Headline: Palestinian Authority FM: Conclusions of Paris Summit to be non-binding
Foreign Affairs Minister of the Palestinian Authority, Riyad al-Maliki, said Saturday that some international nations interfered in the Paris summit peace talks to ensure that its final conclusions would be non-binding. Al-Maliki was quoted saying that, “countries interfered so that the final announcement of the Paris Conference would not include concrete stances regarding the peace process, the settlements, or an established time-table.” According to one report, the United States was one of the nations involved in pushing this compromise. Palestinian Authority President Mahmoud Abbas was updated Friday night by French FM Jean-Marc Ayrault regarding progress made in the conference. Ayrault said that France inc tends to send a designated emissary to the Middle East in order to push forward the peace process and regional stability.

Headline: Israelis hold annual march through a tense Jerusalem
Thousands of Israelis marched through Jerusalem’s Old City amid high tensions on Sunday to commemorate the capture of the city’s eastern sector in the 1967 Mideast war. The marchers, waving Israeli flags and chanting, paraded through the ancient center, which is home to the city’s most sensitive holy sites. The march snaked through the heart of the Old City’s Muslim Quarter, where revelers danced and blew horns. The march comes amid a nearly nine month-long wave of Israeli-Palestinian violence. In a sign of the strain, Israel’s Supreme Court earlier Sunday limited the march’s duration in a bid to “cause minimum friction with Muslim residents,” and police beefed up security to ensure calm. But no incidents were reported by nightfall, police said, adding that more than 30,000 marchers participated. Police took extra precautions because the march may have coincided with the start of the Muslim holy month of Ramadan, which begins Monday.

During his 48-hour trip to Moscow (Monday and Tuesday June 6-7), Prime Minister Binyamin Netanyahu will try and talk President Vladimir Putin into cutting Israel into the military teamwork evolving between Washington and Moscow for combating the Islamic State in Syria. As a quid pro quo, he will offer to elevate Moscow to senior broker in the Israeli-Palestinian dispute, with Moscow or Geneva selected as the venue for direct Israeli-Palestinian talks, if they occur – and with US participation. Netanyahu is also keen on a role for Egypt’s Presidents Abdek-Fattah al-Sisi.

And Friday, June 3, on the day of the Paris meeting, Russian Deputy Foreign Minister Mikihail Bogdanov, who is in charge of Kremlin Middle East policy, offered a formula for resolving the problem of Israeli settlements on the West Bank. That formula was very similar to the land swaps plan proposed by Defense Minister Avigdor Lieberman a few years ago.
It consisted essentially of the transfer to the Palestinian state of parts of Israel with dense Arab populations, in return for Palestinian recognition of Israeli sovereignty over the Israeli communities of Judea and Samaria.
In comments to Tass news service, Bogdanov said that Moscow is willing to host an Israeli-Palestinian peace conference, and also offered to mediate between the rival Palestinian factions, including Abu Mazen’s Fatah and the radical Hamas which rules the aza Strip.
While some Israeli politicians see the French initiative as offering President Barack Obama a handle for settling accounts with PM Netanyahu before he leaves the White House at the end of the year, Moscow and Jerusalem are concocting a parallel strategy – not merely to block the Franco-American move, but also to lift Washington’s drive for an Israeli-Palestinian accord from Paris to Moscow.

Headline: Jordan officers killed in attack at Baqaa camp near Amman
Five people have been killed in an attack on Jordanian intelligence officers at a Palestinian refugee camp near the capital, Amman, government officials say. They described the incident, rare in Jordan, as a “terrorist attack”. Three of the five people killed were intelligence officers, the officials said. The attack took place at the sprawling Baqaa camp north of Amman at about 07:00 local time (04:00 GMT). The Baqaa camp was one of six set up in 1968 for Palestinian refugees fleeing the West Bank and Gaza Strip as a result of the 1967 Arab-Israeli war. No-one has yet said they carried out the Baqaa attack. He gave no details of the attack but said it was carried out by those with the “criminal behaviour of people who are outside of our religion”. Mr Momani said two of those killed were a guard and a telephone exchange operator. A security source later told AFP news agency that initial findings suggested the attack was carried out by a lone gunman with an automatic weapon.
The attack took place on the first day of the Muslim holy month of Ramadan.

Hezbollah, backed by the Syrian Arab Army’s 43rd Brigade of the 4th Mechanized Division, carried out a successful ambush near the Lebanese border on Monday, killing several enemy combatants from Jabhat Al-Nusra (Syrian Al-Qaeda group) at Jaroud Faleeta. According to a military source in Damascus, Hezbollah and the 43rd Brigade reportedly struck a Jabhat Al-Nusra unit with a number of ATGMs along the road that leads to the Lebanese town of ‘Arsal. Recently, Hezbollah has stepped up their military operations in the Qalamoun Mountains after Jabhat Al-Nusra and the Islamic State of Iraq and Al-Sham (ISIS) attempted to expand their presence in the Greater Damascus area.

Headline: Rebel shelling kills 8 civilians in Yemen city
Eight civilians including five members of one family were killed in 24 hours of shelling by Iran-backed rebels on residential parts of Yemen’s third city Taez, local officials said Monday. Three children were among those killed in clashes that have continued despite a ceasefire and peace talks in Kuwait between Houthi rebel and loyalist delegates, the sources said. Syrian government war planes have launched dozens of air strikes on rebel-held areas in and around Aleppo, activists say. The UK-based Syrian Observatory for Human Rights said the government also used helicopters to drop barrel bombs on Syria’s second city. Rescue workers were quoted as saying at least 20 bodies had been pulled from the rubble in several locations. Syrian state media said government-held areas were hit by rebel missiles. They reported several casualties and scores of injured people. They also said at least 24 people had been killed in similar attacks on Saturday.

Syria Headline: Another ISIS village captured as the Syrian Arab Army marches towards Raqqa
Starting at noon today, the Syrian Arab Army (SAA) continued its operations against ISIS in western Raqqa following up on a string of advances in the past week. With heavy clashes ongoing, the SAA is pushing towards the Rasafeh crossroad after capturing the village of Bur Ambaj yesterday. Moments ago, a field correspondent revealed to al-Masdar that the SAA had liberated Khirbat-Zaydān; the latter village is located directly east of Bur Ambaj. The source also said government troops – spearheaded by brand new T-90 tanks – had cleared upwards of 10 kilometers formerly ISIS-held territory in the past 24 hours alone. Effectively, the SAA has advanced approximately 45 kilometers since beginning the offensive less than one week ago. Remarkably, government troops are now only 30 kilometers from Tabqa Airbase; this air field is symbolic for the Syrian military as hundreds of government soldiers were executed by ISIS in August 2014 shortly after the Islamic State captured the airbase.

Syria Headline: Syrian Army recaptures Tayyim Hill in southwest Deir Ezzor
Two days after losing the large hilltop of Tal Tayyim, the Syrian Arab Army’s 137th Artillery Brigade of the 17th Reserve Division reportedly recaptured this site after a violent battle with the Islamic State of Iraq and Al-Sham (ISIS) this afternoon. With the recapture of Tal Tayyim this afternoon, the Syrian Armed Forces were able to also able to seize several points that are adjacent to this hilltop in southwest Deir Ezzor. The 137th Brigade received a major boost, when reinforcements from the 104th Airborne Brigade of the Republican Guard arrived at the Panorama Checkpoint to relieve the embattled soldiers there. Fighting is still ongoing in the southwestern countryside of Deir Ezzor; however, the Syrian Armed Forces are currently on the move.

Civilians fleeing Falluja, an Iraqi stronghold of the so-called Islamic State (IS), are being shot as they leave, an aid agency says. The Norwegian Refugee Council (NRC) said families it had interviewed described people being shot dead by IS as they crossed the Euphrates River. The NRC, that runs refugee camps near Falluja, said up to 50,000 people remained in the city. Iraq’s army began the fight to retake the city late last month. Falluja lies just 50km (30 miles) west of Baghdad and has been held by IS since 2014. It is one of two remaining IS strongholds in Iraq. Shakir al-Essawi, the head of Falluja’s regional council, told Reuters people were trying to cross the Euphrates in refrigerators, cupboards and barrels. “Our biggest fears are now tragically confirmed with civilians being directly targeted while trying to flee to safety,” said Nasr Muflahi, the Iraq country director of the NRC, in a statement which said “armed opposition groups” were behind the shooting. “This is the worst that we feared would happen to innocent men, women and children who have had to leave everything behind in order to save their lives.”

Kurdish Headline: Turkey bombs Kurdish positions in Kobane
Turkey’s military on Sunday hit the Kurdish city of Kobane in northern Syria with four shells, bombing residential houses, local sources reported. The Turkish army forces, stationed on the border with Syria’s Kurdish region, targeted the districts of Khikhire and Tarmik in southeastern Kobane on Sunday evening. “Four artillery shells hit Kobane coming from the Turkish side of the border, causing destruction of several houses,” eyewitnesses told ARA News in Kobane. It was not immediately clear how many casualties fell in the Turkish bombardment. The city of Kobane and its countryside have been under the control of the Kurdish forces of the People’s Protection Units (YPG) since expelling militants of the Islamic State (ISIS) in February 2015. Since then, the YPG-held areas have been exposed to several mortar and artillery attacks by the Turkish army, according to Kurdish military sources. “As the Kurdish forces continue their advance against ISIS terrorists and other Turkey-backed jihadi groups, the Turkish authorities keep targeting the Kurdish positions in a direct support to those terror groups,” a YPG official told ARA News.

Headline: Turkey’s Unit International says agrees $4.2 billion deal to build Iran power plants
Turkish energy company Unit International has reached a $4.2 billion deal with Iran’s energy ministry to build seven natural gas power plants there, in what it said was the biggest investment in Iran since the lifting of sanctions. The power stations, to be built in seven separate regions of Iran, Turkey’s eastern neighbor, would have a combined installed capacity of 6,020 megawatts, the company said in a statement. The United States, European Union and United Nations lifted most sanctions on Iran in January under a deal with world powers whereby Tehran agreed to curbs on its nuclear program. Turkish companies have seen the move as a major trade and investment opportunity, with the car, clothing, textiles, machinery and chemicals sectors also seen offering potential. “Unit International has reached a deal with the Iranian Energy Ministry worth some $4.2 billion to build natural gas combined cycle power plants,” Unit said, adding the agreement was signed at a ceremony in Tehran on June 1.

An Afghan member of parliament was killed by a bomb planted near his residence in the capital Kabul, the interior ministry said. The device, hidden in an electrical box attached to a wall, exploded as Shir Wali Wardak left his house, ministry spokesman Sediq Sediqqi said late on Sunday. “It could either have been a bomb on a timer or one that was remotely detonated,” Sediqqi said, adding that 11 people, including five of Wardak’s bodyguards, were wounded in the blast. No group immediately claimed responsibility. The attack came hours after Taliban fighters stormed a courthouse south of Kabul, killing at least seven people, including a newly appointed chief prosecutor. At least 21 other people were wounded in the attack in Puli Alim, the capital of southeastern Logar province, the head of security for provincial police force said.

Headline: Libya PM rules out international military intervention
The prime minister of Libya’s UN-backed unity government has ruled out an international military intervention to fight the Daesh terror group, which has had a growing presence in the country since 2014. Some 25 nations including the United States and Russia agreed last month to help Libya arm itself against the extremists, but Prime Minister Fayez Al Sarraj told French newspaper Journal du Dimanche he would not allow foreign troops on the ground. “It’s true that we need help from the international community in our fight against terrorism and it’s true that this is something we have already received,” he said in the interview, published on Sunday. “But we are not talking about international intervention,” Sarraj said, adding that the presence of foreign ground troops would be “contrary to our principles”. “Rather we need satellite images, intelligence, technical help… not bombardments,” he said. The Government of National Accord (GNA), established in Tripoli more than two months ago, has been trying to unify violence-ridden Libya and exert its control over the entire North African country.

ISIS continued operation “The Invasion of Abu Ali an-Anbari,” declared on April 30, 2016, by claiming attacks in Iraq, Libya, Yemen, and Egypt, indicating the ability to synchronize a single campaign across multiple wilayats before Ramadan. The group demonstrated its resiliency in its core terrain despite anti-ISIS offensives through continued attacks around Baghdad, Iraq and even launching the new Wilayat Sahel in Syria on May 23, 2016.

Headline: Kenya opposition Cord protests turn deadly in Kisumu
At least two people have died and five have been injured after Kenyan police opened fire to disperse opposition protests in the western city of Kisumu, a local reporter has told the BBC. The police have not commented. The opposition has been holding weekly demonstrations against the electoral commission, which it says is biased. Nairobi’s police chief had warned opposition supporters not to take part in Monday’s protest in the Kenyan capital “if you value your life”. Officers shot dead three people in similar protests in May. They said they were acting in self-defense. Journalist Richard Omondi says he has confirmed the latest fatalities with the authorities at the Kisumu hospital where the injured were taken. A bullet has also been removed from the body of a five-year-old boy, who survived the injury. Omondi told the BBC that protesters had earlier blocked roads with burning tyres and were heading to the electoral commission’s offices when police intervened. They used tear gas followed by live bullets to disperse the demonstrators. Presidential spokesman Manoah Esipisu said those shot had been looting.

U.S. Secretary of State John Kerry said regional stakeholders in Asia should seek a “diplomatic solution” to increased tensions in the South China Sea. “We are looking for a peaceful resolution to the dispute in the South China Sea and oppose any country resolving claims through unilateral action,” Kerry said. Kerry was speaking in Beijing ahead of the U.S.-China Strategic and Economic Dialogue, Voice of America reported Monday. Chinese President Xi Jinping also delivered a speech, calling for an increase in “mutual trust” between China and the United States. “The vast Pacific should be a stage for cooperation, not an area for competition,” Xi said. Beijing’s race for legitimacy in the disputed Spratly Islands, however, has cast a long shadow over the South China Sea. China’s island-building activities have drawn condemnations from the Philippines, Taiwan and Vietnam.

Insurers met with the French government Monday to assess the damage caused by flooding as the Seine river receded from its highest level. Prime Minister Manuel Valls said the country has an emergency fund available to those left homeless after floods, caused by torrential rain, struck France’s Centre and Ile-de-France regions. He added that a full assessment of the damage has not yet been made, but insurance companies and government officials have begun offering estimates. The cost “may be higher” than the $1.3 billion reported by French media, Juliette Meadel, Minister of State for Victim Assistance, said Sunday in a television interview. The French insurance industry association AFA estimated the costs Friday at $682 million; the Paris newspaper Figaro reported that Maif, one of France’s largest insurers, put the cost at $2.6 billion.
