Headline: Obama to demand unilateral Israeli concessions to pave way for Palestinian state
President Barack Obama plans to press Israel to take unilateral measures to make possible a Palestinian state. “We’ve been doing a lot of work internally to try to think about, if we are in a period without negotiations, how we can still generate some direction and progress . . . on the ground to reinforce that pathway toward a two-state solution even if negotiations will have to wait for some later period,” U.S. ambassador to Israel, Daniel Shapiro said. In a conference call on Dec. 6, Shapiro and senior administration officials outlined the agenda of the Nov. 9 meeting between Obama and Israeli Prime Minister Benjamin Netanyahu, according to a report by Middle East Newsline. Aides said Obama wants Israel to take measures on such issues as withdrawal from the West Bank, Palestinian control over Jerusalem and a Jewish housing freeze that could prepare for an eventual Palestinian state. The aides said the president has discounted the prospect of renewed negotiations between Israel and the Palestinian Authority in 2016. The White House officials said Obama would instead press Netanyahu to take measures that would preserve the option of a formal Israeli-PA agreement on a Palestinian state. “There will not be a comprehensive final status agreement in the remainder of his [Obama’s] term, and there likely may not even be meaningful negotiations between the two sides,” National Security Council coordinator for the Middle East, Robert Malley, said. “Given that reality, which is a new one, how does the prime minister himself see Israel going forward, given its own interests in stabilizing the situation in preventing the emergence of a one-state solution.”

President Obama sat down Monday with Israeli Prime Minister Benjamin Netanyahu for the first time in over a year, as the leaders look to ease tensions over the Iran nuclear deal while addressing the fresh burst of Israeli-Palestinian violence. The meeting at the White House came weeks after the administration and other partner nations began moving forward with the Iran deal, despite unsuccessful appeals by Netanyahu to the U.S. Congress to stop it. Adding to that tension is a separate controversy over Netanyahu’s appointment of a new spokesman who has spoken derisively about Obama. Ran Baratz, a conservative commentator, has suggested in Facebook posts that Obama is anti-Semitic and Secretary of State John Kerry cannot be taken seriously. Over the weekend, Vice President Biden condemned the remarks during an address to a Jewish group in Florida. “There is no excuse, there should be no tolerance for any member or employee of the Israeli administration referring to the president of United States in derogatory terms,” Biden said, while adding that nobody can undermine the U.S.-Israel relationship. At the top of their meeting on Monday, both Obama and Netanyahu stressed the strength of their alliance. “We’re with each other in more ways than one,” Netanyahu said, as Obama highlighted the “extraordinary bond” between the two countries.

Headline: Arab league seeks end to Israel’s violent ‘escalation’
Arab foreign ministers searched on Monday for ways to halt what one called Israel’s “dangerous escalation” of violence against Palestinians. Weeks of knife, gun and car assaults by Palestinians in Israel and the West Bank have left 74 Palestinians dead, around half of them alleged attackers. Ten Israelis and one Arab Israeli have also been killed, and violence has spread to the Gaza Strip as well. Attacks against Jews began in early October as tensions over the flashpoint Al-Aqsa mosque compound in Jerusalem erupted. The compound is the third holiest site in Islam, as well as being the holiest site in Judaism which venerates it as the Temple Mount. “This emergency meeting comes with the dangerous escalation by the Israeli government, the settlers, the Jewish extremist groups, and the Israeli forces in the blessed city of Jerusalem,” United Arab Emirates Foreign Minister Sheikh Abdullah bin Zayed al-Nahyan told the meeting, the official Saudi Press Agency reported. He chaired the gathering of the 22-member bloc, and said the Palestinian issue is key to peace and security in the region. “We gather today to take a decision about what we can do to stop these crimes and violations,” the UAE minister said.

Headline: IAF attacks Hamas infrastructure in southern Gaza
The Israeli Air Force (IAF) on Sunday night launched an airstrike against a terrorist infrastructure belonging to Hamas in southern Gaza, the IDF Spokesperson’s Unit said. The airstrike was in retaliation for a rocket attack on southern Israel on Sunday evening. “The IDF holds the Hamas terrorist organization solely responsible for Gaza and will continue to act to maintain quiet in southern towns,” the IDF statement said. Sunday evening’s rocket attack targeted the Sha’ar Hanegev region next to Gaza. The rocket exploded in an open area, and did not cause any physical injuries or damage.

The death of 19-year-old border policeman Binyamin Yakobovitch on Sunday from injuries suffered from a Palestinian vehicular attack last week raised to 12 the number of Israelis that have been murdered during the ongoing Palestinian wave of terror. A total of 159 Israelis have been wounded, including 21 in serious or critical condition. As of Sunday night, there had been 62 stabbings, nine vehicular attacks and nine shootings since the wave began.

A policeman has opened fire at a police training centre in Jordan, killing two Americans, a South African and two Jordanians, officials say. The Jordanian embassy in Washington said the Jordanian assailant also wounded two Americans and two Jordanians, before being shot dead. President Barack Obama said the US was taking the attack “very seriously”. The US-funded Jordan International Police Training Centre (JIPTC) hosts mainly Palestinian and Iraqi officers. Civilian contractors from the US and elsewhere assist Jordanian police trainers at the facility in Muwaqqar, on the eastern outskirts of Amman. Jordanian government spokesman Mohammed Momani told the Associated Press that an investigation had been launched into whether the motive for Monday’s shooting attack at the JIPTC was personal or political. The assailant was a senior trainer with the rank of captain, a Jordanian security source was quoted as saying by Reuters. The US embassy in Amman confirmed that two US government employees were killed and two wounded in the incident. “Our heartfelt condolences go out to the families of all of the victims. The investigation is ongoing and it is premature to speculate on motive at this point,” a statement said. “We are working closely with the government of Jordan and local security services on a full and comprehensive investigation.” “We strongly condemn this incident and we deeply appreciate the co-operation and support received from our Jordanian partners.”

Headline: Egypt says ISIS militant killed in Cairo shootout
Egyptian police have killed a top commander of a local ISIS affiliate in a Cairo raid, the Interior Ministry said in a statement Monday. Ashraf Ali Hassanein Gharabli, described as a leader of ISIS’ Egyptian affiliate Sinai Province, died in a firefight that erupted when police tried to arrest him Sunday in the capital’s El-Marg district, the statement said, adding that Gharabli had opened fire with a 9mm pistol when policemen approached him outside his car. His killing follows the Oct. 31 crash of a Russian plane in Egypt’s Sinai Peninsula. ISIS has claimed responsibility for bringing down the aircraft, which broke up in mid-air, killing all 224 people on board. The ministry’s statement said Gharabli was implicated in a series of militant attacks, including the beheading of a Croatian engineer last summer, the killing of an American oil worker a year earlier, and the July bombing of the Italian Consulate in Cairo, which killed one person and wounded at least 10. It also said Gharabli attempted to assassinate the former Interior Minister Mohamed Ibrahim in 2013, and was behind the September kidnapping and killing of a guide in the Western Desert who the militants said had worked with security forces.

Syria Headline: Regime forces kill 58 Islamic State fighters in Deir Ezzor province
The French army on Sunday bombed an oil supply center held by the Islamic State terrorist group (ISIS) in eastern Syria, Defense Minister Jean-Yves Le Drian announced Monday. “We intervened in Syria… yesterday evening with a strike on an oil supply center near Deir Ezzor on the border between Iraq and Syria,” Le Drian told journalists on the sidelines of a forum on African peace and security in Dakar, Senegal. It was France’s third wave of strikes in Syria since President Francois Hollande decided in September to join the campaign there against ISIS. The two previous waves targeted training camps for foreign jihadists who were suspected of preparing attacks in France. Hollande on Thursday said operations would be expanded to include “all those sites from which terrorists could threaten our territory.” The president also said France would deploy its nuclear-powered aircraft carrier – the flagship of the French navy – to boost operations against ISIS in Syria and Iraq.

Syria Headline: Syrian regime forces capture northern village from ISIS militants
State media and activists say Syrian troops have seized a northern village from ISIS in an advance toward an air base besieged by the extremists for more than a year as Russia and the U.S.-led air campaign struck against strategic ISIS targets. State news agency SANA says troops and pro-government gunmen captured the village of Sheikh Ahmad in Aleppo province Monday. The Britain-based Syrian Observatory for Human Rights said troops captured the village and advanced to a point some 2 kilometers from Kweiris air base. The observatory, which relies on local activists, says troops advanced under the cover of Russian and Syrian airstrikes. Breaking the siege imposed on Kweiris nearly two years ago would be a major success for government forces, which launched a multi-pronged offensive after Russia began carrying out airstrikes on Sept. 30. The Russian Defense Ministry said in a statement Monday Russia’s air force struck 448 targets throughout Syria over the last three days. Targets hit included a repair workshop for armored vehicles near Kfar Nabouda in Hama province, which belonged to Al-Qaeda affiliate Nusra Front. Other targets said to belong to Nusra Front were a command center in Zarbe, a training camp near Kweiris east of Aleppo and a “large munitions stockpile” near Maheen in Homs province. The air force also said it bombed ISIS’ stronghold Raqqa, where two more munitions stockpiles were “completely destroyed.” Among other targets was a position used by Nusra Front for launching mortar attacks in Latakia and a stockpile of rockets in the mountains near Damascus kept by ISIS, it said. It added that militant groups have “changed their tactics” by constantly “changing the arms and munitions delivery routes” and moving at night. The ministry claimed that some of the information on the targets had come from the “Syrian opposition” but did not specify which groups it had worked with.

Headline: One killed, five hurt in clashes with Kurdish militants in southeast Turkey
A taxi driver was killed and five other people, including a police officer, were wounded on Monday when Turkish security forces clashed with Kurdish militants in the southeastern town of Silvan, local media reported. Silvan, about 80 km (50 miles) east of Diyarbakir, the biggest city in mainly Kurdish southeast Turkey, has been under a week-long police curfew imposed in the fight against militants from the youth wing of the banned Kurdistan Workers Party (PKK). A 45-year-old cab driver was killed during the clashes and an elderly man was wounded when his house was hit by a shell, Hurriyet daily reported. The newspaper’s images from Silvan showed armored police vehicles on guard between bullet-scarred buildings. Streets were deserted but strewn with pavement stones, rubble and trash. Turkey’s southeast has been hit by the worst violence in years after a two-year old cease-fire between the Turkish state and the PKK militants collapsed in July.

NATO partners are considering ways of beefing up their training and assistance mission in Afghanistan as concern grows over the ability of local forces to fight an escalating insurgency by Taliban militants, according to officials in Brussels and Kabul. The Taliban’s success in seizing the northern city of Kunduz in late September and holding it for several days caused shock among Afghanistan’s international partners, who have invested billions of dollars trying to create a security force capable of standing on its own. “The situation is sobering, it is not as stable as we hoped it would be,” said General Hans-Lothar Domroese, a veteran of Afghanistan who is Germany’s second-most senior general in the NATO alliance. Speaking at the margins of a NATO exercise in Spain, he said weak government control in many areas and corruption were making the job of reinforcing security more difficult, but added: “If we don’t stay, they will drift into a maelstrom, and there is a significant danger that they get torn away.”

The issue of migrants from the Middle East is creating tensions throughout the western world, but on Monday those tensions were seen clearest at Australia’s Christmas Island detention center, as migrants rioted and set fire to the facility. At the facility on Christmas Island, located 2,650 kilometers (1,650 miles) northwest of Perth and just south of Indonesia, migrants lit fires damaging medical, educational and sporting facilities, reports BBC. As of Monday morning government officials say the “major disturbance” is still in its full throes, and that guards have been pulled from the site for “safety reasons,” even while denying there was a “large-scale riot.” The violence appears to have been set off by Iranian migrants who started protesting the death of Fazel Chegeni, an Iranian Kurd, who broke out of the facility on Saturday. His body was found at the bottom of a cliff on Sunday, with a report on his death currently being prepared. But the protest quickly spun out of control, as “other detainees took advantage of the situation to engage in property damage and general unrest,” according to the officials. “A group of detainees, believed to be non-citizens whose visas have been cancelled under mandatory cancellation provisions, continue to agitate and cause damage to the facility. There are no reports at this time of any injuries to detainees or staff.” One 25-year-old detainee Matej Cuperka was quoted by ABC News, saying that he feared for his life due to the rioting.

Chad has declared a state of emergency in the Lake Chad region after a series of raids and suicide bombings there by militant Islamist group Boko Haram, the government said on Monday. Chad was instrumental in forcing Boko Haram to cede territory earlier this year, undermining its six-year campaign to carve out a Nigerian caliphate. But guerrillas have since ramped up attacks in remote border areas around Lake Chad, killing at least three people in a Chadian village on Sunday and three Nigerian refugees in northern Cameroon on Monday. Chad’s Communications Minister Hassan Sylla Bakari said the order, effective immediately, would grant authorities new powers to search and monitor residents in the region. There has not been a state of emergency in Chad, one of Africa’s military heavyweights, since a series of rebellions in the 2000s springing from its volatile east. Neighbouring Niger also has a state of emergency in its border region of Diffa. A top U.N. official said last month that an 8,700 regional task force will begin joint raids against Boko Haram when the rainy season ends soon. Vice Admiral Michael Franken, U.S. Africa Command’s Deputy for Military Operations, told Reuters on Monday he expected Nigeria-led actions to lead to a “significant degradation” in Boko Haram’s activities within six months. Islamic extremists are expanding their reach in West Africa, using porous borders and exploiting political chaos to further their attacks, security experts said Monday at the opening of a regional conference on the jihadist threat. Some 800 security officials and analysts from across the region are taking part in the two-day conference to develop strategies for a coordinated response to the attacks that have mounted this year far beyond Boko Haram’s base in northeastern Nigeria. “I think the main characteristic of the threat today is that this is a threat that knows no boundaries,” said Soumeylou Boubeye Maiga, African Union special envoy in the fight against terrorism. As the conference took place, a female teenage suicide bomber in a town along the Cameroonian-Nigerian border targeted a mosque during afternoon prayers. At least four people were killed and dozens were wounded in Fotokol, according to regional Gov. Midjiyawa Bakari. It also comes after Senegalese authorities announced Saturday that several imams have been arrested and accused of supporting Boko Haram. While the extremist group has been attacking neighboring countries the recently announced arrests are the first suggesting a Boko Haram threat in Senegal, a mostly moderate Muslim nation. Boko Haram’s six-year-old uprising has left an estimated 20,000 people dead, according to Amnesty International. This year militants from the group have stepped up their attack across the Lake Chad region where the borders of Nigeria, Niger, Chad and Cameroon meet. “The porous borders between our countries are an advantage for our enemy,” Nigerian Gen. Mohammed Babagana Monguno said. Over the weekend, two girls wearing suicide vests detonated their explosives in Chad in a community along Lake Chad killing several people, according to national television. “From now on, what we need to focus on is how to establish a new model of governance that does not create the frustration that fuels these armed groups,” said Laurent Bigot, a regional analyst and former French diplomat. “Terrorism is not a cause, it is a consequence.”

Two defense officials familiar with reports of the test revealed to Washington Free Beacon on Monday that the test of a Dong Neng-3 exoatmospheric vehicle took place on October 30, and was conducted from the Korla Missile Test Complex in western China. While Chinese press claimed the test was of a missile defense interceptor, the officials revealed the missile is a direct-ascent type meant to take out satellites. U.S. military officials have proposed sending more troops to Europe to deter the threat of aggression by Russia and have stepped training exercises aimed at countering possible interference with troop transfers by Moscow. The Wall Street Journal reports that proposals for the deployment of multiple U.S. brigades in Europe were made over the weekend at the Reagan National Defense Forum at the Ronald Reagan Presidential Library in Simi Valley, Calif. The U.S. Army currently has two infantry brigades based in Eastern Europe, totaling approximately 7,000 soldiers. One other brigade rotates in and out of Europe on a regular basis. Army Chief of Staff Gen. Mark Milley told the Journal that he would like to send attack helicopter units and artillery brigades to Europe as well as more rotating brigades. Gen Philip Breedlove, the supreme allied commander of NATO, told the Journal that decisions on the proposals would be made “in the next couple of months.” Any plans for a troop increase must be developed by the Pentagon, approved by President Obama and funded by Congress. The paper reported that funding for the troop increase would be included in a budget request sent to Congress early next year.

They also want to tighten the so-called 100-installment scheme for repayment of arrears to the Greek treasury. Under the scheme, Greeks can repay their debt to the state in 100 separate payments. Creditors demand that someone who misses a payment is expelled from the scheme, while the Greek government wants a 25-day grace period.

Headline: Ground swallows dozen cars in Mississippi
Tests are to take place to determine why the ground opened up in a Mississippi city, swallowing 12 cars in a restaurant car park.
The large gash, some 400ft (120m) long and 35ft (11m) wide, opened up late on Saturday in Meridian, near the Alabama state line.
The area had suffered heavy rains over the past two weeks, the Meridian Star newspaper reported.
No-one was injured, and engineers will assess the ground on Monday.
Buck Roberts, the director of public safety in Meridian, told the newspaper it did not appear to be a sinkhole, which is usually caused when an underground water aquifer dries and the ground above it collapses.
“You can call it what you want, a cave-in or whatever, but it is not a sinkhole,” Mr Roberts said.

The second cyclone in a week slammed into an island off Yemen’s coast Sunday with 127-mph winds, the equivalent of a Category 3 hurricane, killing at least two people, officials said. Cyclone Megh hit the eastern portion of the Yemeni island of Socotra, according to AccuWeather. Megh is forecast to continue moving toward the mainland of Yemen, likely hitting as a tropical storm or depression on Tuesday or Wednesday, AccuWeather said. Socotra, population 44,000, is a small island in the Arabian Sea, about 240 miles off the coast of Yemen. Preliminary reports indicate that two people were killed by the storm, the World Health Organization tweeted Sunday. Megh follows on the heels of Cyclone Chapala, which hit Yemen on Tuesday, killing at least nine people. Heavy rain hit Israel Monday morning, but no city was hit harder than the southern city of Ashkelon, where the emergency room at Barzilai Medical Center was flooded and the roofs of parked vehicles could barely be glimpsed above the rising waters. Even the most veteran doctors at Barzilai said they’d never seen such severe flooding which seeped into the hospital wards through the doors and windows. Among the wards that were flooded were the emergency room, the NICU (neonatal intensive care unit), an operations room, the cafeteria, the Department for Obstetrics and Gynecology, the Pediatric Department and the hospital’s main halls.
