Headline: Israeli combat troops react angrily to new rules of engagement in West Bank
In light of heightened security tensions in the West Bank, the Israeli defense establishment on Tuesday temporarily revised the rules of engagement for combat soldiers on the ground serving in the Palestinian territories, triggering a wave of resentment within the ranks. According to the 0404 web site, IDF soldiers were furious over the newly issued rules of engagement that they say will encourage more Palestinian terrorism. The Jerusalem Post‘s Hebrew-language sister publication Ma’ariv learned on Tuesday that the defense establishment is now requiring soldiers to hold their fire except for instances in which there is a genuine threat to their lives. Under the previous rules, soldiers were permitted to fire a number of warning shots in the air before taking aim at a potential terrorist. The defense establishment wishes to avoid situations in which IDF gunfire leads to the death of an alleged terrorist, a development that is liable to spark widespread protest and further fan nationalistic flames. One soldier serving in the Givati infantry brigade told 0404: “There are new rules and we are now studying them. If a Molotov cocktail is thrown at me, even from a distance of just 10 meters, I’m not allowed to shoot at the person throwing it.” “These are bizarre rules, and I, as an officer, will have difficulty in telling my soldiers and looking them in the eye,” the infantryman is quoted as saying. “Somebody upstairs thinks that we are female models and not soldiers in the Israel Defense Force.”

Headline: Terror victims’ families blast feds for intervening in court case
Attorneys for 11 American families who won a potential billion-dollar judgment against the Palestinian leadership, which a federal jury blamed for a string of deadly terror attacks, say the U.S. government took the side of terrorists when it weighed in on the case Monday. The State and Justice departments filed a “statement of interest” in the case known as Sokolow v. PLO, urging U.S. District Judge George Daniels not to force the Palestinian Authority and Palestinian Liberation Organization to post bond of up to $30 million per month while it appeals the jury’s February decision. Daniels had previously said he may require the bond as “some meaningful demonstration that the defendant is ready and willing to pay the judgment.” “The State Department should stand on the side of the American terror victims and not on the side of the Palestinian suicide bombers.- ” – Nitsana Darshan Leitner, attorney for victims’ families. In the statement and an accompanying affidavit from Deputy Secretary of State Anthony Blinken, the government warned that requiring the cash-strapped Palestinian government to make the bond payments could leave its ability to govern “severely compromised.” ” … the continued viability of the PA is essential to key U.S. security and diplomatic interests, including advancing peace between Israel and the Palestinians, supporting the security of U.S. allies such as Israel, Jordan and Egypt, combating extremism and terrorism, and promoting good governance,” read Blinken’s affidavit.

Headline: Report: Hamas’ Meshal Meets Blair in Doha to Discuss Israel Ceasefire
Tony Blair met with Hamas’ political bureau chief Khaled Meshal recently in Doha, according to Palestinian and other Arab media reports. The former British prime minister and Middle East Quartet envoy was meeting with Meshal, who lives in Doha, for the second time in a month and a half, according to the reports. The two were said to have discussed the implementation of the ceasefire with Israel in exchange for lifting the blockade on Gaza. According to the reports, the two sides have still not finalized the details. Blair is also reported to have consulted in recent weeks with Egyptian President Abdel-Fattah al-Sissi and the head of Egyptian intelligence, along with Jordanian, Saudi and Israeli officials. News of the Blair-Meshal meeting surfaced one day after reports that an Israeli delegation led by Prime Minister Benjamin Netanyahu’s special envoy Isaac Molho met in Cairo with senior Egyptian officials.

Headline: Hamas claims to have Israeli drone under its control
Hamas announced Wednesday evening that it successfully dismantled and reassembled an Israeli drone that is now operational for use by its military arm al-Kassam Brigades.
The terrorist organization made the announcement through its official website, claiming that an Israeli Skylark 1 drone, that crashed into Gaza in late July was now in its possession and was ready for use. “Hamas’ military wing… al-Kassam Brigades took control of the Zionist drone Skylark 1 and managed to make its services operational” a statement on Hamas’ website read. The Hamas owned “Al-Aqsa” television channel reportedly aired a video allegedly showing the drone in action under the control of Hamas operatives. “This is a great achievement… and a gift to the Palestinian people,” the statement went on to say. “This demonstrates the strength of our people and its resistance.”

Headline: Israel accountable for any violations in Jerusalem — gov’t
Jordan said Tuesday that it holds the Israeli government responsible for any violation of Al Aqsa Mosque in Jerusalem since it is the occupation force. Minister of State for Media Affairs and Communications Mohammad Momani said any attempt to raid the mosque by the Israelis or conducting excavations under the sanctuary are illegal, violating Islamic sanctities and the feelings of Muslims, the Jordan News Agency, Petra, reported. Momani said Jordan is doing all it can to preserve Islamic revered places and protect them, underlining an agreement His Majesty King Abdullah signed with Palestinian President Mahmoud Abbas last year under which the King was declared the custodian of the holy places in Jerusalem. Jordan’s commitment to the cause of Jerusalem’s holy places is a duty and the Kingdom accepts no excuses when it comes to violations committed by any party.

A 48-hour ceasefire was declared on Wednesday to halt fighting between Syrian insurgents and the army and its Lebanese militant Hezbollah ally in the rebel-held town of Zabadani and two Shiite Muslim villages in Idlib province. The U.N. envoy for Syria said last month that government airstrikes had caused widespread death and destruction in Zabadani, and expressed concern that civilians were trapped both there and in al-Foua and Kefraya villages. Sources on both sides of the civil war told Reuters earlier on Wednesday the truce was to begin at 6 a.m. (0300 GMT), and negotiations would continue. The rebel group Ahrar al-Sham had led the negotiations on the insurgents’ side. “A ceasefire began at 6 a.m. today for 48 hours to halt military operations in Zabadani,” Hezbollah’s al-Manar reported. “It also includes the two villages of al-Foua and Kefraya in the Idlib countryside.” The Syrian Observatory for Human Rights, a Britain-based group that reports on the war, said no fighting had been reported in Zabadani, Kefraya or al-Foua after the ceasefire’s agreed start time. “So far there is calm,” Rami Abdulrahman, who runs the Observatory, told Reuters.

An online image circulated Wednesday purported to show a Croatian hostage held by the Islamic State group’s Egyptian affiliate beheaded. The still image, shared by Islamic State sympathizers on social media, showed the apparent body of Tomislav Salopek, a married, 30-year-old father of two, wearing a beige jumpsuit looking like the one he had worn in a previous video. A black flag used by the Islamic State group and a knife were planted in the sand next to him. The photo carried a caption in Arabic that said Salopek was killed “for his country’s participation in the war against the Islamic State,” and after a deadline had passed for the Egyptian government to meet their demands. This comes after the Islamic State affiliate set a Friday deadline for Egyptian authorities to free “Muslim women,” a term referring to female Islamist prisoners detained in a sweeping government crackdown following the 2013 military ouster of an Islamist president. Egyptian Foreign Ministry officials were not immediately available for comment. An official at the Croatian Embassy in Cairo who refused to give his name said the embassy cannot comment on the incident.

Syria Headline: ISIL attacks Syrian rebels near Turkish border
Dozens of combatants have been reported killed on both sides during fighting in and around the town of Marea, 20 km (12 miles) south of the border with Turkey, where ISIL suicide attackers detonated four car bombs overnight. The attack on Marea followed the capture of a nearby rebel-held village, Um Hosh, by ISIL fighters, the Syrian Observatory for Human Rights and a rebel commander said. The rebel commander said it was the most fierce ISIL attack in the area in several months. “There is fierce fighting,” he added, declining to be identified for security reasons. In a statement dated Tuesday, ISIL said its fighters had attacked two buildings in Marea and killed nearly 50 members of an “apostate” militia that opposes it. The rebel commander said the targeted rebels were from a group operating under the banner of the “Free Syrian Army”.

Syria Headline: Regime Airstrikes Near Damascus Kill 37 Civilians
At least 37 civilians were killed Wednesday in Syrian government air strikes near Damascus, while at least 13 people died as rebels fired a barrage of rockets into the capital, a monitor said. The Syrian Observatory for Human Rights said at least four children were among the dead in regime strikes on the rebel-held Eastern Ghouta region, where some 120 people were also injured. The death toll was likely to rise further, it said. The air raids hit the towns of Douma, Saqba, Kafr Batna and Hammouriyeh in the rebel stronghold region outside the capital. The strikes came as rebels fired dozens of rockets into Damascus. The Observatory, without specifying whether the raids or attack on Damascus came first, said at least 13 people, among them 10 civilians, were killed as a barrage of more than 50 rockets slammed into Damascus. It said another 60 people were wounded.

Syria Headline: US-Led Coalition Hits Rebel Arms Depot in Syria
The US-led coalition against the “Islamic State” (ISIS) terrorist group hit a weapons depot belonging to a rebel group allied with Al-Qaeda’s Syrian affiliate overnight in northwestern Syria, a monitor said Wednesday, according to AFP. The strikes killed 10 members of the Jaish al-Sunna group, as well as a child, the Syrian Observatory for Human Rights said. The raid hit the Atmeh region of Idlib province, home to a large camp for displaced Syrians, but did not strike the camp itself, Observatory director Rami Abdel Rahman said.

Iraqi officials say ISIS militants have ambushed a military convoy in the country’s western Anbar province, killing at least 14 soldiers. The officials, a military officer and a police officer, say numerous roadside bombs targeted a military convoy Wednesday morning as it was traveling on a highway outside the ISIS-held city of Ramadi. They say that the attack in Khabaz area, about 170 kilometers (105 miles) west of Ramadi, also wounded 10 soldiers. The officials spoke on condition of anonymity as they were not authorized to release information.

Kurdish Headline: Kurds threaten to secede from defense system
MP from the Kurdistan Alliance Chakhuan Abdullah announced on Tuesday presenting a number of candidates to the Prime Minister Haider al-Abadi for the post of Chief of Army Staff, noting that al-Abadi has not ratified them so far, while he threatened of secession from Iraq’s defense system in the event of failure to give them the post of Chiefs of Staff. Turkey launched a series of overnight air strikes against Kurdish militants, aimed at 17 targets in the south-east, the army says. The targets were in Hakkari province on the border with Iran and Iraq. Turkey has seen increasing violence in recent weeks between the military and Kurdish separatists. Tuesday’s air strikes are being widely interpreted as retaliation for the attacks conducted on Monday, says the BBC’s Selin Girit in Istanbul. Early on Tuesday morning, further attacks took place. The Turkish military said Kurdish militants had attacked an army base in Sirnak, in the south-east. A soldier died of his wounds in hospital. Iranian and Russian warships took part in joint “war games” training exercises on Tuesday in Iranian waters, giving clear expression to the military cooperation between the two states. Commander of Iran’s fleet in the Northern Gilan province Admiral Ahmad Reza Baqeri told Fars News Agency ahead of the war games that the Iranian destroyer Damavand and missile ships Joshan and Peikan took part in the drills, manned by 200 Iranian naval forces members. From the Russian side, the warships Volgodonsk and Makhachkala which docked in Anzali Port near the Caspian Sea on Sunday took part in the drills. After the drills the Russian ships are to depart Iranian waters and head for Azerbaijan, according to Baqeri. Iranian Foreign Minister Mohammad Javad Zarif was to visit Syria on Wednesday to discuss a “new plan” by the Islamic Republic to help resolve the conflict there, his spokeswoman said. During his visit, Zarif will raise “Iran’s new plan to help solve the Syrian issue,” spokeswoman Marzieh Afkham said. Asharq al-Awsat cited sources as saying that Zarif had planned in his Tuesday visit with Hezbollah leader Hassan Nasrallah in Lebanon to convey “Iran’s support for Hezbollah, which is still a main player, like other main players.” “However, there will be a change of roles in light of the talk about the expected settlement in Syria which will stipulate the departure of Shiite fighters from the battle,” the sources quoted Zarif as saying. As part of the Syrian peace plan, Assad would retain “a tokenistic role, that is, he will be a president without authority,” the report said, while an alternate government is formed. Zarif began a regional tour in Lebanon on Tuesday, after a previously scheduled trip to Turkey was postponed.

Taliban fighters disguised in police uniforms infiltrated a security forces compound in the southern Afghan province of Helmand and killed as many as 15 police, officials said on Wednesday. The attack, in the Musa Qala district, was the latest in a widening insurgency that has killed thousands of Afghan security force members and civilians since NATO forces ended combat operations at the end of last year. “The Taliban were in police uniform and had police vehicles and entered a police compound where they killed all 14 policemen and took their weapons,” said a security official, who spoke on condition of anonymity. He said the Taliban then went to another checkpoint where they killed another policeman. Other sources confirmed the attack but gave differing casualty figures, with Omar Zwak, a spokesman for the governor of Helmand saying nine police had been killed. Two top rebel generals have defected from South Sudan’s rebel movement, a rebel official said Wednesday, as the country’s warring factions negotiated in Ethiopia to secure a deal to end war in the world’s newest country. The rebel generals, identified as Peter Gadet and Gathoth Gatkuoth, defected and fled to Sudan after rebel leader Riek Machar removed them from their senior command positions, Puoch Riek told The Associated Press. Puoch Riek, a member of the rebel delegation here, said no rebel fighters had defected with the generals and he insisted the rebel movement is still under the command of Machar, the former vice president whose dismissal in July 2013 sparked a political crisis that led to the rebellion against President Salva Kiir. South Sudan’s warring factions face international pressure to reach a comprehensive peace deal by Aug. 17, but several earlier negotiations have failed. Kiir has made abrupt changes to the board of the national oil company, Nilepet, possibly “to cement his grip on this critical institution in advance of major political changes,” the watchdog group Global Witness said Wednesday.

At least 47 people were killed and dozens wounded in a bomb blast Tuesday in a part of northeast Nigeria frequently targeted by Boko Haram Islamists, a medical source and witnesses said. The explosion ripped through the weekly market in the village of Sabon Gari, around 135 kilometres (85 miles) south of Borno state capital Maiduguri, during peak trading around 1:15 pm (1230 GMT), the sources said. “We have received at least 47 dead bodies and at least 50 with injuries from the Sabon Gari market, where there was a blast this afternoon,” a nurse at Biu General Hospital, around 50 kilometres (30 miles) away, told AFP. Headline: Migrants, police clash on Greek island
Greek police used fire extinguishers and batons against migrants on the island of Kos, as tensions boiled over in a sports stadium where hundreds, including young children, had gathered to wait for immigration papers, state television footage showed. The scuffles took place a day after a police officer on the island was suspended for brandishing a knife and slapping a man identified by Greek media as a Pakistani migrant. On Tuesday, TV images showed hundreds of migrants jostling with one another as they ran from huge clouds of thick white powder set off from fire extinguishers wielded by police officers who were apparently trying to disperse the crowd. It was not immediately clear what had sparked the violence. Greece has seen a surge in the number of migrants and refugees, fleeing war zones like Syria, trying to enter the European Union by crossing in rubber dinghies from Turkey. The United Nations refugee agency UNHCR said 124,000 had landed on Greek islands this year. The UNHCR called conditions for migrants on Kos and other islands “shameful”. Kos Mayor Yorgos Kyritsis said strained local services, including the police and coast guard were unable to cope with the influx. “This situation on the island is out of control,” he told Greek TV. “There is a real danger of uncontrollable situations. China’s central bank has devalued the yuan to its lowest rate against the US dollar in almost three years. The lender said the move was a “one-off depreciation” of 1.9% in a move to make the exchange rate more market-oriented. The move, which makes exports cheaper, comes after weak economic data from the world’s second largest economy. The Supreme Court of Mexico lifted a state ban on adoption by homosexual couples Monday. In the Mexican state of Campeche, gay couples were legally unable to adopt. In its decision, the Supreme Court ruled article 19 of a law regulating civil unions unconstitutional, now allowing homosexual couples to adopt underage children. The court claimed that the article discriminated against children’s rights. Its president, Luis Maria Aguilar Morales, said the structure of any particular family is irrelevant. Rather, the lives of children in abandonment must be prioritized and turned over to parents who can provide an authentic life of affection and solidarity no matter their gender. The news follows the court’s nationwide decision in June to allow legal marriage between gay individuals. Though the ruling struck down state bans — gay marriage was only legal in Mexico City until then — it did not affect nationwide adoption laws. The court’s current decision only affects adoptions in Campeche, but may serve as the precedent for the lifting of the ban in other states.

Amnesty International approved a controversial policy Tuesday to endorse the de-criminalization of the sex trade, rejecting complaints from some women’s rights groups who say it is tantamount to advocating the legalization of pimping and brothel owning. At its decision-making forum in Dublin, the human rights watchdog approved the resolution to recommend “full decriminalization of all aspects of consensual sex work.” It argues its research suggests decriminalization is the best way to defend sex workers’ human rights. “We recognize that this critical human rights issue is hugely complex and that is why we have addressed this issue from the perspective of international human rights standards,” said Salil Shetty, Secretary General of Amnesty International. “We also consulted with our global movement to take on board different views from around the world.” Amnesty’s decision is important because it will use its heft to lobby governments around the world to accept its point of view. Advance word of the Amnesty policy sparked opposition from some women’s groups who argued that the human rights organization has made a serious mistake. The groups, such as the U.S.-based Coalition Against Trafficking in Women, have argued that while it agrees with Amnesty that those who are prostituted should not be criminalized, full de-criminalization would make pimps “businesspeople” who could sell the vulnerable with impunity.

At least six people are dead in Chile after a potent weekend storm brought unusual rains to Chile’s Atacama desert region, while the coast was battered by destructive waves and strong winds. Antofagasta, Chile, saw 0.55 inches (14 mm) of rain in just 12 hours Saturday into Sunday. That may not sound like much, but it’s actually more than three years worth of rain for this town where the average annual rainfall is just 0.14 inches (3.8 mm). The unusual rains caused deadly flooding and mudslides just to the north of Antofagasta in the town of Tocopilla. According to Chile’s National Office of Emergency of the Interior Ministry, at least three people are dead and one more is missing due to the flooding. This is the second time in 2015 that this part of Chile has seen unusual rain amounts. In March, Antofagasta saw an even heavier bout of rainfall with 0.96 inches (24.4 mm) falling during the 24 hour period ending at 8 a.m. EDT March 26. That bout of rainfall also resulted in deadly flooding and was named our strangest weather event of 2015, so far.
