Headline: New Zealand circulates UN draft resolution for new peace effort
The Netanyahu administration has told New Zealand not to try its reported attempt to resurrect the “peace process” through the United Nations Security Council. New Zealand now is a non-permanent member of the Security Council and reportedly is preparing a draft resolution for Israel and the Palestinian Authority to resume talks. Channel 2 television said that government security advisers called New Zealand’s ambassador to Israel, Jonathan Curr, for a meeting on Wednesday and told him to forget the idea. The draft resolution, according to Haaretz, includes a freeze on building new homes for Jews in Judea and Samaria as well as a ban on demolishing illegally-built Arab homes.

A Palestinian stabbed and wounded a man at a station of Jerusalem’s light rail Friday before he was shot dead by police, security guards and civilians, police said. An Israeli man was wounded in the cross-fire. The man hurt in the stabbing was a U.S. citizen, according to Israeli media. The Jerusalem stabbing took place at a station of the city’s light rail — a frequent target of assailants in recent weeks. Police spokeswoman Luba Samri said a Palestinian man stabbed a man waiting at the station, seriously injuring him. As the assailant tried to stab another person, police, transport security guards and a civilian opened fire, seriously wounding him and hitting an Israeli civilian in the leg, she said. The Palestinian later died in hospital. In the West Bank, two Palestinians carrying knives ran toward an Israeli checkpoint, drawing fire from troops who killed one and critically wounded the other, according to police and a Palestinian medic. Friday’s incidents were the latest series of Palestinian attacks that began in mid-September and were accompanied by widespread unrest, including clashes between Palestinian stone-throwers and Israeli troops. Also Friday, Israeli forces imposed new restrictions on Palestinians in the Israeli-controlled center of Hebron, the largest Palestinian city in the West Bank, residents said. The military barred Palestinians between the ages of 15 and 25 from entering a major Hebron shrine that is revered by both Muslims and Jews, said senior Muslim cleric Munther Abu Felat. He said age restrictions were enforced only partially.

Palestinian officials on Friday urged the International Criminal Court to speed up its probe into accusations of “Israeli war crimes,” handing over a new dossier alleging summary killings and collective punishment. A delegation led by Palestinian Authority President Mahmoud Abbas asked ICC prosecutor Fatou Bensouda “to expedite” a preliminary inquiry, after the dossier was handed over earlier in the day documenting new alleged crimes in the past 40 days, PA Foreign Minister Riad al-Malki told reporters. Abbas arrived late Friday at the court for talks with Bensouda, accompanied by Malki, an AFP correspondent said. It was his first meeting with the prosecutor since the Palestinian Authority sparked controversy by joining the tribunal in January. The preliminary ICC probe aims to establish if there are grounds to open a full-scale investigation. It is unclear when it will be completed, but Malki said Friday he wants the court to finish quickly.

Saudi Arabian prince and media mogul al-Waleed bin Talal has said that his state must consider forging a “defense pact” with Tel Aviv in order to stop Iran from getting involved in the unfolding Middle East crisis, according to Kuwaiti Al Qabas Daily. Prince al-Waleed was quoted as saying, “The whole Middle East dispute is tantamount to matter of life and death for the Kingdom of Saudi Arabia from my vantage point, and I know that Iranians seek to unseat the Saudi regime by playing the Palestinian card. Hence, to foil their plots, Saudi Arabia and Israel must bolster their relations and form a united front to stymie Tehran’s ambitious agenda.” The Saudi media tycoon asserted that Iran seeks to support Syrian President Bashar Assad’s regime, thereby bolstering its own presence and influence in the region. He went on to say that in the case of another Palestinian uprising, he would stand with Israel for the sake of stopping Iran. “I will side with the Jewish nation and its democratic aspirations in case of outbreak of a Palestinian Intifada and I shall exert all my influence to break any ominous Arab initiatives set to condemn Tel Aviv, because I deem the Arab-Israeli entente and future friendship necessary to impede the Iranian dangerous encroachment,” he said, according to Al Qabas.

Syria Headline: U.S. to Deploy Special Operations Forces in Syria: Officials
The U.S. will send a small number of U.S. special operations forces into Syria as part of a shift in its strategy against ISIS, White House officials announced Friday. President Barack Obama has authorized a contingent of less than 50 commandos to deploy into northern Syria and work with moderate opposition forces who are fighting the militants. While the White House has consistently said it would not put U.S. boots on the ground, spokesman Josh Earnest insisted that they will be there in a “train, advise and assist mission” — and not in a combat role. “It will not be their responsibility to lead the charge up the hill,” he said. But he acknowledged they will be in a perilous situation: “There is no denying the amount of risk they are taking on here.” Earnest called the additional forces an “expansion” but not a “change” in U.S. strategy against ISIS. He was unable to detail what the special operators will do, citing security concerns.

Syria Headline: World Powers Agree on UN Plan for Syria
Syria Headline: Eight points agreed at multinational Vienna conference on Syria
World powers involved in talks on Syria’s political future have agreed to a U.N.-led process that involves talks between the Syrian government and opposition and also to explore a ceasefire that would still allow strikes against terrorist groups. The plans were outlined in a Friday news conference held by U.S. Secretary of State John Kerry, Russian Foreign Minister Sergey Lavrov and U.N. Special Envoy Staffan De Mistura. It followed a seven-hour meeting, on Syria, that included diplomats from the 17 countries, plus the United Nations and European Union. Officials said the group agreed to meet again within two weeks. Kerry said under the U.N.-led plan, Syrian government representatives and opposition members would work to establish a political process that leads to “credible, inclusive” governance in Syria and then a new constitution and elections. Under the plan, the elections would be held under U.N.-supervision. Lavrov, speaking through a translator, said the political group should create the basis for an inclusive administration. In addition to Russia and Iran, the talks included Iran’s rival Saudi Arabia, a country more aligned with the U.S. position that President Assad must not be part of any long-term political resolution to Syria’s crisis. Notably absent from Friday’s talks on Syria’s political future were representatives from the Syrian government and the country’s moderate opposition groups.

Syria Headline: Assad kills 40 in Damascus bombing bonanza
Forty people were killed on Friday when rockets fired by Syrian government forces crashed into a market in a rebel-held area outside Damascus, a monitor said. “There were 40 people killed and at least 100 wounded in the center of Douma,” a town in the Eastern Ghouta suburb of the Syrian capital, Rami Abdel Rahman, head of the Syrian Observatory for Human Rights, told AFP. “There is still heavy fire now, with both rockets and mortars,” he said, adding that the toll was expected to rise as people were still being pulled out of damaged buildings. Rebel-held Douma lies in Eastern Ghouta, the largest opposition stronghold in Damascus province. The region is regularly targeted by rocket fire, shelling, and aerial raids by government forces, and opposition groups there also fire rockets into the capital. On Thursday, government air strikes in Douma hit a market and a hospital, killing at least nine people, according to the Observatory.

Syria Headline: Iran’s elite units routed by ISIS in pre-battle for Aleppo
The battle for Al-Safira, 20 km. south of Aleppo – and the key to its capture – will go down in Iran’s Revolutionary history as the most humiliating defeat its elite forces have sustained in all its 36 years. This week, Iran sent into battle outside its borders 2,000 of its best-trained, loyal and well-equipped combat troops, detached from six elite Revolutionary Guards Corps (IRGC) units.The battle at Al-Safira, fought with Russian air cover alongside Hizballah and Syrian army forces, was supposed to be the turning point in the Syrian civil war. Its objective was to break through Islamic State and Nusra Front defense lines around Al-Safira, and knock over the positions the Islamists had erected for blocking the roads from Aleppo and central Syria to Damascus, among them Route 5, the main highway. After that, they planned to advance on Aleppo. Their offensive had the opposite result. Fighters from ISIS and the Nusra Front stopped the Iranian and Syrian troops in their tracks and forced them to abandon the sections they held along the main transportation routes leading to Aleppo. So not only did the Iranian-led army fail to clear the way to this key city, but they were driven back by ISIS fighters, who took control of the 20-kilometer route from Al-Safira to Aleppo. The day ended with the jihadis in position to tighten the siege on both cities.

Syria Headline: Syrian Army and Hezbollah Advance to Khan Touman in Southern Aleppo
Moments ago, the Syrian Arab Army’s 4th Mechanized Division – in coordination with Hezbollah, Harakat Al-Nujaba (Iraqi paramilitary), the National Defense Forces (NDF) of Aleppo City, and Kataebat Al-Ba’ath (Al-Ba’ath Battalions) – carried out a successful mission to capture the farms located between the strategic towns of Khan Touman and Qarass in southern Aleppo. According to a field report from southern Aleppo this morning, the Syrian Armed Forces and Lebanese Resistance surprised the Islamist rebels from Harakat Noureddine Al-Zinki, Harakat Ahrar Al-Sham, Liwaa Suqour Al-Sham, and the Syrian Al-Qaeda group “Jabhat Al-Nusra” with an assault at several locations after taking a brief hiatus from this offensive in order to repel the encroaching Islamic State of Iraq and Al-Sham (ISIS) fighters at Al-Safira and Ithriya.

Syria Headline: Syrian rebel groups declare Raqqa a ‘military zone’
Raqqa city in northern Syria – often dubbed Islamic State’s ‘capital’ – has been declared a military zone by a collection of opposition groups who have been planning to sweep IS out of the eastern Syrian city for months. A statement by Abu Issa – leader of the Raqqa Revolutionaries’ Brigade – was released on the brigade’s official YouTube account on Thursday. In the address, Abu Issa called on the people of Raqqa to help them in “rescuing” the city, while warning civilians to move away from IS positions.The commander also gave anyone helping IS five days to end associations with the group, or face possible reprisals. “We are bearing weapons to liberate you, and to protect you, and we promise to complete that mission,” Abu Issa, known only by his nom de guerre, said in the video. “We will soon announce the zero hour of a mission to free you from oppression. We know that you have waited a long time, as have all Syrians and the rest of the world. It will be a historic battle, first for Raqqa and then for all of Syria.” The Raqqa Revolutionaries’ Brigade, is believed to be stationed less than 50 kilometres from IS’s Syria stronghold.

Iraq Headline: Iraqi Shi’ite militia claims attack on exiled Iranian opposition camp
A Shi’ite Muslim militia in Iraq claimed responsibility on Friday for a deadly rocket attack on an exiled Iranian opposition group housed near Baghdad, according to Iran’s Fars news agency. At least 15 rockets crashed in and around the camp of the People’s Mujahideen Organisation of Iran (PMOI) next to Baghdad International Airport on Thursday, killing 23 members, a Paris-based spokesman said. “We warned the members of this terrorist organization to leave Iraq as soon as possible … If they don’t do so, there will be more similar attacks,” al-Mukhtar Army commander Wathiq al-Battat was quoted as saying by Fars. Reuters could not independently verify the claim. Al-Mukhtar Army has said it receives funding from Tehran. Fars news agency is close to Iran’s powerful Islamic Revolutionary Guards Corps. Shahin Gobadi, the PMOI spokesman, accused “agents of the clerical (Iranian) regime inside the government of Iraq” of launching the attack and also placed responsibility on the Iraqi government and the United Nations. Headline: When the EU shuts up, Erdogan moves in
Almost a week after German Chancellor Angela Merkel’s visit to Istanbul, Turkish police together with judiciary seized one of the country’s largest media groups on the eve of the faithful elections on Sunday. Of course, the media group was one of the few remaining critical voices in today’s Turkey, where 60-70% of the press is already controlled by President Recep Tayyip Erdogan and his cronies. The editor-in-chief of Bugun TV, Tarık Toros, managed to continue to broadcast for another 5 hours by locking himself up in the control room. He was then thrown out of the building, which he had run for the last 8 years, by police force. Both Toros and Erhan Basyurt, the editor-in-chief of Bugun daily were immediately sacked by the new so-called ‘trustees’, all from AKP ranks despite the law dictating that they should be neutral. The two newspapers, after a one-day break, are on the shelves again on Friday (29 October) with Erdogan in their headlines. The TV channels are running documentaries on camels. Erdogan is a shrewd politician and master tactician. He calculates well and moves quickly when he deems the atmosphere is ripe. Being given red-carpet treatment in Brussels on 5 October to discuss how to stem the flow of refugees to Europe, Erdogan quickly realised that he was no more a pariah in Brussels. When Merkel, despite all the warnings from the German Bundestag, visited Istanbul two weeks before elections, Erdogan rightly thought that the EU would simply shut up regarding his domestic actions and that he could get concessions from Brussels before elections as long as he promised Turkey’s help to rein in refugees. Unfortunate as it is, he was right.

Headline: Iran to send ‘fleet of warships’ to the Atlantic Ocean
Iran intends to dispatch “a fleet of warships” to the Atlantic Ocean shortly, the semi-state Fars news agency reported Thursday, quoting the regime’s navy chief. “Our warships will soon berth at ports in the Atlantic Ocean,” Navy Commander Rear Admiral Habibollah Sayyari promised at a ceremony on Wednesday marking the return to port of Iranian warships that Fars said had taken part in joint drills with the Russian navy. Sayyari said the Iranian vessels had been in the Caspian Sea and at the Russian port of Astrakhan. “The presence of Iranian warships in international ports shows the Iranian Navy’s prowess,” Fars quoted him saying. Sayyari made a similar pledge to deploy warships in the Atlantic in early 2014. At the time, Iran promised to send its fleet close to American maritime borders as a counter to the US navy’s presence in the Gulf. But in April, the navy chief said the move had been canceled “due to a change in schedule.”

Headline: Rebels abduct 12 UN contractors in South Sudan
Rebels in South Sudan have abducted 12 UN contractors operating a barge carrying fuel, weapons and equipment for international peacekeepers. UN spokesman, Stephane Dujarric, said on Thursday that the incident happened in the town of Kaka, in the northeastern province of Upper Nile, AFP reported. Dujarric demanded that the “national contractors be released immediately, unharmed and unhurt,” adding that attacks against peacekeepers may constitute a war crime. Dujarric called on rebel leader, Riek Machar, to “take his responsibilities” and “uphold his commitment to the United Nations that all be returned safely.” In a similar incident on Monday, 100 heavily-armed rebels kidnapped 20 peacekeepers when they captured the barge traveling on the Nile, north of Malakal. The peacekeepers, however, were released on Thursday.

Unidentified warplanes carried out air strikes on Libya’s Sirte city, targeting areas controlled by Islamic State of Iraq and Syria (ISIS) militants in the south and west, a witness said on Thursday. The strikes were the second on ISIS in the city this month. Neither of Libya’s rival governments nor other warring factions immediately claimed responsibility. “We heard the warplanes around midnight, then there were massive explosions,” the witness said. There were no immediate official reports of any casualties. Libya is caught up in a conflict between two rival governments and their armed factions, leaving a security vacuum that has allowed ISIS militants to gain ground. They have secured a base in Sirte.

Headline: Tunisian customs officer in self-immolation
A Tunisian customs officer has died after setting himself on fire, officials said Thursday, in an apparent protest mirroring that of a graduate which sparked a popular revolt. The 54-year-old died in Monastir on Wednesday night after suffering “third-degree burns all over his body,” said Radhouane Harbi, head of the Fattouma Bourguiba hospital’s emergencies unit. Mongi Belkadhi, spokesman for civil protection, told AFP the man had on Tuesday sprayed his uniform with petrol and set himself alight outside a hotel in the touristic area of the eastern coastal city. A customs official told private television channel Nessma that the man had been on sick leave and had said he wanted to return to work. The government department that employed the man was not immediately available for comment. In December 2010, young university graduate Mohamed Bouazizi who eked out a living as a fruit seller set himself alight to protest police harassment and unemployment in the central town of Sidi Bouzid. His act, from which he died weeks later, ignited the 2011 Arab Spring uprising that later spread to several Arab capitals and brought down autocratic regimes.

Clashes erupted on Wednesday in the Tiebanda Forest, in central Mali’s Mopti region, and ended in the early evening, said Colonel Souleymane Maiga. A number of Islamist militants were also wounded, he said, while the army suffered no casualties. “These are elements that carried out several attacks in the region, notably against security posts. The army located them a while ago thanks to witness accounts from villagers,” he said. The West African nation is still struggling with the fallout from a 2012 Islamist occupation of its desert north. A French-led military intervention in 2013 routed the militants, but there are frequently attacks on Malian soldiers and United Nations peacekeepers. The Houthis aim to secure Damt to pave the way for the well-defended southerners’ stronghold of Dhale province, a gateway to the government-controlled port city of Aden, the officials added. Some of the bodies lay scattered on the ground, witnesses told The Associated Press. All officials who detailed the latest developments have remained neutral in the conflict that has splintered Yemen. The US Navy scrambled four fighter jets to intercept Russian warplanes earlier this week near a US aircraft carrier operating off the Korean peninsula, officials said Thursday. He said there was no evidence the Russian planes posed a direct threat. Tu-142 Bears are primarily reconnaissance and anti-submarine aircraft. Still, the carrier scrambled four F/A-18 fighters to intercept and escort the Russian aircraft, he said. One of the ships accompanying the USS Ronald Reagan tried to hail the Russian aircraft by radio but did not receive a response, he added. ‘It’s standard operating procedure for US planes to escort any aircraft that are flying anywhere in the vicinity of US Navy ships,’ Davis said. ‘The interaction was characterized as safe.’

China’s naval commander told his U.S. counterpart that a minor incident could spark war in the South China Sea if the United States did not stop its “provocative acts” in the disputed waterway, the Chinese navy said on Friday. Admiral Wu Shengli made the comments to U.S. chief of naval operations Admiral John Richardson during a video teleconference on Thursday, according to a Chinese naval statement. The two officers held talks after a U.S. warship sailed within 12 nautical miles of one of Beijing’s man-made islands in the contested Spratly archipelago on Tuesday. China has rebuked Washington over the patrol, the most significant U.S. challenge yet to territorial limits China effectively claims around its seven artificial islands in one of the world’s busiest sea lanes. “If the United States continues with these kinds of dangerous, provocative acts, there could well be a seriously pressing situation between frontline forces from both sides on the sea and in the air, or even a minor incident that sparks war,” the statement paraphrased Wu as saying.

Headline: Plague confirmed in Oregon teen
A teenage girl in Crook County, Oregon is in the ICU recovering from a case of bubonic plague, according to the Oregon Health Authority and the Crook County Public Health Department. Health officials believe she contracted the bacteria from an infected flea during a hunting trip earlier this month in Morrow County, Oregon. According to a press release, the young woman began feeling sick on October 21 and was hospitalized in Bend, Oregon on October 24. Plague is rare in Oregon, with only eight human cases diagnosed since 1995 and no deaths, according to the Oregon Health Authority.

When the Bremerton Knights take the field against Sequim on Thursday, a group of Satanists dressed in ceremonial robes will be watching from the stands. The members of The Satanic Temple of Seattle say they are coming to the game to advocate for religious equality, in light of the controversy sparked by Bremerton High School assistant football coach Joe Kennedy, who has threatened to sue the school district if he is not allowed to pray on the field after games. Bremerton School District spokeswoman Patty Glaser confirmed Wednesday the district has received a request from the Satanic Temple asking to be allowed access to the field after the game for a ceremony. The district is working on a statement in response, Glaser said. The Satanists aren’t coming uninvited. Two Bremerton High School students responded to a public offer made by the Temple this week to give an invocation at the game and asked the Satanists to attend. The two students had different motivations for contacting the Satanists, but both said they wanted to emphasize the need for equal religious opportunity at their school. They believe if the district allows prayer on the football field after games, people of all faiths should be allowed to participate.

Ethiopia is facing its worst drought in decades, with more than eight million people already in need of food assistance as a result of weather conditions that are set to worsen, the aid agency Goal has warned. The failure of two consecutive rainy seasons, including the summer rain that normally feeds 80-85 per cent of the country but was exceptionally weak this year, has devastated livelihoods and greatly increased malnutrition rates in six Ethiopian regions. The United Nations has said the level of acute need has already exceeded levels seen in the Horn of Africa drought of 2011, which led to a famine that claimed an estimated 200,000 lives in neighbouring Somalia, and the drought is projected to become more severe next year. “The concern is that if there is not a timely response the situation will deteriorate,” said John Rynne, Goal’s director in Ethiopia. More than 80 per cent of Ethiopia’s population works in agriculture, leaving the country particularly vulnerable to drought and climate change. The current crisis is linked to the strength of this year’s El Niño, a water-warming weather phenomenon in the Pacific Ocean, which has led to sharply reduced rainfall levels across densely populated swathes of the country.

Headline: Severe storms ground flights in Texas, force evacuations
A powerful line of storms across Central and South Texas grounded flights, forced evacuations, and even tossed a recreational vehicle onto the roof of a hotel. Photos from Floresville show parts of the RV strewn on the roof. Department of Public Safety Sgt. Jason Reyes said minor injuries were reported in the area, southeast of San Antonio. Ruth Veliz, whose parents own a taco shop in Floresville, said about a dozen customers and employees were there at 6 a.m. when a suspected tornado hit. She said one of the employees yelled “Tornado!,” and ran to the door to try keeping the wind from carrying it off. But a customer pulled the employee aside so that she wouldn’t be pulled away by the wind herself. “The door was flying open with her as she was trying to close it,” Veliz said. Those in the restaurant took shelter anywhere they could find it, including under tables, she said. “We were all caught off guard, everyone just grabbed on to what they could get their hands on,” she said. The winds ultimately ripped the door off the building and damaged windows, but no one inside was injured, Veliz said.

Headline: ‘Extremely severe’ cyclone heading for Yemen, Oman: UN
The U.N.’s weather agency warned Friday a “super cyclonic storm” was heading towards Oman and war-ravaged Yemen, where it could strike with hurricane force and dump torrential rain that may trigger landslides. Named Chapala, the storm is brewing in the Arabian Sea and is expected to make landfall in northern Yemen and the adjoining Oman coast around midnight Monday, the World Meteorological Organization (WMO) said. “Tropical cyclones are extremely rare over the Arabian peninsula,” WMO spokeswoman Clare Nullis told reporters, adding that the storm might well be the first of its kind to hit Yemen. It is set to hit at a time when Yemen remains wracked by a conflict that has claimed nearly 5,000 lives since March. “We hope the humanitarian impact (of Chapala) on Yemen will be limited,” Nullis said. The WMO described Chapala as “an extremely severe cyclonic storm.”
