Headline: Treasury sanctions Islamic State oil and religious officials, facilitator in Gaza

The US Treasury Department announced today that three Islamic State officials have been sanctioned for their role supporting the “caliphate’s” operations. The newly designated jihadists are: Faysal Ahmad ‘Ali al Zahrani (a senior official in the Islamic State’s oil division), Husayn Juaythini (a facilitator for foreign fighters), and Turki Mubarak Abdullah Ahmad al Binali (the group’s “chief religious advisor”). Treasury’s announcement provides new details concerning the “caliphate’s” oil infrastructure in eastern Syria, as well as the organization’s attempt to build a presence in Gaza. In early February 2014, a coalition of jihadists known as the Mujahideen Shura Council (MSC) in the Environs of Jerusalem released a statement expressing support for Baghdadi’s “caliphate.” It was not clear at the time whether the MSC had any operational ties to the Islamic State, or if its message was merely a rhetorical show of support. Treasury’s announcement reveals that at least one key figure in the MSC did forge a working relationship with Baghdadi’s men. As of mid-2014, according to Treasury, Husayn Juaythini was the “deputy head” of the MSC. He had previously “attempted to acquire supplies for the MSC…to conduct attacks against Israel and help the group overcome financial difficulties.”

Headline: Congress Members Move to Shut Down PLO Office in U.S.

For nearly 30 years there has been a U.S. federal law that prohibits the Palestinian Liberation Organization from maintaining an office in Washington, D.C. And for more than 20 years, in the wake of the Oslo Accords, the PLO office has been open. That is because American lawmakers assumed the Oslo Accords meant the PLO was no longer a terrorist organization. On Wednesday, Feb. 10, Sen. Ted Cruz (R-TX) and more than a dozen members of the U.S. House of Representatives introduced legislation to rectify that misunderstanding. The original law that required the shuttering of the PLO office, the Anti-Terrorism Act of 1987, allows that law to be circumvented by a mere waiver issued by the President of the United States. The proposed law, however, requires that the President make affirmative representations that the PLO is not doing certain things – such as engaging in the promotion of terrorism or in attempting to take certain action it is prohibited from taking under the Oslo Accords. For example, the parties to that agreement are not permitted to “initiate or take any step that will change the status of the West Bank” until the “permanent status negotiations” are concluded. Actions taken by the PLO, such as in 2011 becoming a member of the United Nations Educational, Scientific and Cultural Organization, and in 2012, the “State of Palestine” seeking and being accorded non-member observer State status at the U.N., and in 2014, joining the Geneva Conventions, are all prohibited under the terms of the Oslo Accords.

Headline: Erdogan responsible for deterioration of Israel-Turkey ties, Yaalon says

Israeli Defense Minister Moshe Yaalon on Thursday slammed Turkish President Tayyip Erdogan and accused him of direct responsibility for the deterioration of bilateral ties in recent years. “We won’t be able to reach an agreement with the Turks as long as Ankara supports Hamas,” he said, adding “We are ready for an agreement, but we also have our own terms.” Yaalon made the statements at a news conference in Switzerland with his Swiss counterpart Guy Parmelin. The comments came after a delegation of senior Israeli officials met the previous day with a Turkish delegation to discuss restoring ties, and reported a “good atmosphere” and progress in the negotiations.

Headline: World Bank approves 40 mln USD grant to Palestinians

The World Bank approved 40 million U.S. dollars grant Friday to boost the financial situation of the Palestinian National Authority (PNA), in support of public finances and local business environment. The World Bank said that the PNA’s revenues performed well in 2015 and increased by nine percent, but it’s fiscal situation remains precarious, mainly due to a 60-percent decline in donor aid, high political uncertainty after the peace talks reached a deadlock, the Israeli offensive on Gaza in 2014 and the delay in transfer of revenues collected by the Israeli government on behalf of the Palestinians. “Such assistance is of utmost importance for the Palestinian economy and public finances. The grant will ease some of the PNA’s fiscal stress to advance the reform agenda,” said World Bank Country Director for West Bank and Gaza Lau Steen Jorgensen. Jorgensen said the grant would help give Palestinians hope and described the situation in Gaza as “extremely difficult,” due to the slow reconstruction process, as only 35 percent of the financial aid pledged at the Cairo conference for the reconstruction of Gaza were disbursed thus far. The World Bank, through its Palestinian Recovery and Development Plan Multi-Donor Trust Fund Project, provided 125 million dollars to the PNA in 2015.

Headline: Ya’alon and Jordan’s King Abdullah meet in Munich

Defense Minister Moshe Ya’alon on Friday met with King Abdullah of Jordan, during the security conference in Munich. A statement released by Ya’alon’s office said that during the meeting the two discussed the bilateral relations between the two countries, recent developments in the region and the prospects of promoting the peace process between Israel and the Palestinians. Jordan’s state news agency Petra reported on the meeting as well, noting the King’s talks with Ya’alon “focused on ways to breathe life into the peace process between the Palestinians and the Israelis.” The Walla! Hebrew-language news website noted that the meeting between King Abdullah and Ya’alon mark the first time that a senior Israeli official has met the Jordanian monarch since the fall of 2014, when Prime Minister Binyamin Netanyahu visited Amman. The King also addressed the Munich conference on Friday, where he linked between the “two-state solution” between Israel and the Palestinian Authority (PA) and the fight against the Islamic State (ISIS) jihadist group. “The community of nations cannot talk about universal rights and global justice, but continue to deny statehood to Palestinians!” the King said, according to a transcript of his speech provided by the Petra news agency. “This failure has created a festering injustice, and continues to be exploited by Daesh and its kind,” he continued, using the Arabic name for ISIS.

Lebanon Arsal

Headline: Hezbollah strikes Nusra on Arsal outskirts

Hezbollah attacked a gathering of Nusra Front militants on Lebanon’s northeastern border Thursday, the party’s Al-Manar television and other media said, killing one and wounding three others. The attack occurredin the area of Wadi al-Kheil on the outskirts of Arsal, Al-Manar said in a newsflash. Hezbollah controls a number of strategic hilltops on the outskirts of Arsal in the Qalamoun mountains along the Syrian border captured during an offensive last year. The hilltops overlook areas occupied by the Nusra front and Daesh [ISIS] fighters and provide vantage points for Hezbollah to launch more calculated attacks. Many of the attacks are recorded and played during Al-Manar’s evening broadcast showing Hezbollah fighters firing guided rockets at militant targets. The Lebanese Army exchanges fire with the militants on a nearly daily basis.

Headline:   Russia warns of ‘new world war’ starting in Syria

Headline: Saudi FM says removal of Assad is crucial

A major military drill prepared by Saudi Arabia is a clear message that any hostile action or intention in the region will be tackled decisively, experts have said. Saudi media said that the war manoeuvres, code namedcode named Northern Thunder, would be held in the northern region of the kingdom and that several countries would join. Brigadier Ahmad Asiri, the spokesperson for the Arab Coalition fighting to restore the rule of the internationally recognised government in Yemen, said that 21 countries would be participating in the Northern Thunder drill. “There will be 21 Arab and Muslim countries taking part in huge drills,” Assiri told London-based newspaper Al Sharq Al Awsat. “It will serve to boost fighting capabilities, exchange information, benefit from experiences and expertise and enhance coordination between the participating countries. There will be joint military command centres,” he said. Assiri added that “when participating countries feel that there are coordinated and interdependent efforts, the results of the exercise will be positive. We have models based on real experience of being in the Arab coalition in Yemen where operations are running excellently and positively,” he was quoted by the daily as saying. Asiri said that Saudi Arabia worked within military coalitions and that it was ready for a land war whenever the international coalition wants to launch ground operations.

saudi vs iran

Headline: Iran says ready to put rivalries aside with Saudi Arabia

Headline: Saudi FM: Yemen action aimed at thwarting Iran, Hezbollah ally

Iran and Saudi Arabia must overcome strained relations and work for stability in Syria and the Middle East, Iran’s foreign minister said on Friday, a day after Syrian peace talks brought the rivals to the same table for the first time in months. Speaking at the Munich Security Conference hours after his Saudi counterpart addressed the event, Mohammed Javad Zarif said he wanted to stop the bickering and had a simple message: “We need to work together.” “Iran and Saudi Arabia cannot exclude each other from the region,” he said, referring to Riyadh as “our Saudi brothers”. “We are prepared to work with Saudi Arabia … I believe Iran and Saudi Arabia can have shared interests in Syria.” Arch-rivals for regional hegemony, the two oil producers are on opposite sides in Syria’s war and increasingly bad-tempered exchanges between the conservative Sunni-ruled kingdom and the revolutionary Shi’ite theocracy bode ill for the region. Ties have worsened since the kingdom’s execution in January of prominent Shi’ite cleric Nimr al-Nimr prompted attacks on the Saudi embassy in Tehran. Saudi Arabia subsequently cut all ties with Iran.

Headline: Yemen loyalists advance towards rebel-held capital

Yemeni pro-government forces backed by Saudi-led airstrikes seized control of a military camp 60 km from Sanaa on Thursday, local officials and residents said, as troops advance toward the capital held by Iran-allied fighters. Forces loyal to Yemen’s President Abed Rabbo Mansour Hadi are battling the Houthi movement and loyalists of the country’s deposed President, Ali Abdullah Saleh.
Pro-government forces seized the Fardhat Nahm camp outside Sanaa in battles with Houthi fighters that left a number of people dead and wounded, local officials and residents said, without giving precise figures. Aircraft from the Arab coalition carried out dozens of strikes during the battles in the area, they said. The camp is located on one of the defense lines for the capital.

Syria Headline: Syrian Rebels Vow to Wage a National Liberation Guerrilla War

Diplomats attempting to negotiate an end to Syria’s bloody civil war said Thursday that they had agreed to try and implement a temporary “cessation of hostilities” in a week’s time as Russia’s prime minister warned that the use of foreign ground troops in the conflict could result in world war. U.S. Secretary of State John Kerry hailed the agreement as a significant accomplishment. However, the ISIS and al Nusra Front terror groups will not be involved in the truce – and Russia has said it will be continuing its bombing campaign. Kerry himself admitted that the agreements were “commitments on paper” only, adding that a cessation-of-hostilities agreement would only be a “pause” in fighting and that more work would need to be done to turn it into a full-fledged cease-fire. Meanwhile, Syrian rebels warn their five-year-long struggle to oust President Bashar al-Assad will go underground, if they are deserted by Western backers or an attempt is made to foist an unacceptable political deal on them. They will wage a relentless guerrilla campaign against the Assad regime and “foreign invaders” from Iran and Russia, turning the war into a national liberation fight, rebel commanders and opposition politicians say.

Syria Headline: The Syrian Ceasefire Is a Big Win for Russia, Assad, and Iran

The Syrian ceasefire agreement of February 11 is a big win for the Russians and the Syrian regime.  Russia, Iran, and Syria are in the midst of a major military offensive that has allowed them to besiege Aleppo and has them poised to make gains across the battlefield. This so-called “cessation of hostilities” agreement allows them to consolidate and prepare for further advances while preventing the opposition that the U.S. ostensibly supports from attempting to undo any of their gains. It does not require the Assad coalition to allow humanitarian access to the hundreds of thousands they have just trapped in and around Aleppo itself, and it leaves them fully in control of what humanitarian aid goes to the other areas they themselves are besieging and deliberately starving. It was concluded without the participation of the opposition, and is thus an imposition of a truce on the fighters the U.S. is theoretically supporting at a moment when they have lost vital ground. The Russians, moreover, define all of the opposition groups in northern Syria as either ISIS or Jabhat al Nusra.  Russian Foreign Minister Sergei Lavrov said today, “if liberation of the city that has been taken by illegal armed groups can be qualified as aggression, then, well, yeah, probably. But to attack those who have taken your land is necessary – is a necessary thing. First of all, this has been done by Jabhat al-Nusra, and also the western suburbs of Aleppo are still being controlled together with Jabhat al-Nusra by Jaysh al-Islam and Ahrar al-Sham.”  The Russians will read this agreement to let them continue operations against all opposition groups in Aleppo and to continue their encirclement, siege, and targeting of that city.  They will therefore continue to weaken the non-Jabhat al Nusra, non-ISIS opposition now concentrated in Aleppo and likely strengthen the hands of the terrorist organizations they purport to be attacking. This “cessation of hostilities” also continues the policy of requiring the opposition to make concessions in order to get the regime temporarily to stop committing what the UN has called crimes against humanity. This agreement is a ceasefire in the manner of the Minsk agreements that have shaped the supposed ceasefires in Ukraine–ceasefires that have been nominally in effect throughout all of the major Russian and separatist military offensives since February 2015. The Russians posed as a neutral third party when in fact they are a belligerent in the conflict, and have continued to escalate and de-escalate military operations in Ukraine in order to extract concessions from the Ukrainian government.  Not only will this Syrian “cessation of hostilities” also fail, but it will fail in a way that further alienates the non-ISIS, non-al Qaeda Sunni opposition groups and populations on which any meaningful political settlement of the conflict in accord with America’s vital national security interests must rely.

Syria Headline: Assad says sees risk of Turkey, Saudi Arabia invading Syria

Syrian President Bashar Assad admits Turkey and Saudi Arabia could soon send troops into the country, but remains confident that he can retake the war-torn nation. The statement comes as Riyadh has reiterated its goal of ousting the leader from office. In an exclusive interview with AFP, Assad said he saw a risk that Turkey and Saudi Arabia – key backers of the opposition – could send their soldiers into the fray in Syria. Assad is equally confident that he can retake control of the whole of Syria, large swathes of which are currently under the control of opposition forces and Islamic State (IS, formerly ISIS/ISIL). “Regardless of whether we can do that or not, this is a goal we are seeking to achieve without any hesitation,” he said, adding that it “makes no sense for us to say that we will give up any part.” Assad said he believes it is possible to “put an end to this problem in less than a year” if opposition supply routes from Turkey, Jordan, and Iraq are blocked. If such routes remain open, however, “the solution will take a long time and will incur a heavy price,” he added. “The main battle is about cutting the road between Aleppo and Turkey, for Turkey is the main conduit of supplies for the terrorists,” Assad said.

Syria Headline: Russia pounds northern Homs countryside

Russia has conducted heavy airstrikes across rebel-held territory between Homs and Hama, killing a number of civilians and prompting the cancellation of communal Friday prayers in the area’s mosques. At least 16 people were killed in the withering bombardment on Friday, the Syrian Observatory for Human Rights reported, specifying that the airstrikes had targeted Ghantu, Al-Dar al-Kabirah, Talbisah and Teir Maaleh. The monitoring NGO said that 14 civilians were killed in Ghantu and two others in the village of Al-Dar al-Kabirah by “what is believed to have been Russian warplanes.” “The death toll is likely to rise because of the number of wounded people in critical condition.”

Deir Ezzor

Syria Headline: ISIS comes under mystery attack

Shadowy opponents of ISIS have conducted two attacks against the extremist group in Deir Ezzor, the latest in a series of mystery strikes targeting its members in eastern Syria, according to a pro-opposition outlet. The first attack occurred shortly after 4 a.m. Thursday, when unknown assailants rigged a ZiL armored vehicle with explosives and detonated it outside one of the group’s bases in Deir Ezzor, a city where control is split between the jihadist organization and the Syrian regime. However, the blast only caused material damage, according to a report published Friday morning by All4Syria. On Thursday evening, the mystery assailants struck again, firing an RPG round at a patrol of ISIS’s Hisbah religious police. “The operation was executed by masked persons riding a motorbike,” All4Syrai reported. “They targeted the Hisbah vehicle near the Ghassan Abboud roundabout in central Deir Ezzor, destroying the minivan and killing a number of people.” The pro-rebel outlet added that after the operation, shots were fired from one of the neighboring buildings to cover the escape of the two people who had carried out the operation. Following the strikes, ISIS went on alert, closing off most areas leading to its main bases and deploying patrols on the Al-Takaya thoroughfare to search passersby and inspect their mobile phones and IDs.

Syria Headline: Syrian rebels launch major offensive on headquarters of pro-Assad troops in coastal Latakia

Syrian rebel fighters of the Army of Conquest launched on Thursday a major offensive on headquarters of the pro-Assad forces in the coastal province of Latakia, western Syria, military sources reported. Rebel fighters have bombed pro-Assad army’s positions in the vicinity of Mount Al-Turkman in the countryside of Latakia, using heavy artillery and mortar shells. At least 15 pro-Assad soldiers were killed and dozens more wounded in the attack. “Subsequent to the operation, the rebels of the Army of Conquest seized control of the Tel Qroujah town near Mount Al-Turkman,” Ahmed Nemat, a spokesman for the Army of Conquest, told ARA News in Latakia. “Our campaign has caused heavy losses in the ranks of the pro-Assad militias on Thursday,” he said. “After entering Tel Qroujah town, our rebels have collected dead bodies of more than 15 fighters, some of them were from the regime’s army and others from Hezbollah militia (recognized from their uniforms). Dozens of other pro-Assad forces were wounded before withdrawing from the town and its suburbs.” In the meantime, an officer in the ranks of the regime’s army told ARA News that the retreat of their troops from Tel Qroujah town was “a tactical withdrawal”.

Iraq Headline:    Three Iraqi presidential guards kidnapped near northern town: sources

Three members of Iraq’s presidential guard were kidnapped on Friday near a checkpoint run by Shiite militiamen close to the northern district of Tuz Khurmatu, police and a local official said. Four other people, including a government employee, were killed in separate incidents, the police said, in and around the district – about 175 kilometers (110 miles) north of Baghdad – where violence has flared in recent months. Kurdish and Shiite Turkmen paramilitary forces have been uncomfortable allies against ISIS since driving the ultra-hard line Sunni militants out of towns and villages in the area in 2014 with the support of U.S.-led airstrikes. The presidential guards were travelling in a private vehicle towards Baghdad when they were taken by unknown gunmen around midday, said Mahdi Taqi, a member of the provincial council in Salahuddin where the district is located. Police from Tuz Khurmatu confirmed the details. Separately, gunmen opened fire on a car carrying guards from the electricity ministry, killing one and critically wounding four others, police said. Three civilians were killed in two separate incidents, and two others were also kidnapped.

Turkey’s patience may run out over the crisis in Syria and it could be forced to take action, President Tayyip Erdogan said on Thursday, calling on the United Nations to do more to prevent “ethnic cleansing” in the country. Erdogan accused the UN of insincerity in calling on Turkey to do more to help Syrian refugees instead of taking action to prevent the bloodshed in its southern neighbor.
Russian war planes have been bombing around the Syrian city of Aleppo in support of a Syrian government offensive to recapture the city, sending tens of thousands of people fleeing to the Turkish border. “There is a chance the new wave of refugees will reach 600,000 if airstrikes continue. We are making preparations for it,” Erdogan said in a speech to a business forum in Ankara.
“We will show patience up to a point and then we’ll do what’s necessary. Our buses and planes are not waiting there in vain,” he said, adding that Turkey had information that Iran-backed forces in Syria were carrying out “merciless massacres.”

Headline: Russian engineers working with ISIS in Syria to produce gas

At the largest gas facility in Syria, the Tuweinan gas facility, Russian engineers are working together with ISIS forces to produce natural gas, according to reports from rebels and Turkish officials. The plant which is located roughly 60 miles southwest of the Islamic State’s unofficial capital of Raqqa, was built by the Russian construction company Stroytransgaz whose owner has close ties with Russian President Vladimir Putin. Construction began on the plant in 2007 and continued slowly until rebel forces, associated with the Al Qaeda-affiliated al-Nusra Front, took over the plant in 2013. In a report published by the Foreign Policy website, one of the rebels who captured the site said that when the rebel forces entered the area the Russian staff had already fled and left behind the Syrian staff. “We decided to protect this plant; we thought it is belonging to Syrian people since it was owned by the Syrian state,” said Abu Khalid, a member of the Qwais al-Qarani brigade. ISIS took over the plant in 2014, and following that takeover, Turkish officials reported that Russia had continued the construction of the plant with approval from ISIS. Russian involvement came via its Syrian subcontractor, a company by the name of Hesco. One official also claimed that Russian engineers were returned to the site to complete construction on the facility.

Headline: Top official overseeing nuclear deal unsure where Iran’s enriched uranium is stored

A State Department official told lawmakers Thursday he was unsure of the precise location of tons of low-enriched uranium shipped out of Iran on a Russian vessel as part of last summer’s nuclear agreement. Ambassador Stephen Mull, the lead U.S. official overseeing the deal’s implementation, said during testimony before the House Foreign Affairs Committee that the stockpile is a Russian custody issue. He said the U.S. is confident the material will be controlled properly. “We obviously have had many differences for many years with Russia,” Mull said. “But one of the features of our relationship is pretty close cooperation and protection of nuclear material.” Following the hearing, a senior administration official said the Iranian stockpile is in Russia, where it will be stored in a secure place, but did not specify where. The official was not authorized to speak publicly and requested anonymity. Critics of the nuclear deal seized on the shipment’s status as an example of the agreement’s flaws. Rep. Chris Smith, R-N.J., said in a statement that it’s “outrageous and unbelievable” that Russia is being trusted to be the repository for such sensitive material.

Headline:  US stepping up airstrikes against ISIS in Afghanistan

The U.S.-led coalition in Afghanistan has in recent weeks stepped up airstrikes against former Taliban members who have rebranded themselves as part of the Islamic State in Iraq and Syria (ISIS). “I can’t give you a number, but I can tell you in the last roughly three weeks, we have significantly increased our pressure on Daesh in Afghanistan, particularly in the Nangarhar province,” said Army Brig. Gen. Wilson “Al” Shoffner, deputy chief of staff for communication for the mission, using another name for ISIS. Rules of engagement do not allow the U.S. to strike Taliban members who are not with ISIS unless they are directly threatening U.S. troops, despite recent Taliban gains and U.S. military officials being concerned about cooperation between the group and al Qaeda. “We don’t have the authority to target the Taliban and we don’t specifically target the Taliban based on affiliation,” Shoffner told reporters at a briefing Thursday. He acknowledged that most ISIS members are former Taliban members “rebranding” themselves. “What we see are generally former [Tehrik-i-Taliban Pakistan] who believe that associating with Daesh or pledging to Daesh will further their interests in some way,” he said, referring to the Taliban’s Pakistani affiliate. The difference, he said, between the Taliban and ISIS is that the Afghan government sees ISIS as a “potential strategic threat,” whereas it seeks political solutions with the Taliban.

Headline:    Expert warns against ISIS’s use of Sudanese border to join Libya

The Islamic State (ISIS) fighters are trying to use Khartoum as crossing point for its militants who join the bases of the jihadist group in Libya, said a Sudanese expert on Islamist group on Thursday. Belgium’s Coordinating Body for Threat Analysis (OCAM) director, Paul Van Tigchelt, disclosed this week that Sudanese security service last autumn intercepted a Belgian national trying to cross into Libya to join the militants of the Islamic State. Tigchelt further told the Belgian magazine Knack that they have no information about other cases of Belgian fighters who travelled into Libya but they are monitoring the situation. Commenting on the arrest of the Belgian militant, a Sudanese expert on Islamic extremist groups, al-Hadi Mohammed al-Amin, told Sudan Tribune that the Jihadist group which is facing tough time in Syria and Iraq try to use Sudan as a crossing point into Libya. Al-Amin said this was not the first time that a foreign jihadist is stopped by the Sudanese authorities while he was trying to cross into the north African country. He added that the Islamic State seeks to transfer its activities to Libya where it established a foothold in the city of Sirte, exploiting a power vacuum in the troubled country where two rival governments have been battling for supremacy. The Sudanese expert said Khartoum deployed military units along the border and monitoring the border particularly the triangle between Egypt, Libya and Sudan at Jebel Aouinat.

Headline:  Militants shoot down Libyan fighter jet

Libya’s air force chief of staff says a fighter jet was shot down while carrying out airstrikes against Islamic militants, the third jet to be downed in nearly 40 days. Brig. Gen. Saqr al-Jaroushi told The Associated Press that a Libyan MIG32 came under fire by militants’ anti-aircraft guns in the eastern city of Benghazi Friday. He says the pilot ejected and landed safely. The pilot has been rescued before in a similar incident on Jan. 4. Al-Jaroushi said army is investigating whether “terrorists have acquired new weapons capable of shooting down our planes.” The air force answers to the internationally-recognized government in eastern Libya, where forces have been fighting Islamic militants since 2014. In western Libya a rival parliament, backed by Islamist-allied militias, is in control.

Headline:      Tunisia braces for impact of possible Libya action

Tunisia said Friday that it was asking its regional authorities to work on a plan to cope with the fallout of a possible foreign military intervention in neighboring war-torn Libya. Tunisia shares a southeastern border with Libya, where Western powers are openly considering an intervention against the Islamic State jihadist group which has gained influence there in the chaos following Qaddafi’s ouster. “In preparation for the situation developing and its consequences, Prime Minister Habib Essid has authorized governors in the southeast regions to form regional committees,” a government statement said. These will include “the different parties concerned in order to draw up a plan for each governorate to successfully face… exceptional events that could occur,” it said, without giving further details. On Thursday, the health ministry said it had met to discuss “an emergency plan for the health sector… in preparation for the influx on Tunisian soil of refugees and migrants fleeing military air strikes that could occur in Libya.”

Headline:   NATO Alliance May Join Anti-IS Coalition

The NATO alliance may become a member of the U.S.-led coalition fighting Islamic State, Secretary of Defense Ash Carter said Thursday. Carter told reporters at a meeting of more than two dozen defense ministers in Brussels that NATO chief Jens Stoltenberg was exploring the possibility. The addition of NATO would bring the alliance’s experience in building partner capacity and training ground forces, Carter added. All of NATO’s 28 member states are already in the anti-Islamic State alliance, but only in the capacity of individual nations. The Pentagon chief said the group provided “unanimous support” for an operational campaign plan he laid out to defeat Islamic State. The plan focuses on destroying IS in Syria and Iraq, combating its metastasis worldwide and protecting from IS infiltration at home.

The director of the Central Intelligence Agency said Islamic State fighters in Syria have used chemical weapons. John Brennan said there are a number of instances where the terrorist group has used “chemical munitions on the battlefield.”  His comments were featured in excerpts from the television news show 60 Minutes.  The full interview with Brennan will air Sunday on CBS. Brennan told the news show the jihadist group has the capacity to make small quantities of chlorine and mustard gas. The United Nations says suspected Islamist militants in Mali killed five peacekeeping troops Friday in an attack on a U.N. base. Secretary-General Ban Ki-moon has condemned the early-morning attack in the northern town of Kidal, which also injured about 30 other people. In a statement, the U.N. chief said the attack will not weaken United Nations support for the Malian government or efforts to establish peace in the country. The militants reportedly attacked the Kidal base with rockets and a van bomb around 7 a.m.  At least three of the soldiers killed were from Guinea. In a separate incident, three Malian soldiers were killed and three others wounded Friday when gunmen ambushed a military convoy on a road between Timbuktu and Goundon, also in northern Mali.

Bahrainis took to the streets in a number of towns and villages Friday as part of a civil disobedience campaign, as the country braces for the fifth anniversary of the popular uprising against the Al Khalifah regime. Local media reported that businesses were shut as store owners coordinated a strike two days ahead of the anniversary of the uprising of February 14, 2011. The rallies turned violent as security forces fire tear gas to disperse the protesters. The protests were held in several towns and villages across the country. Headline: Greek farmers clash with police, parade tractors in pensions protest

Angry Greek farmers clashed with riot police in Athens then paraded their tractors and pick-ups outside parliament on Friday, in their first big protest in the capital against pension reform plans after weeks of road blockades. Officers guarded the entrance to the agricultural ministry and fired tear gas to disperse protesters who hurled tomatoes, eggplants and stones at the building, smashing windows and using shepherd’s crooks to repel police during scuffles. “They won’t make us bend!,” the protesters shouted. After the afternoon violence died down, farmers drove their vehicles through crowds outside parliament, blocking the road and shouting slogans against the pensions overhaul which will bring in tax hikes and a tripling of their social security contributions. Cheered on by supporters waving Greek flags, they honked horns as police in riot gear stood guard. A few demonstrators burnt olive branches while others unfurled a large banner reading: “Take back this monstrous reform plan.”

Headline:      South Korea cuts off water, power to border area in standoff with North Korea

Among the losers in the retaliatory sparring between the rival Koreas are residents who had been depending on a rarity in impoverished North Korea: a steady supply of water from the now-shuttered jointly run factory park in the North Korean border city of Kaesong. Seoul said Friday that water and power had been shut down at what had been the two Koreas’ last major symbol of cooperation. It was the latest development in a standoff that started with North Korea’s nuclear test last month, followed by its long-range rocket launch Sunday. South Korea responded by beginning work Thursday to shut down the Kaesong factories, the last major symbol of Korean cooperation. North Korea then ejected all South Korean workers, seized the companies’ assets and vowed to militarize the park. South Korea had been using a facility it built at a reservoir near the park to pump about 17,000 tons of water into Kaesong every day, according to an official at the South’s state-run water management company who didn’t want to be identified because he wasn’t authorized to talk to reporters.

Headline:8,500 Russian troops perform military drills near Ukrainian border

Russian troops conducted drills in the Black Sea and on land this week near the border with Ukraine — deploying more than 8,500 troops, 50 warships and 200 aircraft. The move comes as NATO, also this week, announced it would have a larger presence in the region. Video obtained by Sky News showed fighter jets dropping bombs, ground troops and army helicopters involved in drills. Russian Defense Minister Sergey Shoigu told News.Lia.Net, “Increased levels of troops in the Crimea is necessary to defend our Southern borders.” Crimea, a military stronghold on a valuable seaport, has been a center of conflict since 2014. Ukrainians believe Russian President Vladimir Putin illegally seized the peninsula after allegations of a secret proxy war and vote rigging in an annexation election surfaced. Russia disputes those claims, saying it is upholding the will of the residents of the region. The annexation resulted in economic sanctions on Russia. National Security and Defense Council of Ukraine Secretary Oleksandr Turchynov told News.Liga.Net he believes that the increased troop movement into Crimea is a sign that Russia is planning to take offensive military action against Ukraine.

BullionByPost, Britain’s biggest online gold dealer, said it has already taken record-day sales of £5.6m as traders pile into gold following fears the world is on the brink of another financial crisis. Rob Halliday-Stein, founder and managing director of the Birmingham-based company, said takings today had already surpassed the firm’s previous one-day record of £4.4m in October 2014. BullionByPost, which takes orders of up to £25,000 on the website but takes higher amounts over the phone, explained it had received a few hundred orders overnight and frantic numbers of phone calls this morning. “The bullion market has been building with interest since the end of last year but this morning things have gone bananas,” said Mr Halliday-Stein. “Some bankers in London are placing unusually large orders for physical gold.” London-based ATS Bullion added it had been inundated with orders for the past week. The firm has sold 4,000 gold bars and coins since February 1, a 40pc rise on the same period a year ago when it sold 1,500. “It’s been crazy – it’s been the best week since 2012. We’ve had people queuing round the block,” said Michael Cooper of ATS Bullion, a family run firm that trades online and also from an outlet in the West End. Gold is currently at its highest level since May, with prices surging 2.2pc this morning to $1,218.17 for an ounce of the precious metal.

Headline: Saudi companies fail to make payrolls, Gulf states weigh taxes as oil prices strain economies

Sinking oil prices are weighing heavily on Mideast economies. In Saudi Arabia, the construction sector has been hit hard by low oil prices as several firms with government contracts are failing to make payroll. The Riyadh government has significantly cut spending on building projects as it seeks to reduce a budget deficit of $100 billion. The Saudi Ministry of Labor revealed this week that employees at a “major institution” said they had not been paid for months. “The pace of execution on some of the existing projects has slowed down, so a project that would take six months to complete may now see an extended execution time line,” said Murad Ansari, analyst at EFG-Hermes in Saudi Arabia. “Moreover, government payments have slowed down. As a result, contractors which normally rely on short-term funding for projects are feeling an impact on their working capital, so their ability to repay debt is not as strong as it was before.” “It’s not just us, it’s several construction companies that work on government projects,” one construction company executive told Reuters. Meanwhile, Gulf states that enticed foreign workers with low – or no – income tax rates are considering raising taxes to ease the burden from low oil prices. According to the World Bank, tax revenues in the UAE and other Arab Gulf countries with minimal taxation are among the world’s lowest. Dubai has no income tax.

Gunfire claimed the lives of at least five on-duty officers in an unusually deadly week for U.S. law enforcement. In four days, five officers were killed in the line of duty in shootings around the country, more than doubling the number of officers who have died by gunfire so far this year. A Colorado sheriff’s deputy died after being shot Monday; two sheriff’s deputies were killed Wednesday in Maryland; a police officer in Georgia is dead after gunfire broke out Thursday while he and other officers were serving a warrant; and a police officer shot Wednesday night in North Dakota did not survive, authorities say. Before these deaths were reported, the National Law Enforcement Officers Memorial Fund said at least three other U.S. law enforcement officers had died from gunfire in the line of duty this year. Adding the totals together, that would make at least eight since January 1. One officer was shot to death during the same period last year, and at least 42 were fatally shot in 2015 — a rate of less than one per week — according to the group. At least 124 officers died in the line of duty last year — more than two per week — from all causes, the group said.

Israel needs to erect a fence around the entire country to protect itself from “beasts” in the neighborhood, Prime Minister Benjamin Netanyahu said Tuesday on a tour near Eilat of a segment of fence being erected along the Jordanian border. “We are preparing a multiyear project to encircle Israel with a security fence, to defend ourselves in the Middle East as it is now, and as it is expected to be,” he said. “They will say to me, what do you want to do, protect the mansion? And the answer is, ‘Yes.’ What, we will encircle the whole country with a fence and obstacles? The answer is an unequivocal, ‘Yes,’” he said. “In the neighborhood in which we live we need to protect ourselves against beasts,” Netanyahu added. The prime minister said that a plan was also being drawn up to fill in the gaps in the security fence in Judea and Samaria.

Headline: In new Syrian exodus, some 50,000 refugees head to Jordanian, Israeli borders

Debkafile’s military sources report that, since the weather has cleared and Russian air strikes resumed against the rebels holding the northern part of Daraa, tens of thousands of civilians are on the move from the South. About 15,000 to 20,000 have reached the Jordanian border, and more than 30,000 are believed heading that way; while another 20,000 refugees may be making for the Golan town of Quneitra on the Israeli border. Jordan has taken in 650,000 Syrian refugees in previous exoduses from the five-year old war. A desperate SOS appeared on social media Wednesday, Feb. 10, in which the rebel-controlled Daraa Provincial Council warned that tens of thousands of civilians were in flight from Russian air strikes and the barrel bombs dropped by the Syrian warplanes and helicopters. There was no way to bring water, food or medicines to the fleeing refugees. Military sources monitoring the situation report that the exodus was first touched off by the fall of Alaman, 3 km north of Daraa in the last few days to Syrian and Hizballah forces. They next cut off parts of Highway 5 from Daraa to Damascus. The rebels were left with only one remaining escape route, the road to the Jordanian border, but that too is under heavy fire, forcing the refugees to go round through rough country.

Turkish President Recep Tayyip Erdogan held a rare meeting on Tuesday in Ankara with a delegation of 20 American Jewish leaders, an indication the normalization of ties with Israel is closer than ever before. The delegation was led by chairman of the Conference of Presidents of Major Jewish Organizations, Malcolm Hoenlein, a close associate of Prime Minister Benjamin Netanyahu. Ishak Ibrahimzadeh, the president of the Jewish community in Turkey, was also present at the meeting. The meeting marked the first time the Turkish president met with American Jewish leaders since his confrontation in front of Shimon Peres at Davos in January of 2009, after Operation Cast Lead. As part of Erdogan’s campaign to prepare the Turkish public for reconcliation with Israel, his office reported on the meeting and released photographs and video footage of it. Delegation leader Hoenlein was reportedly asked by senior Israeli officials to convey messages to Erdogan about reconciliation talks between the two countries. “We discussed a variety of issues,” he said after the meeting. “We talked about the opportunity for reconciliation. Erdogan raised specific issues, including the fight against extremists, the war on terrorism and the role of Turkey and Iran in the region. We were there as representatives of the American Jewish leadership. We consulted with Israel before the meeting but it is not true to say that we conveyed messages from Israel. We discussed the concerns of all parties, including Israel.”

Headline: Yemeni forces capture al-Raboah town from Saudis

On Tuesday, the Yemeni army and the Houthi Ansarullah movement had established control over a Saudi border town of Asir province. According to a released Yemeni army statement, the Yemeni forces managed to fully capture the town of al-Raboah (red marker in map above) in the kingdom’s southwestern Asir province after fierce clashes with Saudi troops on Tuesday. The Arabic-language al-Mayadeen news website reported that the Yemeni forces captured a number of villages east of al-Raboah before advancing towards the town and Saudi forces sustained heavy damage and casualties in the clashes. Al-Mayadeen added to its report that in another operation against the Saudis, the Yemeni forces also killed several Saudi troopers and destroyed five Saudi armored vehicles in the Midi area of Yemen’s western Hajjah province. It was reported on February 6, that at least 104 Saudi-led forces, including 8 senior Saudi and UAE officers, were killed in Yemen’s ballistic missile attack on Ma’as military base in Central Yemen.

Syria Headline: Kurds attack Syrian air base held by insurgents

Kurdish fighters helped by Russian airstrikes launched an attack in northern Syria Wednesday in an attempt to capture a military air base held by Syrian insurgents. Maj. Yasser Abdul-Rahim, a rebel commander in Aleppo province, told The Associated Press that fighters from the Kurdish People’s Protection Units, known as the YPG, are clashing with rebels near Mannagh air base (red marker in map above). He accused the YPG of trying to take Arab villages near Afrin. “We are fighting on three fronts,” he said via Skype, referring to the YPG, Syrian troops and ISIS, which also controls parts of Aleppo province. He warned that Mannagh air base could fall to Kurdish fighters because of the Russian air cover and the intensity of the attack. The Britain-based Syrian Observatory for Human Rights also said YPG fighters are trying to capture the former Syrian air base, which fell to the opposition in August 2013.

Iraq Headline:   Iraqi premier warns against sending troops to Syria

The Iraqi premier has warned against the deployment of ground troops to Syria, describing the envisioned move as a “dangerous escalation.” The warning, which was issued on Wednesday, came after some regional Arab countries expressed readiness to get involved in a ground operation in Syria. “Prime Minister Haider al-Abadi called for a political solution to the Syrian crisis and not to send ground troops because that would lead to a dangerous escalation,” a statement posted on Abadi’s website said, noting that the Iraqi premier made the remarks during a visit to the Italian capital city, Rome. Earlier in February, Brigadier General Ahmed Asiri, an adviser to the Saudi defense minister, said the kingdom was prepared to participate in any ground operations that “the [so-called US-led] coalition (against Daesh) may agree to carry out in Syria.” Saudi Foreign Minister Adel al-Jubeir echoed the same position on Wednesday, saying, “We will discuss details with experts from the countries involved to decide on the nature of the participation.”

Iraq Headline:   ISIL suicide car bombers hit Iraqi forces near Ramadi

Iraqi forces recaptured territory east of Ramadi from Daesh militants on Tuesday, linking the Anbar provincial capital to a major army base nearby, and officials appealed for international funding to help clear the city of explosives. Iraq’s army declared victory in December over Daesh in Ramadi after elite counterterrorism forces seized the main government building, but it has taken weeks for the commandos to clear insurgents from the rural eastern outskirts. A military statement broadcast on state television said the army, police and counterterrorism forces had retaken several areas including the town of Husaiba Al Sharqiya, about 10km east of Ramadi. “[Our forces] also managed to open the road from Ramadi to Baghdad that passes through Al Khaldiya,” the statement added, referring to a highway that links the city to the Habbaniya army base where US-led coalition forces are located. “All of Ramadi has now been liberated,” Anbar Governor Sohaib Al Rawi said, adding that the handover of authority to local police from the military was going smoothly. Militants are still holed up in some rural northern districts bordering the main east-west highway, according to security sources. “The biggest challenge we are facing is clearing the areas of mines, which is now being conducted through modest local efforts,” Rawi told reporters in Baghdad.

Kurdish Headline: Kurds occupy two villages in Aleppo province at request of Arab residents

Kurdish rebels in Syria’s Aleppo province have occupied two villages at the request of local Arabs seeking refuge from Russian and Syrian airstrikes, according to activists. The Syrian Observatory for Human Rights reported Tuesday forces with the Kurdish People’s Protection Units, or YPG, occupied the villages of Deir Jamal and Mar’anaz. The villages are located in the northern Aleppo province, where an offensive by the Syrian military and Russian warplanes has prompted thousands of refugees to flee toward the Turkish border. SOHR, a Britain-based monitoring group, said the residents of both villages asked for the Kurdish occupation in a bid to avoid constant air attacks.

Kurdish Headline: Syrian Kurds open Moscow office, amid Kremlin push

Syrian Kurdish separatists on Wednesday opened a representation in Moscow amid a push by the Kremlin to have them included in Syria peace talks despite Turkey’s objections. “This is a historical moment for the Kurdish people,” Merab Shamoyev, chairman of the International Union of Kurdish Public Associations, said at the ceremony in an industrial neighbourhood in southeast Moscow. “Russia is a great power and an important actor in the Middle East. It is in fact not only an actor, but it also writes the script.” The opening of the representation — which Shamoyev said was a “big political step” for Syrian Kurds — came as global powers meet in Munich on Thursday in a bid to revive Syria peace talks.

One Turkish soldier was killed and another wounded in clashes with Kurdish rebels trying to cross the border from Syria into southeast Turkey, the military said Wednesday. Turkish security forces opened fire Tuesday on seven militants from the Kurdistan Workers Party (PKK) in the Cizre district of Sirnak province as they were entering Turkey from Syria, the army said in a statement. Two soldiers were heavily wounded in the ensuing clashes and one of them later died in hospital, it added. Cizre has been under a controversial curfew for six weeks as the army pursues a relentless campaign against rebels of the PKK which activists claim has cost dozens of civilian lives.

Headline: Turkey: Syrian, Russian forces are ‘ethnic cleansing’ around Aleppo

Syrian government forces backed by Russia are carrying out a deliberate policy of ethnic cleansing around the northern Syrian city of Aleppo, Turkish Prime Minister Ahmet Davutoglu said on Wednesday. At a news briefing in The Hague with his Dutch counterpart, Davutoglu said 60,000 migrants had fled the violence to the Turkish border and that, while Turkey would not close its doors, the priority was providing aid to them inside Syria. “One of the aims of the latest attacks is to conduct ethnic cleansing. Ethnic cleansing in Syria and Aleppo aimed at only leaving regime supporters behind is being conducted by the Syrian regime and Russia in a very deliberate way,” he said. “Every refugee that we accept helps their ethnic cleansing policy, but we will continue to accept (refugees).”

Headline: ISIS leaders remain in close contact with Ankara – Lavrov

The leaders of Islamic State maintain a constant liaison with the Turkish government, working out a new approach to the war in Syria as the Russian Air Force cuts off traditional smuggling routes, says Russian Foreign Minister Sergey Lavrov. Moscow has intelligence that Islamic State’s (IS, formerly ISIS/ISIL) command continues to hold backdoor negotiations with the Turkish leadership, Lavrov told Russian newspaper MK in a vast interview in honor of Diplomats’ Day. The airstrikes of the Russian Air Force in Syria have severely disrupted “traditional smuggling routes,” so the Turks are discussing in all seriousness creation of “IS-free zones” in Syria. “Of course [such zones] would be a violation of all principles of the international law and also escalate tensions, substantially and fundamentally,” Lavrov said, adding the Turks are constructing tent camps and some kind of “engineering structures” on the Syrian side of the border, some 200 meters inside the country’s territory. At the same time the Russian FM does not believe that a full-scale Turkish invasion into Syria is possible; Ankara is expected to limit its actions to “small provocations.” “I do not believe that the US-led [anti-IS] coalition, which includes Turkey, would allow such desperate schemes to take shape,” Lavrov said.

Headline: Ignoring Obama, Iran upgrades its nuclear-capable Emad missile

In open defiance of recent US sanctions on Iran’s ballistic missile program, Iranian Defense Minister Hossein Dehghan on late Tuesday told local media that Tehran will soon be rolling out an upgrade of its nuclear-capable medium-range Emad missiles. The “next generation of Emad with improved precision” will be unveiled in the next Iranian year which starts on March 20, Dehghan said as cited by the semi-official Fars News Agency. Emad is said to have a 1,700 kilometer range, putting Israel and much of eastern Europe squarely in its sights. “The missile is being mass-produced but its precision-striking power will improve and its second version will be unveiled next year,” Dehghan added. He went on to claim the missile was not a violation of the nuclear deal or UN sanctions because “we will never use a nuclear warhead (on it).” In light of an Iranian Emad test on October 10, in breach of UN sanctions, US President Barack Obama’s administration in January announced it was leveling sanctions on Iran’s missile program – sanctions which Iran promptly vowed to defy. Iran in January publicly revealed its 14 underground “missile towns,” with the latest facility being shown on Iranian media as convoys of the nuclear-capable Emad missiles were transferred in.

Headline: U.S. sends more troops to Afghanistan

The United States Director of National Intelligence James Clapper says that Afghanistan is at serious risk of a political breakdown this year. Clapper told the Senate Armed Services and intelligence committees Afghanistan is at serious risk of a political breakdown during 2016, occasioned by mounting political economic and security challenges. “Waning political cohesion, increasingly assertive local power brokers, financial shortfalls and sustained countrywide Taliban attacks are eroding stability,” he said as several top American senators expressed their concern over the current situation in Afghanistan. In the meantime, US intelligence chief described the Islamic State as the ‘pre-eminent terrorist threat.’ The militant group can ‘direct and inspire attacks against a wide range of targets around the world’, Clapper said. Marine Lt. Gen. Vincent Stewart, director of the Defense Intelligence Agency, said the Islamic State will probably conduct additional attacks in Europe and then attempt the same in the U.S. He said U.S. intelligence agencies believe IS leaders will be ‘increasingly involved in directing attacks rather than just encouraging lone attackers.’ Clapper also said al-Qaida, from which the Islamic State spun off, remains an enemy and the U.S. will continue to see cyber threats from China, Russia and North Korea, which is also ramping up its nuclear program. Meanwhile, Hundreds more U.S. troops are headed for Afghanistan’s strife-torn Helmand province to shore up security forces who have struggled in the face of sustained Taliban attacks, officials said. The core of the new force will provide more security and act as advisers to the Afghan army’s 215th Corps, U.S. Army spokesman Col. Michael Lawhorn said in a statement.

Headline:   Sudan summons U.S. envoy over Darfur sanctions draft resolution

Sudan’s foreign ministry summoned the U.S. charge d’affairs in Khartoum on Wednesday over Washington’s sponsorship of a draft UN Security Council resolution extending sanctions related to the Darfur conflict and adding restrictions on gold mining, Sudan’s main source of income. A 2005 United Nations Security Council resolution placed a travel ban and asset freeze on those “impeding the peace process” in Darfur and established the UN panel of experts mandated to monitor the arms embargo on Darfur. The U.S. draft extending the resolution included “unfair clauses” on gold mining in Sudan, the foreign ministry said in a statement. “The draft resolution contradicts the general spirit of bilateral relations between the two countries, especially in light of the U.S. envoy’s recent visit to Sudan and the meeting of the foreign minister with President (Barack) Obama in Addis Ababa and with U.S. Secretary of State John Kerry,” the statement said.

Headline: Pakistan Warns of Islamic State’s Growing Reach

ISIS may have lost territory to coalition forces over the past few months, but no fewer than 43 terrorist groups around the world have pledged allegiance – or are offering support – to the extremist Muslim murderous organization. In a speech last week, UN Secretary-General Ban Ki-moon warned that as many as 34 militant groups from around the world now support the Daesh extremist organization. However, findings released by the IntelCenter puts the number of ISIS affiliates and supporters at 43. Ban Ki-Moon added that the number of ISIS-supporters is expected to increase in 2016. He said that ISIS poses “an unprecedented threat,” because of its ability to attract support from terrorist groups in countries such as the Philippines, Uzbekistan, Pakistan, Libya and Nigeria. “The recent expansion of the [Daesh] sphere of influence across west and north Africa, the Middle East and south and southeast Asia demonstrates the speed and scale at which the gravity of the threat has evolved in just 18 months,” said Ban. Daesh is also the world’s wealthiest terrorist organization, according to the UN chief. It is estimated to have generated $400-$500 million from oil and oil related products in 2015, despite an embargo. In addition, Daesh exacts taxes on trucks entering the territory its control, to the tune of nearly $1 billion a year.

Headline: Female suicide bombers kill over 60 people in northeast Nigeria: officials

Two female suicide bombers killed more than 60 people at a camp for people displaced by an insurgency of the jihadist Boko Haram group in the northeast Nigerian town of Dikwa, military and emergency officials said on Wednesday. The attack occurred 85 km (50 miles) outside the capital of Borno state, centre of the seven-year insurgency, they said. It took place on Tuesday, but a breakdown in the telephone system prevented the incident being made public earlier. The two female suicide bombers sneaked into an internally displaced persons (IDP) camp and detonated themselves in the middle of it, emergency officials and the military source said. The chairman of the State Emergency Management Agency, Satomi Ahmad, added that 78 people were injured. No group claimed responsibility but the attack bore the hallmarks of Boko Haram, which has frequently used female bombers and even children to hit targets. The militant group has recently increased the frequency and deadliness of attacks with three at the end of January. At least 65 people were killed outside Borno state capital Maiduguri on Jan. 31.

Headline: Hawaii’s Big Island declares emergency over dengue fever infections

The mayor of Hawaii’s Big Island declared a state of emergency on Monday to deal with a growing outbreak of dengue fever, spread by infected mosquitoes, with 250 cases confirmed over the past four months. As a result of Hawaii County Mayor Billy Kenoi’s order people on the Big Island will be allowed to resume disposing of old tires in landfills, since tires which are left lying around are a known breeding spot for mosquitoes. There have been 250 confirmed cases of dengue fever on the island since Oct. 29, making it the largest outbreak in the state since the 1940s, according to the mayor’s declaration and Hawaii health officials. Dengue fever causes flu-like symptoms and can develop into the deadly dengue hemorrhagic fever. Hawaii Governor David Ige said in a statement he supported the efforts on the Big Island but would not issue a statewide emergency declaration unless the outbreak spread to other islands or expanded to include other diseases, such as the Zika virus.

Headline: Four Zika virus cases confirmed in UK

Health officials in Indiana, Ohio, Tennessee and Delaware on Tuesday announced the first human cases of Zika in their states, but experts say the risk of contracting the virus locally remains low. Ohio officials said the virus was reported in a 30-year-old Cleveland woman. Indiana officials wouldn’t say where in the state the resident who contracted Zika lives, although they did say the person wasn’t pregnant and never got sick enough to require hospitalization. Both people had recently traveled to Haiti, one of 30 countries and territories with active Zika virus transmission, according to the U.S. Centers for Disease Control and Prevention. The Tennessee resident had recently traveled to South America before returning to east Tennessee, state health officials there say. Delaware’s case was also travel-related. Although Zika is a mild illness in most people, doctors connect it to a surge in neurological disorders and the birth defect microcephaly, in which infants are born with abnormally small heads and incomplete brain development. It is usually spread by mosquitoes, but can also spread through unprotected sex, blood transfusions or rarely from mother to child around the time of birth. There’s no vaccine or treatment.

Headline:     Biohackers implant computers, earbuds and antennas in their bodies

As amazing as body implants sound, though, how close are we normal humans to getting one of those? In other words, are contemporary science, medicine and technology advanced enough to allow us to seamlessly meld with the technology and actually improve our lives? Keep reading to find out. We’ll start by introducing Northstar, a subdermal LED sensor that lights up when it’s in the vicinity of a magnet. It can be used to detect the magnetic north and act as a compass. Implanting such a basic device may sound like a silly and needlessly dangerous procedure to go through, but these biohackers did it anyway. Before dismissing it for being an “LED tattoo,” note that the device, dubbed Northstar V1, is still in its first iteration. The next version due to be released sometime this year will allow users to control the device via hand gestures. Grindhouse Wetware, the company behind the product, acknowledges that Northstar may seem like a simple gadget, but its purpose is to be much more than just subdermal bling — it exists to “prove the possibility of implanting technology in the human body, and will pave the way for more advanced and functional augmentations.” If you think having LEDs in your forearm is silly, you may like this better: an antenna implanted in the skull. In 2004, Neil Harbisson had the device implanted in his cranium in an effort to fight color blindness. A camera at the far end of the device records whatever he is seeing and converts the image color data into a series of sound waves, which he has memorized. Instead of seeing various hues, he “hears” them with the help of a camera he calls Eyeborg.

Headline: ‘ISIS operatives in Sinai are receiving medical treatment at Hamas hospitals in Gaza’

Islamic State terrorists in Egypt’s Sinai Peninsula have received medical treatment in Gaza Strip hospitals, Maj.-Gen. Yoav Mordechai, the coordinator of government activities in the territories, charged in an interview with online Arabic newspaper Elaph on Monday. “We have received authenticated reports that ISIS members in Sinai entered the Gaza Strip through tunnels in order to receive treatment at Hamas hospitals,” Mordechai said. The ISIS operatives are admitted to Gaza from Sinai through the same tunnels used to smuggle explosives, weapons and other goods on the orders of Hamas’s military wing, he added. Mordechai said that Hamas started allowing the ISIS members in for treatment recently in exchange for money, weapons and goods. The move is an attempt to make up for losses to Hamas’s coffers suffered due to Egypt’s policy of destroying tunnels between Sinai and Gaza, the general said.

Headline: Abbas asserts terror wave ‘revenge’ for Duma

Palestinian Authority (PA) chairman Mahmoud Abbas met Monday with Arab-Israeli journalists in Ramallah. Abbas asserted the Israeli government should ask itself “why a 13-year-old child is throwing stones and trying to hurt others?” “The answer,” he argued, “is that these kids saw what happened in Duma with the Dawabshe family and the assassination of Abu Hadir. They are fed up. Give us the rights (to al-Aqsa) and everything will calm down. ” Regarding his meeting with the families of the terrorists, Abbas said, “These are the families of martyrs. What does Israel want? That I tell them to go to hell? That is not going to happen.” He also addressed the Sudanese national who stabbed an IDF soldier in Ashkelon on Sunday, charging, “Has Israel wondered the reason why people do such things?” The PA chairman also expressed his objection to “all construction in the settlements (that) still persist in many places.” “Another question should be asked is why the government of Israel stopped the prisoner exchange in the middle of the deal? We do not have answers this non-acceptable move,” said Abbas. “It is important that I point out that we refuse to even hear of the establishment of a Palestinian state without East Jerusalem. We will not recognize the Jewish State as long as it does not respect the agreements agreed upon. They cannot force us out. For we have a state that is recognized by 137 other countries.”

Headline: Obama backtracks on Israel defense package to counter Iran nuclear deal

Headline: Iran: We still fund Hamas, because fighting Israel is our policy

US President Barack Obama has retracted on his pledge of an extra defense package to compensate Israel for the damage caused its security by the nuclear deal concluded with Iran last year. This flat refusal, reported here by debkafile’s Washington sources, confronted Israeli officials when they met last week with heads of the National Security Council at the White House. Asked to define its new requirements, Israel asked the administration for an additional $1.9 billion, which would have upped the total to $5 billion per annum for the next five years. The officials explained that Israel’s defense bill had been inflated substantially by the new perils looming from the current Middle East wars, and the windfall Iran had gained from the lifting of sanctions for its advanced ballistic missiles programs and for enhancing its allies’ aggressive capacity, especially that of Hizballah. Israel is now beset additionally by adverse Russian military operations in southern Syria and looming ISIS threats on multiple fronts, at a time that the Arab states are stuffing their armories with advanced weapons from Russia and China. The US officials explained that, because of cutbacks in US defense spending, it would not be possible to add a single dollar to Israel’s regular $3.1 billion appropriation. After notifying Prime Minister Binyamin Netanyahu and Defense Minister Moshe Ya’alon of this refusal, the Israeli delegation was advised to reduce its application to $900 million. This too was refused. The standing $3.1 billion annual US assistance program for Israel expires at the end of 2016. The negotiations taking place currently were to have covered its extension for ten years. That too is in doubt.

Headline: Dozens of pro-Assad Hezbollah militants killed in attacks by Syrian rebels near Damascus

Clashes broke out between ISIS and Nusra Front militants on Lebanon‘s northeast border Monday following several days of relative calm, Hezbollah-affiliated media said. The War Media Center, which monitors fighting in the border Qalamoun area and other parts of Syria where Hezbollah is present, said the clashes broke out in Wadi al-Dibb, on the eastern outskirts ofLebanon‘s Arsal.
At least one fighter was killed and another one wounded, the report added. The fighting is taking place southeast of Qalaat al-Hosn, it said. Nusra and ISIS had engaged in fierce clashes on Arsal’s outskirts since late last month over a territorial dispute that left several militants dead from each group, but the fighting ended about one week ago following a truce. The LebaneseArmy has also been striking the militants with artillery fire on the outskirts of Arsal and Ras Baalbek on a nearly daily basis for more than one year. Last week, the army carried out a major operation in Arsal which it said left six ISIS militants dead. Another 16 suspected ISIS fighters were arrested in the raids, one of whom is the prime suspect in last week’s assassination of a police officer.

Headline:   UAE and Saudi Arabia join fight against ISIS and WILL put boots on the ground

Headline: Iran’s IRGC chief: Saudis wouldn’t ‘dare’ send troops to Syria

On Sunday, the UAE, a federation of seven states and one the Middle East’s most important economic centres, said it stands ready to supply ground troops to support and train international coalition soldiers in the war-ravaged country. Minister of State for Foreign Affairs Anwar Gargash said boots on the ground are the most effective way to fight ISIS, also known as Daesh. Mr Gargash said: “I think that this has been our position throughout, that a real campaign against Daesh has to include ground elements.” Saudi Arabia has also said it is prepared to take part in ground operations in Syria if the US-led coalition decides to go in that direction. Mr Gargash said UAE’s contribution in terms of manpower would not be particularly large but important nonetheless. The UAE’s top diplomat said: “We are not talking about a thousand troops but we are talking about troops on the ground that will lead the way, that will train, that will support … And I think our position remains the same and we will have to see how this progresses.” In response to Saudi Arabia’s and the UAE’s willingness to send troops to Syria, the Syrian government said it would put up a fight against any country that tries to invade its territory and send the aggressors home “in coffins.”

Headline: ISIS claims car bomb blast in Saudi capital

An explosion damaged a car in the Saudi capital Riyadh on Monday, the Saudi Press Agency reported, an incident ISIS said was caused by a bomb one of its members had affixed to the vehicle. A police spokesman said a citizen had reported that his car had been damaged by a blast on Monday while parked in front of his house in the city’s Al-Azizia district, according to SPA. There were no injuries. Some nearby vehicles also were damaged. In a statement released on the Telegram social messaging platform, ISIS’s Amaq news agency said the blast was caused by a “sticky bomb” attached to the vehicle of a member of the Saudi armed forces, the SITE monitoring service reported. A Saudi interior ministry spokesman was not immediately available for comment.

Headline: Saudi intercepts scud missile from Yemen

Headline: Al-Qaeda militants battle each other in southern Yemen

Saudi air defenses on Monday intercepted a Scud missile fired at Khamis Mushait city where a major airbase is located, the coalition fighting in Yemen said. The interception occurred “this morning at about three o’clock,” Brigadier General Ahmed al-Assiri, spokesman for the Saudi-led coalition, told AFP. “They are still targeting the cities,” he said. Roughly 100 kilometres (60 miles) from the Yemeni border, the King Khalid Air Base, near the city of Khamis Mushait, is at the forefront of Saudi-led air operations against Shiite Houthi militias and their allies, elite troops loyal to former president Ali Abdullah Saleh in Yemen. The Saudis have deployed Patriot missile batteries designed to counter tactical ballistic missiles, which have been fired occasionally since March when the Saudi-led coalition began air strikes in support of the Yemeni government after Iran-backed Houthi militias seized much of Yemen. Rocket fire from Yemen and border skirmishes have killed about 90 civilians and soldiers in southern Saudi Arabia since the coalition intervention began.

Syria Headline: Assad Regime Gains in Aleppo Alter Balance of Power in Northern Syria

Syrian rebels have withdrawn from three villages threatened by Russian strikes in the northern province of Aleppo that borders Turkey, allowing Kurdish fighters to overrun them, a monitor said Monday. The Syrian Observatory for Human Rights said the rebels abandoned the villages of Aqlamiyah, Deir Jamal and Mareanar on Sunday at the insistence of residents who feared their homes would be bombed. That enabled the Kurdish People’s Protection Units (YPG) to move in to seize the three villages, in another setback for the rebels only days after they lost three nearby towns to the Kurds. Aqlamiyah and Mareanar lie near the strategic Minnigh military airbase, held by rebel groups since August 2013. Opposition factions north of Syria’s second city Aleppo have been increasingly stuck “between the pincers” of YPG forces on one side and pro-government fighters on the other, a military source told AFP. After some clashes between rebels and the YPG, residents pressured rebels in some villages to hand over control to the Kurds so that Russian warplanes would not target their homes, Observatory head Rami Abdel Rahman said.

Syria Headline: Syria regime preparing major Darayya assault: report

Russian officers have been helping the Syrian regime plan a major offensive on the besieged Damascus suburb of Darayya, according to a report published Monday by Turkey’s state media. A media activists based in Darayya told the Anadolu news agency that the Syrian regime had “mobilized around 1,500 fighters, hundreds of whom are from the Shiite militias (Liwa Dhu al-Fiqar and Lebanon’s Hezbollah) to storm the town.” According to Darayya Media Office Director Hussam al-Ahmad, the operation was being supervised by Russian officers “equipped with thermal cameras and modern surveillance planes flying above the town,” which has been besieged by pro-regime forces since November 2012. He added that Syrian government troops “have begun to use modern Russian tanks that we have not been able to identify.” “Opposition forces targeted one of these tanks with five RPG rounds but failed to cause any damage.” The media activist further warned of the potential of a “huge massacre… if regime forces and their allies manage to capture [Darayya].” “Twelve thousand civilians, half of them children, live in the town.” The Syrian Observatory for Human Rights reported Friday that regime forces have now “completely surrounded the town of Darayya” in their bid to storm and capture the rebel stronghold.

Iraq Headline:    Iraq deploying thousands of troops to retake Mosul

The Iraqi army is deploying thousands of soldiers to a northern base in preparation for operations to retake the Islamic State (ISIS) jihadist group’s hub of Mosul, officials said on Monday. ISIS seized Mosul in June 2014 and except for air strikes has held Iraq’s second city largely unopposed for over 18 months as the country’s security forces battled the jihadists in other areas. “Units from the Iraqi army have begun arriving to a military base near the Makhmur district to start launching initial military operations toward Mosul,” a staff brigadier general told AFP on condition of anonymity. “There are three brigades located in that base now,” and their number will eventually reach 4,500 soldiers, the officer said, adding that troops from the 15th and 16th division will take part in operations to retake Mosul. Makhmur lies around 70 kilometers (45 miles) southeast of Mosul. The initial aim is to completely sever ISIS supply lines between Mosul and areas farther south including Hawijah in Kirkuk province and areas near Baiji in Salaheddin, the officer said.

Iraqi security forces have reportedly besieged the IS-held city of Fallujah in western Iraq’s volatile Anbar province. Two IS suicide bombers killed at least 28 Iraqi security personnel during attacks in both Fallujah and Ramadi on Thursday — the same day security forces said they cleared IS fightersfrom eastern Ramadi’s Sijariya district. On Saturday, two regiments of local Sunni tribal fighters said they repelled an IS assault north of Ramadi, killing dozens of militants, while security forces reportedly killed 18 IS fightersduring clearing operations Thursday in the Albu Soda neighborhood of Saqlawiya, north of Fallujah. On Sunday, the Iraqi military said it evacuated IS-blockaded areas of the Hit district, west of Ramadi, removing more than 70 civilians, mainly women and children. The same day, Iraqi military officials said IS militants executed several civilians attempting to escape from IS-controlled areas east of Ramadi.

Kurdish Headline: ‘Me or terrorists?’ Furious Erdogan tells US to choose between Turkey and Syrian Kurds

Riled by a meeting between a US official and the Kurdish People’s Protection Units (YPG), which controls the Syrian town of Kobane, Turkish President Recep Tayyip Erdogan has told Washington to choose between Turkey and, as he put it, the “terrorists.” A delegation featuring Brett McGurk, the United States’ envoy to the coalition it leads against Islamic State (IS, formerly ISIS/ISIL), met the YPG over the last weekend in January. The YPG took full control of Kobane late last June, in what was a powerful symbol of Kurdish resistance. “He [Brett McGurk] visits Kobane at the time of the Geneva talks and is awarded a plaque by a so-called YPG general?” Erdogan told reporters on his plane while returning from a trip to Latin America and Senegal, the Beser Haber newspaper reported.
“How can we trust [you]?” Erdogan said. Is it me who is your partner, or the terrorists in Kobane?” the Turkish president said, adding that both the PYD and the YPG are “terrorist organizations.” Ankara considers them to be part of the PKK, banned in Turkey as a terrorist group.

At least nine civilians and 16 rebel fighters have been killed as security forces battle militants of the Kurdistan Workers Party (PKK) in Turkey’s mainly Kurdish southeast, the army and the region’s main political party said on Monday. Ten of the 16 rebels killed on Sunday were in Cizre and six were in Sur, the military said on its website, adding that this brought the militants’ total death toll in the two places to 749 since December. A plainclothes police officer was also gunned down on Monday in the town of Yuksekova near the Iraqi border, media reported. In the center of Istanbul, Turkey’s largest city, police used water cannon and tear gas on Monday to break up a protest against the Cizre operations, witnesses said. Several people were detained, Dogan News Agency said. The protest in Istanbul occurred after the HDP called for a march near Taksim Square, the city’s tourism and transportation hub, to draw attention to the situation in Cizre, Dogan said.

Headline: Russia suspects Turkey is preparing for incursion into Syria

Headline:   Russian firepower helps Syrian forces edge toward Turkey border

Moscow said it has reason to suspect that Turkey is planning a military incursion into Syria. The Russian Defense Ministry said it has observed “a growing number of signs of hidden preparation of the Turkish armed forces for active actions on the territory of Syria.” Ankara responded by saying it has the right to protect its security and accused Russia of diverting attention from its own “crimes” in Syria. “They are simply diverting attention from their attacks on civilians as a country already invading Syria. Turkey has all the rights to take any measures to protect its own security,” said a senior official in Turkish Prime Minister Ahmet Davutoglu’s office. The Syrian army advanced toward the Turkish border on Monday in a major offensive backed by Russia and Iran that rebels say now threatens the future of their nearly five-year-old insurrection against President Bashar al-Assad. The Syrian military and its allies were almost five km (3 miles) from the rebel-held town of Tal Rafaat, which has brought them to around 25 km (16 miles) from the Turkish border, the rebels, residents and a conflict monitor said. The assault around the city of Aleppo in northern Syria has prompted tens of thousands to flee toward Turkey, already sheltering more than 2.5 million Syrians. In the last two days escalating Russian bombardment of towns northwest of Aleppo, Anadan and Haritan, brought several thousand more, according to a resident in the town of Azaz. In the face of the aerial onslaught, the United Nations estimated that 31,000 had been “newly displaced” from Aleppo, Anadan and areas of the country controlled by Islamic State, mostly women and children.

Headline: Iran wants euro payment for new and outstanding oil sales – source

Iran wants to recover tens of billions of dollars it is owed by India and other buyers of its oil in euros and is billing new crude sales in euros, too, looking to reduce its dependence on the U.S. dollar following last month’s sanctions relief. A source at state-owned National Iranian Oil Co (NIOC) told Reuters that Iran will charge in euros for its recently signed oil contracts with firms including French oil and gas major Total, Spanish refiner Cepsa and Litasco, the trading arm of Russia’s Lukoil. “In our invoices we mention a clause that buyers of our oil will have to pay in euros, considering the exchange rate versus the dollar around the time of delivery,” the NIOC source said. Lukoil and Total declined to comment, while Cepsa did not respond to a request for comment. Iran has also told its trading partners who owe it billions of dollars that it wants to be paid in euros rather than U.S. dollars, said the person, who has direct knowledge of the matter. Iran was allowed to recover some of the funds frozen under U.S.-led sanctions in currencies other than dollars, such as the Omani rial and UAE dhiram. Switching oil sales to euros makes sense as Europe is now one of Iran’s biggest trading partners.

Two suicide bombers targeting Afghan government and military employees killed at least nine people on Monday and wounded 23, officials said. Six civilians died and nine were injured in a blast outside a bakery shop in Yahyakhil district of Paktika province, an area near Afghanistan’s eastern border with Pakistan, district governor Musa Khan Kharuti said. The suicide bomber apparently targeted police and government employees buying bread, a provincial police official said. There was no immediate claim of responsibility. Earlier in the day, three people were killed in an attack on a bus carrying Afghan army personnel in Dehdadi district, not far from the Balkh provincial capital of Mazar-i-Sharif in northern Afghanistan, the Ministry of Defence said. The ministry put the number of wounded at eight, while Munir Ahmad Farhad, a spokesman for the Balkh provincial governor, said that 14, including three women, had been injured. The bomber detonated a suicide vest near the bus as it was carrying members of the army’s 209th Shaheen Corps, and all of the reported casualties were army employees, Farhad said. The Taliban claimed responsibility for the attack on the military bus in a statement released online.

Tunisia says it has completed the first part of a 200km (125-mile) barrier along its border with Libya, designed to deter terrorism. The barrier is made of sand banks and water trenches. It was announced last summer after 38 people were killed on a beach by a gunman said to have trained in Libya. Tunisia’s defence minister said the second phase of the project would involve installing electronic equipment with the help of Germany and the US. PEGIDA supporters carried placards with slogans including ‘Rape Culture is being Imported’ and ‘We will not stay silent as women are raped’. The far-right group even claimed that 100,000 Britons will be marching alongside them “by the end of the year”. PEGIDA leader Paul Weston said: “The next meeting we have is going to be double or treble the numbers. “By the end of this year, and I’m been quite serious, I want to see 100,000 decent people on the street”. Police in Birmingham were also forced to defend the number of officers deployed to the scene in Birmingham, with some protestors calling the response an “overreaction”. A 39-year-old man was arrested at the rally for a public order offence. The mile-long “silent march” in Birmingham was pushed out into the outskirts amid the heavy police deployment. Headline:   UN Security Council calls emergency meeting after North Korea rocket launch

World leaders have united in anger at North Korea with a promise to hit the rogue state with harsh sanctions after it successfully fired what it claimed to be a satellite into space. Concerns were raised that the launch could have been a ballistic missile rather than a satellite. The Kremlin strongly condemned on Monday North Korea’s latest rocket launch, calling it a violation of the international law. Commenting on reports that Russian components had been used in the rocket launch by North Korea, Kremlin spokesman Dmitry Peskov said: “This is rather a technological question.” He did not elaborate. “Our attitude to this launch … was unambiguously displayed in the full unity of the (United Nations) Security Council,” Peskov told journalists in a conference call. The US and South Korea said formal talks have begun about the deployment of the advance missile defence system which would protect the country from Pyongyang. The launch, which South Korean officials confirmed early on Sunday morning, follows North Korea’s claim last month that it had tested a hydrogen bomb. Amid boasts from Pyongyang that more missile launches would follow, world leaders have condemned the action as an “irresponsible provocation” and urged the United Nations to punish the communist nation.

Headline: Why a selloff in European banks is ominous

Headline:Greek stocks fall sharply on banking sector meltdown

European banks have been caught in a perfect storm of market turmoil, lately. Lackluster profits and negative interest rates, have prompted investors to dump shares in the sector that was touted as one of the best investment ideas just a few months ago. The region’s banking gauge, the Stoxx Europe 600 Banks Index FX7, -5.59% has logged six straight weeks of declines, its longest weekly losing stretch since 2008, when banks booked 10 weeks of losses, beginning in May, according to FactSet data. “The current environment for European banks is very, very bad. Over a full business cycle, I think it’s very questionable whether banks on average are able to cover their cost of equity. And as a result that makes it an unattractive investment for long-term investors,” warned Peter Garnry, head of equity strategy at Saxo Bank. The doom-and-gloom outlook for banks comes as the stock market has had an ominous start to the year.

Headline: Debt, defaults, and devaluations: why this market crash is like nothing we’ve seen before

Headline: Stocks Worldwide Tumble, Credit Weakens Amid Signs of Distress

Headline: Russia shuts down two more banks

A global recession is on the way. This truism of economics holds at any point in which the world is not in the grips of a contraction. The real question is always when and how deep the upcoming downturn will be. “The crash will come, but it would be nice if it came two years from now”, Thomas Thygesen, head of economics at SEB told over 200 commodity investors and analysts in London last month. His audience was rapt with unusual attention. They could be forgiven for thinking the slump had not already arrived. Commodity prices have crashed by two thirds since their peaks in 2014. Oil has borne the brunt of the sell-off, suffering the worst price collapse in modern history. Brent crude has fallen from $115 a barrel in the summer of 2014, to just $27.70 in mid-January. Major oil price falls have a number of historical precedents. Today’s glutted oil market is often compared to the crash of 1986, the last major episode over global over-supply. Back in the late 90s, a barrel of Brent crude fell to as low as $10 in the wake of the Asian financial crisis. But is the current oil price collapse really like anything the world economy has ever experienced? For many market watchers, a confluence of factors – led by oil, but encompassing China, the emerging world, and financial markets – are all brewing to create a perfect storm in a global economy that has barely come to terms with the Great Recession. “We are in a very unusual situation where market sentiment is of a different nature to anything we’ve seen before,” says Thygesen. Unlike previous pre-recessionary eras, the current sell-off has seen commodity prices, equities and credit conditions all move in dangerous lockstep.

Headline: 40,000 starving to death as S.Sudan teeters on famine: UN

At least 40,000 people are being starved to death in South Sudan war zones on the brink of famine, the United Nations said Monday, in a plea to rival forces to let aid in. The figures released in a UN report describe some of the worst conditions yet in more than two years of a civil war marked by atrocities and accusations of war crimes, including the blockading of food supplies. Conditions are “escalating”, the UN said, with already over 2.8 million people needing aid, almost a quarter of the country. “Nearly 25 percent of the country’s population remain in urgent need of food assistance, and at least 40,000 people are on the brink of catastrophe,” the UN’s Food and Agriculture Organization (FAO), the UN children’s agency UNICEF and the World Food Programme (WFP) said in a joint statement. “Families have been doing everything they can to survive, but they are now running out of options,” said UNICEF country chief Jonathan Veitch. “Many of the areas where the needs are greatest are out of reach because of the security situation. It is crucial that we are given unrestricted access now.” The warning comes three months after the last UN-backed specialised hunger assessment, the Integrated Food Security Phase Classification (IPC) report.

The War Media Center, which monitors fighting in the border Qalamoun area and other parts of Syria where Hezbollah is present, said the clashes broke out in Wadi al-Dibb, on the eastern outskirts of Lebanon‘s Arsal.
The Lebanese Army has also been striking the militants with artillery fire on the outskirts of Arsal and Ras Baalbek on a nearly daily basis for more than one year.

Iraq Headline:   Government sieges form around IS-held city of Fallujah

Iraqi security forces have reportedly besieged the IS-held city of Fallujah in western Iraq’s volatile Anbar province. Two IS suicide bombers killed at least 28 Iraqi security personnel during attacks in both Fallujah and Ramadi on Thursday — the same day security forces said they cleared IS fighters from eastern Ramadi’s Sijariya district. On Saturday, two regiments of local Sunni tribal fighters said they repelled an IS assault north of Ramadi, killing dozens of militants, while security forces reportedly killed 18 IS fighters during clearing operations Thursday in the Albu Soda neighborhood of Saqlawiya, north of Fallujah.

Headline: Turkish forces accused of ‘massacre’ over Cizre raid

Tal Rifaat

Headline:   Tunisia builds anti-terror barrier along Libya border

Tunisia says it has completed the first part of a 200km (125-mile) barrier along its border with Libya, designed to deter terrorism. The barrier is made of sand banks and water trenches. It was announced last summer after 38 people were killed on a beach by a gunman said to have trained in Libya. Tunisia’s defence minister said the second phase of the project would involve installing electronic equipment with the help of Germany and the US. Security forces said the defences – which aim to make the border impassable by vehicles – had already helped to reduce smuggling.

In Birmingham about 250 supporters of pan-European anti-immigration group PEGIDA faced about 60 pro-refugee demonstrators. The event was the first to be organised by Tommy Robinson, the founder of the English Defence League.

Headline: 3 Palestinian, One Israeli Officer Killed in Jerusalem Attack

Headline: IDF closes entrance to Kabatiyah after deadly attack

Three Palestinians armed with guns, knives and explosives killed an Israeli border policewoman and seriously wounded another before being shot dead by nearby officers at an entrance to Jerusalem’s walled Old City on Wednesday, Israeli police said. It was the latest in a spate of stabbings, shootings and car-rammings by Palestinians that has killed 27 Israelis and a U.S. citizen since October. Israeli forces have killed at least 155 Palestinians, 101 of them assailants according to authorities. Most of the others have died in violent protests. The Palestinians launched the attack at the Damascus Gate, a busy plaza in East Jerusalem, after being stopped by police for an identity check, a police spokeswoman said. All of the three attackers were carrying concealed weapons and at least one of them opened fire with an automatic rifle, killing one of the policewomen before they were shot dead by Israeli security forces, the spokeswoman said. The other policewoman was stabbed and wounded, and two pipe bombs were found at the scene, she said.

Headline: Hamas official claims terror tunnels are ‘defensive’

Headline: Hamas PM Haniya in Friday Sermon: We Are Digging Tunnels East of Gaza- VIDEO

Headline: Netanyahu threatens to eclipse 2014 war to destroy Gaza tunnels

Hamas on Wednesday buried two of its terrorists killed in a tunnel collapse, amid growing concerns in Israel over the rebuilding of underground attack tunnels for use against Israeli civilians. The Islamist terror movement that runs Gaza said the two men killed in Tuesday night’s tunnel collapse belonged to its armed wing, the Ezzedine al-Qassam Brigades. Hundreds of men, many armed and wearing balaclavas, took part in the funeral. Ismail Haniyeh, Hamas’s leader in Gaza, called the two men “martyrs” and praised “those who work silently underground for us to live in dignity on earth.” The collapse came just one week after an even deadlier accident in another terror tunnel, in which seven Hamas terrorists were killed. Israeli concerns increased on Friday after Haniyeh, in comments at the seven men’s funeral, boasted that Hamas is developing its military capabilities and rebuilding the underground tunnels leading from Gaza to Israel. But Mahmoud al-Zahar, a senior Hamas official, on Wednesday toned down the rhetoric with a statement on the Hamas website denying comments attributed to him that the tunnels had already reached into Israeli territory. “The resistance tunnels are defensive tunnels for the protection of our people in the face of any Israeli aggression,” he claimed.

Headline: IDF General Says Israel Effectively Part of Coalition Against ISIS

A top Israeli general said Wednesday that the Islamic State group is “our enemy” and that Israel is sharing intelligence with allies battling the extremists despite remaining on the sidelines of Syria’s civil war. Maj. Gen. Nitzan Alon said that while Iran remains the greatest threat to Israel, the ISIS group is also a dangerous adversary. Israel has kept its distance from the civil war on its northern doorstep, wary of appearing to side with any of the warring parties — nearly all of which are hostile to it. But Alon, who heads the military’s operations branch, told reporters that Israel is essentially part of the international coalition against ISIS and shares intelligence with its allies. “From Israel’s perspective, we definitely see Daesh as an enemy,” he said, using the Arabic acronym for ISIS.

The coming year is expected to see another increase in the number of Jews immigrating to Israel, this after more than 30,000 Jews made Aliyah last year, a record for the past 15 years. In 2016, some 10,000 Jews are expected to emigrate from France alone; 3,000 Jews are expected to arrive from the United States; 7,000 from Russia and an additional 7,000 from Ukraine. “We are monitoring the intensifying anti-Semitism in Europe, while at the same time the government ministries are preparing to absorb the olim,” the head of the Committee for Immigration, Absorption and Diaspora Affairs, MK Avraham Naguisa, said Wednesday. “Their absorption is a national mission and a Zionist, social and economic window of opportunity for the Jewish nation, the State of Israel and Israeli society.”

Headline: Lebanese army kill 2, arrests 27 militants in border town

Lebanese soldiers killed two gunmen and arrested at least 27 suspected militants, including a commander from the Islamic State of Iraq and Syria (ISIS) group, in a raid in the town of Arsal near the border with Syria, a security source on Wednesday. The source said that among those detained was Abu Bakr al-Raqqawi, a local commander of ISIS, and three high profile insurgents. He said the army carried out the raid after receiving intelligence that Raqqawi and others were in the northeastern town, which has suffered from a spillover of violence from nearly five years of conflict in Syria.
Nusra Front and ISIS fighters have staged regular incursions into Arsal from the barren hills just outside the town. They overran the town briefly in 2014 before withdrawing to the hills after clashes with the army.

Syria Headline: U.N. halts Syria talks as government closes in on Aleppo

Aleppo

A United Nations envoy halted his attempts to launch Syrian peace talks on Wednesday after the army, backed by Russian air strikes, made a major advance against rebel forces north of Aleppo, choking opposition supply lines from Turkey to the city. The government’s territorial breakthrough came after hundreds of bombing raids by Russian warplanes. The U.N. said it had been told hundreds of families had been uprooted following “an unprecedented frequency of air strikes in the past two days”. Three aid workers were among the dead. U.N. envoy Staffan de Mistura announced a three-week pause in the Geneva talks, the first attempt to negotiate an end to Syria’s war in two years. He had formally opened them on Friday but both sides denied they had ever begun.

Syria Headline:  Syrian army and allies breaks rebel siege of Shi’ite towns: army

The Syrian army and its allies have broken a three-year rebel siege of two Shi’ite towns in northwest Syria, government and rebel groups said on Wednesday, cutting off a main insurgent route to nearby Turkey. The two towns of Nubul and Zahraa, with an estimated 60,000 population, are connected to the border by areas under the control of Kurdish militias that provided them some access. Al Manar, television channel of Lebanon’s Hezbollah militant group, joined Syria’s army and state media in reporting the breakthrough, which it said came after the army moved in from towns secured in a recent offensive in northern Aleppo province. A Levant Front rebel said the siege was broken “after three days of legendary resistance by the revolutionaries facing the Russian military machine, an after more than 500 raids by Russian air planes”. “Less than 3 km separate the regime from cutting all routes to opposition-held Aleppo,” said Rami Abdulrahman, head of the Syrian Observatory for Human Rights, said. “It did in three days what it failed to do in 3-1/2 years.”

Iraq Headline:    Iraq building security wall around Baghdad

Iraqi security forces have begun building a concrete wall surrounding the capital Baghdad in a bid to prevent attacks by Islamic State of Iraq and Syria (ISIS) militants, a military statement said on Wednesday. ISIS, the ultra-hardline group that seized vast swathes of territory north and west of Baghdad, claimed several attacks in recent months in the Iraqi capital. The last one, on Jan. 11, targeted a shopping mall and killed at least 18 people, according to police sources. The planned security barrier will surround the city from all sides, said Baghdad Operations Command’s head Lieutenant-General Abdul Ameer al-Shammari, in a statement published on the defense ministry’s website. The preparatory work on the wall started on Monday, he said. “The security barrier around Baghdad will prevent terrorists from infiltrating the capital or smuggling explosives and car bombs to target innocent civilians,” he said.

Makmour

Iraq Headline:     Arabs, Kurds retake Iraq village from Daesh

Sunni Muslim Arab fighters backed by Kurdish forces and US-led air strikes retook a village in northern Iraq on Wednesday in an example of effective military cooperation on the ground between them against Daesh insurgents. The offensive in the Makhmour district south of Erbil began early on Wednesday, resulting in the recapture of Kudila — part of a series of planned operations to clear Daesh militants from the area, Kurdish and Arab commanders said. Kurdish forces have driven the ultra-hard-line Sunni militants back in northern Iraq, but have been reluctant to push further into predominantly Arab territory for fear of being seen as an occupying force by inhabitants and provoking a backlash. Local Sunni Arabs have been training in the Makhmour area as part of the Hashid Shaabi or Popular Mobilization Force, a coalition of mainly Shiite Muslim militias in which Iraqi Prime Minister Abadi would like to include Sunni groups. “In coordination with the (Kurdish) peshmerga and supported by coalition planes they have a plan to clear and liberate all the areas that the terrorists seized,” said peshmerga commander Qader Qader. “These attacks will continue.”
Speaking via phone from Kudila with the sound of heavy machine gun fire in the background, one peshmerga said Daesh had deployed three suicide car bombs to fend off the assault and at least eight militants had been killed.

Kurdish Headline: Iraqi-Kurdish leader urges independence vote

Iraq’s autonomous Kurdistan region should hold a non-binding referendum on independence, its president said on Tuesday, despite the numerous crises it is facing. Massoud Barzani has previously called for a referendum but set no timetable for a proposed vote. The chaos created by ISIS’s occupation of swathes of Iraq and Syria has given Kurds a chance to further their long-held dream of independence. But the region is currently struggling to avert an economic collapse. “The time has come and the situation is now suitable for the Kurdish people to make a decision through a referendum on their fate,” Barzani said in a statement on his website. “That referendum does not mean proclaiming statehood, but rather to know the will and opinion of the Kurdish people about independence and for the Kurdish political leadership to execute the will of the people at the appropriate time and conditions.”

Headline: Walls and watchtowers rise as Turkey tries to seal border against Islamic State

Headline: EU finalises €3bn fund for Turkey refugees

Slabs of concrete wall have sprung up and military patrols have intensified, but local people say this stretch of Turkey’s border facing Syrian territory under Islamic State control is still far from water-tight. Ankara is under intense pressure from its NATO allies to seal off the 70 km (40 mile) strip that stretches from just east of the Turkish town of Kilis to Karkamis, long a conduit for fighters, smuggled goods and war materiel. Beyond a string of tiny villages nestled in undulating fig and olive groves lies the last stretch of Syrian territory on Turkey’s southern frontier that Islamic State militants still hold, following advances by rival Kurdish rebels. European governments fear that their own citizens who have fought with the jihadists could still cross back into Turkey before heading home to stage attacks. Likewise, the United States believes Turkey, which has NATO’s second largest army, must close the frontier if Islamic State is to be defeated in Syria. Soldiers patrol in armored vehicles along a border delineated in some places by little more than razor-wire fence. Additional watchtowers and huts have appeared in recent months, and three-meter (10 foot)-high concrete slabs are being erected along some of the most vulnerable sections.

U.S. airstrikes have destroyed an Islamic State-operated radio station in a remote part of eastern Afghanistan, officials said Tuesday. “Voice of the Caliphate” radio was destroyed by two U.S. airstrikes, according to a U.S. military official, who spoke on condition of anonymity because he was not authorized to brief media on the subject. Army Col. Mike Lawhorn, spokesman for the U.S.-NATO mission in Afghanistan, said U.S. forces conducted two “counter-terrorism airstrikes” late Monday in Achin district, in the eastern Nangarhar province, without elaborating. An ISIS affiliate has emerged in Afghanistan over the past year, with a military presence in districts near the border with Pakistan. The radio station was broadcasting illegally across Nangarhar, calling on fighters to join the group and threatening journalists in the provincial capital, Jalalabad.

Headline:    Azerbaijan Warns of Potential Action Against Armenia

Senior political figures in Azerbaijan have warned that a military option remains on the table to resolve the smoldering conflict with Armenia over the Nagorno-Karabakh region. Azerbaijan will spend $1.2 billion on defense and security in 2016 and Baku hopes a decade-long massive military build-up will help it win back Nagorno-Karabakh and other Armenian-occupied territories. Baku prefers a diplomatically brokered resolution to the conflict but Hikmat Hajiyev, spokesman for Azerbaijan’s foreign minister, cautioned that if these do not soon bear fruit, Azerbaijanis may lose patience with the international community. He said Azerbaijani armed forces “stand ready” to prevent any “provocation,” adding, “We have the defense capabilities to take back these territories militarily. We do not want to use force but we can be patient only up to a certain point.” The official stressed that defense spending had enabled the Azerbaijani armed forces to be supplied with requisite advanced weaponry needed to re-take
”its Armenian-held territories.”

rise of ISIS

Headline: ISIS’s Regional Campaign: January 2016

ISIS is building strategic resiliency and projecting an image of continued expansion through its regional campaign, even as it faces opposition in Iraq and Syria. The organization executed a complex operation across multiple Libyan cities this month, demonstrating its capability and intent to develop Libya as a safe haven to increase presence throughout North Africa. ISIS also used its Southeast Asian foreign fighter network to direct and resource its first attack in Indonesia, reflecting a growing consolidation of pro-ISIS militant groups. ISIS will likely continue outreach to jihadist elements in North Africa and Southeast Asia in order to prepare for formal military expansion into those areas in support of its grand strategic objective of expanding its caliphate to all historically Muslim lands.

Headline: Russia says deeply concerned by North Korea’s planned rocket launch

South Korea warned on Wednesday of “searing” consequences if North Korea doesn’t abandon plans to launch a long-range rocket that critics call a banned test of ballistic missile technology. North Korea on Tuesday informed international organizations of its plans to launch an Earth observation satellite on a rocket between Feb. 8 and 25, and if North Korea’s past patterns are any clue, angry warnings by its neighbors and Washington probably won’t dissuade a coming launch. The launch declaration, which is meant to warn civilians, shipping and aircraft in the area about the rocket and falling debris, follows North Korea’s disputed claim on Jan. 6 to have tested a hydrogen bomb, the country’s fourth nuclear test. A launch would be seen as a snub by North Korea of its only major ally, China, whose representative for Korean affairs landed in the North for talks on Tuesday. South Korean and U.S. officials said the launch would threaten regional security and violate U.N. Security Council resolutions that ban the country from engaging in any ballistic activities. “We warn that if North Korea proceeds with a long-range missile launch, the international society will ensure that the North pays searing consequences for it as the launch would constitute a grave threat to the Korean Peninsula, the region and the world,” senior South Korean presidential official Cho Tae-yong said in televised remarks.

Headline: Dollar Suffers Worst Day in 7 Years as Traders Face Fed Reality

Headline: National debt hits $19 trillion

The dollar plunged by the most since the Federal Reserve announced the start of its Treasury bond-buying program seven years ago, as signs of a slowing U.S. economy helped derail bets on diverging policies between global central banks. The U.S. currency sank more than 1.7 percent against six of its biggest peers amid concern that growth in the world’s largest economy is cooling. Currency traders are catching up to the bond market, where 10-year yields sank to the lowest in a year Wednesday and futures are sending the strongest signal yet that traders expect the Fed to stand pat this year. Concern about a global demand slump and policy makers’ response to a slowing growth worldwide has put the $5.3 trillion-a-day market in disarray. The dollar’s pullback this week has reversed all the yen’s decline against the greenback on Friday when Bank of Japan introduced negative interest rates to revive inflation, which is stuck near zero.

Two Australians were diagnosed with the Zika virus after returning home from travels in the Caribbean, a state health service said on Tuesday, confirming the first cases of the mosquito-borne virus in the country this year. Officials also said that mosquitos carrying the virus had been detected at Sydney International Airport, but stressed that it was unlikely the virus would establish local transmission given the lack of large numbers of the Aedes Aegypti mosquitos. Confirmation of the Australian cases came just a day after the World Health Organization declared the Zika virus to be an international public health emergency due to its link to underdeveloped brains in some babies. There is no vaccine against the mosquito-borne virus. The New South Wales (NSW) health department said the two Sydney residents were diagnosed with the Zika virus on Friday after returning to Australia from Haiti.

NOTE FROM FRANK 2 In Revelation 9:21 we see Jesus speaking to us about drug’s. The words “sorceries” in Revelation 9:21 is the Greek word pharmakia from which comes our word “pharmacy”. It signifies the use of medicine, drugs, spells, such as those used in witchcraft and those used today by those who are seeking a greater “high”. This generation was to be labeled a drug generation and we are.

Headline:     Legal US pot sales soar to $5.4B in 2015: Report

Legal U.S. pot sales soared to $5.4 billion for 2015, up 17.4 percent from $4.6 billion in 2014, according to data released Monday by the ArcView Group, which tracks the cannabis markets. The figures include medical and adult consumer sales. However, the annual gain was largely fueled by the explosive growth in consumer sales, as some states have approved adult recreational marijuana use. Adult use sales grew to $998 million from $351 million in 2014, according to the research. And voters in more states, including California, are likely to take up the issue in 2016.  By many measures, 2015 was a bellwether year for marijuana, as states like Colorado and Washington paved the way for new business models and growth. Entrepreneurs have opened spa-like retail shops for adult users and medical cannabis sales. The social experiment to abolish cannabis prohibition in some instances is melding with a for-profit corporate culture. The growing cannabis market features a variety of innovative consumer-facing products such as vaporizers, edibles and capsules. As an example, Colorado adult use sales surpassed $100 million last year for the first time.

Headline: Dozens of homes destroyed after tornadoes touch down in Alabama, Mississippi

Strong storms in the Southeast spawned tornadoes that touched down in Alabama and Mississippi Tuesday, damaging or destroying dozens of homes and at least one church, as well as a prison. No fatalities or major injuries were reported. The worst damage occurred Tuesday in Sapps, Ala., a small community near the Mississippi border approximately 40 miles west of Tuscaloosa. AL.com reported that dozens of homes were reduced to rubble and at least one mobile home was cracked in half after it was apparently picked up, carried and dropped by high winds. “I was in the bed asleep at the time and it woke me up. It sounded like a train,” Anthony Walker told AL.com. “It’s the first time in about 25 years a tornado hit here.” The National Weather Service in Birmingham confirmed that a “large and destructive tornado” touched down near the city of Aliceville, about 45 miles west of Tuscaloosa, early Tuesday evening.

Headline: First ever recorded snow 300km south of Hanoi, Vietnam

The province of Nghe An in Vietnam recorded its first snowfall ever with records stretching back to 1650. There is really something strange going on right now. Are we entering a period of global cooling in the atmosphere and the oceans? Is our Earth about to begin a steep drop in global temperatures off its present global temperature plateau? With these anomalic snow falls and freezing periods in Kuwait, Saudi Arabia, Laos and now Vietnam it seems that we are going towards such a temperature decline of our planet, enhanced by a “solar hibernation”, which is expected to be reached by the year 2031.
