Israeli soldiers and Palestinians clashed Friday in the West Bank city of Hebron during protests marking the 20th anniversary of the 1994 attack in which a settler shot and killed 29 Muslim worshippers at the Tomb of the Patriarchs. Palestinians reported between 15 to 20 protesters were wounded in the clashes and ten arrested. The Israeli army reported five Palestinians were wounded. Hundreds of Palestinian demonstrators protested the closure of the Shuhada street, a shopping street that runs along Jewish settler compounds. The military closed the street, citing security reasons, after the 1994 massacre. Palestinians say the central street’s closure is disruptive and helps cement Israeli control over the area.

In the wake of a report that US of Secretary of State John Kerry’s framework proposal for the continuation of peace talks with the Palestinians calls for a freeze, Levin was one of 21 MKs from the Land of Israel caucus in the Knesset who signed a letter to Netanyahu stating the position that any cessation of building in Israel would be unacceptable.

Salah Bardawil, a member of Hamas’s “parliament” in Gaza, attacked Palestinian Authority (PA) Chairman Mahmoud Abbas Friday, calling him a “coward” for considering accepting the US framework agreement. “If the US framework agreement is accepted, the Palestinian problem will lose all meaning,” Bardawil fired. “The situation is very dangerous because of the denial of the right of return to their homes of six million Palestinian refugees.” “[The process] gives Palestine to the Occupation,” he added. ‘The resistance will not allow our fundamental principles to be harmed,” the Hamas official continued. “Everyone knows that infringement on the right of return is a crime punishable by the most severe means in accordance with the [Hamas] Parliament.” The Fatah party, headed by Abbas, has repeatedly stressed that the PA will never give up on the so-called “right of return”. Abbas had previously made statements indicating that in a peace agreement with Israel he would be willing to give up on this demand, but was quick to cave in to public pressure and retract these claims.

The official said that the ideas Kerry presented to Abbas could “not serve as the basis for a framework accord between the Palestinians and Israel as they do not take into account the legitimate rights of the Palestinian people,” AFP reported. “The Palestinian position explained to Mr Kerry is that the proposed ideas, particularly the insistence on recognition of the state of Israel as the Jewish nation-state, are unacceptable,” the official told AFP on condition of anonymity. The official also labelled “vague” Kerry’s proposals for the future of east Jerusalem. According to the official, Abbas “restated the Palestinian position and his vision of a solution based on United Nations resolutions and the positions of the Palestinian leadership and the Arab League.” Earlier in the week, Palestinian officials expressed similar doubts regarding Palestinian acceptance of Kerry’s ideas that would form the basis of future negotiations with Israel.

Syria is ready to work with Lebanon to fight terrorism, a statement from the Syrian Interior Ministry said, citing recent bombings in Lebanon. “The ministry is prepared to cooperate with the Lebanese Interior Ministry on counter-terrorism measures, pursuing terrorists and intercepting criminal tools aimed at targeting the stability of Lebanon and Syria,” said a statement published late Thursday by Syria’s state news agency SANA. “The ministry is also ready to offer anything within its means to thwart the terrorist attacks that target the security and safety of the brotherly Syrian and Lebanese people.” The statement follows Wednesday’s twin suicide bombings targeting the Iranian Cultural Center in Beirut’s Bir Hassan, killing eleven people and wounding 128 in the latest of a series of attacks targeting predominantly-Shiite areas strongly associated with Hezbollah.

This further backing from Tehran, along with deliveries of munitions and equipment from Moscow, is helping to keep Assad in power at a time when neither his own forces nor opposition fighters have a decisive edge on the battlefield. Assad’s forces have failed to capitalize fully on advances they made last summer with the help of Iran, his major backer in the region, and the Hezbollah fighters that Tehran backs and which have provided important battlefield support for Assad. Assad is now benefiting from the deployment by Tehran of hundreds more military specialists to Syria, according to Iranian sources familiar with deployments of military personnel, Syrian opposition sources, and security experts. The Syrian army intensified its aerial bombardment Friday of southern Syria as opposition fighters were preparing to launch a wide offensive in a province bordering Jordan, activists said. The Local Coordination Committees opposition network and an anti-government activist in the area said air raids and government shelling in the southern province of Daraa killed at least two people Friday. The Britain-based Syrian Observatory for Human Rights, another activist group, reported that air raids on several areas in Daraa killed a man and a child. South Sudan’s government said Friday that rebel fighters are in control of the capital of an oil-rich state that has seen several days of heavy fighting. Presidential spokesman Ateny Wek said Friday that government troops carried out a ‘‘tactical withdrawal’’ from the city to avoid a further loss of life. Wek said there have been atrocities in Malakal, the capital of Unity State, and that the humanitarian situation is grim. Violence broke out in South Sudan in mid-December. Despite a cease-fire signed last month, battles continue to rage between government troops and rebel fighters loyal to the country’s former vice president. Wek accused the former vice president, Riek Machar, of trying to divide the country along ethnic lines. He blamed rebel fighters for carrying out atrocities on civilians.

The crisis in Ukraine continues to erode the country’s financial standing. The ratings agency Standard & Poor’s cut Kyiv’s credit rating on Friday, saying: “The future of the current Ukrainian leadership is now more uncertain than at any time since the protests began last November”. It is the second such downgrade in three weeks. S&P analysts said the latest developments in the crisis make it less likely Ukraine would receive desperately needed Russian aid, thereby increasing the risk of default on its debts. Moscow was due to buy $2 billion worth of Ukrainian government bonds, but that sale is on hold with Russia’s economy minister saying they are waiting for clarity on the government in Ukraine. “The downgrade reflects our view that the political situation in Ukraine has deteriorated substantially. We believe that this raises uncertainty regarding the continued provision of Russian financial support over the course of 2014, and puts the government’s capability to meet debt service at increasing risk,” S&P said in a statement. The downgrade came just ahead of Ukraine’s opposition leaders signing an EU-mediated peace deal with President Viktor Yanukovich aimed at ending the violent standoff in the country’s capital.

An Alabama high school that previously banned same-sex couples from attending prom has reversed its policy after an outcry from students. Earlier this week, it came to light that Greenville High School had said it would allow only “traditional couples” –- meaning a male and a female –- to attend prom, according to local outlet WSFA-TV. Interim Superintendent Amy Bryan abolished the anti-gay policy soon after she learned of its existence. “An administrator issued a list of prom rules that included a discriminatory statement,” she said, per WSFA. “No one lost their right to go anywhere. It’s unfortunate it was in our rules, and all children will be welcome to the Junior-Senior Prom.” Over the course of the past few years there have been a slew of controversies surrounding schools’ policies on prom couples. A group of residents in Sullivan, Ind., came under fire last year after proposing a “gay-free” prom that would take place outside of school. The local high school, on the other hand, allowed same-sex couples to attend the school’s official prom.

A federal judge says gay couples in Chicago don’t have to wait until June to marry. Judge Sharon Johnson Coleman’s Friday order says there is no reason to delay same-sex marriages in Illinois, when the state’s law is set to take effect. Her finding applies only to Cook County. She says no opposition has been presented to the court, and gay and lesbian couples “have already suffered from the denial of their fundamental right to marry.” The decision stems from a lawsuit filed against the Cook County clerk, who supports gay marriage. Chicago is in Cook County. Coleman already ruled in December that same-sex couples did not have to wait until June to marry if one or both partners had a life-threatening illness. Now that applies to all couples.

Headline: California farmers brace for little or no water amid extreme drought
Federal officials plan to announce Friday how much water they can release this year through a vast system of rivers, canals and reservoirs, but Central Valley farmers on the front lines of California’s historic drought expect to get little, if anything. This time of year the US bureau of reclamation carefully measures the mountain snow pack, rainfall and reservoir levels all over California to determine the water available for farmers, fish migrations and communities. Gayle Holman of the Fresno-based Westlands Water District, the nation’s largest supplier of water for agricultural use, said the district has been preparing farmers for grim news that they’ll receive no water this year from the federal government. “They’re all on pins and needles trying to figure out how they’re going to get through this,” Holman said, adding that Westland’s 700 farmers will choose to leave fields unplanted, draw water from wells or pay top dollar for water that’s on the market. Last year, Westland farmers received just 20% of what is considered normal from the federal government’s Central Valley Project, while federal water releases for endangered fish remained at 100 percent, causing frustration among farmers. Governor Jerry Brown last month declared California’s drought emergency, and both state and federal officials have pledged millions of dollars to help with water conservation and food banks for those put out of work by the drought. California officials who manage the State Water Project, the state’s other vast water system, have already said they won’t be releasing any water for farmers, marking a first in its 54-year history.

AN earthquake which hit North Devon yesterday was “significant by UK standards” according to the British Geological Survey. Assistant seismologist Julian Bukits confirmed the earthquake which struck at around 1.21pm yesterday was the biggest since 2008. It occurred in the Bristol Channel around halfway between the North Devon coast and South Wales. The society said the earthquake measured 4.1 on the Richter scale. A statement added: “The epicentre of this earthquake was approximately 18 km north of Ilfracombe in North Devon and around 30 km southwest of Swansea in South Wales. The earthquake was widely felt in North Devon and South Wales.” The last large earthquake to hit the UK was Market Rassen which struck in Lincolnshire in 2008, measuring 5.2.

President Nicolas Maduro’s opponents charged Thursday that he has unleashed the military, police and civilian militias against those who blame the administration for hardships in a country that is rich in oil but struggling with overheated inflation and one of the world’s worst homicide rates. Violence has escalated across Venezuela since a Feb. 12 opposition rally that was followed by clashes between young activists and the National Guard in which three people died. Headline: Somali president survives attack in Mogadishu
Somalia’s President Hassan Sheikh Mohamud has survived an assassination attempt following an attack on the presidential palace in the capital Mogadishu. Police officials said on Friday that Mohamud escaped the assault unharmed while others were killed after gunmen wearing explosive vests attacked the presidential compound. According to Police Captain Mohamed Hussein, the gunmen launched the attack with a car bomb, and then a gunfight erupted between guards and the assailants. In addition, another police officer said a second explosion was heard during the assault. Police said at least 14 people were killed in the attack, including five Somali officials or soldiers plus nine assailants. Somalia’s al-Shabab fighters later took responsibility for the attack on the palace, which is the residence of the country’s president, prime minister and speaker of the parliament.

European Union defense ministers say EU peacekeepers are expected to arrive in the Central African Republic in early March to help stop the sectarian violence that has claimed more than 1,000 lives and forced nearly 1 million people to flee. Greek Defense Minister Dimitris Avramopoulos says the EU peacekeeping force’s command center will be in Larissa, Greece. The 28-nation bloc plans to send at least 500 troops. Avramopoulos spoke Friday after a two-day meeting of EU defense ministers in Athens. About 1,600 French troops and 6,000 African peacekeepers already are deployed to deter bloodshed between the Muslim minority and Christian majority in the Central African Republic, a country of 4.6 million people that’s roughly the size of Texas. France says it plans to deploy 400 more soldiers soon.

Yemeni security forces have opened fire on pro-independence protesters in the southern city of Aden, killing one person and leaving over a dozen injured. The violence broke out when thousands of demonstrators took to the streets in the port city after Friday prayers. They marched on Aden’s central district of Khor Maksar which houses government and diplomatic centers. “The south is a state and an identity,” the protesters chanted. Police responded by firing live rounds and tear gas at the protesters as they approached the district’s central Arood Square. They opened fire on a similar protest march late on Thursday, killing one demonstrator and wounding a dozen others. The rally was called by secessionist leaders on the second anniversary of the ouster of the country’s longtime dictator, Ali Abdullah Saleh. Authorities have announced a ban on all gatherings in the area, citing “extraordinary security conditions and the need to pre-empt terrorist acts.”

People in Bahrain have staged fresh anti-government protest rallies across the tiny Persian Gulf kingdom in defiance of the Manama regime’s deadly crackdown on peaceful demonstrations.According to reports, a funeral procession held for a Bahraini activist who had been wanted by the ruling Al Khalifa regime turned violent on Thursday after security forces attacked the event in the village of Saar, situated west of the capital, Manama. Earlier this month, Amnesty International has censured Bahrain’s “relentless repression” of anti-regime protesters, saying the regime’s security forces “repeatedly” use “excessive force to quash anti-government protests.” On February 14, UN Secretary-General Ban Ki-moon also called on the Manama regime to respect its “international human rights obligations” in dealing with peaceful protests in the country.

Shots rang out and tension remained high in the streets of Kiev Friday, as Ukrainian protest leaders signed a deal with Ukraine’s president to defuse a political crisis that has left scores dead and hundreds injured. The two sides signed an agreement after hours of European-led negotiations. The deal is a “good compromise for Ukraine. Gives peace a chance. Opens the way for reform and to Europe. Poland and EU support it,” European Union mediator, Polish Foreign Minister Radoslaw Sikorski, said in a Twitter post Friday. Two opposition spokeswomen said the deal was signed in the Ukrainian president’s office, but had no further details. The Ukrainian parliament approved amnesty for protesters involved in the recent violence following the agreement Friday. Ukrainian President Viktor Yanukovych gave in to pressure from European diplomats, offering concessions– including elections– and promising to invite the opposition into the government, in an attempt to end the violence. Yanukovych gave no time frame for new elections.

Headline: 6 hurt in explosion at Thailand protest site
An explosion Friday night at a protest site in Thailand’s capital injured at least six people, as political tensions wracking the country showed no sign of easing. The violence came the same day that angry farmers driving hundreds of tractors called off a threatened protest at Thailand’s main airport, granting a reprieve to the embattled prime minister and to travelers fearing a repeat of a 2008 blockade of the facility. The farmers canceled the protest at Bangkok’s Suvarnabhumi Airport after striking a last-minute deal with Prime Minister Yingluck Shinawatra, who agreed to make long-delayed payments on last year’s rice crops to them by next week. They vowed, however, to stage the protest next week if the payments are not made. The farmers’ protest is one of many headaches for Yingluck, who appears increasingly powerless against a wider anti-government movement pressing for her resignation. Protesters have camped out with virtual impunity for weeks at major intersections of Bangkok and near the Government House compound.
