Headline: Kerry lays out steps to ease Israeli-Palestinian strife
The United States on Saturday proposed steps, including 24-hour video surveillance, to end weeks of violence over a Jerusalem site holy to Muslims and Jews. Speaking in Amman after meeting Palestinian President Mahmoud Abbas and Jordan’s King Abdullah, U.S. Secretary of State John Kerry said Israel had embraced “an excellent suggestion” by the king, who is the custodian of the site within Jerusalem’s walled Old City, for round-the-clock monitoring. Kerry said Israel had also given assurances it had no intention of changing the status quo at the al-Aqsa mosque compound that is the third holiest site in Islam. Muslims refer to the site as the Noble Sanctuary, or Haram al-Sharif, Jews call it Temple Mount. In a detailed statement, Netanyahu said Israel recognized “the importance of the Temple Mount to peoples of all three monotheistic faiths… and reaffirms its commitment to upholding unchanged the status quo of the Temple Mount, in word and in practice.” He echoed Kerry’s statement that Israel would enforce its long-standing policy under which Muslims may pray at the site but Jews, Christians and members of other faiths may only visit but not pray, and that Israel had no intention of dividing up the compound.

Headline: Netanyahu denies Israel blocking Temple Mount cameras
Muslim religious officials in Jerusalem said Monday that Israeli police have blocked them from installing security cameras at the city’s most sensitive religious site, despite a new agreement to place the surveillance equipment there. Secretary of State John Kerry announced over the weekend an agreement between Israel and Jordan to install security cameras at the hilltop compound that has been at the center of weeks of unrest. Israeli Prime Minister Benjamin Netanyahu has welcomed the plan, saying the cameras will prove that Israel is not doing anything wrong at the site. But Azzam Khatib, director of the Islamic authority that oversees Muslim affairs at the site, said Monday that Israeli police prevented work crews from installing cameras at the entrance to the compound. Israeli police had no immediate comment.
Also Monday, the Israeli army said its forces shot a Palestinian who tried to stab an Israeli soldier in the West Bank city of Hebron, near that holy site. The army would not elaborate on the condition of the Palestinian. The soldier was unharmed. Military officials also said a Palestinian stabbed and severely wounded an Israeli soldier near Hebron’s Tomb of the Patriarchs before being shot and killed. There have been almost daily Palestinian attacks, mostly stabbings, against Israeli civilians and security forces in recent weeks. Ten Israelis have been killed in Palestinian attacks, while 51 Palestinians have been killed by Israeli fire, including 30 said by Israel to be attackers and the rest in clashes.

A rocket fired from Gaza exploded in an open area in southern Israel Monday evening after sirens sounded in the Sha’ar Hanegev Regional Council. There were no injuries, and Israeli forces are searching the area for damages. Diaspora Jewish groups have reacted with outrage to an Arab initiative in UNESCO (United Nations Education, Scientific and Cultural Organization) to claim the Kotel (Western Wall) as a Muslim site. Israeli officials have already expressed their anger at the provocative proposal to “Islamize” yet another Jewish heritage site in Israel. The Israeli government is reportedly working hard behind the scenes to have the proposal shelved, while Israel’s Ambassador to UNESCO blasted the “Palestinian culture of lies.” In the US – where lawmakers have already urged the Ambassador to the UN to block the move – the Anti-Defamation League (ADL) today expressed alarm at the “cynical and incendiary” effort – spearheaded by PA leaders and six Arab members of the UNESCO Executive Board to pass a resolution, which would recognize the Kotel as part of the al-Aqsa Mosque, and a Muslim holy site. ADL urged the 58 members of the executive board to reject what it called a “blatant attempt to hijack UNESCO and exacerbate religious conflict in Jerusalem” and to “exercise responsible leadership to promote calm and religious respect at this tumultuous time.”

Headline: US warns against PM’s idea of revoking residency for some Jerusalem Arabs
The Obama administration on Monday hurried to express its opposition to Prime Minister Benjamin Netanyahu’s tentative talk of revoking the permanent residency status of tens of thousands of Arabs living in East Jerusalem. White House spokesman Josh Earnest said that, as far as the US government knows, Israel is not actively considering such a move. But if it were, he said, “it would obviously be of some concern to us.” The US, Earnest went on, reiterates the “importance of all sides avoiding provocative actions and rhetoric.” Netanyahu discussed the idea in vague terms at a Knesset committee meeting earlier Monday, as part of possible measures aimed at halting an ongoing spate of terror attacks. In his first appearance at the Foreign Affairs and Defense Committee of the Knesset winter sitting, Netanyahu said he was planning on touring East Jerusalem with other cabinet members to explore the issue further. An Israeli official later told AP that Netanyahu had ordered a review of the status of certain Palestinian neighborhoods in East Jerusalem that lie beyond the security barrier. The planned review comes amid weeks of Palestinian terror attacks on Israelis, many carried out by East Jerusalem residents. However, many of the attackers live in Arab neighborhoods such as Jabel Mukabar that are inside the barrier. Netanyahu first raised the idea of revoking Arab East Jerusalemites’ residency in a security cabinet meeting two weeks ago, according to a Sunday report from Channel 2 television news.

Headline: One dead in suicide attack at Saudi mosque: ministry
A suicide bomber blew himself up at a Shi’te mosque in Najran in southern Saudi Arabia on Monday, killing at least one person and wounding several others, the Saudi interior ministry said. The ministry’s first official word on the attack, carried by the official SPA news agency and Al Arabiya television, followed earlier media reports that three people had died in the blast. The attack on the al-Mashhad mosque, attended by followers of the Ismaili Shi’te branch of Islam, occurred during evening prayers, an interior ministry spokesperson told Saudi-owned Al-Arabiya. “As the Magreb prayer ended and the worshippers came out of the main door, a man entered the mosque and blew himself up,” Mohammed al-Askar, a doctor from Najran told Reuters, adding that it was the first time a Shi’ite Ismaili mosque had been targeted.

Syria Headline: New FSA alliance formed in southern Syria
A new Free Syrian Army coalition has been formed in southern Syria, where the FSA-affiliated Southern Front as well as Islamist rebels have been battling the regime. “The new military formation raises the FSA flag and [shares] its goals of toppling the regime and confronting the Russian occupation as well as all forms of terrorism,” the pro-rebel Baladi News announced Monday morning, days after two dozen factions formed the coalition. In a video statement on October 23, representatives of the FSA-affiliated fighting groups said they had created Jaysh al-Janoub (The Army of the South), which will operate in the Damascus, Rif Dimashq, Quneitra, Daraa and Suweida provinces. “The crisis… has transformed from combatting the dictator to combatting several states, the latest but not the last of which is the brutal Russian enemy, which has encroached upon our skies and killed our children, the elderly and our women,” the Army of the South announced in its opening statement. The representatives of the new alliance also expressed their conviction that “the regime will not fall unless the capital Damascus is liberated.” The speaker in the video also said that a military command had been formed under an internal political bureau and that a man identified as Mohammad al-Hariri had been elected as its representative inside Syria.

Syria Headline: ISIS advances in eastern Aleppo after clashes with Syrian forces
Subsequent to conducting a number of car bomb attacks on locations of the Syrian regime forces, the radical group of Islamic State (ISIS) advanced Sunday in the eastern countryside of Aleppo, local activists reported. The group was able to seiz several key positions near the town of al-Sufeira in Aleppo’s east. ISIS has also seized control of regime’s military bases in the village of Tel Aran in the eastern countryside of Aleppo after fierce clashes. Speaking to ARA News in Aleppo, media activist Wael Mohammed confirmed that ISIS militants were able to seize three buildings taken by the regime forces as military bases in the village of Tel Aran after fierce battles between the two sides in the outskirts of the village. This was coupled with some four ISIS-led car bombs on the outskirts of Tel Aran and near the town of al-Sufeira, causing the death of dozens of pro-regime troops. “Daesh (ISIS) militants have also destroyed two machine guns (14.5 caliber) belonging to the regime’s forces in the area,” Mohamed told ARA News. Over the past few days, pro-regime forces have repeatedly attacked ISIS’s communities in Aleppo’s eastern areas in an attempt to lift the siege imposed on the beleaguered fighters inside the Kweiris military airport. However, ISIS was able to make new gains in the province.

Iraq Headline: Bomb attack on Shi’ite pilgrims in Baghdad kills seven: sources
A suicide bomb claimed by Islamic State killed at least seven people, including two police, when it exploded on Monday near a Shi’ite Muslim procession in a northern Baghdad neighborhood, police and medical sources said. The explosion in Shaab, which the sources said left 23 wounded, was one of a relatively small number of attacks reported in Iraq over the weekend as Shi’ites across the Muslim world marked the holy day of Ashura. The annual ritual, which commemorates the slaying of Prophet Mohammad’s grandson Hussein in AD 680, has become a flashpoint for attacks over the last decade. Islamic State, the militant group that seized swathes of northern and western Iraq last year, claimed responsibility for the blast in a statement distributed online by supporters. The group said the target was “rejectionists” – a derogatory term it uses to refer to Shi’ite Muslims. It said 20 people were killed and 40 wounded. Kurdish Headline: Syrian Kurds claim Turkish army attacks border positions
Kurdish fighters in northern Syria have accused the Turkish military of attacking their positions near a border town at the weekend. There was no immediate confirmation from Turkey, where an official said the government was investigating the claims. “The Turkish army targeted yesterday (Saturday), and the morning of October 25, positions held by our units along the border with Tal Abyad,” the Kurdish People’s Protection Units (YPG) said in a statement dated Sunday. In June, the Kurdish fighters and their Arab rebel allies expelled ISIS extremists from Tal Abyad after fierce clashes. The allegations of Turkish attacks come amid heightened tensions as Turkey wages a relentless military campaign against Kurdish militants both at home and in northern Iraq. President Recep Tayyip Erdogan’s spokesman Ibrahim Kalin Monday accused the Democratic Union Party (PYD) — the political arm of the YPG — of trying to create a “de facto situation” in northern Syria on the pretext of fighting ISIS. “We will naturally never allow this game,” he said on NTV television. Kurdish Headline: Islamic State attack Kurdish headquarters in Syria’s Hasakah
The radical group of Islamic State (ISIS) launched an attack on headquarters of the People’s Protection Units (YPG) in the vicinity of Mount Abdulaziz in the western countryside of Hasakah, northeastern Syria, local sources reported on Monday. Speaking to ARA News in Hasakah, media activist Mohammed Haskawi said that ISIS militants targeted a YPG military base near Mount Abdulaziz with a number of mortar shells, without any reports of casualties. In the meantime, ISIS clashed with the Kurdish forces west of Hasakah, where at least seven ISIS militants and four Kurdish fighters were killed. Separately, civil rights activist Delovan Mohammed told ARA News that warplanes of the U.S.-led coalition targeted several ISIS strongholds south of Hasakah, beside hitting a tactical unit for the terror group near Mount Abdulaziz. Over the past 24 hours, the U.S.-led coalition’s warplanes hit 16 military targets of ISIS in different parts of Iraq and Syria.

Headline: 2 Police, 7 Militants Dead in Turkey Raid on IS Targets
A raid on an Islamic State cell in southeastern Turkey left two Turkish police officers and seven militants dead Monday, as authorities pressed their effort to combat the extremists based across the border in Syria. The firefight occurred as police raided multiple houses Monday in the mainly Kurdish city of Diyarbakir. Security officials said five police officers were wounded and 12 militants were captured. Turkish authorities have blamed the Islamic State group for a double suicide bombing in Turkey’s capital, Ankara, earlier this month that killed more than 100 people. One witness to the clash Monday told VOA’s Turkish service that the fighting began in the middle of the night. “Smoke was coming from this locations behind me,” the witness said. “Allahu-akbar sounds coming from the flats the police raided, I don’t know who they were but I guess they were ISIS militants. When we went over there to look afterwards, there was a body lying on the ground, covered with newspapers. Everywhere was riddled with bullet holes.”

Headline: Bomb blast kills two Afghan security guards in Nangarhar
Two security guards working for the Afghanistan Independent Human Rights Commission were killed in the eastern city of Jalalabad on Monday when a roadside bomb blew up as their vehicle passed, a police official said. The provincial head of the AIHRC, which monitors human rights in Afghanistan, was in the vehicle when the bomb detonated, Nangarhar police spokesman Hazrat Hussain Mashriqiwal said. “He survived but unfortunately two of his bodyguards were killed and two wounded. It is still unclear if he was the target,” he said. Nicholas Haysom, head of the United Nations Assistance Mission in Afghanistan, condemned the attack, the latest in a wave that has intensified this year as the insurgency against the Western-backed government in Kabul has spread.

Headline: Libya shelling of anti-peace deal rally hits 12
The death toll for the shelling of a rally in Libya’s second city Benghazi protesting against a UN-proposed peace deal has jumped to 12, medics said. At least 12 people died and 39 were wounded after a volley of shells hit the rally attended by hundreds of people, the LANA news agency close to the internationally recognized Libyan government reported Saturday. Those present were demonstrating against a proposed power-sharing deal put forward by Libya’s UN envoy, Bernardino Leon. On their Facebook pages, the Benghazi Medical Center announced eight dead, while the city’s Al-Jalaa hospital announced four had died. Medics initially said five people were killed. There was no immediate word on who was behind the shelling. On Oct. 8, after almost a year of arduous negotiations, Leon put forward a list of names to head a power-sharing government, but both sides rejected the proposed appointments. Friday’s shelling came two days after Leon insisted he would press on with efforts to clinch a political deal.

At least two Pakistani children have reportedly been killed and nearly two dozen others injured in the latest exchange of fire between Indian and Pakistani military forces along the de facto border in the disputed Himalayan region of Kashmir. Pakistani Narowal District coordination officer Najaf Iqbal said a 10-year-old girl and a 16-year-old boy lost their lives when Indian forces struck the area early on Monday. He added that 14 local residents also sustained injuries in the assault. Meanwhile, Indian media said at least six civilians were injured during overnight mortar shelling in the Kathua district of the Indian-administered Kashmir. India has made no comments on the issue, yet.

Police said the attack on Shiites – a minority in the Sunni-dominated country – was unprecedented for Bangladesh, which has seen a rise in violence this year claimed by extremist Islamist groups amid political instability. Authorities immediately arrested two suspects and recovered two unexploded bombs, but they dismissed the attack as an attempt to further destabilize the country. No group immediately claimed responsibility. “Given the nature of attacks, I think this has been done to create chaos in the country. The Hadi supporters, who have been backed by airstrikes by a Saudi-led coalition since March, made particular progress around the presidential palace, the locals said. The complex has changed hands several times and been all but destroyed in the fighting. Medical sources said 13 Houthi fighters were killed in the fighting in Yemen’s third largest city. So were eight fighters loyal to Hadi. Several residents said Hadi loyalists had taken control of a number of mountain peaks on the southern approach to Taiz, Yemen’s cultural capital. Houthi gunmen prevented convoys of medical supplies from entering an enclave of Taiz, the aid group Medecins Sans Frontieres said. Residents there reported the rebels were also blocking the entry of food, water and fuel to the area, it said. “After weeks of negotiations, we have made no progress in convincing officials of the need to provide impartial medical assistance,” MSF’s emergency manager for Yemen, Karline Kleijer, said in a statement. The U.S. Navy plans to send the destroyer USS Lassen within 12 nautical miles of artificial islands built by China in the South China Sea within 24 hours, in the first of a series of challenges to China’s territorial claims, a U.S. defense official said on Monday. The patrol would occur near Subi and Mischief reefs in the Spratly archipelago, features that were formerly submerged at high tide before China began a massive dredging project to turn them into islands in 2014. North Korea warned that North-South relations could return to a state of hostility after the South Korean navy fired shots at a North Korean vessel that had crossed a disputed maritime border. A spokesman for Pyongyang’s Committee for the Peaceful Reunification of the Fatherland said Sunday on KCNA, “South Korea’s warmongering military launched a provocation at [North Korean] patrol boats conducting regular maritime missions, while fulminating about [North Korean advancement] toward the Northern Limit Line.” On Sunday, North Korea denounced South Korea’s military for bringing a U.S. nuclear-powered aircraft carrier to Korea’s coast, a reference to the Nimitz-class nuclear-powered supercarrier USS Ronald Reagan. The carrier had taken part in a South Korean naval parade to commemorate the 70th anniversary of Korean independence.

A major earthquake struck the remote Afghan northeast on Monday, killing more than 200 people in Afghanistan and nearby northern Pakistan, injuring hundreds and sending shock waves as far as New Delhi, officials said. The death toll could climb in coming days because communications were down in much of the rugged Hindu Kush mountain range where the quake was centered. In one of the worst incidents, at least 12 girls were killed in a stampede to flee their school building in Taloqan, just west of Badakhshan province where the tremor’s epicenter was located. “They fell under the feet of other students,” said Abdul Razaq Zinda, provincial head of the Afghan National Disaster Management Agency, who reported heavy damage in Takhar. Shockwaves were felt in New Delhi in northern India and across northern Pakistan, where hundreds of people ran out of buildings as the ground rolled beneath them. No deaths were reported in India. “We were very scared … We saw people leaving buildings, and we were remembering our God,” Pakistani journalist Zubair Khan said by telephone from the Swat Valley northwest of the capital Islamabad. “I was in my car and, when I stopped my car, the car itself was shaking as if someone was pushing it back and forth.”

Headline: Deadly flash floods hit Egypt’s Alexandria
At least seven people have died after heavy rain fell in the Egyptian Mediterranean city of Alexandria. Torrential rain began falling in the early hours of Sunday, and was accompanied by strong winds. A frontal depression has brought unseasonably unsettled weather to much of the eastern Mediterranean. The northern portion of the depression brought very heavy rain across Turkey. Through Thursday and Friday, 246mm of rain fell in Marmaris on the south coast. This is five times as much rain as would normally be expected during the entire month of October. The rain along Egypt’s Mediterranean coastline was also unseasonable. Alexandria would usually only expect to see 5mm of rain during the entire month. It is not known exactly how much rain fell in Alexandria. The official rain gauge reported little or no rain during the period in question. However, images showed people wading through thigh-deep water after the event. It is reported that the deaths of a man and two children were caused by a live electric cable, that was feeding the tram network, falling into the water. Another man was electrocuted in a separate incident, and a motorist drowned when he was unable to get out of his vehicle in time. In the wake of the flooding, there was criticism of the poor drainage system within the city and calls for the city’s governor, Hani al-Messirial-Messiri, to resign.
