Headline: Israeli opposition leader fears new Palestinian uprising
Israel’s opposition leader on Tuesday warned that a new Palestinian uprising could be looming after a recent spate of violence and called on both sides to reduce tensions and restart peace talks. The appeal came during a meeting in the West Bank with Palestinian President Mahmoud Abbas, a rare face-to-face encounter after a more than yearlong diplomatic standstill. Officials on both sides said that Abbas initiated the meeting with Isaac Herzog, leader of the opposition Zionist Union, in response to the violence of recent weeks. Addressing reporters at Abbas’ West Bank headquarters in Ramallah, Herzog said the two men held an “in-depth” discussion that lasted more than an hour. He said they agreed “first and foremost” that a new “intifada,” or uprising, must be prevented. “We have agreed that in order to prevent a third intifada we must combat terror on the one hand aggressively, and on the other hand move toward a diplomatic process,” he said. “We must ignite the process yet again and give it another effort.” After the meeting, Herzog wrote on his Facebook page that he believed a deal could be reached within two years if there was sufficient political will. For now, the odds of bringing Abbas and Israeli Prime Minister Benjamin Netanyahu together for a meeting — much less restarting peace talks — appear virtually nonexistent.

Palestinian detainee on a two-month hunger strike emerged from a coma Tuesday but pledged to resume fasting if Israel did not resolve his case within 24 hours, a Palestinian group said. The detainee, 31-year-old Mohammed Allan, “declared in front of his doctors that if there is not any solution to his case within 24 hours he will ask for all treatment to stop and will stop drinking water,” the Palestinian Prisoners Club said in a statement. Israel’s High Court is on Wednesday to continue hearing a petition by his lawyers calling for his release on medical grounds. At a hearing on Monday one of the doctors treating Allan said that if he were resume his hunger strike he was likely to go into a fatal decline. The Justice Ministry offered to free Allan, a lawyer from the northern West Bank town of Einabus, “if he agrees to go abroad for a period of four years.” His lawyer immediately dismissed the proposal. Meanwhile, An MRI examination showed hunger striking Palestinian prisoner Mohammed Allaan has suffered irreversible neurological damage as a result of vitamin deficiency, medical officials said on Wednesday, hours after the state said he would be released if his medical condition deteriorates to an extent that renders him permanently incapacitated.

Fighters of the Islamic State (IS/ISIS) stormed bases of the Lebanese Shiite militia of Hezbollah near the Syrian border with Lebanon, media sources reported on Tuesday. “Hezbollah fighters withdrew from strategic border areas under heavy shelling by IS militants,” media activist Adnan Furati told ARA News. After clashes with Hezbollah fighters, IS militants seized Jousiya border crossing. The Jousiya crossing links the Beqaa Valley in Lebanon with Qusair city in Syria’s Homs province. “IS militants also seized villages in the vicinity of Jousiya crossing following clashes that claimed lives of dozens of militants on both sides,” Syrian activist Ammar al-Qaseer told ARA News. The unprecedented offensive by IS militants against Hezbollah near Jousiya border crossing comes after several attempts by fighters of al-Nusra Front (Syria’s branch of al-Qaeda) to seize that area without making any progress.

The Obama administration is quietly reviewing the future of America’s three-decade deployment to Egypt’s Sinai Peninsula, fearful the lightly equipped peacekeepers could be targets of escalating Islamic State-inspired violence. Options range from beefing up their protection or even pulling them out altogether, officials told The Associated Press. For the United States, the fighting is troublesome, centered in the heart of the volatile Middle East near key maritime trading routes and alongside the most durable peace yet established between Israel and an Arab state. And it risks putting the so-called Multinational Force and Observers in the cross-hairs. Armed primarily with light weapons, armored personnel carriers and similarly limited materiel, the forces lack the capacity to take on Islamic State or other militants across the sparsely populated, desert territory. As a result, officials said, the Obama administration has been conducting an “interagency review” of the U.S. posture in the Sinai.

Six Russian MiG-31 Foxhound interceptor aircraft from Moscow landed Tuesday, Aug. 18, at the Mezze Airbase situated in Damascus international airport, debkafile’s military and intelligence sources disclose. They were followed shortly after by giant An-124 Condor transports, which delivered 1,000 Kornet-9M133 third-generation anti-tank guided missiles.
The Russian airlift of advanced weapons for Bashar Assad’s army will last for several days. It betokens Moscow’s intention to keep up its support for the Syrian ruler and counter – by military means if necessary – any secret Iranian diplomatic machinations for terminating the Syria war and with it the Assad regime – such as have been reported in the past week in Western and Arab capitals, especially in the Gulf. Our sources report that the decision to send the Syrian ruler advanced aircraft and missiles could only have come from the top, i.e. President Vladimir Putin. It took direct aim at the latest moves made by the US, Turkey, Iran and Saudi Arabia for ending the Syrian war. Every formula they came up with entailed Assad’s exit, either in stages or at once. Iraq Headline: 20 killed in blast, clashes with IS militants in Iraq’s Anbar
A total of 20 people were killed and 31 wounded on Wednesday in a suicide car bomb attack and clashes with Islamic State (IS) militants in Iraq’s western province of Anbar, a provincial security source said. The security forces and allied paramilitary militias known as Hashd Shaabi, or popular mobilization, carried out an operation on IS positions in Albu-Eitha northeast of the IS-held provincial capital city of Ramadi, sparking heavy clashes with the extremist militants, the source told Xinhua on condition of anonymity. During the battle, a suicide bomber rammed his explosive-laden military vehicle into the advanced troops and blew it up, while six more roadside bombs and mortar barrage struck the military vehicles, leaving 15 soldiers and Hashd Shaabi members killed and 22 others wounded, the source said without giving further details about the casualties among the militants. Three people were killed and five others injured when IS militants pounded a police station in the town of Khaldiyah, the source said. Also in the province, IS militants shelled al-Mazraa military camp, which houses army and Hashd Shaabi militiamen, in east of the militant-seized city of Fallujah, killing two soldiers and wounding others, the source added.

Kurdish Headline: Suicide bomber kills 10 Kurdish forces in northeast Syria
At least 10 Kurdish security force members were killed on Wednesday in a suicide bomb attack on their station in the northeastern Syrian city of Qamishli, a monitoring group said.
“A suicide bomber in a vehicle targeted the Asayish’s local headquarters in Qamishli. There are at least 10 dead,” said Rami Abdel Rahman, head of the Syrian Observatory for Human Rights. The attack in the city of Qamishli targeted offices belonging to the Asayish, an internal security agency set up by an autonomous Kurdish administration in northern Syria.
Kurdish officials contacted by Reuters could not immediately confirm the casualty toll.

A fighter proclaiming allegiance to Islamic State has appeared in a video urging fellow Turks to rebel against “infidel” President Tayyip Erdogan and help conquer Istanbul, highlighting the threat the NATO member faces as it battles the radical insurgents. Speaking in accent-free Turkish, the Islamic State fighter, a rifle propped against his body, accused Erdogan in the video of “selling the country to crusaders” and of allowing US access to Turkish bases “just to keep his post.” “Turkish people: without losing any time you have to rebel against these atheists, crusaders and infidels who have made you slaves,” he said, as two other armed and bearded men, their heads covered with turbans, sat silently beside him.
It also described Kurdish PKK militants in Turkey, some of whom have joined the fight against Islamic State in Syria, as “atheists” and warned that eastern Turkey would fall into Kurdish hands unless Islamist fighters rose up. Reuters could not verify the authenticity of the video, which made no specific threats of attacks. But the SITE Intelligence Group, which tracks extremist activity, described the recording as a call by a Turkish Islamic State fighter for support from Muslims in Turkey.

Turkey’s state-run news agency says Kurdish rebels have detonated a bomb on a road in southeast Turkey, killing at least eight soldiers. The Anadolu Agency says the bomb exploded Wednesday on a highway in the mainly-Kurdish province of Siirt as their military vehicle was passing by. The attack comes amid renewed violence between the rebels of the Kurdistan Workers’ Party, or PKK, and Turkey’s security forces. Dozens of people, most of them police and soldiers, have died in the violence since July.

Headline: Iranian official: Tehran to sign deal with Russia for advanced S-300 missile system next week
Iran and Russia will sign a deal that will see Moscow send Tehran the S-300 air-defense missile system by next week, Iranian Defense Minister Hossein Dehghan said Tuesday.
Russian President Vladimir Putin had been ready to deliver the S-300 to Iran already in 2010, but had previously agreed to ban the sale under pressure from the US. Israel has also pushed Moscow not to send the S-300 to Iran. The deal has now been updated and will be finalized soon, the Iranian Students’ News Agency quoted Dehghan as saying. Dehghan said that as part of the new deal, Iran would be receiving an upgraded version of the S-300 system. “We will go to Russia next week to sign the deal and there is no barrier hindering the agreement,” ISNA quoted him as saying. He added that the weapons system would be delivered to Iran shortly after the signing of the agreement.

Iran, in an unusual arrangement, will be allowed to use its own experts to inspect a site it allegedly used to develop nuclear arms under a secret agreement with the U.N. agency that normally carries out such work, according to a document seen by The Associated Press. The revelation is sure to roil American and Israeli critics of the main Iran deal signed by the U.S., Iran and five world powers in July. Those critics have complained that the deal is built on trust of the Iranians, a claim the U.S. has denied. The investigation of the Parchin nuclear site by the International Atomic Energy Agency is linked to a broader probe of allegations that Iran has worked on atomic weapons. That investigation is part of the overarching nuclear deal. The Parchin deal is a separate, side agreement worked out between the IAEA and Iran. the agreement diverges from normal inspection procedures between the IAEA and a member country by essentially ceding the agency’s investigative authority to Iran. It allows Tehran to employ its own experts and equipment in the search for evidence for activities that it has consistently denied – trying to develop nuclear weapons.

The Ministry of Foreign Affairs (MoFA) said a strong protest was lodged with the Pakistani ambassador Syed Abrar Hussain after he was summoned this evening. Deputy Foreign Minister in Administrative Affairs Atiqullah Atifmal told Mr. Hussain that eight members of the Afghan Border Police forces were martyred in heavy shelling on check posts in eastern Kunar province on Monday morning and afternoon. Atifmal further added that the market of Do Kalam was also torched and enormous financial loss was incurred to the local residents in Nari district as a result of the indiscriminate shelling by the Pakistani forces. He told the Pakistani envoy “This is not the first time you have been summoned regarding the heavy artillery shelling by the Pakistani military on areas along the Durand Line. But unfortunately we have not seen any long term change in Pakistani military’s offensive acts.”

With peace efforts in South Sudan in tatters, fighting resumed in parts of the country between government troops and rebel forces, a South Sudanese military spokesman said Wednesday. International frustration is mounting after South Sudan President Salva Kiir refused to sign a power-sharing deal with rebels on Monday, with the U.S. pushing on Tuesday for U.N. sanctions against the government. South Sudan military spokesman Colonel Philip Aguer said fighting broke out Wednesday in the oil-producing Upper Nile state, close to the border with Sudan, with rebels trying to take areas controlled by government troops. Aguer said fighting also broke out Tuesday in Eastern Equatoria state, between Juba, the capital, and the town of Nimule on the border with Uganda. He said there had been no fighting in the area previously and accused the rebels of starting the latest violence in an attempt to open a new front.

Libya’s regular border security guards have stopped working at the main border crossing to Egypt, officials said on Wednesday, a further breakdown of state authority. The incident will reinforce worries in Egypt that militants are using the desert border to smuggle in fighters and weapons from Libya, which is in a state of chaos four years after rebels overthrew Muammar Gaddafi. The border is also a transit route for migrants from Syria heading via Egypt to western Libya, from where they hope to get by boat with the help of smugglers to Italy. “The force protecting the Musaid border crossing between Egypt and Libya have withdrawn due to some problems,” said Tariq Kharaz, a spokesman for the interior ministry of Libya’s internationally recognized government, based in the east. He said another force was now manning the border, declining to say why the regular troops had left. An Egyptian security source said the regular Libyan border guards had stopped working five days ago, adding that civilians now appeared to be working on the Libyan side of the border.

Russian Helicopters Holding’s Rostvertol JSC is implementing two contracts for the delivery of modernized heavy-haul helicopters Mil Mi-26T2 to Algeria, a source in the defense sector told Interfax-AVN on Aug. 19. “The first contract provides the delivery of six Mi-26T2 helicopters to the customer, and eight helicopters of this kind will be delivered under the other contract,” he said. The first two helicopters were supplied to Algeria under the first contract in spring of this year. “Another two helicopters will be shipped before the end of this year and the remaining two will be dispatched in the beginning of next year. After that the deliveries will begin under the other contract,” the source said. In addition to the delivery of helicopters, the contracts provide coaching of Algerian pilots and technicians, he said.

Headline: Africa’s top arms-buyer alarmed by Morocco’s recent arms purchases
Algeria, the number one arms purchaser on the African continent, has voiced concerns that the number two arms purchaser, Morocco, is purchasing too many arms. After reports that Morocco had acquired Russian-made missile batteries, the Algerian newspaper Al-Shorouq accused Morocco of stirring up conflict and threatening its neighbors. Further fraying Algeria’s nerves are reports that Morocco and Russia are close to reaching a deal on the price tag of a Russian-made Amur 1650, which would be the kingdom’s first submarine. The deal is expected to be completed during King Mohammed VI’s trip to Moscow later this year. Algeria was also said to be concerned after Morocco purchased three U.S. Army CH-470 Chinook transport helicopters, which arrived in Tangier last weekend after seven months of refurbishment. Morroco also plans to reinforce its four new frigate warships by acquiring helicopters with anti-submarine capabilities from Russia. Swedish think tank Stockholm International Peace Research Institute (SIPRI) reports that Morocco is the second largest importer of arms in Africa, accounting for 26 per cent of the continent’s overall imports between 2005-2009 and 2010-2014.

Headline: Boko Haram crisis: ‘Dozens drown’ fleeing Nigeria attack
Reports in Nigeria say as many as 60 people may have been killed after a raid on a village in the north-east by suspected Boko Haram militants. The attack on Kukuwa in Yobe state happened last Thursday but details have only just emerged from survivors. Some of the villagers are said to have drowned while fleeing gunmen. The BBC’s Nigeria reporter says the fact it took five days for any news to come out shows how dire the security situation is in parts of Yobe state. A military spokesman said that following air surveillance and armed reconnaissance, the reports of a massacre and drownings could not be substantiated. However, eyewitnesses said that dozens of militants arrived in the village on motorcycles and began shooting the residents. “We were getting ready to observe evening prayers, all of a sudden we started hearing sounds of gunshots,” one man told the BBC Hausa service. “We all ran for our dear life into the bush. The following morning we returned home and discovered corpses of 60 children. They all drowned in the river in their effort to escape the attack.”

Headline: Philippine army kills 20 militants during clashes in south
Philippine soldiers have killed at least 20 militants in clashes with members of an al-Qaeda-linked militant group in the south of the country. The Philippine military said on Wednesday that the militants were killed in separate clashes on two islands in the country’s troubled south. Brigadier General Alan Arrojado, the commander of the military task force, confirmed that 15 militants were killed as the government forces used artillery fire to confront about a hundred members of the Abu Sayyaf group in Indanan town on the southern island of Jolo, Sulu Province. The clashes were triggered after the army launched a large-scale security operation to rescue hostages held by the militant group in the region. Arrojado said the government forces suffered no casualties during the encounter. Earlier, a Philippine military report said two days of similar clashes have killed at least five militants and one soldier on the nearby island of Basilan.

Headline: Yemeni rebels rebound with new attacks after setbacks
Yemeni rebels ambushed pro-government forces in the south on Tuesday, setting off a major battle that killed 65 anti-rebel forces and handed them their first serious setback following a series of recent advances, officials said. The officials said 15 Shiite rebels, known as Houthis, were killed in the fighting near the Aqaba Tharaa area, where anti-rebel forces were advancing from Abyan into Bayda province. The officials, who hailed from both sides of the conflict, said the rebels destroyed at least eight armored vehicles and four tanks, which were left burning. The officials said both sides were rushing reinforcements to the area, with the Houthis attempting to squeeze the pocket closed and their opponents attempting to break out. Dozens of airstrikes by the Saudi-led coalition opposing the rebels hit the mountainous area, but had yet to open up the rebels’ positions. All officials spoke on condition of anonymity because they were not authorized to brief the media. The Houthis have meanwhile taken control of the United Arab Emirates embassy in the capital Sanaa, prompting condemnation from Emirati and Egyptian authorities.

A Yemeni television channel broadcast footage on Tuesday reportedly showing Houthi fighters inside Saudi Arabia who claimed to be within striking distance of a city populated by 1.6 million people. Al Masirah, a TV station which is run by the Houthis, aired a video report with Houthi fighters who said they were less than two km from Najran, a city in a province of the same name near the Yemeni border. The cameraman zooms in on a city, which can be seen in the distance. A fighter says it is Najran. In the clip, the presenter points to a stone apparently marking the border, which has an image of the Saudi national flag on one side and the Yemeni flag on the other. A group of Houthi fighters are shown next to the stone, one standing on top of it and holding a Yemeni flag. The fighters shouted the Houthi slogan: “God is great, Death to America, Death to Israel, A curse upon the Jews, Victory for Islam.” One of the fighters, who is not named, claims that the Houthi forces have captured the Shirfa military base, which is near the Yemeni border and used by Saudi forces to protect Najran city. The Houthis have previously broadcast footage claiming to show their forces attacking the Shirfa military base. The fighter in the video says his forces are in complete control of the Shirfa military base and the border area surrounding it. “We are at al-Shirfa Point – it was named al-Shirfa because it overlooks Najran province, which is now in the sights of the Yemeni army and the popular committees,” the presenter, Abdel Basit al-Sharfi, said. Middle East Eye could not independently confirm the claims made by Al Masirah, although there have been numerous reports of the Houthis shelling Saudi territory in recent months. There is no official death toll but tens of Saudi soldiers have been reportedly killed by Houthi attacks.

A night-long artillery exchange in eastern Ukraine between government troops and Russia-backed rebels claimed nine lives on Monday, casting doubt on the already shaky cease-fire. The fighting between Russia-backed separatist rebels and Ukrainian government troops in the country’s industrial heartland eased after a truce was signed in February. But despite pledges to withdraw heavy caliber weapons from the front lines, both sides seem to be engaged in recent heavy fighting. The conflict has killed an estimated 6,400 people since April 2014, according to the United Nations. The rebel mouthpiece Donetsk News Agency said artillery fire killed three people in a front line town of Horlivka and two in the rebel capital of Donetsk. Ukrainian officials reported two civilian deaths on their side, in a suburb of Mariupol on the Black Sea. The Ukrainian Security and Defense Council also reported two troops killed and six injured overnight. An image is going round that sums up just how ridiculous Venezuela’s economy has become. A Reddit user uploaded a picture on Monday of a man using a 2 bolivar note to hold an empanada. According to Venezuela’s official bolivar-dollar exchange rate, the man using his money as a napkin is wasting about $0.31 (£0.20). But on the black market, the reality is completely different. You can get 676.88 bolivars to the dollar, according to dolartoday.com. That means holding food with a 2 bolivar note costs the holder less than a third of one US cent. This time last year, the bolivar was far more valuable, and even as recently as May this year, you could still get hold of a dollar for less than 300 bolivars. Today, you need more than twice that. The country has a spiralling inflation rate. Official inflation is high enough, at 68.5%, but like the official exchange rate, that paints a much rosier picture than reality. Professor Steve Hanke, who runs the “Troubled Currencies Project,” a joint program between the Cato Institute and Johns Hopkins University, says in reality inflation is more like 808%. The country is a major oil exporter, and the plunge in prices is a huge part of what’s causing the crisis — as a result, the country is pegged as having the riskiest debt in the world, with the highest likelihood of a future default. Food is increasingly hard to get hold of, shop shelves are often empty, and the country’s social order is deteriorating.

Just in time for the new school year, head lice have become literal superbugs. Lice have developed a high level of resistance to the most common over-the-counter treatments in 25 states, according to research presented at a meeting of the American Chemical Society. “If you overuse a product, over time, the selection pressure will cause insects to develop resistance to it,” Kyong Yoon, an assistant professor of biological and environmental science at Southern Illinois University-Edwardsville and lead author of this ongoing research, told a group of journalists. Head lice are most commonly treated with pyrethroids, a widely used class of indoor-outdoor insecticides, often used for mosquito control. Yoon and his team found that lice developed a gene mutation, known as knock-down resistance (kdr) against the pyrethroids — rendering them ineffective. In 104 out of the 109 lice populations Yoon tested, the insects were resistant to pyrethroids. “Lice don’t have wings, and they don’t jump, so they move where people move,” Yoon said. That’s why the new school year is such a vulnerable time for head lice transmission. Kids bring lice back from vacations and into the classroom, where they pass the infestation on to their classmates. “It’s a really, really serious problem right now in the U.S.,” Yoon told Time. “Though head lice aren’t known to transmit any diseases, they can be an itchy nuisance — and now, they’re harder to kill.”

Headline: Third Louisiana Public Water Supply Site Tests Positive for Brain-Eating Amoeba
Public officials are in the process of eliminating Naegleria Fowleri, a brain-eating amoeba that thrives in warm water, from another drinking water supply in Louisiana. Naegleria Fowleri was detected during routine tests on Aug. 5 at a utility district in Terrebonne Parish, Louisiana, roughly 80 miles from New Orleans. A press release was issued on Monday, Aug. 17. According to the local fire department, the Schriever Water System serves approximately 97,000 residents in the Houma area. Two other systems in the area were tested with negative results, according to the Louisiana Department of Health and Hospitals (DHH). While officials say the water is safe for drinking, residents are urged to use caution with the water, not letting it get into their nose. Humans are infected when water containing the amoeba travels through the nose and migrates to the brain, destroying the tissue.

Headline: U.S. Navy on alert: China, Russia to launch largest-ever joint navy exercise
The Chinese and Russian navies are gearing up for their largest-ever joint exercises, slated to begin Thursday in the Pacific with more than 20 ships and featuring anti-submarine operations as well as a joint-beach landing. The “Joint Sea 2015 II” exercises will run through Aug. 28 in the Sea of Japan and off the coast of Vladivostok. But in the current round of exercises, Chinese frigates have reportedly made their first-ever visit to the Russian Novorossiysk naval base in the Black Sea. President Vladimir Putin made headlines in the area Tuesday by joining a Russian navy team aboard a small vessel that plunged into the Black Sea along the coast of the Crimean Peninsula, which Moscow annexed from Ukraine last year. The U.S. Naval Institute’s online news and analysis portal, USNI, said Tuesday that the coming China–Russia exercises will be the second series of joint drills in less than a year.

Raffi Freedman-Gurspan started working as an outreach and recruitment director for presidential staff on Tuesday. Her commitment to transgender rights reflects “the values of this administration,” a senior White House official said. It is President Barack Obama’s latest move in support of gay, lesbian, bisexual and transgender rights. “Raffi Freedman-Gurspan demonstrates the kind of leadership this administration champions,” said Valerie Jarrett, a senior adviser to the president. Ms Freedman-Gurspan previously worked as a policy adviser for the National Center for Transgender Equality (NTCE). Her appointment to the White House has been hailed as an important step by key members of the LGBT community.

Two typhoons churning in the Pacific Ocean are intensifying, with one likely to meander for days in the vicinity of Taiwan and the northern Philippines later this week, potentially bringing disastrous amounts of rainfall. Typhoons Goni and Atsani are currently spinning in the Northwest Pacific Basin, well away from any landmass — for now. Typhoon Goni is projected to potentially make landfall near the northern Philippines or Taiwan at the end of this week, though there is still some uncertainty about where and when it could hit. As the storm reaches these areas, it is likely to be in a vicinity of weak upper atmospheric winds, allowing it to slowly meander like a spinning top. Taiwan was hammered with more than 50 inches of rain just one week ago when Super Typhoon Soudelor made landfall, and the island nation is still recovering, so a blow from Goni — even if it is not a direct one — could potentially be destructive to areas of the country. “Any slowdown in Goni’s progress near the mountainous terrain of Taiwan or nearby islands could lead to torrential, destructive rainfall,” Bob Henson wrote on Dr. Jeff Masters’ Weather Underground blog Monday.
