Headline: PLO’s Executive Committee meeting on Wednesday to redefine relations with Israel
The PLO’s Central Council is due to meet Wednesday to redefine its relationship and its economic and security cooperation with Israel, the Palestinian chief negotiator said Sunday.
Saeb Erekat, in a meeting with members of the Foreign Press Association in Jerusalem, used almost identical language to what was said a month earlier by Executive Committee member Hanan Ashrawi. Erekat said Israel has stopped its obligations and has abrogated all the agreements that it has with the Palestinian Authority.
He said Prime Minister Benjamin Netanyahu is undermining Palestinian moderates because he doesn’t want a Palestinian state in which people can live in dignity and peace.
Erekat said Israel is committing crimes against the Palestinian people. He suggested that a legal expert from an Israeli university write a paper on the subject and give it to Netanyahu.
“We will hold the Israeli prime minister accountable for any crimes committed against Palestinians,” Erekat said. “It will not be cost-free legally.”

Israeli forces on Sunday killed four suspected militants whom it says were caught trying to plant a bomb in the Israeli-occupied Golan Heights. Israeli military officials say they launched an airstrike on the militants near the town of Majdal Shams, close to the Israeli-Syrian border. The officials say the four were targeting Israeli troops. The military said it carried out the strike after troops saw ‘‘a group of armed terrorists’’ approach the border with an explosive intended to target Israeli troops. It said that Israeli aircraft ‘‘targeted the squad, preventing the attack.’’ It did not offer any casualty figure for the strike. Iran’s state-run, English-language satellite news channel Press TV later reported four people had been killed in an Israeli airstrike in the Golan Heights, without elaborating. On Twitter, Benjamin Netanyahu, Israel’s prime minister, sent messages commending the soldiers involved in the strike. ‘‘Any attempt to harm our soldiers and civilians will be met with a determined response like the military action tonight that thwarted a terror attack,’’ Netanyahu said.

US Undersecretary of State Wendy Sherman had a harsh message for American Jewish leaders on Monday. Sherman warned them that if the new Israeli government does not demonstrate a strong commitment to the two-state solution, the US will have trouble assisting it in efforts to halt international initiatives at the United Nations. Speaking at a conference of the Reform Movement in the United States, Sherman insisted the US government has “always had Israel’s back in the international arena, even when it meant standing alone. This will continue to be the case.” But, she continued, Prime Minister Binyamin Netanyahu’s actions prior to elections “raised questions about his commitment to the two-state solution.” Sherman refers to a series of interviews the Prime Minister gave days before general elections on March 17, in which he vowed not to establish a Palestinian state. Netanyahu later backtracked on his statements. “We will be watching very closely to see what happens on this [Palestinian] issue after the new government is formed,” Sherman added.

Headline: Islamic State suicide bombers kill Iraqi soldiers at Jordanian border
Suicide car bombings by Islamic State militants at an Iraq-Jordan border crossing left at least five Iraqi soldiers dead Saturday and crippled the movement of trucks between the two Middle East nations. Three attacks were carried out by suicide bombers from Senegal, Belgium and France on the Iraqi side of the Trebil border crossing, according to a statement from Islamic State in Iraq’s western Anbar province. The militant group said 40 soldiers were killed in the checkpoint attack, about 300 miles west of Baghdad, and the Iraqi army headquarters there was destroyed. Images of the attack on social media showed plumes of smoke rising over a desolate collection of trailer trucks and buildings. Iraqi government forces disputed that account, saying five soldiers were killed and 10 wounded, according to the Jordanian state news agency Petra. Jordan’s Interior Ministry, in a statement released Saturday, said the attack “led to technical failures and stopped movement toward Jordan’s Al Karama border crossing,” less than two miles away.

Air raids, naval shelling and ground fighting shook Yemen on Sunday in some of the most widespread combat since a Saudi-led alliance intervened last month against Iranian-allied Houthi militia who have seized large tracts of the country. There were at least five air strikes on military positions and an area near the presidential palace compound in the Houthi-held capital Sanaa at dawn on Sunday, while warships pounded an area near the port of the southern city of Aden, residents said. “The explosions were so big they shook the house, waking us and our kids up. Life has really become unbearable in this city,” a Sanaa resident who gave his name as Jamal told Reuters. The strikes on Sanaa were the first since the Saudi-led coalition said last week it was scaling back a campaign against the Houthis. But the air raids soon resumed as the Houthis’ nationwide gains had not been notably rolled back, and there has been no visible progress toward peace talks.

Headline: ISIS Says It’s Established A Caliphate In Yemen
Yemen is in the midst of bloody civil war between Iran-affiliated Houthi rebels and forces associated with President Abed Rabbo Mansour Hadi, but now a new threat has struck the war-torn country. In a video posted online Friday, the Iraq-based Islamic State states it is establishing a new arm of the organization in Yemen. Declaring its official presence in the country, the Sunni Islamic State threatens to “cut the throats” of the Shitte Houthi rebels. The nine-minute video depicts around two dozen ISIS terrorists in full military gear training in a desert area, which they claim is near Yemen’s capital Sanaa, news site RT reported. Terrorists carry AK-47s, heavy machine guns and RPGs, which they fire in the clip. Afterwards, a man, who appears to be the commander of the group, sticks the notorious black ISIS flag into the sand and announces that “soldiers of the Caliphate” have arrived to “cut the throats” of the Houthis. “We have come to Yemen to slaughter you, with men hungry for your blood to avenge the Sunnis and take back the land they have occupied,” the ISIS commander continued. He then called on all Sunni men in Yemen to join Islamic State’s battle against the Houthis.

Islamist rebels in Syria have taken over the key north-western town of Jisr al-Shughur, activists say. It was the last major town under government control in Idlib province. Correspondents say it may give rebels a route to the ruling elite’s heartland. The Islamist forces, including the al-Qaeda-affiliated al-Nusra Front, began the assault on Thursday. State media said the army had redeployed outside the town “to avoid civilian casualties”. They quoted a military official as saying that, before withdrawing, troops had engaged in fierce fighting with “armed terrorist groups” who arrived in large numbers from the Turkish border.

Air strikes on a marketplace Sunday killed at least 40 civilians, including women and children, as Syrian forces stepped up attacks on rebels a day after losing a key border town. There were fears the death toll would mount from the bombing raids on Darkush, a rebel-held town near the Turkish frontier, which also wounded dozens of people, a monitoring group said. The attacks came after rebel groups including Al-Qaeda’s Syrian affiliate overran the nearby town of Jisr al-Shughur on Saturday, tightening their grip on the northwestern province of Idlib less than a month after capturing its capital.

Syria Headline: Islamist Rebels Capture Army Base in Syria’s Idlib Province
A coalition of Islamist rebels seized an army base in northwestern Syria at dawn on Monday after a suicide bomber from al-Qaida’s Nusra Front drove a truck packed with explosives into the compound and blew it up. The capture, reported by a rebel commander and social media videos showing militants inside the base, brought the coalition closer to seizing most of Idlib province and moving toward Latakia, the ancestral home of Syrian President Bashar al-Assad. The army had been using the Qarmeed camp to shell rebel-held towns and villages in the strategic agricultural region bordering Turkey. Controlling it should help the rebels tighten their siege on the major Mastouma army base nearby. Syrian state media said the army killed scores of Nusra fighters and dozens of Islamist suicide bombers from Russia’s Chechnya region in fighting near the base, but did not say the compound had fallen to the militants. “A truck with two tons of explosives penetrated one of the entrances of the camp that made it easier to take over the camp,” Sheik Husam Abu Bakr, a rebel commander from Ahrar al-Sham movement said via Skype.

ISIS troops have launched an offensive on the northeastern provincial capital of Hasakeh, which the regime controls in an uneasy power-sharing agreement with Kurdish forces. “Fierce clashes have remained ongoing between the Islamic State (ISIS) on one side and regime forces and pro-regime militants on the other, after a fierce attack launched by ISIS members from several fronts around the city of Hasakeh,” the Syrian Observatory for Human Rights reported Monday. The monitoring group said that the ISIS assault came on the heels off a bombing attack that targeted one of the regime’s positions to the south of the city. “ISIS advanced in the area amid heavy exchanges of fire in which artillery shells, rockets and heavy machineguns were used by the two sides,” the report added. “News has emerged that regime forces summoned reinforcements to the area while ISIS positions south of Hasakeh and the combat zones were subjected to air strikes by regime warplanes.”

Iraq Headline: Car Bombings in Iraq’s Capital Kill at Least 20 Civilians
A series of car bombings targeting busy commercial areas in Iraq’s capital killed at least 20 civilians Monday, officials said. The deadliest attack took place Monday night when a car bomb exploded on a commercial street in Baghdad’s western district of Mansour, killing 10 people and wounding 25, police said. Security forces sealed off the area, which is often packed with nighttime shoppers. At least 20 cars were set ablaze by the blast, which damaged several shops and restaurants. Police said four children were among the wounded. An hour later, a car bombing on a commercial street killed three people and wounded 12 in Baghdad’s Amil neighborhood, police said. Earlier Monday, another car bomb exploded in Baghdad’s Bayaa district near a real estate office in an area where dozens gather every day. A police official said that blast killed seven people and wounded at least 16. Medical officials confirmed the casualty figures. All officials spoke on condition of anonymity as they were not authorized to release information.

Iraq Headline: Week of fighting in Iraq’s Ramadi kills 30 police: officer
A week of heavy fighting between security forces and the Islamic State of Iraq and Syria (ISIS) militant group in the Ramadi area of Anbar province killed 30 police, a top officer said on Monday. “The city of Ramadi witnessed heavy confrontations and fighting last week between security forces” and ISIS, Anbar police chief Staff Major General Kadhim al-Fahdawi said, putting the toll at 30 police killed and 100 wounded. Parts of the capital of Anbar province have been out of government control since early 2014, and ISIS seized more territory in the Ramadi area this month. Major attacks also hit other areas of Anbar last week, including three suicide bombings claimed by ISIS targeting the Iraqi side of the Trebil border crossing with Jordan on Saturday that officials said killed seven people. And 13 soldiers, among them two senior officers, were killed in a bombing and clashes east of Ramadi on Friday, Defense Minister Khalid al-Obeidi said. Obeidi on Sunday rejected reports that more than 100 soldiers were killed in the violence, which was originally said to have taken place in the Nadhim al-Tharthar area, but which he said was actually 30 kilometers (18 miles) to the south.

Headline: OSCE monitors report intense shelling in eastern Ukraine
The Organization for Security and Cooperation in Europe (OSCE) says its observers have witnessed heavy shelling in the volatile eastern Ukrainian village of Shyrokyne despite a ceasefire. “On April 26, the SMM (Special Monitoring Mission) observed what it assessed to be the most intense shelling in Shyrokyne… since fighting began in the area in mid-February 2015,” the OSCE said in a report on Monday. “For the last 12 hours, and ongoing at the time of this report, the SMM has observed sporadic to continuous exchanges of fire involving small arms, machine gun, rocket propelled grenade and automatic grenade launcher,” the report added. The OSCE also reported the movement of tanks and armored personnel carriers through the areas controlled by pro-Russia forces fighting the Ukrainian government in the east. According to the report, OSCE monitors were forced on Sunday to leave their post near the government-controlled village of Berdianske, west of Shyrokyne, following two explosions 300 meters away.

Headline: Iran Demands Israel Renounce Nuclear Weapons
Iran led the call by non-aligned nations on Monday for Israel to give up its cache of nuclear weapons. Addressing the conference on the nuclear Non-Proliferation Treaty (NPT), Iranian Foreign Minister Mohammad Javad Zarif placed a target on the Jewish state. Zarif insisted that the 120-nation Non-Aligned Movement (NAM) is demanding that “Israel, the only one in the region that has neither joined the NPT nor declared its intention to do so, (…) renounce possession of nuclear weapons.” In addition to calling on Israel to renounce nuclear weapons, Zarif said non-aligned nations also seek “as a matter of high priority” the set up of a nuclear-free-weapons zone in the Middle East.

Headline: Head of Iran’s Revolutionary Guard accuses Saudi Arabia of ‘treachery,’ compares it to Israel
The head of Iran’s Revolutionary Guard on Monday accused Saudi Arabia of treachery against the Islamic world and compared the kingdom to Israel, the official IRNA news agency reported. “Today, the treacherous Saudis are following in Israel’s footsteps,” Gen. Mohammad Ali Jafari was quoted as saying. “Saudi Arabia is shamelessly and disgracefully bombing and mass killing a nation that is fighting against the arrogant system,” or world powers, he said. He was apparently referring to Yemen, where a Saudi-led coalition has been waging a month-long air campaign against Iran-supported rebels, known as Houthis. Iran has provided the Houthis with political and humanitarian support, but denies arming them. The Houthis seized the capital, Sanaa, last year, and Yemen’s internationally recognized president has fled the country. Iranian leaders have repeatedly criticized the airstrikes and said the Saudi-led campaign is doomed to fail. Iran’s Supreme Leader Ayatollah Ali Khamenei went so far as to call the airstrikes in Yemen “genocide.” Jafari said the Saudi monarchy is facing collapse and called on his government to adopt a tougher stance toward Riyadh.

Headline: Blast kills five civilians in southern Afghanistan
Thousands of Taliban fighters attacked Afghan forces in the northern province of Kunduz (spelled Konduz in map above) in an effort to seize control of the provincial capital and outlying districts. Afghan officials have said that several areas of Kunduz are now under the jihadist group’s control. Taliban forces assaulted the districts of Imam Sahib, Aliabad, and Qala-i-Zal as well as areas in Kunduz city over the weekend. The chief of Kunduz’s provincial council claimed that “about 2,000 heavily-armed insurgents attacked” the district center in Imam Sahib, and that contact with more than 500 Afghan security personnel in the district has been lost, Pajhwok Afghan News reported. The governor of Kunduz conceded that the Taliban have taken control of several villages and that security forces have abandoned at least three outposts. The governor also claimed that the Taliban organized the offensive with fighters from other Afghan provinces, and six foreign fighters – four Tajiks and two “Chechens” – were among 40 Taliban fighters killed during the fighting, TOLOnews reported. Security forces are said to have beat back the Taliban assault in Qala-i-Zal district, but fighting is ongoing in Imam Sahib, Aliabad, and the Gor Tepa area in Kunduz city. The security situation has deteriorated in Kunduz since last year. The head of the provincial council estimated that more than 65 percent of the province is under Taliban control. The Taliban touted the Kunduz offensive on its official propaganda website, Voice of Jihad. The jihadist group claimed that its fighters “seized as many as 21 combat posts and captured 6 tanks including 2 vehicles filled with heavy and small arms and ammunition tanks in the limits of Kunduz city.” The Taliban also claimed it killed or wounded “several dozens of the enemy soldiers, police and Arbakis [tribal militiamen],” including “top-ranking officers and commanders.” The group also stated it captured 55 security personnel, “mostly Arbakis.” The Taliban’s claims cannot be independently confirmed. Afghan officials claimed 16 security personnel were killed or wounded during the fighting. The Kunduz assault is the first major push by the Taliban under its newly-announced spring offensive, which the group has dubbed “Azm” (resolve or determination).

Headline: Sudan accuses U.N. peacekeepers of killing 7 civilians in Darfur
Sudan has accused a peacekeeping force in Darfur of killing seven civilians in three separate incidents last week, threatening to exacerbate the government’s strained relations with the international mission. The African Union-United Nations Mission in Darfur (UNAMID) denied the allegations, saying the peacekeepers had responded in self-defence to two attacks on April 23 and 24, which it said had left four assailants dead and six peacekeepers wounded. UNAMID has been deployed in Darfur since 2007 with a mandate to stem violence against civilians in a conflict that has seen the International Criminal Court issue an arrest warrant for Sudanese President Omar Hassan al-Bashir on charges of war crimes and genocide. Sudan asked UNAMID late last year to prepare to leave amid a dispute over attempts by the mission to investigate an alleged mass rape by Sudanese soldiers in the Darfur town of Tabit. The government denies any wrongdoing by the soldiers.

Headline: Islamic State kills five journalists working for Libyan TV station-army official
Islamic State militants have slit the throats of five journalists working for a Libyan TV station in the eastern part of the country, an army commander said on Monday. The reporters had been missing since August, when they left the eastern city of Tobruk after covering the inauguration of the country’s elected parliament to travel to Benghazi. Their route took them through Derna, a militant Islamist hotspot. Faraj al-Barassi, a district army commander in eastern Libya, said militants loyal to Islamic State were responsible for killing the journalists, whose bodies were found outside the eastern city of Bayda. “Five bodies with slit throats were found today in the Green Mountain forests,” Barrasi told Reuters, referring to a sparsely populated area east of Benghazi. He did not say when the five journalists were believed to have been killed. The reporters – four Libyans and one Egyptian – had been working for Barqa TV, an eastern television supporting federalism for eastern Libya, other journalists said.

Increased hostilities between Armenia and Azerbaijan, two former Soviet republics in western Asia, are imminent, analysts say. An increase in violence since the start of the year centers on Nagorno-Karabakh, a de facto independent republic with an Armenian majority but recognized internationally as part of Azerbaijan. An upcoming election there could trigger an increase in violence, a Royal Bank of Scotland report indicated. There have been 31 confirmed deaths along trench-style warfare lines in the area, the Azerbaijani Caspian defense Studies Institute reported. The election May 3 “could further escalate the tensions, increasing the risks of a wider confrontation over the disputed territory,” Anna Tokar, a Royal Bank of Scotland analyst wrote on April 16, “putting the oil and gas pipelines in the South Caucasus in danger.”

More than 1,000 protesters have marched in Baltimore over the death of a black man in police custody a week ago. But after hours of peaceful demonstrations, some protesters smashed police windows and shop fronts. At least 12 people were arrested. Freddie Gray was arrested by police on 12 April and then suffered spinal injuries leading to death a week later. His twin sister, Fredricka Gray, appealed for calm, saying her family wanted the violence to stop. As clashes began on Saturday evening, she said: “Freddie Gray would not want this.” The Baltimore Mayor, Stephanie Rawlings-Blake, speaking alongside Ms Gray, said she was “profoundly disappointed” by the unrest, blaming it on “agitators”.

Headline: 6 killed in Burundi anti-president protests
At least six people have been killed in street clashes between the police and civilians demonstrating against the Burundian president’s bid for a third term, a spokesman for the Burundi Red Cross said on Monday, as hundreds continued to gather in the streets of the capital despite a heavy military presence. Three people were killed in clashes with the police on Sunday and three others died of their injuries overnight, Alexis Manirakiza told The Associated Press by phone from Bujumbura, Burundi’s capital. Seven more people had been wounded, he said. Bujumbura has been hit by protests since Sunday after the ruling party nominated President Pierre Nkurunziza for another term, which many say is unconstitutional.

Suspected Boko Haram gunmen shot dead 21 people in northeast Nigeria who were trying to return home to recover abandoned food supplies, a local official and a victim’s relative said Monday. “The men, 21 of them, were stopped at Bultaram (village) by gunmen we believe are Boko Haram who shot them dead,” said Baba Nuhu, an official with the Gujba local government in Yobe state. Nuhu and Haruna Maram, the brother of one of the victims, spoke to AFP from Yobe’s capital Damaturu, where many Gujba residents have fled to seek refuge from Boko Haram violence. “My brother and 20 others wanted to bring back their grains to augment their lean food supplies to feed their families,” Maram said. “Unfortunately, they were killed by (the) same Boko Haram we ran away from.”

At least 25 people were killed and hundreds more injured Sunday when devastating windstorm coupled with heavy rain and hail hit Peshawar in northwest Pakistan. And officials are worried there may be many more casualties. 25 dead and around more than 160 injured. “We received 25 dead and more than 160 injured so far. But injured are still being shifted to the hospital and I am afraid death toll may rise,” said Jamil Shah, spokesman for Lady Reading Hospital, the largest public hospital in the area. About 60 injured people had been brought to two other hospitals in Peshawar. Some of the injured were said to be in critical condition. Many other injured people have yet to be taken to hospitals because of road conditions, officials said.

Landslides hindered rescue teams that tried to use mountain trails to reach those in need, said Prakash Subedi, chief district official in the Gorkha region, where the quake was centered. Matt Darvas, a member of the aid group World Vision, said it is likely that many communities can be reached only by helicopter. “Villages like this are routinely affected by landslides, and it’s not uncommon for entire villages of 200, 300, up to 1,000 people to be completely buried by rock falls,” Darvas said.

The authorities have warned of the possibility of further eruptions. They also said that should it rain, the ash could mix with debris to create dangerous mudflows. The Calbuco volcano in southern Chile erupted twice last week, forcing the evacuation of more than 6,000 people. Chilean authorities said on Saturday that the volcano had spewed out an estimated 210 million cubic metres (7,420 million cubic feet) of ash.
