The IDF struck two Syrian regime military targets on Sunday, it announced Monday, in response to stray Syrian fire that hit an area adjacent to the northern security border fence. Although the Syrian fire did not endanger local residents or security forces, the IDF is “determined to respond to any unusual incident,” it said in a statement. The military noted it did not seek to engage in fighting in the Syrian civil war. The IDF has previously retaliated against errant fire from Syria.

Headline: Israel captures largest Palestinian cell linked to ISIS
Exclusive to debkafile counter terrorism sources: The IDF and the General Security Service have video footage and photos showing eight Palestinian terrorists from Yatah village in Mt Hebron participating in an ISIS oath of allegiance ceremony. They are in custody as accessories of the two terrorists who perpetrated the Sarona market attack, near the Ministry of Defense and the IDF HQ on June 8. Four Israelis were killed in the terror attack – Ido Ben-Ari, Ilana Naveh, Michael Feige and Milah Misheiv – and 41 wounded. The eight cell members are seen standing in a military parade before the ISIS flag and swearing allegiance to the flag and to Abu Bakr al Baghdadi. DEBKA was the only publication to immediately assign the attack to an ISIS cell. A third terrorist was supposed to shoot up a crowded train for multiple casualties in coordination with the pair at the Tel Aviv market. So far this is the largest Palestinian terror cell associated with ISIS to have been captured.

The Palestinian Authority has decided to cut ties with the Middle East Quartet, Arab media reported on Tuesday. The London-based pan-Arab newspaper Al Hayat reported that Palestinian Authority President Mahmoud Abbas decided to stop working with the Quartet — the United States, European Union, Russia and the United Nations — following a series of disappointments in Ramallah in the group’s work. Abbas reportedly informed the central committees of both the Palestinian Liberation Organization and his party Fatah of the decision. The decision was confirmed to the paper by Fatah Central Committee member Mohammed Ashtiya. The Quartet on Friday released a long-awaited report on the peace process, which, for the first time in a major international forum, cited Palestinian incitement against Israel as a major obstacle to ending the conflict.

Headline: ISIS attacks Nusra along Lebanon border
Heavy fighting has erupted once again between ISIS and Al-Nusra Front along Lebanon’s troubled northeastern border with Syria. “Clashes began Monday morning between ISIS and Nusra in the outskirts of Arsal after ISIS took control of a Nusra checkpoint in the Malahi area outside the town,” Lebanon’s state National News Agency reported. The report did not go into further details on the matter, while Hezbollah’s Al-Manar television—which closely follows developments in the border region—said that the fighting had spread to most of Nusra’s frontline positions with ISIS in the Arsal outskirts and Qalamoun. Another Hezbollah-affiliated outlet, Central Military Media-Syria, said that both sides had suffered casualties in the battles, which were also raging in the Wadi Ajram area, one of the sites of fierce fighting between the two jihadist groups in January 2016.

The first occurred before dawn near the U.S. Consulate in Jeddah. The attacker killed only himself after detonating an explosive according to the state-run Saudi Press Agency. Policemen were injured in the attack. In Qatif in eastern Saudi Arabia, a suicide bomber attempted to launch an attack at a Shiite mosque but failed, killing himself in the process, according to an official with knowledge of the event. here were no injuries.The deadliest occurred in Medina, where four people were killed and another person was wounded, according to an official with knowledge of the event.

Headline: Rebel rocket fire kills seven children in Yemen: officials
A rocket fired by Iran-backed rebels in Yemen on Tuesday killed seven children in a residential neighborhood of Marib city, east of the capital, officials said. The rocket hit a courtyard where the children were playing, said Abdel Ghani Shaalan, Marib’s deputy regional director of security. Two other rockets hit a house and a shop front, wounding 25 civilians including women and children, he told AFP. The toll was confirmed by Saleh al-Shaddadi, the director of Marib’s main hospital, where casualties were admitted. The Houthis launched the Katyusha rockets from Mount Haylan, 15 kilometers (10 miles) west of Marib, Shaalan said. Marib city and the majority of the surrounding province are held by government forces who are fighting the Shiite rebels who control areas to the north and west of the oil-rich region.

Syria Headline: US-backed militias face second ISIS counter attack
Syrian militias backed by US-led air strikes have repelled a second ISIS counter attack in 24 hours near a city being targeted in a major offensive against the militant group, an official and a monitoring group said on Monday. At least 13,000 civilians have fled the ISIS group bastion of Manbij in northern Syria since the launch of a US-backed offensive there, a monitor said Monday. The Syria Democratic Forces (SDF) alliance grouping Kurdish and Arab fighters launched an offensive last month to capture Manbij from ISIS, part of an operation aimed at dislodging the group from the border with Turkey. ISIS, seeking to break a siege on Manbij, counter attacked on three fronts around the city on Saturday, followed by a further counter attack over Sunday night and in the early hours of Monday, the Syrian Observatory for Human Rights and an SDF official said. Both assaults had been repelled, they said. “Dozens of air strikes repelled (ISIS forces),” Rami Abdulrahman, director of the Britain-based Syrian Observatory for Human Rights, said. “The SDF has made no progress in Manbij for 10 days,” he said, noting that progress had been slow in part because ISIS fighters had heavily mined buildings in the city.

Syria Headline: Suicide bombing kills at least 16 in northeast Syria
A suicide bomb blast killed at least 16 people in the mostly Kurdish-controlled city of Hasaka in northeastern Syria on Tuesday, the monitoring group the Syrian Observatory for Human Rights said.
The attacker detonated his explosives at a bakery. The British-based observatory said several other people were wounded and the death toll was likely to rise because of the number of serious injuries.
There was no immediate claim of responsibility for the bombing. ISIS has targeted areas of Hasaka province in the past, including another city, Qamishli. But bomb attacks in Hasaka city itself have been rarer in recent months.

Anger is growing in Baghdad over the government’s failure to protect civilians, after a devastating bombing in a crowded commercial area in the Iraqi capital killed more than 200 people, including many children. The powerful explosion early on Sunday came near the end of the Islamic holy month of Ramadan, when the streets were filled with young people and families out after sunset. The death toll from the blast in Karada, a predominantly Shia neighbourhood in central Baghdad, rose to over 200 on Monday morning, as the bodies of more victims were pulled from the rubble. Hundreds were wounded when a lorry packed with explosives blew up in a busy shopping street filled with people after they had broken their fast. The Islamic State of Iraq and the Levant (ISIL, also known as ISIS) group claimed responsibility for the attack in a statement circulated by its supporters online.

Kurdish Headline: Syrian Kurds declare Qamishli as capital for the new federal system
The Syrian Kurds and their allies declared the northeastern city of Qamishlo [Qamishli] as the new capital of the federal system in Northern Syria and Rojava, a Kurdish leaders and member of the Democratic Society Movement (TEV-DEM) told ARA News. While the war between the Syrian government and opposition factions continue, Syrian Kurds are finalizing their plans to establish a new federal system for northern Syria while at the same time fighting the radical group of Islamic State (ISIS) in Manbij border pocket. A new draft for the social contract of the federal system was published last Friday to serve as a new constitution for Northern Syria in the future. The draft mentions all ethnic groups living in Rojava [Syria’s Kurdish region], and addresses their cultural, political and linguistic rights. After the approval of the contract, general elections will be held within three months that are now being prepared by election committees.

Turkish President Recep Tayyip Erdogan has ruled out reconciliation with Egypt in the wake of Ankara’s decision to normalize relations with Russia and Israel last week. Relations between Ankara and Cairo have soured since Egypt’s first democratically-elected president and a close ally of Erdogan’s ruling party, Mohamed Morsi, was ousted in a military coup in 2013. The Turkish leader said on Tuesday reconciliation with Egypt’s “oppressive regime” will not take place any time soon. There have been speculations that Turkey may mend ties with Egypt particularly after it restored relations with Moscow and Tel Aviv. “The context with Egypt is different from the approaches undertaken with Russia and Israel,” Dogan news agency quoted the Turkish president as saying. He also told reporters that Ankara’s row was with Egypt’s government, not its people, denouncing once again the crackdown on Morsi’s Muslim Brotherhood.“Sentences handed down to Morsi and his friends have been based on fabrications,” Erdogan said. “These people are our brothers, we cannot accept these decisions by an oppressive regime,” he said. Saudi Arabia, a staunch Turkish ally and a main backer of Egypt’s President Abdel Fattah al-Sisi, is interested in seeing the two countries reconcile.

President Hassan Rouhani said the last year’s nuclear deal “was the cheapest way to achieve Iran’s goals and interests.” Speaking in Tehran on Saturday at an iftar meal breaking the Ramadan fast, Rouhani said the pre-Iran nuclear-deal era is past and Iran now needs to take advantage of the new atmosphere to pursue its “national interests more than before,” Iran’s Islamic Republic News Agency reported. The country’s supreme leader Ayatollah Ali Khamenei on Saturday called for student associations to establish a “unified anti-US and anti-Zionist front” among the Muslim world’s students, Tasnim News Agency reported. On a similar note, the deputy commander of the Revolutionary Guards, Brig.-Gen. Hossein Salami, said on Friday “more than 100,000 missiles are ready to fly from Lebanon,” according to Tasnim. “Today, the grounds for the annihilation and collapse of the Zionist regime are [present] more than ever,” he declared, saying there are “tens of thousands of destructive long-range missiles” from Islamic territories aiming at all of “occupied” Israel. “If the Zionists make a wrong move, all the occupied territories will come under attack from dedicated fighters and, God willing, the territories will be liberated,” Salami warned.

Headline: NATO summit set to approve Afghanistan mission for another year
The Western military alliance is set this week to commit to extend its support of government forces in Afghanistan, where Taliban insurgents have made significant gains since international combat forces withdrew 18 months ago. In outlining the agenda for NATO’s two-day summit in Warsaw, Poland, Secretary-General Jens Stoltenberg said Afghanistan will be one of the top items under discussion when member states begin their meetings on Friday. Others are a buildup in eastern Europe, by deploying four battalion-strength multinational units in the Baltics and Poland, and steps to improve cyberdefense and a ballistic missile shield. Stoltenberg on Monday pledged support for Kabul through next year, mainly through the extension of the Resolute Support training and assistance mission, and continued funding of the Afghan security forces until 2020. “We will continue to train, assist and advise the Afghan security forces, to strengthen their capability … and to stabilize their own country,” Stoltenberg said. “We don’t believe that’s an easy task, but we have seen that the Afghan security forces are professional, capable, and that they are fighting the terrorists.”

Headline: Ethiopia threatens ‘response’ to clashes with Eritrea
Ethiopia will ‘respond’ to every action by Eritrea to destabilise it, Prime Minister Hailemariam Desalegn told Parliament on Tuesday. The Ethiopian premier defended his country’s conduct and blamed Eritrea for last month’s border skirmish. “What we did was to retaliate and silence [Eritrea],” Mr. Desalegn told Parliament. “We will respond to every action it takes to destabilise Ethiopia. We will intensify this policy of ours… If that shaky government wants to talk to us, our doors are open.” The Ethiopian leader claims Eritrea instigated the confrontation to distract attention away from the UN report on the country’s human rights record. The report is damning of conditions in Eritrea and raises allegations of slavery by conscription, while Eritrean authorities claim the report is “baseless”. The border between Ethiopia and Eritrea was left ill-defined by the War of Independence (1961-1991) and as such laid the groundwork for a new conflict. A new war broke out in 1998, as Eritrea laid claim to the town of Badme, and soon met Ethiopian resistance, the fighting continued until 2000. But the border dispute has yet to be resolved.

Headline: Violence erupts again in South Sudan as faith in peace deal flounders
A two-year-old boy was shot in the arms of his neighbour. A woman was dragged into the streets and raped. Others were killed in their homes trying to protect their properties from looters. Eyewitnesses seeking refuge at the compound of the Catholic cathedral in Wau, in north-west South Sudan, have described horrendous acts of violence after heavy fighting erupted in the town on 24 June. They recounted how soldiers from the army (the SPLA) and young people from the Dinka ethnic group attacked neighbourhoods inhabited by ethnic Fartit. “We were at home when we heard the sound of gunfire,” said Paulino, a Fartit government worker who didn’t want to give his surname. “We saw soldiers from the SPLA shooting at civilians.” Paulino grabbed his children and ran for safety towards the cathedral, but not before he saw soldiers gun down three members of his family. According to the UN, more than 70,000 people have been displaced and dozens reportedly killed in what is likely to be the worst violence South Sudan has seen this year. “In every street, you could see three to four bodies,” said Mariana Isidoro, a medical worker who helped bury five of her neighbours at an improvised cemetery in the cathedral’s grounds.

ISIS continues to lose territory in Iraq, and the U.S.-backed Syrian Democratic Forces (SDF) are threatening its last major supply route from ar-Raqqa City to the Syrian-Turkish border. Iraqi Security Forces (ISF) cleared the city of Fallujah with support from coalition airstrikes on June 26, 2016. The presence of Iranian proxy militias in Fallujah, however, will negatively affect government efforts toward Sunni reconciliation.

Headline: Police fire tear gas at protesters in Zimbabwe’s capital
Police in Zimbabwe have used tear gas and water cannons to disperse thousands of protesting drivers in the capital amid deteriorating economic conditions in the South African country. The violence erupted on Monday when the protesters blocked roads leading into the center of Zimbabwe’s capital of Harare and started throwing stones at police and their vehicles. According to reports, many of the protesters were young men who couldn’t find a regular job and make a living by charging a small fee to load passengers into minibuses. The drivers expressed their anger over numerous roadblocks that police set up in the streets of the capital, forcing drivers to pay bribes. This is while Zimbabwean police recently promised to decrease the number of roadblocks following complaints lodged by parliamentarians, tourism operators and city drivers. The Monday clashes came amid a surge in protests by Zimbabweans over the past weeks over against economic hardship and alleged mismanagement by the government of President Robert Mugabe.

Residents were shopping at the market for the Eid al-Fitr festival, which marks the end of holy month of Ramadan, and is celebrated in most of the Muslim world on Wednesday, July 6. “When the grenade went off, I was shocked and ducked for a minute, then I saw at least nine people on the ground with injuries including a pregnant woman, lying beside the road,” said Faadumo Xaaji, who said she saw the attack from her water vending stand.

North Korea has increased the number of threats it has issued against the United States, but it has also sent 95 emails and faxed messages to the South requesting a joint conference on unification in August. Pyongyang’s state-controlled news agency KCNA said Tuesday the United States and Japan launched a “criminal joint nuclear attack training exercise” in May, citing the presence of B-52 Stratofortress bombers near South Korea in June. The United States is set on “maximizing” the risk of nuclear war on the Korean peninsula and therefore is in no position to advocate denuclearization, Pyongyang said. In an article published Saturday in the Workers’ Party Rodong Sinmun, North Korea said, “Even if our sovereignty and right to exist are interfered with at the slightest, we will turn the U.S. imperialist military bases into seas of fire.” North Korea propaganda outlet DPRK Today has also uploaded videos of medium-range ballistic missile launches, and simulations of attacks against the U.S. mainland or U.S. military bases, Yonhap reported.

China should prepare itself for military confrontation in the South China Sea, an influential Chinese paper has reported, a week ahead of a decision by an international court on a dispute between China and the Philippines. Tensions have been rising ahead of a July 12 ruling by an arbitration court in the Dutch city of The Hague. About $5 trillion in ship-borne trade passes every year though the energy-rich, strategic waters of the South China Sea, where China’s territorial claims overlap in parts with Vietnam, the Philippines, Malaysia, Brunei and Taiwan. In joint editorials in its Chinese and English editions, the state-run Global Times said the dispute, having already been complicated by US intervention, now faces further escalation due to the threat posed by the tribunal to China’s sovereignty. “Washington has deployed two carrier battle groups around the South China Sea, and it wants to send a signal by flexing its muscles: As the biggest powerhouse in the region, it awaits China’s obedience,” it said. China should speed up developing its military deterrence abilities, the paper added.

A group of Brazilian scientists have detected a drug-resistant bacteria growing off of some of Rio de Janeiro’s most stunning beaches, one month before the city is due to host the 2016 Olympic Games. According to lead researcher Renata Picao, the “super bacteria” entered the city’s waterways when sewage coming from local hospitals got channeled into the bay. “We have been looking for ‘super bacteria’ in coastal waters during a one-year period in five beaches,” Picao told CNN during a visit to her lab. “We found that the threats occur in coastal waters in a variety of concentrations and that they are strongly associated with pollution.” The news comes as Rio prepares to host hundreds of thousands of athletes and tourists during next month’s Summer Olympics. Among the beaches flagged were Flamengo and Botafogo, which border the bay where Olympic sailors are scheduled to compete. “It’s a nice sailing area but every time you get some water in your face, it feels like there’s some alien enemy entering your face,” German Paralympic sailor Heiko Kroger said during a recent visit to Rio. “I keep my nose and my lips closed.” Kroger believes the super bacteria may have caused a severe skin infection in one of his teammates during recent training.

Severe flooding across central and southern China over the past week has killed almost 130 people, damaged more than 1.9 million hectares of crops and led to direct economic losses of more than 38 billion yuan ($5.70 billion), state media said on Tuesday. Premier Li Keqiang traveled on Tuesday to Anhui, one of the hardest-hit provinces, where he met residents and encouraged officials to do everything they could to protect lives and livelihoods. Li was also to visit Hunan province. Heavy rainfall had killed 128 people across 11 provinces and regions and 42 people are missing, state news agency Xinhua reported. More than 1.3 million people have been forced out of their homes, it said. Weather forecasts predicted more downpours during what is traditionally China’s flood season. Xinhua said more than 1.9 million hectares (4.7 million acres) of cropland had been damaged and another 295,000 hectares had been destroyed, resulting in direct economic losses of 38.2 billion yuan. More than 40,000 buildings have also collapsed, it added. It was not clear how that would affect the summer grain harvest, which was expected to reach 140 million tonnes this year. The stormy weather also took a toll on farm animals. In Anhui, the flooding killed some 7,100 hogs, 215 bulls and 5.14 million fowl, the China News Service reported.
