Headline: Obama admin mulling intervention in massive judgment against Palestinians in terror case
The Obama administration has signaled it may intervene next week in a civil lawsuit in which 11 American families won a potential billion-dollar judgment from the Palestinian leadership over a series of bombings and shootings that killed or wounded dozens of U.S. citizens, a move that critics say would find the government siding with terrorists over its own citizens. The families won a $218.5 million judgment in February after a seven-week trial in Manhattan Federal Court in which a jury found the Palestine Liberation Organization and Palestinian Authority were responsible for a string of attacks from 2001 to 2004 that killed 33 and injured hundreds. A 1992 law that requires damages in such cases to be tripled, as well as interest on the award, would push it to as much as $1.1 billion. The judgment, which the Palestinians are appealing, would equal nearly a third of the Palestinian Authority’s annual operating budget. Late last month, the Department of Justice, which had previously not been involved in the 11-year-old case, informed the court it was considering filing a “statement of interest” in the case by Aug. 10, but officials would not elaborate. A source said the Department of Justice was working with the State Department on the matter.

A scuttling of the Iran nuclear deal would result in rockets falling on Tel Aviv as Israel would “bear the burden” of a US military attack on Iran, US President Barack Obama told a delegation of Jewish leaders at the White House on Tuesday. The meeting, held in the Cabinet Room for over two hours, featured a passionate president intent on winning over skeptics of the signature agreement. The nuclear deal, formally known as the Joint Comprehensive Plan of Action (JPOA), is intended to cap, restrict, monitor and partially roll back Iran’s nuclear work for a 15-year period in exchange for sanctions relief. According to National Jewish Democratic Council chairman Greg Rosenbaum, one of nearly two dozen heads of Jewish organizations at the meeting, one of the participants took umbrage with Obama’s characterization of those who are opposed to the deal as warmongers.

Three soldiers were wounded in a suspected hit-and-run terror attack on Thursday afternoon in the area of the West Bank settlement of Shiloh. The driver was then shot in his vehicle by Israel Defense Force soldiers. Magen David Adom reported that it had received an alert at 3:11 P.M. on Thursday that three soldiers had been injured on Highway 60, close to the village of Sinjil. Paramedics who arrived on the scene said they saw an overturned car and three people lying in pools of blood close to it. Two of the wounded were unconscious and suffering from multiple injuries, including to the head. The third was fully conscious with limb injuries. “We separated into teams, along with IDF medical personnel who were present, and began providing emergency treatment, including anesthesia, respiration and transfusions,” the paramedics said.

Hezbollah killed a senior Nusra Front commander in Zabadani, a security source said, as Ahrar al-Sham halted its negotiations with the party and the Syrian regime and 14 Syrian rebels surrendered to the Lebanese group. The source said that Abdel-Rahman Kharita, the deputy Nusra commander of the Zabadani area, was killed in a guided missile strike. Ahrar al-Sham, a hard-line Islamist group, said it had ended negotiations because of Hezbollah and the Syrian army’s “sectarian cleansing” of Sunnis in Damascus and surrounding areas, as well as in locations along the border with Lebanon. This conspiracy, it said, is “in its final phases and Zabadani … is the first step in the last phase which will end in eastern Ghouta.” The group, which has become one of the most powerful Islamist militias in northern Syria, said that it was tasked by Zabadani residents with negotiating with Hezbollah and the Syrian army in an attempt to broker a “humanitarian” solution to the battles. “But the case of Zabadani has exceeded the borders of Zabadani and has exceeded the responsibility of Ahrar al-Sham,” the statement read, adding that the forceful displacement of Sunnis is a “national and regional concern that affects all the Sunnis in the region.”

Headline: ISIS storms into strategic town outside Qalamoun
ISIS forces have seized a strategically located town south of Homs as they push further westward in the direction of Syria’s mountainous Qalamoun region along Lebanon’s border. On Wednesday, the extremist group stormed into Qaryatayn after three of its suicide bombers detonated explosive-laden vehicles in the town, a now standard operating procedure for ISIS when it launches assaults on fortified positions. As ISIS stormed the desert town the regime launched “more than 25 air raids, and rocket [strikes] from the Al-Hamrat Division [Base]” media activist Baybars Tallawi told Alaraby Aljadeed. Following its seizure of Qaryatayn, ISIS issued a picture statement on its victory that highlighted the town’s proximity to both Homs and Damascus, raising questions over the group’s next military objective. For its part, the SOHR noted that the Syrian Desert town “connects the group’s areas of control in eastern Homs province with its areas of control in eastern Qalamoun.” ISIS has maintained an armed presence in the eastern slopes of the Qalamoun mountain range northeast of Damascus after the extremist group reportedly abandoned most of its positions in the western sectors of Qalamoun near Lebanon, where Hezbollah has waged a fierce campaign against the Nusra Front since early May. ISIS has continued to push westwards in the direction of Qalamoun following the fall of Qaryatayn, attacking two settlements to the west of the town. “Other confrontations took place today, between the regime and members of ISIS, on the outskirts of the Mheen area, which lies 12 km away from Qaryatayn,” Baybars Tallawi told Alaraby Aljadeed.

Headline: Islamic State group claims Saudi mosque suicide blast
A suicide bomber struck a mosque in Saudi Arabia used by Interior Ministry special forces in the southwestern city of Abha on Thursday, killing at least 13 people, the ministry said. The Interior Ministry’s statement said 10 of those killed were members of the security forces. The state-owned Al-Ekhbariya news channel earlier gave a higher death toll, reporting that 17 had been killed in the attack. It was not immediately clear why there was a discrepancy, but conflicting reports are common in the chaotic aftermath of bombings. Interior Ministry spokesman Maj. Gen. Mansour al-Turki said nine other people were wounded in the attack, three of them seriously. He said initial findings point to the attack being carried out by a suicide bomber wearing an explosive vest. A Saudi Interior Ministry official told the Associated Press that the bomb targeted police trainees as they were in the middle of prayer. The official, who spoke to the Associated Press on condition of anonymity because he was not authorized to speak to reporters, could not immediately confirm if the mosque was inside an Interior Ministry compound.

Egyptians security officials say militants in northern Sinai have shelled a house near a security checkpoint, killing an entire family of five members inside it and wounding nine of their neighbors. The officials say the Tuesday morning attack happened in the restive town of Sheikh Zuweid in the Sinai Peninsula. They say the security checkpoint appeared to be the intended target. Medical officials said three children were among those killed. The wounded were taken to the town hospital for treatment. All officials spoke on condition of anonymity because they are not authorized to talk to reporters.

Headline: Islamic State group in Egypt threatens to kill Croat hostage
An Islamic State affiliate released a video Wednesday threatening to kill a Croatian hostage if Egyptian authorities do not release “Muslim women” held in prison within 48 hours, a day before the country plans to unveil a highly promoted new extension of the Suez Canal. The video, circulated on social media by Islamic State sympathizers, shows a man wearing a yellow jumpsuit kneeling in the desert before a knife-wielding masked man in military fatigues. A black Islamic flag often used by the extremists flutters next to him. The video identifies itself as coming from the media arm of the Islamic State affiliate in Egypt’s lawless Sinai Peninsula. Reading calmly from a note in English, the man identifies himself as Tomislav Salopek, a married, 30-year-old father of two, adding that Islamic State fighters captured him on July 22. If Egyptian authorities do not act, he said, “the soldiers from Wilayet Sina will kill me.” Wilayet Sina is the Arabic phrase for the Egyptian group calling itself the Sinai Province of the Islamic State. It was not clear where the video was shot. The Associated Press could not independently verify the footage, entitled “A Message to the Egyptian Government,” though it was shot in the style of previous Islamic State propaganda videos in which they threaten and behead hostages.

Syria Headline: Syria foreign minister in Tehran for talks with Iran, Russia
Syrian Foreign Minister Walid al-Moualem arrived in Tehran on Tuesday for talks with Iranian and Russian officials expected to focus on efforts to end the four-year-old war in his country. Moallem will meet Mikhail Bogdanov, President Vladimir Putin’s special envoy to the Middle East, on Tuesday evening before holding talks with Iranian Foreign Minister Mohammad Javad Zarif on Wednesday, Iranian media reported. Iran and Russia have stood by Syrian President Bashar al-Assad, providing military and financial support, during the civil war, whereas the United States and some of its Gulf Arab allies have said Assad must leave office. Iran and world powers led by the United States reached a nuclear agreement on July 14 but both sides have made it clear that the deal will not change their policies in the region. Moualem on July 24 reiterated his government’s view that Iran’s support for Damascus would continue after the deal. Speaking about Moualem’s visit, Iranian deputy foreign minister Hossein Amir-Abdollahian suggested the chances of a diplomatic resolution of the war were growing. “Fortunately we see a change in the strategy of regional players in the Syrian crisis. If four years ago they believed war is the only solution, now they prefer to focus on diplomacy,” Amir-Abdollahian was quoted as saying by Fars News Agency.

Syria Headline: ISIS Seizes Key Syrian Town from Regime Forces
ISIS jihadists seized control of a key town in the central Syrian province of Homs overnight after heavy clashes with forces loyal to President Bashar al-Assad, a monitor said on Thursday. The violent jihadist group started the attack on Wednesday morning when three suicide bombers targeted pro-regime checkpoints at entrances to the city, according to the Britain-based Syrian Observatory for Human Rights. “IS seized Al-Qaryatain town in the southeastern countryside of Homs after violent clashes with pro-regime forces and loyalist fighters,” Observatory chief Rami Abdel Rahman told AFP using another acronym for the so-called “Islamic Sate” terrorist group. A total of 37 regime soldiers and loyalist fighters were killed, while 23 ISIS fighters also died, Abdel Rahman said. He said the town held strategic importance because of its location along a road linking the ancient city of Palmyra, which has been held by ISIS terrorists since May, with Qalamoun region in Damascus province.

Syria Headline: Syria rebels near key IRGC-Hezbollah base
Islamist rebels fighting along the regime’s coastal heartland have neared a key base that reportedly serves as the HQ for the Iranian Revolutionary Guards and Hezbollah’s operations in the region. The Syrian Observatory for Human Rights reported Wednesday that rebels were battling regime forces in the Al-Ghab Plain village of Bahsa “less than two kilometers from the operations command center of Lebanon’s Hezbollah, regime forces and [allied] Asian fighters in Jourin.” Reports have emerged in past months that Iran had set up a headquarters in Jourin after an early summer visit by IRGC Quds Force commander Qassem Soleimani to the village, which lies on the frontline with the Idlib province seized by the Army of Conquest rebel coalition in the beginning of June. Following the regime’s Idlib defeat, the Syrian army’s chief of operations in the area, General Jamal Younis, had been reportedly removed from his post and replaced by an Iranian general known only by his moniker Iffari, who set up his headquarters in Jourin.

Iraq Headline: Clashes in Iraq’s Anbar kill at least 17 government troops
Iraqi forces battled Daesh militants Wednesday in western Anbar province, leaving at least 17 troops dead, officials said. A police officer, an army officer and a Sunni tribal fighter said the deadliest clashes took place east of Daesh-held Ramadi, where six soldiers, four Sunni tribal fighters and two police officers were killed. Nine other troops were wounded, they said. They say another five soldiers were killed and nine wounded when militants attacked troops near the Habbaniyah military base, where dozens of American advisers are stationed. Also Wednesday, militants detonated bombs in commercial areas of the capital, Baghdad, and in northeastern Diyala province, killing at least eight civilians and wounding 31, police and medical officials said.

Iraq Headline: Deadly car bombs hit Baghdad as Iraqi forces fight ISIL in Ramadi
At least 10 people have been killed and 22 wounded in two car bomb attacks in predominantly Shi’ite neighbourhoods in Baghdad. Six people were killed when an explosive-laden vehicle was detonated in the northeastern district of Sadr city. Later on a car bomb killed four people in the northern al-Husseiniya district. So far no group has claimed responsibility for the attacks, but near daily bombings in the country are often claimed by Islamic State militants. More than 100km away in the western Anbar province, Iraqi police clashed with ISIL militants in Ramadi. Iraqi forces backed by the US-led coalition launched an operation to retake Anbar last month.

Kurdish Headline: Turkish jets hit PKK targets, soldiers killed in southeast
Turkish warplanes hit Kurdish rebel targets in southeastern Turkey on Tuesday, Dogan news agency reported, and three soldiers were killed in two separate attacks in a neighboring province, the military said. Turkish F-16 jets carried out a 35-minute assault on Kurdistan Workers’ Party (PKK) targets in Daglica, in Hakkari Province near the border with Iraq, whose northern mountains offer a relatively safe base for the insurgents. The air strikes came after two soldiers were killed by a remote-controlled mine in the neighboring province of Sirnak. In a day of apparent tit-for-tat violence, shortly after the raids by F-16 jets, another soldier was killed and one wounded when militants attacked a guard post in Sirnak with a rocket-propelled grenade. Violence has swept eastern Turkey since last month, when the outlawed PKK ramped up attacks against Turkish security forces and Ankara launched reciprocal air strikes against its fighters in Turkey and northern Iraq. Headline: Turkish and Iranian Presidents Discuss PKK Attacks
Turkish President Recep Tayyip Erdoğan spoke to his Iranian counterpart on the phone on Wednesday August 5th to discuss the current security situation in the region. According to the Turkish Anadolu Agency, Erdogan updated Hassan Rouhani on military operations against the Islamic State (IS) in Syria and the Kurdistan Workers’ Party (PKK) in Iraqi Kurdistan. Rouhani reportedly expressed his country’s support for the anti-terrorism campaign. He also expressed his condolences to the Turkish people, following the loss of lives during recent attacks on the Turkish civilians and soldiers. The pair emphasised the importance of international cooperation to stabilise Iraq and Syria. Following the July 20th Suruç bombing in Turkey and the attacks on security forces, Turkey stepped up its anti-terror military campaign and opened its Incirlik military airbase to international coalition jets.

Headline: Suicide bomb kills six in first Taliban attack since new leader announced
A Taliban suicide truck bomber has killed six people in Afghanistan, in the first major insurgent attack since the announcement of leader Mullah Omar’s death. The blast in Pul-i-Alam, the capital of insurgency-prone Logar province just south of Kabul, highlights growing insecurity that is taking a heavy toll on Afghan civilians and security forces. “A water truck filled with explosives was detonated when it was stopped at the gate of the quick reaction force [police] compound,” said the deputy provincial police chief Mohammad Qari Wara. “It was a powerful explosion which killed three members of the quick reaction force and three civilians.” An official from the provincial governor’s office confirmed the death toll, adding that eight civilians, including a child, had been wounded. The force of the explosion damaged government buildings nearby, while the site of the attack was littered with debris and shards of broken glass. The Afghan interior ministry said the bombing on Thursday was the first suicide attack since the Taliban confirmed the death of Omar, who led the militant movement for about 20 years. The Taliban claimed responsibility for the attack, with spokesman Zabiullah Mujahid saying a “Mazda truck packed with heavy explosives … killed more than 100 security personnel”.

Headline: Libyan Judge Abducted by Islamic State Group Found Dead
The body of a Libyan judge abducted last month by an Islamic State affiliate was found on Thursday, Libyan officials said. Judge Mohamed al-Nemli’s body was found near the western coastal city of Misrata, said lawmaker Saad Abusharrada, adding that the body had signs of torture and a gunshot wound. “His identity card indicated he was a judge and (IS) kills judges and police people,” Abusharrada said. Al-Nemli’s death was confirmed by the municipality of the town of Zliten, where he worked. The judge was taken hostage along Libya’s east-to-west coastal road, residents have said, speaking on condition of anonymity because they feared reprisals. Islamic State fighters man checkpoints in the area and have in the past taken non-Muslims or government officials hostage there. The hostages have been exchanged for ransom or killed. Libya is today bitterly divided between rival governments in its east and west, after descending into chaos following the 2011 civil war that ended dictator Moammar Gadhafi’s rule, with parts of the country run by Islamic militants. A militant faction declared its allegiance to the IS last year.

Azerbaijan is preparing to use force to regain control of territory it lost to Armenians more than two decades ago after international efforts to find a peaceful solution failed to bring results, its defense minister said. “The time has come,” Azeri Defense Minister Zakir Hasanov said while visiting troops near the Nagorno-Karabakh conflict zone, according to a statement on the ministry website on Thursday. “Our people have run out of patience and demand that we take action to drive the enemy out of our lands.” Fighting would threaten the energy industry of the ex-Soviet Union’s third-biggest oil producer, where BP Plc and its partners have invested more than $50 billion since 1994. While Nagorno-Karabakh is more than 350 kilometers (220 miles) from Baku — and even further from projects such as Shah Deniz that dot the Caspian Sea — military activity may harm infrastructure. The BP-led Baku-Tbilisi-Ceyhan oil pipeline runs through land less than 50 kilometers from the cease-fire line. Headline: Suspected Boko Haram Takfiris kill 9 in raids on Cameroon villages
Suspected Boko Haram Takfiri militants have attacked two villages in the northern part of Cameroon, killing at least nine people and kidnapping dozens of others. The raid was carried out in the early hours of Tuesday in the villages of Tchakamari and Kangaleri located in the Far North region of Cameroon, near the border with Nigeria. Tchakarmari village chief Kadzamare Amin said armed assailants from Nigeria raided the villages on trucks. “They burned at least 15 houses and slaughtered six men and three women whose corpses we are still to bury,” he said, adding that he witnessed the capture of dozens of others. Some sources put the number of abductees at 135. Midjiyawa Bakary, governor of the Far North region, said the authenticity of the report is yet to be confirmed.

Headline: 1 killed, 4 injured in S Thailand roadside bombing
A roadside bomb attack has left one Thai marine dead and four others wounded in Thailand’s southern province of Narathiwat. The explosive device, installed along a highway route, targeted the soldiers who were on their daily patrol in the Bacho district of Narathiwat Province Thursday morning, said Thai police officer Lance Chakrit Chaiseesa. The attack claimed the life of a 23-year-old solider and injured four others, including the patrol leader. According to reports, a bomb-disposal squad was immediately sent to investigate the scene of the incident. Clashes took place across the southern province of Lahj, most of which is now back in the hands of the Saudi-backed loyalist forces. Militias siding with President Abd-Rabbu Mansour Hadi, who fled Yemen for Saudi Arabia in March, and army units trained and equipped by Gulf Arab countries have made advances against the Iranian-allied Houthis in recent weeks. Boosted by Saudi-led air strikes, they drove the Houthis from the port city of Aden last month then pushed northward and recaptured the Al-Anad air base from Houthi forces on Monday after beseiging it for days. “The next step for the popular resistance and army forces after liberating Aden is the clearing of the provinces of Abyan and Lahj,” a commander in the anti-Houthi forces told Reuters. Militia sources said that 1,000 Yemeni fighters trained in Saudi Arabia and the United Arab Emirates arrived in Aden on Monday.

Several looters were arrested after the fracas, which Perez blamed on “ultra-right-wing sectors of the opposition” seeking to sow violence. Eighty-six cases of the disease, a severe, often lethal, form of pneumonia spread through the air, have been reported in the south Bronx since July 10, city officials said Tuesday. A person from southern Colorado has died of the plague, the second person to die of the disease in the state this year. The unidentified adult from Pueblo County likely died of the relatively rare septicemic form of the disease, said Christine Nevin-Woods, the medical officer for the Pueblo City-County Health Department. Officials believe the person likely was infected by fleas from a dead rodent or another animal. In June, a 16-year-old star baseball player from northern Colorado also died of septicemic plague that wasn’t detected until after he passed away. That’s a relatively rare form of the plague that is difficult to diagnose because it isn’t accompanied by the tell-tale swelling of lymph nodes seen in most plague cases. Cases of the plague are rare in the United States and most common in the West. Deaths are even rarer. Nationally, an average of seven human plague cases is reported each year, although Colorado had eight on its own last year.

Seven Christians have been detained in China accused of embezzlement and disrupting social order. Pastor Bao Guohua, his wife and five church employees were detained in Jinhua, in eastern Zhejiang province. But the church’s lawyer Chen Jiangang told the BBC he believed they were being punished for protesting against the removal of their church cross. The local government in Zhejiang has recently been ordering state-sanctioned churches to stop displaying crosses. A number of churches have also been demolished after the government said they broke building regulations. Christians have said the crackdown is an attempt to rein in the influence of Christianity. Chinese state media on Wednesday said that Mr Bao and his wife, Xing Wenxiang, who are pastors at the Holy Love Christian Church, had embezzled hundreds of thousands of yuan in church funds and “conducted illegal business”.

July was the fourth driest month in the capital of San Juan since 1898, the year Puerto Rico became a possession of the United States. Only 1.60 inches (4 centimeters) of rain fell last month, and forecasters predict several more weeks and possibly months of dry conditions. Nearly 13 percent of Puerto Rico is in extreme drought and an additional 38 percent is in a severe one, according to the National Drought Mitigation Center, which says 2.5 million people are affected. The situation has grown so dire that Puerto Rico’s water and sewer company announced Wednesday that it would spend about $200,000 over three months on a pilot project to use “cloud seeding” in hopes of creating rain clouds over three of the island’s main reservoirs.

Tokyo reached 35.1 degrees Celsius (95.2 degrees Fahrenheit) Wednesday, marking its fifth consecutive day of highs at or above 35 C (95 F). According to the Asahi Shimbun newspaper, this set a new all-time record for the most consecutive days at or above that threshold since records began in central Tokyo in June 1875. The city had already reached 35.1 C by 10:53 a.m. local time Thursday, according to preliminary JMA data, extending the streak to a sixth day. The toll from Japan’s ongoing heat wave accelerated last week, boosting the year’s official tally to 55 heat-related deaths and sending more than 11,000 to the hospital according to new government figures released Tuesday. According to Japan’s Fire and Disaster Management Agency, 25 people died from heat stroke and other heat-related illnesses nationwide during the week of July 27 through Aug. 2. It was by far the deadliest week so far this year in Japan, nearly equaling the death toll of 30 in the preceding three months combined.

Super Typhoon Soudelor developed into the world’s most powerful storm of the year Tuesday as it took aim at Japan, Taiwan and China after trashing the Northern Marianas. The storm was roaring across the western Pacific Ocean packing wind gusts up to 220 miles per hour (354 kph) according to the Joint Typhoon Warning Center which rated it a maximum category five. It was stronger than Cyclone Pam, the previous strongest storm of 2015, which killed at least 15 people when it slammed into Vanuatu, also in the Pacific, five months ago. No deaths have been attributed to Soudelor, but it left a trail of destruction across the Northern Marianas where acting governor Ralph Torres declared a “state of major disaster and significant emergency” after it struck late Sunday.

Floods from days of torrential rain have claimed at least 180 lives in India with one million people sheltering in relief camps after fleeing surging waters, officials say. Rivers have burst their banks, hitting thousands of villages in parts of West Bengal as well as northeastern Manipur state, where roads and bridges have been cut and communications were patchy. Most of those 180 died from drowning, while at least four people have been killed in a landslide that buried a remote village in Manipur bordering Myanmar, where heavy monsoon rains have also wreaked havoc. The death toll jumped from around 120 on Monday, after the discovery of more bodies in West Bengal and the western state of Gujarat where water levels have receded, allowing families to return home. ‘The death toll due to flooding in West Bengal rose to 70, with roads and farms in 13,200 villages remaining under water,’ disaster management minister Javed Ahmad Khan told AFP. ‘Nearly 1.2 million people are now staying in around 1,600 relief camps opened in schools and government offices.’
