Headline: Report: Obama to Enlist Anti-Israel UN in Last-Ditch Effort for Middle East Peace
As his term runs down, US President Barack Obama plans to make one more desperate bid for peace between Israel and the Palestinians by way of an international body known to be hostile to Israel – the United Nations (UN). According to a report from the Wall Street Journal (WSJ), Obama’s last-ditch effort to revive Israeli-Palestinian peace negotiations is likely to include a UN Security Council resolution which would set a framework for a viable deal. Such a resolution would demand concessions from both Israel and the Palestinians, the WSJ reported senior US officials as saying, despite the Palestinians’ historical refusal to make any concessions whatsoever. The UN move would be a welcome one to the Palestinian Authority (PA), headed by Chairman Mahmoud Abbas, which has pushed for the establishment of an international body to mediate peace talks, preferring to appeal to external parties who may be more sympathetic to the Palestinian cause than to deal directly with Israel.

Headline: White House surprised as Netanyahu cancels U.S. visit
The White House signaled its surprise that Israeli Prime Minister Benjamin Netanyahu canceled an upcoming meeting with President Barack Obama. Obama and Netanyahu have had a frosty relationship, largely because of disagreement over the accord with Iran reining in its nuclear program. They were to participate in their first face-to-face meeting since November, on March 18 in Washington, D.C. Netanyahu was expected to be in the United States to attend the annual conference of the American Israel Public Affairs Committee. Monday the White House announced the one-on-one was canceled. Netanyahu will address the conference by satellite, a source told CNN, saying he chose not to visit the United States during the bitter 2016 presidential election campaign. The change in plans clearly caught the White House off guard.

Headline: Amid bout of attacks, Netanyahu decides to complete barrier in Jerusalem area
Soon after U.S. Vice President Joseph Biden touched down in Israel on Tuesday for his two-day visit with the Israeli and Palestinian leaderships, a Palestinian attacker went on a stabbing rampage, killing an American student and tourist and wounding nine others before being shot by police, according to officials. The bloody attack unfolded in the ancient Mediterranean coastal port city of Jaffa, which joins Tel Aviv—a mixed Arab and Jewish area—and came soon after two other serious attacks across Israel in a little under two hours. The stabbings in and around Jaffa, came on a violent day when four other people were killed—three Palestinian attackers and a 50-year-old Palestinian woman who Israeli police say intended to carry out a stabbing attack. The day of violence is one of the worst in a five-month wave of violence between Israelis and Palestinians.

Militants of the Islamic State (ISIS) stormed on Tuesday an all-girls school in the southern Yemeni port city of Aden, and threatened to mercilessly punish the students if they violated the Sharia dress. The radical group had issued a statement earlier on Monday, calling on all women in Aden, including school girls, to show commitment to the dress code imposed by ISIS under the pretext of applying the Sharia law. Local sources reported that ISIS militants vowed to publicly punish anyone who violates the group’s dress code. “They broke into an all-girls school in central Aden on Tuesday afternoon and threatened to execute any student who refuses to wear the burqa in public,” an eyewitness said, speaking on condition of anonymity. “Girls are not allowed to wear the usual school uniform anymore,” the source said. “ISIS also tries to interfere in the educational system and adjust the schools’ curriculum in accordance with its radical dogma.”

Syria Headline: Syria regime presses toward key Idlib town
Pro-regime forces have continued to press their offensive in the mountains northeast of Syria’s coast, advancing in the direction of a key rebel-held town on the edge of the Idlib province. The Syrian Observatory for Human Rights reported Wednesday morning that “hit and run” clashes were ongoing around the mountainous Kabana area that lies a little over 10 kilometers southwest of Idlib’s Jisr al-Shughour. Regime troops have not yet been able to advance into Kabana, although they seized the Zuweiqat mountaintop overlooking the village from its southern outskirts just days before. The pro-opposition Qasioun News outlet said Wednesday morning that Syrian rebel forces “foiled an attempt by the regime forces and Hezbollah” to storm the Latakia village, while Lebanon’s Al-Akhbar—a newspaper that supports Assad—touted recent regime advances around Kabana.

Syria Headline: Syrian army retakes strategic town from al-Qaeda south Aleppo
Subsequent to fierce clashes, Syrian regime forces were able Tuesday to recapture a strategic town from militants of the Syrian branch of al-Qaeda, Nusra Front, and allied Jund al-Aqsa Brigade in the southern countryside of Aleppo province, northern Syria. Speaking to ARA News in Aleppo, rebel spokesman Mustafa Suleiman said that pro-Assad troops, backed by a Russian air cover, carried out a surprise attack on the Nusra Front and Jund al-Aqsa Brigade in the strategic town of al-Iss (Al-Eis) and its surrounding hills. “The army encircled Islamists near al-Khanser town and was able to control al-Iss after fierce battles between the two sides,” the source said. “Dozens of the Nusra insurgents have been killed in a barrel bomb attack by pro-Assad helicopters in the area,” Suleiman told ARA News. The spokesman pointed out that the battles forced the Nusra insurgents to flee the town and the nearby hills amid artillery shelling by pro-Assad forces on the headquarters of Islamists in the town of az-Ziyara. It was not immediately clear how many fighters were killed in the attacks.

Iraq Headline: Explosions claim lives of 15 people in Iraq
A series of bomb blasts have rocked various areas across Iraq, leaving at least 15 people dead and a number of others injured. On Wednesday, a bomb went off near a brick factory in Nahrawan district in the east of the capital, Baghdad, killing two people and injuring six others. Another bomb blast in al-Eskan neighborhood of western Baghdad left one dead and seven others injured. Iraqi security forces said another blast hit the industrial area of Sheikh Omar in central Baghdad, killing three people and injuring eight. Medical sources said at least eight dead bodies and 21 injured people arrived at al-Yarmouk hospital in Baghdad following Wednesday’s blasts. Two security forces were among the dead while nine of the injured were reported in critical condition.

Kurdish Headline: Syrian Islamists bomb Kurdish district in Aleppo with chemical weapons: YPG
Syrian Islamist rebels attacked a Kurdish district in northern Aleppo with chemical weapons, leadership of the Kurdish forces of People’s Protection Units (YPG) said in a statement on Tuesday. “The Sheikh Maqsoud district in Aleppo was attacked with chemical weapons on Tuesday evening. Radical groups launched dozens of rockets filled with yellow phosphorus element,” the statement read. The YPG’s leadership stressed that the attack was conducted by several Syrian Islamist armed groups, including the Islamic Movement of Ahrar al-Sham, the Levant Front, Sultan Murad Brigade, Sultan Fatih group, Fastaqim Kama Umirt Brigades, Nour ad-Din Zanki militia, Brigade 13 and 116, the First Regiment and Abu Amarah Brigades. The bombardment, which continued until Tuesday midnight, caused dozens of casualties among civilians.

Headline: Ukraine and Turkey Launch Joint Naval Drill Amid Stand-Offs With Russia
Ukraine and Turkey’s navies launched a joint military exercise on Monday, as Kiev and Ankara continue to grow closer in the face of their respective stand-offs with Russia. Ukraine’s relations with Russia have plummeted since Russian President Vladimir Putin decided to annex Crimea in 2014 and Russian-backed fighters moved in on eastern Ukraine. Meanwhile, Turkey had been complaining of repeated violations of its airspace by Russian military jets in Syria before it shot one down in November 2015, triggering a very public spat with the Kremlin. According to a Facebook post by Ukraine’s Navy, Ukraine and Turkey sent two frigates and a degaussing vessel into the Sea of Marmara on Monday to practice tactical maneuvering, anti-aircraft combat and communication. “In accordance with the plan for joint activities between the Ukrainian Navy and the Navy of the Republic of Turkey, joint base training to prepare Ukrainian crews at Turkey’s naval facilities is also scheduled,” the statement added. Last month, Ukrainian Member of Parliament Mustafa Dzhemilev said he had opened discussions with Turkey about potentially receiving arms from the NATO member.

Iran’s Islamic Revolutionary Guards Corps (IRGC) test-fired several ballistic missiles on Tuesday, state television said, challenging a United Nations resolution and drawing a threat of a diplomatic response from the United States. Two months ago, Washington imposed sanctions against businesses and individuals linked to Iran’s missile program over a test of the medium-range Emad missile carried out in October 2015. U.S. State Department spokesman Mark Toner said Washington would review the incident and, if it is confirmed, raise it in the U.N. Security Council and seek an “appropriate response”. “We also continue to aggressively apply our unilateral tools to counter threats from Iran’s missile program,” Toner added, in a possible reference to additional U.S. sanctions. An Iranian state television report showed a missile being fired from a fortified underground silo at night time. The presenter said it was a medium-range Qiam-1 missile, and the test took place in the early hours of Tuesday. The report said the Guards had fired several missiles from silos across the country, though it only showed footage of one. “The missiles struck a target 700 km away,” said Brigadier General Amir Ali Hajizadeh, commander of the IRGC’s aerospace arm.

Authorities in Afghanistan’s restive southern province of Helmand say a group of at least 10 heavily-armed Taliban fighters have staged a coordinated assault, triggering a gun battle with security forces. The attack early Wednesday in the Gereshk district targeted the police headquarters and offices of the Afghan spy agency. A senior provincial security official, Abdul Jabbar Qahraman, told VOA that security forces have killed nine assailants during a gunfight to eliminate the remaining militants. He went to on to assert that all the assailants were foreign nationals and there were suicide bombers among them. The militant siege has left at least three security personnel dead while several others wounded, said Qahraman. A Taliban spokesman, Qari Yosaf Ahmadi, claimed responsibility for the assault, saying it has inflicted heavy casualties on Afghan security personnel . The fighting prompted provincial authorities to close the main Kandahar-Herat highway, which links the southern region to western Afghanistan. Reports say thousands of passengers have been stranded because of the road closure.

Headline: Nothing Is Going Right In The World’s Newest Nation
When South Sudan gained independence in 2011, there was great optimism both inside and outside of the country that it was putting its deeply troubled past behind it. For generations, the South Sudanese had been terrorized by rebel armies and repressive government soldiers. At independence, South Sudan was one of the poorest nations in sub-Saharan Africa but also one of its most oil-rich. The honeymoon for the world’s newest nation didn’t last long. Late in 2013 the president and vice president took up arms against each other. And things went downhill fast from there. “It’s the worst I’ve ever seen and the worst I’ve ever experienced,” says Emma Drew, the humanitarian program manager for Oxfam in South Sudan, who’s worked there for eight years. The brutal civil war left tens of thousands of South Sudanese dead, drove more than 2 million people from their homes and lay to waste entire towns. Aid groups and the U.N. warn that the country is now on the brink of a catastrophic food crisis. One analysis predicts that 40,000 people face starvation. Drew says that dire prediction sounds reasonable to her. “Absolutely. 100 percent. Yup.” She worries not only about those 40,000 “but also the hundreds of thousands that are just one step below,” she says. Inflation is running at 300 to 400 percent. There’s a dire shortage of hard currency. Oil production has plummeted, and most of the economy has collapsed. When South Sudan broke away from Sudan five years ago, it was pumping more than 300,000 barrels of oil a day. Oil exports provided 98 percent of the government’s revenue. Fighting shut down some of the wells. And now because of the drop in global oil prices, South Sudan is losing money on every barrel it pumps. The problem is that South Sudan is landlocked, and its former adversary, the government in Khartoum, is charging $25 a barrel to ship crude through its pipelines to the Red Sea. With oil trading at just above $30 a barrel, South Sudan’s primary export isn’t worth exporting. In an open-air market in the capital Juba, traders say the economic crisis is worsening every week. Prices are rising and people have less money to spend.

Libyan officials say suspected ISIS militants have killed three guards in an attack on a checkpoint outside an “operations room” set up last month to fight ISIS. Mohamed al-Shami, a spokesman for the operations room says the Wednesday attack took place midway between ISIS-controlled Sirte to the east, and Misrata to the west. Forces allied with an Islamist-backed government based in the capital, Tripoli, founded the operations room last month to coordinate the fight against ISIS. Sirte Municipal Council Mayor Mokhtar Khalifa says the attack came a day after an airstrike on Sirte targeting ISIS positions.

Headline: Tunisia closes border with Libya after fierce clashes
Tunisia’s border with Libya was closed on Tuesday after a brazen attack by suspected ISIL gunmen on a frontier town left at least 55 people dead. Gunmen attacked the eastern town of Ben Gardane on Monday and fighting continued past nightfall. Tunisian Prime Minister Hassid Essid said the assault was an Islamic State of Iraq and the Levant (ISIL) attempt to carve out a stronghold on the border. “This is an unprecedented attack, planned and organised. Its goal was probably to take control of this area and to announce a new emirate,” Tunisian President Beji Caid Essebsi said. The death toll includes 36 attackers, seven civilians and 12 members of Tunisia’s security forces, Essid said. Tunisian interior and defence ministers travelled to the town to oversee heightened border protection operations on Tuesday, according to a joint statement. The attackers simultaneously targeted an army barracks and police posts with heavy weaponry, including rocket-propelled grenades. The government imposed a curfew in Ben Gardane. A security and military campaign began last week in Ben Gardane after Tunisian security officials said “terrorist groups” had infiltrated the country. Officials said that the campaign followed raids in Libya against ISIL.

Morocco’s government has accused U.N. Secretary General Ban Ki-moon of dropping his neutrality in the Western Sahara conflict by using the word “occupation” to describe Morocco’s presence in the region. The United Nations responded by dismissing the suggestion that Ban was anything but neutral in the long-running dispute over the desert region in the northwest corner of Africa that has festered since Morocco took control over most of it in 1975 following former colonial power Spain’s withdrawal. “The kingdom of Morocco has noticed … the Secretary General has dropped his neutrality and impartiality and has showed a guilty indulgence with a puppet state without attributes, territory, population, nor a recognized flag,” said a Moroccan government statement carried by state news agency MAP late on Tuesday. The Polisario Front, which has said the territory belongs to ethnic Sahrawis, waged a guerrilla war until a U.N.-brokered ceasefire in 1991. But the two sides have been deadlocked since, particularly over a referendum on the region’s future.

Headline: US sending B-2 bombers to Asia amid NKorea tension
Headline: Russia Threatens to INVADE North Korea over nuclear threats
The U.S. says it has dispatched three B-2 stealth bombers on a training mission to the Asia-Pacific region amid growing tensions with North Korea. The deployment was announced Wednesday by U.S. Strategic Command, which is responsible for U.S. nuclear forces. B-2 bombers are capable of launching nuclear as well as conventional weapons. They are based at Whiteman Air Force Base in Missouri. Strategic Command said the bombers will conduct training with the Australian military during the deployment, which amounts to a show of force at a time of mounting tensions with North Korea. North Korea threatened pre-emptive nuclear strikes after the United States and South Korea began large-scale war games this month. Strategic Command declined to say where the bombers will be operating from, or for how long. Meanwhile, North Korea’s provocative nuclear rhetoric has gotten so bad the Kremlin has officially warned continued nuclear threats could justify an invasion. The warning was issued in the form of a written statement from the Russian foreign ministry. It follows North Korea’s threat it would engage in a “preemptive and offensive nuclear strike” in reaction to the start of joint U.S.-South Korean war games Monday. “We consider it to be absolutely impermissible to make public statements containing threats to deliver some ‘preventive nuclear strikes’ against opponents,” said the statement, as translated by the Russian TASS news agency. “Pyongyang should be aware of the fact that in this way the DPRK [North Korea] will become fully opposed to the international community and will create international legal grounds for using military force against itself in accordance with the right of a state to self-defense enshrined in the United Nations Charter.” Russia also had harsh words for the U.S. and South Korea, condemning the “unprecedented” exercises. “The development of the situation on the Korean peninsula and around it is causing growing concern,” said a statement issued Monday.

Saudi Arabia is seeking a bank loan of $6 billion to $8 billion, sources familiar with the matter told Reuters, in what would be the first significant foreign borrowing by the kingdom’s government for over a decade. Riyadh has asked lenders to submit proposals to extend it a five-year US dollar loan of that size, with an option to increase it, the sources said, to help plug a record budget deficit caused by low oil prices. The sources declined to be named because the matter is not public. Calls to the Saudi finance ministry and central bank seeking comment on Wednesday were not answered.
