Headline: EU ignores Netanyahu ban, vows to be part of peace process
Israel has said it is suspending contact with EU officials involved in peace efforts with the Palestinians. The move follows the bloc’s decision to label goods from Jewish settlements in the West Bank. Prime Minister Benjamin Netanyahu “ordered suspension of diplomatic contacts with the institutions of the European Union on this issue”, a foreign ministry statement said. The EU says the settlements are illegal, but Israel disputes this. Mr Netanyahu, who is also the foreign minister, told the ministry to carry out “a reassessment of the involvement of EU bodies in everything that is connected to the diplomatic process with the Palestinians”, the statement said. Just over two weeks ago the European Commission issued new guidelines for the labeling of some products made in Israeli settlements on occupied Palestinian and Syrian land.

Headline: ‘Israel sees no sign that terror wave subsiding, IDF prepared for escalation’
The current wave of terrorism does not seem to be ebbing, Defense Minister Moshe Ya’alon said at the opening of a Knesset Foreign Affairs and Defense Committee meeting Monday. “We don’t see any changes in the wave of terrorism; it is mostly attacks by individuals,” Ya’alon stated. “The wave of terrorism is not dwindling or being curbed.” The Defense Minister said that the IDF is doing what it can to try to stop the terrorism, but that it is also prepared for an escalation. Other arenas – northern and southern borders, Gaza, Sinai – remain quiet, he added. Ya’alon also addressed haredi enlistment, saying that the IDF is likely to reach its target of 2700 haredi soldiers in 2015. In addition, Ya’alon said the IDF is opening more mixed-gender combat battalions, because of increased interest by women wanting to be fighters. During a visit to the IDF Induction Center at Tel Hashomer to mark the November draft cycle, Ya’alon told reporters “that there is hardly a day without a terror attack.” He added, “First of all I hope that the Palestinian Authority gets a grip on itself, and beyond the steps it has taken in recent days to take control of rioting on the ground, it will start condemning the attacks, and cease the blood libels, according to which we allegedly are executing those we kill with a knife in their hands, and they claim we plant the knife afterwards” Palestinian incitement is continuing, Ya’alon said, “and I hope they start condemning these attacks. It threatens them [the PA] and the survivability of the Authority more than us. In the meantime, we are continuing to take many steps. Our beefed up forces are working day and night, carrying out arrests in certain areas, and when an attack occurs, the place where it came from is closed; the village or the neighborhood. Homes are prepared for demolition.”

Headline: Netanyahu and Putin Praise Coordination Efforts in Syria
Meeting on the sidelines of the international climate summit in Paris, Prime Minister Benjamin Netanyahu met with Russian President Vladimir Putin and the two praised the cooperation mechanisms between the two countries over Syria. “The events of recent days prove the importance of our coordination, our de-confliction mechanisms, our attempts to cooperate with each other to prevent unnecessary accidents and tragedies and I believe that we’ve been successful,” Netanyahu said ahead of their meeting, with Putin echoing the claim. The meeting came as tensions between Turkey and Russia intensified after the downing of a Russian plane in Syria that Ankara had claimed had entered its airspace. Netanyahu also spoke about the “big battle against militant Islam [and] the terrorism it spews forward.” Netanyahu expressed “hope that Israel and Russia can see eye to eye on all the strategic matters” and reassured Russia that “it’s within our powers to have very good coordination on the ground and in the air” to prevent accident.

Headline: Assad ally may be Lebanon’s next president
Lebanon’s political crisis has taken a dramatic turn with the possibility that a friend of Syrian President Bashar al-Assad could become president in a power-sharing deal aimed at breathing life back into the paralyzed state. The idea of Suleiman Franjieh, a childhood friend of Assad, becoming head of state has taken aback many Lebanese, not least because of who tabled it: Saad al-Hariri, a Sunni politician who leads an alliance forged from opposition to Syrian influence in Lebanon. He would become prime minister under the deal. It is no less startling because of the backing it would require from Saudi Arabia and Iran, rival states that wield decisive influence over Lebanon’s competing factions and which are in conflict elsewhere in the region, including in Syria. As the war escalates in Syria, with Iran and Saudi Arabia increasing their support for Assad and his enemies, a new deal for Lebanon seems unlikely to signal any broader understanding to settle regional conflicts. But it would point to a desire to preserve a minimal degree of stability in Lebanon. While badly affected by the Syrian war that has triggered militant attacks, driven a million refugees over the border, and fueled a political crisis, Lebanon has avoided the kind of civil strife some had feared. Yet the country has been without a president for 18 months and a unity government led by Prime Minister Tammam Salam is barely functioning.

Headline: Shelling from Yemen rocks Saudi border
Shelling from Yemen has killed a border guard trooper and two residents in Saudi Arabia’s border region, officials said, in the deadliest barrages in weeks along the frontier. The border guard died on Sunday after “heavy firing from inside Yemeni territory” at Dahran al-Janub, the interior ministry announced. Also Sunday, in the Jazan region, two Yemeni residents died in shelling from over the border, the Civil Defense agency said. Another Yemeni, among hundreds of thousands living in Saudi Arabia, died on Saturday when attackers from Yemen opened fire on Saudi Arabia’s Najran border zone, Civil Defense said. Close to 80 people have been killed in border shelling and skirmishes since an Arab coalition launched a military intervention against Houthi Shiite militias in its southern neighbor in March.

Headline: Yemen president vows to prevent Iranian interference, thanks Saudi
Yemeni pro-government forces were battling on Sunday to oust Iran-backed rebels from a southern province where they have made gains in recent weeks. Ground fighting and air strikes by a Saudi-led coalition killed 12 rebels in Daleh (Dali on map above) province, military sources said. Four loyalists were also killed. Daleh is one of five southern provinces which the coalition-backed loyalists retook from the rebels in a July offensive. But the Shiite Houthi rebels and their allies managed to recapture the province’s second-largest city, Damt, earlier this month. Further north, in Yemen’s third city Taez, where a loyalist garrison has been under rebel siege for months, three civilians were killed and at least 20 wounded by rebel mortar fire late on Saturday, medical and military sources said.
Loyalist troops and their coalition backers launched an offensive to try to break the siege earlier this month but it has made little headway. In the rebel-held capital Sanaa, coalition aircraft carried out what a military source described as the heaviest strikes in weeks.

Russia has moved the S-400 (Growler) air defense missile systems to its airbase near Latakia in Syria after Turkey had shot down a Russian Su-24 bomber, the official Russian news agency TASS reported. The S-400 systems “will ensure the safety of the Russian air group’s flights and will destroy any targets posing a threat to it,” according to TASS. Also, as of this week, Russian aircraft and helicopters on combat missions will be accompanied by fighter jets and covered by aerial electronic warfare systems. The Pentagon is concerned that the Russian missile systems may complicate the situation in the sky over Syria, stating that the US expects these systems will not be aimed at aircraft belonging to the US-led coalition. The statement was met with a sarcastic response from Russian Defense Ministry spokesman Major-General Igor Konashenkov, who said, “We were confident until Tuesday that our planes destroying Islamic State facilities were guaranteed against attacks from the so-called US-led anti-IS coalition.” He was referring to the fact that Turkey is a bona fide member of NATO.

Syria Headline: Syrian rebels blow up regime headquarters in Aleppo, killing dozens of troops
Rebel fighters of the Syrian opposition blew up Sunday several headquarters for the regime’s army forces in the city of Aleppo in northern Syria, killing and wounding dozens of troops, media activists reported. The explosions was followed by fierce clashes between the two sides. Speaking to ARA News in Aleppo, media activist Wael Mohammed confirmed that Aleppo rebels (Operation Chamber of Fatih Halab) in conjunction with other Islamic factions, fought fierce battles against the Syrian army forces and allied militias for several hours subsequent to detonating a series of regime-held buildings in Seif al-Dawla district in Aleppo. “Opposition fighters had already dug a tunnel under these buildings, or headquarters ran by pro-Assad forces, and then detonated them with remote control, killing and wounding dozens regime troops,” he added. The source pointed out that fighting continued in the neighborhoods of Salah al-Din, Seif al-Dawla and al-Ashrafiya for several hours, during which a number of casualties fell from both sides.

Iraq Headline: Iraq tells civilians of ISIS-held Ramadi to leave
Iraq’s military command has told civilians in the ISIS-held Ramadi to leave the city, a sign that an operation may soon be underway to retake the provincial capital. Monday’s statement, broadcast on Iraqi state TV, says the Ramadi families are requested to leave the city from its southern, Himaira area. No further instructions or details were given. It’s unclear if the long-awaited operation to recapture Ramadi is imminent. The U.S.-led alliance carried out seven airstrikes near Ramadi on Saturday, targeting ISIS fighters, key positions and weapons caches.

Iraq Headline: Suicide bombing against Shiite pilgrims in Baghdad kills 9, wounds 21
Nine people were killed and another 21 wounded, as a suicide bombing in Baghdad targeted Shiite Muslims taking part in an annual pilgrimage on Monday, AP reported. The attack targeted a checkpoint along a route used by pilgrims in the northern Baghdad neighborhood of al-Shaab. It was the first attack on Shiite pilgrims in the Iraqi capital during the lead-up to the religious commemoration known as Arbaeen, when Shiite faithful converge on the holy city of Karbala.

Kurdish Headline: Czech president praises Kurds, talks independence
A ceremony marking the deportation of Jews from Iraq seven decades ago was held for the first time Monday in the country’s autonomous Kurdish region. It also marked the beginning of Jewish representation in the Kurdistan region’s religious affairs ministry as a result of a law passed in May to promote minority rights. “The law says that if there was one person from the followers of any religion, his rights are preserved,” said Sherzad Omar Mamsani, the Jewish representative at the Kurdish regional ministry. The ceremony in Kurdistan capital Irbil was attended by Kurds of Jewish origin and officials who also visited an exhibition of old photographs and records documenting Iraqi Jewry. According to Mamsani, the ceremony is the first of its kind and marks what is known as the “Farhud”, the dispossession that led to the flight and deportation of Jews from Iraq. Mamsani, who has Jewish origins, said he estimated that the families who self-identify as Jews in Kurdistan but are still officially registered to as Muslims numbered around 400. He added that the number of families who converted to Islam but “are Jews in origin” was in the thousands.

Kurdish Headline: Clashes erupt between Syria opposition, Kurds: activist
At least 23 fighters have been killed in clashes between Syrian opposition forces including Al-Qaeda’s local affiliate and an alliance led by Kurdish forces, an activist said Monday. The Syrian Observatory for Human Rights said 15 fighters from Al-Qaeda affiliate Al-Nusra Front and allied groups had been killed Sunday in fighting that began last week in northern Aleppo province. The clashes also killed at least eight members of the Syrian Democratic Forces, which is dominated by the Kurdish People’s Protection Units (YPG). Kurdish journalist Arin Shekhmos said the clashes began Thursday, when Al-Nusra and allied fighters attacked posts belonging to Jaish al-Thuwwar, an Arab rebel group allied with Kurdish forces. The attack, near the border region of Azaz, prompted sporadic clashes that drew in the SDF and have also seen Al-Nusra and its allies fire rockets at a Kurdish district of Aleppo city. In addition, the Observatory said, Al-Nusra Sunday beheaded two men it accused of working with Jaish al-Thuwwar.

Russia and Turkey have long been at odds over Syria, with Moscow backing President Bashar al Assad and Ankara supporting the opposition to overthrow him. Tensions increased dramatically with the start of the Russian air campaign on September 30. The Turkish shoot-down of a Russian combat aircraft on November 24 is an escalation in this tense stand-off between Russia and a NATO member. Although both sides may refrain from additional aggressive activities at once, tensions between Russia and Turkey have been continuously growing and are likely to expand, further testing the strength of the US commitment to its NATO partner. Erdogan previously reported that Putin snubbed his phone call last week. Putin’s snub comes after the Turkish leader called for face-to-face talks with Putin on the sidelines of the summit to discuss the shooting down of the plane on the Syria-Turkish border. The US Embassy in the Afghan capital of Kabul on Monday warned its citizens to be extremely cautious due to an increased terror threat within the next 48 hours. “U.S. Embassy Kabul has received credible reports of an imminent attack in Kabul City, Kabul Province, Afghanistan within the next 48 hours. During this period of heightened threat, the U.S. Embassy strongly urges U.S. citizens to exercise extreme caution if moving around the city,” US Embassy to Kabul said in a statement published on its website. The statement did not provide details regarding targets, timing, or the nature of a probable attack. The US Department of State continues to warn its citizens against traveling to Afghanistan, claiming that some radical groups specifically target US and other foreign citizens, citing attacks on a NATO convoy in Kabul on August 22, which killed three US citizens, and the kidnapping of a German national on August 17. Afghanistan continues to be in political and social turmoil as several militant groups take advantage of the instability in the country, which has persisted since the 2001 US-led invasion. The notorious Islamic State jihadist group has some 3,000 militants in Afghanistan, according the Collective Security Treaty Organization (CSTO).

Petrol prices spiked, shops closed and trucks that plied the desert to Libya have vanished since Tunisia shut the border following a deadly bus bombing in the capital. In the town of Ben Guerdane, and across south-eastern Tunisia, the mood is morose with residents concerned for their future since authorities imposed the 15-day border closure last week. The decision was taken as part of security measures following Tuesday’s suicide bombing that killed 12 presidential guards in Tunis, which was claimed by the Islamic State group. Authorities say the attack, like two others this year claimed by ISIS, was planned in Libya where the jihadist group has exploited chaos that spread since the 2011 revolution to gain a presence. “The terrorists attack in the centre of the capital, 200m from the interior ministry, and we 600km away must pay the price,” said Nejib, a teacher, in Ben Guerdane. According to him, the first sign of trouble came when fuel prices surged. “On Wednesday 20 litres of petrol cost 6.5 dinars (less than €3) and on Friday 20 dinars (€9),” he said. Ben Guerdane and the surrounding region depend on black market trade with Libya, where smugglers also benefit from lawlessness that spread since the revolution that toppled and killed dictator Muammar Gaddafi. The closure of the border for nearly a month in 2014 following differences between the two neighbours had fuelled tensions in Ben Guerdane, with protests and strikes. “We are all against terrorism but this is not a solution. And after the 15 days, what’s going to happen?” asked Abdelfattah, who deals in contraband petrol and electrical appliances. Tunisia’s secretary of state for national security, Rafik Chelly, has said that the border closure is a “temporary” measure to give authorities time to mull what they should do next. Headline: Azerbaijan Republic says soldier killed in clashes with Armenia in Karabakh
Azerbaijan Republic has accused the neighboring Armenia of killing one of its soldiers in the latest incidence of routine clashes over the disputed Karabakh region. Azerbaijan’s Defense Ministry said in a statement on Monday that the soldier was killed in an exchange of cross-border fire with Armenians, warning that the provocation could inflame the already simmering tensions over Karabakh. “As a result of a shootout with Armenian forces, an Azerbaijani soldier died on the (Karabakh) frontline,” said the statement from Baku, adding that Azerbaijan’s potential response to the killing will be “harsh.” “Armenia’s political and military leadership bears full responsibility for this bloody provocation and rising tensions across the frontline,” it said. Tensions once again boiled over in September when Azerbaijan Republic and Armenia reportedly used large-caliber artillery in tit-for-tat attacks. The Organization for Security and Cooperation in Europe (OSCE) intervened by condemning “in strong terms” the violence and calling on the two sides to “accept an OSCE mechanism to investigate ceasefire violations.”

Headline: Islamic State Group Attacks Russian Military Base In Dagestan Region Of The Northern Caucasus
The Islamic State’s so-called “province” in the Caucasus region has claimed responsibility for its first official attack since it was established earlier this year. In a statement released online and translated by the SITE Intelligence Group, the group says “the soldiers of the Caliphate were able to mount an attack on barracks of the Russian army in southern Dagestan, in Magharamakint village.” The raid allegedly “led to the killing and wounding of a number of them.” Afterwards, “the soldiers of the Caliphate returned to their positions safely and with spoils, and unto Allah is all praise and gratitude,” SITE’s translation reads. The Islamic State announced its Caucasus branch in June, but the jihadists had not claimed responsibility for any attacks since then.

Headline: Eight policemen killed in Tajikistan, U.S. embassy shut
Tajik officials say eight police officers and nine alleged assailants have been killed in attacks in and around the capital, prompting the U.S. Embassy to close and sparking fears of further violence in the Central Asian country. The Interior Ministry website said a “terrorist group” led by Deputy Defense Minister Abduhalim Nazarzoda, also known as Hoji Halim, launched a predawn attack on September 4 on the Vahdat district police headquarters and later clashed with security forces near the Dushanbe International Airport. Police say nine attackers were killed by security forces and six others were detained. Authorities say a search operation is under way to arrest Nazarzoda, who escaped from the scene. Nazarzoda, a former Islamic opposition commander and member of the recently banned Islamic Renaissance Party, had joined the security forces in June 1997 when the government and the opposition signed a peace accord to end the five-year civil war.

Headline: Uzbekistan: Bomb Blast Rocks Tashkent
A bomb exploded in Tashkent, close to the city’s main bazaar, in one of the most crowded areas of Uzbekistan’s capital, RFE/RL has reported. No-one was injured in the blast on September 4, which was confirmed to RFE/RL by Tashkent police. It was caused by an explosive device left at a bus stop, said the police, who said they were searching for a suspect witnessed dumping it there before making a getaway. The device blew up near the Tokhtaboy Mosque, one of Uzbekistan’s largest and best-known places of worship, where Obidkhon Qori Nazarov — a religious leader whose preaching displeased the authoritarian regime of President Islam Karimov — was once the imam. Turkey promised to help stem the flow of migrants to Europe in return for cash, visas and renewed talks on joining the EU in a deal struck on Sunday that the Turkish prime minister called a “new beginning” for the uneasy neighbors. Leaders of the European Union met Turkish premier Ahmet Davutoglu in Brussels on Sunday to finalize an agreement hammered out by diplomats over the past month, as Europeans struggle to limit the strain on their 28-nation bloc from taking in hundreds of thousands of Syrian refugees. A key element is 3 billion euros ($3.2 billion) in EU aid for the 2.2 million Syrians now in Turkey. The money is intended to raise their living standards and so persuade more of them to stay put rather than attempt perilous crossings to the EU via the Greek islands. The final offer of “an initial” 3 billion euros represents a compromise between the EU, which offered that sum over two years, and Turkey, which wanted it every year. Now the money, as French President Francois Hollande said, will be paid out bit by bit as conditions are met, leaving the total payout unclear. “As Turkey is making an effort to take in refugees — who will not come to Europe — it’s reasonable that Turkey receive help from Europe to accommodate those refugees,” Hollande told reporters. He added that the deal should also make it easier to check migrants arriving and keep out those who pose a threat, like Islamic State militants who struck Paris two weeks ago. Also on offer to Ankara, which wants to revive relations with its European neighbors after years of coolness as it faces trouble in the Middle East and from Russia, is a “re-energized” negotiating process on Turkish membership of the EU, even if few expect it to join soon.

The United Nations says renewed fighting between armed forces in Somalia’s central Galmudug region and semi-autonomous Puntland to the north have killed more than 30 people and forced 40,000 people to flee according to estimates. U.N. spokesman Stephane Dujarric said Monday that U.N. aid agencies and international humanitarian organizations have temporarily relocated because of the latest fighting which began on Nov. 28. Dujarric said this has left a gap in providing basic services to vulnerable communities in the area though local non-governmental organizations are providing mobile health care, water and sanitation services. He said the U.N. humanitarian agency continues to warn that Somalia’s needs “are immense,” with an estimated 4.9 million people in need of assistance and 1.1 million displaced around the country.

Boko Haram Takfiri militants have attacked a village in southeast Niger, killing at least four people and burning some 50 homes. Local authorities said on Monday that the latest assault took place in the country’s southeastern Diffa region, located on the border with Nigeria. Fougou Boukar, an official from the restive region noted that the militants are believed to have come to Niger after crossing the Komadugu Yobe river which separates the country from Nigeria. “There has been enormous damage with about 50 houses burnt,” state television quoted Boukar as saying, adding, “The Boko Haram members were armed with Kalashnikovs and came across the Komadougou Yobe” river. Local television showed hundreds of distressed villagers, praying in memory of the victims.

At least 30 people, including a United Nations peacekeeper, have been killed in violence in a Democratic Republic of Congo’s northeastern region. Local sources said on Monday that the deaths took place as a result of clashes involving Congolese army and UN forces against Ugandan rebels in North Kivu’s town of Eringeti. According to the Study Centre for the Promotion of Peace, Democracy and Human Rights (CEPADHO), the victims also included civilians and Congolese soldiers. The victims have not been identified. A Congolese army spokesman in the region, Mak Hazukay, said the Allied Democratic Forces-National Army for the Liberation of Uganda (ADF-NALU) rebels “attacked our positions at Eringeti and we repelled them all night.” An unnamed regional official said he had witnessed “four civilians killed by bullets and seven patients and a nurse cut up by machete at the hospital.” Activists say at least 500 civilians have been killed in attacks carried out by the rebels since last October.

France and Germany have opened the door to a cooperation with the Syrian army in the fight against Islamic State (IS), while Germany is to send 1,200 military in the Middle East in a move away from its usual non-intervention stance. “There will be no future with [Syrian leader] Assad, this is clear,” German defense minister Ursula Ursula von der Leyen said on German ZDF television on Sunday (29 November). “But there as parts of the Syrian troops that we can take.” “Maybe it is right to talk about the Syrian troops, when it is clear, once the transitional phase has begun, what is happening with Assad,” she added. “That must be reevaluated.” Von der Leyen spoke two days after French foreign affairs minister Laurent Fabius said on Friday that “regime forces” could be used against IS. “There must be two measures: bombings … and ground troops who cannot be ours, but who should be of the Free Syrian Army [opposed to Assad], Sunni Arab forces, and why not regime forces too,” ho told French RTL radio. Over the weekend, Germany announced it would send 1,200 men in the Middle East by the end of the year. A German frigate will be sent to the eastern Mediterranean, to support France’s Charles de Gaulle aircraft carrier. Four to six Tornado reconnaissance planes and refuelling aircraft will also be deployed and will be stationed in Jordan and Turkey, the German army chief of staff said on Sunday. He also said the German airforce will not directly participate in strikes against IS. Foreign military involvements are often controversial in Germany and a vote by the Parliament will be necessary to approve the deployment. Germany already said it would send up to 650 more soldiers to Mali to help the French and send more experts in northern Iraq to train Kurdish peshmerga fighters.

The International Monetary Fund added China’s yuan to its basket of key global currencies on Monday, a move that gives new status to the world’s second leading economy. The IMF said that the yuan, also known as the renminbi, “met all existing criteria,” to be added to the U.S. dollar, Europe’s euro, the Japanese yen and the British pound as one of the currencies in the world organization’s Special Drawing Rights grouping, the financial standard it uses in issuing crisis loans to its 188 member nations. The action takes effect next October. IMF Managing Director Christine Lagarde said the decision is “an important milestone in the integration of the Chinese economy into the global financial system. “It is also a recognition,” she said, “of the progress that the Chinese authorities have made in the past years in reforming China’s monetary and financial systems.” The Special Drawing Rights are not a freely traded currency, but are important as an international reserve asset. Analysts say the IMF action could push Beijing to live up to its promises to make the yuan even more “freely usable” across the world, a standard the IMF concluded Beijing has already met.
