Headline: Hamas digging, building outposts not far from border fence
Footage filmed this week shows armed and masked Hamas fighters hard at work preparing for a possible future escalation with Israel; ‘This phenomenon did not exist before Operation Protective Edge, now they’re building outposts and training facilities right under our noses,’ area resident says. Hamas is preparing for the next round of fighting against Israel by building fortifications near the Israel-Gaza border, video footage filmed this week not far from the border fence shows. Armed and masked, Hamas fighters are seen in the video digging and setting up outposts and training facilities only dozens of meters from the border fence. At some point, two armed and masked Hamas fighters are seen helping a man descend – possibly into the ground. The video was not filmed covertly, or with advanced technology used by the IDF’s top intelligence units – it was filmed with a regular video camera from inside Israel, several dozen meters from the houses of Netiv HaAsara, north of the Gaza Strip. The Hamas fighters are seen operating where the settlements of Elei Sinai and Nisanit once were, before they were evacuated as part of the Gaza disengagement. The residents of Netiv HaAsara are accustomed to seeing Hamas men setting up outposts and levees near the border fence, but in recent days the men working have been armed and masked, with Hamas flags flying visibly overhead.

Headline: Kerry tells Abbas he’ll press Israel to transfer withheld funds
United States Secretary of State John Kerry will meet Palestinian Authority (PA) chairman Mahmoud Abbas and Jordan’s King Abdullah II on the sidelines of economic talks in Egypt on Friday, American officials said on Thursday night. The talks are likely to focus on the economic crisis facing the PA and could be a four-way meeting which would also include Egyptian President Abdel Fattah al-Sisi, a State Department official was quoted by AFP as having said. “We continue to be concerned about the PA,” the official told reporters travelling with Kerry on his plane to the Egyptian Red Sea resort of Sharm el-Sheikh. “It’s really part of the continuous, ongoing conversation we’re having with the critical stakeholders here,” the official said, asking not to be named. Kerry is due to arrive Friday at the resort to attend an international economic conference, set to burnish Sisi’s global credentials. Last month, Kerry voiced fears that the PA may be teetering on the brink of collapse because of a lack of funding, as Israel withholds taxes and donor aid stalls.

Five days before Israel’s snap election, people who have seen Prime Minister Binyamin Netanyahu close up say he looks weary and, behind his controlled façade, shocked to discover that his Likud party faces the real possibility of being thrown out of office on March 17. At a meeting of the party faithful, Wednesday, March 11, he warned – not once but again and again – that if they don’t get a move on fast, Israel could be stuck with “Bougie and Tzipi” [Yitzhak Herzog and Tzipi Livni co-leaders of the opposition Zionist Camp] as prime ministers. The former Labor party keeps on overtaking Likud in opinion polls – not by much but consistently. When the figures hit 24-25 Knesset seats to his party’s 21, Netanyahu finally bestirred himself to go stumping across the country. He hasn’t yet lost the race for another term in the prime minister’s office, but he will need to pull some rabbits out of his hat and aces from his sleeve if he wants to be chosen by the president as the most credible candidate for forming the next government. Herzog may get there first. This campaign has held a couple more surprises and others may be in store in the short time remaining.

Israeli security officials have recommended building a barrier along the border with Jordan — the Jewish state’s only frontier that does not yet feature a fence. “Security officials recommended the construction of a security barrier to protect the new airport which will be built at Timna” some 20 kilometres (12 miles) north of resort city Eilat, an army spokeswoman said, without elaborating. Work has already begun on the new airport near Eilat, which lies across the Jordanian border from the port city of Aqaba. Newspaper Haaretz reported that the planned 30-kilometre (19-mile) barrier was designed both to protect the airport and to foil attempts by would-be “jihadist infiltrators” from Jordan, which is home to some extremist sympathisers and a number of radical clerics. It was unclear whether the government would approve construction of the fence.

Headline: Hezbollah deputy chief slams anti-ISIS coalition
Hezbollah’s deputy chief Sheikh Naim Qassem Friday blasted the U.S.-led coalition against ISIS, accusing Washington and partner countries of creating the militant group. “We hear the world wants to confront ISIS because it represents takfiri terrorism. Who created ISIS? Those who want to fight [ISIS] are the ones who raised and funded ISIS,” Qassem told a local prize distributing ceremony. His comments came in a statement released by Hezbollah Friday. Qassem said the U.S. has provided ISIS with weapons and training “starting from Afghanistan all the way to Syria and Iraq.” Gulf countries, on the other hand, according to the Hezbollah official, “paid a lot of money to make them [ISIS] strong in order to [carry out acts of] sabotage in their name and on behalf of America.” “And Israel opened hospitals [to ISIS casualties]; and contact between takfiris in Syria’s Qunaitra and Israel is constantly ongoing, uninterrupted, because they are part of this scheme,” Qassem said. “Therefore, those from the [U.S.-led] coalition who claim to be combating the takfiri scheme are not honest.” He said the world today was witnessing a confrontation between two schemes: the resistance scheme which is honest, sincere and divine; and the scheme led by the U.S. and Israel, which seeks to plunge men into destruction at all intellectual, political and economic levels.

Headline: Hezbollah Readying to Attack Islamist Fighters along Lebanon’s Border
Hezbollah is reportedly mobilizing and preparing to carry out a wide-range attack on more than one axis in the rebel-held areas in the Syrian Qalamoun region and on Lebanon’s Eastern Mountain range. A source close to Hizbullah revealed in comments to the Italian news agency Adnkronos (AKI) that the Iranian Revolutionary Guard and Syrian regime forces will back the party’s assault on militant posts. The source said Hizbullah had waged a stake that the harshness of the winter in Qalamoun, strategically located on the Lebanese border, would limit the movement of the Islamist fighters and reduce their areas of control. However, the failure of the party’s expectation compelled Hizbullah to stage the wide-area operation to force the rebels to retreat. “The party’s strategy during winter failed to block the key rebel supply line,” the source told the news agency, fearing that the rebels have stepped up their readiness for a battle in the spring.

Headline: Egypt’s Sissi says country in danger of collapse
Anger is building in Egypt’s government at being treated with hostility by its traditional ally in Washington while coping with a drumbeat of terror incidents targeting security forces in Sinai and foreign business interests here. Asked on March 9 about the shifting U.S. policy in the region, Egyptian President Abdul Fatah Sisi responded: “Difficult question.” After a long silence, he added: ““The suspending of U.S. equipment and arms was an indicator for the public that the United States is not standing by the Egyptians.” Although the Obama administration recently agreed to provide the Egyptian Air Force with Apache attack helicopters, it has blocked most military purchases since Muslim Brotherhood Leader Mohammed Morsi was overthown by Sisi in a coup that met with widespread popular support in Egypt. On Monday, terror attacks in Alexandria targeted an elementary school and three businesses including two banks. Security analyst Janet Basurto attributed some of the attacks to the desire to inhibit foreign investments in Egypt as well as punish police forces. In the past weeks, several cities in Egypt have been rocked by similar attacks, according to EgyptianStreets.com.

Syria Headline: Eighty percent of all Syria’s lights have gone out due to war
Eighty-three percent of all the lights in Syria have gone out since the start of the conflict four years ago, a research report based on satellite images said on Thursday. More than 200,000 people have been killed and nearly four million have fled the country according to the United Nations. The uprising started in 2011 with a pro-democracy movement and a government crackdown and has since spiralled into a civil war. A coalition of 130 humanitarian and human rights organisations, calling themselves WithSyria, in coordination with scientists based at Wuhan University in China, found that the worst hit area was Aleppo province. Much of Aleppo city has been destroyed by Syrian air force helicopters dropping barrel bombs, crudely-made explosives that can flatten whole neighbourhoods. The research showed a 97 percent decline in light in Aleppo province. Raqqa province, where the hard-line Islamic State insurgent group has taken control, saw a decline in light by 96 percent, it said. The southern province of Damascus, mostly held by the government, saw the smallest decline in light, by 33 percent, the research showed.

Syria Headline: Fifty people killed in battle for Assad home province
More than 50 regime soldiers and Islamist fighters were killed as they battled over a strategic hilltop in Syrian President Bashar Assad’s home province, an activist group said Thursday. Government forces clashed with Al-Qaeda-affiliated militants backed by other armed Islamist groups in a village in Latakia province in the northwest. The Syrian Observatory for Human Rights said the fighting broke out Wednesday and raged through the night in Jabal al-Akrad district, a rare rebel stronghold in the province, which is the heartland of the ruling Assad clan. Al-Qaeda’s Syrian affiliate the Nusra Front and its allies were seeking to recapture the village of Dourin, which overlooks their positions in one of the district’s main towns, Salma. They lost the village to Assad’s forces last week after holding it for more than a year. “The clashes Wednesday led to 50 dead from both sides. There are many casualties because the fighters are facing off directly,” Observatory head Rami Abdel-Rahman said.

Syria Headline: Nusra Front pulls out of Damascus suburb
Militants from the Nusra Front have vacated a suburb of the Syrian capital in the wake of deadly clashes with residents and a local militia, the Syrian Observatory for Human Rights said Thursday. The Britain-based group said that an “Islamist faction” was involved in the mediation efforts to secure the withdrawal by Nusra Front fighters from Beit Sahm. It came several days after an unspecified number of residents and fighters from the Nusra Front and the Sham al-Rasoul militia were killed in two days of running street battles. The tension erupted last week when hundreds of residents of Beit Sahm and nearby Babila staged a protest to demand the exit of the Nusra Front from the area. Pro-opposition media outlets said that among other things, the withdrawal of the Nusra Front could lead to the reopening of a regime-held humanitarian aid corridor.

Iraqi army forces and Shi’ite militias, with the help of Iranian Revolutionary Guards officers, continue their fight to liberate Tikrit from Islamic State (ISIS), according to local reports Friday. Iraqi officials explained that Iranian involvement in the region is deepening. Hadi al-Aamiri, leader of the “Badr” sect of the Iraqi parliament, said in an interview with Asharq Al-Awsat Friday that the presence of Iranian advisers accompanying the Iraqi army is “a source of pride.” “Why is there some sensitivity with respect to the presence of Iranian consultants here, when it is known that there are currently more than four thousand American advisers in Iraq?” he asked. “The Iranian advisers accompany us on the battlefield and give us the best counseling, and we are proud of them, because they will help us to liberate the provinces of Nineveh and al-Anbar fully after we liberate Tikrit and Kirkuk,” he continued. “Those who speak against the Iranian advisers should thank and praise them – for without them and without Qasem Soleimani (commander of the Guard’s Quds force), Iraq would be under ISIS rule.” Meanwhile, Ali Younisi, Iranian President Hassan Rowhani’s adviser on Ethnic and Religious Minorities affairs, clarified a statement made Monday – “Baghdad is now capital of the Iranian empire” – saying Tehran never wants to damage its neighboring country’s sovereignty and independence, Al Alam website reported. Instead, Younesi said that he was alluding to cultural similarities with Iraq, Azerbaijan and Afghanistan, adding that “unification” of these countries could halt expansionist agendas of powers foreign to the region.

Iraq Headline: Iraqi offensive on Tikrit appears to stall
Iraqi security forces on Friday pressed on with their massive offensive to retake Tikrit, where fighters from the Islamic State group have reportedly begun to lose ground. Baghdad officials continue to express confidence they will soon completely retake the city, which has strategic and symbolic value, as the hometown of former Iraqi leader Saddam Hussein. As many as 30,000 Iraqi troops and Iranian-backed Shi’ite militia members have surrounded the city and retaken several areas, though it remains unclear how far the forces have reached. The multi-front offensive, now in its second week, has been slowed by snipers and booby traps set by Islamic State fighters. On Friday, six soldiers were reportedly killed in a suicide car bombing.

Iraq Headline: Islamic State Uses Chlorine Gas: Iraqi Official
An Iraqi official has revealed that Islamic State (IS) militants are resorting to using chlorine gas roadside IEDs in an effort to prevent the advances of Iraqi security forces against them.Iraqi officials have shown BBC footage, which they say proves Islamic State militants are using the gas in roadside attacks. The videos show bomb disposal teams carrying out controlled explosions, which send plumes of orange smoke into the air. The bombs contain small concentrations of a chemical agent and in open ground are unlikely to be lethal. Experts say they are designed to create fear rather than harm. There have been multiple reports that IS has been deploying chlorine gas since late last year, but Iraqi officials say the footage confirms its use. Haider Taher, from the Iraq Bomb Disposal Team, said troops have defused dozens of devices containing chlorine as part of the offensive against the militants. “They have resorted to this new method,” he said. “They’re putting chlorine inside these homemade roadside bombs, which is toxic for those that inhale it.”

Iraq Headline: Foreign suicide bombers launch assault on Ramadi
The Islamic State utilized at least 13 suicide bombers yesterday in an attack on the city of Ramadi, the besieged capital of the western Iraqi province of Anbar. Many of these suicide bombers were foreigners, and included a Belgian, an Australian, a Chechen, an Uzbek, a Moroccan, a Tunisian, an Egyptian, and two Syrians. Iraqi officials have not disclosed the number of people killed in the suicide assault, but medical officials in the area told Reuters that five were killed. This toll has not been confirmed and could likely be much higher. The attacks came from the directions of Albu Aytha, to the northeast of Ramadi, and Albu Diab, which is northwest of the city center, according to Shafaaq News. Iraqi officials said that security forces were able to repel the attack, and some sources claimed that Iraqi Security Forces and Sunni tribal fighters killed 41 Islamic State fighters. The number of Islamic State fighters killed during the attack on Ramadi could not be confirmed. One suicide bomber was able to detonate on a bridge in the western portion the city, Reuters reported. The Islamic State has released several images from the attack, including one that shows a suicide bomber detonating on the Japanese bridge in the city. Another photo set shows the results of the battle near the bridge, including the bodies of several Iraqi security personnel killed during the fighting. At least two US-supplied M113 armored personnel carriers were also captured. The assault near the bridge targeted the Iraqi Army’s 1st Division. Iraqi officials said that the Islamic State assaulted the 2nd regiment of the 1st Division, but the attack was repelled and no losses were reported. However, the pictures released by the Islamic State contradict these claims.

Kurdish Headline: Is ISIL after a second Kobane in Ras al-Ayn?
Syrian Kurdish fighters urged the U.S.-led coalition Friday to launch new airstrikes on ISIS as the jihadis brought in reinforcements for an attack in the northeast. The Kurdish People’s Protection Units (YPG) called on the coalition to carry out raids to prevent ISIS from seizing the key town of Tal Tamr in Hassakeh province. “We call on the international coalition forces to take part in the battle for Tal Tamr,” a statement said, adding that the U.S.-led grouping had yet to carry out strikes in the area. ISIS forces began a major offensive in Hassakeh in February, seizing several villages and kidnapping several hundred members of the Assyrian Christian minority in the area. But it has also suffered setbacks, including the February 27 loss of jihadi bastion Tal Hamis. The extremist group is now battling to take Tal Tamr and the town of Ras al-Ain, which sits on the border with Turkey.

Kurdish Headline: ISIS attacks Kurdish headquarters in Kobane’s countryside
On Thursday, clashes continued between militant fighters of the Islamic State group (IS/ISIS) and the Kurdish joint forces (People’s Protection Units “YPG” and Peshmerga) in the southeastern countryside of Kobane in the province of Aleppo, northern Syria, military sources reported. Speaking to ARA News from Kobane, the YPG fighter Khaled Minas said that fierce battles took place in areas near the villages of al-Idaniya and Aqbash, and led to the death of two IS militants was well as the destruction of two armored vehicles. “Seven other IS terrorists were killed in clashes near the village of Khani, southeast of Kobane, in addition to the destruction of an armored car loaded with a heavy machine gun on the highway of Aleppo,” Minas told ARA News. The source added that the IS terrorists militants launched an attack on the village of Munif and its surroundings with heavy weapons on Thursday. “The joint forces were able to repel the attack, killing two militants and injuring several others,” he said.

Headline: U.S. Exaggerates Islamic State Casualties
The war against the Islamic State has killed thousands of fighters and even some mid-level battlefield commanders, but the organization’s senior leadership and nerve center remain largely untouched, according to U.S. military and intelligence officials. These officials and other experts tracking the terror group tell us that the Islamic State’s Shura and Sharia councils, the advisory bodies that help inform the major decisions of the group’s leader Abu Bakr al-Baghdadi, remain intact, notwithstanding one close call in November for Baghdadi. Although airstrikes and military campaigns have killed several regional administrators and designated “governors,” the Islamic State has quickly replaced them and maintains its command-and-control capabilities. This assessment of progress against the Islamic State differs sharply from public statements by top Obama administration officials as recently as last month, including Secretary of State John Kerry and retired General John Allen, the president’s special coordinator for the coalition against the Islamic State. In February, Allen said that half the group’s leaders in Iraq had been killed.

Headline: US military official warns of increase in Russian bomber flights, most ‘since the Cold War’
Members of the Russian army in the Southern Military District, which includes Crimea, South Ossetia, Abkhazia and Armenia, started military exercises Thursday in the region while Ukrainian forces also began drills very close to the line of contact with Russia. The move by the two rivals comes even as a fragile ceasefire agreement stands amid frequent complaints of violations. Russian military drills are being conducted against both individual and group targets using the newest 2S34 Hosta self-propelled guns and 9K51M Tornado-G multiple rocket launcher systems. Moreover, a five-day training program also began in Russia’s Sverdlovsk region, on the border of Europe and Asia, on Thursday where commanders of rocket forces in the Central Military District will be trained in using Iskander and Tochka systems, among others, Sputnik News reported. “On 19 training grounds located in the Southern, North Caucasian and Crimean Federal Districts, as well as Russian military bases in Armenia, South Ossetia an [sic] Abkhazia, artillery belonging to motorized infantry brigades, formations and military bases of coastal troops will perfect their skills and their units’ military coordination,” the Southern Military District’s press service said, according to Sputnik News. The annexation of Crimea by Russia last year triggered violence in the region, leading to clashes between government forces and the pro-Russian rebels.

Headline: Major nations hold talks on ending U.N. sanctions on Iran – officials
Major world powers have begun talks about a United Nations Security Council resolution to lift U.N. sanctions on Iran if a nuclear agreement is struck with Tehran, a step that could make it harder for the U.S. Congress to undo a deal, Western officials said. The talks between Britain, China, France, Russia and the United States — the five permanent members of the Security Council — plus Germany and Iran, are taking place ahead of difficult negotiations that resume next week over constricting Iran’s nuclear ability. U.S. Secretary of State John Kerry told Congress on Wednesday that an Iran nuclear deal would not be legally binding, meaning future U.S. presidents could decide not to implement it. That point was emphasized in an open letter by 47 Republican senators sent on Monday to Iran’s leaders asserting any deal could be discarded once President Barack Obama leaves office in January 2017. But a Security Council resolution on a nuclear deal with Iran could be legally binding, say Western diplomatic officials. That could complicate and possibly undercut future attempts by Republicans in Washington to unravel an agreement. Iran and the six powers are aiming to complete the framework of a nuclear deal by the end of March, and achieve a full agreement by June 30, to curb Iran’s most sensitive nuclear activities for at least 10 years in exchange for a gradual end to all sanctions on the Islamic Republic. But Western officials involved in the negotiations said they are also discussing elements to include in a draft resolution for the 15-nation Security Council to begin easing U.N. nuclear-related sanctions that have been in place since December 2006.

Conflicting claims by Afghan officials and the Taliban in recent days have added to the confusion and uncertainty plaguing peace and reconciliation efforts in war-torn Afghanistan. The murky situation about prospects of a peace dialogue has raised fears the country is likely to witness another bloody year as the traditional Afghan spring fighting season is about to begin. Top officials in Afghanistan and in neighboring Pakistan, where key Taliban leaders are allegedly sheltering, have suggested in recent statements that peace talks between the Afghan government and the Islamist insurgent group could begin sometime in March. The Taliban has rejected the claims and reports of any contacts with Afghan officials since early last month, when it was first reported the Islamist group was willing to enter talks with Kabul and that Pakistan was playing a role in facilitating the dialogue. There have also been reports of a Taliban delegation visiting Islamabad recently for secret talks with Pakistani officials and Chinese diplomats on how to further the peace process. On Friday, the Taliban again rejected as a “baseless propaganda war” against the group, reports of its contacts with Kabul, saying none of its representative at its political office in Qatar visited any country to seek negotiations with Afghanistan.

A Sudanese rebel group said on Friday it had launched a military campaign focused on derailing elections slated for next month, as rebels and the government reported fresh clashes. The statement by the Sudan People’s Liberation Army-North Sector (SPLM-N) marks the first time a major rebel group has explicitly said it is aiming to force the government to cancel the election through armed action. “The military campaign will reach cities and villages under the control of the (ruling) National Congress Party to prevent Bashir from re-electing himself as president once again,” SPLM-N spokesman Arnaud Lodi said in a statement. The SPLM-N statement said there had been clashes in South Kordofan, while a representative of the Sudan Liberation Movement, a major Darfuri armed group, said there had been clashes in Jebel Marra in Darfur. An army spokesman confirmed the clashes but dismissed the SPLM-N’s campaign. Violence on both fronts has increased in past months.

The 31 institutions that were tested this year hold $14 trillion in assets as of the fourth quarter of 2014, or about 80 percent of domestic bank holdings in the US, the US Federal Reserve said Wednesday. The two banks were the only foreign banks out of the 31 major banks audited to fail the second part of the stress tests. Given the historic low temperatures and snowfalls that pummeled the eastern U.S. this winter, it might be easy to overlook how devastating California’s winter was as well. As our “wet” season draws to a close, it is clear that the paltry rain and snowfall have done almost nothing to alleviate epic drought conditions. January was the driest in California since record-keeping began in 1895. Groundwater and snowpack levels are at all-time lows. We’re not just up a creek without a paddle in California, we’re losing the creek too. Data from NASA satellites show that the total amount of water stored in the Sacramento and San Joaquin river basins — that is, all of the snow, river and reservoir water, water in soils and groundwater combined — was 34 million acre-feet below normal in 2014. That loss is nearly 1.5 times the capacity of Lake Mead, America’s largest reservoir. Statewide, we’ve been dropping more than 12 million acre-feet of total water yearly since 2011. Roughly two-thirds of these losses are attributable to groundwater pumping for agricultural irrigation in the Central Valley. Farmers have little choice but to pump more groundwater during droughts, especially when their surface water allocations have been slashed 80% to 100%. But these pumping rates are excessive and unsustainable. Wells are running dry. In some areas of the Central Valley, the land is sinking by one foot or more per year.

A new strong eruption of Costa Rica’s Turrialba volcano started around 16:50 UTC on March 12, 2015. Volcanic material reached some 500 meters above the summit. This is the second major eruption of this volcano in the last five years. Raúl Mora, volcanologist with the National Seismological Network, said a series of volcanic tremors in the surroundings of Turrialba canton followed the explosion. He added the explosion had a greater magnitude than those recorded last weekend. At 23:20 UTC on March 12, Washington VAAC reported strong emission of volcanic ash. “GFS winds places height of volcanic ash moving NE about 9.1 km (FL300) and volcanic ash moving W at 6 km (FL200). At 22:45 UTC volcanic ash extends about 46 km NE of the summit and 30 km W of the summit”.

The capital of Vanuatu went into lockdown as a “once-in-a-lifetime” storm bore down on the South Pacific island nation, threatening up to a quarter of a million people in its path. Tropical cyclone Pam, a category five storm with predicted wind gusts of more than 280km/h at its core, was on track to hit the capital, Port Vila, at about 11pm Friday night local time (midday GMT). Evacuations across the country followed warnings of a life-threatening weather event bringing storm surges, torrential rain, flash flooding and landslides. The United Nations agency Unicef, which along with aid agencies was on the ground with personnel and emergency supplies, warned about 260,000 people were in the potential disaster zone. Port Vila was in lockdown by 7pm local time, with sources in the area describing “panic” setting in among those who filled 12 evacuation centres, while hotels crammed with guests booked in to shelter for the night ordered them into underground bunkers.
