Israel’s parliament has passed a law toughening penalties against Palestinians for throwing rocks at soldiers, after a nearly two-month wave of violence that has seen almost daily Palestinian attacks on Israeli civilians and soldiers. The law places a minimum sentence of three years on offenders and strips rock-throwers of their social security benefits, a punishment that applies to Palestinians in east Jerusalem. The parents of minors convicted of rock-throwing could also have their social security benefits annulled during the period of the offender’s sentence. Israel’s parliament, the Knesset, announced passage of the law on its website Tuesday. The legislation was first introduced months ago, before the current unrest began. An Israeli border policeman, 20, was critically wounded on Wednesday in a car-ramming attack at the Halhul Junction in the West Bank. The assailant, a Palestinian resident of Hebron, was shot and killed. He was identified as Ibrahim Saqafi, 23. According to initial reports, the Palestinian motorist swerved suddenly toward a group of Israelis standing at the junction. The victim suffered multisystem trauma and was rushed to a Jerusalem hospital.

Exiled Hamas leader Khaled Meshaal called on all Palestinian groups Wednesday to form a unified leadership of the current wave of violence against Israel, which he called an intifada, or uprising. Speaking by video-link from Qatar, the head of the Islamist group urged other organisations to join “an operational leadership of the intifada… to put in place an agreed strategy for common struggle covering all options.” Meshaal called for “resistance in all of its forms, armed or not” in order to “confront the settlers and defend the Muslim holy places.” Simmering tensions boiled over in September regarding the status of the Al-Aqsa mosque compound in Israeli-annexed east Jerusalem, a site holy to both Muslims and Jews, before spiraling into a series of attacks from October 1.

Headline: Palestine’s Abbas urges return to pre-2000 status quo in Jerusalem
Palestinian President Mahmoud Abbas called Wednesday for returning to the status quo that was in force in Jerusalem before 2000, without any Israeli intervention. “We are working with the Jordanian brothers to revert the situation to pre-2000 and protect our holy sites from the continuous settler attacks,” Abbas said at a meeting of the executive committee of the Palestine Liberation Organization (PLO) in the West Bank city of Ramallah. Palestinians stress that the status quo they refer to is the one that was enforced before Israel occupied the eastern part of Jerusalem in 1967, and resumed until 2000, when Jordan was the custodian of Al-Aqsa mosque compound. They say that Israel has changed the status quo in 2000 by controlling one of the main gates leading to the mosque and imposing restrictions on the other mosque’s gates.

A car bomb targeting a policeman’s club in the Egyptian city of El Arish killed six people and wounded 10 on Wednesday, security sources said. Islamic State’s Egypt affiliate, Sinai Province, claimed responsibility for the attack, which it described as a suicide bombing. The group has killed hundreds of soldiers and police since the army toppled Islamist President Mohamed Morsi in 2013 after mass protests against his rule. Egyptian President Abdel Fattah al-Sisi has said Islamist militants pose a grave threat to Egypt, the most populous Arab country. On Saturday, a Russian jet, carrying 224 passengers, most of them holidaymakers flying back to St. Petersburg from the Sinai Red Sea resort of Sharm el-Sheikh, crashed into a mountainous area of Egypt’s Sinai peninsula shortly after losing radar contact near cruising altitude, killing all aboard.

Moscow’s military force in Syria has grown to about 4,000 personnel, but this and more than a month of Russian air strikes have not led to pro-government forces making significant territorial gains, U.S. security officials and independent experts said. Moscow, which has maintained a military presence in Syria for decades as an ally of the ruling Assad family, had an estimated 2,000 personnel in the country when it began air strikes on Sept. 30. The Russian force has since roughly doubled and the number of bases it is using has grown, U.S. security officials said. The Russians have suffered combat casualties, including deaths, said three U.S. security officials familiar with U.S. intelligence reporting, adding that they did not know the exact numbers. Russia’s foreign ministry declined to comment on the size of the Russian contingent in Syria or any casualties it has suffered. It referred questions to the Russian Defense Ministry, which did not respond to written questions submitted by Reuters. The Kremlin has said there are no Russian troops in combat roles in Syria, though it has said there are trainers and advisers working alongside the Syrian military and also forces guarding Russia’s bases in western Syria. A U.S. defense official said Russian aircraft are now operating out of four bases, but multiple rocket launcher crews and long-range artillery batteries are deployed outside the facilities. “They have a lot of people outside the wire,” he said.

Syria Headline: Syrian Army Regains Control of Aleppo Supply Route
Areas around Aleppo have seen weeks of heavy fighting after Syrian troops backed by Lebanese Hezbollah and Iranian fighters launched an offensive to retake territory around Aleppo from rebels and jihadist fighters. The offensive has concentrated so far on clearing insurgent-held areas south of Aleppo rather than the city itself. The Syrian army regained control of a road southeast of Aleppo on Wednesday, state television said, taking back the government’s only supply route into the city from Islamic State fighters who had seized it last month. Army forces took full control of the road which runs from Aleppo through the towns of Khanaser and Ithriya and links up with the cities of Hama and Homs further south, the channel flashed in a news bulletin. The Syrian Observatory for Human Rights monitoring group confirmed the report.

Syria Headline: Rebels down government air force plane in western Syria: activists
Rebels shot down a Syrian government warplane with anti-aircraft fire Wednesday in the western province of Hama, forcing its pilot to eject, an activist group and an insurgent media spokesman said. The pilot died after his parachute failed, the Syrian Observatory for Human Rights said. The Syrian air force jet was downed in northwest Hama, near the town of Kafr Nbouda, where fighting has been raging between insurgents and government forces backed by air cover. Rebels had late on Tuesday taken over Tel Othman, a hill nearby, said the Observatory, which monitors Syria’s civil war using a network of sources on the ground. A media spokesman for a rebel group operating in the area under the banner of the Free Syrian Army said it had shot the plane down. “We targeted the (Russian-built) MiG aircraft while it was striking rebel positions on the front of Kafr Nbouda. We shot at it with our medium machine guns,” Yasser Shehadeh of the al-Wosta division told Reuters via Internet messaging.

Iraq Headline: Islamic State trains with American armored vehicles in Iraq
The Islamic State has released photographs detailing the training of its so-called “Third Armored Brigade” in Iraq’s northern province of Ninewa. The images show the use of American-made Mine Resistant Ambush Protected (MRAP) vehicles, as well as old Soviet armor. In addition to displaying the jihadists training with these vehicles, the fighters are also shown undergoing weapons training with AK-47 assault rifles and rocket-propelled grenades (RPGs). The vehicles were likely captured from the Iraqi military after the fall of Mosul last year or in subsequent battles. In June, the Islamic State showcased its “spoils” gained from fighting the Iraqi Security Forces near the town of Al Karmah, which sits in between Fallujah and Baghdad. Numerous Humvees, cargo trucks, fuel tankers, and US-made MRAPS were shown have been captured by the Islamic State.

Iraq Headline: 9 people killed, wounded in bomb blast southeast of Baghdad
A source in the Iraqi Interior Ministry announced on Wednesday, that nine people had been either killed or wounded in a bomb blast southeast of Baghdad. The source said in an interview for IraqiNews.com, “A bomb exploded, this afternoon, near the industrial shops in Basmya area southeast of Baghdad, resulting in the death of one person and wounding eight others.” The source, who asked anonymity, added: “the security forces rushed to the scene and transferred the wounded to a nearby hospital for treatment and the body of the dead man to the forensic medicine department, while a raid and search operation was carried out to search for the perpetrators of the bombing.”

Warring parties in South Sudan are expanding stockpiles of weapons and ammunition in violation of an August peace deal and President Salva Kiir risks fueling violence with plans to almost triple the number of states in the country, said United Nations experts. In a report to the U.N. Security Council, seen by Reuters on Wednesday, the experts said they were examining the flow of arms into South Sudan and had “credible, independent” reports that both the government and opposition were boosting their supplies. The experts, who monitor U.N. sanctions on South Sudan, said they would provide details shortly. The 15-member Security Council warned in August it was ready to impose an arms embargo on the country if the peace agreement collapsed. A political row between Kiir and his former deputy Riek Machar sparked civil war in late 2013 and reopened ethnic fault lines between Kiir’s Dinka and Machar’s Nuer people. More than 10,000 people have been killed. Kiir and Machar signed the peace deal in August, but since then both sides have accused one another of attacks, and humanitarian groups have pulled out of parts of the oil-rich country where heavy violence has been reported. Egyptian President Abdel Fattah al-Sisi called for NATO powers to help rebuild Libya, beset by violence since an uprising backed by the Western military alliance toppled leader Moamer Kadhafi, in an interview. Sisi was quoted in British newspaper the Daily Telegraph ahead of a visit to London in which he is to discuss security co-operation with Prime Minister David Cameron. “Libya is a danger that threatens all of us. If there is no government then this only creates a vacuum where extremists can prosper,” Sisi said, according to the Telegraph. “It was a mission that was not completely accomplished… We must support all efforts to help the Libyan people and the Libyan economy.” Meanwhile, forces that control most of Libya’s oil fields Wednesday threatened to cut off exports if foreign companies do not start wiring payments to the internationally recognized government in the country’s east. Until now foreign companies have paid the Central Bank in the capital Tripoli, which is controlled by Islamist-allied militias who back a rival government. The internationally recognized government, which is based in the country’s far eastern city of Tobruk, recently set up its own Central Bank and National Oil Company.

The Romanian cabinet has resigned in response to nationwide mass protests that followed a deadly fire in a Bucharest nightclub in which 32 people died, Ministers said they would continue to carry out their duties until a new government is formed. “I’m handing in my mandate, I’m resigning, and implicitly my government too,” AP cited Romanian Prime Minister Victor Ponta as saying in a statement Wednesday. The PM said he was “obliged to take note of the legitimate grievances which exist in society.” “I hope handing in my and my government’s mandate will satisfy the demands of protesters,” Ponta said. The PM stepped down after an estimated 20,000 protesters took to the streets of Bucharest, the Romanian capital, demanding the resignations of PM Ponta, Interior Minister Gabriel Oprea and the mayor of the district where the nightclub was located. A 6.3 magnitude earthquake shook Alor, East Nusa Tenggara (NTT), on Wednesday, November 4, damaging dozens of houses in the region. Sumarwan, the head of Data and Information Section of the Meteorology, Climatology and Geophysics Agency (BMKG) in Kupang, said the quake occurred at 10:44am (local time) with an epicenter of 8.20 South Latitude and 124.94 East Longitude at 89km depth. “The epicenter is about 28km Northeast of Alor District,” he said. The Alor Regent Amon Djobo explained that the earthquake can be felt nearly throughout the entire Alor region, but the most devastated area occurred in East Alor and South Alor, where dozens of homes reportedly had collapsed. “For the time being, there hasn’t been any report on casualties because people are panicking,” said Amon. The Regional Disaster Management Agency has build several posts and aid to help earthquake victims.

Headline: World faces YEAR of CATASTROPHIC weather from most powerful El Nino & La Nina
Scientists are now certain the powerful El Nino warming of waters off the coast of South America which set in earlier this year will be the strongest for almost 20 years and will have catastrophic knock-on effects around the world including in Britain. El Nino is still growing rapidly with a peak forecast around Christmas and latest data suggests it will match the two strongest El Ninos ever recorded in 1997/98 and 1982/83 threatening serious consequences for the UK. El Nino, which sees ocean temperatures in the eastern Pacific rise due to a change in wind direction, has been linked to colder than average winters in northern Europe. However the almost unprecedented strength of the event now threatens to throw a spanner in the works next summer. Scientists warn that rather than recovering to normal values after El Nino peaks this winter, ocean temperatures will make a dramatic swing in the other direction. The so-called La Nina phenomenon will trigger a reversal of oceanographic conditions leading to a major cool down of the eastern Pacific. Like its brother El Nino, La Nina – which means The Girl – can have major impacts on climatic conditions around the world. In the tropics La Nina is linked to wetter than average conditions while in the United States the southeast and central plains are drier than normal with the northwest unusually cold. In the UK, a particularly strong La Nina threatens to quash any hopes of a decent summer with cold and wet weather associated with the pattern. Scientists say the exceptional strength of the current El Nino will trigger a’pendulum effect’ with an equally strong La Nina possible.

Headline: Yemen Cyclone Leaves Devastation
The numbers vary, but the story they tell is clear: The cyclone in Yemen has destroyed almost everything in its path. And some residents say between the ongoing war and the abject poverty that dominates the nation, they are growing terrified of the future. “All people here are very scared because the situation was already very bad due to the war and the control al-Qaida has on our city,” said Shehab Hazem, a 23-year-old fisherman from Mukalla. “And now we have the cyclone, which has made it much worse.” The U.N. refugee agency estimates more than 1 million people are impacted by the storm that is reported to have dumped years’ worth of rain on Yemen in a matter of days. The storm has weakened since it hit land Sunday, shifting from the island to the mainland and heading for the Yemeni capital, Sana’a, as it dissipates. But the danger is far from over, according to the U.N. humanitarian coordination agency. Winds as strong as 120 kph are expected to continue as the storm tapers off, according to OCHA. Winds up to 150 kph were reported during the height of the storm. Continued heavy rain could cause more flash flooding, and officials fear mudslides, rivers of debris and the further destruction of Yemen’s beleaguered infrastructure.
