleeting advertisements. It strains credulity to believe that New Yorkers would be incited to violence by ads that did not incite residents of Chicago and San Francisco.”

Headline: Mortar fire kills 2 kids in Sinai
Mortar fire killed two five-year-old boys Monday in Egypt’s Sinai Peninsula, officials said, hours after a bomb killed three soldiers in the area where troops are fighting an insurgency.
Mortar rounds struck a residential area south of the town of Sheikh Zuweid in North Sinai late on Monday in which the two boys were killed, medics said. Earlier a roadside bomb struck an armored military vehicle on the Egyptian side of the divided city of Rafah on the Gaza border, killing an army officer and two soldiers. Another soldier was also wounded when the bomb hit the vehicle in the Tawil Al-Amir district. Militants who have pledged allegiance to the Islamic State group, which controls swathes of Iraq and Syria, said they carried out the bomb attack. “We blew up an armored vehicle of the apostate army and everyone inside was killed,” IS Sinai Province said on a Twitter account attributed to the group.
In a separate incident, four IS fighters were killed when they attempted to attack a checkpoint in North Sinai’s provincial capital of El-Arish, police said.

Headline: Campaign against Yemen rebels enters new phase, Saudi Arabia says
A spokesman for the Saudi-led coalition targeting rebels in Yemen with airstrikes said Tuesday that the so-called “Decisive Storm” campaign is over, but that allies will launch a new phase aimed at stopping the rebels. Speaking at a news conference in Riyadh on Tuesday, Brig. Gen. Ahmed Asiri said the objectives of the campaign have been met and that it would cease at midnight. He said the rebels no longer pose a danger to civilians and that the new phase, called “Renewal of Hope” would focus on rebuilding the country while interdicting the rebels. But Asiri did not rule out future airstrikes against the Houthi rebels. The Saudi embassy in Washington released a statement Tuesday mirroring a series of remarks by Gen. Asiri, saying the military campaign had achieved its objectives, which included “the prevention of the flow of weapons from outside of Yemen into the country.” Later in the day, the official Saudi news agency reported that King Salman has ordered the country’s National Guard to take part in the Yemen operation. There were no further details on the scope of the deployment but it appeared to be another step toward a possible ground invasion.

Saudi-led coalition jets have bombed Houthi rebels in Yemen’s third city of Taiz, hours after announcing the end of a military campaign against them. The strikes followed the fall of the base outside Taiz of an army unit loyal to President Abdrabbuh Mansour Hadi. Fighting was also reported in the second city of Aden, Lahj’s provincial capital Huta, and the town of Daleh. On Tuesday, Riyadh declared its month-long campaign, which sought to restore the president, had achieved its goals. But it warned that it would continue to take action against the Houthis as needed. More work “needs to be done” in Yemen, US White House spokeswoman Jen Psaki told CNN, while emphasising the need for a negotiated solution. On Wednesday the Houthi rebels asked for the coalition action to end and for UN-sponsored peace talks. The UN says at least 944 people have been killed and 3,487 injured in air strikes, fighting on the ground and attacks by jihadist militants in Yemen since 19 March.

Syria Headline: 23 killed in airstrikes across Syria
Syrian government aircraft bombed rebel-held areas in the capital’s suburbs and a northern town and surrounding villages controlled by the Islamic State group, including a strike on a local hospital, killing at least 23 people Wednesday, activists said. The Britain-based Syrian Observatory for Human Rights said the airstrikes on the town of Dayr Hafir and surrounding villages in the northern province of Aleppo killed at least 12 people, including women and children, and wounded at least 40. The group said the casualty figures are likely to rise. Activist Abu al-Hassan Marea, who is based near the town, told The Associated Press the airstrikes in Dayr Hafir hit a local hospital, killing at least 21 people, mostly civilians and medics. The Aleppo Media Center activist group said the strike on the hospital killed 23, mostly civilians. Marea said another airstrike on a nearby village, also held by Islamic State fighters, killed seven people. The discrepancies in the casualty figures could not be immediately reconciled, but such differences are common in the chaotic aftermath of attacks in Syria.

Syria Headline: Syrian rebels attack regime positions in Aleppo
On Tuesday, clashes renewed between Syrian rebels and pro-regime forces in the Rashideen and Salahuddin districts of Aleppo in northern Syria, amid attempts by opposition fighters to advance in the strategic neighborhood of Rashideen which is considered a main supply line to the pro-regime forces in Aleppo. Speaking to ARA News in Aleppo, documentation activist Mohammed al-Zahrawi said that the clashes began with the early morning hours in the southwestern part of the neighborhood of Rashideen where the opposition forces were able to seize new buildings following the partial withdrawal of pro-Assad forces. At least two pro-regime solders were killed in the clashes, while the armed opposition lost four of its fighters during Tuesday’s operations. In the Salahuddin district, fierce clashes broke out Tuesday where the pro-regime forces tried to regain some of the buildings overlooking an intelligence unit. “The clashes continued until midnight Tuesday,” said al-Zahrawi.

Syria Headline: Kurds, FSA advance on ISIS stronghold
Kurdish forces backed by Free Syrian Army-affiliated fighters have surrounded the strategic ISIS stronghold of Sarrin, which lies in a key position north of the militant group’s de-facto Raqqa capital. “Intense clashes between Kurdish People’s Protection Units (YPG) fighters supported by [FSA] rebel troops on one hand and ISIS militants on the other have been ongoing for the past 48 hours in the villages surrounding Sarrin,” the Syrian Observatory for Human Rights reported late Tuesday. The Observatory cited “trusted sources” as saying that at least 10 ISIS members have been killed in the fighting. “YPG fighters have seized control over three villages outside Sarrin and completely surrounded the grain silos outside the town.” Kurdish media outlets, meanwhile, touted the success of their troops and said that YPG forces backed by FSA troops had seized the silos outside of Sarrin. The commander of the FSA’s Northern Sun Brigade told Kurdish Bas News that the joint forces were “at the gates of Sarrin, with only kilometer separating them and the town.”

Syria Headline: At least 42 dead in rebel-ISIS clashes near Damascus: activists
At least 42 fighters were killed in 24 hours of fierce fighting between Islamist rebels and ISIS in Syria’s Damascus province, an activist group said Wednesday. “At least 30 Islamist rebels and 12 fighters from IS were killed in fighting since Tuesday” in the hilly region of Qalamun, the Syrian Observatory for Human Rights said. Qalamun is divided into a western portion, which borders Lebanon and is mostly controlled by the regime and its ally, the Lebanese Shiite movement Hezbollah. Meanwhile, 13 civilians, including nine children, were killed Tuesday night in shelling in the northwest province of Idlib, whose provincial capital was overrun by al-Qaeda’s Syrian affiliate and allied rebels.

Syria Headline: ISIS batters Nusra in desert Qalamun battle
ISIS has inflicted heavy casualties against the Al-Nusra Front and allied rebels in a strategic area of the Syrian desert northeast of Damascus, setting back rebel plans to fight ISIS outside the capital. “At least 30 Al-Nusra Front and rebel fighters were killed during fierce clashes with ISIS in the Muhassa area on the outskirts of eastern Qalamoun,” the Syrian Observatory for Human Rights reported Wednesday. Reports emerged afterward that ISIS had seized Muhassa, which lies at a strategic point between Damascus to the south, the Qalamoun mountains to the west and the Jordanian border to the southeast. The Observatory said ISIS had “managed to retake large parts of the area,” while Lebanese daily As-Safir reported that ISIS had “announced its dominance of Muhassa… which has witnessed numerous battles recently.” ISIS notched a further victory in the fighting with the killing of Nusra’s top commander for the eastern Qalamoun front, according to media reports.

Iraq Headline: Iraqi troops seize parts of Ramadi from Islamic State
Iraqi security forces and allied Sunni militias took back key parts of the city of Ramadi on Tuesday, officials say. The move is the latest reversal for the Islamic State, which recently lost up to 25 percent of the territory it seized after blitzing into Iraq’s north and west last summer, according to U.S. estimates. Security officials in Anbar province, of which Ramadi is the capital, said government forces, with the backing of Sunni tribal fighters and coalition airstrikes, took key areas in the city’s west, including a hospital where militants barricaded themselves on Tuesday before running out of ammunition and blowing themselves up. On April 17, U.S. Central Command reported 13 total airstrikes in Iraq, including two in Ramadi that destroyed a heavy machine gun position, vehicles and an IS tactical unit. Iraqi security forces now face a slow advance into Ramadi’s east, which IS forces have littered with roadside bombs. IS also claims to be making advances in Ramadi, according to the BBC.

Iraq Headline: Car bomb attack in Iraqi capital kills 7 people
Iraqi officials say a car bomb explosion near a car repair store in the capital, Baghdad, has killed seven people. Police officials say the bomb went off at noon Wednesday in the eastern district of Talibiyah. They say the blast also wounded 14 people and damaged several shops and cars. Security forces sealed off the area. A medical official confirmed the casualty figures. All officials spoke on condition of anonymity because they are not authorized to talk to the media.

Headline: Russia Wants to ‘Redesign’ the Middle East
Under the radar last week, Vladimir Putin met with Mahmoud Abbas in Moscow. The meeting was not considered remarkable as Abbas has started to visit the Kremlin on an annual basis. The timing, though, corresponded with Putin’s definitely remarkable announcement Russia would reinitiate its sale of S-300 missiles to Iran. According to Sarah Fainberg of the Institute for National Security Studies, it is hard to ignore the correlation. “The official announcement that Putin was lifting the ban happened a few hours after Russia received Abbas in Moscow. It might be just a coincidence. But at this level of decision-making, coincidences are rare. It is sending a message about Russia’s intentions in the Middle East.” Russia’s goals in the region have been opaque for analysts, even more so for people unfamiliar with Russian politics. Spokesman for the White House Josh Earnest belittled the Russians by suggesting the missile sale was all about badly needed currency. But Fainberg says that that is hardly the entire picture. The money Russia would make from the deal is extremely limited and cannot hope to make a massive impact on a Russian economy in its sixth year of recession. “Basically we often quote economic reasons and these are valid, real reasons. But the ultimate and decisive reason is of a geopolitical nature meaning Russia wants to ultimately redesign the Middle East to its best interests and this explains the intensification of its activities in the past weeks whether in Turkey, Egypt, Jordan, Yemen or Iran. For Russia it is also about containing the spread of Sunni fundamentalism through its Southern borders. The number of Chechen fighters in Iraq and Syria has been on the rise.”

Russia is arming Iraq and Syria to help them fight Islamic State, Foreign Minister Sergei Lavrov said on Wednesday, calling the radical militant group the main threat to his own country’s security. “Islamic State is our main enemy at the moment. If only because hundreds of Russian citizens, hundreds of Europeans, hundreds of Americans fight alongside IS,” he said in an interview with three radio stations. “They are already coming back… and to enjoy themselves could stage vile acts at home.” Russia has criticized air strikes by a U.S.-led coalition against Islamic State positions in Syria and Iraq, and encouraged Washington to work with Syrian President Bashar al-Assad in the battle against IS. “We are helping both Iraq and Syria, possibly more effectively than anyone else, by providing weapons to their armies and security forces,” Lavrov said, without giving details of the weapons.

The timing of sanctions relief is the main sticking point in nuclear talks that resumed on Wednesday with a meeting between delegates from Iran and the European Union. Arriving in Vienna, Deputy Foreign Minister Abbas Araqchi reiterated Iran’s position: “All the economic sanctions should be lifted on the day that the deal is implemented,” Iranian news agency Tasnim reported. The United States says the sanctions, imposed on Iran by countries concerned that its nuclear programme could be aimed at weapons development, would have to be phased out gradually. Referring to concerns that the U.S. Congress might try to delay lifting sanctions, Araqchi told state television that President Barack Obama’s administration was “responsible to ensure that its commitments, particularly sanctions-related ones, are fulfilled”. Iran and the other countries in the talks — China, France, Russia, Britain, the United States and Germany — reached a tentative deal on April 2 and now aim to finalise the details by self-imposed end-June deadline.

Headline: Taliban announce plans to ramp up attacks in Afghanistan
The Afghan Taliban on Wednesday announced the start of its annual spring offensive, warning it would ramp up attacks on foreign embassies and government officials, as well as military targets, starting on Friday. The Islamist militant group has been fighting the Afghan government and its foreign backers since it was ousted from power by U.S.-backed Afghan forces in 2001. “If the foreign occupiers really want to relieve themselves from this nuisance of fighting, they should immediately withdraw,” the Taliban said in a statement. The Taliban typically steps up its military efforts when warmer weather facilitates the transit of fighters and weapons. This year’s offensive has been dubbed “Azm” or “Resolution”, similar to the name chosen for the NATO-led coalition’s two year “Resolute Support” mission that started in January.

Three people, including a senior security official, were killed as two bomb blasts rocked Afghanistan’s eastern Nangarhar province, officials say. A senior provincial intelligence official, named Ghulam Haidar Haidari, was killed after his vehicle ran over a roadside bomb planted in Behsud district, said Ahmad Zia Abdulzai, a spokesperson for the provincial government, on Wednesday. “A roadside bomb organized by terrorists struck the vehicle of Ghulam Haidar Haidari, killing him along with his driver,” Abdulzai told Xinhua news agency. Another blast targeted the vehicle of a logistic official of the Afghan Local Police (ALP), identified as Khan Wali, killing him on the spot and injuring two others, Abdulzai said.

Headline: Ethiopia: Police fire tear gas on protesters after Isis beheadings in Libya
Over 100,000 Ethiopians have held a demonstration to condemn the recent execution of some 30 of their fellow countrymen in Libya by the Takfiri ISIL militants. Protesters took to the streets of the Ethiopian capital, Addis Ababa, to attend Wednesday’s government-sponsored march, demanding revenge for the blood of the Ethiopian victims. A 29-minute video purportedly made by ISIL and posted on social media sites on April 19 appeared to show the ISIL terrorists beheading a group of around 12 Ethiopian Christian men on a beach and shooting at least 16 others in a desert area in Libya. The victims are said to have been captured in the North African country while trying to reach Europe. The march at some point turned violent as police clashed with stone-throwing protesters and arrested at least 100 protesters consequently.

Headline: Rival pro-government troops clash in South Sudan’s Malakal
Rival pro-government troops in South Sudan have clashed in the war-ravaged country’s northeastern city of Malakal. The South Sudanese army said on Wednesday that during the latest fighting in the capital of the oil-producing Upper Nile State, forces loyal to the state governor clashed with troops of General Johnson Olony, an ex-rebel who commands Shilluk, a pro-government ethnic militia. According to military spokesman, Philip Aguer, the fighting erupted late on Tuesday and intensified on Wednesday morning. Aid workers and residents of the city also reported powerful blasts and “gunfire from all sides.” Shooting purportedly decreased later in the afternoon. Olony was ordered to report to army headquarters in March following the UN reports that accused him of kidnapping a large number of child soldiers. Malakal has already seen huge damage after repeatedly changing hands between rebels and the government.

A suicide bomber from the Somali militant group Al-Shabab Tuesday rammed a car laden with explosives into a busy restaurant in the capital Mogadishu, killing at least 10 people and wounding more than a dozen others. The lunch-hour explosion also wrecked a tea shop next door and set fire to nearby petrol drums, sending a huge plume of smoke above the Indian Ocean port city. The car bombing took place a day after after an Al-Shabab suicide bomber killed six people, including four United Nations staff, during an attack on a U.N. minivan in Garowe, a city about 1,000 km northeast of Mogadishu. “We are behind the attack,” Sheikh Abdiasis Abu Musab, Al-Shabab’s military operations spokesman, told Reuters. Musab said it was targeting officials from government ministries and the presidential palace who eat at the restaurant. “A policeman opened fire to stop the car bomb but it was all in vain. The policeman died and the car bomb rammed into the gate in the busy restaurant,” Major Farah Hussein, a police officer at the scene of the attack, told Reuters. A second police officer, Colonel Osman Ibrahim, said 15 people were wounded in what he called a suicide bombing. “These are mostly civilians who were having lunch at the restaurant,” Ibrahim said.

Nigerian forces backed by warplanes invaded Islamist group Boko Haram’s last known stronghold, the Sambisa forest, on Wednesday, in an effort to finally defeat their six-year-old insurgency, two military sources said. Armies from Nigeria and neighbours Chad, Niger and Cameroon have in the past two months launched a concerted push to try to crush the insurgents, who have killed thousands and kidnapped hundreds in their battle to establish an Islamic state. The Sambisa forest in northeast Nigeria is about 100 km (60 miles) from the village of Chibok from where Boko Haram abducted more than 200 secondary school girls a year ago. Intelligence officials had believed that this was where they were being held, although U.S. reconnaissance drones failed to find them. A spokesman for the military was not immediately available for comment. An official in the Chadian army said allied Chadian and Cameroonian troops were ready to attack Sambisa, which lies on the Cameroon border, from the other side and would move in soon.

Shares in Greece’s stricken banks fell to an all-time low on Tuesday amid fears the European Central Bank was planning to finally pull the plug on the country’s lenders. Banks stocks fell by 4pc on the news that ECB staff had drawn up a memo which proposed limiting the emergency assistance (ELA) that has been keeping lenders alive since the Syriza-led government entered office at the end of January. Tuesday’s trading helped cap off a torrid run which has seen more than 50pc wiped off the value of Greece’s lenders since the start of the year. Central bank president Mario Draghi has insisted Greek banks will continue to receive ELA. However, other members of the Governing Council have suggested the liquidity assistance should not continue after the summer. Any decision to remove the life-support would require a two-thirds majority among the bank’s governing board. Should the ECB pull the plug, Greek banks will go bust in a matter of months, said rating’s agency Standard & Poor’s.

About 5.3 million laying hens in northwest Iowa will be destroyed after tests confirmed a second outbreak of avian influenza in the state, the U.S. Department of Agriculture said Monday. It’s the largest operation in the nation to be hit with the virus since December, federal documents show. The commercial egg-laying facility, located in Osceola County, Iowa, more than doubles the number of birds destroyed in the country because of the disease. “It’s one of the bigger farms in the state,” said Bill Northey, Iowa’s secretary of agriculture. “But when there’s an outbreak like this, you have to make sure the disease doesn’t leave.” Because of avian influenza, the state’s $2 billion commercial egg-laying industry has been on high alert this spring. Iowa, the nation’s largest egg producer, has about 50 million hens and supplies nearly 1 in every 5 eggs consumed in the United States.

PayPal is working on a new generation of embeddable, injectable and ingestible devices that could replace passwords as a means of identification. Jonathan LeBlanc, PayPal’s global head of developer evangelism, claims that these devices could include brain implants, wafer-thin silicon chips that can be embedded into the skin, and ingestible devices with batteries that are powered by stomach acid. These devices would allow “natural body identification,” by monitoring internal body functions like heartbeat, glucose levels and vein recognition, Mr LeBlanc told the Wall Street Journal. Over time they would come to replace passwords and even more advanced methods of identification, like fingerprint scanning and location verification, which he says are not always reliable. “As long as passwords remain the standard methods for identifying your users on the web, people will still continue to use ‘letmein’ or ‘password123’ for their secure login, and will continue to be shocked when their accounts become compromised,” said Mr LeBlanc.
