Headline: Palestinian rockets killed more Gazans in 2014 war: Amnesty
Amnesty International said Thursday Palestinian rocket fire during the 2014 summer war in Gaza had killed more civilians in the Gaza Strip than in Israel. Such deadly attacks on civilians on both sides constituted “a war crime,” it said. The damning report urged armed Palestinian groups to end attacks on civilians in Israel and to protect those in the Gaza Strip from the effects of such attacks. Amnesty said rocket attacks had killed six civilians in Israel, including a child, but that other rockets aimed at the Jewish state had fallen short and killed at least 13 civilians, 11 of them children, in Gaza.

Headline: Washington welcomes Israeli release of PA tax revenue
In a conciliatory move towards warming relations with Palestinians and the U.S., Israel announced Friday it will resume transferring millions of dollars in tax revenues to the Palestinian Authority. Three months ago, Israel suspended the payments after the Palestinians referred Israel to the International Criminal Court in The Hague for possible war crimes. But newly re-elected Israeli Prime Minister Benjamin Netanyahu approved the transfer of withheld funds Friday based on “humanitarian concerns and in overall consideration of Israel’s interests at this time,” a statement from Netanyahu’s office said, the New York Times reported. Defense Minister Moshe Yaalon, the Israeli military, and Shin Bet—Israel’s internal security agency—made the recommendation to Netanyahu to continue transferring tax money to the Palestinian Authority—which adds up to more than $100 million per month. The Jewish state will release to the interim government in Ramallah the frozen funds that have accumulated since February, less payments for services provided by Israeli entities, including the Israel Electricity Corporation, the water authority and hospitals, Israeli newspaper Haaretz reported.

Headline: France to Push for New UN Resolution on Israel-PA Peace
France plans to begin talks at the United Nations on a new Security Council resolution to revive Israeli-Palestinian peace prospects, Foreign Minister Laurent Fabius said Friday, according to the AFP news agency. Fabius told reporters at UN headquarters in New York that discussions on a text would start “in the coming days.” The Security Council in December rejected a resolution that would have set a deadline for reaching a final peace deal and pave the way to the creation of a Palestinian state. The United States had voted against the measure but was spared from resorting to its veto after eight council members including France voted yes, one vote short of the nine needed for adoption. “I hope the partners that were reluctant will be less reluctant,” Fabius said Friday, according to AFP. “It is necessary to move forward to have a solution to this problem,” he added.

Headline: Syrian army and Hezbollah encircle Syrian city near border
The Syrian military, backed by fighters from Hezbollah, used heavy artillery to close in on the city of Zabadani near the border with Lebanon on Friday, Lebanese Hezbollah-run al-Manar television reported. It showed footage of fighters in a mountainous area using heavy weapons around the city and showed the body of at least one enemy combatant. The channel said the operation, which was coordinated with Syrian air force bombardments, was aimed at recapturing the whole area. Syrian forces backed by pro-government fighters have regularly clashed with insurgents in the mountainous area north of the capital Damascus. Armed groups in the area include al Qaeda’s Syria wing Nusra Front as well as insurgent brigades.

Headline: Hezbollah leader slams Saudi intervention in Yemen
The leader of Lebanon’s Shiite Hezbollah group has slammed Saudi Arabia’s intervention in Yemen, calling it “surprising and painful.” Hassan Nasrallah rejected Riyadh’s claim that it had assembled a coalition to conduct airstrikes against Shiite rebels in order to save Yemen, and accused it of ignoring the Palestinians in their decades-long struggle with Israel. Hezbollah, like Yemen’s Houthi rebels, is supported by Iran, which Saudi Arabia views as its main regional rival. In some of his harshest comments to date, Nasrallah accused Saudi Arabia of sending suicide attackers to Iraq and of creating the Islamic State group. Addressing Saudi Arabia, he said Iran had expanded its influence in the region because “you are lazy, losers, and you don’t take responsibility.”

If the Saudi-led coalition bombing Yemen directed its warplanes towards Israel, Hezbollah would join it, party chief Sayyed Hasan Nasrallah declared Friday night, accusing Riyadh of seeking to “regain control” of Yemen. Nasrallah, speaking a day after Saudi Arabia launched a surprise military operation against rebel Houthis in Yemen, also rejected claims that Iran posed a threat to the Gulf. “The real reason the Saudi-led coalition is [attacking Yemen] is that Saudi Arabia has failed. It has lost control over Yemen… and fears that Yemen now belongs to the people.” “If the war was against Israel, we would have been partners in the war, but not if it’s against an Arab peoples,” Nasrallah said. “The Palestinian people are still calling on you,” he said, noting that a large portion of the population are Sunnis and yet their calls for assistance were not met by unified force like the one organized against the Houthis.

Headline: Egypt’s ruling of Hamas as terror group possibly annulled
A lawyer who successfully petitioned an Egyptian court to brand Hamas a terror organization has withdrawn the claim, leading to some reports in Arab media Friday that the move annulled the ruling. But others claimed it still stood, at least for now. According to various Arab media reports, attorney Samir Sabry, who had originally argued that Hamas was involved in attacks against Egyptians and should thus be dubbed a terror group, pulled the motion after the state appealed the court’s decision Sabry explained that he didn’t want the court ruling to interfere with Cairo’s role as a mediator between Hamas and Fatah in Palestinian reconciliation efforts, according to the Cairo Post. While the Cairo Post said Sabry’s withdrawal effectively annulled the court’s ruling, it’s status remained unclear on Friday. Jordan-based Al Bawaba News stated that the move did not automatically invalidate the decision, and that the court would need to decide on its fate. Further court deliberations would reportedly be held on Saturday.

Arab foreign ministers meeting in Egypt have agreed on the formation of a joint military force, the Arab League’s chief and the Egyptian foreign minister said. The plan forms part of a draft resolution to be submitted to Arab leaders at a weekend summit in Egypt’s Red Sea resort of Sharm El-Sheikh. The ministers “agreed on an important principle, to establish the force”, Arab League secretary general Nabil Al-Arabi told a news conference. “This is the first time that a force will be created and work under the name of Arab states,” he said, describing the move as “historic”. Egyptian Foreign Minister Sameh Shoukry said the agreement was unanimous.

Saudi jets pounded neighboring Yemen on Thursday and Egyptian warships steamed toward its coast in the start of an Arab-led offensive against Shiite rebels that has become a showdown between the major powers in the Middle East. Saudi Arabia and its Arab allies plunged into the Yemen crisis after Shiite insurgents, known as Houthis, pushed from their power base in the north into the south, forcing the country’s pro-Saudi, Western-backed president to flee. The move inflamed the already tense relationship between Shiite power Iran, which has increased its support for the Houthis as their rebellion has expanded, and Saudi Arabia and other Sunni-dominated nations. Some officials warned that the fight could escalate further. Saudi state TV said Thursday that a ground offensive was being studied but gave no further details. Egypt’s minister of foreign affairs, Sameh Shoukri, said in a speech to Arab foreign ministers that his country was willing “to send ground forces if necessary” to back the anti-Houthi fight.

Morocco’s foreign ministry said its support was intended to “defend legitimacy” and included “making the Royal Armed Forces stationed in the United Arab Emirates available to the coalition”, but it did not confirm reports on Gulf broadcaster Arabiya that it had sent jets. Morocco has had F-16 warplanes stationed in the United Arab Emirates since it began taking part in coalition air strikes on Islamist militants in Iraq and Syria.

Headline: Gulf states ask UN Security Council for Yemen arms embargo
Saudi Arabia and its Gulf allies presented powerful members of the U.N. Security Council with suggested elements for a resolution that would impose an arms embargo on the Shiite rebels who have thrown Yemen into turmoil and caused its Western-backed president to flee. Diplomats said after a meeting Thursday evening with ambassadors from the United States, Britain and France that members of the Gulf Coordination Council want the resolution to be militarily enforceable under Chapter 7 of the U.N. Charter. The GCC members also presented the Security Council president with a letter explaining that their airstrikes targeting military installations held by the Houthi rebels are in response to President Abed Rabbo Mansour Hadi’s request this week for immediate aid as the rebels closed in. The current president of the Security Council, French Ambassador Francois Delattre, did not comment on his way out of the meeting. Another permanent council member, Russia, met with the Gulf members earlier Thursday.

As the Saudi-led coalition presses its military campaign against the Tehran-backed Houthis in Yemen, Iranian press outlets have published reports on the Houthis’ purported ability to dramatically escalate the conflict. Fars News Agency reported Friday that the Houthis were preparing to shut the key Bab al-Mandeb strait linking the Gulf of Aden to the Red Sea. “There are confirmed reports showing that preparations [by Houthi forces] are underway to close Bab al-Mandeb Strait by using ground-to-sea missiles,” the Iranian news agency cited informed sources as saying. “This defensive scenario has been under study for several months now.” Fars added that the “takeover of [Mokha] port facilitated [Houthis’] access to Bab al-Mandeb,” in reference to reports earlier in the week that the Iranian-backed fighters had entered the western port town, which is located approximately 70 kilometers north of the strait. A top US military official stressed Thursday after Saudi Arabia launched its air strikes on Houthi military positions in Yemen that Washington would work to ensure the security of the Bab al-Mandeb strait. “We would work in conjunction with our GCC (Gulf Cooperation Council) partners to ensure that those straits remain open,” US Central Command chief General Lloyd Austin told a US Senate hearing. “It is one of our core interests to ensure that we have free flow of commerce through [Bab al-Mandeb and Hormuz].” As part of the Saudi-led “Operation Decisive Storm,” Egypt has dispatched warships southward to Bab al-Mandeb while two US destroyers have reportedly deployed to the area.

Meanwhile, Yemen’s Houthi rebels made broad gains in the country’s south and east on Friday despite a second day of Saudi-led air strikes meant to check the Iranian-backed militia’s efforts to overthrow President Abd-Rabbu Mansour Hadi. Shi’ite Muslim Houthi fighters and allied army units gained their first foothold on Yemen’s Arabian Sea coast by seizing the port of Shaqra 100km (60 miles) east of Aden, residents told Reuters. The advances threaten Hadi’s last refuge in Yemen and potentially undermine the air campaign to support him. Syria Headline: Syrian government shells kill 18 in south, activists say
Syrian government airstrikes and shelling in the country’s south killed at least 18 people on Thursday, including three children, opposition activists said. The attacks come amid heightened clashes in southern Syria between government forces and rebels who seized the nearby ancient town of Busra Sham the previous day. Thursday’s shelling struck an area known as Daraa al-Balad in the city of Daraa. The Britain-based Syrian Observatory for Human Rights said 18 people were killed while an activist in Daraa province, Ahmad Masalma, put the number at 21. Islamist rebels made fresh advances Friday on the edges of Idlib city in northwest Syria, after fierce clashes that have left dozens of dead, a monitoring group said. “The fighters have advanced on the northwestern and southeastern sides of the city,” said Rami Abdel Rahman, head of the Britain-based Syrian Observatory for Human Rights. “There are very violent clashes, and last night 26 militants and four regime soldiers were killed,” he told AFP. On Tuesday, a new coalition of Islamist rebels launched a coordinated attack against Idlib city, which is held by Assad regime forces. By Day 2 of the American airstrike campaign against militants holed up in Tikrit, the mission appeared beleaguered on several fronts on Thursday: Thousands of Shiite militiamen boycotted the fight, others threatened to attack any Americans they found, and Iraqi officials said nine of their fighters had been accidentally killed in an airstrike. In Washington, American military leaders insisted that things were going according to plan. They said that they were stepping into the Tikrit fight only after the Iranian- and militia-led advance on the city had stalled after three weeks, and that they welcomed working solely with Iraqi government forces. Gen. Lloyd Austin, the head of the United States Central Command, told a Senate hearing on Thursday that no Shiite militias remained in Tikrit. While the withdrawal of Iranian-led Shiite militias was one of the preconditions for the Americans to join the fight against the Islamic State in Tikrit, the sudden departure of three of the major groups risked leaving the Iraqi ground forces short-handed, especially if other Shiite militiamen also abandoned the fight.

Russian leader Vladimir Putin has said “the West” is encroaching on Russia and fomenting internal unrest, in his first foreign policy speech in a month. He told a meeting of his internal intelligence service, the FSB, on Thursday (26 March), that “they are using their entire arsenal of means for the so-called deterrence of Russia: from attempts at political isolation and economic pressure, to large-scale information war and special services operations”. He noted that Nato is “building up its infrastructure near our borders” and said the alliance’s creation of an anti-ballistic missile shield is designed “to violate the existing nuclear parity”. “The situation … will not change for the better if we succumb and yield at every step. It will only change for the better if we become stronger”, he added. He also said “Western special services continue their attempts at using public, non-governmental and politicised organisations to … discredit the authorities and destabilise the internal situation in Russia”. Meanwhile, The head of the legislature in Russia’s Chechnya region says that Russia will provide arms to Mexico if Washington supplies weapons to Ukraine. Chechen Parliament Speaker Dukvakha Abdurakhmanov said the arms would be aimed at reigniting U.S.-Mexican disputes over “territories annexed by the United States in the American states of California, New Mexico, Arizona, Nevada, Utah, Colorado, and part of Wyoming.” “We will perceive arms shipments to Ukraine as a signal to respond in kind,” Abdurakhmanov said in a March 24 statement posted on the Chechen parliament’s website. The Obama administration is giving in to Iranian demands about the scope of its nuclear program as negotiators work to finalize a framework agreement in the coming days, according to sources familiar with the administration’s position in the negotiations. U.S. negotiators are said to have given up ground on demands that Iran be forced to disclose the full range of its nuclear activities at the outset of a nuclear deal, a concession experts say would gut the verification the Obama administration has vowed would stand as the crux of a deal with Iran. Until recently, the Obama administration had maintained that it would guarantee oversight on Tehran’s program well into the future, and that it would take the necessary steps to ensure that oversight would be effective. The issue has now emerged as a key sticking point in the talks. Somali special forces stormed a Mogadishu hotel where Muslim extremists from Al-Shabaab had mounted a deadly attack Friday, first exploding a car bomb at the gate and then mounting a siege of the compound frequented by government officials. The elite soldiers poured into the Maka-Mukarramah Hotel, where as many as four members of the terrorist group were holed up and several civilians were trapped after the attack that left at least nine people dead, local police said. Sporadic gunfire could be heard inside the compound, and police said terrorists were holding off police until the special forces went in. Al-Shabaab claimed credit for the attack, in which at least a dozen were injured and the death toll was expected to rise. An unknown number of people were trapped in the hotel, although authorities did not characterize them as hostages.
